The past several decades have exhibited vertiginous change, surprising novelties, and upheaval in an era marked by technological revolution and the global restructuring of capitalism.1 This "great transformation," comparable in scope to the shifts produced by the Industrial Revolution, is moving the world into a postindustrial, infotainment, and biotech mode of global capitalism, organized around new information, communications, and genetic technologies. The scientific-technological-economic revolutions of the era and spread of the global economy are providing new financial opportunities, openings for political (...) amelioration, and a wealth of ingenious products and technologies that might improve the human condition. Yet these developments are accompanied by explosive conflict, crisis, and even catastrophe. The post-September 11 world reveals the contradictory dialectic of globalization in which the wide-reaching circulation of people, technology, media, and ideologies can have destructive as well as beneficial consequences. Hence, the turbulent transmutations of the contemporary situation are highly contradictory and ambiguous, with both hopeful and threatening features being played out on political, economic, social, and cultural fronts. Through the ability to preview the future , people can anticipate how best to think, feel and act in just about any setting. But exactly what factors determine the contents of prospection? Extending research on action identification and temporal construal, here we explored how action goals and temporal distance modulate the characteristics of future previews. Participants were required to imagine travelling to Egypt to climb or photograph a pyramid. Afterwards, to probe the contents of prospection, participants provided a sketch (...) of their imaginary experience. Results elucidated the impact of goal type and temporal distance on mental imagery. While a climbing goal prompted participants to draw a larger pyramid in the near than distant future, a photographic goal influenced only the compositional complexity of the sketches. These findings reveal how action goals and temporal distance shape the contents of future simulations. (shrink)

The Danish theologian-philosopher K. E. Løgstrup is second in reputation in his homeland only to Søren Kierkegaard. He is best known outside Europe for his _The Ethical Demand_, first published in Danish in 1956 and published in an expanded English translation in 1997. _Beyond the Ethical Demand_ contains excerpts, translated into English for the first time, from the numerous books and essays Løgstrup continued to write throughout his life. In the first essay, he engages the critical response to _The (...) Ethical Demand,_ clarifying, elaborating, or defending his original positions. In the next three essays, he extends his contention that human ethics “demands” that we are concerned for the other by introducing the crucial concept of “sovereign expressions of life.” Like Levinas, Løgstrup saw in the phenomenon of “the other” the ground for his ethics. In his later works he developed this concept of “the sovereign expressions of life,” spontaneous phenomena such as trust, mercy, and sincerity that are inherently other-regarding. The last two essays connect his ethics with political life. Interest in Løgstrup in the English-speaking academic community continues to grow, and these important original sources will be essential tools for scholars exploring the further implications of his ethics and phenomenology. “K. In this article, we explore the world's response to the increasing impact of carbon emissions on the sobering threat posed by global warming: the carbon offset market. Though the market is a relatively new one, numerous offset providers have quickly emerged under both regulated and voluntary regimes. Owing to the lack of technical literacy of some stakeholders who participate in the market, no common quality or certification structure has yet emerged for providers. To the contrary, the media warns that a (...) relative "cowboy" atmosphere prevails in the current environment, and that there are "widespread instances of people and organizations buying worthless credits that do not yield any reductions in carbon emissions" (Harvey and Fidler, Financial Times, 2007). At this point in the evolution of the market, only a handful of offset provider-rating schemes exist; and, even these systems leave consumers with few answers when they seek to find a means by which to ensure that the said systems are having their intended impact. The purpose of this article is, first, to provide a grounded understanding of the nature of the offset market, a tendency toward carbon neutrality as a possible point of equilibrium, and the ethical tensions that surround it from the perspective of the consuming public. Second, we outline the standards environment for offset providers to illustrate most effectively the need for a single set of criteria among providers that is readily understandable by the common consumer stakeholder. We then explore the differences among the providers and articulate the specific criteria upon which providers may be evaluated by this particular stakeholder constituency, by bringing together best practices based on currently available analyses. Finally, we share the results of preliminary data collection in connection with 117 offset providers and highlight early findings. These findings allow us comparing providers effectively and efficiently on a common scale that services both providers, who thereby have greater guidance for self-assessment purposes, as well as consumer stakeholders, who then have the ability to make useful and more informed choices about carbon emission reduction in the future. In this commentary, the author discusses two strengths and two weaknesses of “Better than Best (Interest Standard) in Pediatric Decision-Making,” in which Lainie Friedman Ross critiques the best interest standard and proposes her own model of constrained parental autonomy (CPA) as a preferable replacement for both an intervention principle and a guidance principle in pediatric decision making. The CPA’s strengths are that it detaches from the language and concept of “best” and that it better respects the family (...) as a distinct and intimate decision-making unit. The first weakness of the framework, as an intervention principle, is that because it imports a Rawlsian understanding of basic interests, it neglects certain populations of children (for example, children with intellectual disabilities). The second weakness is that, as a guidance principle, it is unclear what actual guidance the CPA is positioned to offer and how that guidance would be justified. To conclude, this commentary offers suggestions for what should be required of both an intervention principle and a guidance principle in pediatric decision making. (shrink)

Familialism is a significant mindset within Singaporean culture. Its effects through the practice of familial determination and filial piety, which calls for a family centric approach to care determination over and above individual autonomy, affect many elements of local care provision. However, given the complex psychosocial, political and cultural elements involved, the applicability and viability of this model as well as that of a physician-led practice is increasingly open to conjecture. This article will investigate some of these concerns before proffering (...) a decision-making process based upon a multidisciplinary team approach. It will be shown that such a multidimensional and multiprofessional approach is more in keeping with the inclusive and patient-centred ethos of palliative care than prevailing practices. It will be shown that such an approach will also be better placed to deliver holistic, coherent and sensitive end-of-life care that palliative care espouses. (shrink)

In this article, we develop a new approach to integrating philosophical phenomenology with qualitative research. The approach uses phenomenology’s concepts, namely existentials, rather than methods such as the epoché or reductions. We here introduce the approach to both philosophers and qualitative researchers, as we believe that these studies are best conducted through interdisciplinary collaboration. In section 1, we review the debate over phenomenology’s role in qualitative research and argue that qualitative theorists have not taken full advantage of what philosophical (...) phenomenology has to offer, thus motivating the need for new approaches. In section 2, we introduce our alternative approach, which we call Phenomenologically Grounded Qualitative Research (PGQR). Drawing parallels with phenomenology’s applications in the cognitive sciences, we explain how phenomenological grounding can be used to conceptually front-load a qualitative study, establishing an explicit focus on one or more structures of human existence, or of our being in the world. In section 3, we illustrate this approach with an example of a qualitative study carried out by one of the authors: a study of the existential impact of early parental bereavement. In section 4, we clarify the kind of knowledge that phenomenologically grounded studies generate and how it may be integrated with existing approaches. (shrink)

Memory represents a key psychological process. It allows us to recall things from the past which may have taken place hours, days, months, or even many years ago. Our memories are intrinsically personal, subjective, and internal, yet without the primary capacity of memory, other important activities such as speech, perception, concept formation, and reasoning would be impossible. All the world's religions give special meaning to this concept and use it to express their best wishes. Greetings from Jews, Christians, and Muslims sound like "peace to you", Christians wishing (...) each other peace during worship. "Peace" is desirable both in real earthly life and in another, better world, represented in these religions as "paradise", the heaven of heavens, the kingdom of God, various degrees of heaven. Race is becoming an increasingly common lens through which biomedical researchers are studying the relevance of genes to group predispositions that may affect disease susceptibility and drug response. These investigations contravene decades of research in the natural and social sciences demonstrating that social categories of race have little genetic significance. Nevertheless, a resounding debate has ensued over the utility of race in biomedical research — particularly as new drugs claiming to serve particular racial populations enter the marketplace. Now that the (...) Food and Drug Administration has approved BiDil as the first race-specific treatment despite conflicting evidence and unsettled debates, is there a way for federal regulators to promote research that may address minority health concerns without giving undue credence to the dangerous idea that social understandings of race are genetically relevant? It may be useful for the FDA to turn to an area with experience negotiating such dilemmas — constitutional law — and its approach — strict scrutiny — to help guide when and under which circumstances government should give effect to racial categories in biomedicine. The modern world is multicultural and multilingual, it creates difficulties for the mutual contacts of the nations with different languages. The problem of overcoming the language barrier in a multilingual world is urgent. One of the best ways to solve this problem is bilingualism: possession of two languages, a native and a second one, generally intermediate language. The choice of the intermediate language is determined by socio-political and socio-economic conditions of contacting people. In a multinational state official language of (...) the country serves as an intermediate language. In the multi-ethnic Russian Federation, Russian language chosen as the intermediate language, by which representatives of different nationalities come into contact with each other. National-Russian bilingualism in the Russian Federation has become a mass phenomenon: all non-Russian population in varying degrees is fluent in Russian language. Further improvement of bilingualism at the present stage is solved in the new format - as an active bilingualism. In an active and harmonious bilingualism, languages distribute responsibilities among themselves: native language and intermediate language perform different public functions and the number of functions is usually not equal, one language performs more functions than the other does. It depends on the status of the language: the higher the status of the language, the more reason a speaker has for its extensive use in different areas of communication. Harmonious bilingualism helps to keep the national identity of each language and makes it possible to operate each of them on an equal footing in a multicultural space. Among the many politically and legally equal languages of the Russian Federation, a special place belongs to the Russian language: it performs a consolidating function, combines the languages of the nations of Great Russia into one united family. Multilingual Russia can be compared with a starry firmament. The more bright stars we can see, the more beautiful the starry sky is. The star of the Russian language in the sky shines especially bright. (shrink)

There is a significant lack of clarity among critical realists in the language they use to discuss perception. In this paper I illustrate this lack of clarity and then argue that a critical realist view of perception is best understood as conceiving of perception as an active process in direct contact with the world. I connect this view with the thought of Maurice Merleau-Ponty’s views of perception and embodiment and argue that seeing this point has implications for our understanding (...) of perception by offering a path through the direct/indirect debate. It suggests challenges both to the definition of knowledge as justified true belief and to the reduction of knowledge to effectiveness. It bears on the question of truth insofar as it challenges the view that truth can be reduced to propositions. (shrink)

_In _Challenging the One Best System_, a team of leading education scholars offers a rich comparative analysis of the set of urban education governance reforms collectively known as the “portfolio management model.”_ They investigate the degree to which this model—a system of schools operating under different types of governance and with different degrees of autonomy—challenges the standard structure of district governance famously characterized by David Tyack as “the one best system.” The authors examine the design and enactment of (...) the portfolio management model in three major cities: New Orleans, Los Angeles, and Denver. They identify the five interlocking mechanisms at the core of the model—planning and oversight, choice, autonomy, human capital, and school supports—and show how these are implemented differently in each city. Using rich qualitative data from extensive interviews, the authors trace the internal tensions and tradeoffs that characterize these systems and highlight the influence of historical and contextual factors as well. Most importantly, they question whether the portfolio management model represents a fundamental restructuring of education governance or more incremental change, and whether it points in the direction of meaningful improvement in school practices. Drawing on a rigorous, multimethod study, _Challenging the One Best System_ represents a significant contribution to our understanding of system-level change in education. (shrink)

Learning best practices, such as those for data management proposed in the accompanying article, are components of becoming a responsible and contributing member of the community of scholars. Not only must we teach the principles underlying best practices, we should model and teach approaches for implementing those practices and help students come to view them within the larger context of becoming members of a professional (...) community. "In the sweat of your face you will eat bread" - this well-known biblical imperative from the Book of Genesis is best suited to the general characteristics of the life path of the famous Ukrainian scholar and theologian Ivan Ivanovich Ogienko, also known as Metropolitan Ilarion. All his long enough life, from early childhood to his death, he worked for the benefit of his native Ukrainian people, expressing his hard work one of the most significant of his existential traits. Maybe that's why Christianity came to the liking of the ancient ancestors of Ukrainians, who called for individualization through the hard work they never frightened, because they found in it not only livelihood but also the joy of unlucky fate. In the image of his widowed and hard-working mother, Ivan Ogienko saw the fate of the entire enslaved Ukraine and, from an early age, firmly believed that only a conscientious work for the good of his people could earn the right to God's reward. "Serve the people, then serve God!" became the main life principle of I. Ogienko, the amazing hard work of which requires a separate and meticulous scientific research. (shrink)

Our man is a political philosopher, best known for a string of books on liberalism and a lot less sanguine about the prospects for humanity than his New Age namesake. In this paper I argue that Direct realism is less prone to internal incoherence as a theory of knowledge than alternative theories. The theory of Direct realism best grounds our capacity for cognition of the external world, whereas other epistemological theories claim to ground our capacity for cognition, but end in skepticism in the final analysis. I propose to show this contrast by bringing in different theories of a well-known Indirect realist, Bertrand Russell. Illustrating this point mainly through Russell (...) makes the approach purely historical in nature even when the paper includes a brief discussion of two theories in the current debate that support Direct realism. The paper addresses the possibility of providing a meta-justification of what appears to be crucial epistemic desiderata involved in the method of reflective equilibrium. I argue that although the method of reflective equilibrium appears to be widely in use in moral theorising, the prospects of providing a meta-justification of crucial epistemic desiderata are rather bleak. Nor is the requirement that a meta-justification be provided obviously misguided. We have seen that the theory of the evolution of the universe is very remote from being matter of absolute knowledge as its popular presentation today would have us believe. Moreover, it is based on a certain aspect of reality, namely, that of science, which cannot pretend to be the only one possible and thus to exclude the religious aspect of the world as a creation by God. The same is true regarding the evolutionary theories of life by Eigen or (...) Vollmert, both being based on polymeric chemistry. If, therefore, Vollmert confesses, as already quoted, that he is not afraid to accept a creating God as an alternative to Darwinism, so in this respect he speaks despite everything as a believer and not as a scientist. By no means do I deny that the scientific results of Vollmert which seem to reveal the mystery of life to us can strengthen our faith — but never can faith be based on it. Faith springs from another source.Despite that, we can say today that the situation has changed principally, because both the philosophy of science and the discussions of the theories of evolution have shaken that kind of naive belief in science which in contrast to former times has turned theology into the ancilla, the maid of science.On the other hand, it would be a great misunderstanding to assume that now we can simply turn the tables. The criticism which I have partly put forward against the modern theories of evolution cannot obscure the numerous discoveries of the highest importance which are connected with them. These discoveries have provided us with an immensely deepened knowledge both of the physical conditions of the universe and of the chemical foundations of life. To conclude, I want to quote an American scientist who said: “I am as confused as before — but on a much higher level.” And this, I think, is the best summary of the present situation. (shrink)

This article critically examines, and ultimately rejects, the best interest standard as the predominant, go-to ethical and legal standard of decision making for children. After an introduction to the presumption of parental authority, it characterizes and distinguishes six versions of the best interest standard according to two key dimensions related to the types of interests emphasized. Then the article brings three main criticisms against the best interest standard: (1) that it is ill-defined and inconsistently appealed to and (...) applied, (2) that it is unreasonably demanding and narrow, and (3) that it fails to respect the family. Finally, it argues that despite the best interest standard’s potent rhetorical power, it is irreparably encumbered by too much inconsistency and confusion and should be rejected. (shrink)

Kant's political thinking is predominantly evaluated in contractarian terms, though recent contributions have also emphasized the natural law influence on him. This paper argues that the assimilation of Kant into either tradition is problematic. An analysis of his account of political obligation cannot ignore the distinctiveness of Kant's general philosophical framework. Two recurrent Kantian themes are crucial to a reconstruction of his political argument. The first is the tension between freedom and causality, or nature. The second is the role of (...) reflective judgment in practical reasoning. The paper analyses Kant's property argument, and his related account of political obligation, from the perspective of these Kantian themes. Kant's ‘antinomy of Right’, formulated in the context of his property argument, is interpreted as a conflict between freedom and nature, and in analogy with the third antinomy of the Critique of Pure Reason. Kant's obscure theorem, the lex permissiva, is central to his ‘solution’ to the antinomy. The theorem is best understood as a reflective practical judgment, through which agents are brought to acknowledge that their obligations of justice towards one another are a direct entailment of their respective claims to property. The connection between property rights and political obligations is thus intrinsic, not extrinsic; the acknowledgement of that connection an act of reflective judgment, not contractual. (shrink)

The aim of this essay is to describe and reflect upon the concrete particulars of one academician's work as an expert ethics witness. The commentary on my practices and the narrative descriptions of three cases are offered as evidence for the thesis that it is possible to act honorably within a role that some have considered to be inherently illicit. Practical measures are described for avoiding some of the best known pitfalls. Public health emergencies, such as the Covid-19 pandemic, put great pressure on healthcare workers (HCW) across the world, possibly increasing the risk of experiencing ethically challenging situations (ECS). Whereas experiencing ECS as a HCW in such situations is likely unavoidable, mitigation of their adverse effects (e.g., moral distress) is necessary to reduce the risk of long-term negative consequences. One possible route of mitigation of these effects is via work environmental factors. The current study aimed to examine: [1] risk factors associated (...) with ECS among HCW [2], intensity of moral distress associated with ECS across various occupational factors (i.e., profession, degree of exposure to patients with Covid-19), and [3] the impact of work environmental factors on this association, in a sample of HCW during the pandemic. We employed multiple logistic and linear regression to self-report data from 977 HCWs at four Norwegian hospitals responding to a survey at the fourth wave of the pandemic. About half of HCW in this study had experienced ECS during the pandemic, and levels of moral distress associated with such were higher than in previous studies using similar assessment methods. Younger age, female sex, geographical work area (mid-north of Norway), and profession (nurse) were all associated with higher odds (range of OR: 1.30–2.59) of experiencing ECS, as were direct contact with patients with Covid-19. Among those participants who reported that they had experienced ECS during the pandemic, moral distress levels when recalling those situations were moderate (Mean 5.7 on a 0–10 scale). Men reported somewhat lower intensity of moral distress (partial eta squared; ηp2 = 0.02). Reporting a manageable workload (ηp2 = 0.02), and greater opportunity to work according to best practice (ηp2 = 0.02), were associated with lower levels of moral distress. Our findings suggest that moral distress could potentially be mitigated on an organizational level, particularly by focusing on ensuring a manageable workload, and an ability to work according to best practice. To build sustainable healthcare systems robust enough to withstand future public health emergencies, healthcare organizations should implement measures to facilitate these aspects of HCWs’ work environment. In the last few years there has been a revival of interest in F.H. Bradley and particularly the account of judgment contained in The Principles of Logic. Many of those who discuss Bradley’s theory of judgment mistakenly assume that it can best be seen as a linguistic account. They insist that what Bradley says can be understood as an account of the meaning and reference of words or sentences. In this paper I will argue that Bradley’s theory of judgment (...) is essentially a psychological theory. Judgment is the union of part of the content of an image or other mental particular with our immediate experience. There is no evidence for the linguisitc interpretation and its defenders cannot make sense of Bradley’s discussion of a number of technical points, particularly his criticism of the view that judgment is the synthesis of ideas, and his comments on the idea of “this.” I will also argue that Bradley’s account of judgment cannot be separated from his later metaphysics and is essentially Hegelian in character. To explain Bradley’s theory I will begin where he does, with an examination of the nature of ideas. (shrink)

Objectives—To investigate the factors considered by staff, and the practicalities involved in the decision making process regarding the withdrawal or withholding of potential life-sustaining treatment in a children's hospital. To compare our current practice with that recommended by the Royal College of Paediatrics and Child Health guidelines, published in 1997.Design—A prospective, observational study using self-reported questionnaires.Setting—Tertiary paediatric hospital.Patients and participants—Consecutive patients identified during a six-month period, about whom a formal discussion took place between medical staff, nursing staff and family regarding (...) the withholding or withdrawal of potentially life-sustaining treatments. The primary physician and primary nurse involved in the discussion were identified.Method—Two questionnaires completed independently by the primary physician and nurse.Results—Twenty-two patients were identified . In 20 cases treatment was withdrawn or withheld, in two cases treatment was continued. Nursing staff considered family wishes and family perceptions of patient suffering as significantly more important factors in decision making than medical staff, who considered prognostic factors as most important. In only two cases were the patient's expressed wishes apparently available. In most cases staff considered the patient's best interests were served and the process would not be enhanced by the involvement of an independent ethics committee. The exceptions were those cases in which treatment was continued following disagreement between parties.Conclusions—Our current practice is consistent with that recommended by the RCPCH. Recently David Best has advanced the claim that sport is not an art form, and that although sport may be aesthetic, it is not artistic. Such a claim is false and runs counter to ordinary usage and sport practice. On behalf of sport practice, let me cite as an example the world-class Canadian skater, Toller Cranston, who thinks there are such things as ‘artistic sports, those being gymnastics, diving, figure skating’. Best claims that athletes like Cranston are conceptually (...) confused and that they endow sport with greater respectability than should be allowed. Ascribing the predicate ‘artistic’ to sport performances reflects ‘barbarous usage’. Why does Best exclude the artistic from the realm of sport? Upon examination of his argument, one finds that this exclusion derives mainly from his concepts of art and sport. He thinks that art has a subject-matter, a content, and that sport does not. Sport is contentless, so ‘sport’ and ‘art’ are two logically distinct regions. But is this so? Are we to accept Best's argument or are we to listen to accomplished, reflective athletes in the area of artistic sports? It seems the most reasonable analytic procedure would be to listen to Cranston's case and decide whether such a piece of intentionalist criticism5 should override Best's premises. (shrink)

This section concerns the question of how best to understand the scientific status of mental health care in general and psychiatry in particular. On the assumption that psychiatry is based, in part at least, on natural science, what is the nature or the general shape of that science? Some of the chapters aim at shedding light on component parts of a scientific world view: causation, explanation, natural kinds, models of medicine, etc. Others concern potentially fruitful scientific approaches to mental (...) health care, drawing on brain imaging results, phenomenology, enactivism and what can be learnt from debate of the status of psychoanalysis. One overall lesson is that twenty-first-century psychiatry needs twenty-first-century philosophy of science. (shrink)

This paper discusses two proposals to the US President’s Council on Bioethics that try to overcome the issue of killing embryos in embryonic stem cell research and argues that neither of them can hold good as a compromise solution. The author argues that the groups of people for which the compromises are intended neither need nor want the two compromises, the US government and other governments of countries with restrictive regulation on ES cell research have not provided a clear and (...) sound justification to take into account minority views on the protection of human life to such a considerable extent as to constrain the freedom of research in the area of stem cell research, and the best way to deal with these issues is to accept that many people and most governments adopt a gradualist and variable viewpoint on the human embryo which implies that embryos can be sacrificed for good reasons and to try to find other, less constraining, ways to take into account minority views on the embryo. Finally, another more efficient and time and money sparing compromise will be proposed for those who accept IVF, a majority in most societies.STEM CELL RESEARCHStem cells are widely believed to represent one of the greatest promises for medicine and biomedical research in the coming century with hopes raised for treatments for common diseases and conditions, including neurological disease or injury, diabetes, and myocardial infarct. Van Fraassen believes our current best theories enable us to make accurate predictions because they have been subjected to a selection process similar to natural selection. His explanation for the predictive success of our best theories has been subjected to extensive criticism from realists. I aim to clarify the nature of van Fraassen’s selectionist explanation for the success of science. Contrary to what the critics claim, the selectionist can explain why it is that we have successful theories, as (...) well as why it is reasonable to expect past successful theories to be successful in the future. I also argue that the plausibility of the realists’ explanation rests on an inaccurate understanding of the nature of predictive success . I aim to clarify the relationship between the success of a theory and the truth of that theory. This has been a central issue in the debates between realists and anti-realists. Realists assume that success is a reliable indicator of truth, but the details about the respects in which success is a reliable indicator or test of truth have been largely left to our intuitions. Lewis (Synthese 129:371–380, 2001) provides a clear proposal of how success and truth might be connected, (...) comparing a test of success of our theories to medical tests with low rates of false positives and false negatives. But, contrary to what Lewis claims, I argue that it is not enough for the realist to undercut the claim that success is not a reliable indicator of truth. Rather, the realist must show that our current best theories are likely true. Further, I argue that tests in science are unlike medical tests in a number of important ways. (shrink)

Barack Obama is often lauded as a 'pragmatist,' yet when most people employ the term, they mean it in the vaguest sense: that he's practical and willing to compromise to get things done. However, the public philosophy of pragmatism, which has been the subject of a rich revival in the past couple of decades, is far more than this. First developed in the late nineteenth century, pragmatism is primarily a way of thinking--an anti-dualist philosophy that attempts to overcome the dichotomies (...) between self and object, nature and culture, mind and body, theory and practice, and fact and value. When applied to governance, pragmatists advocate the use of tactics like third party mediation and problem-solving to achieve anti-dualist principles: cosmopolitan localism, analytical holism, progressive conservatism, and processual structuralism. In Pragmatist Governance, Chris Ansell begins with a theory of the concept and then explains why the approach is ideal for addressing today's governance problems. For instance, while many think that bureaucracy's unchecked growth is the fundamental problem facing democracy today, pragmatism suggests the opposite: that public agencies can effectively manage the relationship between governance and democracy if they focus on building consent for public problem-solving. Ansell argues that wishing away bureaucracy will not do given what we know about the indispensible role of institutions in contemporary governance. Utilizing pragmatist concepts, Ansell rethinks the design of institutions, arguing that they are neither the simple products of rational design that can be endlessly tinkered with nor 'congealed taste'--where institutions represent the timeless customs and values of a people. Along with overcoming this dualism, Ansell also challenges us to rethink our approach to governance. Instead of moving from one extreme to the other--from bureaucracy to 'post-bureaucracy' or 'public entrepreneurialism'--pragmatism would not merely seek to replace one with the other, but rather to hitch the two approaches together in an innovative amalgam where organizational leaders constantly interact with and learn from street-level bureaucrats. Pragmatist Governance concludes that if government is to regain public trust, the technical knowledge of experts must be brought together with sensitivity to local problems, situations, and knowledge. The answer lies not, however, in a diminished bureaucracy. That may only deepen distrust. Rather, the emphasis should be on taking the best of both sides to find innovative and effective ways to solve enduring public problems. (shrink)

Theorists of the Russian conservatism have made a considerable contribution to the development of axiology, the philosophy of history and comparativistics. In their studies of the local civilisations existing at different times and at different places they have focused on the dynamics of their origin, development, collapse or transformation into new civilisational forms. The best known slavophiles such as A. Khomyakov, K. Axakov, I. Kireyevskiy saw the mission of the Russian civilisation in synthesising Europe and Russia which has preserved (...) the true Christianity – the Orthodoxy. According to N. Danilevskiy, the founder of the culturohistorical school of thought, Europe has an irreconcilable hostility towards Russia. He proves that Europe and Russia are two different culturohistoricaltypes (local civilisations). He understood Russia’s mission as that of unification of Slavic peoples. K. Leontiev develops the so-called theory of Byzantism, according to which the West is doomed and Russia will be saved thanks to its Orthodoxy and the oriental despotism underlying its statehood. He advocates a merger between Russian and oriental traditions. From the point of view of the proponents of the Eurasian theory such as P. Savitskiy, N. Trubetskoy, etc., the merger has already occurred, so Russians should be viewed as Eurasians and Russia as a Eurasian civilisation. Russian thinkers were criticising the so-called Eurocentrism in their efforts to prove that progress should be measured not only by the accumulation of material wealth, but also by the development of various spiritual aspects of human beings. The anthroposociogenesis does not have any predetermined patterns, its development is of co-evolutionary, often broken, discrete nature. (shrink)

A timely and competently argued case for a broadened conception of rationality, this book attacks the currently orthodox dogma that rational justification must proceed according to the model either of logico-mathematical deduction or "piecemeal inductive engineering," and tries positively to clarify the concept of such justification in important cases where these models are inadequate. The use of reason is considered first in the context of political theory, then in ethics, finally in terms of generalized philosophical methodology. The traditional modes of (...) rational justification are found at best adequate only for propositions, whereas an adequate world view must involve non-propositional modes of understanding, "decisions in action," which infect not just ethics but every sphere of theoretical activity, and which require their own appropriate modes of justification. -- L. This article critically examines the 25 June 1998 decision by the House of Lords regarding the psychiatric admission of a man with autism.1 Mr L was able neither to consent to, nor refuse, that admission and the disposition of his case illuminates the current debate regarding best interests of vulnerable adults by the judiciary and the psychiatric profession. This article begins with the assumption that hospitalisation was not the optimum response to Mr L's condition, provides alternative approaches to the (...) interpretation of best interest and examines principles of liberty, anti-discrimination, and equal protection. This is a terrific tome. Packed with interesting insights and supported with extensive research, this book has tremendous potential to shape certain aspects of Hume studies. In light of such potential, it is not surprising that the earlier hardback edition earned the 2008 Journal of the History of Philosophy History of Philosophy Book Prize. Why is this book so important? Quite simply, this is one of the best contextualist studies of Hume’s A Treatise of Human Nature ever written. To (...) elaborate a bit, this book provides a unique and fascinating interpretation of the Treatise by relating its structure and content to many of the most influential debates about re- ligion raging at Hume’s time. Even the best of books is not without its flaws, though. After summarizing a representative sample of Russell’s main claims, I will isolate a key weakness of his overall interpretive argument..... Although I am not convinced by the strong version of Russell’s thesis, I want to reiterate that this is one of the best books on Hume I have ever read. Russell’s points about Hume’s religious context are surely important for a complete understanding of the Treatise, even if they do not help to solve the sceptic/naturalist riddle. It is a book that all Hume scholars should read. (shrink)

The aim of this inquiry is to determine whether printmaking is best understood ontologically as analogous to a work-performance relation. Are prints the visual analogue of symphonies? My motivation for pursuing the comparison of printmaking to music is twofold. First, because relatively little has been written on the ontology of fine art prints, our use of an already developed body of scholarship will help us to gain some traction on the question. Second, within the existing literature on the ontology (...) of prints, there seems to be a persistent confusion about the difference between what makes a print an artwork, and what makes it a genuine or authentic artwork, signed or in some other way ratified by a given artist. I conclude by suggesting that prints are indeed ontologically unusual insofar as they occupy an intermediate position between pure multiples, of which there can be an unlimited number of tokens, and singular artworks that consist of one physical object. I first met Parmenides – together with Xenophanes, Heraclitus, and the other great Presocratics – in a German translation by Wilhelm Nestle, famous as the editor of the later editions of Zeller's magnum opus. I was 15 or 16 years old, and I was overwhelmed by the meeting. The verses that I liked best were Parmenides' story of Selene's love for radiant Helios . But I did not like it that the translation made the moon male and the sun (...) female , and it occurred to me to give the couplet in German a title like ‘Moongoddess and Sungod’, or perhaps ‘Selene and Helios’, in order to rectify the genders. So I began fiddling about with the translations. The volume, which I still possess, shows many traces of this. (shrink)
