Dans la perspective du second conflit mondial, la Suisse s’est engagée dans la production massive d’armements militaires. Épargnée par la guerre, elle procède à partir de 1948 à la réduction de ses stocks en privilégiant le rejet des munitions dans ses lacs plutôt que de les faire exploser à ciel ouvert ou de les recycler. Malgré le retour sur la scène publique des munitions immergées, aucune controverse n’a éclaté dans un pays pourtant sensible aux questions environnementales. À partir du cas (...) des munitions immergées dans les lacs, le présent article s’interroge sur les manières dont les stratégies du secret conjuguées avec d’autres facteurs, tels que l’oubli ou d’autres priorités politiques, ont retardé toute réflexion sur ce dossier et ont participé au contingentement de tout débat public. À quelles conditions préalables le dépôt des munitions dans les lacs suisses pourrait-il entrer dans le débat public et engager les pouvoirs publics à agir au-delà même d’un risque potentiel non avéré? Pour y parvenir, il s’agira de s’interroger sur le rôle et la fonction même de la controverse écologique comme moyen de mobilisation de la société civile et des acteurs institutionnels. (shrink)

The mechanisms of longevity have been the subject of investigations for a number of years. Although the role of genetic factors is generally acknowledged, important questions persist regarding the relative impact of environmental exposures, lifestyle characteristics, and genes. The BALSAC population register offers a unique opportunity to study longevity from an intergenerational and genealogical point of view. Individuals from the Saguenay-Lac-St-Jean population who died at age 90 or older between 1950 and 1974 were selected from this database (n = 576), (...) along with a control group of individuals born in the same period who died between 50 and 75 years of age. For these subjects and controls, spouses’ ages at death and parental ages at death and at their birth were investigated using regression analysis. Genealogical reconstructions were carried out for each individual, and various analyses were performed on both groups. Both fathers’ and mothers’ mean ages at death were significantly higher among the longer-lived cases than among controls whereas spouses’ ages at death and parental ages at birth had no effect. Regression analysis confirmed the positive effect of both fathers’ and mothers’ age at death. Mean kinship coefficients for the parents’ generations displayed significant differences, indicating that kinship was higher among subjects than controls (this effect was stronger among the oldest 10% of the subjects). Frequencies and genetic contributions of ancestors were very similar for the two groups, and none of these ancestors appeared more likely to have introduced genetic variants involved in longevity patterns in this French Canadian population. Biological regulation is what allows an organism to handle the effects of a perturbation, modulating its own constitutive dynamics in response to particular changes in internal and external conditions. With the central focus of analysis on the case of minimal living systems, we argue that regulation consists in a specific form of second-order control, exerted over the core regime of production and maintenance of the components that actually put together the organism. The main argument is that regulation requires a distinctive (...) architecture of functional relationships, and specifically the action of a dedicated subsystem whose activity is dynamically decoupled from that of the constitutive regime. We distinguish between two major ways in which control mechanisms contribute to the maintenance of a biological organisation in response to internal and external perturbations: dynamic stability and regulation. Based on this distinction an explicit definition and a set of organisational requirements for regulation are provided, and thoroughly illustrated through the examples of bacterial chemotaxis and the lac-operon. The analysis enables us to mark out the differences between regulation and closely related concepts such as feedback, robustness and homeostasis. (shrink)

Three quarters of Vietnam'sland area is in the uplands and foothills,which contain some of the poorest communes inthe country. The Ngoc Lac Natural ResourcesConservation and Management Project, in ThanhHoa Province, is one of several large uplandrural development projects that receivessubstantial funding from foreign governments inVietnam. The project was designed in 1995 toaddress the environmental constraints tosocio-economic development of Ngoc LacDistrict, while improving agriculturalproduction and natural resources management.During the first three years of operation, theproject focused on the introduction anddissemination of various (...) ``model'' technologicalpackages for improved agriculture, forestry,and animal husbandry. These models includedtree nurseries, sloping agricultural landtechnologies, integrated fish pond-livestockpen-home garden systems, and several animalhusbandry activities. However, the distributionof the models was not socially equitable, thesustainability of the models by model farminghouseholds proved problematic, and the adoptionof these technology practices by non-modelhouseholds was quite low. Four lessons can beidentified from past rural developmentexperience: beware of ``participatory'' ruralappraisal, start small and go slowly, introducelimited technologies, and help farmers adaptthe technologies. There are two promisinginitiatives underway in Vietnam. These are theparticipatory curriculum development and theparticipatory technology developmentinitiatives of the Social Forestry SupportProgram. We aimed to conduct a scoping review to assess the profile of retracted health sciences articles authored by individuals affiliated with academic institutions in Latin America and the Caribbean (LAC). We systematically searched seven databases (PubMed, Scopus, Web of Science, Embase, Medline/Ovid, Scielo, and LILACS). We included articles published in peer‐reviewed journals between 2003 and 2022 that had at least one author with an institutional affiliation in LAC. Data were collected on the year of publication, study design, authors' countries of (...) origin, number of authors, subject matter of the manuscript, scientific journals of publication, retraction characteristics, and reasons for retraction. We included 147 articles, the majority being observational studies (41.5%). The LAC countries with the highest number of retractions were Brazil (n = 69), Colombia (n = 16), and Mexico (n = 15). The areas of study with the highest number of retractions were infectology (n = 21) and basic sciences (n = 15). A retraction label was applied to 89.1% of the articles, 70.7% were retracted by journal editors, and 89.1% followed international retraction guidelines. The primary reasons for retraction included errors in procedures or data collection (n = 39), inconsistency in results or conclusions (n = 37), plagiarism (n = 21), and suspected scientific fraud (n = 19). In conclusion, most retractions of scientific publications in health sciences in LAC adhered to international guidelines and were linked to methodological issues in execution and scientific misconduct. Efforts should be directed toward ensuring the integrity of scientific research in the field of health. (shrink)

This article looks at Deleuze and Guattari's understanding of molecular biology, focusing particularly on their reading of two highly influential works by the eminent French molecular biologists François Jacob and Jacques Monod, La logique du vivant and Le hasard et la nécessité. In these two works, Jacob and Monod present the significance of molecular biology in broadly reductionist terms. What is more, the lac operon model of gene regulation that they propose serves to reinforce the so-called Central Dogma of molecular (...) biology, according to which information passes from DNA to RNA to proteins, with no reverse route. However, Deleuze and Guattari discover intensive potentials within the descriptions of molecular biology offered by both writers. It is argued that Jacob's work in particular, as it has developed in the years since the publication of La logique du vivant in 1970, has itself developed these intensive potentials. (shrink)

L'inscription publiée ici, gravée sur du marbre thasien et écrite en alphabet parien, est datée des années 470/460 av. J.-C. et se réfère à l'octroi de biens immobiliers par la cité de Bergè au Thasien Timèsicratès. Le lieu de la découverte et le contenu de l'inscription ne laissent aucun doute sur l'identification de la ville antique de Berge avec le site archéologique qui se trouve au Sud-Ouest du village actuel de Néos Skopos Serrôn. Le problème de la localisation de Berge (...) est donc définitivement résolu et la cité trouve sa place dans l'environnement historique de la région. Berge fut fondée par les Thasiens au VIe siècle, sur les bords du lac Kerkinitis et du fleuve Stry- mon. La première installation devait être un emporion qui, très vite, acquit le statut de cité, frappant sa propre monnaie et jouissant d'institutions démocratiques — boule et démos —, au début du Ve siècle du moins. De par sa situation, la cité est un maillon important dans la chaîne des colonies thasiennes et une étape sur la voie commerciale de la vallée du Strymon qui, grâce à la navigabilité du fleuve, constitue l'axe le plus propice à la pénétration des Thasiens dans l'arrière-pays thrace, jusqu'à Pisti- ros, assurant ainsi les échanges commerciaux entre Grecs et dynastes thraces, comme cela apparaît également dans l'inscription de Pistiros. C'est la raison pour laquelle, juste après l'effondrement de la puissance maritime thasienne, les Athéniens incluent Berge dans la confédération athénienne, en attendant de fonder leur propre colonie d'Amphipolis, qui leur permet de contrôler efficacement la vallée du Strymon. The present study analyses the typology and structure of Chinese Aid to Latin America and the Caribbean, considering the features of this kind of South-South Cooperation within the context of China’s aid policy and strategic aims in this region. The results of the study reveal the different patterns in the structure of Chinese aid to the LAC sub-regions. These patterns indicate that the most significant funds are focused on development and commercial projects in South America; that grants prevail in the (...) case of the Caribbean; and representational aid, which does not need major resources, is associated with Central America. As Wan states, this shows that China’s aid has a strategic role at a global level. (shrink)

Tuberculosis en América Latina y el Caribe: reflexiones desde la bioética Tuberculose na América Latina e no Caribe: reflexões da bioética The objective of this article is to analyze the conditions of access to health services by people with tuberculosis in Latin America and the Caribbean, reflecting on the public health aspects involved from a bioethical perspective. A literature review of the context of tuberculosis in LAC based on epidemiological data was performed. The results were analyzed from its relationship with (...) the social determinants of health and the ethical principles that guide medical practice. Tuberculosis is a pressing public health problem in the region because of its family, social, economic and health impact. It mainly affects vulnerable individuals and populations. Health services violate ethical principles. Tuberculosis is a serious ethics and public health problem in the region that causes death, disability and increased poverty. It is imperative to ensure the right to health services and to understand the individual and public health consequences of non-adherence to treatment. It is important that national tuberculosis control strategies include principles of dignity and non-discrimination of the sick, changes in the social determinants of the disease, and respect for the ethnicity, language culture and identity of patients. Function refers to a broad family of concepts of varying abstractness and range of application, from a many-one mathematical relation of great generality to, for example, highly specialized roles of designed elements in complex machines such as degaussing in a television set, or contributory processes to control mechanisms in complex metabolic pathways, such as the inhibitory function of the appropriate part of the lac-operon on the production of lactase through its action on the genome in the absence of lactose. We (...) would like a language broad enough, neutral enough, but yet powerful enough to cover all such cases, and at the same time to give a framework form explanation both of the family resemblances and differences. General logic and mathematics are too abstract, but more importantly, too broad, whereas other discourses of function, such as the biological and teleological contexts, are too narrow. Information is especially suited since it is mathematically grounded, but also has a wellknown physical interpretation through the Schr dinger/Brillouin Negentropy Principle of Information, and an engineering or design interpretation through Shannon's communication theory. My main focus will be on the functions of autonomous anticipatory systems, but I will try to demonstrate both the connections between this notion of function and the others, especially to dynamical systems with a physical interpretation on the one side and intentional systems on the other. The former are based in concepts like force, energy and work, while the latter involve notions like representation, control and purpose, traditionally, at least in Modern times, on opposite sides of the Cartesian divide. In principle, information can be reduced to energy, but it has the advantage of being more flexible, and easier to apply to higher level phenomena. (shrink)

La présente étude constitue une publication préliminaire des monnaies trouvées dans les fouilles de Pallantion. Dans le cadre du projet de « Construction du réservoir du lac Taka d’Arcadie » ont été localisés et exhumés, en 2008‑2009, dans la ville basse de Pallantion, à l’Est de la colline de Saint‑Jean, sur un plateau de 500 m de long, les restes du tissu urbain de la ville, du mur d’enceinte antique et d’une route dallée. Les monnaies provenant des sondages d’urgence de (...) la ville fortifiée d’époques classique et hellénistique enrichissent les données recueillies jadis par les recherches de l’École italienne, avec des monnaies provenant de villes puissantes à l’époque classique, comme Corinthe, Sicyone, Phlionte, Sparte ou Élis. Pour l’époque romaine, des frappes au nom de Licinius, de Constantin le Grand, de Valens et de Valentinien II, confirment la poursuite de l’occupation de cette importante ville d’Arcadie à l’époque romaine. Un ensemble de petits bronzes de l’époque de Justinien I et Justin II peut être mis en rapport avec l’invasion et l’occupation du pays par les tribus slaves à la fin du vie s. apr. J.‑C. Pour finir, on propose de considérer le trident qui apparaît sur les monnaies émises par cette ville d’Arcadie à l’époque classique comme un symbole parlant qui relie le nom de Pallantion au verbe πάλλω qui signifie « brandir » ou « agiter vigoureusement ». L’hypothèse s’appuie également sur le fait que le trident apparaît aussi sur des timbres de tuile provenant d’édifices sacrés ou profanes avec l’inscription ΔΑΜΟ[ΣΙΟΣ]. (shrink)

L'oeuvre et la pensée de Henry David Thoreau (1817-1862) semblent devoir éternellement se résumer à ses cieux textes les plus célèbres, Walden ou la vie dans les bois et La Désobéissance civile, occultant un parcours riche et complexe. Chantre de la liberté individuelle, engagé activement dans la lutte contre l'esclavage, il ne fut pas cet ermite vivant clans sa cabane retirée au bord d'un lac, dans la forêt, bien qu'il entretînt une relation panthéiste avec la Nature. Inlassable arpenteur de sa (...) région, autour de Concord, en Nouvelle-Angleterre, il vécut de son métier de géomètre qui lui permit de s'adonner à l'observation de la faune et de la flore. Nourri de littérature classique et de philosophie orientale, éternel célibataire aux nombreuses amitiés masculines et féminines, brillant conférencier, il concentre en lui cette indépendance intemporelle et cet appel du Wild qui constituent l'âme de la nation américaine. Au risque d'écorner l'image d'Epinal que s'est faite de lui la postérité, cette biographie se propose de révéler les aspects les moins connus de la vie du grand écrivain, qui tint son Journal pendant un quart de siècle. Loin d'en souffrir, l'image de Thoreau se trouve au contraire rehaussée par cet éclairage nouveau. (shrink)

Certaines sculptures d’époque archaïque trouvées dans les fouilles de l’École française d’Athènes à Délos sont encore très peu connues : c’est le cas des œuvres étudiées dans cet article, qui datent toutes de la fin de la période considérée. La paire de lions A 4103 et A 4104, trouvée par Homolle en 1878 dans l’Artémision (voir, en appendice, un bilan sur les sculptures archaïques découvertes à cette occasion), appartient à une série de fauves figurés dans une attitude menaçante qui est (...) représentée, en particulier, par deux exemplaires de l’Acropole d’Athènes également étudiés ici ; placés sur de hauts supports, peut‑être vers l’entrée du sanctuaire, ils soulignaient la puissance redoutable de l’Apollon Délien et de sa sœur Artémis. La sirène A 3995, un des rares exemples en ronde bosse de ce type de monstre à l’époque archaïque, se rapportait probablement au culte d’Artémis. Enfin, il est certain que la paire d’oiseaux A 3122 et A 3123 (pigeons ou colombes) provient non pas de l’Héraion, comme on l’a pensé, mais d’une zone située au sud‑est du lac : ils appartenaient peut‑être au sanctuaire GD4 68, comme la lionne A 4105. Niniejszy artykuł został poświęcony charakterystyce poglądów wybranych scholastyków i dekretalistów z XIII wieku dotyczących kwestii spożywania w poście słodkich wyrobów aptekarzy, zwanych po łacinie _electuaria_, w angielskiej literaturze przedmiotu znanych jako _electuary_. Autor omówił to zagadnienie, opierając się na analizie fragmentów dzieł autorstwa: Wilhelma z Auxerre (_Summa aurea_, znanym też jako _Summa in IV Sententiarum_), Aleksandra z Hales (_Summa teologii_), Tomasza z Akwinu (_Komentarz do czterech ksiąg Sentencji Piotra Lombarda_ (łac. _Scriptum super libros Sententiarum_) i _Summa teologii_), Innocentego IV (_Commentaria (...) super libros quinque decretalium_) oraz Henryka z Ostii (znanego jako Hostiensis, _Apparatus in Decretales_). Poglądy poszczególnych autorów niniejszej kwestii były zbieżne i sprowadzały się do stwierdzenia, że spożycie elekwarzy w poście jest dopuszczalne, o ile będą traktowane jako słodycze. Każdy z wymienionych autorów używał nieco odmiennych argumentów. I tak Wilhelm z Auxerre wskazał, że przyjmowanie powidełek leczniczych, choć prowadzi do złamania postu, nie skutkuje utratą zasługi, tj. nagrody do życia wiecznego. Aleksander z Hales dokonał analizy typologicznej produktów spożywczych i podzielił je na cztery kategorie, takie jak: lekarstwa, właściwa żywność, lekarstwa pokarmowe i żywność lecznicza. Elekwarze zostały zaliczone do grupy trzeciej i z tego względu mogły być spożywane w poście. Święty Tomasz z Akwinu podkreślił znaczenie czynnika ilościowego i roli walorów smakowych jako kryteriów oceny dopuszczalności spożywania elekwarzy w czasie postu. Zaś zarówno Innocenty IV, jak i Henryk z Suzy (Hostiensis) uwypuklili jedyny warunek spożycia powidełek leczniczych w czasie postu, jakim jest choroba. W konkluzji autor dochodzi do wniosku, że uwaga wybitnych przedstawicieli ówczesnej myśli teologicznej, jak i prawniczej, poświęcona zagadnieniu dopuszczalności spożywania w poście elekwarzy, czyli słodkich wyrobów aptekarskich, stanowiła odpowiedź na zmieniającą się wówczas rolę tego typu wyrobów aptekarskich. Traktowane uprzednio jako lekarstwa na różne dolegliwości (na ogół o podłożu gastrycznym), stawały się słodyczami jedzonymi dla przyjemności i w nadmiarze. Tym samym ich przyjmowanie w czasie postu, czyli umartwiania, rodziło istotny dylemat moralny. W zgodnej opinii zarówno scholastyków, jak i dekretalistów zostały one uznane jako medykamenty i jako takie mogły być przyjmowane w poście. W efekcie ten typ wyrobów aptekarskich, obok kontektów (łac. _confectes_), na trwałe wszedł do menu postnego u schyłku średniowiecza. Co więcej, postrzegane jako produkty postne, cieszyły się rosnącą popularnością, niezależnie od uwarunkowań ówczesnej medycyny, jak i poglądów myślicieli i dekretalistów z XIII wieku. (shrink)

This paper examines the generic structure and underpinnings of Xenophon's Lacedaimonion Politeia. The Lac. has frequently been regarded as a praise or defence of Sparta yet its rhetoric and narrative structure bear little resemblance to contemporary practices for composing encomia or defense speeches. Although this does not preclude an encomiastic or defensive purpose, an examination of the type of rhetoric Xenophon employs and the narrative patterns and structures in the work reveal different generic affiliations, showing that the Lac., like many (...) of Xenophon’s other writings, is a hybrid work with features belonging to politeia- literature and philosophical enquiry. Further, careful examination, in particular, of the way Xenophon makes use of imaginary interlocutors suggests that praise cannot have been the aim of this treatise. (shrink)

Oligonucleotide‐directed, site‐specific mutagenesis is being applied to the problem of ion‐gradient driven active transport with the lac permease as a model system. It has been shown that Arg‐302, His‐322 and Glu‐325, neighboring residues in putative transmembrane helices IX and X, play an important role in lactose‐coupled H+ translocation, possibly as components of a catalytic triad similar to that found in the serine proteases. In addition, Cys residues, long thought to be involved in the mechanism of the permease, are not directly (...) involved in either substrate binding or H+ translocation. Finally, a variety of mutations have no effect on permease activity indicating that single amino acid changes do not lead indiscriminately to long‐range conformational alterations. (shrink)

L'identification du gymnase mentionné dans les inscriptions de Délos avec l'édifice traditionnellement désigné sous le nom de « Palestre du lac » invite à reprendre l'interprétation des inventaires du monument dressés par les administrateurs de l'époque athénienne (ID 1412, a, 1. 13-24 ; 1417, A, 1, 1. 1 18-154 ; 1423, Ba, II, 1. 1-8 ; 1426, B, 1, 1. 43-51). Le présent article vise à rectifier les aspects des analyses précédentes que la nouvelle identification rend caduques. Il fait le (...) point sur l'ordonnance du gymnase inventorié en 156/5 av. J.-C, sur les offrandes dont les dédicaces ont été exhumées et tente d'expliquer pourquoi ces dernières ont été découvertes dispersées entre la Palestre du lac, le Gymnase et la Synagogue. (shrink)

In this paper I discuss the nature of a broad class of biomedical theories which I have termed "middle-range theories." I define them and relate the nature of biomedical theorizing to other investigations, such as a recent inquiry by the National Academy of Sciences. I also suggest that some of the knowledge representation tools from artificial intelligence may give us a purchase on this type of biological theorizing, and try to show in a rather preliminary and exploratory manner by using (...) the lac operon model of genetic control, what some of those AI applications, such as frames and semantic nets, might look like in this context. Finally, I suggest some difficulties, such as the non-monotonicity of reasoning, which such tools may generate. (shrink)

The biomedical literature makes extensive use of the concept of a genetic program. So far, however, the nature of genetic programs has received no satisfactory elucidation from the standpoint of computer science. This unsettling omission has led to doubts about the very existence of genetic programs, on the grounds that gene regulatory networks lack a predetermined schedule of execution, which may seem to contradict the very idea of a program. I show, however, that we can make perfect sense of genetic (...) programs, if only we abandon the preconception that all computers have a von Neumann architecture. Instead, genetic programs instantiate the computational architecture of Post–Newell Production Systems. That is, genetic programs are unordered sets of conditional instructions, instructions that fire independently when their conditions are matched. For illustration I present a paradigm Production System that regulates the functioning of the well-known lac operon of E. coli. On close reflection it turns out that not only genes, but also proteins encode instructions. I propose, therefore, to rename genetic programs to biomolecular programs. Biomolecular and/or genetic programs, and the cellular computers than run them, are to be understood not as von Neumann computers, but as Post–Newell production systems. (shrink)

Spartan institutions were pictured as a model of political stability from the Classical period onwards. The so-called Spartan ‘mirage’ did not involve only its constitutional order but also social and economic institutions. Xenophon begins hisConstitution of the Lacedaemoniansby associating Spartan fame with thepoliteiaset up by Lycurgus, which made the Laconian city the most powerful (δυνατωτάτη) and famous (ὀνομαστοτάτη)polisin Greece (Xen.Lac.1.1). In Aristotle'sPolitics, in which the assessment of Sparta is more complex and nuanced, one finds a critique of contemporary Spartan institutions (...) as well as praise for Lycurgus as a great lawgiver who established the laws of Sparta (Arist.Pol.2.1269a69, 2.1273b20). Most other ancient sources often remark upon the unchangeable features of some Spartan institutions as a key aspect of Spartan εὐνομία. Thucydides maintains that, after a long period of war andstasis, the Dorians established excellent laws and Sparta employed the same constitution for more than four hundred years (Thuc. 1.18.1: τετρακόσια καὶ ὀλίγῳ πλείω ἐς τὴν τελευτὴν τοῦδε τοῦ πολέμου ἀφ᾽ οὗ Λακεδαιμόνιοι τῇ αὐτῇ πολιτείᾳ χρῶνται). Este artículo analiza la estructura genérica y los fundamentos de la Lacedaimonion Politeia de Jenofonte. La Lac. ha sido frecuentemente considerada como un elogio o defensa de Esparta. Sin embargo, su retórica y estructura narrativa tienen poca similitud con prácticas contemporáneas para la composición de encomios o defensas. Aun cuando esto no impide un motivo elogioso o defensivo, examinar el tipo de retórica y los patrones narrativos de Jenofonte revela distintas afiliaciones genéricas, mostrando que la Lac., al igual que muchos (...) otros escritos de Jenofonte, es un trabajo híbrido con características de la literatura de politeiai y de la investigación filosófica. En efecto, una cuidadosa pesquisa, en particular, de la manera en que Jenofonte utiliza interlocutores imaginarios sugiere que el encomio no puede haber sido el objetivo de este tratado. (shrink)
