Which artificial intelligence (AI) systems are agents? To answer this question, I propose a multidimensional account of agency. According to this account, a system's agency profile is jointly determined by its level of goal-directedness and autonomy as well as is abilities for directly impacting the surrounding world, long-term planning and acting for reasons. Rooted in extant theories of agency, this account enables fine-grained, nuanced comparative characterizations of artificial agency. I show that this account has multiple important virtues and is more (...) informative than alternatives. More speculatively, it may help to illuminate two important emerging questions in AI ethics: 1. Can agency contribute to the moral status of non-human beings, and how? 2. According to an orthodox view, the capacity for conscious experience (sentience) is relevant to the distribution of moral status and value. However, physicalism about consciousness might threaten the normative relevance of sentience. According to the indeterminacy argument, sentience is metaphysically indeterminate while indeterminacy of sentience is incompatible with its normative relevance. According to the introspective argument (by François Kammerer), the unreliability of our conscious introspection undercuts the justification for belief in the normative relevance of consciousness. I defend the normative relevance (...) of sentience against these objections. First, I demonstrate that physicalists only have to concede a limited amount of indeterminacy of sentience. This moderate indeterminacy is in harmony with the role of sentience in determining moral status. Second, I argue that physicalism gives us no reason to expect that introspection is unreliable with respect to the normative relevance of consciousness. (shrink)

Many researchers and intellectuals warn about extreme risks from artificial intelligence. However, these warnings typically came without systematic arguments in support. This paper provides an argument that AI will lead to the permanent disempowerment of humanity, e.g. human extinction, by 2100. It rests on four substantive premises which it motivates and defends: first, the speed of advances in AI capability, as well as the capability level current systems have already reached, suggest that it is practically possible to build AI systems (...) capable of disempowering humanity by 2100. Second, due to incentives and coordination problems, if it is possible to build such AI, it will be built. Third, since it appears to be a hard technical problem to build AI which is aligned with the goals of its designers, and many actors might build powerful AI, misaligned powerful AI will be built. Fourth, because disempowering humanity is useful for a large range of misaligned goals, such AI will try to disempower humanity. If AI is capable of disempowering humanity and tries to disempower humanity by 2100, then humanity will be disempowered by 2100. This conclusion has immense moral and prudential significance. How can one build AI systems such that they pursue the goals their designers want them to pursue? This is the alignment problem. Numerous authors have raised concerns that, as research advances and systems become more powerful over time, misalignment might lead to catastrophic outcomes, perhaps even to the extinction or permanent disempowerment of humanity. In this paper, I analyze the severity of this risk based on current instances of misalignment. More specifically, I argue that contemporary large language models and (...) game-playing agents are sometimes misaligned. These cases suggest that misalignment tends to have a variety of features: misalignment can be hard to detect, predict and remedy, it does not depend on a specific architecture or training paradigm, it tends to diminish a system’s usefulness and it is the default outcome of creating AI via machine learning. Subsequently, based on these features, I show that the risk of AI alignment magnifies with respect to more capable systems. Not only might more capable systems cause more harm when misaligned, aligning them should be expected to be more difficult than aligning current AI. (shrink)

If a machine attains consciousness, how could we find out? In this paper, I make three related claims regarding positive tests of machine consciousness. All three claims center on the idea that an AI can be constructed “ad hoc”, that is, with the purpose of satisfying a particular test of consciousness while clearly not being conscious. First, a proposed test of machine consciousness can be legitimate, even if AI can be constructed ad hoc specifically to pass this test. This is (...) underscored by the observation that many, if not all, putative tests of machine consciousness can be passed by non-conscious machines via ad hoc means. Second, we can identify ad hoc AI by taking inspiration from the notion of an ad hoc hypothesis in philosophy of science. Third, given the first and the second claim, the most reliable tests of animal consciousness turn out to be valid and useful positive tests of machine consciousness as well. If a non-ad hoc AI exhibits clusters of cognitive capacities facilitated by consciousness in humans which can be selectively switched off by masking and if it reproduces human behavior in suitably designed double dissociation tasks, we should treat the AI as conscious. Can Rawlsian public reason sufficiently justify public policies that regulate or restrain controversial medical and technological interventions in bioethics (and the broader social world), such as abortion, physician aid-in-dying, CRISPER-cas9 gene editing of embryos, surrogate mothers, pre-implantation genetic diagnosis of eight-cell embryos, and so on? The first part of this essay briefly explicates the central concepts that define Rawlsian political liberalism. The latter half of this essay then demonstrates how a commitment to Rawlsian public reason can ameliorate (not completely resolve) (...) many of the policy disagreements related to bioethically controversial medical interventions today. The goal of public reason is to reduce the size of the disagreement by eliminating features of the disagreement that violate the norms of public reason. The norms of public reason are those norms that are politically necessary to preserve the liberal, pluralistic, democratic character of this society. What remains is reasonable disagreement to be addressed through normal democratic deliberative processes. Specific issues addressed from a public reason perspective include personal responsibility for excessive health costs, the utility of a metaphysical definition of death for organ transplantation, and the moral status of excess embryos generated through IVF and/or their use in medical research. I agree with Jecker et al that “the headline-grabbing nature of existential risk (X-risk) diverts attention away from immediate artificial intelligence (AI) threats…”1 Focusing on very long-term speculative risks associated with AI is both ethically distracting and ethically dangerous, especially in a healthcare context. More specifically, AI in healthcare is generating healthcare justice challenges that are real, imminent and pervasive. These are challenges generated by AI that deserve immediate ethical attention, more than any X-risk issues in the distant future. We are ‘doing better’ because numerous advances in medical technologies are saving more lives and improving the quality of our lives. But we are ‘feeling worse’ because the additional costs are unsustainable, are threatening funding for other social goods and are increasing injustices regarding the allocation of those resources. This is precisely the situation we are faced with regarding AI in medicine today. Exploding healthcare costs have generated increasing pressure to control those costs, often with unjust consequences. Whether animals fare well or not is of ethical significance. For this reason, their capacity for wellbeing, i.e., how good or bad the lives of animals can go, is of ethical significance as well. I assume that the wellbeing of most animals is mainly determined by their phenomenally conscious experiences. If consciousness differences between species determine wellbeing differences, then the kinds of conscious experience species are capable of may entail that some species systematically (can) have higher or lower wellbeing than (...) others. Then, I argue that not all phenomenally conscious states contribute to wellbeing equally. I discuss which features of consciousness are constituents of wellbeing and which can, for ethical purposes, be ignored. In addition, I scrutinize how much different features of experience contribute to wellbeing and how their presence can be detected empirically. This way, this paper exemplifies a novel consciousness-centered approach for the empirical investigation of animal wellbeing. The strengths and weaknesses of this approach are analyzed. While subsequent research is needed to refine the framework, I already note some preliminary implications for animal ethics. (shrink)

This book educates whilst also challenging the contemporary schools of thought within philosophical and religious ethics. In addition, it underlines the fact that the substance of ethics in general and bioethics/healthcare ethics specifically, is much more expansive and inclusive than is usually thought. Bioethics is a relatively new academic discipline. However, ethics has existed informally since before the time of Hippocrates. The indigenous culture of African peoples has an ethical worldview which predates the western discourse. This indigenous ethical worldview has (...) been orally transmitted over centuries. The earliest known written African text containing some concepts and content of ethics is the “Declaration of Innocence” written in 1500 B.C., found in an Egyptian text. Ubuntu is an example of African culture that presents an ethical worldview. This work interprets the culture of Ubuntu to explain the contribution of a representative indigenous African ethics to global bioethics. Many modern scholars have written about the meaning of Ubuntu for African societies over centuries. Some scholars have viewed Ubuntu as the greatest contribution of African cultures to other world cultures. None of the scholars, however has explored the culture of Ubuntu as providing a representative indigenous ethics that can contribute to global bioethics as discussed in this book.​. (shrink)

This essay argues that our national efforts at health reform ought to be informed by eleven key lessons from Oregon. Specifically, we must learn that the need for health care rationing is inescapable, that any rationing process must be public and visible, and that fair rationing protocols must be self-imposed through a process of rational democratic deliberation. Part I of this essay notes that rationing is a ubiquitous feature of our health care system at present, but it is mostly hidden (...) rationing, which is presumptively unjust. Part II argues that the need for health care rationing is inescapable. Although Oregon is flawed as a model of health rationing, it gives us worthy moral lessons for health reform at the national level, which I analyze and defend in Part III. The most significant of these lessons is the importance of rational democratic deliberation in articulating fair rationing protocols for a community. In Part IV I sketch the philosophic justification for this approach and respond to some important criticisms from Daniels. In this article I will combine Erving Goffman’s sociology with some of the main aspects of Actor-Network Theory in order to outline a theatrical conception of social power. My first aim is to try to summarize the sociological perspective introduced by Kenneth Burke and then improved on by Erving Goffman to understand the face-to-face interactions of everyday life. Secondly, I will try to use the theatrical metaphor underlying this theoretical framework to describe power-over relations in everyday life. Thanks to the (...) combination of the dramaturgical theory proposed by Erving Goffman and the ‘object turn’ given to social theory by Actor-Network Theory, a theatrical conception of power allows the episodic, dispositional and systemic dimensions of power relations to be mapped respectively depending on the actors’ performances, their roles of power and the institutionalized scripts. Moreover, this theatrical representation of power-over relations is a defaced understanding of the phenomenon that enables us to investigate not only its different directional forms (power-to, -over and -with), but also their possible variants (empowerment, resistance, domination and solidarity). I develop and defend a hedonistic view of the constitution of human subjectivity, agency and value, while disassociating it from utilitarian accounts of morality and from the view that only pleasure is desired. Chapter One motivates the general question, "What really is of value in human living?", and introduces evaluative hedonism as an answer to this question. Chapter Two argues against preference satisfaction accounts of pleasure and of welfare, and begins the explication and defense of the hedonist's conception of pleasure (...) as immediate experiencing liked for its own sake in its experiential moment, and which obtains or not in an experiential moment regardless of what obtains at other times. Chapter Three begins the task of finding a motivational theory that will support, or at least cohere with, evaluative hedonism. I here work toward my own position by discussing, criticizing and distinguishing some aspects of the views of earlier hedonistic writers, both ancient and modern. Chapter Four further explains the hedonist's conception of pleasure, and treats some contextualist objections to its tenability suggested by Plato, Moore and Anscombe. In the course of answering these objections, the view of consciousness belonging to the hedonist's view of mind is contrasted with that which the objections presuppose. Chapter Five first outlines the general kind of hedonistic view resulting from the work of the earlier sections, and then develops a specific view of this kind, drawing on contemporary work in philosophy, psychology and psychobiology. The result is an account of action, and of the kind of attention and consciousness connected with it, in which pleasure has a central organizing role. Such an account, if sustained and filled out by ongoing scientific work, would further motivate, and cohere with, evaluative hedonism and the related contention that the dimension of subjectivity in which human value consists is in the lives of human beings and other higher vertebrates much the same. This article is based on a distinctive study that seeks to analyse the nascent role of teenagers’ activism and protests for climate change action. With the increasing realisation of children's rights to participation, the past few years have marked the rise of the new dispensation of climate activism and protests in which teenagers have occupied the centre stage. We pay specific reference to Greta Thunberg, a Swedish child climate activist, in as much as she can set a framework upon which (...) Africa can draw parallels, lessons and insights for climate activism and protests. Even though the context may be different, the paper attempts to inform vibrant climate action through activism by children and ultimately climate policies, laws and management for environmental sustainability in Africa. We engaged document review and thematic approaches, and it emerged that children climate activism and protests in Africa are not as vibrant as they should be given the prevalence of climate inaction across the continent. Therefore, there is much to learn from Thunberg by pushing national governments and regional organisations to increase the decision-making space of children in the fight against climate change. Depue & Morrone-Strupinsky's (D&M-S's) language suggests that, unlike Kent Berridge, they may allow that the activity of a largely subcortical system, which is presumably often introspectively and cognitively inaccessible, constitutes affectively felt experience even when so. Such experience would then be phenomenally conscious without being reflexively conscious or cognitively access-conscious, to use distinctions formulated by the philosopher Ned Block.

One can share Block's aim of distinguishing “phenomenal” experience from cognitive function and agree with much in his views, yet hold that the inclusion of representational content within phenomenal content, if only in certain spatial cases, obscures this distinction. It may also exclude some modular theories, although it is interestingly suggestive of what may be the limits of the phenomenal penetration of the representational mind.
