Struggles over precious resources such as oil, water, and land are increasingly evident in the contemporary world. States, indigenous groups, and corporations vie to control access to those resources, and the benefits they provide. These conflicts are rapidly spilling over into new arenas, such as the deep oceans and the Polar regions. How should these precious resources be governed, and how should the benefits and burdens they generate be shared? Justice and Natural Resources provides a systematic theory of natural resource (...) justice. It argues that we should use the benefits and burdens flowing from these resources to promote greater equality across the world, and share governance over many important resources. At the same time, the book takes seriously the ways in which particular resources can matter in peoples lives. This study analyzes the domestic political, economic, and social conditions in the Western Balkans that provide fertile ground for hostile and maligned actors to manipulate and exploit governments and societies with hybrid war measures, namely cyberattacks and cyber intrusions and disinformation and fake news. It begins with a review and assessment of the prevailing empirical and theoretical literature on hybrid warfare. It then describes two leading empirical indices that measure degrees of permeability and structural vulnerability that elevate or reduce the (...) risks associated with maligned and hostile interventions. The article also examines leading indicators measuring resilience levels in cybersecurity and media/information literacy, highlighting political, social, and economic vulnerabilities. It concludes by suggesting that domestic conditions in the region encourage maligned and hostile actors, especially Russia and for different reasons and to a lesser extent China and Turkey, to use hybrid measures to exploit the region. The article proposes that in addition to strengthening institutions and trust, membership in NATO and the E.U. are directly related to mitigating structural vulnerability and reducing uncertainty and insecurity in the Western Balkans. Down syndrome (Trisomy 21) is a mild to moderate intellectual disability. Historically, this condition has been a primary target for prenatal testing. However, Down syndrome has not been targeted for prenatal testing because it is an especially severe illness. The condition was just one that could be easily identified prenatally using the techniques first available decades ago. We are moving into an era in which we can prenatally test for a vast range of human traits. I argue that when we (...) can test for anything, there is no longer any reason to continue targeting Down syndrome. I present an argument based on the value of nondiscrimination. It is justified to set limits on access to prenatal information if the information is going to be used for discriminatory purposes. I use the examples of (1) prenatal testing for misogynistic fetal sex selection, and (2) homophobia-motivated prenatal testing for potential homosexuality, as compelling analogies. (shrink)

The One Health approach to antimicrobial resistance (AMR) requires stakeholders to contribute to cross-sectoral efforts to improve antimicrobial stewardship (AMS). One Health AMR policy implementation is challenging in livestock farming because of the infrastructural role of antibiotics in production systems. Mitigating AMR may require the development of more stringent stewardship obligations and the future limitation of established entitlements. Drawing on Amatai Etzioni’s compliance theory, regulatory analyses and qualitative studies with stakeholder groups we examine the structural and socio-cultural dimension of antibiotic (...) use and AMS compliance in Australian beef and dairy production. We found a disconnect between how antibiotic use is conceptualised by farmers and the way in which AMS policies construe agricultural AMR risks. Under the umbrella of food safety standards and national-level prescribing restrictions, farmers and veterinarians interact around antibiotic use with different operating logics and compliance mechanisms. These parallel regimes service distinct and sometimes competing common goods of food security and antibiotic preservation. Further reforms to mitigate AMR need to account for the value orientations of different groups and the embeddedness of the constraints imposed by existing systems. Advocacy for greater AMR precaution in agriculture should acknowledge and compensate for erosions in competing common goods and the cost of proposed interventions. (shrink)

Farmers are key actors in the transition towards sustainable agricultural practices. Therefore, it is important to understand farmers’ motivations to encourage lasting change. This study investigated how farmers from the two different social contexts of the northeast US and Denmark perceive sustainability. Twenty farmers constructed Fuzzy Cognitive Maps to model their practices and perceived outcomes. The maps were analyzed using social capital as an analytical framework. The results showed that sustainability perceptions differed between US and Danish farmers. Specifically, Danish farmers (...) focused mainly on environmental sustainability while US farmers distributed their focus more evenly across environmental, social, and economic factors. Further, US and Danish farmers had different notions of community engagement. US farmers emphasized the importance of interdependence with their non-farmer community members, where farmers contributed to the wellbeing and livelihoods of non-farmers and vice versa. For Danish farmers, the importance of community engagement lay mainly in localizing food systems, the public image of farming, and the cultural value of farms. Differences in the dominant types of social capital (farmer-to-government vs. farmer-to-non-farmer-community) can explain this pattern. We argue that understanding social capital and primary level of influence can lead to more effective and efficient policies. (shrink)

Shelly Kagan notices in a recent, influential paper how philosophers of well-being tend to neglect ill-being—the part of the theory of well-being that tells us what is bad in itself for subjects—and explains why we need to give it more attention. This paper does its part by addressing the question, If desire satisfaction is good, what is the corresponding bad? The two most discussed ill-being options for theories on which desire satisfaction is a basic good are the Frustration View and (...) the Aversion View. I aim to show that the Frustration View is more plausible than Kagan and others think; to introduce and evaluate two additional desire-oriented theories of ill-being worth considering, the Pluralist View and the Deflationary View; and to present a new line of argument for the Aversion View. Il saggio intende mostrare l’irriducibile articolazione tra etica ed estetica quale condizione dell’esperienza architettonica, tanto della sua produzione quanto della sua fruizione. Per questo è necessario decostruire la tradizione classica nella quale la dimensione estetica dell’architettura è abitualmente ridotta alla ricerca di ordine, misura e proporzione. Da un punto di vista fenomenologico, la dimensione estetica di un’opera architettonica ha a che fare con un’esperienza dello spazio emotiva, sensibile, che presuppone lo spazio quale elemento del nostro abitare sulla terra, e cioè, (...) seguendo Heidegger, quale condizione irriducibile del nostro ethos. L’autore ricorre all’esempio del Mémorial des Déportés di Parigi per mostrare le radici etiche dell’esperienza esistenziale dell’architettura. The rhetorical tradition has long been concerned with how to negotiate the discursive juncture between mass and elite audiences. Such a concern has contributed to what might be characterized as the rhetorical tradition's anxiety with regard to its own status. In this article I suggest that this anxiety parallels an ontological conception of the elite as second-order in relation to the first-order mass. I use the standoff between novelist Jonathan Franzen and Oprah Winfrey in 2001 as a running example of (...) status tensions in the public sphere, arguing for a theory of vernacular as language that talks and of specialized language as language that talks about. Finally, I suggest that the separate claims to status of vernacular and specialized language might be resolved by thinking further about Bakhtin's theory of heteroglossia. (shrink)

In "Relational Autonomy as Theoretical Lens for Qualitative Bioethics Research" Jennifer A. H. Bell shows the importance of attending to the relational factors that affect the autonomy of research participants. Drawing on the example of her own research into cancer clinical trial participation, Bell illustrates how relational autonomy theory enhances the various stages of qualitative research. In a pandemic situation, resources in intensive care units may be stretched to the breaking point, and critical care triage may become necessary. In such a situation, I argue that a patient’s combined vulnerability to illness and social disadvantage should be a justification for giving that patient some priority for critical care. In this article I present an example of a critical care triage protocol that recognizes the moral relevance of vulnerability to illness and social disadvantage, from the Canadian province (...) of Newfoundland and Labrador. The introduction of massive parallelism and the renewed interest in neural networks gives a new need to evaluate the relationship of symbolic processing and artificial intelligence. The physical symbol hypothesis has encountered many difficulties coping with human concepts and common sense. Expert systems are showing more promise for the early stages of learning than for real expertise. There is a need to evaluate more fully the inherent limitations of symbol systems and the potential for programming compared with training. In this study, Canadian healthcare ethics consultants describe their use of ethics decision-making frameworks. Our research finds that ethics consultants in Canada use multi-purpose ethics decision-making frameworks, as well as targeted frameworks that focus on reaching an ethical resolution to a particular healthcare issue, such as adverse event reporting, or difficult triage scenarios. Several interviewees mention the influence that the accreditation process in Canadian healthcare organizations has on the adoption and use of such frameworks. Some of the ethics consultants we (...) interviewed also report on their reluctance to use these tools. Limited empirical work has been done previously on the use of ethics decision-making frameworks. This study begins to fill this gap in our understanding of the work of healthcare ethics consultants. In recent years, social workers have raised a new concern about the appearance of a new category among the working poor. Even employed, there are people so overburdened by the cost of living and so under compensated that they cannot afford a place to sleep. Contrary to popular opinion, according to the website for the Coalition for the Homeless, forty-four percent of the homeless in first world countries actually have jobs. In _No Fixed Abode_, Marc Augé’s pathbreaking ethnofiction—a fictional ethnography—a (...) man named Henri narrates his strange existence in the margins of Paris. By day he walks the streets, lingers in conversation with the local shopkeepers, and sits writing in cafés, but at night he takes shelter in an abandoned house. From here, we see a progressive erosion of Henri’s identity, a loss of bearings, and a slow degeneration of his ability to relate to others. But then he meets the artist Dominique, whose willingness to share her life with him raises questions about who he has become and about what a person needs in order to be a part of society. This is a book about how we live in geographical space and how work and patterns of domicile affect our status and our inner being. Despite the apparent simplicity of the fictional premise, Augé’s book asks serious questions about the nature of our culture. (shrink)

In a symposium built around a critical reassessment by Nicholas Gaskill of Richard Rorty's pragmatism, this contribution examines the provocative question of whether Rorty's rhetoric hinders Rortian aims. When reconsidering him in company with “the philosophical wing of science studies” (Bruno Latour, Isabelle Stengers, and Donna Haraway), Gaskill finds that Rorty's persistent assumption of nature/culture and word/world dichotomies is politically dangerous and prevents his comprehending both distributed agency and the complexity of human entanglements with the nonhuman. Gaskill's Rorty lacks a (...) sustained and coherent positive project, but a fuller picture, outlined in this article, reveals not only greater alignment of Rorty with science studies and agential realism but also key Rortian contributions to those fields that are particularly of moment in our “post-truth” condition. International Political Theory focuses on the point where two fields of study meet - International Relations and Political Theory. It takes from the former a central concern with the 'international' broadly defined; from the latter it takes a broadly normative identity. IPT studies the 'ought' questions that have been ignored or side-lined by the modern study of International Relations and the 'international' dimension that Political Theory has in the past neglected. The rel family of proteins can be defined as a group of proteins that share sequence homology over a 300 amino acid region termed the rel domain. The rel family comprises important regulatory proteins from a wide variety of species and includes the Drosophila morphogen dorsal, the mammalian transcription factor NF‐kB, the avian oncogene v‐rel, and the cellular proto‐oncogene c‐rel.
