AbstractCorruption is one of the most intractable problems that the world is faced with and its reported impact is widespread and pervasive. Since the mid-1990s, international efforts to combat this problem expanded significantly, driven by the involvement governments, international financial institutions and non-governmental organisations. The objective of this article is to use Michel Foucault’s work in a critical analysis of the international fight against corruption. This analysis is centred on Foucault’s concept of governmentality, as well as his notions of knowledge, (...) power and ethics. The primary focus is on the role played by the World Bank, the International Monetary Fund and Transparency International in the proliferation of international anti-corruption discourse and practices. Furthermore, South Africa will be used as a case study to unpack the historical and contextual factors that play a role in the legitimisation of corruption. As will be shown in this assessment, without adequately understanding the local factors that stimulate corruption and the other societal characteristics that serve to compound its pervasiveness, internationally driven anti-corruption initiatives have limited scope for success. Corruption will persist where there is a lack of resonance between international anti-corruption ideals and local norms, values and ideologies. (shrink)

Este artigo propõe investigar o confronto de Jürgen Habermas com Immanuel Kant e Carl Schmitt sobre os fundamentos de um projeto jurídico-político cosmopolita. Para isso, percorrendo o trajeto de Habermas entre A inclusão do outro (1996) e Sobre a constituição da Europa (2011), explora-se como ocorre esse enfrentamento e qual seu papel estratégico na conformação de um modelo jurídico-político pós-nacional. Diante disso, nota-se que Habermas, ao reivindicar o legado kantiano, tem de enfrentar os contrapontos teóricos levantados pelo pensamento de Carl (...) Schmitt quanto à autocompreensão política da modernidade. Assim, pode-se situar um eixo de fundamentação do projeto político cosmopolita e também o papel desempenhado por Schmitt no quadro mais amplo dos debates políticos e filosóficos do presente. The purpose of this article is to investigate the relationship between language and appropriation in Hannah Arendt’s and Carl Schmitt’s reflections on the question of naming. Considering that both emphasized the appropriative element underlying the link between language and the world, we start from Arendt’s definition according to which naming is the way through which human beings appropriate the events of reality and thus endow them with communicability, a mechanism that ensures the connection between the human mental activities that seek (...) their meaning and the world of appearances in which they manifest themselves. In the first part of the text, we interpret Arendt’s analysis of these relationships in order to highlight the understanding of language present in her work, especially in The Human Condition (1958) and The Life of the Mind (1978). In the second part, in order to clarify the appropriative meaning of naming, we mobilize Carl Schmitt’s reading developed in the essay “Nomos – Nahme – Name” (1959). According to the German thinker, theemphasis on nomos as a fundamental term in Western political and legal vocabulary makes it possible to uncover a particular structure of language and thought, the core of which radiates meaning through events originating in the “taking” or “appropriation” (Nahme) encompassed by the very acts of naming. Considering the confluence between these approaches, we conclude that the capturing of events in language through naming has undeniably practical implications, which refer us to decisive processes in the domains of law and politics. Throughout this text, many of the research paradigms and methodologies across experimental analysis of behavior (EAB) and applied behavior analysis (ABA) are presented within the "bench-to-bedside" approach of translational research described by the National Institutes of Health. The first few chapters of the text introduce underlying core tenets of behaviorism as well as core characteristics and methods that define the field of behavior analysis. The next several chapters of the book introduce the reader to some of the foundational principles of (...) behavior analysis, with coverage from both the EAB and ABA perspectives. In this paper we discuss how Australian feminism has contributed to a better understanding of women’s economic position within Australian society. Through this analysis we seek to shed some light on the current implementation of the ‘women in business’ policy in Australia. We trace the development of this position from the early beginnings of unionism and wage centralisation through to the social change movements of the 1960s and 1970s. We then examine how the neo-liberal turn of the 1990s manifested itself (...) in a move from a focus on numerical representation of women, through Equal Employment Opportunity and Affirmative Action policies and initiatives, to one that concentrated on an individualist approach to women in business. We conclude that feminism has had its most significant impact at the level of public policy. However, recent epistemological turns in Australian feminism appear to have resulted in less attention being paid to materialist concerns, and furthermore have not been able to resolve the sameness/difference divide that continues to haunt feminist philosophy. This study investigated how the social identities assumed by individuals as part of their professional roles influence the nature and use of a range of rationalizations for their corruption or the corrupt acts of others. Thirty senior Indonesian public servants were interviewed about the causes and factors that perpetuated corruption during the Suharto era, and how they rationalized corrupt behavior within the role of being a civil servant. Findings revealed that corruption was routine and embedded in the daily activities and (...) administrative structures of Indonesian public servants. Rationalizing ideologies that supported corruption included a denial of responsibility, social weighting and an appeal to higher loyalties. Central to these rationalizations were explanations around the low levels of civil service salaries, poor accountability, and corrupt leadership at senior levels of the government. However, the expression of these rationalizations varied across three social or role identities of the Indonesian civil servant: the professional civil servant, the collegial civil servant, and the corrupt civil servant. The implications of these findings for interventions in organizations in developing countries are discussed. (shrink)

Virtually all philosophers agree that for a belief to be epistemically justified, it must satisfy certain conditions. Perhaps it must be supported by evidence. Or perhaps it must be reliably formed. Or perhaps there are some other "good-making" features it must have. But does a belief's justification also require some sort of awareness of its good-making features? The answer to this question has been hotly contested in contemporary epistemology, creating a deep divide among its practitioners. Internalists, who tend to focus (...) on scientific or theoretical beliefs as the ideal, insist that such awareness is required for justification. Externalists, who think children's ordinary beliefs in obvious facts are paradigm cases of justified belief, say it isn't required. Sceptical theists--e.g., William Alston and Michael Bergmann--have claimed that considerations concerning human cognitive limitations are alone sufficient to undermine evidential arguments from evil. We argue that, if the considerations deployed by sceptical theists are sufficient to undermine evidential arguments from evil, then those considerations are also sufficient to undermine inferences that play a crucial role in ordinary moral reasoning. If cogent, our argument suffices to discredit sceptical theist responses to evidential arguments from evil.

What are biological species? Aristotelians and Lockeans agree that they are natural kinds; but, evolutionary theory shows that neither traditional philosophical approach is truly adequate. Recently, Michael Ghiselin and David Hull have argued that species are individuals. This claim is shown to be against the spirit of much modern biology. It is concluded that species are natural kinds of a sort, and that any 'objectivity' they possess comes from their being at the focus of a consilience of inductions.

Spinoza rejects fundamental tenets of received morality, including the notions of Providence and free will. Yet he retains rich theories of good and evil, virtue, perfection, and freedom. In this respect, Spinoza's theory is a great deal like Hobbes's: we strive to be active, and in order to do so we need food, security, health, and other necessary components of a decent life. There is another hazard, however, that is more subtle. On Spinoza's theory of the passions, we can misjudge our own natures and fail to understand the sorts of beings that we really are. So we can misjudge what is good and might even seek ends that are evil. Spinoza's account of human nature is thus much deeper and darker than Hobbes's: we are not well known to ourselves, and the self-knowledge that is the foundation of virtue and freedom is elusive and fragile. Aside from Jacques Derrida's own references to the "possible articulation" between deconstruction and Marxism, the relationship between the two has remained largely unexplored. In Marxism and Deconstruction, Michael Ryan examines that multifaceted relationship but not through a mere comparison of two distinct and inviolable entities. Instead, he looks at both with an eye to identifying their common elements and reweaving them into a new theory of political practice. To accomplish his task, Ryan undertakes a detailed (...) comparison of deconstruction and Marxism, relating deconstruction to the dialectical tradition in philosophy and demonstrating how deconstruction can be used in the critique of ideology. He is a forceful critic of both the politics of deconstruction and the metaphysical aspect of Marxism (as seen from a deconstructionist perspective). Besides offering the first book-length study of Derrida in this context, Ryan makes the first methodic attempt by an American scholar to apply deconstruction to domains beyond literature. He proposes a deconstructive Marxism, one lacking the metaphysical underpinnings of conservative "scientific" Marxist theory and employing deconstructive analysis both for Marxist political criticism and to further current anti-metaphysical developments within Marxism. What is knowledge? What, if anything, can we know? Michael Ayers initiates a fresh approach to these questions by recovering the insight in the distinction between 'knowledge' and 'belief' that was common philosophical currency for two millennia after Plato. He argues that knowledge comes only with direct cognitive contact with reality or truth.

This book challenges the dominant approach to problems of justice in global normative theory and offers a radical alternative designed to transform our thinking about what kind of problem injustice is and how political theorists might do better in understanding and addressing it. It argues that the dominant approach, ideal moral theory (IMT), takes a fundamentally wrong-headed approach to the problem of justice. IMT seeks to work out what an ideally just society would look like, and only then outlines our (...) moral obligations in realizing that ideal. In other words, it ignores the realities of everyday politics. As Michael Goodhart asserts, IMT postpones engagement with actually existing injustices and distorts our understanding of them, and it normalizes many problematic features of our world. On the other hand, the leading alternatives to IMT struggle to make sense of the role values play in politics. This book sees justice as an ideology and develops an innovative bifocal theoretical framework for making sense of it. This framework provides two complementary perspectives on justice: a theoretical perspective that situates competing ideological claims about justice in a broader political context and a partisan perspective that evaluates the structure and coherence of particular conceptions of justice. As opposed to IMT, it focuses on barriers to justice and advocates an activist political theory that takes sides in political struggles against injustice. Goodhart argues that theorists can help to generate the countervailing power necessary for social transformation through the work of articulation, translation, and mapping, work which contributes to a more comprehensive social science of injustice. This article was conceived as a sequel to “The Humean Theory of Motivation.” The paper addresses various challenges to the standard account of the explanation of intentional action in terms of desire and means-end belief, challenges that didn’t occur to me when I wrote “The Humean Theory of Motivation.” I begin by suggesting that the attraction of the standard account lies in the way in which it allows us to unify a vast array of otherwise diverse types of action explanation. I go on to consider a range of other challenges to the standard account of the explanation of action: Rosalind Hursthouse’s challenge based on the possibility of what she calls “arational” actions (Hursthouse 1991); Michael Stocker’s challenge based on the idea that some explanations of action are nonteleological (Stocker 1981); Mark Platts’s challenge based on the idea that our evaluative beliefs can sometimes explain our actions all by themselves (Platts 1981); a voluntarist challenge based on the possibility of explaining actions by the exercise of self-control; and a challenge from Jonathan Dancy based on the idea that reasons can themselves sometimes explain actions all by themselves (Dancy 1994). In this paper significant challenges are raised with respect to the view that explanation essentially involves unification. These objections are raised specifically with respect to the well-known versions of unificationism developed and defended by Michael Friedman and Philip Kitcher. The objections involve the explanatory regress argument and the concepts of reduction and scientific understanding. Essentially, the contention made here is that these versions of unificationism wrongly assume that reduction secures understanding.

This highly readable new collection of thirty pieces by Michael Oakeshott, almost all of which are previously unpublished, covers every decade of his intellectual career, and adds significantly to his contributions to the philosophy of historical understanding and political philosophy, as well as to the philosophy of education and aesthetics. The essays were intended mostly for lectures or seminars, and are consequently in an informal style that will be accessible to new readers as well as to those already well (...) acquainted with Oakeshott's works. Early pieces include a long essay ‘On the Relations of Philosophy, Poetry, and Reality', and Oakeshott’s comments on ‘The Cambridge School of Political Science’ through which he himself had passed as an undergraduate. The collection also reproduces a substantial wartime essay ‘On Peace with Germany’. There are two new essays on the philosophy of education, and the essay which gives the work its title, ‘What is History?’, is just one of over half a dozen discussions of the nature of historical knowledge. Oakeshott’s later sceptical, ‘hermeneutic’, thought is also well represented by pieces such as ‘What is Political Theory?’ and ‘The Emergence of the History of Thought.’ Reviews of books by English and European contemporaries such as Butterfield, Hayek, Voegelin, and Arendt also help to place him in context more clearly than before. Leo Strauss and his alleged political influence regarding the Iraq War have in recent years been the subject of significant media attention, including stories in the _Wall Street Journal _and _New York Times._ _Time_ magazine even called him “one of the most influential men in American politics.” With _The Truth about Leo Strauss_, Michael and Catherine Zuckert challenged the many claims and speculations about this notoriously complex thinker. Now, with _Leo Strauss and the Problem of Political Philosophy_, they turn (...) their attention to a searching and more comprehensive interpretation of Strauss’s thought as a whole, using the many manifestations of the “problem of political philosophy” as their touchstone. For Strauss, political philosophy presented a “problem” to which there have been a variety of solutions proposed over the course of Western history. Since positivism and historicism represented two intellectual currents that undermined the possibility of a Socratic political philosophy, the first part of the book is devoted to Strauss’s critique of these two positions. Avicenna, the most influential of Islamic philosophers, produced _The Healing_ as his magnum opus on his religious and political philosophy. Now translated by Michael Marmura, _The Metaphysics_ is the climactic conclusion to this towering work. Through Marmura’s skill as a translator and his extensive annotations, Avicenna’s touchstone of Islamic philosophy is more accessible than ever before. In _The Metaphysics_, Avicenna examines the idea of existence, and his investigation into the cause of all things leads him to a meditation on (...) the nature of God. From this discussion, Avicenna develops a theory of divine causation that synthesizes Neoplatonic, Aristotelian, and Islamic ideas. “Masturbation and the Problem of Irrational and Immoral Sexual Activity” by Michael Tooley -/- Tooley argues that aside from sex that aims at reproduction, most human sexual activity is both irrational and immoral, since it is dangerous, and equal or greater pleasure can be achieved by sex that is, truly, completely safe. Tooley then asks what must be done to arrive at a rational approach to human sexuality, and here he argues that it must be shown, first, that so-called (...) ‘safe sex’ is anything but. Second, the ‘no safe sex’ army needs to be challenged to say what is unsafe about masturbation, either mutual or do-it-yourself. Finally, irrational views of sexuality are frequently derived from the teachings of the so-called ‘great religions’, especially Judaism and Christianity, and the irrationality of those approaches to sex needs to be clearly demonstrated. MARMURA I MEDIEVALISLA_MICtheologians subjected Aristotle's theory of the essential efficient cause to severe criticism and rejected it. This criticism and rejection finds its most forceful expression in the writings of Ghazali (al-Ghaz~li) (d. 1111).1 In his Tahafut al-Falasifa (The Incoherence of the Philosophers), he argues on logical and empirical grounds that the alleged necessary connection between what is habitually regarded as the (...) natural efficient cause and its effect cannot be proven. He does not, however, take an agnostic stand on this question but proceeds to affirm two points: (1) that there is no causal agency in natural things; (2) that all natural events are the direct creation of God. Ghazali, moreover, does not confine such divine action to the realm of the inanimate and the irrational, in his al-Iqtis.~d fi-l-Ftiqad (The Golden Mean of Belief), he affirms the doctrine that the individual human act, like any other occurrence in the world, is also the direct creation of God. Causal efficacy resides in God alone. But the divine act, for Ghazali, is not an essential act. It does not proceed as the necessary consequence of divine essence. It is the arbitrary decree of the divine will, an attribute coeternal, but not identical with divine essence. Ghazali thus denies essential action altogether. In all this, he gives expression to the occasionalism of the Islamic school of dogmatic theology (kal~m) to which he belonged, the Ashcarite school. Ghazali had also a keen interest in logic. He wrote logical treatises for his fellow theologians, encouraging them to master this art as a tool to rebutt their doctrinal opponents. The~ treatises, in the main, sum up and explain the logic used by the Islamic philosophers--a logic that reflects the Stoic and Aristotelian traditions. Ghazali recognizes formal logic to be philosophically neutral, and hence in no way conflicting with his theology." And it is in his statements on demonstration that we seem to be confronted with paradox. This book is a study of Blaise Pascal's defence of Christian belief in the Pensees. Michael Moriarty aims to expound--and in places to criticize--what he argues is a coherent and original apologetic strategy. Setting out the basic philosophical and theological presuppositions of Pascal's project, the present volume draws the distinction between convictions attained by reason and those inspired by God-given faith. It also presents Pascal's view of the contradictions within human nature, between the 'wretchedness' and the 'greatness'. His mind-body (...) dualism and his mechanistic conception of non-human animals are discussed. Pascal invokes the biblical story of the Fall and the doctrine of original sin as the only credible explanation of these contradictions. His analysis of human occupations as powered by the twin desire to escape from painful thoughts and to gratify one's vanity is subjected to critical examination, as is his conception of the self and self-love. Pascal argues that just as Christianity propounds the only explanation for the human condition, so it offers the only kind of happiness that would satisfy our deepest longings. He thus reasons that we have an interest in investigating its truth-claims as rooted in the Bible and in history. The closing chapters of this book discuss Pascal's view of Christian morality and the famous 'wager' argument for opting in favour of Christian belief. (shrink)

In this eagerly awaited book, political theorist Michael Walzer reports his findings after decades of thinking about the politics of the Hebrew Bible. Attentive to nuance while engagingly straightforward, Walzer examines the laws, the histories, the prophecies, and the wisdom of the ancient biblical writers and discusses their views on such central political questions as justice, hierarchy, war, the authority of kings and priests, and the experience of exile. Because there are many biblical writers with differing views, pluralism is (...) a central feature of biblical politics. Yet pluralism, Walzer observes, is never explicitly defended in the Bible; indeed, it couldn’t be defended since God’s word had to be as singular as God himself. Yet different political regimes are described in the biblical texts, and there are conflicting political arguments—and also a recurrent anti-political argument: if you have faith in God, you have no need for strong institutions, prudent leaders, or reformist policies. At the same time, however, in the books of law and prophecy, the people of Israel are called upon to overcome oppression and “let justice well up like water, righteousness like an unfailing stream.”.
