This article introduces the themes and theoretical concerns of a special section that explores the various ways the specificities of the Mumbai attacks serve as a metonym for issues found in other urban sites within the conditions, concerns and vulnerabilities of globalization-as-urbanization and does so through the rubric of the city-as-target. As urbanization grows exponentially in unforecastable ways, the likelihood of violent urban targeting of many different kinds — state-sponsored, paramilitary, sectarian, economic, racial, tribal, etc., to name but a (...) few — grows as well. Mumbai is a specific event, but it is also the common-place, the cityscape that is our daily lives and quotidian existence rendered unusual in all the expected ways. With Mumbai, the article argues, one does not necessarily see the future of the urban, but rather a reminder of what the urban has always been, even from the great walled cities of antiquity: a target. There is an imperative, then, to rethink urban space at all levels. The pieces in this section consider immaterial and material aspects of the city: its plan, infrastructure (economic and military bases), buildings and dwellings, polity and policy, protection and penetration. The technologies and technicities involved in the attacks, as well as the specific historicity, reveal a great deal about the Mumbai events, as well as revealing potential modes of engagement with cities in the present and future. Progressive taxation has historically been discussed primarily in the context of developed, Western nations. This Article considers its application in two developing, nonwestern economies, emphasizing the differences in political, economic, and cultural contexts and their effect on the progressivity equation. In India these differences include long-standing attitudes, such as the Hindu tradition’s historic ambivalence towards utilitarian arguments, and shorter-term institutional arrangements, such as the division of power within India’s federal system and the tax exemption for agricultural income. In China they (...) include the legacy of Marxism as well as a more long-standing tendency to resolve legal and policy issues based on notions of communal rather than individual welfare. Both countries have limited administrative resources and a relatively small middle class, so that the income tax remains a relatively small albeit growing source of national revenues. In this Article I consider the impact of these factors, and conclude by asking whether a similar "tax life cycle" will apply to both countries or political and cultural differences will result in divergent tax patterns. Furthermore I also evaluate the progressivity problem as a case study in comparative taxation and assess the need to develop a more sophisticated methodology for dealing with institutional, attitudinal, and other cultural differences. In the wake of Mumbai terror attacks one is forced to reflect on the nature and representation of urban violence across the global South. It is clear that only certain kinds of violence and upheaval warrant attention in the public domain as reflected in the world’s globalized media. This observation immediately forces one to consider the deafening silence about the pervasive execution and symbolic order of terror in much of Africa. Indeed, 88 percent of conflict deaths between 1990 and (...) 2007 in Africa received hardly any media coverage let alone analysis. Given that one is talking about 5.4 million deaths in Congo (DRC) alone, it is very difficult to fully comprehend the differential treatment of conflict, violence and death. Drawing on the rich perspective in postcolonial urban studies that cities can be read as targets, I seek to extend that work by bringing routinized violence, focused on social infrastructures and relations, into the analytical frame. Hopefully, the Mumbai attacks can at least open up fresh and more urgent avenues of theoretical work on the painful and extreme constitution of urban modernities in the global South. (shrink)

This study aimed to determine the factors influencing the use of spacing contraceptive methods in India, particularly from men’s perspective. Data were obtained through a semi-structured interview schedule from 2687 married men aged between 18 and 40 years from central Mumbai City, India, during 1999. Chi-squared tests and binary logistic regression analysis was carried out to determine the relationship between various variables and the likelihood of a couple using spacing contraceptive methods. Of the 2687 couples, 1395 (51·9%) were using (...) one or other method of spacing contraceptives and 1292 (48·1%) were not using any method at the time of survey. Male participation in contraceptive use was 23% (condom and withdrawal). The results indicate that the use of spacing contraceptive methods was significantly higher among those couples where the men desired one or two children (OR=4·3), had knowledge of five or more contraceptive methods (OR=1·9) and discussed with their wives obtaining family planning information (OR=3·2), spacing (OR=2·7) and permanent (OR=2) contraceptive methods. Age, income, desired number of children, knowledge of a greater number of contraceptive methods, inter-spouse communication regarding obtaining family planning information, spacing and permanent methods were found to be strong predictors of the use of spacing contraceptive methods. The study underlines the importance of intervention programmes aimed at promoting a small family norm, increasing the number of contraceptive choices available and encouraging inter-spouse communication. Hence, policymakers and programme managers should encourage interventions in this direction, targeting couples to enhance the use of spacing contraceptive methods. (shrink)

Loss of the green belts in the cities as an antecedent outcome of haphazard and irregular urbanization as one of the principle factors has a negative bearing on the socio ecological services that nature entails. Our paper represents the conditions under which the contemporary statist conservationist efforts to preserve the urban protected areas in India induces a marginal existence and livelihood vulnerability upon the survival of the population residing within these PAs. A recent survey to Sanjay Gandhi National Park in (...) Mumbai reflects the ways in which a politics of conservation operates not only in the rural regions but also in cities, in highly inequitable and fabricated ways. This has consequently affected the impoverished, disempowered and impecunious inhabitants who comprise a considerable segment of population in cosmopolitan Mumbai, residing within the PAs. The present article assesses the ways in which in metropolises, PAs by definition determine jurisdictions and exercise rights to exclude the social groups who are marginal and less powerful. This is to preserve a pristine people free aesthetic environment in cities, for which there is an increasing demand from the local elite. The results of the study indicate the socio ecological aspects of the conservation politics in the city of Mumbai. The emergent consequences are in terms of the questions of universal rights to the PAs or reflecting an elitist provision of environmental integrity to the privileged visitors in the city. (shrink)

Transformations under way in Indian cities have begun to alter the opportunities for democratic participation among the urban poor. Highlighting efforts to promote globally oriented urban developments in Mumbai, this article examines the state’s engagement with groups directly impacted by these efforts. Based on ethnographic research and interviews with key stakeholders in the Dharavi Redevelopment Project, the article traces the character of such engagements over the project’s four-year planning process. It finds that the state undertook an unusually inclusive process, (...) consulting with resident and activist groups at points throughout this period. The article posits that this novel engagement is an unintended consequence of pressures to promote rapid development and ease investor concerns. Situating this case in the recent literature on political shifts in the globalizing Indian city, it concludes that the state may be engaging more with the urban poor than many of these accounts suggest. The first National Bioethics Conference in India was held from 25 to 27 November 2005 at the YMCA and Rail Nikunj, in Mumbai, India, under the aegis of the Indian Journal of Medical Ethics. Twenty institutions from all over the country participated in organising the conference, including All India Institute of Medical Sciences from Delhi, King Edward Memorial Hospital, Forum for Medical Ethics Society and Jaslok Hospital from Mumbai, National AIDS Research Institute from Pune, Institute of Legal Medicine (...) from Chennai, and Christian Medical College from Vellore among others. The 4th National Cyber Security Workshop organised by IEEE India Council was held in Mumbai at the sprawling Yantra Park, Thane Campus of Tata Consultancy Services on 11 & 12 November, 2016. This event follows two successful editions of the workshop in Ahmedabad and Bangalore.

In the case of the attacks in Mumbai in November 2008 two primary discourses generative of biopolitics in the global matrix of war can be identified as a framework of knowledge about mobile technologies: first, that national security is threatened by the use of digital information technologies heavily symbolized by the use of mobile devices and the perceived manipulation of otherwise neutral forms of media by those deemed to be enemies; and, second, that national security is enhanced by the (...) utilization of these technologies on the level of individuals and non-state groups within the nation to better practice democracy and to identify as citizen-consumer subjects. In the global matrix of war, the emphasis on digital information technologies and new media — especially mobile iterations — as weapons has generated the subjects of globalized and local technoculture in historically specific, militarized directions. In this context, contemporary media operate in ways that call for critical engagement rather than romanticization of a purely emancipatory sphere of social networking over and against a fully networked, enemy ‘other’. Pada 11 Oktober 2012 Gereja Katolik merayakan 50 tahun dibukanya Konsili Vatikan II. Namun demikian, 16 dokumen yang dihasilkan selama Konsili itu berlangsung (11 Oktober 1962-7 Desember 1965) belum dikenal oleh semua umat Katolik. Bahkan ada tidak sedikit umat Katolik yang belum pernah melihat dokumen-dokumen tersebut. Ada pula yang mengatakan bahwa kendati sudah membacanya, namun merasakan sangat sulit untuk memahaminya. Ada pula yang ketika melihat buku tebal yang memuat dokumen-dokumen tersebut langsung merasa terintimidasi dan ketakutan (intimadated), lalu tidak berani membukanya. (...) Sudah ada berbagai macam upaya untuk menyampaikan isi dan semangat dari Konsili Vatikan II kepada seluruh anggota Gereja Katolik. Salah satu cara adalah menerbitkan buku untuk mengulas isi dokumen-dokumen tersebut. Salah satu dari sekian banyak buku yang pantas dibaca adalah karya Maureen Sulivan, seorang assistant professor ilmu Teologi di Saint Anselm College, Manchester, New Hapshire, Amerika Serikat. Buku yang ditulis dalam bentuk tanya jawab ini dibagi menjadi 9 bab. Bab 1 berbicara mengenai “Pengumuman” diadakannya Konsili yang menggemparkan para pemimpin Gereja, khususnya anggota Dewan Kardinal dan Kuria di Vatikan, yang merasa bahwa Konsili tidak diperlukan. Dalam bab ini dibicarakan tentang arti dari Konsili yang disebut sebagai ekumenis dan pastoral, alasan perlu diadakannya Konsili, persiapan yang dibutuhkan, serta tujuan yang ingin dicapai dengan diadakannya Konsili Vatikan II. Secara khusus disebutkan peran almarhum Paus Johanes XXIII, yang ketika mengumumkan untuk mengadakan Konsili, beliau baru tiga bulan diangkat menjadi Paus. Lewat Konsili ini beliau menginginkan agar Gereja mampu menemukan cara agar iman Kristiani dapat disampaikan kepada dunia dan dimengerti oleh dunia. Demi tujuan itu Gereja perlu “membuka jendela” agar “angin segar memasuki dirinya (hlm. 29).” Gereja perlu melakukan aggiornemento, pembaruan diri. Bab 2 mengulas mengenai orang-orang yang berperan dalam KonsiliVatikan II, ketegangan-ketegangan yang muncul antara mereka yang ingin mengadakan pembaruan dengan mereka yang ingin mempertahankan status quo Gereja, serta peran media massa. Selain sekitar 2200 peserta (Kardinal, Uskup, dan Abas), juga terdapat ratusan teolog yang berperan sebagai penasihat bagi para peserta Konsili (periti), antara lain dengan memberikan seminar-seminar mengenai topik-topik teologis kepada para peserta Konsili (hlm. 35-36). Selain itu juga terdapat para pengamat dari Gereja Ortodoks, Gereja-gereja Protestan main streams (Lutheran, Episkopalian, Anglikan, Metodis, Presbyteran, dan Quakers), dan Yudaisme. Hadirnya para pengamat dari kalangan khusus ini merupakan sesuatu yang baru dan revolusioner dalam Konsili. Secara khusus ditampilkan seorang tokoh pembaru: Kardinal Bea, ketua Sekretariat untuk Kesatuan Umat Kristiani. Ia begitu dikenal dengan ucapannya yang sangat menggemparkan di depan para wartawan: “Members of the other Christian Churches who are living today never ’left’ the Church. So they cannot ‘return,’ can they? We are talking about going together, hand in hand, toward a new future” (hlm. 33). The essay is framed by the proposition that cities are the frontier spaces for much of what is usually referred to as global governance challenges. It uses the case of asymmetric war to explore the contradictions that arise from this urbanizing — most significantly, the limits of superior military power when war moves to cities and the ways in which this makes powerlessness complex rather than elementary. The core of the paper focuses on Mumbai and Gaza as two sites (...) that help us understand the enormous variability of war once it gets urbanized, and thus the multiplicity of types of asymmetric war. The essay concludes with a discussion about larger patterns we can see through the cases examined here, such as the repositioning of territory, authority and rights. (shrink)

Urban areas are prime targets for international terrorists given the array of valuable physical and social infrastructure they contain. Whereas traditionally governmental, financial, critical infrastructure or military targets have been attacked, increasingly terrorism is targeted at everyday crowded urban spaces which are by their very nature difficult to defend. Subsequently this has led to a wave of pre-emptive and anticipatory counter-terrorism policy in the West in an attempt to secure the defence of the future city. In such policy-making urban terror (...) attacks are viewed as inevitable and unavoidable, but the nature of such attacks is seen as fluid. Notably, recent commando-style attacks against non-western cities — in Mumbai and Lahore in late 2008 and early 2009 respectively — and against soft, unprotected targets has led to a reassessment of western urban security strategies and an assumption that such terrorist modus operandi will migrate to western cities. Such an uncritical reading, as exemplified by the western bias in media reporting in the aftermath of these events, highlights the need for scholars and policy-makers to engage with alternative readings of these events and illuminate the contextual factors underlying terrorism and its tactics, and target selection in particular locations. In developing a more rounded and reflexive understanding of terrorism as a method, planners and policy-makers might be in a better position to progress more nuanced security strategies that aim to tackle the underlying causes of terrorism rather than simply reacting through militarizing an increasing array of urban spaces. BACKGROUND: There is growing interest in the ethics of cluster trials, but no literature on the uncertainties in defining communities in relation to the scientific notion of the cluster in collaborative biomedical research. METHODS: The views of participants in a community-based cluster randomised trial (CRT) in Mumbai, India, were solicited regarding their understanding and views on community. We conducted two focus group discussions with local residents and 20 semi-structured interviews with different respondent groups. On average, ten participants took part (...) in each focus group, most of them women aged 18-55. We conducted semi-structured interviews with ten residents (nine women and one man) lasting approximately an hour each and seven individuals (five men and two women) identified by residents as local leaders or decision-makers. In addition, we interviewed two Municipal Corporators (locally elected government officials involved in urban planning and development) and one representative of a political party located in a slum community. RESULTS: Residents' sense of community largely matched the scientific notion of the cluster, defined by the investigators as a geographic area, but their perceived needs were not entirely met by the trial. CONCLUSION: We examined whether the possibility of a conceptual mismatch between 'clusters' and 'communities' is likely to have methodological implications for a study or to lead to potential social disharmony because of the research interventions, arguing that it is important to take social factors into account as well as statistical efficiency when choosing the size and type of clusters and designing a trial. One method of informing such a design would be to use existing forums for community engagement to explore individuals' primary sense of community or social group and, where possible, to fit clusters around them. Prior research has shown that human trafficking has multiple facets and is deeply enmeshed in societies around the world. Two central challenges for anti-trafficking organizations pertain to confronting systemic injustices and establishing caring organizations for survivors to start the process of healing and restoration. Analyzing the work of an anti-trafficking organization, International Sanctuary in Mumbai, we seek to elucidate how a space for caring for trafficking survivors is constructed in a largely non-egalitarian and unjust context. We contribute to discussions (...) on how caring infrastructures are possibly developed so that they do not write off existing gendered and in-egalitarian social structures and how they shape individual biographies. We also highlight how the specific, situated context—defined by those very structures—shapes and influences the transformative potential of care interventions. (shrink)

In this paper, using Ambedkar’s pioneering vision for engaged Buddhism, we developed the notion of radical interdependence, which consists of four interrelated processes: dialogical recognition; negating invisibilities; dignity as an embodied praxis; ordinary cosmopolitanism. Our research primarily focused on women janitors’ lives in a Mumbai Mall using this conception. Our participants experienced four different kinds of dignity injuries. They used various strategies to preserve personal, intersubjective, and processual dignities. We also found horizontal and vertical ordinary cosmopolitanism strategies to bridge (...) social boundaries between colleagues and mall customers. Cloth, $295.00.The term ‘British Idealism’ underdetermines the interests and geographies of philosophers classed under its heading. It may imply a common goal or, indeed, location. This is misleading. The Biographical Encyclopedia of British Idealism goes a long way in demonstrating the challenge of grouping together philosophers with (...) divergent interests and historical pedigrees, sharing some affiliation with Idealist thinking in Britain from the late nineteenth and early twentieth centuries. Many transcend so-called Analytic and Continental categories, and if not transcend, certainly sidestep them. William Sweet’s volume is at once an archaeological guide to British Idealism and a guide to its relevance today. The volume excavates deeply hidden contributions to philosophy and may destabilize our customary assumptions about the geographical limits of Western philosophy; the contributors to the volume ask readers to extend their community of interest to scholars from Southern Africa, India, and East Asia. Calling philosophers working in India and East Asia “British” is also an important reminder; it has its obvious links to British imperium while at the same time speaking to the influence of Idealist thinking outside the frame of colonial England to thinkers working outside the canonical disputes of Western philosophy.This massive volume, uncompromisingly detailed and comprehensive, does have the elements of a survey, but this is not its intent, nor does one get this impression on reading its entries. This Encyclopedia aims to historically and philosophically contextualize Idealist thought. The first six chapters do just this. They are “Idealism in Britain” (William Sweet); “Idealism in Australia and New Zealand” (Mark Weblin); “The Impact of Idealism in North America” (Leslie Armour); “British Idealism in Southern Africa” (William Sweet); “British Idealism in India” (William Sweet); and “British Idealism in East Asia” (William Sweet). [End Page 146] The remainder of the volume includes entries on well-known Idealist philosophers, lesser known thinkers, and important critics of Idealist philosophy, including the familiar and highly influential Russell and Moore. I will say a little bit about the excellent chapter on British Idealism in India.While readers may have familiarity with Idealism in North America and Britain, it may come as a surprise to learn that Indian philosophers, influenced by a great deal of British philosophy, were particularly keen on Idealism in the late nineteenth and early twentieth centuries. Sweet provides readers with a short history of Indian higher education and the place, for instance, of Kant and Hegel in the philosophy curriculum throughout India in the late nineteenth century; it was not long after that British Idealists were being taught to students in Bombay (Mumbai), Madras, and Calcutta (still important centres of higher education in India) along with Allahabad, Mysore, Pondicherry, and Amalner. Idealists in India, much like their counterparts in Britain, labored beyond academic philosophy, extending their discussions to questions of nationalism in India and contributing to ideas in social and political thought.The attraction of British Idealism (indeed, any “Western” Idealist philosophy) to Indian intellectuals may seem mysterious to some readers. Sweet maintains that Indian philosophy was and is by its own historical sense idealist and so the British variant was not so much as “imported” as finding a natural home. Sweet thinks that the revival of interest in the tradition of Advaita Vedanta can be reasonably traced to the influence of British Idealism’s place in Indian philosophy. There is little dispute that Kant, Hegel, and the British thinkers of the late nineteenth and early twentieth centuries influenced how Indian philosophers understood the discipline’s Western identity and aims. Indian philosophers had begun to enter discussions belonging to another history. Hiralal Halder’s Hegelianism and Human Personality, published in 1910, and Ras-Vihari Das’s doctoral dissertation of 1930, The Self and the Ideal, could easily be taken as titles of works in Western European or North American libraries. Philosophy no doubt includes philosophers who come from many histories, and the discipline may be resistant to simple geographical reduction.Sweet cautions readers that Indian philosophers contributed to the development of Indian philosophical thought; they were not merely expositors... This article develops an analytical framework to study the role of narratives in markets and argues that there is a relationship between the structure and composition of narratives produced by market actors and market dynamics. With respect to theory, the article bridges the perspectives that study markets as cultures and as fields and draws from the organizational studies approach to the analysis of narratives. Two empirical cases of the crises narratives in the emerging contemporary art markets of Russia and India (...) illustrate the use of the framework. The analysis is based on in-depth interviews with artists and art dealers as well as observations in Moscow, Saint Petersburg, New Delhi, and Mumbai conducted between April 2012 and June 2013. The article shows that there is a widely shared crisis narrative with a coherent structure in the Indian art market. In contrast, fragmented and contested stories that lack narrative structure dominate in the Russian art market. The analysis of the first case highlights the narrative structure and shows the productive work it does in the Indian market—it provides a moral justification of existing market norms and produces a perspective for the future. The analysis of the second case focuses on the context of narrative production and connects the conflicting interpretations of the crisis in the Russian art market to contested hierarchies and persistent uncertainty. This essay examines reflexive strategies in three contemporary Hindi-language feature films directed by women, Om Shanti Om, Luck By Chance, and Dhobi Ghat/Mumbai Diaries. These Mumbai-set films, directed and written by Farah Khan, Zoya Akhtar, and Kiran Rao, respectively, offer insider industry perspectives and a variety of outlooks on Bollywood and Indian society more generally. I introduce the concepts of “selective reflection” to critically examine self-conscious representations of the excessively star-driven world of Bollywood filmmaking in an age of (...) globalization, directing styles and strategies of image-making, and the blurred boundaries between reality and artifice. This article presents a close analysis of narrative tropes, filmi references, casting, spectator dynamics, and gendered agency in films that represent a taxonomic range from commercial blockbuster to art cinema. This paper argues that cultural analyses of electric light, including aspects of actor-network theory, may raise the spectre of complexity, but do not do it justice when they omit to provide analysis of the intertwined roles of culture and political economy in the formation of the provision and use of electric light. The essay looks at the marketization of electric power, at outages in the eastern and western US megacities, at the collapse of the public utility model and chaotic implementation (...) of market models in Mumbai, Lagos and other poor megacities, and concludes that while theft of power provides a temporary solution, abandoning centralized market models in favour of microgrids is the only sure way to return agency to slum dwellers. About the Book: - Brahman and Person is a collection of essays by the late Richard De Smet (1916-1997) on the topic of person in Indian thought. Overturning the current interpretation, De Smet proposes that the nirguna Brahman can be regarded as properly personal, provided person is understood in the original and classical sense that emerged in the Christian effort to speak abut the mysteries of the Trinity and the Incarnation. The Rendering of saguna and nirguna Brahman as personal and (...) impersonal, instead originated with the Western translators of Sanskrit works, who were influenced by an individualistic idea of the person and the consequent restriction of its application to the human being. De Smet also dedicated attention to the question of the human person in Indian and Western thought over a number of essays, proposing that a properly holistic and organic notion of the human person can be found especially n the thought of sankara. This collection of essays by an eminent Indologist constitutes and important contribution not only to Indological studies but also to cross cultural and interreligious dialogue. About the Author:- Richard De Smet taught Indian Philosophy at Jnana Deepa Vidyapeeth, Pune. Born in Belgium in 1916, he joined the Jesuits in 1934 and came to India in 1946. He earned a Ph.D. in 1953 from the Gregorian University, Rome, for his thesis on the theological method of Sankara, proposing both that sankara was srutivanadin, and that he used the method of analogy in his interpretation of the Upanisadic mahavakyas. De Smet was a life member of the Indian Philosophical Congress and the Indian Philosophical Association and Founder-President of the Association of Christian Philosophers of India and in these capacities carried out an ongoing dialogue with Indian philosophers and religious personalities. He died in 1997. Ivo Coelho is Reader in Gnoseology and Metaphysics at Divyadaan: Salesian Institute of Philosophy, Nashik, and editor of Dvyadaan: Journal of Philosophy and Education Born in 1958 at Mumbai, he studied under De Smet at Pune, and went on to specialize in the hermeneutical thought of the Canadian Philosopher theologian and economist Bernard Lonergan. He is interested in issues of cross-cultural and interreligious understanding, dialogue and collaboration. Sustaining the military targeting of the everyday sites and spaces of urban life in the contemporary period is a new constellation of military doctrine and theory. In this the spectre of state-vs-state military conflict is seen to be in radical retreat. Instead, the new doctrine is centred around the idea that a wide spectrum of global insurgencies and ambient threats now operates across the social, technical, political, cultural and financial networks which straddle transnational scales while simultaneously penetrating the everyday spaces, (...) sites and circulations of global cities. Such lurking threats are deemed by the latest theorist of ‘asymmetric’ or ‘irregular’ warfare to camouflage themselves within the ‘clutter’ of cities at home and abroad for concealment against traditional forms of military targeting. Addressing the Mumbai attacks through the lens of this emerging constellation of military and security doctrine, this article highlights three important implications of viewing the everyday sites, spaces and circulations of cities as the key strategic ‘battlespaces’ of our era. These involve, first, the way contemporary doctrine views urban terrorist attacks as part of a broad terrain of trans- national organized ‘information operations’. Second, such paradigms prefigure a radical blurring between local and global scales, the ‘inside’ and ‘outside’ of nation-states, and between policing, military power and state intelligence. And, finally, emerging urban security propagates hyper-militarized perspectives in which every aspect of urban life is transposed as an act of limitless and boundless warfare. (shrink)

Every once in awhile an academic drudge gets to visit a place that dreams are made of. We all know the little game in which American scholars compete to mention the exotic locations they have been to: Paris, London, Beijing, Mumbai. But I have never aroused such open jealousy in my colleagues until I uttered the word “Casablanca.”For knowledgeable tourists, this is something of a puzzle. Casablanca is routinely disrespected by the guidebooks for its lack of an authentically ancient (...) medina or a labyrinthine souk, and its paucity of museums leaves the tourist with relatively few obvious destinations. One suspects that much of the aura surrounding the city's name comes from the wholly fictional movie and the associated mystique of Humphrey Bogart and Ingrid Bergman. Moroccans are notably marginal in the film, which, in a kind of doubling of colonial occupation, treats Casablanca as an outpost of the Vichy French regime under the thumb of the Nazis. Rick's Café Américain never existed until quite recently, when a retired American diplomat decided to capitalize on the legendary bistro with a simulacrum. The real city is quite modern, with the relics of 1920s colonial art-deco-French architecture serving as a main attraction, along with the thoroughly contemporary mosque of Hassan II, designed by a French architect and finished only in the 1990s. Among the billions of persons journeying towards self-discovery, one is living in Mumbai, India. A woman, revelling in the roles of daughter and sister, wife and mother, teacher and writer. The three decades of her lifetime have seen lessons on faith and patience served to her in various interesting forms. And she has, almost magically, found guidance through friends and strangers alike at the 'right' times. She makes plenty of mistakes. Yet she sticks with childlike tenacity to her belief (...) that the path ofgenuineness brings life to a splendid culmination. January 2001 saw the opening of a new window in her heart-space—the introduction of the quality mind process, which she and others participated in during the week-long workshop on values and ethics at IIM Calcutta, India. She is yet to completely appreciate the magnificence of this new channel. Yet the shifis in feeling, thinking, speaking and behaving that she found happening due to the QMP have made her forever grateful. PurposeThe purpose of this paper is to profile everyday management and business strategies of 30 cyber cafés in Mumbai and contextualize them in the broader and pervasive culture of non‐formal economy.Design/methodology/approachThe paper conducts an ethnographic study of open‐ended interviews of cyber café owner/managers to understand everyday patterns of managing a cyber café. The field observations and literature review aid an understanding of non‐formal economy in Mumbai.FindingsThe paper finds three important insights: business with internet technologies, even at the level (...) of a small café, is expensive, requiring reasonable computing skills to maintain or expand business potential; in order to survive expense management several unauthorized practices are routinised and merge with the broader structures of non‐formal economy; and the non‐formality of business practices influence an open, liberal atmosphere to browse the internet and turn in a predominantly youth clientele.Research limitations/implicationsWith regulatory discourse on information and communication technologies centered on piracy and ill‐legality, informality of business practices in emerging economies provide an alternate premise to understand its nature and function. These challenge received notions of visualizing ICT as simply piracy and coming to terms with markets shaped and structured by non‐formal processes.Originality/valueThe study is one of the first on cyber cafés in Mumbai using the framework of non‐formal economy to analyse data. This paper presents the connections between a small ICT‐enabled business and the pervasive culture of non‐formal business relations in Mumbai. The problem of political violence, its justifiability, and the question of how we ought to respond to it has been the subject of extensive debate since September 11, 2001, and subsequent terrorist attacks in Madrid (2004), London (2005), Bali (2005) and Mumbai (2008). The phenomenon of political violence is by no means new; nor have the measures taken by Western governments in response to recent terrorist attacks been unprecedented.

Cultural characteristics in relation to educational technology acceptance (ETA) aims at analyzing the effect of cultural factors that include norms of the society, values, and practices which shape the perception and usage of technology by the individual as incorporated in his/her education. This concept illustrates that cultural factor increases that perception of helpfulness, ease of implementation, and total satisfaction with technology by a significant notch. Understanding these cultural factors is critical to the development and implementation of pedagogical technologies that are (...) aligned with specific target audiences. A number of people in the study was 2100, out of which 1115 were from Mumbai, India and 985 others were from other areas. The sample included people with various education levels, occupations and ages, which gives a comprehensive idea of the variety of users’ perceptions of educational technology. Employing the data based on the collected set of factors, descriptive analysis, factor analysis, and correlation matrixes were used in a process of distinguishing key patterns and relations between particular variables. This cross-sectional research has relied on multiple regression analysis to assess the significant predictor factors that include perceived ease of integration and expected performance of the technology by the users on the two outcomes: user engagement and technology satisfaction. As earlier stated, SPSS was used in this research study to conduct statistical tests. The comparative analysis revealed that there were significant regional differences concerning the social impact expectations, EE and PC but there was no impact of regions as per PEI and TS. The research thus brings out the importance of cultural differences in the explanation of ETA. This just underline the need for a strategic and specific approach that takes into account regional and cultural factors to improve the reception of technologies as well as to improve the user satisfaction even if it is a diverse population. Cognitive scientists have long used distributional semantic representations of categories. The predominant approach uses distributional representations of category‐denoting nouns, such as “city” for the category city. We propose a novel scheme that represents categories as prototypes over representations of names of its members, such as “Barcelona,” “Mumbai,” and “Wuhan” for the category city. This name‐based representation empirically outperforms the noun‐based representation on two experiments (modeling human judgments of category relatedness and predicting category membership) with particular improvements for ambiguous nouns. This article explores the hermeneutical force and flexibility of the 9/11 idiom, by identifying some ways in which it served as an interpretative framework for the attacks of 26 November 2008 in Mumbai. The idiom’s transposition to Mumbai represented, in part, a contest over American rhetorical capital. Re-territorialized as ‘India’s 9/11’, the idiom has re-signified a range of local interests, aspirations, and contests over urban space and identity in Mumbai. In this context, I examine two symmetrical developments (...) within the civic spaces of the city in the immediate aftermath. The first involves the emergence of an upwardly mobile middle class and elite as it took the form of collective survivor-spectator, appearing as a coherent, highly visible and effective public agent. The second involves an apparent suspension of competing narratives of urban terror, which in the past have been enacted through demotic violence in the form of the communal riot. The article suggests that these developments in Mumbai must be read through the city’s incorporation into an emergent narrative of ‘global’ or so-called ‘9/11-type’ terror. In the case of 26/11, the terrorist attacks were possibly understood as the exercise of ideological indifference to identity, as levelling the value and distinction of moral communities to the abject experience of sheer bodily life. When advanced technologies of globalization that are closely associated with secular cosmopolitics are opportunistically employed by fundamentalist politico-theologies for their own particular purposes, an essential irresolution of territory, jurisdiction and programmatic projection is revealed. Where some may wish to identify an ideal correspondence between a global political sphere into which multiple differences might be adjudicated and the visual, geographic representation of a single planetary space, this conjunction is dubious and highly conditional. Instead multiple territorial projections and competing claims on space (...) are also generative of the very qualities of the spatial as a political medium altogether. For example, the well-publicized use of satellite-based mapping and telecommunications tools, such as Google Earth, by the terrorist group that attacked Mumbai in November 2008, raises several knotty and important questions about how contrary comprehensive images of the world can make use of one another in ways that undermine the ‘unitotality’ of global territory. It is not that Google and Jihad are ‘equivalent’ or even ‘translatable’, but rather because they are not, they are in practice interoperable. Instead links between urbanism, cosmography, and the socialization of planetary software networks demonstrate the centrality of design to the ongoing fashioning of the territory of territories, the geoscape. By excavating the ambiguities of the helicopter’s machinic-prosthetic view, a perspective which may be distant and abstract, while also near and viscerally present, this article will explore how megacity security is increasingly waged and consumed. The article argues that megacity security marches to the rotator-beat of the police helicopter, fuelled by military technophilia and in a context of the biopolitical desertion of the megacities’ most vulnerable. The article takes three aspects, visually expressed and constituted through aerial-helicopter security. Drawing from several (...) megacity examples including Mumbai, Lagos, São Paulo and Rio de Janeiro, the first resolves megacity confusion with legibility. In the following section the article examines the mobilization of the security gaze, and the final section explores how helicopter visuality may hold or territorialize megacity space. (shrink)
