Radio Nation is a methodologically sophisticated book on the mutual relationships among radio broadcasting, popular culture, and nationalism in Mexico at the local, regional, national, and global levels, covering the period from 1920 to the end of World War II. An epilogue continues the story through the radio‐based transition to television in the postwar era. The main social groups examined include the Mexican government, the U.S. Office of the Coordinator of Inter‐American Affairs , the Raul Azcárraga radio conglomerate, (...) and listeners.Joy Hayes carries out her ambitious project by developing a multilayered methodology. She brings together the concepts of antimodernism and hegemony from her mentor, T. J. Jackson Lears; recent literature on Mexican nationalism and nation‐building as a negotiated process; cultural studies work on the aural characteristics of the radio medium ; and the formation of culture and nation as a communications process. Hayes argues that “both radio and nation are social practices that interract to actively resist the concept of modernity” . Thoroughly modern as far as their both being forward looking, the radio and the nation are nevertheless antimodern institutions in overall effect, because they recreate premodern traditions of music, storytelling, and paternalism that can be developed into other forms of mass communication. In this regard, government station XEQ promoted a “musical nationalism,” but the “market nationalism” of Azcárraga's powerful, 200‐kilowatt, commercial station XEW eventually triumphed. Even though Azcárraga depended upon radio manufacturers and networks in the United States, his market nationalism was structured by the Mexican state.An intriguing diagram of power relations in Mexico during World War II shows triangular negotiations between the Azcárraga Group, U.S. media corporations and the CIAA, and the Mexican state—producing and influencing culture markets, U.S. politics, and national culture. Unfortunately from my point of view, the diagram shows radio content and radio audiences as groups outside these negotiations, even though the author pays attention to listening contexts, audience reactions, and the creation of new forms of “traditional” Mexican music for the aural needs of the radio.The book discusses other issues of interest to historians of science and technology, including government regulation , the agency of users , and the appropriation of a technology for use in another society. Very little is said about physical aspects of radio, except for the “presence” of the radio voice, problems with shortwave transmission, which hampered U.S. efforts to beam its message of Pan Americanism and consumer culture to Mexico during World War II, the high power of XEW, and Azcárraga's building a radio network by means of bicycle messengers because of the lack of telephone lines.Although Radio Nation is convincing, its brevity left me wanting to hear more about programming in the commercial and government stations, changes in regional culture and in Mexico City that might have influenced radio listening habits and vice versa, and more examples of antimodernist tendencies . Theory and context tend to crowd out discussions of radio programs, producers, and listeners. That said, Radio Nation is a stimulating book that significantly contributes to our understanding of the complex relationships between communications technology and cultures other than those in the United States and Europe. This article situates Mexican sexology, and how it engaged homosexuality and gender nonconformity, within more familiar nation-building projects in Mexico following the Revolution (1910–20). It argues that much like with understandings of race, Mexican sexologists, influenced by neo-Lamarckism and ‘Latin' eugenics, viewed sexuality as caused largely by social and environmental factors, rather than simply as a congenital characteristic. Such experts advocated for social solutions for what they saw as the ‘state of danger’ that homosexuality represented, targeting their interventions (...) at youths, who were seen as pliable, future citizens, rather than adults, who were largely seen as irredeemable and best isolated from the national body. The article explores discursive, ideological, and methodological threads in Mexican sexology from the 19th to the mid-20th century, the field’s professionalization and transnational connections, case studies of youths in which the preferred solutions involved promoting family stability and coherence, and adult cases ranging from prison studies to the case of Marta Olmos, recipient of Mexico’s first widely known sex reassignment. Overall, it demonstrates important intersections between sexology and nation-building projects related to criminology, anthropology, and eugenics, and how the attempted management of homosexuality and gender nonconformity sheds light on Mexican development more broadly. The objective of this research is to identify relationships between social context dimensions and hardiness in elite weightlifting athletes. Methods: The design: non-experimental, cross-sectional and correlational, the participants were 20 athletes who belong to the elite as the national team of Mexico, they are between 19 and 28 years of age, M = 22.05 SD = 2.91, 8 men (40%) and 12 women (60%). 2 instruments were used, the first is the Perception of Factors Related to Excellence in Sport (...) (PFED), (Simón, 2009) consisting of 54 items 6 variables, coach, environment and resources, athlete, family, nature of training and characteristics of the training and the second the questionnaire of hardiness in Central American and Caribbean Athletes (PRDCC) (Ponce, 2017; Ponce-Carbajal et al. 2015) of 18 items and three variables, commitment control and challenge. In the procedure, a file was created in google forms and coaches who are in charge of athletes from the Mexican national weightlifting team were contacted. The statistical analyzes used were frequencies, descriptive, reliability, and Spearman's bivariate correlations. Results: Adequate internal consistency in almost all the variables, between.40 and.92 in the 2 questionnaires. In the correlations between variables of the social context and those of the hardiness, relationships were evidenced between the total resistant personality and the nature of the training with an r =.767** and the challenge variable correlated with two, the first is the nature of the training r =.834** and with the characteristics of training r =.671**. Conclusion, the relationships between the variables of the social context and the resistant personality are confirmed. (shrink)

We explore the distinctive characteristics of Mexico's society, politics and history that impacted the establishment of genetics in Mexico, as a new disciplinary field that began in the early 20th century and was consolidated and institutionalized in the second half. We identify about three stages in the institutionalization of genetics in Mexico. The first stage can be characterized by Edmundo Taboada, who was the leader of a research program initiated during the Cárdenas government (1934-1940), which was primarily directed towards improving (...) the condition of small Mexican farmers. Taboada is the first Mexican post-graduate investigator in phytotechnology and phytopathology, trained at Cornell University and the University of Minnesota, in 1932 and 1933, respectively. He was the first investigator to teach plant genetics at the National School of Agriculture and wrote the first textbook of general genetics, Genetics Notes, in 1938. Taboada's most important single genetics contribution was the production of "stabilized" corn varieties. The extensive exile of Spanish intellectuals to Mexico, after the end of Spain's Civil War (1936-1939), had a major influence in Mexican science and characterizes the second stage. The three main personalities contributing to Mexican genetics are Federico Bonet de Marco and Bibiano Fernández Osorio Tafall, at the National School of Biological Sciences, and José Luis de la Loma y Oteyza, at the Chapingo Agriculture School. The main contribution of the Spanish exiles to the introduction of genetics in Mexico concerned teaching. They introduced in several universities genetics as a distinctive discipline within the biology curriculum and wrote genetics text books and manuals. The third stage is identified with Alfonso León de Garay, who founded the Genetics and Radiobiology Program in 1960 within the National Commission of Nuclear Energy, which had been founded in 1956. The Genetics and Radiobiology Program rapidly became a disciplinary program, for it embraced research, teaching, and training of academics and technicians. The Mexican Genetics Society, created by de Garay in 1966, and the development of strains and cultures for genetics research were important activities. One of de Garay's key requirements was the compulsory training of the Program's scientists for at least one or two years in the best universities of the United States and Europe. De Garay's role in the development of Mexican genetics was fundamental. His broad vision encompassed the practice of genetics in all its manifestations. (shrink)

This article opens with a brief analysis of key features of the Mexican semi-authoritarian regime. It then moves to a discussion of the critical realist positions and features that inform the strategic-relational approach. Attention is paid to social interactions and causal relations that enable the SRA to trace patterns of punctuated evolution and to highlight the processes of transformation. Since ideal types serve to highlight key characteristics in specifc phenomena, processes and actors, some features of ideal types of the (...) state and of the transition from one type to another are also discussed. In particular, attention is paid to the Keynesian welfare national state and to the Schumpeterian workfare post-national regime ideal types elaborated by Jessop. For it is contended that the specific features of these ideal types could be of great help in broadening the debate on economic restructuring and political reforms in countries such as Mexico. Moreover, the SRA approach provides an insight into the endogenous features of social change and stresses the importance of networking for a strategic agenda as well. For the never-static dynamics of the processes of change the role of situated agents in context is fundamental, as it injects intentionality and acknowledges the contingency of the conditions that surround them. New Haven, CT: Yale University Press, 2003, 420 pp., $45.00 hardcover. Noël Carroll is the leading writer today about philosophy and film studies among those with an Anglo-American analytic philosophy emphasis. He needs to (...) be read in a larger intellectual context also, as a leading interdisciplinary writer about film. On the positive side, he has expanded the resources of Anglo-American analytic philosophy (and has at the same time contributed work of distinction to scholarship in related areas). He profits from the virtues of analytic philosophy as well as putting to good use his broad acquaintance with other scholarship. He is refreshingly innovative, sometimes operating with valuable results beyond the current conventional borders of the discipline of philosophy in his choice of topics about film (or better, in his view, about the moving image). A collection of his essays written in the second half of the 1990s, Engaging the Moving Image, is thus very welcome. It is fascinating and often persuasive reading.The essays take up a wide range of topics, including (but not limited to) critiques of, and constructive proposals about, film studies. Carroll especially criticizes film studies writing that focuses on "the film medium." "Forget the Medium!" he urges, in the first essay. This is associated for him with attacks on "mediumistic essentialism" (xiii). Indeed, for him the criticism of essentialism is a favorite theme. Many other overlapping topics of great interest are also explored in Carroll's approach. These include the "naturalistic" study of film communication, horror films, film evaluation, the criticism of (Continental) "Big Theory" in film studies, the nature of documentaries, "moving-picture dance," the relationship between TV and film, Siegfried Kracauer on film, Eisenstein on nation building, the political subtext of American Westerns with plots involving Mexican revolutions, and "prospects for film theory," which are discussed in a lengthy concluding piece.While Carroll is characteristically often on the attack, and seems to relish polemics, he is far from predominantly a negative, critical critic. He often formulates fruitful questions for constructive inquiry in a characteristically [End Page 104] clear and reasonable way. He is, however, perhaps not at his strongest in these essays in furthering discussions of what is arguably most moving about "moving images." By this is meant the aesthetic and emotional heights and depths of what films can offer, as art or in other ways. But what he says about movies is sensible, carefully done, and repays repeated study. (One example is Carroll's instructive "cognitively oriented" discussion of emotions in "Film, Emotion, and Genre.")Greatness in film, as in other arts, sometimes makes it more difficult to be reasonable. Carroll's account of evaluation, "Introducing Film Evaluation," notably has a self-avowedly limited scope. That account, as Carroll says, focuses on "evaluating films in terms of whether they are good, bad, better or worse specimens of a kind or category." He writes that "We may also wish to evaluate genres" (162). But beyond genres, the greatness of some films seems well beyond the comparative evaluation of genres. While Carroll writes that his account of evaluation is only introductory and abbreviated, it nonetheless also seems too driven by the desire to emphasize the possibility of agreement about evaluation and to counter radical skeptical worries rather than to understand why evaluation of the very good or great film might matter to us beyond fixing the captured butterfly in its place by assigning a film to a genre.Carroll has seen a lot of movies and read a lot of film theory and other writing about film or the moving image. Some of the theory is awful, in his view, but some of it he considers valuable, and what he claims is plausible on both scores. Carroll thinks and writes incisively about many topics. The Texas borderlands have come to be increasingly important in the historical literature and in public opinion for the way that the region shapes national thought on race, borders, and ethnicity. With this increasing importance, it is pressing to examine the history of these issues in the region so that they may be accurately and insightfully deployed. This article contributes to the existing scholarship with a close discursive analysis of race in the booster materials, 1904-1941. The booster materials forge (...) a notion of race relations that borrows from tropes common across the West but is also informed by Jim Crow and the unique demands of the region. The booster materials forward a notion of race that is largely unique in Western boosterism, positing only two major characters, Mexicans and white Northerners. The figure of ‘the Mexican’ is drawn more as a part of nature than human society in that it shares the fundamental characteristics of the land, animals, and rivers of the region. Nature in the region is depicted as an adventitious, disorderly, and wasteful body that calls out for northern discipline. The ‘Northerners’ are figured as the ones who, through applying discipline to the natural resources of the area (land, water, and Mexicans) can bring reason, fertility, and profitable connection to the national economy. The consequences of this racial division are further explored in the article as they play out in schooling, religion, justice, beauty, leisure, and sport. (shrink)

Mexico’s religious context is diverse and complex because of its mestizo origin. The popular religiosity predominant in the country is considered a religious syncretism characterised by some salient and frequent aspects: Sense of ritual, mysticism, sacrifice, festivity and community. These elements are confirmed as outstanding traits of Mexican religiosity because they give cohesion to a very broad and plural religiosity and interact in many religious expressions. This brief analysis also reveals that there exist potential possibilities to study the process (...) of contextualisation of Evangelical faith in Mexico using these five relevant features of the context as the framework of reference. This paper documents the types and amounts of aid exchanged between adults and their non-coresidential parents. Data for the study are drawn from a representative national sample survey of Americans age 19 and older conducted in 1987–1988. Exchanges of monetary and material resources, childcare, household assistance, and companionship and advice are considered.Patterns of intergenerational exchange are found to differ by gender, family structure, age, ethnicity, and socioeconomic situation. Differences in exchange between males and females and between whites and (...) class='Hi'>Mexican-Americans are related to other life-course characteristics, and to the availability and proximity of kin. Blacks and persons living in poverty are shown to be less involved than other groups in intergenerational exchanges. Finally, patterns of prior assistance and the available needs and resources of the respondents and their parents are found to influence current patterns of exchange. (shrink)

My gender was not of a big concern at that time. The more urgent matter was that I had a heart murmur, which was repaired when I was twelve months old. [End Page E5]It was not until I turned five, and by issue of the Texas Children’s Protective Services (CPS), (...) that my mother was forced to authorize providers to perform normalization surgeries on me. An anonymous caller tipped the CPS that my mother was raising a boy as a girl. The state intervened and explained to my mother that she would have to consent to these surgeries or else she would lose custody of me. This included a gonadectomy and a clitorectomy. Without any consent, these surgeries were performed “in my best interests.” My mother was an epileptic, Hispanic, Mormon, single parent.I was raised to be a socially acceptable female, though as early as five, I played with “boy” toys and enjoyed TV programs aimed at male youth, like Teenage Mutant Ninja Turtles. It was not until I had those normalization surgeries performed on me that I felt different. I knew that something major had happened to me. I woke up in a hospital bed in a gown. I raised the covers and noticed that I had an “X” carved in my groin area. Doctors mutilated my clitoris by reducing its size, which made me feel alienated and angry that something was wrong with my body.I had a surgery performed on me that was to be kept secret and never talked about. This sense of fear and shame was instilled in me shortly after the surgery. I do not recall any psychological evaluations or counseling to help me cope with such surgeries. Seeing everyone else my age going through puberty during my teenage years, I felt behind. I wasn’t becoming a boy with a deep voice or facial hair. Instead, I visited the doctor’s office with my mom and was told that I would be taking oral estrogen to become a woman. I wasn’t until that moment that I understood I was seeing a doctor to foster the development of female secondary characteristics. I felt betrayed by the medical community and by my own mother.Just a few years later, I saw a urologist to find out whether I was ready for a vaginal construction surgery (vaginoplasty). Thankfully the urologist suggested that I was not ready to move forward with an invasive and irreversible vaginal construction surgery. I never pursued it as an adult, as I have always felt male gendered.Social sexual relationships have always been difficult for me but more so with my attraction to women. I first realized my attraction to women in early middle school. Being raised Mexican and a Mormon and knowing that I was homosexual created a lot of conflict for me. I felt that I was a male–gendered person forced into a castrated, mutilated, and medically created female body. I suffered through depression from an early age and it continues today. My conservative Mormon upbringing brought me much shame. The Mormon religion, as most people understand it, expresses a great intolerance to homosexuals and transgender people. I felt like I was a heterosexual male in a female’s body, but the Mormons would never accept me.My later teenage years and mid–twenties were a dark time in my life. I even attempted suicide in my early twenties. My depression was treated with antidepressants and talk therapy. Once I began testosterone, I gradually stopped taking antidepressants. When I was only on estrogen, I felt very moody, angry, and in an emotional funk. I would cry easily and would become very irritable and emotional without cause. With testosterone therapy, I began to think more clearly, had balanced emotions, and began to think more logically.I began to research intersex online and found a women’s androgen insensitivity (AIS) support group. At one of their national conferences, I met another intersex individual who was raised as a female and who had transitioned to male. Like me... (shrink)

Humanistic and ethical thought existed in China already in the ancient culture period, and was strongly enhanced during the Spring and Autumn era. Based on this background and foundation, Confucius is ‘a creator of the paradigm’ of Chinese philosophy, and Lao-Tzu is ‘an original metaphysician,’ both establishing the basic tendencies of Chinese philosophy. After that, the philosophies of pre- and post-Qin eras, all continued to develop along their thought. Chinese philosophy has several characteristics, including the unity of nature and man, (...) truth and goodness, cognition and behavior, ontology and cosmology, humanity and natural law, the theory of human nature and values and many others. Its theoretic framework and basic structure aims to enlighten what humans ought to be - a question at the core of Chinese culture, reflecting the national spirit. This study analyzed the national data on life-sustaining treatment decisions from 2018 to 2020 to find out the characteristics of South Korea’s end-of-life procedure according to the decision-making approach and process. We collected the data of 84,422 patients registered with the National Agency for Management of Life-sustaining Treatment. We divided the patients into four groups (G1, G2, G3, and G4) according to the decision-making approach. A descriptive analysis of each group was conducted using indicators such as the patient’s (...) age, status, diagnosis, and content of forgoing life-sustaining treatment. Additionally, logistic regression analysis was performed by dividing the patients into self-determining (G1, G2) and non-self-determining patients (G3, G4). Cancer was the most common diagnosis for each group. The period from life-sustaining treatment decision to implementation was 10.76, 1.01, 0.86, and 1.19 days for G1, G2, G3, and G4, respectively. In the logistic regression analysis, the self-determination ratio was higher for 40–49 years old and lower for cardiovascular disease and gastrointestinal disease. Age was has a major impact on life-sustaining treatment decisions (LSTD), and with increase in age, the family, and not the patient, made the LSTD. The LSTD method also differed depending on the disease. The self-determination rates of patients with circulatory or digestive diseases were somewhat lower than that of those with neoplastic diseases. The period from decision-making to implementation is short for end-of-life care. (shrink)

Sanchez and Sanchez have selected, edited, translated, and introduced some of the most influential texts in Mexican philosophy, which constitute a unique and robust tradition that will challenge and complicate traditional conceptions of philosophy. The texts collected here are organized chronologically and represent a period of Mexican thought and culture that emerged from the Mexican Revolution of 1910 and which culminated in la filosofia de lo mexicano (the philosophy of Mexicanness). Though the selections reflect on a variety (...) of philosophical questions, collectively they represent a growing tendency to take seriously the question of Mexican national identity as a philosophical question--especially given the complexities of Mexico's indigenous and European ancestries, a history of colonialism, and a growing dependency on foreign money and culture. More than an attempt to describe the national character, however, the texts gathered here represent an optimistic period in Mexican philosophy that aimed to affirm Mexican culture and philosophy as a valuable, if not urgent, contribution to universal culture. This essay is an inquiry into the socio-cultural history of the use of forceps in 19th-century Mexico. It argues that the knowledge and practices that the use of such instruments implied were related to complex and controversial issues of the time regarding gender, race and national identity. In my study of operations involving forceps, I found that the adoption of medical instruments depended not only upon their supposedly greater operative efficiency but also upon the political and medical meanings attributed (...) to the pelves of Mexican women. Early 19th-century obstetrics conceived the womb as an example of ‘living nature’ whose qualities assured that births were ‘normally happy events’ making the use of forceps and other instruments unnecessary. However, by mid-century, in the aftermath of independence, Mexico was desperately attempting to forge its identity as a nation. Due to European theories of race, Mexican women came to be characterized as having pathologically deformed pelves that evidenced possible defects of racial formation. The analysis of operative practices involving forceps reveals just how strongly such medical instruments became charged with a complex political definition of the ‘mestizo race’, which was seen to hold political promise for the future. In this context, forceps ceased to symbolize the threat of death, with which they had been associated since colonial times, and became artefacts that helped to assure the safe delivery of newborn mestizos by overcoming the problems of Mexican women's pathological pelves; although by the same token, the status of women as biologically inferior beings in need of medical assistance was reconfirmed. This paper explores the intersections between national identity and the production of medical/population genomics in Mexico. The ongoing efforts to construct a Haplotype Map of Mexican genetic diversity offers a unique opportunity to illustrate and analyze the exchange between the historic-political narratives of nationalism, and the material culture of genomic science. Haplotypes are central actants in the search for medically significant SNP’s (single nucleotide polymorphisms), as well as powerful entities involved in the delimitation of ancestry, temporality and variability (...) ( www.hapmap.org ). By following the circulation of Haplotypes, light is shed on the alignments and discordances between socio-historical and bio-molecular mappings. The analysis is centred on the comparison between the genomic construction of time and ethnicity in the laboratory (through participant observation), and on the public mobilisation of a “Mexican Genome” and its wider political implications. Even though both: the scientific practice and the public discourse on medical/population genomics are traversed by notions of “admixture”, there are important distinctions to be made. In the public realm, the nationalist post-revolutionary ideas of Jose Vasconcelos, as expressed in his Cosmic Race ( 1925 ), still hold sway in the social imaginary. In contrast, admixture is treated as a complex, relative and probabilistic notion in laboratory practices. I argue that the relation between medical/population genomics and national identity is better understood as a process of re-articulation (Fullwiley Social Studies of Science 38:695, 2008 ), rather than coproduction (Reardon 2005 ) of social and natural orders. The evolving process of re-articulation conceals the novelty of medical/population genomics, aligning scientific facts in order to fit the temporal and ethnic grids of “Mestizaje”. But it is precisely the social and political work, that matches the emerging field of population genomics to the pre-existing projects of national identity, what is most revealing in order to understand the multiple and even subtle ways in which population genomics challenges the historical and identitarian frames of a “Mestizo” nation. The paper presents Josefina Niggli, an American mid-twentieth-century writer who was born and grew up in Mexico, and her novel Mexican Village. A connoisseur of Mexican culture and tradition, and at the same time conscious of the stereotypical perceptions of Mexico in the United States, Niggli saw it as her literary goal to “reveal” the “true” Mexico as she remembered it to her American readers. Somewhat forgotten for several decades, Niggli, preoccupied with issues of marginalization, hybridization, and ambiguity, (...) is now becoming of interest to literary critics as a forerunner of Chicano/a literature. In her novel Mexican Village, set in the times of the Mexican Revolution, she creates a prototypical bicultural and bilingual Chicano protagonist, who becomes witness to the rise of Mexico’s modern national identity. In Latin America there are two models of constitutions - the liberal and the most stable Constitution of the Argentine Nation, drafted in 1853, (which was discussed in our previous article) and one of the most radical, comprehensive and unstable – the Constitution of the United Mexican States of 1917. Although both of them were constructed under the model of the US constitution with the influence of Spanish and French constitutionalism and local national traditions, the Argentine constitutionalism has (...) developed on the grounds of the American legal system, as the Mexican one still could not break with the civil law tradition. This article analyzes Orthodox influence on developing national identity in modern Ukraine. The authors state that the factor of national specificity of Christianity is evident if we consider nations, especially in Central and Eastern Europe. In addition, Christianity influences the development of national cultures and has acquired the national characteristics of a particular community. Also, the war in Ukraine, which was started by the Russian Federation on 24 February 2022, has significantly impacted socio-cultural processes in Ukraine, (...) the functioning of national identity, and the religious situation, especially regarding the Orthodox churches. Authors pay attention to the reference to the topic of national identity in the documents and sermons of the Orthodox Church of Ukraine to show how the Orthodox hierarchies treat these issues. In addition, they study the ideologies that the Russian Orthodox Church creates and tries to impose through the faithful of the Ukrainian Orthodox Church churches of the Moscow Patriarchate as a dominant cultural, religious, and political discourse. This article presents an analytical overview of the critical modernisation features of Socialism with Chinese characteristics doctrine in the new era, which was proposed at the 20th National Congress of the Communist Party of China. The authors reconstructed and systematically represented the central philosophical and political principles of the doctrine of Socialism with Chinese characteristics in the context of the fundamental principles of Chinese Marxism. The authors also analysed and presented in a systematic form the essence and basic theoretical (...) principles of the concept of Socialism with Chinese characteristics following Xi Jinping's works and reports. The study includes a comparative analysis that concludes with the critical features of the modern concept of socialism with Chinese characteristics. These features embrace the need for constant modernisation of the very doctrine of socialism with Chinese characteristics, the state management system, as well as social and cultural practices, which are possible through the implementation of innovations and the integration of modern philosophical thought with traditional Chinese philosophy and culture. The article concludes that the main feature of the modernisation of Socialism with Chinese characteristics at the current stage reveals in the development and implementation of a system of creative practices at the level of everyday culture, high-tech sectors of social production and the practice of intercultural communication within the framework of China's Belt and Road Initiative. In the discussion, the authors argue that implementing creative practices and creative industries could become an effective tool for developing China's Belt and Road Initiative in European countries and improving mutual understanding in the intercultural communication practices between China, European countries, and Ukraine. This volume asks which national histories underpinned which national identity constructions in almost every nation state in Europe during the nineteenth and twentieth centuries. It explores the construction of national identities through history writing and analyses their interrelationship with histories of ethnicity/race, class and religion.

In this third article on the role of international comparative practices in the formation of national health care systems I discuss a familiar group of systems-builders--medical professional organisations--and so focus on some early comparisons undertaken by organised groups of doctors. So far in this series I have argued that any attempt to make international comparisons--whether in the 19th-century or today--is bound to be based on a 'characteristically national' understanding. Not infrequently such an understanding finds its clearest expression in (...) the very act of undertaking practical tasks like 'comparing'. Dependent on whether comparisons are carried out by individuals privately, collectively by larger groups within the medical profession, or by government agencies the descriptions of 'national characteristics' (of medical organisation, institutional formation, clinical practice, research, public health and education) will differ in emphasis. -/- The examination of collective professional attempts at international comparison can enhance our understanding of the cultural distinctions that were incorporated by emerging national medical professions. This process can show which aspects of foreign medical systems were deemed pertinent, and also reveals methodology. What did such collective endeavours add to the more biographically coloured comparisons undertaken by the individual mid-century authors I discussed in part II of this series? (shrink)

This article reports on the methodology for setting the Mexican User Satisfaction Index for Social Programs as tested in seven national social programs. The evaluation is based on Structural Equation Modeling. How satisfaction takes the central place of the SEM, which postulates its causes and effects, contributes to the increased validity and reliability of satisfaction indicators that allow benchmarking between social programs. The MUSI model is an adaptation of the American Customer Satisfaction Index model. The MUSI methodology includes (...) qualitative and quantitative techniques. The estimation model is by the Partial Least Squares. In each of the seven social programs, no statistical evidence was found to reject the main relationships postulated by the ACSI’s model: that Perceived Quality impacts Satisfaction, and Satisfaction impacts Trust. The improvement opportunity areas were also identified for each program. These results give valid and reliable feedback to public policies. (shrink)

In National Camera, Roberto Tejada offers a comprehensive study of Mexican photography from the early twentieth century to today, demonstrating how images have shaped identities in Mexico, the United States, and in the borderlands where the two nations and cultures intersect--a place Tejada calls the shared image environment. The "problem" of photography in Mexico, Tejada shows, reveals cross-cultural episodes that are rife with contradictions, especially in the complex terms of cultural and sexual difference. Analyzing such topics as territory, (...) sexuality, and social and ethnic relations in image making, Tejada delves into the work of key figures including Manuel Alvarez Bravo, Edward Weston, Tina Modotti, Marius de Zayas, and Julien Levy, as well as the Agustín Víctor Casasola Archive, the Boystown photographs, and contemporary Mexican and Latina photo-based artists. From the Mexican Revolution of 1910-1920 to the U.S.-Mexico borderlands of today, Tejada traces the connective thread that photography has provided between Mexican and U.S. American intellectual and cultural production and, in doing so, defines both nations. In June 1992, a national mail survey was directed to 204 state inpatient psychiatric institutions. This study was implemented following the 1992 Joint Commission on Accreditation of Healthcare Organizations (JCAHO) requirement that hospitals put in place some means with which to address ethical issues. The goals of the study were: 1. to examine state mental hospital characteristics and their response to the JCAHO requirements; 2. to describe healthcare ethics committee (HEC) composition, function, and role; 3. to study patient and (...) family access to a HEC; and 4. to discover ethical issues most frequently addressed. The survey response rate was 71%. Of the 145 responders, 62 had HECs in place, and 53 were in the process of implementing HECs. There were no differences between JCAHO accredited institutions and non-accredited facilities with regard to having HECs. Physicians accounted for 22% of HEC membership, followed by nurses (15%), and administrators (12%). Twenty-six percent of facilities systematically notified patients about existence of the HEC; 71% of facilities had no patient request for HEC services in the last year. A patient's danger to others, and resuscitation policy were issues most frequently (23%) heard by HECs. (shrink)

Mexico’s ombudsman’s office (the Comision Nacional de Derechos Humanos (CNDH)), established in 1990 by a nondemocratic government, posed no threat to the then ruling party. Counter to expectations, even after Mexico democratized in 2000, the CNDH remained unwilling to challenge officials for human rights violations. I argue that this is because the ombudsman (the head of the CNDH) is chosen by Mexican Senators who are not accountable—due to secret voting and a prohibition on reelection—to the Mexican public. While (...) civil society wanted a powerful ombudsman, the three main parties did not. Ignoring the public, Senators responded to their parties and appointed a compliant individual to serve as ombudsman, thereby ensuring that the CNDH would not challenge those who held political power. The paper suggests that where accountability institutions, such as human rights offices, are chosen by unaccountable actors (in this case the Mexican Senate), the development of such accountability institutions will be limited. Durkheim and National Identity in Ireland uses the classical sociology of Durkheim, in association with established theories of nation formation, to explore the development of opposed national identities in Ireland and Northern Ireland. James Dingley looks at Catholicism, the core of Irish nationalist identity, and draws upon its established sociological association of pre-industrial, rural peasant society and culture. By contrast, Dingley reviews Protestantism as the core of Ulster identity, with the equal association of industrial, scientific society, as the (...) key elements in explaining why Ulster Unionists evolved an opposed and incompatible culture and identity to Irish nationalism. These underlying religious philosophies of Catholicism and Protestantism illustrate how religion acted as a symbolic representation of socio-economic separate development, and examine a Durkheimian analysis as an alternative approach to conflict resolution in Northern Ireland. This article examines the contending redefinitions of national identity in contemporary Germany's memorial culture, focusing particularly on the ensemble of monuments and parade fields known as the former Nazi Party rally grounds in Nuremberg. In a detailed case study, I analyse the recent conversion of one of the physical remnants of National Socialism – Albert Speer's transformer station – into a fast-food restaurant and interpret this conversion as a novel contribution to the discourse on German nationhood. I argue (...) that the provocative commercial reutilisation of the former Nazi monument gives expression to a renewed self-confidence that Germany has gained from displaying a willingness to face up to its past as perpetrator nation. While the intervention thus deviates from the self-indicting spirit that had been characteristic for Germany's memorial culture after World War II, an ironic note is conspicuous in this act of commemorative politics that indicates a way of dealing with the fascist legacy that is, surprisingly in some respects, superior to more conventional memory strategies. The article analyzes the phenomenon of national self-determination in terms of evolution and functioning. The authors aim to determine the general characteristics and evolution of this phenomenon in both conceptual and applied versions. In the evolution’s context of national self-determination as a theoretical concept and a political and legal principle, several stages were identified and considered. According to the authors, each stage of the phenomenon’s evolution was inevitably accompanied by its qualitative transformations, both in political and legal terms. (...) The first stage (from the end of the XVIII c. till the First World War), according to the authors, is characterized by the emergence of the idea and the formation of the socio-political concept of national self-determination, and the applied aspect of the phenomenon of national self-determination is filled with concrete content based on the ever-expanding political practice of its application. The second stage (from the First World War and the post-war reconstruction) is characterized by the transformation of self-determination from a concept into a political principle. The authors associate the third stage of the evolution of the phenomenon of national self-determination (the period after the Second World War) with the development of international relations and the formation of a global bipolar system. National self-determination turned into a principle of positive international law and laid the foundations for the future political instability of the newly independent states. Finally, the last period (the early 90s to this day) is characterized by the search and crystallization of new approaches to the principle of national self-determination and the emergence of new theories, the authors of which are trying from a political and legal point of view to substantiate the legitimacy of an expansive interpretation of this principle. The analysis allowed us to conclude that the qualitative transformations of the principle of national self-determination presented in the article did not lead to the formation of the phenomenon of national self-determination as an integral, complete, and universally recognized international political and legal norm. This far-ranging and ambitious attempt to rethink postcolonial theory's discussion of the nation and nationalism brings the problems of the postcolonial condition to bear on the philosophy of freedom. Closely identified with totalitarianism and fundamentalism, the nation-state has a tainted history of coercion, ethnic violence, and even, as in ultranationalist Nazi Germany, genocide. Most contemporary theorists are therefore skeptical, if not altogether dismissive, of the idea of the nation and the related metaphor of the political body as an organism. Going (...) against orthodoxy, Pheng Cheah retraces the universal-rationalist foundations and progressive origins of political organicism in the work of Kant and its development in philosophers in the German tradition such as Fichte, Hegel, and Marx. Cheah argues that the widespread association of freedom with the self-generating dynamism of life and culture's power of transcendence is the most important legacy of this tradition. Addressing this legacy's manifestations in Fanon and Cabral's theories of anticolonial struggle and contemporary anticolonial literature, including the Buru Quartet by Indonesian writer Pramoedya Ananta Toer, and the Kenyan writer Ngugi Wa Thiong'o's nationalist novels, Cheah suggests that the profound difficulties of achieving freedom in the postcolonial world indicate the need to reconceptualize freedom in terms of the figure of the specter rather than the living organism. It has been said that all philosophy begins with a set of concerns and a set of intuitions. With this idea in mind, we ask: Would it be helpful to understand Mexican-American philosophy as a kind of philosophy that begins with the concerns and intuitions of the Mexican-American community? On this view, what distinguishes Mexican-American philosophy is the orientation from which the philosophical investigation proceeds. Such an orientation is shaped by the experiences and relationships that are characteristic (...) of those who identify as Mexican-American. We offer a list of concerns and intuitions that we suggest are widely held by the Mexican-American community. Focusing on questions surrounding linguistic assimilation in the U.S., we illustrate how beginning from these particular starting points might alter the way we think about philosophical issues. National history has once again become a battlefield. In internal political conflicts, which are fought on the terrain of popular culture, museums, schoolbooks, and memorial politics, it has taken on a newly important and contested role. Irrespective of national specifics, the narratives of new nationalism are quite similar everywhere. National history is said to stretch back many centuries, expressesing the historical continuity of a homogeneous people and its timeless character. This people struggles for independence, guided by towering (...) leaders and inspired by the sacrifice of martyrs. Unlike earlier forms of nationalism, the main enemies are no longer neighbouring states, but international and supranational institutions. To use national history as an integrative tool, new nationalists claim that the media and school history curricula should not contest or question the nation and its great historical deeds, as doubts threaten to weaken and dishonour the nation. This book offers a broad international overview of the rhetoric, contents, and contexts of the rise of these renewed national historical narratives, and of how professional historians have reacted to these phenomena. The presence of the past is of prime importance in today's Mexican society. According to José Fuentes Mares, among the “peoples of the world the Mexican is the one who lives history the most”. With regard to the unsatisfactory relations between Mexico and North America, the journalist Alan Riding asks himself: “How can a people who relish the past to the point of intoxication understand another that looks constantly to the future?” In the Republic of Mexico, according to (...) him, “the entire past of the country throws a dense shadow over the present”. Conforming to a universal custom, every country divides its present past into four groups (survival, residues, memories and history), but in few nations are the four groups as copious as in this one. Although Mexico is rapidly shedding many old customs and is selling residual objects to foreign collectors on the sly, its historical treasure is still enormous, perhaps the largest in the world. Shifts in technology and ideology blur distinctions between people and machines, nations, and multinationals. Chinese animation of the beginning of the XXI century shows significant progress. A number of cartoons and animated series have been released. The hypothesis of the study is that their imagery, plots, and artistic features differ from foreign cartoons and gradually acquire a national identity. This process began in the 2000s, and its pace is only increasing, while it arouses interest from foreign studies, including Russian ones. The typological analysis of the images of the characters of famous Chinese cartoons (...) created at the beginning of the XXI century, as well as the analysis of stylistic and artistic features used by the authors to convey the uniqueness of the character, as well as to emphasize its belonging to Chinese culture, is the main problem of the article. The purpose of this research is to study the specifics of modern Chinese cartoon characters, to identify the features of the development process and the formation of their individual traits in accordance with national characteristics. Chinese animators tend to use the language of traditional art, attributes and symbols characteristic of the national culture. An appeal to the analysis of modern cartoon pictures allows us to highlight the main features of animated characters "with Chinese specifics". In addition, it is of interest to compare the features of the formation of images associated with China in foreign animated films and the characteristic features of characters appearing in the works of modern Chinese animators.
