The Telecommunications Act of 1996 is considered landmark legislation, especially in the area of universal service. However, the FCC performed even more groundbreaking activity. The FCC was given wide latitude by the Act to interpret the universal service provisions of the Act either narrowly or broadly; the FCC chose the latter. The FCC's interpretation of the Act will have a significant impact on the level of technology implementation and use in American classrooms and libraries. In March 1996, the FCC issued (...) a Notice of Proposed Rulemaking on Universal Service. The NPRM also established a Federal-State Joint Board composed of three FCC Commissioners, four state public service commission representatives nominated by the National Association of Regulatory Utility Commissioners, and one utility consumer advocate nominated by the National Association of State Utility Consumer Advocates. On November 8, 1996, the Joint Board released its Recommended Decision and the FCC adopted its rules based on that recommendation in May 1997. The FCC ruled that all eligible schools and libraties should receive discounts of between 20 and 90 percent on all telecommunications services, Internet access, and internal connections, subject to a $2.25 billion annual cap. In addition, any funds not disbursed in a given year may be carried forward and disbursed in subsequent years without regard to the cap. This provision, according to the FCC, will provide schools and libraries with the maximum flexibility to purchase the services that will meet their communications needs most effectively. In a separate section of the rules, the FCC defined "core services" as: • Voice-grade access to the public switched network, with the ability to place and receive calls • Dual Tone Multifrequency signaling or its functional equivalent • Single-party service • Access to emergency services • Access to operator services • Access to interexchange services • Access to directory assistance. • Support for toll limitation services for low-income consumers. However, as stated in the Act, the FCC was given the latitude to include additional services for schools and libraries. It could have chosen to provide schools and libraries with discounts on only core telecommunications services; core services plus some complement of additional services; or all telecommunications services. The FCC adopted the third option, that discounts be provided on all telecommunications services. It stated that this guideline would provide schools and libraries the maximum flexibility to purchase whatever package of telecommunications services they believe would meet their telecommunications service needs most effectively and efficiently. _Current Status:_ The FCC ruled that it will permit schools to begin using discounted services on January 1, 1998. In 2004, a group of American women were challenged by the vision of designing spiritual formation curricula for women in China who were serving as leaders in their churches. This article describes the highly relational context from which the curricula came, and the premises that informed the design of the curricula based on two series of five retreats each held within fifteen months. In addition, the methods by which the curricula are regularly evaluated in order to meet the current needs (...) of the women in China are described. The results have been ongoing use of the curricula since 2007 with documented positive effect upon the women of China, samples of which are included in the article. The curricula will continue to be in use in China and in other Asian nations as opportunity presents itself. (shrink)

There is debate about whether the post-Fordist or high-performance work organization can overcome the disadvantages women encounter in traditional gendered organizations. Some authors argue that substituting a performance logic for control by the clock offers opportunities for combining work and family life in a more natural way. Critics respond that these organizational reforms do not address the nonresponsibility of firms for caring duties at a more fundamental level. The authors address this debate through an analysis of overtime work, using data (...) from a survey of 1,114 employees in 30 Dutch organizations. The findings reveal that post-Fordist work is associated with more overtime hours than traditional forms of work and that far from challenging gendered organization, it reproduces and exacerbates the traditional male model of work. The value of any kind of data is greatly enhanced when it exists in a form that allows it to be integrated with other data. One approach to integration is through the annotation of multiple bodies of data using common controlled vocabularies or ‘ontologies’. Unfortunately, the very success of this approach has led to a proliferation of ontologies which itself creates obstacles to integration. The Open Biomedical Ontologies (OBO) consortium has set in train a strategy to overcome this problem. Existing (...) OBO ontologies, including the Gene Ontology, are undergoing a process of coordinated reform and new ontologies being created on the basis of an evolving set of shared principles governing ontology development. The result is an expanding family of ontologies designed to be interoperable, logically well-formed, and to incorporate accurate representations of biological reality. But how do we know things, and what (...) entitles us to take our beliefs to be securely grounded? An optimist on this point, Galen is not seduced by hyperbolic skeptical concerns and argues that, if we follow a systematic method of inquiry, we will build theories that are not only persuasive and useful, but also true. Unsurprisingly, Galen’s views on knowledge in general and its foundation are deeply informed by debates about the possibility and nature of medical knowledge. His method integrates both rationalist and empiricist insights, thereby overcoming the divide between two of the main medical sects of his time. According to Galen, reason and experience must be combined in medical theory and practice.This much is well known. The eleven essays in this volume take further steps to understand Galen’s scientific method by exploring in detail how reason and experience contribute to scientific discoveries and demonstrations. With the exception of two essays that tackle questions of general epistemological significance—Galen’s take on skepticism (Barnes) and his theory of vision (Ierodiakonou)—the majority of the contributions offer detailed descriptions of how Galen’s method integrates rational tools with experience. Some of the essays offer a close reading of Galen’s methodological discussions on these issues (Kupreeva, Hankinson, Tieleman), while others analyze his method in action by examining concrete cases and applications (Havrda, Singer, Lewis). As is to be expected, most of the essays focus on knowledge in the domain of natural philosophy—specifically, medicine—but one fruitfully extends the discussion to Galen’s ethical writings (Kaufman). The last two essays address the reception of Galen’s scientific methodology in Alexandrian Late Antiquity (Wakelnig) and the Islamic Middle Ages (Koetschet).This is an excellent volume that deepens our efforts to reconstruct Galen’s views on the foundation of epistēmē. One thread stands out. Galen argues that experience (peira) is indispensable to knowing and understanding the natural world. He also claims that experience that is not guided by reason will not take us far in our inquiries. The contributions to the volume allow us to appreciate two further facts about Galen’s views on the nature of experience. On the one hand, for Galen, experience itself is always cognitively and theoretically loaded since it is categorized and filtered through conceptual and linguistic categories. On the other hand, Galen is aware that sensory experiences are fine-grained, and he suggests that fully capturing the content of experience linguistically is hard and, sometimes, impossible. Scientific statements are often only a rough indication of the complex realities observed and felt by doctors and patients. Thus, errors may arise in our choice of terms, in the statement of scientific propositions, and in our classifications of experience. These two points could be in tension, and readers are left with questions pertaining to how both of them feature in Galen’s account of the content of experience. Regardless, the discussions in this volume reveal Galen’s acute sensitivity to issues related to the structure, cognitive penetration, and theory-ladenness of experience, as well as the problematic relationship between sense data and the basic empirical statements in [End Page 657] our scientific theories. ABSTRACT A thriving project in contemporary epistemology concerns identifying and explicating the epistemic virtues. Although there is little sustained argument for this claim, a number of prominent sources suggest that curiosity is an epistemic virtue. In this paper, I provide an account of the virtue of curiosity. After arguing that virtuous curiosity must be appropriately discerning, timely and exacting, I then situate my account in relation to two broader questions for virtue responsibilists: What sort of motivations are required for epistemic (...) virtue? And do epistemic virtues need to be reliable? I will sketch an account on which curiosity is only virtuous when rooted in a non-instrumental appreciation of epistemic goods, before arguing that curiosity can exhibit intellectual virtue irrespective of whether one is reliable in satisfying it. This article examines the implications of the transition to online or blended learning for first generation scholars (FGS) brought about by Covid-19. We present the findings of a mixed methods project that draws data from both in-depth qualitative interviews and a large quantitative survey of students at Durham University. We offer a comparative analysis of how FGS contrast to the general student body in relation to a range of key challenges that Covid-19 and the consequent ‘online pivot’ posed to university (...) life including technological, social and resource based issues. Our findings demonstrate that FGS were particularly affected by this shift to online or blended learning. The final substantive section discusses a range of potential mitigation strategies adopted by the School of Government and International Affairs, Durham University, with the assumption that some, at least, of these, and our data, will be of wider relevance in the sector. Abstract:This essay suggests that the word decolonial offers analytic power for feminist historians of women. As a category, it creates interpretive space for female experience beyond the elite/subaltern binary, where arguably most women live and work in the modern period. As a reading practice, the decolonial fosters intellectual awareness of social and intellectual practices that neither address the state, as in “anti-imperialism,” nor proffer counter nationalism or counter racialization as responses to coloniality. Offering examples from the archive, the media, and (...) teaching, this essay describes the decolonial as a productive site of women's agency in domains all too easily overlooked when historians focus on the conventional categories of state and nation. From August 2000 to February 2001, I conducted an online survey of what eventually became 140 self-identified Satanists. A report detailing my findings from that questionnaire research was published in the Marburg Journal of Religion under the title “Who Serves Satan? A Demographic and Ideological Profile.” Eight years later, from June through December of 2009, a comparable online survey of 300 Satanists was conducted. However, because of certain problems with the second questionnaire, a third online survey was launched in 2011 (...) – a third survey which, as this article went to press, was still in process. The present paper compares findings from the first survey with the second, using preliminary statistics from the third survey to counterbalance inadequacies in certain of the statistics from the second. Comparing results from the first with results from the second, the average age of respondents rose from twenty-five to twenty-nine. Partly as a consequence of higher average age, the new sample exhibited more diversity – in terms of respondents having a broader range of educational backgrounds, an increased likelihood of being a parent, and the like. Similarly, while the majority of respondents to the new survey were still broadly within the LaVeyan tradition,a far greater percentage than in the old survey professed some variety of theistic or esoteric Satanism. Suppose I am now making plans for next summer’s vacation. I can spend a week in Rome or on the Riviera, but not both. Either choice would be excellent, but after weighing various pros and cons, I decide that for my purposes Rome would be better. If I am rational, then, I must choose Rome. It is an assumption of standard decision theory that rationality requires maximizing: trying to get the maximum amount of whatever form of value we are after (...) (usually construed as “utility”). An alternative has been proposed, under the heading of “satisficing” – being satisfied with what suffices, as it were, or settling for an option that is “good enough” – but this may seem rational only when there are costs to determining which option is best that diminish the value of choosing it, to the point where the choice of a less good option really amounts to maximizing. Where there is no serious cost, even in time and effort, to getting hold of something better – a vacation in Rome rather than the Riviera – how could it be rational to turn it down? If we pay attention to the temporal standpoint from which a choice is made, though, satisficing makes good sense. It accords with our common appeal to thresholds: adequate levels of satisfaction or value, such that getting above them is not necessary, though it might be nice. Once we have reached a threshold, it is rational – meaning rationally permissible – to stop. Pushing further toward the best may also be permissible but is not rationally required, where we already have a good enough option in hand. So if offered a chance to move to Rome while already settled happily on the Riviera, I would not be irrational to turn the offer down, even if I grant that accepting it would make my vacation even better. The degree to which Hobbes's citizenry retains its right to resist sovereign power has been the source of a significant debate. It has been argued by a number of scholars that there is a clear avenue for legitimate rebellion in Hobbes's state, as described in the Leviathan - in this work, Hobbes asserts that subjects can retain their natural right to self-preservation in civil society, and that this represents an inalienable right that cannot, under any circumstances, be transferred to the (...) sovereign. The conclusion frequently drawn from this feature of Hobbes's account is that it places a considerable limit on sovereign authority. The right to self-preservation has been taken as proof that Hobbes sought to ensure that the sovereign's power relies upon the continual consent of the individuals that make up his or her constituency. I want to examine Hobbes's account of this civil right in Leviathan in order to show that this line of interpretation is ultimately unfounded. While self-preservation results from the individual's own judgment of threats to her personal safety, it is justified in only the most strictly delineated contexts. Judgments regarding the overall peace and security of the state do not, and cannot, fall to individual experiences and judgments. Hobbes is quite adamant that individuals are not appropriate judges of right and wrong action in matters the sovereign legislates. (shrink)

Their very modernity, however, may obscure features of Grassmann's view of the foundations of mathematics that were not adopted since. Grassmann gave a key role to the learning of mathematics that affected his method of presentation, including his emphasis on making initial assumptions explicit. (...)
