There is a nationwide resurgence of tuberculosis in the country’s urban centers; New York City stands at the forefront of this resurgence. The root causes are increased homelessness, drug addiction and poverty, all symbols of deteriorating social and economic conditions in the city. The inadequate level of public health resources devoted to TB has also contributed to its spread. Still, even with these factors, it is questionable whether the escalating number of TB cases in this country would have occurred (...) without the reservoir of immunosuppressed persons, who are less resistant to the disease, created by the AIDS epidemic. The fear and urgency of this public health crisis, which has been emerging since the beginning of the last decade, are fueled by the rise of TB strains resistant to the first-line drugs and by the disease’s contagiousness. What is a human life worth? You may not want to put a price tag on a it. But if we really had to, most of us would agree that the value of a human life would be in the millions. Consistent with the foundations of our democracy and our frequently professed belief in the inherent dignity of human beings, we would also agree that all humans are created equal, at least to the extent of denying that differences of sex, (...) ethnicity, nationality and place of residence change the value of a human life. Reason's capacity to take us where we did not expect to go could also lead to a curious diversion from what one might expect to be the straight line of evolution. We have evolved a capacity to reason because it helps us to survive and reproduce. But if reason is an escalator, then although the first part of the journey may help us to survive and reproduce, we may go further than we needed to go for this purpose alone. We (...) may even end up somewhere that creates tension with other aspects of our nature. In this respect, there may after all be some validity in Kant 's picture of tension between our capacity to reason, and what it may lead us to see as the right thing to do, and our more basic desires. George W. Bush is not only America’s president, but also its most prominent moralist. No other president in living memory has spoken so often about good and evil, right and wrong. His inaugural address was a call to build “a single nation of justice and opportunity.” A year later, he famously proclaimed North Korea, Iran and Iraq to be an “axis of evil,” and in contrast, he called the United States “a moral nation.” He defends his tax policy in moral (...) terms, saying that it is fair, and gives back to taxpayers what is rightfully theirs. The case he makes for free trade is “not just monetary, but moral.” Open trade is a “moral imperative.” Another “moral imperative,” he says, is alleviating hunger and poverty throughout the world. He has said that “America’s greatest economic need is higher ethical standards.” In setting out the “Bush doctrine,” which defends preemptive strikes against those who might threaten America with weapons of mass destruction, he asserted: “Moral truth is the same in every culture, in every time, and in every place.” But in what moral truths does the president believe? Considering how much the president says about ethics, it is surprising how little serious discussion there has been of the moral philosophy of George W. Bush. (shrink)

When times are hard and governments are looking for ways to reduce expenditure, a book like Anarchy, State, and Utopia is about the last thing we need. That will be the reaction of some readers to this book. It is, of course, an unfair reaction, since a work of philosophy that consists of rigorous argument and needle-sharp analysis with absolutely none of the unsupported vague waffle that characterizes too many philosophy books must be welcomed whatever we think of its conclusions. The chances of Gerald Ford reasoning his way through Nozick's book to the conviction that he ought to cut back the activities of the state in fields like welfare, education, and health are not high. The book will probably do more good in raising the level of philosophical discussion than it will do harm in practical politics. (shrink)

In a recent book, Anjan Chakravartty builds a case for a particular conception of the relationship of science to metaphysics. The main novel feature in his account of scientific ontology is his construction of a metaphysical distance measure. Some ontological claims are close to the science that informs those claims, and some are further away. The distance is a measure of the epistemic risk one takes in asserting the claim: the further from the empirical base, the greater the risk. But (...) conversely, claims far from the empirical base can serve explanatory and unificatory purposes regarding claims closer in. Since different philosophers have different attitudes towards epistemic risk, Chakravartty endorses a pluralism about scientific ontology. Chakravartty illustrates his arguments concerning scientific ontology by considering what we can infer from the Standard Model of particle physics concerning the ontological status of the structures and entities it describes. I argue that, while this case study initially appears to support Chakravartty’s arguments, on closer inspection it suggests a more deflationary approach to scientific ontology. (shrink)

Following Manne (1966, Insider Trading and the Stock Market (New York, Free Press)) we introduce a distinction between insider trading and market manipulation on the one hand and corporate insiders versus misappropriators on the other hand. This gives rise to four types of alleged inside transactions. We argue that the literature on insider trading has often targeted inside transactions type II, III and IV but that these arguments do not necessarily hold for type I transactions. We look for consequentionalist (...) as well as non-consequentionalist arguments against type I transactions and demonstrate that these are hard to find. Throughout the article we refer extensively to the economic literature on insider trading in order to overcome a relative divide between the economic, legal, and philosophical discussion on insider trading. It marks an expansion of our moral horizons beyond our own species and is thus a significant stage in the development of human ethics. The aim of this introduction is to show why the movement is so significant, first by contrasting it with earlier movements against cruelty for animals, and then by setting out the distinctive ethical stance which lies behind the new movement. In the Brazilian film "Central Station," Dora is a retired schoolteacher who makes ends meet by sitting at the station writing letters for illiterate people. Suddenly she has an opportunity to pocket $1,000. All she has to do is persuade a homeless 9-year-old boy to follow her to an address she has been given. (She is told he will be adopted by wealthy foreigners.) She delivers the boy, gets the money, spends some of it on a television set and settles (...) down to enjoy her new acquisition. Her neighbor spoils the fun, however, by telling her that the boy was too old to be adopted —he will be killed and his organs sold for transplantation. Perhaps Dora knew this all along, but after her neighbor's plain speaking, she spends a troubled night. In the morning Dora resolves to take the boy back. (shrink)

Peter Eisenman is known internationally for his innovative and provocative architecture and writings. One of the "New York Five," he has been a leading figure in the architectural community for many years, as teacher, as founder and former director of the Institute for Architecture and Urban Studies, and as builder. This long-awaited book is a rich and complex investigation of his first six houses, which he calls "Houses of Cards" and specifically about House IV and House VI. In (...) these houses, Eisenman has tried to strip architecture of its traditional meanings and associations, making the planes, walls, and elements of the houses as valueless as an arrangement of playing cards. This book contains the architect's own texts on House IV and House VI, which he wrote in 1974, and 1976, as they were being designed, as well as an overview in which he places these houses in the context of his work as a whole. In his essay Manfredo Tafuri offers a psychological perspective; in hers Rosalind Krauss provides cultural and historical contexts. The book is profusely illustrated with sketches, diagrams, and photographs. In some ways, the book itself becomes a new project--somewhat of a metaphor for Eisenman's new approach to architecture--layered with "absences and presences," a complex fiction. (shrink)

In order for a state to rightfully exercise self-determination by means of setting policies concerning migrants and migration, they must be legitimate, Gillian Brock argues in _Justice for People on the Move_. Legitimacy, in Brock’s view, requires that states satisfy three (jointly sufficient) conditions: they must respect their own citizens’ human rights; they must be a part of a legitimate state system; and they must adequately contribute to the maintenance of this state system. In her new book, Brock also argues (...) persuasively for a variety of migration-related policies that states ought to adopt (concerning, for example, addressing the needs of refugees, regularization of undocumented migrants, and protections for temporary labor migrants). In previous work (Brock, _Global Justice: A Cosmopolitan Account_, Oxford University Press, New York, 2009; Brock and Blake, _Debating Brain Drain: May Governments Restrict Emigration?_, Oxford University Press, New York, 2015), Brock has compellingly defended the justice of policies designed to allay the harmful effects of brain drain. In this commentary, I wish to argue that the legitimacy standard Brock defends in _Justice for People on the Move_ is an obstacle to the justified adoption of the migration-related policies Brock demonstrates here and in previous work to be substantively morally justified, if not required by justice. If a state is not legitimate, then it lacks the moral standing to adopt migration policies that are otherwise morally justified. I do not intend to question the importance of the concept of state legitimacy for political philosophy generally. However, I wish to argue that that in the context of migration justice, considerations of state legitimacy may be contrary to the goal of defending a view on what policies a state ought to adopt. It may be more useful simply to consider whether or not there is moral justification for a particular state to adopt a particular policy. (shrink)
