The economics of science is a discipline with a long history, and yet one where there if often too little dialogue between its constituent parts. The articles in this issue's focused discussion begin to address that problem by examining recent developments in science's economic circumstances from a variety of disciplinary perspectives.

The economic and social essence of the current revolution in science and technology taking place under the conditions of socialism is that it shapes new societal needs and at the same time creates the conditions for satisfying them.

This paper examines ethical, legal and economic dimensions of the decision facing employers regarding whether it is appropriate to monitor the electronic mail (e-mail) communications of its employees. We review the question of whether such monitoring is lawful. Recent e-mail monitoring cases are viewed as a progression from cases involving more established technologies (i.e., phone calls, internal memoranda, faxes and voice mail).The central focus of the paper is on the extent to which employer monitoring of employee e-mail presents a (...) structure of costs and benefits to the employer which are unlikely to make such a practice profitable or practical to the employer. Approximately one in six top economic research papers draws an explicitly causal conclusion. But what do economists mean when they conclude that A 'causes' B? Does 'cause' say that we can influence B by intervening on A, or is it only a label for the correlation of variables? Do quantitative analyses of observational data followed by such causal inferences constitute sufficient grounds for guiding economic policymaking? The Philosophy of Causality in Economics addresses these questions by analyzing the (...) meaning of causal claims made by economists and the philosophical presuppositions underlying the research methods used. The book considers five key causal approaches: the regularity approach, probabilistic theories, counterfactual theories, mechanisms, and interventions and manipulability. Each chapter opens with a summary of literature on the relevant approach and discusses its reception amongst economists. The text details case studies, and goes on to examine papers which have adopted the approach in order to highlight the methods of causal inference used in contemporary economics. It analyses the meaning of the causal claim put forward, and finally reconstructs the philosophical presuppositions accepted implicitly by economists. The strengths and limitations of each method of causal inference are also considered in the context of using the results as evidence for policymaking. In the article I undertake the question of the Ockham’s razor. I consider the basic version of this methodological postulate: entia non sunt multiplicanda praeter necessitatem. I propose to interpret this postulate as a criterion of non-existence. In this context I analyse the matter of accidental entities as well as the ontological principle of economy.

"Philosophy and Economics I," treats "Methods and Models" of "Economic Philosophy." "Philosophy and Economics II" deals with "Morals." In both cases an effort to integrate many strands of modern philosophy and economics via decision theoretic language is made. Regardless of this decision theoretic background the treatment is non-technical. The aspiration is to sketch some tools that may be used in search of what philosophers call a "wide reflective equilibrium" on foundational matters of economics as well (...) as of philosophy. The presentation will enable an advanced undergraduate or beginning graduate student from fields like, philosophy, economics, law, political science and sociology to use the tools, arguments and paradigm examples provided to search for her or his own reflective equilibrium on matters of economic philosophy. For over 2000 years, economics was studied in the West as a branch of ethics, or moral philosophy. Presently, though, few economists and no textbook in economic orthodoxy claim any close connection between economic science and philosophy. However, might the current 'crises' in economics, and in the economics profession have their deep roots in the separation of economics from philosophy and ethics? American pragmatism, among the various contemporary philosophic traditions, lends itself specially to dialogue with (...) economics because of its view of philosophy as an instrument for solving the real, concrete problems of human life, both personal and social. The essays in this volume, drawing heavily on the tradition of pragmatism, suggest that the economic crises of our time might not be merely technical in nature - that is, the result of faulty applications of economic tools by politicians and policy makers, based up conventional economic models - but also due to the faulty philosophical assumptions underlying those models. These essays suggest that the overcoming of our current economic crises requires that economists once again become moral philosophers, or that philosophers once again engage themselves in economic matters. In either case, this volume aims to foster dialogue between the two disciplines and in that way, contribute to the improvement of contemporary economic life. The market seems to have substituted politics as a coordination model in modern societies. While philosophy's complementarity to politics is well-acknowledged, its importance for economic markets can be questioned. Economics deals with optimization, but as markets are constituted by real persons with individual beliefs and normative values the economic tool box is not sufficient to describe market behavior. This is especially true whenever technologicalinnovations challenge established market rules. Relatively little contemporary philosophy of education employs economic concepts directly. Even where issues such as marketisation of education are discussed there may be little clarification of underlying concepts. The paper argues that while much contemporary economic thinking on education may be philosophically naive, it is also the case that philosophy of education can productively engage with particular economic insights and perspectives. The paper examines particular conceptualisations of 'economics' and 'the market', drawing upon these to consider (...) aspects of an issue that is significant for the philosophy of education: human becoming. By 1918 Bertrand Russell had well-formed and distinctive opinions on many aspects of economic philosophy, theory and policy. In the second half of his life (1919–70) he wrote at great length on a very wide range of economic issues, including modern technology and the prospects for abolishing scarcity; population growth, eugenics and birth control; the economic development of China; the case for democratic socialism; the case against Soviet communism; the causes of economic crises; and (...) the economic background to war and peace. Russell’s economic writings appeared as chapters of books on subjects as diverse as the philosophy of science, the history of nineteenth-century Europe, the principles of education and the case for world government. Economic themes can be detected even in his most frivolous newspaper articles. He was a great literary stylist, and his popular writings on economics were widely read and possibly quite influential, especially between the wars. (shrink)

Austrian economics starts out from the thesis that the objects of economic science differ from those of the natural sciences because of the centrality of the economic agent. This allows a certain a priori or essentialistic aspect to economic science of a sort which parallels the a priori dimension of psychology defended by Brentano and his student Edmund Husserl. We outline these parallels, and show how the theory of a priori dependence relations outlined in Husserl’s Logical Investigations (...) can throw light on the Austrian account of entrepreneurship. The article is built around the analysis of The critique of instrumental reason by Horkheimer, applied to issues connected with the philosophy of economics. Positive economics is under-stood as an example of a discipline where the pragmatic paradigm has been implemented. Therefore, economics functions within the boundaries of what Horkheimer called instrumental rationality. The starting point is the intellectual source shared by economics and the Frankfurt School, namely Kant’s philosophy of rationality. In the first part of the article, (...) three of Kant’s ideas that are fundamental to economics are presented, and then the development of their application in philosophy of science, as seen by Horkheimer in 1947, is laid out. The second part of the article consists of enumerating various distinctive features of economics that set it apart from other social sciences and which constitute factors for which it can be considered a realm of the reign of ‘instrumental rationality’, with all the threats such an approach provokes. The above-mentioned features concentrate on treating humans in economics as a means, not as a goal. This aspect of the philosophy of science of the Frankfurt School (unlike its critique of capitalism as an economic system) has not been widely received. (shrink)

From the early days of philosophy, ethics and justice, there is wide consensus that the constancy of the laws establishes the legal system. On the other hand, the rate at which we accumulate knowledge is gaining speed like never before. Due to the recently increased attention of academics to climate change and other environmental issues, a lot of new knowledge has been obtained about carbon management, its role in nature and mechanisms regarding the formation and degradation of organic matter. A multidisciplinary techno-economic assessment of current composting standards and laws that took into account the current state of knowledge about carbon management was carried out as a case study. Economic and environmental damage caused by outdated laws was revealed. In addition, it was found that the introduction of the best composts into the market is permitted, causing additional negative environmental as well as economic impacts. (shrink)

Critical engagement involving philosophers trained in continental and analytic traditions often takes its purpose to be a reconciliation of tensions arising from differences in style, or method. Critical engagement in Africana philosophy, however, is rarely focused on method, style, or orientation because philosophic research in this field, regardless of orientation, has had to accommodate its empirical grounding in disciplines outside of philosophy. I focus primarily on the comparative dimensions of three important strands of this research: (1) a history (...) of ideas, (2) a problem-orientation, and (3) a sub-area specialization, to indicate why a need to reconcile tensions between continental and analytic orientations has very little currency in Africana philosophy. Socio-economic problems faced by African-descended people require multiple perspectives to accommodate the wide variety of diasporic social contexts for a given proposal. I employ a selection of cases to illustrate how Africana philosophy benefits from an interplay of many intersecting factors and that, as an interdisciplinary area of research with a commitment to the incorporation of multiple perspectives, it fosters cross-pollination and hybridization of continental and analytic traditions. This thesis studies some philosophical and ethical issues that economic design raises. Chapter 1 gives an overview of economic design and argues that a crossfertilisation between philosophy and economic design is possible and insightful for both sides. Chapter 2 examines the implications of mechanism design for theories of rationality. I show that non-classical theories, such as constrained maximization and team reasoning, are at odds with the constraint of incentive compatibility. This poses a problem for non-classical theories, (...) which proponents of these theories have not addressed to date. Chapter 3 proposes a general epistemology of economic engineering, which is motivated by a novel case study, viz. the reform of a matching market for medical practitioners. My account makes use of causal graphs to explain how models allow encoding counterfactual information about how market outcomes change if the design of the market changes. The second part of the thesis examines ethical issues. In Chapter 4, I apply tools from matching theory to gain insights into the distribution of refugees, such as among countries of the European Union. There is an ethical trade-off between the fairness of matchings and their efficiency, and I argue that in this context, fairness is the morally weightier criterion. Chapter 5 deals with the ethics of kidney exchange. Against critics, I give two arguments for the implementation of kidney exchange programmes. The first argument is that they are instrumental in meeting a moral obligation, namely to donate effectively. The second is that kidney exchange may increase the motivation for altruistic donations, because the donation of one kidney may trigger > 1 life savings. The final chapter identifies questions for future research and it closes with some thoughts about the future trajectory of economic design. (shrink)

Following Amartya Sen’s insistence to expand the framework of rational choice theory by taking into account ‘non-utility information,’ economists, political scientists and philosophers have recently concentrated their efforts in analysing the issues related to rights, freedom, diversity intentions and equality. Thomas Boylan and Ruvin Gekker have gathered essays that reflect this trend. The naive misunderstanding among economists of the relationship between economics and philosophy is as profound as it is prevalent. To be sure, economists have concerned themselves with the philosophy of economics only so much as to familiarize themselves with methodology and its application to economic inquiry. Since economics is the oldest and perhaps the most “respectable” of the social sciences its scholars have developed a phobia for anything they might suspect to be even remotely unscientific. Consequently, they (...) have erroneously narrowed their understanding of the nature of economics. This narrowness prevails largely because most economists possess little or no training in general philosophy and especially in the philosophy of science. As a result of this apparent deficiency there exists in the minds of these economists confusion and inability to distinguish between teleology, axiology, and ethics as they do or do not apply to economics. The Inexact and Separate Science of Economics represents the most ambitious attempt to provide a systematic account of economic methodology since the first edition of Blaug's The Methodology of Economics. As such, it has been the subject of extensive critical commentary. For all the attention it has received, however, some important aspects of the book's thesis have not been developed properly. Two important ones are what might be called, following the terminology used in the experimental economics literature, the (...) ‘framing effect’ of Hausman's definition of economics, and the significance of Hausman's claim that economists are committed to developing economics as a ‘separate’ science. This book provides the first comprehensive and critical examination of Mäki's realist philosophy of economics.

A renewed concern with Aristotle’s thought about the economic aspects of human life and society can be observed. Aristotle dealt with the economic issues in his practical philosophy. He thus considered ‘the economic’ within an ethical and political frame. This vision is coherent with a specific ontology of ‘the economic’ according to Aristotle. In a recent paper, I analysed this ontology and left its consequences, especially for Ethics and Politics, for another paper. In this (...) article, I firstly summarise the reasoning and conclusions of the aforementioned paper. Then, I extract the ethical and political “lessons” of the Aristotelian conception. Economists reason causally. Like many other scientists, they aim at formulating justified causal claims about their object of study. This thesis contributes to our understanding of how causal reasoning proceeds in economics. By using the research on the causes of unemployment as a case study, three questions are adressed. What are the meanings of causal claims? How can a causal claim be adequately supported by evidence? How are causal beliefs affected by incoming facts? In the process of answering these semantic, (...) epistemic and dynamical questions, the richness of causal reasoning in economics is brought to the foreground. In the part on semantics, it is argued that the meaning of causal generalizations in policy-oriented economics is best captured by using the concept of ‘inferential relation’ rather than the one of ‘referential relation’. This part contributes to develop an inferentialist semantics by distinguishing among types of inferential relations. In the part on epistemology, it is argued that justification in sciences like economics often relies, and ought to rely, on evidential variety―i.e. the combination of evidence from multiple sources. An interpretation of independence among evidential sources is offered: two evidential sources are fully independent if and only if the reasons why they would be unreliable do not overlap. It is then shown that the variety-of-evidence thesis does not hold under extreme circumstances. The part on dynamics focuses on deviant-case study. A storyline is provided for what deviant-case study aims at and how it proceeds in what is characterized as an ‘eclectic science’. (shrink)

필자는 이 논문에서 낸시 프레이저의 이론을 발전시키는 가운데 젠더로서의 여성을 문화적, 경제적, 정치적 차원이 중첩된 3가적 집단으로 이해하고자한다. 그리고 이러한 세 가지 차원에서 나타나는 여성 빈곤의 세 가지 양식, 문화적빈곤(무시), 경제적 빈곤(잘못된 분배), 정치적 빈곤(대표 불능)이 어떤 것인지를밝힐 것이다. 여성 빈곤의 3가성이란 이러한 세 차원의 빈곤이 서로 얽혀 있지만,세 차원 중 어느 하나로 나머지가 환원될 수 없음을 의미한다. 따라서 필자는 이러한 여성의 복합적 빈곤을 치유하기 위해서는 안티테제와 환원주의의 개념틀을 넘어서 프레이저가 제안하고 있는 위상 모델과 변혁적 개선책으로의 전회가 필요함을 주장할 것이다. In _Elementary Aspects of the Political_ Prathama Banerjee moves beyond postcolonial and decolonial critiques of European political philosophy to rethink modern conceptions of "the political" from the perspective of the global South. Drawing on Indian and Bengali practices and philosophies from the late nineteenth and early twentieth centuries, Banerjee identifies four elements of the political: the self, action, the idea, and the people. She examines selfhood in light of precolonial Indic traditions of renunciation and realpolitik; action in the (...) constitutive tension between traditional conceptions of karma and modern ideas of labor; the idea of equality as it emerges in the dialectic between spirituality and economics; and people in the friction between the structure of the political party and the atmospherics of fiction and theater. Throughout, Banerjee reasserts the historical specificity of political thought and challenges modern assumptions about the universality, primacy, and self-evidence of the political. In formulating a new theory of the political, Banerjee gestures toward a globally salient political philosophy that displaces prevailing Western notions of the political masquerading as universal. The concept of the individual and his/her motivations is a bedrock of philosophy. All strands of thought at heart contain to a particular theory of the individual. Economics, though, is guilty of taking this hugely important concept without questioning how we theorize it. This superb book remedies this oversight. In launching modern economics, Adam Smith paved the way for laissez-faire capitalism, Marxism, and contemporary social science.
