This book discusses political change in the view of Confucian thought. This study focuses on the Book of Change, which is one of the nine basic books of Confucius School, and has dominated oriental thought in this field for more than three thousand years.

How can we radically change the inhuman conditions existing in the world today? In this paper, I answer this question by explaining the how, when, and who of radical socio-political transformation. We need both critical theorizing and transformative practice to explain how we can change the world. We must theorize the moment of the limit in the objective domain of power to answer when the transformative agency becomes possible. I introduce the idea of the “political subject-in-outline” (...) that moves within the tension of minimal closure and permanent openness to theorize a who, which remains inclusive and has the strength to transform the status quo. Therefore, this book analyzes and summarizes the theories of (...) change and applies those theories to political change. From that process, the theories of political changes are developed. The paper contains a retrospective of the thesis that 'social learning' may be deployed as analytical framework to understand political change in Serbia, first proposed in 2001. The thesis contends that the events immediately before and after the toppling of Milosevic's regime in 2000 may be interpreted as outcomes of a process of collective learning by Serbian citizens. On the basis of the findings of three-wave qualitative study 'Politics and Everyday Life', as well as other research, the paper (...) seeks to answer the question whether the idea of 'social learning' stands or falls when confronted with the developments taking place in Serbian political life between 2001 and 2008. U clanku se izlaze retrospektivan pogled na tezu o 'socijalnom ucenju' kao analitickom okviru za razmatranje politickih promena u Srbiji, prvi put iznetu 2001. godine. Prema toj tezi, dogadjaji neposredno pre i posle smene Milosevicevog rezima 2000. godine mogu se protumaciti kao ishod jednog procesa kolektivnog ucenja, ciji su subjekt gradjani Srbije. Summary This article seeks to address the question how the Tetrarchic system of four rulers could be presented as legitimate in a society that had never seen this political constellation before. What were the different modes of presenting Tetrarchic rule and how did they help in making the new system acceptable? The article argues that new power structures needed to be formulated in familiar terms, not only for the rulers to legitimate their position, but also for the ruled to (...) understand such new systems. As a result, imperial messages during the Tetrarchic period were strongly influenced by traditional modes of representation from earlier periods. Traditions which were inherent in specific media and locations were determining factors for the way in which a new political system could be presented. The result was a much less coherent ideological Tetrarchic message than is often assumed. The image of group identity was regularly lost in a more complex and messy mode of formulating power. The new and innovative aspects of a collegiate rule by four emperors was less important than linking the power of those rulers to what was traditionally expected of the portrayal of Roman emperorship. This article examines the ways in which Islamic civilization has faced the challenges of the modern age and of globalization. The expansion of Islam in world history is itself a global or proto-global process with its own distinctive internal dynamics. The main challenge to modern Islam, coming from the global political culture in the form of constitutionalism and democratization and human rights, has set in motion a civilizational encounter that has significantly altered the politico-religious dynamics of the proto-global, pre-modern (...) Islamic pattern. The intermingling of these inter- and intra-civilizational processes is traced with respect to the subversion of constitutionalism by ideology during the 1945–1989 period, and the slow recovery of the rule of law since 1989. The same framework of civilizational analysis is used for understanding Islamic fundamentalism, and counter-global defensive developments in contemporary Islam. (shrink)

This study investigates the role of religion in shaping the norms of citizenship from a cultural perspective for an East Asian country that exhibits fundamental differences in social contexts from Western advanced democracies. Using data drawn from the Taiwan Social Change Survey, we find that the Eastern religions of Buddhism, Taoism, and Folk Religions are important for explaining the formation of the concept of being a good citizen. This study further examines the relationships between citizenship norms and various conventional (...) and unconventional types of political participation. The empirical results herein suggest that duty-based citizenship and engaged citizenship have significant differences in their effects on political participation. (shrink)

This paper calls into question Richard Rorty's recasting of the traditional justifications of liberal political philosophy in an anti-foundationalist ironic mould. Rorty suggests not only that his irony is compatible with the liberal commitments to human flourishing but also that it can clear up many of the conceptual difficulties that liberal reformers face today. Two objections are raised against the Rortian approach to politics, one conceptual, the other practical. Conceptually, because Rorty does not wish to burden political irony (...) and imagination with a constraining political theory, his proposal increases the likelihood that two liberal commitments that he judges essential, the separation of the public and the private, and the aversion of wilful cruelty, will clash with one another. Practically, the success of his anti-foundationalist irony among sophisticated liberal reformers is jeopardized by its potentially negative impact upon the non-ironic, metaphysically minded political actors who most need to be brought into the liberal debate. The role of the state has occupied centre stage in the development of economics as an independent discipline and is one of the most contentious issues addressed by contemporary economists and political economists. The immediate post-war years saw a swing in economic theory towards interventionism, motivated by the urgent need for reconstruction in advanced capitalist countries, the establishment of socialism in parts of Asia and Eastern Europe, and the liberation of many developing nations from colonialism. After a quarter of (...) a century of interventionist policies, a vigourous backlash against state intervention began with the discrediting of welfare statism in advanced capitalist countries, grew through the spread of liberalisation programmes among developing nations during the 1980s, and culminated in the dismantling of socialist central planning since 1989. In this volume, ten distinguished contributors examine patterns of interventionism and anit-interventionism in a wide variety of historical, political and institutional contexts and within different theoretical traditions. Their primary focus is on the internal factors which shape the role of the state and determine its effectiveness in promoting economic change. They explain the growing disenchantment with the Neo-Liberal, anti-interventionist programme--even in Eastern Europe and the former USSR, where the initial optimism in the efficacy of the free market is fading fast. The overall conclusion of the empirical and theoretical analysis is that the simplistic notion of politics fundamental to Neo-Liberal arguments makes them at best misleading and at worst deceitful. Although one can talk of certain general principles, there is no hard and fast rule to determine the optimal degree and the desirable areas of state intervention, which can only be determined in the concrete historical, institutional, and geographical context. The challenge is to form a new synthesis in which the valid insights of Neo-Liberalism are stripped of their ideological baggage and intergrated into a wider and more objective intellectual framework. The great ideological cliché of our time, César Rendueles argues in Sociophobia, is the idea that communication technologies can support positive social dynamics and improve economic and political conditions. We would like to believe that the Internet has given us the tools to overcome modernity's practical dilemmas and bring us into closer relation, but recent events show how technology has in fact driven us farther apart. Named one of the ten best books of the year by Babelia El País, (...) Sociophobia looks at the root causes of neoliberal utopia's modern collapse. It begins by questioning the cyber-fetishist dogma that lulls us into thinking our passive relationship with technology plays a positive role in resolving longstanding differences. Rendueles claims that the World Wide Web has produced a diminished rather than augmented social reality. In other words, it has lowered our expectations with respect to political interventions and personal relations. In an effort to correct this trend, Rendueles embarks on an ambitious reassessment of our antagonistic political traditions to prove that post-capitalism is not only a feasible, intimate, and friendly system to strive for but also essential for moving past consumerism and political malaise. Review of the edited transcript of the 1978-1979 academic course given by political and legal philosopher Norberto Bobbio. The book examines the idea of political change in the works of Plato, Aristotle and the medieval thinkers, as well as the idea of revolution, which emerged in the 1600s together with the rival concept of political reform. The volume provides both a history and a conceptualisation of the notion of revolution; studies the attempts to understand the phenomenon (...) and how the concept of revolution influenced the views of history of Kant, Hegel and Marx; and develops a novel general theory of revolution. Bobbio seeks to narrow the scope of the concept of revolution, distinguishing it from phenomena such as rebellion and uprising; warns against using the term in a loose sense, such as in ‘industrial revolution’, ‘scientific revolution’ and ‘artistic revolution’; and provides his reasoned opinion on the crucial alternative between revolution and reform. The question of the nature of postcommunist religious change is highly discursive. First and foremost, where exactly is the focus of change? Serious research suggests that they are the least obvious where there is a mass attraction for sacred and individual conversion to religion. Indeed, after the overthrow of the Berlin Wall, the proportion of citizens of the countries of the former "socialist camp" who declare their own religiosity has increased, at times quite substantially. However, an increase in (...) the number of declaring their own religiosity is due to factors that are, in fact, outside religion. In addition, we must take into account the unreliability of Soviet sociological research, which deprives us of a serious comparative basis and the ability to confidently measure the extent of change. But at least two things can be said here confidently: firstly, the former USSR, and especially its "national outskirts", have never been countries of "mass atheism," and secondly, in those communist countries where the study of the religiosity of the population was carried out systematically and were deprived of ideological pressure, significant changes in the level of religious declarations did not occur. In this paper, we analyze how citizens evaluate their president, especially focusing on why voters lower their evaluations at an individual-level perspective. We assert that citizens raise their evaluations of a new president when their expectations are met and lower their opinions when his or her performance disappoints them. Furthermore, the evaluations of the president are not only affected by a government's economic and diplomatic performance, but are also influenced by individual awareness of salient political issues, the contents of (...) the news, and their own perceived influence on politics. We test the theoretical hypotheses using Taiwan's Election and Democratization Study panel survey data. The statistical results support our theoretical hypotheses and show that when President Ma's performance did not meet respondents media exposure and political efficacy are significantly associated with the change in their opinions of Ma. This article has an analytical and a constructive aim. The former consists in providing a taxonomy of the different ways progress can be defined, according to two variables: whether progress is conceived of in either a teleological or a processual way, and whether it relies on either a realist or a moralist approach to political normativity. After laying out the four resulting combinations, I proceed with the critical aim. This consists in proposing an argument for how political progress (...) should be conceived of. To do so, I first show that some teleological accounts of progress paradoxically risk being conservative, while processual ones are politically progressive and should therefore be privileged over the former. Second, and relatedly, I shed light on which are the standards for a genuinely progressive notion of political progress. Finally, I argue that a processual realist notion of political progress is more able than the rival conceptions to comply with these standards. (shrink)

Describing the formation of the Polish community in Spain in the 1990s, the article focuses on the political changes in both countries: processes of democratization (and, in the case of Poland, the resulting economic transformation) and then the EU enlargement, which contributed to this new influx. Polish expatriates, though not very numerous in comparison with other immigrant communities in contemporary Spain, became quite visible, especially in some towns of the Region of Madrid. In general, they enjoy a good reputation (...) in the host country, but initially they used to work in the secondary labor sector, often illegally. The situation changed after Poland’s accession to the European Union and the resulting opening of the Spanish labor market for Polish citizens at the beginning of the new century. New Polish immigrants to Spain are young, qualified, innovative, and their purpose is not only to earn a living, but first and foremost to continuetheir studies and undergo professional training. Their mobility is increased owing to modern transportation facilities and communication systems. Individualists for the most part, they do not maintain intensive contacts with the earlier-established Polish community and its social networks and institutions. (shrink)

The settler-colonial and republican principles of early U.S. politics tend to be studied as paradoxical ambitions of American nation-building. This article argues that early republican thought in the United States developed through what I call ‘ideological code-switching’, a vernacular practice that allowed popular actors to strategically vacillate between anti-colonial and neo-colonial discourses as complementary principles of revolutionary change. I illustrate these claims by tracing a genealogy of anti- and neo-colonial thought from the founding of the United States to its (...) transnational emergence in the U.S.-Mexico borderlands. I demonstrate that ideological code-switching first appeared as a rhetorical strategy among the Federalist debates, where Publius argued for the feasibility of expansionist republics via a hemispheric account of American exceptionalism. These appeals to hemispheric unity remained salient into the nineteenth century among groups like the ‘Republicans of ‘Nacogdoches’, a militia comprised of Indigenous, Mestizo, and White actors that mobilized an attack on Spain and founded the Republic of Texas in April of 1813. Drawing on archival research, I turn to the U.S.-Mexico borderlands as an example of the way marginalized groups instrumentalized links between anti- and neo-colonial politics to envision their position in the rapidly evolving landscapes of transnational revolution. In 2016 the Chinese government initiated a nationwide campaign aiming to eliminate poverty in China by 2020. Over 20% of listed firms in China have made significant contributions to the campaign. Using hand-collected data on listed firms’ contributions to the campaign and multivariate analyses, we examine whether managers’ and politicians’ personal incentives play an important role in firms’ contributions to the campaign. The results show that firms are more likely to contribute if they are state-owned and managers are appointed by (...) governments, if managers have a higher risk of being targeted in a concurrent anti-corruption campaign, if the political leaders in their province are new or intend to seek promotion, and if managers or directors have experienced poverty in their early life. The results suggest that it is important to consider managers’ and politicians’ personal incentives in CSR activities that could have a grand social impact. (shrink)

This article explores how `social harmony' as cultural performance, is conducted by Chinese in their conversation at the surface level, with turbulence and manipulation concealed beneath superficial politeness. Although their more collective cultural orientation may lead them to greater cooperation and less confrontation, Chinese also develop artfully crafted messages to communicate competition and frustration. Selected discourse samples collected in Taiwan were analyzed in depth to show how social harmony may become a matter of external display, constructed, enacted and negotiated through (...) participants' verbal exchanges in their moment-to-moment interaction. It is concluded that superficial harmony allows the extensive web of interpersonal connections and hierarchical positioning to be maintained with minimal discord, while at the same time concealing underlying aggressiveness and ulterior motives. This paper investigates two puzzles in practical reason and proposes a solution to them. First, sometimes, when we are practically certain that neither of two alternatives is better than or as good as the other with respect to what matters in the choice between them, it nevertheless seems perfectly rational to continue to deliberate, and sometimes the result of that deliberation is a conclusion that one alternative is better, where there is no error in one’s previous judgment. Second, there are (...) striking differences between rational agents – some rational agents have most reason to pursue careers on Wall Street while others have most reason to take up a career in teaching, or scuba diving, or working for political causes. These differences aren’t plausibly explained by ‘passive’ facts about our psychology or their causal interaction with our environment; instead, these facts seem in some sense to ‘express who we are’. But what is this sense? These puzzles disappear if we adopt a novel view about the source of the normativity of reasons – some reasons are given to us and others are reasons in virtue of an act of will. We make certain considerations reasons through an act of will and thus sometimes make it true through an act of agency that we have most reason to do one thing rather than another. (shrink)

The most important voices concerning the changes now occurring in Central and Eastem Europe are those that come from within, for those voices are informed not only by indifferent data and objective reports, but by personal hopes, fears, desires and needs. Without careful consideration of what such voices say, judgment can only be sterile. Furthermore, policy decisions made without the benefit of the intemal perspective are likely to be flawed, and ineffectual. Policies won’t work if they do not take into (...) account the point of view of those who are supposed to be affected by them. There nevertheless remains an important role for outsiders to play in the discussion of the impact of political change on the future of philosophical thought, especially if the outside perspective can serve as a test of the internal view. This paper will introduce “lexical silencing” as a new linguistic phenomenon, i.e., positive statements about something are made more difficult to express when the only (or the predominant) word for it in a language is a negative word. A good example is the term “political correctness,” which carries negative connotations in English but has no easy alternative to replace it. Suppose a supporter attempts to explicitly endorse it by saying something like “Political correctness should be a fundamental value (...) of the society.” Positive statements like this sound somewhat weird and even self-defeating to the hearers, and are therefore difficult to be expressed in the public discourse. Moreover, I will identify at least two linguistic mechanisms of lexical silencing: First, slurs can make it difficult to say something positive about a group because slurs provide the illocutionary force of derogation, which conflicts with forces like praising. Second, what I call “loaded words” (e.g., “political correctness”) are not explicitly derogatory like slurs, but they can achieve similar effects by producing perlocutionary effects on the psycho-linguistic process of hearers. This paper will also discuss the various sources of lexical silencing and possible strategies for mitigating them. (shrink)

Drawing its strength from the UN Charter and UDHR, human rights ethics is a beacon of hope and a promise that requires continuous reaffirmation during these turbulent times. These two documents, with their unwavering faith in ‘fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small,’ have shaped our understanding of human rights as global and universal ethics. However, this faith is now being severely (...) tested by four countercurrents: extremism, exclusionism, selectivism, and populism. These countercurrents pose significant and urgent human rights threats that activists, academics, and policymakers must confront by reasserting the basic core values of the UN Charter and UDHR.
