This is not a work of mine. For some reason, I am unable to remove it from my page. It is a list of Dr. Reiner Schürmann's lecture notes for courses that he taught at the New School for Social Research (aka The New School).

New network technologies are framed as eliminating ‘transaction costs’, a notion first developed in economic theory that now drives the design of market systems. However, the actual promise of the elimination of transaction costs seems unfeasible, because of a cyclical pattern in which network technologies that make that promise create processes of institutionalization that create new forms transaction costs. Nonetheless, the promises legitimize the exemption of innovations of network technologies from critical scrutiny.

It is often said that knowledge is power, but more often than not relevant knowledge is not used when political decisions are made. This book examines how political decisions relate to scientific knowledge and what factors determine the success of scientific research in influencing policy. The authors take a comparative and historical perspective and refer to well-known theoretical frameworks, but the focus of the book is on three case studies: the discourse of racism, Keynesianism, and climate change. These cases cover (...) a number of countries and different time periods. In all three the authors see a close link between 'knowledge producers' and political decision makers, but show that the effectiveness of the policies varies dramatically. This book will be of interest to scientists, decision makers and scholars alike. (shrink)

This paper puts forward a theoretical framework for the analysis of expertise and experts in contemporary societies. It argues that while prevailing approaches have come to see expertise in various forms and functions, they tend to neglect the broader historical and societal context, and importantly the relational aspect of expertise. This will be discussed with regard to influential theoretical frameworks, such as laboratory studies, regulatory science, lay expertise, post-normal science, and honest brokers. An alternative framework of expertise is introduced, showing (...) the limitations of existing frameworks and emphasizing one crucial element of all expertise, which is their role in guiding action. Emotions are often met with suspicion in political debates about risky technologies, because they are seen as contrary to rational decision making. However, recent emotion research rejects such a dichotomous view of reason and emotion, by seeing emotions as an important source of moral insight. Moral emotions such as compassion and feelings of responsibility and justice can play an important role in judging ethical aspects of technological risks, such as justice, fairness, and autonomy. This article discusses how this idea can (...) be integrated into approaches for political decision making about risk. The article starts with an analysis of the dichotomous view of reason and emotion in risk theory, in approaches to participatory risk assessment as well as in relevant approaches to political philosophy. This article then presents alternative approaches in political philosophy and political theory that do explicitly endorse the importance of emotions. Based on these insights, a procedural approach for policy making is presented, in which emotional responses to technological risks, and the ethical concerns that lie behind them, are taken seriously. This approach allows for morally better political decisions about risky technologies and a better understanding between experts and laypeople. (shrink)

This paper makes a conceptual inquiry into the notion of ‘publics’, and forwards an understanding of this notion that allows more responsible forms of decision-making with regards to technologies that have localized impacts, such as wind parks, hydrogen stations or flood barriers. The outcome of this inquiry is that the acceptability of a decision is to be assessed by a plurality of ‘publics’, including that of a local community. Even though a plurality of ‘publics’ might create competing normative demands, its (...) acknowledgment is necessary to withstand the monopolization of the process of technology appraisal. The paper presents four ways in which such an appropriation of publicness takes place. The creation of dedicated ‘local publics’, in contrast, helps to overcome these problems and allows for more responsible forms of decision-making. We describe ‘local publics’ as those in which stakeholders from the different publics that are related to the process of technology implementation are brought together, and in which concerns and issues from these publics are deliberated upon. Knowing that technologies are inherently value-laden and systemically interwoven with society, the question is how individual engineers can take up the challenge of accepting the responsibility for their work? This paper will argue that engineers have no institutional structure at the level of society that allows them to recognize, reflect upon, and actively integrate the value-laden character of their designs. Instead, engineers have to tap on the different institutional realms of market, science, and state, making their work a ‘hybrid’ activity (...) combining elements from the different institutional realms. To deal with this institutional hybridity, engineers develop routines and heuristics in their professional network, which do not allow societal values to be expressed in a satisfactory manner. To allow forms of ‘active’ responsibility, there have to be so-called ‘accountability forums’ that guide moral reflections of individual actors. The paper will subsequently look at the methodologies of value-sensitive design and constructive technology assessment and explore whether and how these methodologies allow engineers to integrate societal values into the design technological artifacts and systems. As VSD and CTA are methodologies that look at the process of technological design, whereas the focus of this paper is on the designer, they can only be used indirectly, namely as frameworks which help to identify the contours of a framework for active responsibility of engineers. There are several reasons which suggest that the role of nuclear weapons for deterrence in Europe is gradually diminishing. Thus, Europeans are confronted with the question whether and under what conditions strategic stability can be obtained in a post-nuclear world. From the analysis of a simple conceptual model of military conflict the conclusion is reached that, in order to preserve crisis stability in a non-nuclear world and to dampen the arms race, the antagonistic land forces in Europe need to be (...) gradually restructured in a manner so that neither side may perceive the other as a potential threat to its territorial integrity. The requisite structural changes ought to be brought about before nuclear weapons become altogether invailable for deterrence in Europe, otherwise the War saw Pact’s conventional superiority would, in a serious crisis, leave Western Europe only the choice between military defeat and a priori capitulation. There should be military as well as economic incentives for the implementation of structural changes toward a reduction of the offensive capabilities of conventional forces, if the so-called ‘defense efficiency hypothesis’ were to be validated. Otherwise, a deterioration of crisis stability must be expected during the transition period. (shrink)

Often denied scientific status, Völkerpsychologie was set forth as a psychological program endeavoring to find insights into the structure and content of the ‘mind’ of social groups, especially ‘peoples’, which were regarded as the prototypical manifestation of those groups. This article examines how Moritz Lazarus and Heymann Steinthal’s nineteenth-century Völkerpsychologie came to be regarded as having the status of a science, by analyzing its scientific program. I claim that these founders of Völkerpsychologie developed a moderate methodological materialism by embracing a (...) historical turn in psychology, which—to a degree—enabled a synthesis of the methodologies of the social and the natural sciences. The preceding Preface, which Professor William Frankena had the great kindness to write as an introduction for the readers of the present English translation of my major work, still requires several supplementary com­ ments on my part. Professor Frankena rightly considered it to be an advan­ tage to introduce the English-speaking world to my moral philosophy through its presentation in this book. As an introduction to my moral philosophy, Professor Frankena provided a concise formulation of the fun­ damental ideas of (...) my ethics by quoting from an article I had just recently published. Several points worth mentioning remain. Firstly, it is necessary to distinguish the two editions of the text here translated. The first edition was published in 1951 by Anton Hain in Meisenheim am Glan, under the title Pflicht und Neigung (Duty and In­ clination), with the subtitle Die Grundlagen der Sittlichkeit, erOrtert und neu bestimmt mit besonderem Bezug auf Kant und Schiller (The Fun­ damentals of Morality, Discussed and Redefined with Special Regard to Kant and Schiller). In 1974, a revised and enlarged second edition was published by the same publisher and was entitled Die Grundlagen der Sitt­ Iichkeit (The Fundamentals of Morality). Of this second edition, the first four chapters have been translated in the present volume, along with four more recent essays. (shrink)

This paper examines the intrinsic relation between institutions and social justice. Its starting point is that processes of institutionalization invoke societal groups to articulate justice demands which, in their turn, give rise to processes of institutional redesign. In liberal democracies, demands for justice are articulated as a pursuit for emancipation and empowerment of groups that feel excluded by dominant categorizations. The imminent presence of this twin pursuit for justice can be explained by the conceptual inconsistencies that characterize the distinction between (...) the public and private sphere. These inconsistencies also explain why demands for emancipation and empowerment are intrinsically ambiguous and inconsistent. In order to reconsider the question how institutions are to be adapted to allow for social justice while acknowledging the plurality, ambiguity and volatility of justice demands, the paper will propose an empirical and normative research agenda. Cooperative discourse procedures produce consensual siting proposals for NIMBY-projects-but only if these proposals do not affect the final siting decision. Then, the members of the discourse commissions stay independent and face few incentives to pursue consequentialist interests. However, the more influential discourse procedures become, the stronger the interest groups’ incentives are to take advantage of them. Thus, cooperative discourses turn into competitive, interest-centred procedures whose outcome is rejected by the less influential groups. The evolution of discourse procedures into functionally specialized (...) parliaments or even into FOCJ (Functional, Overlapping, Competing Jurisdictions) seems worth pursuing. (shrink)

Mediante esta reflexión sobre las teorías de justicia global, el autor introduce un fundamento normativo de una teoría realista y crítica. Considera que ciertos planteamientos morales sobre el problema de la pobreza severa y el subdesarrollo fallan en la cuestión normativa que ellos necesitan enfocar. Pues, ellos consideran la realidad institucional, económica y política de las injusticias en el contexto global. El autor introduce el principio racional de justificación, para establecer el fundamento normativo de una teoría realista y crítica.

It is the purpose to examine Krafts arguments and proofs on the basis of the evidence which gives reality. His derivation of principles with unlimited validity is not successful, judgements concerning "basic valuations of human culture" being inhomogeneous and historically bound. The way to introduce norms into scientific statements by "teleological" foundation is only valid for "normal" principles, basic must be excluded. The fruitfulness of the first step is appreciated and illustrated by economic examples. Jointly in connection with this is (...) the third question. In accordance with Kraft, the "ranking" of value judgements of different kinds must be solved without privileges. Scientific examination and foundation of value systems has its legitimacy, but relevant decisions of basic principles can only happen in the pre-scientific sphere. In order to avoid other value judgements in scientific contexts, one ought to dispose of really operational criterions. Today, there is an almost complete lack in the practical field. This is partly due to theoretical and dogmatic interpretations of science procedures. Critical science has to accept the provisional character of all scientific research and must, therefore, integrate those value judgements, which result from not fully testable hypotheses. Their "internalization" into the scientific progress of knowledge allows together to delete a great deal of this crucial point. (shrink)

SummaryA kinetic theory of permeability is developed both for the case where the cell membrane is a distinct phase and where it is simply the interface between cell and environment. A general expression for the diffusion current of a substance across the membrane is derived, which depends on two “coefficients of permeability” rather than one. Solubility and adsorption theories of permeability are shown to be special cases of the formulas. The permeability coefficients are expressed in terms of the difference of (...) potential energy of the diffusing substance in the two phases; for a membrane of finite thickness they also involve the thickness, and the diffusion coefficient of the solute in the membrane. The text presented here is an edited transcription of a thirteen-page unpublished typescript titled “Heidegger and the Mystical Tradition” by Reiner Schürmann. It dates back to the time following the completion of Schürmann’s book on Meister Eckhart and exhibits the preliminary conception of the former’s famous ‘practical a priori.’ Focusing on the relation between Heidegger’s meditative thinking and a mystical tradition inaugurated by Meister Eckhart, the text retrieves the steps of the latter’s path to Releasement as a practical transformation (...) of existence (Part I). In so doing, it provides a detailed account of Releasement as the condition for a peculiar experience of thinking “in which one fundamental attitude manifests itself throughout an itinerary of human existence and which tends to make this itinerary the very condition for the understanding of truth.” By hinging on Heidegger’s different acceptations of ‘letting-be’—as well as on his verbal understanding of Being as Anwesen (presencing) and Ereignis (appropriation-event)—the text indicates Releasement as the coincidence of Being’s and man’s ways to be and shows how it is in the very “urgency of a new existence and thought” that the proximity between Heidegger and Meister Eckahrt’s mystical tradition comes to the fore. Ecologists use a remarkable range of methods and techniques to understand complex, inherently variable, and functionally diverse entities and processes across a staggering range of spatial, temporal and interactive scales. These multiple perspectives make ecology very different to the exemplar of science often presented by philosophers. ABSTRACTExpertise has come under attack not least since the Brexit vote in the UK and Donald Trump’s election as President of the United States. In this contribution, I will provide some conceptual clarification and suggest a new topology of expertise. I will also examine the historical roots of this challenge to expertise and its social context using a comparative lens. I will ask what it could mean to speak of the rightful place of expertise. I will try to provide an (...) answer by looking more closely at different types of expertise. Expertise, it seems, has been used as an umbrella term for a variety of different knowledge-related activities. I will show that the role of the expert has to be differentiated from the role of the scientist, but also from the role of the specialist. Specialists have different tasks in comparison to experts which need to be emphasized. The quest for an all-encompassing theory, finally intended to give a solution to the problem of the unification of all natural forces, is seen today as one of the most important objectives of theoretical high-energy physics.
