This study explored the role of faith-based organizations in addressing the scourge of cultism in Rivers State. Views were elicited from 16 informants from different parts of the state. Using a descriptive narrative approach, the study revealed that youth unwillingness to work and unemployment were ranked highest among the factors responsible for the menace of cultism in Rivers State. Prayers and occasional enlightenment are the major roles FBOs have played in addressing the menace amidst setbacks (...) such as complicity of politicians, lack of fund and lack of cooperation from parents and local chiefs in some communities in the state. The implications of the findings for FBOs, youths and family are discussed. (shrink)

Modern theorists often use Immanuel Kant's work to defend the normative primacy of human rights and the necessity of institutionally autonomous forms of global governance. However, properly understood, his law of nations describes a loose and noncoercive confederation of republican states. In this way, Kant steers a course between earlier natural lawyers such as Grotius, who defended just-war theory, and visions of a global unitary or federal state. This substantively mundane claim should not obscure a more profound contribution to (...) the science of international law. Kant demonstrates that his concept of law forms part of a logical framework by which to ascertain the necessary institutional characteristics of the international legal order. Specifically, his view is that the international legal order can only take a noncoercive confederated form as its subjects become republican states and that in these circumstances law can exist without a global state. This essay explores connections between bacteriology and the disciplinary evolution of biochemistry in this country during the 1930s. Many features of intermediary metabolism, a central component of biochemistry, originated as attempts to answer fundamental bacteriological questions. Thus, many bacteriologists altered their research programs to answer these questions. In so doing they changed their disciplinary focus from bacteriology to biochemistry. Chester Hamlin Werkman's (1893-1962) Iowa State career illustrates the research perspective that many bacteriologists adopted. As a junior faculty member in (...) the Bacteriology Department in the late 1920s, Werkman faced a powerful professional dilemma: establishing a research identity that distinguished him from his colleagues with flourishing national and international reputations. His solution was to radically alter his research program from traditional bacteriology to a biochemistry program, which reflected the influence of the Dutch microbiologist/biochemist, Albert Jan Kluyver (1888-1956). Werkman was extremely successful in this career change. His laboratory made significant contributions to biochemistry, and Werkman achieved a notable degree of personal success. His career began in the shadow of his departmental bacteriological colleagues; within a decade he became the department's dominant research figure, as a biochemist. Werkman's personal success, however, had profound consequences for the disciplinary future of bacteriology at Iowa State. (shrink)

The cut and thrust of this paper is the re-examination of an age long belief and practice among the Ika people of Delta State and the Obolo of Rivers State which is aimed at discouraging the practice of witchcraft and sorcery. The study critically evaluates the phenomenon which includes necromancy, divination and poison ordeal and concludes that caution is needed as the act which involves human life is not without imperfection. The discourse is comparative as it examines (...) the methods of ascertaining death among the Ika and Obolo. It employs moral, social and philosophical springboards for the analysis. Some of the findings includes: belief in witchcraft is very strong among the people and age long practices to eradicate same will endure, if nothing is done to discourage it. A woman’s lack of or limited reproductive autonomy could lead to adverse health effects, feeling of being inferior, and above all being unable to adequately care for her children. Little is known about the reproductive autonomy of married Ikwerre women of Rivers State, Nigeria. This study demonstrates how Ikwerre women understand the terms autonomy and reproductive rights and what affects the exercise of these rights. An exploratory research design was employed for this study. A semi-structured interview schedule was (...) used to conduct thirty-four in-depth interviews and six focus group discussions with purposively sampled educated, semi-educated, and uneducated Ikwerre women in monogamous or polygynous marriages. The collected data was analysed qualitatively with MAXQDA 11 using open and axial coding. The interviews and focus group responses reveal a low level of awareness of autonomy and reproductive rights amongst the Ikwerre women in Nigeria. While some educated women were aware of their reproductive rights, cultural practices were reported to limit the exercise of these rights. Participants reported that Ikwerre culture is a patriarchal one where married women are expected to submit and obey their husbands in all matters; and a good married woman according to Ikwerre standard is one who complies with this culture. Women’s refusal of sexual advances from their husbands is described as not being acceptable in this culture; and hence rape in marriage is not recognized in Ikwerre culture. Education and awareness creation on the importance of women’s reproductive autonomy could improve their reproductive rights and autonomy in marital settings. Overcoming the patriarchal aspects of Ikwerre culture—for example, the greater value placed on male children than female children and treating women as incompetent individuals—is necessary to promote gender equality as well as help improve women’s reproductive autonomy. The secular character of the Nigerian state should not impede collaboration between the Roman Catholic Schools Management Board and the Government of Cross River State (Nigeria) in the area of religious education. Based on the above claim, this paper is an exercise in content analysis of The Catholic School{\\ial is, the document regulating Catholic principles of education in schools) and Religion and National Values: Primary 1- 5(text on curricular contents of religious education at the primary school level in (...) Nigeria) in view of highlighting its implications for religious education. This work is focused on bringing out some points of convergence and divergence, if any, in these two documents. Content analysis technique is the modus operandi used in this research paper. The research findings of this paper show that Catholic primary schools can adopt the curriculum for religious education but should be weary of some of its doctrinally watered-down contents. (shrink)

Government have in the past embarked on many infrastructural programmes such as building of roads, hospitals, health centers in the rural areas, schools, etc for its citizens. A lot of projects have been carried out in the past years, there are institutions formed to carter for the implementation of such programmes, institutions like NEMA to check disasters, repair of roads, collapse buildings etc. NDDC was formed to take care of roads in the South East but many of these programmes and (...) institutions have not fared well in recent years because of corruption. Take for instance in the channels news of Tuesdays 16/6/2020 the new NDDC Director revealed how projects awarded to contractors in the past were all not carried out, funds meant for those purposes were all embezzled into private pockets. With the coming of Covid 19, governments have now found cover to say Covid 19 has attacked all revenue sources and so cannot carry out projects in the country. This is the burden of this work. India is a large country with 29 states as constituents in its federal structure. The large and growing population imposes great pressure on available natural resources. Disputes arising out of contested river water entitlements between states are common and often intractable. Laws conceived for settling such disputes were created for a particular socio-political environment characterized by strong Centre and relatively non-assertive states. The paper argues that this political configuration has changed dramatically and in turn has reduced the efficacy of the (...) existing statutory mechanisms. A new paradigm for dispute resolution is required. The existing institutional mechanism and its political environment are examined and the structural changes identified. A set of reforms in the dispute resolution mechanism is proposed, which would reduce the friction between the statutory mechanism and its operational environment. (shrink)

George Seddon takes a cheeky pride in his native wit, in his ability to improvise, invent, and to trip lightly over difficult terrain. These are the bush virtues of the Man from Snowy River. In this essay I reflect upon the interdisciplinary (and undisciplined) nature of Seddon's vision and practice, and place him in a tradition of nature and landscape writing in Australia that goes back to the 19th century. But I also suggest that he has been ahead of his (...) time in many ways, particularly in his anticipation of the field of environmental history. He has been one of the people who has generated new environmental narratives that indigenize Australia, and which undermine the dominant imperialist, diffusionist, one-way accounts of origins. In this sense, Seddon has creatively embraced - and sometimes overturned - the predicament of the antipodean. Seddon happily combines poetry and practice. He became known as the `powerline man' in landscape planning, and enjoyed quoting William Blake to the State Electricity Commission of Victoria in his report on the Loy Yang coal field development. By analysing his 1998 submission to the Snowy Water Inquiry, the essay shows how Seddon unites `good science, good planning, good design, and good communication', and offers environmental wisdom that is both highly intellectual and extremely practical. This essay explores the history of the silty sediments that make up the littorals of the Bengal Delta to see how they emerged as an object of scientific inquiry and as part of a hydrosocial and political history. By using the conceptual framing of hydrosociality, the piece investigates the political and legal possibilities of amphibious landscapes to document the colonial legal engagement with and scientific puzzlement over these silty sediments and their postcolonial afterlives. As temporary landscapes, silts and sediments pose (...) a unique problem for historians, for they leave scanty archival traces. When they emerge in the state archive it is as sites of conflict, rather than sites of life. They also emerge as a problem for science to map and solve. This essay gathers some snippets of the fragmentary journey of shoals as they emerge and disappear in the scientific and legal archive. Focusing on three moments of interruption in the colonial and postcolonial encounters with the littorals of the Bengal Delta, it argues that the inability of scientific discourse to come up with a conceptual grammar was conducive to new legal articulations about these spaces. Unfortunately, the consequences of this are playing out in the contemporary moment as a humanitarian crisis. (shrink)

Its focus was the River Red Gum, quite justifiably an Australian icon, and once the most widespread tree in south eastern Australia. The project comprised an installation by three artists and a forty-page publication with essays and visual (...) material from many contributors.The intention of the project (which I developed and oversaw as curator) was twofold. First, I hoped that an examination of the River Red Gum from a number of points of view might help people connect with the tree itself, and more broadly with this place non-Aboriginal Australians so uneasily inhabit. Second, given the tree's central place in Australia's inland waterways, I wanted the art to help people consider the urgent problems facing this ecosystem, such as increased salinity, diminished water flow and environmental degradation. This subject had particular relevance for South Australians, as our state is so dependent on the Murray-Darling River system. For example, in February 1999 the Commonwealth Scientific and Industrial Research Organisation published a media release on "Salt: Australia's Greatest Battle," declaring that we stand to lose a large fraction of our native biodiversity to salinity, and that native tress "remain the front line answer." [End Page 51]Behind the Festival Centre lies the River Torrens and the Adelaide Plains. Along the river are several gnarled old trees, River Red Gums, some of them predating white settlement and bearing the scars of Aboriginal timber collecting activities. The media was full of stories about the way these trees were still being cut down along the Murray further out, regardless of their proven value in filtering water and reducing salinity. The theme of the 2000 Festival was "The New Out of the Old," and it seemed that a project about the relevance of these beautiful old trees would help educate and inspire. We found the subject for the Festival project right in our own backyard.Once committed to the subject, research could begin. First up was the tree's Aboriginal history. The Kaurna people, original inhabitants of the Adelaide Plains, called it Karra or more fully, Karrawirraparri (literally 'redgum-forest-river'). The tree was central to their lives as source of food and shelter, and supplier of timber for shields and other implements. There are incised shields of Red Gum in the South Australian Museum, and delicate drawings of the tree by Jim Kite. The tree's place in Australia's white history can be traced back to explorer's journals where, variously named, it was described as a welcome sign of the presence of a watercourse. More recently it appears in the natural history writing of Eric Rolls and others (Rolls 2002). Ironically the tree's botanical name, Eucalyptus camaldulensis, originated in 1832, when a botanist admired and named a single specimen grown by monks outside Naples, Italy. The eucalyptus was already spreading in 1832.Early in the research it became clear that the Red Gum tree, and the complex set of natural and cultural interactions it engendered, could be seen as a symbol of human interactions with the land in Australia. The tree was much discussed and much loved by Australians, but also much abused. It seemed that bringing together different systems of understanding and representation of the tree could help contemporary urban Australians begin to understand their own connections to it, and to the land as well. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia-in turn, enabling irrigation (...) for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase-with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. This paper focuses on the role of regulation in the shaping new scientific facts. Fleck chose to study the origins of a diagnostic test for a disease seen as a major public health problem, that is, a ‘scientific fact’ that had a direct and immediate influence outside the closed universe of fundamental scientific research. In 1935, when Fleck wrote his book, Genesis and development of a scientific fact, he believed that the tumultuous early history of the Wassermann reaction had come (...) to an end, and that this reaction was successfully stabilized through the standardization of laboratory practices and thanks to the rise of a specific professional segment—the serologists. He could not have predicted that in the 15 years that followed the publication of his book, regulatory measures—barely metioned in his historical narrative—would play a key role in the destabilization of the original meaning of this reaction. The introduction of mass screening for syphilis—mainly via legislation that introduced obligatory premarital tests and promoted the testing of pregnant women—weakened in fine the link between Wassermann serology and infection by the etiological agent of syphilis, the bacterium Treponema pallidum. Fleck elected to study the Wassermann reaction because of its novelty, its complexity, and because it became the focus of a controversy regarding its origins. However, the Wassermann reaction was also one the first examples of a medical technology regulated by the state and incorporated into legal dispositions. It may therefore be seen as an exemplary case of the close intertwining of scientific investigations, their practical applications and regulatory practices. (shrink)

This chapter interrogates Hollywood film as a powerful public pedagogical machine and as an influential component of the broader media culture, that serves as a primary terrain where the authority of violence and the violence of authority expresses, justifies, and legitimates itself in the U.S. Allegiances to, identifications with, beliefs in, desires for, and attitudes about violence, authority, militarism, and power are largely constructed, imbued, directed and shaped through dominant media formations as they create images and spectacles of violence, either (...) real or fabricated. During a time of continuing imperial aggression, expanding Pentagon budgets, increased international violence, growing authoritarian tendencies, and when an “imperially ambitious” United States has embarked on what Anatole Lieven calls a policy of “unilateral global domination through absolute military superiority,” the inculcation into the mass consciousness of the justification for, identification with, acceptance and pursuit of mass violence through military aggression becomes all the more crucial. The Mississippi River flows through American history and culture as a mythic waterway brimming with tragedy and hope, and awash in passionate ambitions and harsh realities. In 1953, a young Charles Dee Sharp traveled twice down the Mississippi to make a documentary film of it, taking black-and-white photographs of the river, its communities, and its people. While Sharp’s documentary never came to fruition, the striking images he captured survived as moving and evocative historical testaments to a lost era, now collected (...) in his new book The Mississippi in 1953. These images create a vivid portrait of America’s heartland a half century ago, and they are enriched with excerpts from Sharp’s original trip journal, intriguing anecdotes from the people he encountered along his journey, and an engaging environmental history of the river by historian John O. MackieAt odyssey 10.488–95, in response to Odysseus' request that he and his men leave her island, Circe states that they must venture to Hades to consult with the Theban seer Teiresias. She gives Odysseus some basic instructions on how to get there and what to do there (10.504–40): he should cross Ocean and beach his ship where there is (...) a remote coastline and a grove of Persephone. He should then go himself to the house of Hades, where he should dig a pit and pour a libation. The location of Hades in the passage is further identified as a meeting point of four separate rivers: Acheron, Pyriphlegethon, Cocytus, and Styx:(10.513–15)There into Acheron flow Pyriphlegethon and Cocytus, which is a branch of the water of Styx, and there is a rock, and the junction of the two resounding rivers.The presence of a river, or a prominent body of water, characterizes the topography of the Underworld in many traditions, and Homer's Hades is no exception. Even though the Underworld in Homer is not really very clearly defined (indeed in Odyssey 10 and 11 it is scarcely "under" at all), one can at least say that rivers and gates are typical features of its landscape. Thus in the Iliad when Patroclus' apparition complains about Achilles' tardiness in conducting a funeral for him, it is specifically gates, 74) and a river (, 73) that he mentions as characteristics of Hades.1 Equally noteworthy is that no name for the river is given by Patroclus, which makes this Odyssey reference to four specific rivers (plus Oceanus) rather striking;2 for such a well–defined topography appears to conflict with the otherwise vague descriptions of Hades in Homer. In the Iliad the only named river in the Underworld is the Styx (2.755,3 8.369, 14.271, 15.37), with no reference to the other three. Likewise in the Odyssey Styx is referred to elsewhere (as the river that gods swear by, Od. = 5.184–86 Il. 15.36–38), but there is no other mention of Acheron, Pyriphlegethon, or Cocytus. Most important, there is no reference to any of these rivers when Odysseus actually conducts his quest to Hades (Odyssey 11), nor in the Second Nekuia of the Odyssey (24.1–204).4 Thus here in Odyssey 10 there seems to be a sudden proliferation of clearly defined rivers: "the rivers have multiplied: Okeanos comes in and so do Pyriphlegethon and Kokytos as well as Styx, and also Acheron."5In response to the apparent suddenness of four Underworld rivers, and the fact that Hesiod seems to know only Styx (Theog. 383, 389–403, 775–806), questions inevitably emerge about the authenticity of the passage. Merry and Riddell in their 1886 edition of the Odyssey felt that such a precise geography was out of keeping with early notions of Hades and that the passage may therefore be a later intrusion. Likewise, more recently, Vermeule raises the question whether it is "possible that these lines have been retrojected into the Odyssey text, in the late sixth or early fifth century."6 The question is not very easily resolved, because even later post–Homeric literature continues to allude [End Page 486] only in a very basic fashion to the Underworld rivers, rather than providing any expansive vision of them.7 Thus it is difficult to be precise about when, and by what process, the individual Underworld rivers enter into Greek perceptions of the afterlife. The names of the rivers (especially Cocytus, from, the verb used in Homer for the high– pitched wail of female mourners) seem to be connected with the pain and suffering associated with death, the funeral rites, and the process of cremation.8 In this sense there is an association with the transition from life to death, and it is appropriate in this context that Odysseus is told that he will meet these rivers on the way to Hades. The Oyapock River has been the border between France and Brazil since the Treaty of Bern came to resolve a centuries-old dispute between the two states. Only populated by indigenous communities and a few adventurers, the two banks of the river are untouched by any lasting colonial and national settlement before the second half of the 19th century. Penal colonization is the formula adopted by the two states to fill the "void" of a border to be formalized. The Huntington, Salamonie, and Mississinewa reservoirs in northern Indiana control seasonal flooding in the Upper Wabash River drainage area. They appeared in the 1960s after a long period of study and planning in response to large-scale flooding in central and southern Indiana in the first half of the twentieth century. Their construction disrupted the pattern of human ecology along the Wabash and its tributaries for many of the watershed’s inhabitants. Supporters touted the projects’ economic and recreational benefits, while opponents experienced (...) the change as a desecration of sacred space. The projects saved millions in property damage and perhaps many human lives, but at the cost of an enduring sense of place amid the advent of a new regime of scientific watershed management and state control over natural resources in the region. This paper explores the history of a unique assemblage of researchers in the geodetic and allied sciences organised at Ohio State University (OSU) in 1947 at the beginning of the Cold War. From about 1950 to 1970, the OSU geodetic sciences group was the most significant group of geodetic researchers in the world. Funded almost entirely by military and intelligence agencies, they pioneered the technologies, organised the research initiatives, ordered the data sets, and trained the generation of geodesists who (...) eventually created the Cold War Figure of the Earth to both prosecute and prevent global nuclear war. They devised elaborate mechanisms to pursue in secrecy and isolation research that had hitherto been performed collaboratively and globally. They invented methods to maintain professional associations and protocols, both to distribute-and disguise-the fruits of their geodetic research. In accomplishing this, their work also undermined the basic hypothesis of isostasy that had been foundational to geodesy for the previous century.Fundamental progress in the geosciences and military and intelligence directives were inextricably linked during the Cold War, although the extent of their convergence has been masked by the security protocols organised to disguise it. With the declassification of key programmes underway, it is now both possible and necessary to substantially revise the history of Cold War-era geosciences and their associated technologies. In the Speech of Pythagoras fromMetamorphoses15, Ovid uses a metaphor of how wax can be stamped with new images to illustrate how theanimacan remain substantially the same while altering in shape when undergoing transmigration. Shortly after he describes how all things are in a state of flux, and compares the flow of time to the movement of a river. In Plato’sTheaetetus, Socrates, in an extended analogy, tells us to imagine that the ψυχή contains a block of wax, upon which (...) are imprinted our memories, while the dialogue also contains a lengthy criticism of the Heraclitean doctrine of flux. This article will argue that Ovid adapts the wax-metaphor from theTheaetetusand that the dialogue also provides the context for Ovid’s allusion to the Heraclitean principle that πάντα ῥεῖ. It will analyse how the wax and river metaphors were transformed in the epistemological theories of the Stoics and the Epicureans in order to demonstrate how Ovid reformulates this series of philosophical discussions for poetic purposes. The final part of this article will discuss how the wax and river metaphors can be read in term of the wider intertextual agenda of the Speech of Pythagoras. (shrink)

The object of investigation was the macrophytes of 10 river lakes with corresponding active river channel stretches of the same length as the cut-offs. The aim was to check the difference in species diversity between cut-off and active river channels. The second aim was to test the following hypothesis: vegetation of river lake has been shaped under the influence of contiguous river stretch (...) which has left a measurable mark in species abundance and composition. To test this, we checked whether a cut-off channel’s flora is more similar to flora of the contiguous river stretch, than to flora of a farther river stretch. During the course of the study it was found that the average species richness was approximately two times higher in the cut-off channels than in the river stretches. The number of the species exclusive for the river lakes was nine times higher in comparison with the river’s exclusives (not found in the cut-offs). The Shannon diversity index definitely spoke in favor of the river lakes. These results clearly show the significance of river lakes in maintaining biodiversity of aquatic ecosystems in a small river valley. We did not confirm our hypothesis concerning floristic relation between an active channel and its cut-offs. The floristic similarity between a given cut-off channel and the contiguous active river channel stretch is not stronger than the similarity between this lake and more distant river stretches. The cause of such a state of affairs may be high natural dynamics of investigated habitats and anthropogenic transformation of the river valley. (shrink)

The balance between births and deaths in an age-structured population is strongly influenced by the spatial distribution of sub-populations. Our aim was to describe the demographic process of a fish population in an hierarchical dendritic river network, by taking into account the possible movements of individuals. We tried also to quantify the effect of river network changes (damming or channelling) on the global fish population dynamics. The Salmo trutta life pattern was taken as an example for.We proposed a model which (...) includes the demographic and the migration processes, considering migration fast compared to demography. The population was divided into three age-classes and subdivided into fifteen spatial patches, thus having 45 state variables. Both processes were described by means of constant transfer coefficients, so we were dealing with a linear system of difference equations. The discrete case of the variable aggregation method allowed the study of the system through the dominant elements of a much simpler linear system with only three global variables: the total number of individuals in each age-class. Image segmentation in land cover regions which are overlapping in satellite imagery, is one crucial challenge. To detect true belonging of one pixel becomes a challenging problem while classifying mixed pixels in overlapping regions. In current work, we propose one new approach for image segmentation using a hybrid algorithm of K-Means and Cellular Automata algorithms. This newly implemented unsupervised model can detect cluster groups using hybrid 2-Dimensional Cellular-Automata model based on K-Means segmentation approach. This approach detects different land use land (...) cover areas in satellite imagery by existing K-Means algorithm. Since it is a discrete dynamical system, cellular automaton realizes uniform interconnecting cells containing states. In the second stage of current model, we experiment with a 2-dimensional cellular automata to rank allocations of pixels among different land-cover regions. The method is experimented on the watershed area of Ajoy river (India) and Salinas (California) data set with true class labels using two internal and four external validity indices. The segmented areas are then compared with existing FCM, DBSCAN and K-Means methods and verified with the ground truth. The statistical analysis results also show the superiority of the new method. Humans have, by biological necessity, always lived in watersheds. This article provides an overview of humans’ relationship to these watersheds as an introduction to a special issue of Thesis Eleven on watersheds. It describes the basic functioning of watersheds, how humans have always depended on them, and how they have slowly begun to manipulate them. Humans across the planet began by making strategic adjustments to water’s downward flow to aid the procurement of water and fish. As small states, empires, and (...) finally the Industrial Revolution unfolded, these interventions became more numerous with greater environmental impacts. The rate of riverine exploitation increased dramatically post-Second World War in line with the Great Acceleration. This, in turn, created our current worldwide ecological crisis. This crisis particularly affects the planet’s watersheds, and in turn, humans. The article ends with the assertion that studies of such a complex event are by necessity multi-disciplinary and inter-regional. It then outlines the contents of this special issue which examines watersheds in Asia, America and Australia. (shrink)

Jerry Fodor now holds (1990) that the content of mental state types opaquely taxonomized (de dicto content: DDC) is determined by the 'orthographical' syntax + the computational/functional role of such states. Mental states whose tokens are both orthographically and truth-conditionally identical may be different with regard to the computational/functional role played by their respective representational cores. This make them tantamount to different contentful states, i.e. states with different DDCs, insofar as they are opaquely taxonomized. Indeed they cannot both be (...) truthfully ascribed to a single subject at the same time. Some years ago (1987), Fodor postulated a notion of mental content which also went beyond that of a mental state's truth-conditions. States whose tokens differ in their truth-conditions, or broad content, might, he claimed, still share a narrow content (NC), which was causally responsible for the shared behavior of the subjects of these states. For instance, two molecularly identical individuals, living in environments in all respects the same, except for the chemical substance of the phenomenically indistinguishable liquids filling their respective lakes and rivers, would behave similarly when having truth-conditionally different thoughts regarding those liquids. According to Fodor, this sameness of behavior was causally dependent on the sameness of the NC of the two individuals' truth-conditionally different thoughts. Now, this way of individuating mental states is still of interest for semantics. Indeed, NC allows one contextually to fix the broad content of a mental state token. Echoing Kaplan's notion of character,1 Fodor explained NC as a function that mapped contexts (of thought) onto broad contents. NC was thus invoked by Fodor mainly in order to account for sameness of intentional behavior. But DDC also plays a role in explaining intentional behavior, precisely by explaining why a subject whose thought-tokens have identical truthconditions may behave differently.. (shrink)

The dam rush in the upper-Brahmaputra River basin and local, minority resistance to it are the result of complex geopolitical and parochial causes. India and China’s competing claims for sovereignty over the watershed depend upon British and Qing Dynasty imperial precedents respectively. And the two nation-states have extended and enhanced their predecessors’ claims on the area by continuing to erase local sovereignty, enclose the commons, and extract natural resources on a large scale. Historically, the upper basin’s terrain forestalled the thorough (...) integration of this region into both nation-states, but recent technological and economic advances have enabled the two states and their agents to dramatically transformed these landscapes. Many of their projects have perpetuated the interventionist hydrological regimes that India and China also inherited from their imperial forebears. Nevertheless, as with their definition of their borders, neither state has highlighted this historical contingency. Instead, both governments have consistently presented their hydropower projects as shining examples of necessary and benevolent development. Their economy-focused, monolithic development paradigms have, not coincidently, also enabled the systemic side-lining of non-majority cultures, religions and histories. The combination of this cultural exclusion and the nation-states’ late integration of this peripheral region has laid the ground for conflict with local groups over the dam rush. Local identities and experiences have evolved around complex religious, cultural and trade networks, many of which were heavily influenced by the now-defunct Tibetan polity, rather than via modern Chinese and Indian nationalist discourses of development. The dam clashes highlight both the basin’s complex cultural matrixes and the ambiguous relationship Asia’s two most populous nation-states have with their respective imperial pasts. And as the situation remains unresolved, the watershed is an ecological catastrophe in waiting. (shrink)

Land use changes threaten agricultural land. If agricultural land is going to be preserved, the social and economic causes of conversion must be understood. However, analyzing the causes of agricultural conversion is complex because trends need to be documented before analyzing the causes. One of the leading uses of agricultural land is for residential purposes. This paper projects residential development in a Hudson River Valley watershed within Dutchess County in New York State using an integrated modeling framework consisting of (...) an econometric model, a geographic information system (GIS), and Monte Carlo simulation. The econometric model is used to project residential development, providing parcel-specific probabilities of residential development. The GIS is employed to extract socio-economic and county-level tax parcel data to be used in conjunction with bio-geophysical attributes, such as slope, soil, and location, to calculate and project growth trends on a residential level for undeveloped land parcels. Monte Carlo simulation is used to distribute these projections into the GIS to display outcomes of scenario analyses to provide policy-makers a demonstration of how policies would likely affect the agricultural landscape of the watershed. The ArgumentThe purpose of this essay is revisionist on two counts: first, that the American colonies and early United States republic kept pace with Great Britain in reaching a relatively advanced stage of industrialization by the early nineteenth century and second, that the Middle Atlantic States shared equally with New England the innovative role in creating America's industrial revolution. In both cases the industrial leaders achieved their preeminence by different routes. By concentrating on the importance of the sources of machine (...) power as the defining characteristic of industrialism, scholars have overlooked alternative paths to industrial change. In Britain steam power and the textile industry were the foundations of an industrial revolution. But in American colonies the use of water power and the growth of industries such as woodworking and building led to an equally revolutionary change in the production of machine-made products. Benign geography in colonial America provided abundant wood and water power and an excellent transportation system based on navigable rivers and a hospitable coastline. But the crucial factors were cultural: the compelling urge to do things with less human work, the open reception to new immigration, a younger and more venturesome population, a favorable legal and fiscal environment for enterpreneurs. In the American context the tendency of scholars to emphasize the leadership of New England was largely a result of the greater local availability of manufacturing records. But recent research has demonstrated that Philadelphia, the largest port of entry in the eighteenth century, was quite naturally a center of innovation in construction materials, woodworking machinery and shipbuilding to meet the needs of the expanding agricultural hinterland and the coastal trade. In sum, the values of an expanding, youthful, skilled population replenished by fresh and venturesome sources from abroad helped shape cultural values that were particularly favorable in the geographic environment of North America for alternative paths of rapid industrial growth. Studies of participatory governance generally examine the input and/or output side of policy processes. Often neglected is the throughput: Does the state have the political and technical capacity to implement the decisions that deliberative bodies make? In this study of Brazilian river-basin committees, the authors find that activists inside and outside the state often must collaborate to overcome resistance to change and provide state officials with resources they lack. They argue that this does not constitute the transfer (...) of state responsibility to private actors but rather the mobilization of a state's capacity to defend the public interest. (shrink)

This paper aims to make a proposal to govern the Peruvian State under the umbrella of management cybernetics, following the paths of the viable system model, proposed by Prof. Stafford Beer, enriched with other soft and hard systemic methodologies and technologies, to cover the soft and hard issues that are part of the complex Peruvian reality at different levels of recursion. For doing this, four defined perspectives were adopted to understand the complexity of Peru: the sectoral view, the regions (...) view, the river basins view and the macroregions view. Peru is seen as a system in focus, defining, for each of these four perspectives, the five systems that VSM has. The application of the VSM in each perspective serves to apply it in two modes: diagnosis and design, according to the respective perspective. Then an integrative analysis and reflection is done considering the four perspectives, to analyze the viability of the VSM approach in the governance of the Peruvian State to establish some conclusions and recommendations in relation to the proposal, appearing at the end of the paper. But the single-mindedness of a river’s flow can also be a source of anxiety. In contemporary America, the Lower Mississippi’s steady westward shift is a prominent example. Were its floodgates removed and the river allowed to “get where it is going,” it would soon abandon the cities of Baton Rouge and New Orleans, decimating their port-dependent economies.An awareness of such fluvial hazards has percolated into the study of ancient history over the last decade and a half, and works on the ancient Mediterranean’s riverine environments have been appearing with frequency. On the Anglophone side, Gregory Aldrete’s Floods of the Tiber in Ancient Rome 2007, Peter Thonemann’s The Maeander Valley 2011, and Brian Campbell’s Rivers and the Power of Ancient Rome 2012 are essential.Katherine Blouin’s new study of the Mendesian nome (administrative division) in Egypt’s northeastern Nile Delta unites these twin streams. The book, an updated version of a French dissertation supervised by Hermon, focuses on the changing course and eventual extinction of the Nile’s Mendesian branch, documenting the effects of a shifting fluvial landscape, environmental stressors, and Roman agro-fiscal policy on the society and economy of the Delta during the first few centuries c.e. By merging Francophone scholarship on rivers, theoretical perspectives drawn from American environmental history, and a thorough command of the papyrological evidence, Blouin has made a significant contribution to the emerging field of ancient environmental history.In her introduction, Blouin grounds herself in what Hermon dubs “l’approche écosystémique” to environmental history. Casting aside environmental determinism and lachrymose tales of pristine nature violated (“l’approche égologique”), ecosystems thinking characterizes environments as “dynamic, multidimensional entities made up of a complex amalgam of continuities and ruptures” (7). While humanity is regarded as a constituent element of the natural world, human beings nonetheless possess the ability to adapt natural phenomena in significant ways. The data were collected during 9.5 months of field work by Sarah Mathew from 2008– 2010. Participants were a representative sample of adult men reliant on nomadic pastoralism for their livelihood. We recruited them in a town close to the ethnic border frequented by nomadic Turkana who live in the surrounding 50 km radius. Recruitment was done with the help of trained local Turkana research assistants. The RA approached potential participants, briefly introduced them to the study, and then asked them (...) to participate. If they agreed, they were brought to the study site described below. We conducted the study in the town center because the risk of raids in the surrounding nomadic settlements was high. We did not recruit from the settled Turkana population in this town center as they are Turkana who have actively pursued schooling and professions outside the pastoral sector, or were forced out of subsistence pastoralism after droughts, epidemics or raids. Nomadic Turkana frequent the perimeter of the town center for a variety of reasons as it is an important trading center and is adjacent to dry season watering holes. Herders from surrounding nomadic settlements frequent the market to sell an animal and purchase tobacco, tea, sugar and flour. Turkana women come to sell milk and collect relief food. Nomadic Turkana periodically come to town to visit their settled relatives. A river runs along the perimeter of town. The wells dug in the dry bed of the river provide water for 1 surrounding nomadic settlements and so herdsmen frequently bring their livestock for watering to the perimeter of town from where we can recruit them.To ensure that our sample is representative of herders within the town perimeter on a given day, we aimed to recruit using the following procedure to the extent that circumstances allowed: First, we specified the age-group that the participant should belong to.
