To donate by credit card, call 713-348 5721.I was about six months into my current PhD research on Buddhist-Christian dual religious identity when I read a profile of Roger Corless in which he spoke about his own Buddhist-Christian identity (or "identities," because Roger saw his Buddhist "self " and his Christian "self " as two distinct identities). Roger immediately earned a place on my "most wanted" list, and when the time came to approach potential interviewees, I was delighted to find that Roger was eager, despite his failing health, to share with me the results of his "experiment" in dual belonging. So, last spring, I stayed with him for a few days and we talked at length about his religious thought and practice.That Roger was a remarkable man is clearly evident in his work: his wit and playful sense of humor, his sharp and inquisitive mind and vast knowledge of his subject, his intellectual integrity and concern for authenticity, and his insightful and innovative perspectives. Roger also possessed a healthy awareness of the potential for theology and "dharmology" to fail to do justice to the Christian's and the Buddhist's experience (which was what he considered to be crucial)—an awareness that was complemented by his remarkable ability to combine an intuitive, emotional response to truth and a sensitivity to the power of myth, symbolism, and poetry, with a thoroughgoing academic rigor. Sometimes he might start an essay with a song and, then, as he put it, "try to convert it into a philosophy," asking any readers who felt he had failed in the conversion to return again to the song, because, as far as he was concerned, the song would be true even if he himself had not correctly understood it. When I met Roger in person, I was delighted to find my sense of his intuitive spirituality, rich imagination, and shrewd intelligence confirmed, and was immediately struck also by his disarming honesty and humbling humility.It is a great privilege to have had the opportunity to meet Roger and talk [End Page 153] with him about his fascinating ideas. I was not always sure I fully understood them, and we certainly did not agree on everything: argue though we did about his notion that there could be more than one "Absolute," we never did come to share a perspective. But his ideas nevertheless continue to be a challenge to me and a reminder of the need for all of us engaged in dialogue to be respectful of the integrity of the religious traditions, and a warning to anyone who, like Roger, sees himself or herself as a person who, rather than simply being engaged in dialogue, is a dialogue, to be wary of quick-fix solutions to the questions and difficulties he or she inevitably faces. As far as Roger was concerned, it was better to live as an authentic Buddhist and as an authentic Christian and to accept what he took to be their conceptual irreconcilability than to accept any tidy reconciliation that might reduce both to the status of merely partial truths... Interest in science and math plays an important role in encouraging STEM motivation and career aspirations. This interest decreases for girls between late childhood and adolescence. Relatedly, positive mentoring experiences with female teachers can protect girls against losing interest. The present study examines whether visitors to informal science learning sites differ in their expressed science and math interest, as well as their science and math stereotypes following an interaction with either a male or female educator. Participants were visitors to one (...) of four ISLS in the United States and United Kingdom. Following an interaction with a male or female educator, they reported their math and science interest and responded to math and science gender stereotype measures. Female participants reported greater interest in math following an interaction with a female educator, compared to when they interacted with a male educator. In turn, female participants who interacted with a female educator were less likely to report male-biased math gender stereotypes. Self-reported science interest did not differ as a function of educator gender. Together these findings suggest that, when aiming to encourage STEM interest and challenge gender stereotypes in informal settings, we must consider the importance of the gender of educators and learners. After years of relative neglect, experimental science has once again become an object of scrutiny. Philosophers such as Hacking and Cartwright have examined contemporary science in an attempt to display the epistemic status of experimental results, while sociologists such as Shapin and Schaffer have focussed on historical cases in an attempt to display the conventional basis of experimentation. In this study I am concerned with the epistemological question: How can one justify the claim that it is rational to believe that (...) the methods of experimental science yield knowledge about the unobserved causal structures of our world? My answer to this question is produced by way of an historical analysis and philosophical retrieval of Robert Boyle's epistemological defense of experimental science. ;The first two chapters examine contemporary issues surrounding experimental science, particularly those challenges posed to its knowledge-producing ability by philosophical instrumentalists and sociological constructionists. I then turn to an examination of Boyle's version of experimental philosophy, which includes a detailed discussion of the background traditions from which he drew in its formulation, and his response to critics of experimentation, such as Hobbes and Spinoza. ;Boyle's work is not only historically important, but is philosophically significant in light of the fact that he developed epistemological strategies in defense of experimental techniques at a time when it was not clear that experimentation would become the standard of modern science. His philosophy is characterized as a sophisticated and complex method that employs the elements of inductive, retroductive, and hypothetico-deductive reasoning. This combination, he argues, yields a system of checks and balances on sense, reason, and ideology that, while fallible, offers us the best assurance that we have of coming closer to the truth about the processes operative in our world. ;In a concluding chapter it is argued that Boyle's philosophy of science, by virtue of its richness and complexity, is sufficient to respond to the general challenges to scientific objectivity posed by sociologists of knowledge, and the more specific challenges to the realist import of the theoretical claims of experimental science posed by philosophers such as Laudan and van Fraassen. Newman and Principe have produced a masterful study of intellectual context, primarily by correcting the commonly held belief that there was a radical break (...) in the seventeenth century between late medieval alchemy and early modern chemistry. Although their main focus is on George Starkey (the 'alchemist') and Robert Boyle (the 'chemist'), they also provide copious details on the chemical practices and theories of Van Helmont, Benjamin Worsley, Frederick Clodius, and Kenelm Digby, among others. It is hard to do justice to their complex study in a short review. Following a brief summary, therefore, I will limit my discussion to how the authors' conclusions are significant for a more in-depth and nuanced understanding of philosophy in the seventeenth century.After a helpful introduction, Chapter 1 outlines the differences in the early lives of the English, aristocratic Boyle and the American, Harvard-educated Starkey. Chapter 2's background on late medieval chemistry includes an examination of corpuscular theories within that tradition as well as Van Helmont's arguments concerning the way in which mathematics is useful for explaining "superficial" changes but not the real, internal changes in bodies. Chapters 3 and 4 provide a close study of Starkey's laboratory notebooks. Among the entries, recorded in a style adapted from Scholasticism, there are passages that adopt the secrecy of alchemy, while others show Starkey's effective use of theoretical principles and such experimental quantitative methods as mass balance. Chapter 5 examines Boyle's intellectual context. Newman and Principe argue convincingly for Starkey's role in Boyle's addition of Helmontian elements to the general Baconian program. Although Helmontian chemistry played a significant role in Boyle's natural philosophy, the authors attribute his meager interest in quantitative measures and analyses to his attempts to use chemistry as a support for mechanism and as evidence against Aristotelianism. The concluding chapter draws together elements from previous chapters to provide the full argument against the idea of a radical break between medieval alchemy and modern chemistry.Newman and Principe's reconsideration of traditional categories surrounding the idea of a radical break should provide an impetus for similar reconsideration in the history of philosophy. As they point out, 'the' mechanical philosophy drew from a diverse range of disciplines. Boyle's eclectic and complex attempt to develop a unique version of the mechanical philosophy can be seen in other English philosophers, especially Locke and Newton. This study provides a promising basis for yet more extensive and refined studies of the seventeenth-century milieu. The continuing over-emphasis on the physical principles of Descartes and Gassendi's versions of the mechanical philosophy and the tendency to reduce all mechanism to their view needs revision. Also in need of reconsideration is the currently popular belief that the study of context simply means adding social elements to an uncontroversial intellectual context. As the authors clearly show, much more work on the intellectual context remains to be done.One line of research in the history of philosophy that could be pursued concerns the role of Francis Bacon in this context. Although Newman and Principe mention the general Baconian ethos, a detailed discussion of Bacon was clearly beyond their scope. Yet Bacon's own debts to chemistry, although frequently unrecognized, seem more significant given this study. Also, it would be interesting to see the extent to which Bacon's works influenced Van Helmont or Starkey. But that, I understand, is what the assignment given to the members of the Society for Buddhist-Christian Studies panel "Constructing Buddhist Identities in the West" called for: I was asked to reflect upon "How I as a Western Christian have appropriated Buddhist practice and teachings into my religious identity." I'm (...) grateful for this invitation, because it has provided me with the occasion to realize, quite startlingly, that what I have thought and written about my "Buddhist-Christian identity" in the past really isn't quite accurate.But first let me offer a bird's eye, and therefore limited, view of my two-faced identity: I was born into a traditional, not very critical, Catholic family in the Chicago of seventy-three years ago. At thirteen, I decided (against my parents' wishes) to enter a minor seminary in order to become a priest, and went through the whole fourteen years of training. For the last four years of that training I had the profoundly good fortune to be sent to Rome, arriving there in 1962, two weeks before more than two thousand bishops marched into St. Peter's Basilica to start the Second Vatican Council (the renewing effects of which were much more lasting, it seems, in my psyche than in the psyche and structures of the Vatican!). Ordained a priest in 1966 and animated with Vatican II's new openness to other religions, I did a dissertation at the University of Marburg, Germany, on Christian theologies of religions. When I returned to the United States in 1972, I taught theology at Catholic Theological Union in Chicago, and when I decided to leave the Catholic priesthood in 1975, I moved to Xavier University in Cincinnati, where I continued teaching theology for some twenty-eight years.It was during those years, in the 1980s, that I began not only to teach courses on Buddhism but also to practice daily Zen meditation. Gradually, I came to realize that Buddhism, its theory and practice, was seeping into and coloring the way I understood and practiced my Christian creed—to the point that in 2007 I took refuge in the Tibetan Dzogchen tradition and since then have been under the guidance of my teacher, Lama John Makransky. An Exploration of Dual Religious Belonging, I started to wonder.2 From her ethnographic study of actual dual belongers, she found that (a) some have a primary religious identity (the group to which I thought I belonged), (b) some alternate between both primary identities, (c) some cannot attribute primacy to either or any identity, and (d) some are too bewildered by it all to say anything.3 As I pondered Drew's description and analysis of her interviewees' meanderings back and forth across religious lines, I had to admit that I wasn't sure where I belonged. So when the request for this paper came along, I saw it as an opportunity to help myself sort things out.An Inappropriate AnalogyMy problem is that as my Christian and Buddhist practices have continued over these recent five to ten years, more and more, I cannot keep them apart. It can refer to the separation of mind and body in classical Western philosophy or to the separation of divine and human in some religious traditions, but religious dualism is also used in the social sciences to describe how two religious systems may relate to each other. Personally, I am interested (...) in this topic because I teach at a Taiwanese seminary, where students draw deeply on Taiwanese culture even as they assert a very clear Christian identity that often challenges or clashes with the broader culture. Like many Protestants, my students generally reject an idea of syncretism while simultaneously affirming Taiwanese culture and many popular beliefs. This dual identity fascinates me.“Dualism” in anthropological research is sometimes used to describe the attachment to two discrete religious or cultural traditions, such as Buddhism and Christianity. An important early theorist was anthropologist June Nash, whose work grew out of ethnographic research in Bolivia and Mexico. Nash looked at Bolivian miners and studied their popular devotion. She wrote that “this technique of syncretizing elements as developed by the Spaniards in the early years of conquest seems alien to the Bolivian way of thinking. It relates to a mode of thinking that accepts only a single, hierarchically defined system of ideas. Indigenous thought is capable of entertaining coexistant and apparently contradictory world views.” Nash says that she “hope[d] to clarify this point of the segmentation in time and space of the two systems, since it defies the model of acculturation as a homogenous blend.”1In this understanding, “dualism” better describes the reality with which many people live than do more general terms like “indigenization” or “acculturation,” and it also resists an understanding that religious traditions simply blend together—rather, they are segmented and retain elements of coherence even when held simultaneously.languages of dual belonging“Dualism” has been helpful because it allows for the recognition that people may belong to two or more distinct traditions. I believe this systemic language holds some real benefits over other approaches, particularly over more general process terms like “contextualization,” “accommodation,” “indigenization,” “acculturation,” “vernacularization,” and so on. These “-ation” words are helpful in pointing to how conversion or Christianization occurs over time, but they also assume a sort of final synthesis or resolution, and for most people this is probably not how it works. This paper briefly treats two approaches to dual belonging, Nicole Constable’s study of Hakka Protestants in Hong Kong and Jon Kirby’s analysis of northern Ghanaian Catholic communities, and then contrasts these with the more theological language of dual religious belonging found in papers by scholars like Paul Knitter.Essentially, dualism proposes a “both/and” understanding, a type of personal or religious emulsion where two systems are mixed together but resist a full integration. For some scholars, this is fundamentally a positive thing, since it allows for the integrity of the different systems. This concept of social justice was taught to me at home, at school and at synagogue. I gave to charities and did occasional charitable work. As my parents had taught me, I taught my own children the spirit of giving, but it (...) did come from a place of obligation, not passion. I have since come to learn that there is a world of difference between just fulfilling our obligations to each other and letting them guide the kind of person we become.It is ironic how the process of becoming a doctor—a person society expects to be selfless— requires total self-absorption. Think about it. I was trained to compete with my classmates in order to be accepted to the best university, medical school, residency, and then fellowship. I spent more than one hundred hours each week in the hospital during surgical residency. If I had free time, I wanted to do what I wanted to do. I was so focused on the end result that I had little time to think of others, let alone to ponder the inequities of the world.Several events led to the awakening of my conscience. One was an opportunity to go to Ethiopia and perform a couple weeks' worth of cancer surgery through Mother Teresa's Clinic. Quite frankly, I went because it seemed like an exciting adventure. However, I was completely overwhelmed by the experience. The conditions were abominable. The stories of each of my patients were heart-wrenching. I encountered a 14-year-old boy, the same age as my son, who had a tumor 15 cm in thickness wrapped around his neck. In order to hide the tumor he wore a scarf, but this still did not prevent him from being shunned. He traveled by himself for several days on a bus to reach the clinic. He had no one to advocate on his behalf, was unable to speak the local language, had never been outside his village (let alone in a motor vehicle), and he fearlessly underwent major surgery all by himself.The inequalities in health care compared to my suburban hospital were unfathomable. I cried every night in my hotel room. There seemed to be no solution to this situation. Soon after I returned home, Ethiopia became a distant memory. The experience cut me to the bone, but for whatever reason, I did not rally. I did not see myself as part of the solution. It took an entirely different international experience to open my eyes.There is a saying, "One goes to the Himalayas to see the mountains, but returns for the culture." In 1982, on a sabbatical from my surgical training, I went to Nepal to see the Himalayas, but fell in love with the people. Living in the most basic shelters, eating the most basic diets, with no access to clean water or toilets and little access to health care or education, the people seemed happy. I was invited into their homes and lives, slept on their straw mats, ate their rice and drank their tea. Their spirit and sense of contentment drew me back over the years 15 times. Nepal became a sanctuary for me, a place that gave me time to reflect upon what is truly important, a place that provided energy and inspiration for me. Its public health and education needs were apparent to me, but again, I felt sympathy for my Nepali friends; I did not see that I could—and must—help.It took a chance meeting to change that. Developments in the field of neuroscience, according to its proponents, offer the prospect of an enhanced understanding and treatment of addicted persons. Consequently, its advocates consider that improving public understanding of addiction neuroscience is a desirable aim. Those critical of neuroscientific approaches, however, charge that it is a totalising, reductive perspective–one that ignores other known causes in favour of neurobiological explanations. Sociologist Nikolas Rose has argued that neuroscience, and its associated technologies, are coming to dominate cultural models to the (...) extent that 'we' increasingly understand ourselves as 'neurochemical selves'. Drawing on 55 qualitative interviews conducted with members of the Australian public residing in the Greater Brisbane area, we challenge both the 'expectational discourses' of neuroscientists and the criticisms of its detractors. Members of the public accepted multiple perspectives on the causes of addiction, including some elements of neurobiological explanations. Their discussions of addiction drew upon a broad range of philosophical, sociological, anthropological, psychological and neurobiological vocabularies, suggesting that they synthesised newer technical understandings, such as that offered by neuroscience, with older ones. Holding conceptual models that acknowledge the complexity of addiction aetiology into which new information is incorporated suggests that the impact of neuroscientific discourse in directing the public's beliefs about addiction is likely to be more limited than proponents or opponents of neuroscience expect. The association of roses with the dead is more Roman than Greek, but perhaps not so much so as one might imagine. Roses are not entirely absent from the Greek milieu, and in fact Vergil apparently drew on Greek rose motifs for the eulogy. Archaeology reveals that roses were an important symbol on (...) tomb stelai, along with the epigraphical references to roses. In general the rose in Greek inscriptions was reserved for girls, but at least one is for a boy, and another for a youth of twenty-two. The behavior of some nightlife-setting patrons would be unacceptable in workplaces or public settings and could cause distress to other patrons. This quantitative study determined 381 young Australian’s descriptive and personal norms regarding four types of sexual behavior. Participants’ personal norms were that these behaviors are wrong, but they reported that the behaviors are common in a nightlife setting. Behaviors such as these could theoretically be prevented by modifying patrons’ descriptive norms with evidence that their beliefs are contrary to individuals’ (...) personal norms of acceptable behavior in nightlife settings. The combination of textures, shadows, (...) colors, forms, and the suggestion of a story, of meaning beyond the exercise itself, drew me in I think. Using an entire large sheet of tan-colored drawing paper, soft vine charcoal, and a kneaded rubber eraser I began to draw, moving from the impossible hat to the model's high cheekbones, deep-set shadowed eyes, soft cheeks, and curved neck. Somewhere between the top of the paper (the crown of her hat) and the woman's face, however, my hand, my self, the drawing, the young woman, and the hat merged by some means outside my control. I was the act of drawing. I was the charcoal, the curved cheek, the dark eyes, the wonderful hat. There were no boundaries among us. No distances. The drawing, it seemed, drew me at the same time that it revealed an image of the model and her black velvet hat on the paper and tied me to the woman seated before me. Booker T. Washington (1856?1915), Principal of Tuskegee Institute, delivered an electrifying oration at the Atlanta Exposition in 1895. He drew cheers from white elites in the segregated audience, as also admiration, initially, from many blacks. Washington's ?Atlanta Compromise? speech unilaterally volunteered forfeiture of black political rights in the hope of white endorsement of limited black access to the lower rungs of the economic ladder. Washington's specific program ? prioritising work, vocational education, racial self?help etc. over any quest for political (...) rights ? was not original. His enigmatic ability to sell these notions to mutually opposed constituencies was startling. As Washington quickly rose to become one of the most powerful figures in America, the fortunes of his people, over the same period, spiralled away into the depths. The great imbalance between gain and loss in the ?Compromise? prompts the question whether or in what degree Washington ever shed a ?slave mentality? early imposed by violence and indoctrination. McCullough et al. argue that humans possess evolved computational systems for implementing retaliatory behavior that both deters aggression and promotes subsequent reconciliation. However, they do not apply this analysis to the sphere of intergroup relations. We believe their model can be usefully extended to this domain and discuss why this would be possible, pertinent, and productive.

This article argues that a new diagram is emerging in the criminal justice system as it encounters developments in the neurosciences. This does not take the form that concerns many ‘neuroethicists’ — it does not entail a challenge to doctrines of free will and the notion of the autonomous legal subject — but is developing around the themes of susceptibility, risk, pre-emption and precaution. I term this diagram ‘screen and intervene’ and in this article I attempt to trace out this (...) new configuration and consider some of the consequences. (shrink)

Prior research on sustainable supply chain management (SSCM) has almost exclusively focused on environmental aspects (GSCM—green supply chain management) and the study of its external drivers and consequences. Framing our study within the “strategy‐conduct‐performance” paradigm, we consider the focal firm's role in the implementation of sustainable supply chain initiatives, social as well as environmental. We use data on the S&P 500 Index retrieved from Bloomberg, including variables for two relevant focal firm strategies: (a) reducing the environmental footprint of the supply (...) chain and (b) reducing social risks in the supply chain (SRSS). Hierarchical logit modeling is carried out to examine the sequential impact of governance board characteristics and the focal firm's adoption of related internal policies and practices on the likelihood of implementing these initiatives along the supply chain. Controlling for industry, firm size, and resources, we find that board structure and diversity influence the implementation of sustainable supply chain initiatives by increasing organizational commitment to environmentally friendly and socially responsible policies and practices. Consequently, empirical evidence exists for the importance of strategic factors, namely a proactive corporate stance on sustainability associated with governance board characteristics, as antecedents of sustainable (environmental and social) supply chain initiatives. Decisions about continuing or terminating a pregnancy touch on profound, individualized questions about bodily integrity, reproductive autonomy, deeply held values regarding one's capacity for parenthood, and, in the case of a high-risk pregnancy, the risks one is willing to take to have a baby. So far as possible, reproductive decisions are made between a patient, in some cases her partner, and her medical provider. However, this standard framework cannot be applied if the patient lacks decision-making capacity. In this essay, we (...) discuss one such case that came before our clinical ethics team. We describe the challenges of respecting a patient's reproductive preferences when the patient cannot share what those preferences are, and we argue that decisions regarding reproductive health care should not be treated with exceptionalism. Rather, they should proceed under the normal processes of surrogate decision-making, including the application of substituted judgment. This approach enables us to take the patient's values into account when considering the questions implicated in reproductive health care, just as we do for other kinds of health care decisions in which a patient's deeply held values are salient. To explore the limits of quantification as a form of rationalization, we examine a rare case of dequantification: race-based affirmative action in undergraduate admissions at the University of Michigan. Michigan adopted a policy of holistically reviewing undergraduate applications in 2003, after the US Supreme Court ruled unconstitutional its points-based admissions policy. Using archival and ethnographic data, we trace the adoption, evolution, and undoing of Michigan’s quantified system of admissions decision-making between 1964 and 2004. In a context in which opponents of (...) the system had legal avenues to engage a powerful outside authority, we argue that three internal features of the University’s quantified admissions policy contributed to its demise: its transparency, the instability of the categories it quantified, and the existence of qualitative alternatives. Our analysis challenges the presumed durability and inevitability of quantification by identifying its vulnerabilities and suggests that quantification should be understood as a matter of degree rather than a simple binary. Earl Conee has argued that the metaphysics of personal identity is irrelevant to the morality of abortion. He claims that doing all the substantial work in abortion arguments are moral principles and they garner no support from rival metaphysics theories. Conee argues that not only can both immaterialist and materialist theories of the self posit our origins at fertilization, but positing such a beginning doesn’t even have any significant impact on the permissibility of abortion. We argue that this thesis is (...) wrong on both accounts. We do so, in part, by relying on a hylomorphic rather than a Cartesian conception of the soul. There are good reasons for believing such a soul theory can favor an earlier origin than the leading materialist accounts. We also show that the theological metaphysics of hylomorphism provide greater support for a pro-life position than the Cartesian position Conee discusses. However, we argue that even on a materialistic account of personal identity, metaphysics has substantial bearing upon the morality of early abortions. (shrink)

In this paper, we analyse the particular phenomena of COVID-19 pandemic shaming. We examine Sartre’s account of the undifferentiated other in the experience of ‘the look’, and his insistence on shame as a foundational relational affect, in order to give a robust theoretical frame to understand how pandemic shaming circulated both online and offline, in targeted and diffuse manners. We focus on two features of pandemic shaming. First, we draw attention to the structural necessity of an audience in acts of (...) pandemic shaming, where the shamer acts on behalf of a community of others, the audience, to perform and enforce a set of standards, values or norms. We turn to the we-experience and collective emotions literature and discuss how the shamer believes themselves to be ‘speaking’ on behalf of a community who share their outrage along with their values. Second, we discuss how the presumption of a collective emotion was frequently mistaken in acts of pandemic shaming, where shaming frequently led to shame backlashes, where the audience revealed themselves not to share the emotion and values of the shamer, consequently shaming the shamer. We argue that Jean-Paul Sartre’s voyeur example is usefully illustrative of the tripartite structure of (1) shamed, (2) shamer and (3) shamer of the shamer that occurs in iterative processes of pandemic shaming, which are accompanied by shaming backlashes. We conclude by reflecting on the socio-historical context for Sartre’s accounts of shame and ‘the look’, namely the German occupation of Paris and Sartre’s experience of the French Resistance movement, and how these yield a particular socio-historical framing that makes evident how the extraordinary pseudo-wartime conditions of COVID-19 rendered atmospheres of distrust and suspicion prevalent. Before there was the digital divide there was the analog divide– and universal service was the attempt to close that analogdivide. Universal service is becoming ever more complex in terms ofregulatory design as it becomes the digital divide. In order to evaluatethe promise of the next generation Internet with respect to the digitaldivide this work looks backwards as well as forwards in time. Byevaluating why previous universal service mechanisms failed andsucceeded this work identifies specific characteristics ofcommunications systems – in particular (...) in billing and managinguncertainty – and argues that these characteristics underliesuccess or failure in terms of technological ubiquity. Developing a setof characteristics of services rather than a set of services is afundamental break with the tradition of universal service. In fact, theimplications of our proposal is that basic characteristics in theoffering of the service rather than the absolute price are critical toclose the digital divide: certainty of total charge, ability to avoiddeposits or disconnection via best effort service, and payer-basedcontrol of all charges. While all of these principles sound obvious infact none of these hold in the telephony network. Universal service hasevolved from common carriage (serve all with no discrimination) to aright to basic services (100% penetration). Universal service isnow discussed as the digital divide, as the access to information asopposed to services becomes increasingly critical. However, we arediscussing in this paper access to the bits and the network rather thanaccess to the information (or intellectual property) once connected. Theprovision of universal service is seen as a technical problem only in thatthe technology costs money – universal service debates have longbeen the domain of economists. Yet the design of protocols has been thedomain of engineers, the building of systems the corporate domain, andthe discussion of equity the interest of ethicists. The design ofprotocols can define the parameters of the corporate decision-makers,the variables of the economist, and the questions for the ethicist. Thedesign decisions made at the fundamental levels can make communicationsequity more or less likely. In this work I focus on the design ofprotocols for the next generation Internet, protocols which willfundamentally change the best-effort nature of Internet services.Building on the economic and ethnographic work of others I argue thatthe effects of protocols adoption on universal service can be predictedto some degree. By examination of past and current technologies Iexamine a set of technical mechanisms to determine how such mechanismsmight harm or enhance universal service. I define each mechanism (e.g.denial of entry) and offer observations about each particularmechanism''s implicit pricing assumptions. I close with a discussion ofinterest to ethicists and regulators on evaluating communicationsprotocols with respect to universal access. Protocols for developingmultiple qualities of service for packet-switched networks have focusedon economic efficiency (e.g. Mackie-Mason, 1995; Choi, Stahl &Winston, 1997; Shapiro & Varian, 1998), billing to encouragewidespread adoption of network innovations (e.g. Xie & Sirbu, 1985)and billing in a manner consistent with the underlying network (e.g.Clark, 1996). Here we examine a set of protocols which include varyingquality of service mechanisms with respect to the compatibility of theprotocols with universal access. (shrink)

We must critically rethink race and genetics in the context of the new genetic breakthroughs and haplotype mapping. We must avoid the slippery slope of turning socially constructed racial categories into genetic realities. It is a potentially dangerous arena given the history of racialized science in the United States and globally. Indeed, the new advances must be viewed in the context of a long history of racial inequality, continuing into the current period. This is more than a question of how (...) carefully we use categories of analysis such as race. Justice and equity must be core to our considerations. There is a community stake in this work that must be seriously considered and included in decision making. A progressive and critical analysis is in order. (shrink)

The standard of disinterested objectivity embedded within the US Data Quality Act (2001) has been used by corporate and political interests as a way to limit the dissemination of scientific research results that conflict with their goals. This is an issue that philosophers of science can, and should, publicly address because it involves an evaluation of the strength and adequacy of evidence. Analysis of arguments from a philosophical tradition that defended a concept of useful knowledge (later displaced by Logical Empiricism) (...) is used here to suggest how the legitimacy of scientific findings can be supported in the absence of disinterested objectivity.
