Several digital contact tracing smartphone applications have been developed worldwide in the effort to combat COVID-19 that warn users of potential exposure to infectious patients and generate big data that helps in early identification of hotspots, complementing the manual tracing operations. In most democracies, concerns over a breach in data privacy have resulted in severe opposition toward their mandatory adoption. This paper examines India as a noticeable exception, where the compulsory installation of such a government-backed application, the “Aarogya Setu” has (...) been deemed mandatory in certain situations. We argue that the mandatory app requirement constitutes a legitimate public health intervention during a public health emergency. (shrink)

The world is about to be swamped by an unprecedented wave of AI-generated content. We need reliable ways of identifying such content, to supplement the many existing social institutions that enable trust between people and organisations and ensure social resilience. In this paper, we begin by highlighting an important new development: providers of AI content generators have new obligations to support the creation of reliable detectors for the content they generate. These new obligations arise mainly from the EU’s newly finalised (...) AI Act, but they are enhanced by the US President’s recent Executive Order on AI, and by several considerations of self-interest. These new steps towards reliable detection mechanisms are by no means a panacea—but we argue they will usher in a new adversarial landscape, in which reliable methods for identifying AI-generated content are commonly available. In this landscape, many new questions arise for policymakers. Firstly, if reliable AI-content detection mechanisms are available, who should be required to use them? And how should they be used? We argue that new duties arise for media and Web search companies arise for media companies, and for Web search companies, in the deployment of AI-content detectors. Secondly, what broader regulation of the tech ecosystem will maximise the likelihood of reliable AI-content detectors? We argue for a range of new duties, relating to provenance-authentication protocols, open-source AI generators, and support for research and enforcement. Along the way, we consider how the production of AI-generated content relates to ‘free expression’, and discuss the important case of content that is generated jointly by humans and AIs. (shrink)

In this paper, we study two companions of a logic, viz., the left variable inclusion companion and the restricted rules companion, their nature and interrelations, especially in connection with paraconsistency. A sufficient condition for the two companions to coincide has also been proved. Two new logical systems—intuitionistic paraconsistent weak Kleene logic (IPWK) and paraconsistent pre-rough logic (PPRL)—are presented here as examples of logics of left variable inclusion. IPWK is the left variable inclusion companion of intuitionistic propositional logic and is also (...) the restricted rules companion of it. PPRL, on the other hand, is the left variable inclusion companion of pre-rough logic but differs from the restricted rules companion of it. We have discussed algebraic semantics for these logics in terms of Płonka sums. This amounts to introducing a contaminating truth value, intended to denote a state of indeterminacy. (shrink)

The paediatric intensive care unit (PICU) is a high-stress environment for parents, families and health care professionals (HCPs) alike. Family members experiencing stress or grief related to the admission of their sick child may at times exhibit challenging behaviours; these exist on a continuum from those that are anticipated in context, through to unacceptable aggression. Rare, extreme behaviours include threats, verbal or even physical abuse. Both extreme and recurrent ‘subthreshold’ behaviours can cause significant staff distress, impede optimal clinical care and (...) compromise patient outcomes. The unique PICU environment and model of care may magnify stressors for both families and staff and the family-centred approach to care (FCC) central to paediatric practice, may also contribute to contextual challenges. Pervasive conflict in paediatric healthcare is harmful for patients, families, PICU staff and the institution more broadly. We propose that caring for children and caring for staff are inseparable goals and the latter has been inadvertently but detrimentally deprioritised as FCC has become a primary focus. A transparent and graded hierarchy of responses to variable levels of challenging behaviour is necessary to ensure that families are supported, while HCPs remain protected in the workplace. This requires establishing firm limits supported by all teams and levels of the institution. As such, we aim to identify and clarify the context and impact of challenging parent and family behaviour in the PICU and to offer potential, proactive mitigation strategies, based on reflections and stakeholder discussion following recent clinical challenges and experiences in our unit. Legal structures may form barriers to, or enablers of, adoption of precision agriculture management with small autonomous agricultural robots. This article develops a conceptual regulatory framework for small autonomous agricultural robots, from a practical, self-contained engineering guide perspective, sufficient to get working research and commercial agricultural roboticists quickly and easily up and running within the law. The article examines the liability framework, or rather lack of it, for agricultural robotics in EU, and their transpositions to UK law, as a case (...) study illustrating general international legal concepts and issues. It examines how the law may provide mitigating effects on the liability regime, and how contracts can be developed between agents within it to enable smooth operation. It covers other legal aspects of operation such as the use of shared communications resources and privacy in the reuse of robot-collected data. Where there are some grey areas in current law, it argues that new proposals could be developed to reform these to promote further innovation and investment in agricultural robots. (shrink)

Paraconsistency is commonly defined and/or characterized as the failure of a principle of explosion. The various standard forms of explosion involve one or more logical operators or connectives, among which the negation operator is the most frequent and primary. In this article, we start by asking whether a negation operator is essential for describing explosion and paraconsistency. In other words, is it possible to describe a principle of explosion and hence a notion of paraconsistency that is independent of connectives? A (...) negation-free paraconsistency resulting from the failure of a generalized principle of explosion is presented first. We also derive a notion of quasi-negation from this and investigate its properties. Next, more general principles of explosion are considered. These are also negation-free; moreover, these principles gradually move away from the idea that an explosion requires a statement and its opposite. Thus, these principles can capture the explosion observed in logics where a statement and its negation explode only in the presence of additional information, such as in the logics of formal inconsistency. Paediatric Intensive Care Units (PICU) are complex interdisciplinary environments where challenging, high stakes decisions are frequently encountered. We assert that appropriate decisions are more likely to be made if the decision-making process is comprehensive, reasoned, and grounded in thoughtful deliberation. Strategies to overcome barriers to high quality decision-making including, cognitive and implicit bias, group think, inadequate information gathering, and poor quality deliberation should be incorporated. Several general frameworks for decision-making exist, but specific guidance is scarce. In this paper, we provide (...) specific guidance on collaborative complex decision-making for PICUs. The proposed approach is on principles of procedural justice and pragmatic hermeneutics. The process encompasses set-up/planning, information gathering, question formulation, analysis (perspectives, values, and principles), action plan development, decision documentation, and a review and appeal mechanism. The process can be adapted to suit other clinical contexts. Research evaluating the process, exploring how best to develop education for clinicians, and how to build a culture that values high quality deliberation, is worthwhile. (shrink)

Social Construction of Technology (SCOT) formed a key component of the ‘new sociology of technology’, which emerged in mid-1980s and heralded the entry of social constructivist theory into the domain of technology from science. A large number of empirical case studies were generated using SCOT methodology in the following three decades, encompassing a wide range of technological artefacts or systems. This essay reviews the trajectory of SCOT as a distinct intellectual tradition in technology studies. First, an attempt is made to (...) appraise and classify the main strands of criticisms against SCOT that have come up over the years. Second, this essay discusses several new conceptual heuristics, which were successively incorporated by the original authors of SCOT, along with the concomitant broadening of analytical units and research questions. We conclude that, while SCOT demonstrated its resilience as a dynamic scholarly tradition and constantly adapted itself to address criticisms through the incorporation of new conceptual tools, the consequent methodological transition had profound implications for SCOT as a theory, somewhat undermining its original agenda and methodological distinctiveness in social studies of technology. In this paper, we study some classes of logical structures from the universal logic standpoint, viz., those of the Tarski- and the Lindenbaum-types. The characterization theorems for the Tarski- and two of the four different Lindenbaum-type logical structures have been proved as well. The separations between the five classes of logical structures, viz., the four Lindenbaum-types and the Tarski-type have been established via examples. Finally, we study the logical structures that are of both Tarski- and a Lindenbaum-type, show their separations, (...) and end with characterization, adequacy, minimality, and representation theorems for one of the Tarski–Lindenbaum-type logical structures. Nearly a million Indian women lack access to safe and dignified abortion services from public healthcare facilities and instead opt to induce abortions by themselves or with the help from unskilled and unauthorized practitioners. Unsafe abortions account for an estimated 9% of all maternal deaths in India despite the legalization of abortion on all grounds since 1971 via the MTP Act. However, the Act technically does not make any provision for abortion based on a woman’s request alone, subjecting her decision (...) to the approval of her healthcare provider, limiting reproductive autonomy. Moreover, the problem of female feticide through sex‐selective abortions has also contributed to a conflicting public agenda that prioritizes preventing the former over allowing women access to abortion services for other reasons. Women who are socio‐economically, culturally, and educationally vulnerable and minors may experience further abortion related stigmatization. These ethico‐legal considerations highlight the need for transition from a provider‐centered to a woman‐centered abortion service model. (shrink)

By virtue of his Essays Montaigne is rightly regarded not only as a radically modern philosopher but also as a transformative educational innovator. He confronted the extent to which pedantry and acculturation can justify cruelty by developing a conception of liberal arts education as the arts of liberation, and at the core of this education he placed the practice of essaying. This article argues that in easing us into essaying practices Montaigne qua educator makes reflexive use of three specific modes (...) of didactic humor: incongruous comparison, subversive superiority, and leveling embodiment. Humor thus emerges as a cognitive disposition and communicative mode especially appropriate to the pedagogical engagement with difference today. (shrink)

. Effective text region extraction and binarization of image embedded text documents on mobile devices having limited computational resources is an open research problem. In this paper, we present one such technique for preprocessing images captured with built-in cameras of handheld devices with an aim of developing an efficient Business Card Reader. At first, the card image is processed for isolating foreground components. These foreground components are classified as either text or non-text using different feature descriptors of texts and images. (...) The non-text components are removed and the textual ones are binarized with a fast adaptive algorithm. Specifically, we propose new techniques for foreground component isolation, text extraction and binarization of text regions from camera captured business card images. Experiments with business card images of various resolutions show that the present technique yields better accuracy and involves low computational overhead in comparison with the state-of-the-art. We achieve optimum text/non-text separation performance with images of resolution 800×600 pixels with an average recall rate of 93.90% and a precision rate of 96.84%. It involves a peak memory consumption of 0.68 MB and processing time of 0.102 seconds on a moderately powerful notebook, and 4 seconds of processing time on a PDA. (shrink)

The coronavirus disease 2019 pandemic has enkindled many mental health problems across the globe. Prominent among them is the prevalence of post-traumatic stress with hosts of its precipitating factors being present in the surrounding. With India witnessing severe impact of the second wave of COVID-19, marked by a large number of hospitalizations, deaths, unemployment, imposition of lockdowns, etc., its repercussions on children and adolescents demand particular attention. This study aims to examine the direct and the indirect exposure of COVID-19-related experiences (...) on children and adolescents and its subsequent relationship with PTS and post-traumatic growth. The direct exposure was operationalized in terms of death or hospitalization in the family, while the indirect exposure was gauged in terms of exposure to media reports of the COVID situation. Data from 412 children and adolescents aged 9–20 years, collected online, revealed 68.9% of them with PTS. Interestingly, 39.8% of those reporting PTS were also experiencing PTG. Arousal appeared to be the most frequently reported characteristics of trauma. The multivariate analysis of variance endorses significant difference between those with direct and indirect exposures to hospitalization. Those with direct exposure to hospitalization reported higher PTS. The indirect exposure of COVID-19-related news through electronic media was also significantly associated with higher PTS. Exposure through print media did not lead to significant difference in PTS, but those reading only magazines reported significantly higher PTG than not reading magazines. The findings are analyzed in the light of unfolding of events during the second wave of COVID-19 in India. (shrink)

A novel piecewise water flow technique for text line extraction from multi-skewed document images of handwritten text of different scripts is presented here. The basic water flow technique assumes that the hypothetical water flows from both left and right sides of the image frame. This flow of water fills up the gaps between consecutive objects but faces obstruction if any object lies in the path of the flow. All unwetted regions in the document image are then labeled distinctly to extract (...) the text lines. However, the technique fails when two neighboring text lines touch each other, as water gets obstructed by the touching segment. To get rid of this difficulty, we have modified the basic water flow technique by iteratively applying the same over the vertically segmented document images. The main purpose of this vertical segmentation is to localize the text line segment where two text lines get joined. These segments are then horizontally fragmented, and each fragment is placed suitably to the text line in which it actually belongs to. This way, the probable data loss during isolation of the touching text line segment is minimized. Both the techniques have been tested on three different databases, viz., CMATERdb 1.1.1, CMATERdb 1.1.2, and ICDAR2009 handwritten segmentation contest pages, respectively. The test results show that the present technique outperforms the basic one for all three databases. (shrink)

In this paper, a novel approach for word extraction and character segmentation from the handwritten Bangla document images is reported. At first, a modified Run Length Smoothing Algorithm, called Spiral Run Length Smearing Algorithm, is applied for the extraction of words from the text lines of unconstrained handwritten Bangla document images. This technique has helped to overcome some of the drawbacks of standard horizontal and vertical RLSA techniques. SRLSA technique has been applied on the Bangla handwritten document image database CMATERdb1.1.1 (...) and the success rate of the word extraction is found to be 86.01%. In the second part of the work, we have presented a useful solution to the problem on how best word images of handwritten Bangla script can be segmented into constituent characters. Moreover, the technique can segment the words having discontinuity in Matra, a prominent feature of Bangla script. It also optimizes the trade-off between under/over segmentation as Matra region and segmentation points are estimated more precisely. As a result, better word segmentation accuracy is achieved with minimal data loss. Here, a success rate of 92.48% is observed on a dataset of 750 handwritten Bangla words which is 3.35% higher than that of our earlier techniques. (shrink)
