In his writings around 1930, Wittgenstein relates his philosophy to the idea of phenomenology. He indicates that his main philosophical project had earlier been the construction of a purely phenomenological language, and even after having given up this project he believed that "the world we live in is the world of sense-data," that is, of phenomenological objects. However, a problem is posed by the fact that he does not appear to have given a full, explicit account of what he means (...) by his 'phenomenology', 'phenomenological language', or 'phenomenological problems'. The aim of this dissertation is to unravel the nature of Wittgenstein's phenomenology and to examine its importance for his entire work in philosophy. ;Phenomenology can be characterized as philosophy whose primary concern is what is immediately given in one's experience. This 'immediately given' is not merely impressions inside one's mind, but includes also the part of objective reality that impinges upon one's consciousness. Thus, an aim of phenomenological enterprise is to grasp this objective reality by attending to immediate experience. Husserl's phenomenology is in fact a case in point. ;Similarly, Wittgenstein's main attention is directed to one's immediate experience. However, the early Wittgenstein's phenomenology is unusual because of the way he views immediate experience. For him, the nature of the immediately given is unique in the sense that the possibility of logic is also based on it. Indeed, the fact that Wittgenstein sees the foundation of logic in immediate experience is what makes his philosophy a kind of phenomenology. In the Tractatus, all logical forms are combinations of the logical forms of immediately given objects of experience. Also, immediate experience can only be grasped and understood by means of language, because Wittgenstein views language as the ultimate medium through which we understand the world. Therefore, the important problem for him is the way we use language to describe immediate experience. In my study, I examine Wittgenstein's concern with immediate experience and the way we describe it, a concern which guides his philosophical journey through the phenomenological problems that pervade his work. The Fourth Industrial Revolution has become a global buzz word since the World Economic Forum adopted it as an annual issue in 2016. It is represented by hyper automation and hyper connectivity based on artificial intelligence, big data, robotics, and Internet of things. AI, big data, and robotics can contribute to developing hyper automation that can increase productivity and intensify industrial production. Particularly, robots using AI can make decision by themselves as human being on complicated processes. Along with the hyper (...) automation, the hyper connectivity increases not only at national, but also global level by using information and communication technologies. IoT is the core technology to create the hyper connectivity in Cyber Physical System that connects technology, nature, and human being. Accordingly, a perfect convergence between ICT and manufacturing can be completed in the Fourth Industrial Revolution era and an extremely efficient flexible production system by spreading IoT in CPS will be established. Under such a condition, innovative clusters must play their traditional roles in cradles of technology innovation and commercialization. It must be difficult challenges for innovative clusters to meet their targets and to be adjusted by the changing new environment at the same time. This paper argues how the Fourth Industrial Revolution can change the global production chain and how core technologies function in industries. Furthermore, it focuses on how innovative clusters have to evolve to respond the Fourth Industrial Revolution. Last, but not least it also analyzes whether or not innovative clusters can play their roles as technology innovation hubs in the real world and CPS in the Fourth Industrial Revolution era. (shrink)

In a knowledge-based economy, the role of regions is regarded as very significant for creating and dispersing knowledge. Particularly, geographical clusters of firms in a single sub-national region and cross-border regions may contribute to transmitting certain kinds of knowledge between and among firms. In addition, markets prefer to favor specialized firms with a coherent body of knowledge when knowledge creation and the use of new knowledge become increasingly important for maintaining and improving a firm’s competitiveness. This means that regional policy (...) makers may not interfere directly with markets and firms when the process of globalization pushes national economies into a world of learning and innovation because the institutional framework for market exchange favors knowledge exchange in a globalizing economic system. This paper argues how a cross-border cluster in the Öresund region between Denmark and Sweden has been created, and which strategies it focuses on in order to strengthen its competitiveness and to generate a further development that aims to become a global innovative cluster. Moreover, it discuses whether the Nordic cross-border cluster, the Medicon Valley is a unique approach in the EU context or not. Wittgenstein frequently uses the word 'aspect' (Aspekt) in his writings from 1947 to 1949. There he uses the word along with aspect-seeing and aspect-change, so that readers are misled into thinking his primary concern in using the word is something like Gestalt psychology or philosophy of psychology per se. However, Wittgenstein's late treatment of aspect is only a special case of a more general problem, namely phenomenology. In the middle-period writings, the word 'aspect' refers to a phenomenological object. Basically, Wittgenstein's (...) aspect means the way an object appears to us. From the perspective of the system of systems development, system-level functional testing is required for designing subsystems. This study utilizes modeling and simulation techniques to analyze the operational behaviors of the subsystems and confirm data communication between them. The targeted system in the study is a naval combat system, which is a typical type of defense cyber-physical system. Three types of models were designed for the simulation testing of the NCS: a combat-management model for simulating the overall computational activities, physical (...) models to confirm the intrasubsystem behaviors, and data integration models to test the intersubsystem communications. These models are realized with the Model-View-ViewModel design pattern, which strongly facilitates graphical user interfaces being decoupled from model logic and data. We consider underwater combat scenarios as an application. Six significant physical subsystems within the NCS are simulated and tested: a ship-steering system, an inertial navigation system, a global navigation satellite system, a periscope, sonar systems, and a plotting board. We expect that the proposed work will play a principal role when analyzing the behaviors and communications of defense CPSs and providing an environment for functional testing as a digital twin. Political insider trading has brought substantial attention to ethical considerations in the academic literature. While the Stop Trading on Congressional Knowledge (STOCK) Act prohibits members of Congress and their staff from leveraging non-public information to make investment decisions, political insider trading still prevails. We discuss political ethics and social contract theory to re-engage the debate on whether political insider trading is _unethical_ and raises the issues of conflict of interest and social distrust. Empirically, using a novel measure of information risk, (...) we find that senator trades are associated with substantially high levels of information asymmetry. Moreover, based on inside political information, senators earn significant market-adjusted returns (4.9% over 3 months). Thus, our results do not support the prediction made by social contract theory and thereby provide a potential resolution to the ongoing debate on banning stock trading for members of Congress. Rather than improving life, multitasking, "user-friendly" technology, and the culture of convenience are producing disorders that range from depression to attention deficit disorder to borderline personality disorder. Byung-Chul Han interprets the spreading malaise as an inability to manage negative experiences in an age characterized by excessive positivity and the universal availability of people and goods. The pessimistic induction over scientific theories holds that present theories will be overthrown as were past theories. The pessimistic induction over scientists holds that present scientists cannot conceive of future theories just as past scientists could not conceive of present theories. The pessimistic induction over realists :4321–4330, 2013) holds that present realists are wrong about present theories just as past realists were wrong about past theories. The pessimistic induction over antirealist theories :3–21, 2014) holds that the latest antirealist explanation of (...) the success of science :891–901, 2003) has hidden problems just as its eight predecessors did. In this paper, I criticize the pessimistic inductions over scientific theories, scientists, and realists, introduce a pessimistic induction over antirealist theories, and then construct two new pessimistic inductions. One is a pessimistic induction over antirealists according to which the author of the latest antirealist proposal cannot see hidden problems with his proposal just as his antirealist predecessors could not see hidden problems with their proposals. The other is the pessimistic induction over pessimists according to which since past pessimists have been wrong about their present scientific theories from the early twentieth century to the early twenty-first century, future pessimists will also be wrong about their present scientific theories from the early twenty-first century to the early twenty-second century. Realism and surrealism claim, respectively, that a scientific theory is successful because it is true, and because the world operates as if it is true. Lyons :891–901, 2003) criticizes realism and argues that surrealism is superior to realism. I reply that Lyons’s criticisms against realism fail. I also attempt to establish the following two claims: Realism and surrealism lead to a useful prescription and a useless prescription, respectively, on how to make an unsuccessful theory successful. Realism and surrealism give the (...) credit for the success of a theory to an appropriate factor and to an inappropriate factor, respectively. Finally, I point out that surrealism is vulnerable to my pessimistic induction :3–21, 2014a) against antirealism. (shrink)

The pessimistic induction holds that successful past scientific theories are completely false, so successful current ones are completely false too. I object that past science did not perform as poorly as the pessimistic induction depicts. A close study of the history of science entitles us to construct an optimistic induction that would neutralize the pessimistic induction. Also, even if past theories were completely false, it does not even inductively follow that the current theories will also turn out to be completely (...) false because the current theories are more successful and have better birth qualities than the past theories. Finally, the extra success and better birth qualities justify an anti-induction in favor of the present theories. (shrink)

Transparency is the order of the day. It is a term, a slogan, that dominates public discourse about corruption and freedom of information. Considered crucial to democracy, it touches our political and economic lives as well as our private lives. Anyone can obtain information about anything. Everything—and everyone—has become transparent: unveiled or exposed by the apparatuses that exert a kind of collective control over the post-capitalist world. Yet, transparency has a dark side that, ironically, has everything to do with a (...) lack of mystery, shadow, and nuance. Behind the apparent accessibility of knowledge lies the disappearance of privacy, homogenization, and the collapse of trust. The anxiety to accumulate ever more information does not necessarily produce more knowledge or faith. Technology creates the illusion of total containment and the constant monitoring of information, but what we lack is adequate interpretation of the information. In this manifesto, Byung-Chul Han denounces transparency as a false ideal, the strongest and most pernicious of our contemporary mythologies. (shrink)

Dawes (2013) claims that we ought not to believe but to accept our best scientific theories. To accept them means to employ them as premises in our reasoning with the goal of attaining knowledge about unobservables. I reply that if we do not believe our best scientific theories, we cannot gain knowledge about unobservables, our opponents might dismiss the predictions derived from them, and we cannot use them to explain phenomena. We commit an unethical speech act when we explain a (...) phenomenon in terms of a theory we do not believe. (shrink)

Pains are unpleasant, universally unpleasant. What seems trivially true has been rejected by various pain scientists because of several phenomena which allegedly show that there can be pain which is not unpleasant. This rejection is partly based on the ambiguity of ‘pain unpleasantness’ which can be avoided by distinguishing between primary and secondary pain affect. As for the alleged counterexamples to the above, I will argue that experiences of episodic analgesia as well as the ‘pain’ experiences of some lobotomized and (...) morphine patients should not be construed as cases in which pain and unpleasantness come apart, but rather as cases in which nociceptive activity and pain dissociate. Regarding the notorious case of pain asymbolia, I will demonstrate that the behaviour of patients with this syndrome suggests that they do feel pain, and that their pain sensations are unpleasant, but much less unpleasant than the pains normal people would have if exposed to the same noxious stimuli. Adopting such an account of these phenomena allows us to retain the widely accepted IASP definition of pain, and thus avoids the issue of integrating non-unpleasant pains into a plausible definition of pain. This article explores the relevance of the Theory of Planned Behavior to whistleblowing research, and considers whether its widely tested validity as a model of the link between attitudes, intention, and behavior might make it an appropriate candidate for a general theory to account for whistleblowing. This proposition is developed through an empirical test of the theory's predictive validity for whistleblowing intentions. Using a sample of 296 Korean police officers, the analysis showed that attitude, subjective norm, and perceived behavioral control (...) all had significantly positive main effects on internal whistleblowing intentions, but for external whistleblowing intentions only subjective norm was significant. The implications of these findings for applying the Theory of Planned Behavior to whistleblowing research are discussed. (shrink)

The current study presents the findings of an empirical inquiry into the effects of Confucian ethics and collectivism, on individual whistleblowing intentions. Confucian Ethics and Individualism–Collectivism were measured in a questionnaire completed by 343 public officials in South Korea. This study found that Confucian ethics had significant but mixed effects on whistleblowing intentions. The affection between father and son had a negative effect on internal and external whistleblowing intentions, while the distinction between the roles of husband and wife had a (...) positive effect on those intentions. The effects of collectivism were also different depending on the specific types of collectivism. Horizontal collectivism had a positive effect on both types of whistleblowing intentions, whereas vertical collectivism did not show any significant effects on whistleblowing intentions. These results indicate that cultural traits such as Confucian ethics and collectivism may affect an individual’s whistleblowing intentions in degree and direction, making blanket predictions about cultural effects on whistleblowing difficult. A historical investigation of the exclusion of Africa and Asia from modern histories of philosophy.

Localism is the view that the unit of evaluation in the scientific realism debate is a single scientific discipline, sub-discipline, or claim, whereas individualism is the view that the unit of evaluation is a single scientific theory. Localism is compatible, while individualism is not, with a local pessimistic induction and a local selective induction. Asay presents several arguments to support localism and undercut globalism, according to which the unit of evaluation is the set of all scientific disciplines. I argue that (...) some of his arguments clash with localism as well as with globalism and support individualism, and that individualism goes hand in hand, while localism does not, with the basic rule of how to evaluate an argument. There are nine antirealist explanations of the success of science in the literature. I raise difficulties against all of them except the latest one, and then construct a pessimistic induction that the latest one will turn out to be problematic because its eight forerunners turned out to be problematic. This pessimistic induction is on a par with the traditional pessimistic induction that successful present scientific theories will be revealed to be false because successful past scientific theories were revealed to be (...) false. This study analyzes the increasing presence and capabilities of wearable computing devices in the cornucopia of personalized digital data. We argue that the institutional data practices typical of Google Glass will pose policy challenges and herald yet another dramatic shift to personalized data marketing. We also highlight the characteristics of Google’s existing synergetic data practices that will shape the development of not only Google Glass, but also all subsequent wearable mobile devices in light of 360-degree data collection. The key organizing (...) concept of our study is the disjuncture between institutional and policy forces in harnessing dual market mechanism, which frames how the new communication industry operates in the marketplace of ubiquitous personal advertising. We conclude by summarizing the three key areas of political-policy concern and suggest future solutions, with the discussion on the future of wearable computing practices related to the freedom of the human body. Indispensablists argue that when our belief system conflicts with our experiences, we can negate a mathematical belief but we do not because if we do, we would have to make an excessive revision of our belief system. Thus, we retain a mathematical belief not because we have good evidence for it but because it is convenient to do so. I call this view ‘ mathematical convenientism.’ I argue that mathematical convenientism commits the consequential fallacy and that it demolishes the Quine-Putnam (...) indispensability argument and Baker’s enhanced indispensability argument. The ethical question is whether university mask mandates should be relaxed. I argue that the use of face masks by healthy individuals has uncertain benefits, which potential harms may outweigh, and should therefore be voluntary. Systematic reviews by the World Health Organization (WHO) and Cochrane Acute Respiratory Infections concluded that the use of face masks by healthy individuals in the community lacks effectiveness in reducing viral transmission based on moderate-quality evidence. The only two randomized controlled trials of face masks published (...) during the pandemic found little to no benefit. Without high-quality evidence, it is difficult to justify a requirement rather than a recommendation. Notwithstanding, one might argue that the precautionary principle justifies mask mandates. If the precautionary principle can justify implementing mask mandates due to the risk of forgoing possible benefit, then it might also be able to justify not implementing mask mandates due to the risk of potential harm caused by the intervention. It is commonly thought that there is little to lose from the use of face masks, but this is not necessarily true. It is possible that masks have done more harm than good. (shrink)

The exchange between Peter Park, Dan Flory and Leah Kalmanson on Park’s book Africa, Asia and the History of Philosophy: Racism in the Formation of the Philosophical Canon took place during the APA’s 2016 Central Division meeting on a panel sponsored by the Committee on Asian and Asian-American Philosophers and Philosophies. After having peer-reviewed the exchange, JWP invited Sonia Sikka and Mark Larrimore to engage with these papers. All the five papers are being published together in this issue.
