From all corners of the globe, the on-line revolution is proclaimed. The imperative is to connect; to shop, work, learn, be governed, even fall in love on-line. Government initiatives proliferate globally, stressing the urgency for citizens to become part of the so called Information Society. In the midst of all this euphoria the question must be raised 'Is this opportunity for all, or just a few?' Information and Communication Technologies are being introduced to the teaching and learning process at an (...) increasing pace. E-government ministers are particularly concerned about the 'have-nets' and 'have-nots' in this 'digital revolution'. Our research in schools and the HE sector, looking at women learning on-line, has indicated barriers. We discuss how gendered relations in the home, work and education go far beyond having access to IT. We illustrate how these relations contribute to the shaping of the gendered experiences of using technology in education. So whilst women are urged to get connected, we ask whether or not they will want to use technology as a tool to learn with. We suggest that the current gendered discourse surrounding technology and its use in all areas of society should inform government on-line learning policies globally, cutting through the euphoric hype. Nation states in the twenty‐first century confront new challenges to their political legitimacy. Borders are more porous and less secure. Infectious disease epidemics, climate change, financial fraud, terrorism, and cybersecurity all involve cross‐border flows of material, human bodies, and information that threaten to overwhelm state power and expert knowledge. Concurrently, doubts have multiplied about whether citizens, subject to manipulation through the internet, have lost the critical capacity to hold rulers accountable for their expert decisions. I argue that the primary threat (...) to democracy is not the public's epistemic incompetence but a slow dissolution of the deliberative practices that are essential for self‐rule. We need a radical reimagining of the sites, forms, and performances of democratic deliberation. For this purpose, the American state needs to reconstitute a public square open to citizens who are deemed to be epistemically competent and capable of informed judgment. (shrink)

We have recently lived through the turmoil of a global financial crisis that originated in the United States and, despite the platitudes of neo-liberal ideology, nation-states were deeply involved in managing this crisis. If “the state” is again a preeminent actor in the global economy, then state theory and the problem of the state should also return to the forefront of political theory. (...) Toward a Critical Theory of States is an intensive analysis of the 1970s debate between state theorists Ralph Miliband and Nicos Poulantzas, including its wider impact on Marxist theories of the state in subsequent decades. Clyde W. Barrow makes unique arguments and contributions to this continuing discussion in state theory and lays the foundation for more theoretically informed empirical and historical research on the state in the age of globalization. He argues that by merely moving past the Poulantzas-Miliband debate, as some have recommended, scholars have abandoned much that is valuable in understanding the state, particularly the need to comprehend the contemporary transformation of the state form and the state apparatuses as part of the new conditions of globalization and transnational capital accumulation. Building upon themes of state restructuring found in Poulantzas and Miliband, Barrow establishes the outlines of an approach that integrates the thought of both to propose a synthetic understanding of the new imperialism. John Barrow is increasingly recognized as one of our most elegant and accomplished science writers, a brilliant commentator on cosmology, mathematics, and modern physics. Barrow now tackles the heady topic of impossibility, in perhaps his strongest book yet. Writing with grace and insight, Barrow argues convincingly that there are limits to human discovery, that there are things that are ultimately unknowable, undoable, or unreachable. He first examines the limits on scientific inquiry imposed by the deficiencies of the human mind: our (...) brain evolved to meet the demands of our immediate environment, Barrow notes, and much that lies outside this small circle may also lie outside our understanding. Finally, having explored the limits imposed on us from without, Barrow considers whether there are limits we should impose upon ourselves. For instance, if the secrets of the atom are to be found only by recreating extreme environments at great financial cost, just how much should we devote to that quest? Though feminists are correct to note that conventional standards of sexiness are oppressive, we argue that feminism should reclaim sexiness rather than reject it. We argue for an aesthetic and ethical practice of working to shift from conventional attributions of sexiness to respectful attributions, in which embodied sexual subjects are appreciated in their full individual magnificence. We argue that undertaking this practice is an ethical obligation, since it contributes to the full recognition of others’ humanity. We discuss the relationship of (...) ethical to aesthetic considerations and argue that the respectful notion of sexiness is a genuinely aesthetic one, even though it does not involve assessment in relation to standards. It is widely agreed that education should involve the development of understanding, critical thinking, imagination, and emotions. However, this book, first published in 1990, argues that our views to these key concepts are confused and inaccurate, and therefore what we do in schools is generally inappropriate to our ideal. This book will be of interest to students of education and philosophy.

My discussion suggests that one of Richard Peters’ main contributions to the philosophy of education was in expounding and stressing the need for a particular view of the subject, essentially conceptual analysis. The paper proceeds to defend this view and Peters’ specific account of education against the charges that his work relies simply on preferred definitions and that it is unwarrantably prescriptive. The practical value of this kind of philosophy is then further assessed, while in the final section attention is (...) drawn to Peters’ commitment to the idea of education being an integrally moral enterprise. Scholars in science and technology studies (STS) have recently been called upon to advise governments on the design of procedures for public engagement. Any such instrumental function should be carried out consistently with STS’s interpretive and normative obligations as a social science discipline. This article illustrates how such threefold integration can be achieved by reviewing current US participatory politics against a 70-year backdrop of tacit constitutional developments in governing science and technology. Two broad cycles of constitutional adjustment are discerned: the (...) first enlarging the scope of state action as well as public participation, with liberalized rules of access and sympathetic judicial review; the second cutting back on the role of the state, fostering the rise of an academic-industrial complex for technology transfer, and privatizing value debates through increasing delegation to professional ethicists. New rules for public engagement in the United Sates should take account of these historical developments and seek to counteract some of the anti-democratic tendencies observable in recent decades. Nearly 70 years after the dawn of the genetic age, biotechnology, scientists proclaim, is poised to rewrite the book of life. Yet, how far can science go in making sense of what "life" means to human beings and societies? This book looks at flash points in law, politics, ethics, and culture to argue that the claims of rewriting life are overblown.

Tachyon paradoxes, including causality paradoxes, have persisted within tachyon theories and left little hope for the existence of observable tachyons. This paper presents a way to solve the causality paradoxes, along with two other paradoxes, by the introduction of an absolute frame of reference in which a tachyon effect may never precede its cause. Relativity for ordinary matter is unaffected by this, even if the tachyons couple to ordinary particles. STS research has devoted relatively little attention to the promotion and reception of science and technology by non-scientific actors and institutions. One consequence is that the relationship of science and technology to political power has tended to remain undertheorized. This article aims to fill that gap by introducing the concept of sociotechnical imaginaries. Through a comparative examination of the development and regulation of nuclear power in the US and South Korea, the article demonstrates the analytic potential of the imaginaries concept. (...) Although nuclear power and nationhood have long been imagined together in both countries, the nature of those imaginations has remained strikingly different. In the US, the state’s central move was to present itself as a responsible regulator of a potentially runaway technology that demands effective containment. In South Korea, the dominant imaginary was of atoms for development which the state not only imported but incorporated into its scientific, technological and political practices. In turn, these disparate imaginaries have underwritten very different responses to a variety of nuclear shocks and challenges, such as Three Mile Island (TMI), Chernobyl, and the spread of the anti-nuclear movement. : This paper defends the commonsense view that judgments about the quality of human achievement in the arts can be true or false and shown to be so by objective reasoning, as against both subjectivist views and, more particularly, the view that they can be quantitatively expressed and scientifically demonstrated. It focuses on Charles Murray's recent attempt to rank-order the great achievers in an objective manner, arguing that it is fundamentally flawed, especially in confusing the quantification of references with an (...) argument for quality. Any attempt to justify a judgment relating to the quality of achievement must involve expertise in the sense, at least, of a thorough understanding of the nature of the activity in question. Nothing in Murray's lengthy book in fact relates to justification for any of the judgments. The paper concludes that the trappings of science do not make for science; that expertise in a field is necessary for making sound judgments in that field; that the broader the judgment, the harder it is to justify; that objectivity is to be distinguished from precision (as truth is from certainty); and that understanding of what counts as literature (art, sculpture, etc.) is an indispensable part of arguing for the quality of a work or an artist. In this paper, I discuss observations on when given by Sandström (1993) for constructions of the form ‘When A B’, where A and B both describe events (as opposed to states). Sandströ m proposes that for events described in the simple past, the temporal interpretation of such sequences varies according to whether A describes a culminated process (CP)(accomplishment) or a culmination (CULM)(roughly, an achievement). She offers an account of this behaviour based on the claim that culminations denote changes of state (...) while culminated processes do not. I argue that this claim is unmotivated, and in addition, draw attention to a range of counterexamples to her generalisation. I present an analysis which is not based on the CP/CULM distinction but relies instead on the distinction originally proposed by Dowty (1979) between the event structures CAUSE-BECOME and BECOME. I show that this distinction is closely related to whether the event has a prototypical agent. It is therefore thematic structure rather than temporal structure that determines the behaviour of when in these cases. (shrink)
