In this open peer commentary, we categorize the possible “neuroscience in national security” definitions of misuse of science and identify which, if any, are uniquely presented by advances in neuroscience. To define misuse, we first define what we would consider appropriate use: the application of reasonably safe and effective technology, based on valid and reliable scientific research, to serve a legitimate end. This definition presents distinct opportunities for assessing misuse: misuse is the application of invalid or unreliable science, or is (...) the use of reliable scientific methods to serve illegitimate ends. Ultimately, we conclude that while national security is often a politicized issue, assessing the state of scientific progress should not be. (shrink)

Together with The Ethics of Ambiguity (1948), these early essays probe the difficulties in moving from an ontology in which violence appears to be inexorable to the terrain of ethical prescription. This essay urges recognition of the continuing relevance of Beauvoir’s philosophy in relation to the renaissance of interest in the theme of vulnerability in contemporary feminist theory. I argue that Beauvoir’s philosophy provides one of the most sophisticated accounts to date of the ethical problems posed by the experiential ambiguities of violence, and that her legacy in this regard is as important and redemptive as ever. More precisely, I read Beauvoir’s early conception of ambiguity as the philosophical predecessor to contemporary deconstructive accounts of corporeal vulnerability.Discourse on the body has governed the evolution of feminist philosophy. Recently, however, the nature of the body under investigation has changed. Whereas previously the critique of the nature/culture distinction dominated [End Page 29] feminist debates regarding the social construction of sex and gender, recent feminist work has consolidated around another conceptual pairing; namely, vulnerability and aggression. In reference to Beauvoir’s philosophical corpus, this recent development is interesting. Her magnum opus, The Second Sex, has attracted more attention because of its centrality in the debates over the social construction of sex and gender, a debate that has dominated feminist philosophy for the last several decades. Indeed, many laud this text for being ahead of its time with regard to the acknowledgement that “one is not born a woman,” but rather becomes one. This essay argues that Beauvoir’s early texts are similarly prescient with regard to the current preoccupation with the philosophical themes of violence and vulnerability. By tracing the development of Beauvoir’s idea of ambiguity, I argue that her conception of the body as the site of both aggression and vulnerability both anticipates and continues to productively address the problem of how one moves from a descriptive ontology to the terrain of ethics. This is a movement that Beauvoir arguably theorized more rigorously than either Maurice Merleau-Ponty or Jean-Paul Sartre, neither of whom published such sustained philosophical work on ethics in his lifetime.1I. Ambiguity in Beauvoir’s Early WorkIn The Ethics of Ambiguity, Beauvoir’s reflections on ethics come from a resolutely secular, existentialist perspective. Beauvoir—like her contemporaries in French existential phenomenology—understood human existence to be essentially marked by failure. Importantly, this failure is not vicious; rather, it is the consequence of the fact that human freedom can only ever be determined in scenes of constraint. Despite her resistance to the universal aspirations of Kant’s ethics, Beauvoir’s understanding of subjectivity as failure is consonant with the Kantian rendering of the ethical agent as a being for whom reason does not infallibly determine the will; indeed, an agent for whom reason is necessarily undone by certain inclinations and contingencies.2 For Kant, it made no sense to speak of the will unless one was referring to a being that had the capacity to act in accord with reason but did not infallibly manage to do so. Hence, ethics is an issue for us precisely to the degree that we are capable of failure. In this sense, ambiguity and failure mark the human condition and our distance from the divine. Reports about possible genetic bases of homoerotic sexual orientation in adults have received a kind of schizophrenic social reception. On the one hand, these reports have been welcomed by some gay men and lesbians as biological confirmation of the commonly held view that sexual orientation is an involuntary trait, that sexual orientation is not in any meaningful sense chosen. Simon LeVay has received mail from thankful correspondents who welcomed his 1991 report about the possible neuroanatomical basis for male homoerotic (...) sexual orientation, and some legal analysts see important implications of biological studies for the ways in which civil rights are recognized, especially those that depend on an immutable characteristic like race or gender. Much of health promotion is premised on the notion that health-related behaviours are under individual control, and strongly influenced by intra-psychic factors, including knowledge and attitudes. The emphasis placed on such factors has led to a neglect of the social and material context in which the individual is situated. This paper describes a number of psychological theories which have influenced health promotion, and suggests ways in which a wider set of psychological theories and methods, which take into account social and (...) material factors, may more usefully inform health promotion initiatives. I explore how endurantists are to handle cases of synchronic bi-location, in which a thing bi-locates at a time (such as by time-travel). I argue that endurantists face significant pressure to posit distinct but structurally identical facts (DSIFs), and critique the fragmentalist approach to bi-location in Simon (2018). Both the positive argument and critique are animated by the observation that handling bi-location cases requires perspicuously describing their spatiotemporal and causal structure. Accordingly, the argument proceeds by considering how endurantists are (...) to think about the metaphysics of place and causation, two issues that are important independent of the thesis about DSIFs. ABSTRACTThis essay explores the phenomenology of hunger in reference to work by Jean-Paul Sartre, Maurice Merleau-Ponty and Simone de Beauvoir. Considering the wealth of references to hunger in phenomenological literature, very little has been written that acknowledges the importance of hunger in French existential phenomenology in particular. With reference to work by the above authors, this essay examines how hunger alters one’s basic experience of space and time, no less one’s sense of social belonging. Phenomenology illuminates dimensions of the human (...) experience of hunger that remain veiled in other discourses, and it is vital that efforts to understand hunger engage the profound narratives of disorientation, illness and shame that come to the fore in this body of work. Yet, most fundamentally, natural law theory is not a political theory, but a moral theory, or more accurately a theory of practical rationality. According to the natural law account of practical rationality, the basic reasons for actions are basic goods that are grounded in the nature of human beings. Practical rationality aims to identify and characterize reasons for action and to explain how choice between actions worth (...) performing can be appropriately governed by rational standards. These standards are justified by reference to features of the human goods that are the fundamental reasons for action. This book is a defence of a contemporary natural law theory of practical rationality, demonstrating its inherent plausibility and engaging systematically with rival egoist, consequentialist, Kantian and virtue accounts. KniselyJudith Butler’s most recent writings are a sophisticated theorization of the significance of human vulnerability as a resource for “a non-violent ethics... that is based upon an understanding of how easily human life is annulled” (Butler 2004, xvii). Butler argues that recognition of the constitutive vulnerability of human existence provides the condition of possibility through which we (...) can respond to an ethical “appeal” or “call” for nonviolence (Butler 2009, 165, 170). This recent work carries on the feminist theoretical tradition of theorizing nonviolence via an attention to human vulnerability that has been strongly present in feminist care ethics (Held 2006; Kittay 1999; Ruddick 1989; Noddings 1984; Gilligan 1982). However, rather than turning to the care ethicists to think through the ethical relationship between vulnerability and violence, Butler produces an innovative feminist ethics by turning to a variety of thinkers in continental philosophy and psychoanalysis, such as Hegel, Freud, Cavarero, and especially Levinas. Butler’s recent discussion of the ethical import of human vulnerability therefore extends a long-standing feminist tradition of arguing for nonviolence while also helping to expand the theoretical resources feminists have used for this task.This article places Butler’s recent ethical focus on nonviolence1 in conversation with Simone de Beauvoir’s earlier existentialist feminist ethical writings2 [End Page 145] concerning the ethico-political import of violence. Ultimately, however, Beauvoir’s argument that ethics are always deeply contextual and are thus normatively ambiguous is a preferable feminist alternative to Butler’s attempt to delineate a specifically nonviolent ethics. This is because Beauvoir gives thorough attention to contexts of oppression as a major mitigating factor that shapes our ethical possibilities.For Beauvoir, there is no guarantee that a nonviolent response to vulnerability is a priori the most ethical response. Beauvoir does not insist on a nonviolent ethics because the ethicality of violence must be derived from within the embodied situations out of which people are acting. Ethicality cannot be determined prior to, or outside of, the lived contexts in which people are situated. Beauvoir’s ethics remind contemporary feminist theorists that both vulnerability, and responses to vulnerability, whether violent or nonviolent, are always contextually mediated by the forces of history, politics, and circumstance. This reminder is essential if we do not wish feminist ethical claims to override the feminist political goal of lessening oppression. Is there a limit to the legitimate demands of morality? In particular, is there a limit to people's responsibility to promote the well-being of others, either directly or via social institutions? Utilitarianism admits no such limit, and is for that reason often said to be an unacceptably demanding moral and political view. In this original new study, Murphy argues that the charge of excessive demands amounts to little more than an affirmation of the status quo. The real problem with (...) utilitarianism is that it makes unfair demands on people who comply with it in our world of nonideal compliance. Murphy shows that this unfairness does not arise on a collective understanding of our responsibility for others' well being. Thus, according to Murphy, while there is no general problem to be raised about the extent of moral demands, there is a pressing need to acknowledge the collective nature of the demands of beneficence. Many countries have attempted to transition to democracy following conflict or repression, but the basic meaning of transitional justice remains hotly contested. In this book, Colleen Murphy analyses transitional justice - showing how it is distinguished from retributive, corrective, and distributive justice - and outlines the ethical standards which societies attempting to democratize should follow. She argues that transitional justice involves the just pursuit of societal transformation. Such transformation requires political reconciliation, which in turn has a complex set of (...) institutional and interpersonal requirements including the rule of law. She shows how societal transformation is also influenced by the moral claims of victims and the demands of perpetrators, and how justice processes can fail to be just by failing to foster this transformation or by not treating victims and perpetrators fairly. In a capitalist economy, taxes are the most important instrument by which the political system puts into practice a conception of economic and distributive justice. Taxes arouse strong passions, fueled not only by conflicts of economic self-interest, but by conflicting ideas of fairness. Taking as a guiding principle the conventional nature of private property, Murphy and Nagel show how taxes can only be evaluated as part of the overall system of property rights that they help to create. Justice or (...) injustice in taxation, they argue, can only mean justice or injustice in the system of property rights and entitlements that result from a particular regime. Taking up ethical issues about individual liberty, interpersonal obligation, and both collective and personal responsibility, Murphy and Nagel force us to reconsider how our tax policy shapes our system of property rights. Religion and Hume's Legacy defies (...) this categorization. Edited by D. Z. Phillips and Timothy Tessin, the book is a collection of 18 essays, most of which connect Hume's philosophy of religion with broader and more contemporary philosophical interests. The authors urge us to take seriously Hume's skeptical challenges and they use Hume as a springboard to develop nontraditional views of the philosophy of religion. The essays were originally presented at the 1997 Claremont Conference on the Philosophy of Religion. Although a few of these are written by prominent Hume scholars, many of the authors are Wittgenstein scholars—as is Phillips himself—and Wittgensteinian perspectives figure prominently throughout the volume.The book is thematically divided into six parts, and at the close of five of these Phillips presents a fictitious dialog—much like a panel discussion—in which about 15 voices debate the topic under consideration. The book's first part is titled "Hume's Epistemological and Moral Critique." The first essay, by Simon Blackburn and titled "Playing Hume's Hand," criticizes Hume's "Bare Claim" about the existence and nature of God. In particular, Blackburn addresses the limitations of Hume's view from a Kantian, Jamesian, and Wittgensteinian stance. The second essay, "Morality and Religion: Towards Meeting Hume's Challenge," by William H. Brenner, draws on Chesterton, Kierkegaard, and Wittgenstein in critique of Hume's conception of an amoral God in the Dialogues.The book's second part is on "Hume's 'True Religion.'" If someone is said to have a mental illness, what about it is mental? What makes it an illness? How might we explain and classify it? A system of psychiatric classification settles these questions by distinguishing the mental illnesses and showing how they stand in relation to (...) one another. This book explores the philosophical issues raised by the project of explaining and classifying mental illness. Murphy argues that the current literature on mental illness -- exemplified by the Diagnostic and Statistical Manual of Mental Disorders -- is an impediment to research; it lacks a coherent concept of the mental and a satisfactory account of disorder, and yields too much authority to commonsense thought about the mind. He argues that the explanation of mental illness should meet the standards of good explanatory practice in the cognitive neurosciences, and that the classification of mental disorders should group symptoms into conditions based on the causal structure of the normal mind. Jerry Fodor has argued that a modular mind must include central systems responsible for updating beliefs, and has defended this position by appealing to shared properties of belief fixation and scientific confirmation. Peter Carruthers and Stephen Pinker have attacked this analogy between science and ordinary inference. I examine their arguments and show that they fail. This does not show that Fodor’s more general position is correct.

In the first book wholly concerned with divine authority, Mark C. Murphy explores the extent of God's rule over created rational beings. The author challenges the view—widely supported by theists and nontheists alike—that if God exists, then humans must be bound by an obligation of obedience to this being. He demonstrates that this view, the "authority thesis," cannot be sustained by any of the arguments routinely advanced on its behalf, including those drawn from perfect being theology, metaethical theory, normative (...) principles, and even Scripture and tradition. After exposing the inadequacies of the various arguments for the authority thesis, he develops his own solution to the problem of whether, and to what extent, God is authoritative. For Murphy, divine authority is a contingent matter: while created rational beings have decisive reason to subject themselves to the divine rule, they are under divine authority only insofar as they have chosen to allow God's decisions to take the place of their own in their practical reasoning. A Citizen Public Debt Audit is an emancipatory praxis that can mobilize citizens to make legible public debt that has been accrued in their name. Ideally, it should hold creditors accountable for debt that is determined to be odious. This study examines the public debt crisis in Puerto Rico to illustrate the historically unjust circumstances under which public debt was accumulated on the island in the context of US federal taxation and economic policies. In an earlier paper, I presented a novel objection to closure-based skeptical arguments. There I argued that the best account of what makes skeptical scenarios effective cripples the closure-based skeptical arguments that use those scenarios. On behalf of the skeptic, Christopher Buford and Anthony Brueckner have replied to my objection. Here I review my original argument, criticize their replies, and highlight two important issues for further investigation.

Drucilla Cornell's Legacies of Dignity: Between Women and Generations proposes a feminist ethics of self-representation that asks what exclusions are necessary to autobiography's constructions of identity. Focusing on the ways in which alterity, particularly linked with figures of the mother, are silenced, it advances a mourning that is transformational. I question Cornell's use of a Kantian concept of dignity and suggest that Irigaray's engagement with Levinas offers another way of conceptualizing the problematic.

In his recent book Bad Beliefs and Why They Happen to Good People, Neil Levy argues that conspiracy theories result from the same rational processes that underlie epistemic success. While we think many of Levy’s points are valuable, like his criticism of the myth of individual cognition and his emphasis on the importance of one’s social epistemic environment, we believe that his account overlooks some important aspects. We argue that social deference is an active process, and as such can be (...) helped or hindered by epistemic virtues and vices. With this in mind, holders of bad beliefs acquire more responsibility than is considered by Levy. (shrink)
