This paper addresses the topic of this special symposium issue: how to enhance the impact of cross-sector partnerships. The paper takes stock of two related discussions: the discourse in cross-sector partnership research on how to assess impact and the discourse in impact assessment research on how to deal with more complex organizations and projects. We argue that there is growing need and recognition for cross-fertilization between the two areas. Cross-sector partnerships are reaching a paradigmatic status in society, but both research (...) and practice need more thorough evidence of their impacts and of the conditions under which these impacts can be enhanced. This paper develops a framework that should enable a constructive interchange between the two research areas, while also framing existing research into more precise categories that can lead to knowledge accumulation. We address the preconditions for such a framework and discuss how the constituent parts of this framework interact. We distinguish four different pathways or impact loops that refer to four distinct orders of impact. The paper concludes by applying these insights to the four papers included in this special issue. Dooley (...) is not content, as have been most critics of Crane, to concentrate on the philosophical cast of ideas in a specific Crane work. Rather, he is inclusive in that he deals with the full range of Crane’s writing—from prose to fiction to poetry, and from early to late expression—and he is systematic in that he finds a close similarity between Crane’s basic beliefs and the formal philosophical system of William James.To the reader well-traveled in Crane criticism, much in Dooley’s account of this similarity has a familiar ring. Crane, like James, posits the absence of God in any traditional sense of a supreme being and therefore the uncertainty of ascertaining truth. We live in a world of multiple realities and distinctive perspectives in which, however, the individual, despite the flux of both experience and perception, can still assert the humanistic values of compassion and fraternity. The value of Dooley’s reading lies less in its freshness than in the range and rigor of his demonstration of its centrality and pervasiveness in Crane’s work. What was before a body of suggestive insights into this or that work by a wide range of critics is here, in Dooley’s perceptive exploration of every nook and cranny of Crane’s writing and belief, brought into clear and persuasive focus.This is not to say that The Pluralistic Philosophy of Stephen Crane is the last word on Crane’s ideas. Dooley’s method of dividing his discussion of Crane’s belief into the traditional philosophical categories of metaphysics, epistemology, and so on produces an impression of uniformity in Crane’s expression of his ideas, whereas there is in fact great variety. Some of Crane’s writing achieves its approximation of Jamesian belief more cogently and with greater literary success than other works containing similar ideas. And Crane’s early work often differs significantly from his later writing in the kind of ideas it engages and in its degree of commitment to specific beliefs. Dooley’s argument that Crane had a coherent system of belief, in other words, tends to obscure the distinctive form which his beliefs took in particular works. What does it mean to be black in America, to exist as a dark physical body, a "colored" voice, a stigmatized being in a society that sees, hears, and acts according to a set of bleaching assumptions? Versions of that question have echoed across our historical landscape ever since James-town, but rarely have they figured so forcibly as in the 1890s, when the Supreme Court upheld Ferguson over Plessy, Jim Crow laws spread through the South, degenerationists elaborated the "problem of (...) the Negro," imperialists hoisted the "white man's burden" of "little brown brothers" abroad, and racial lynching peaked at an all-time high that incited a national scandal. Any radical hopes for Reconstruction after the Civil War had long since vanished by the years of the fin de siècle. And a century later, the gains of a "Second Reconstruction" movement for civil rights have likewise eroded, with unparalleled "hypersegregation" accentuating new patterns of black poverty, unemployment, family disintegration, homelessness, and addiction.1 Being black, in other words, has meant—and, to a considerable degree, continues to mean—being excluded from white society, white prerogatives, even white discourse itself, in a process whose effects insidiously appear to legitimate the very causes that produce them. 1. C. Vann Woodward first warned of this unsettling repetition of nineteenth-century patterns in his 1965 suggestion that the civil rights movement might constitute a "Second Reconstruction" . In his recent reassessment of the troubling implications of that prediction, he notes how ghetto speech is growing more distinct from standard English: "The result is a vicious circle in which the longer blacks are made victims of the white stereotypes that foster hypersegregation, the more they appear to conform to the stereotypes that were used to justify segregation in the first place, and the deeper victims sink in isolation" . The Language of Thought Hypothesis is often taken to have the fatal flaw that it generates an explanatory regress. The language of thought is invoked to explain certain features of natural language (e.g., that it is learned, understood, and is meaningful), but, according to the regress argument, the language of thought itself has these same features and hence no explanatory progress has been made. We argue that such arguments rely on the tacit assumption that the entire motivation for the language (...) of thought consists in explaining the explanandum that allegedly generates the regress. But this tacit assumption is simply false. The Language of Thought Hypothesis is a cogent view and one with considerable explanatory advantages. (shrink)

Crane's volume collects nine essays ranging over an impressive number of fundamental problems of perception. One unique feature of this volume is captured in Crane's hope that "some of the essays in this volume show that there is much that is worth recovering from the sense-data tradition".

Susan Horton, in her discussion of accounts of this sentence [10–14], shows both how R. W. Stallman interprets Crane’s antiwar fiction as a Christian allegory where the word “wafer” functions as a symbol of the Eucharist [130], and how Marston La France rejects Stallman’s interpretation on the basis that Crane is not a Christian, and certainly not a Catholic [99–100]. La France’s rejection of Stallman’s Christian context for atheism is rooted in his interpretation of the sun as a repeated image in the co-text, which he believes signifies nature’s indifference to death, war and heroism. Here the lexemes “pasted” and “wafer” become images of a seal at the end of a legal document, implying the finality of death in war. Milne Holton interprets the image of the sun as a characteristic of the symbolic imagination of the character Henry Fleming rather than of the writer (Crane) [90–91].Horton documents but does not theorize the determining features of these contexts, but this problem can be tackled by applying Marcello Pagnini’s theory of “the introjection of the referent” [9] to explain how the contextual semes of readers, determined by different cultural systems, are introjected into texts. Following Jurij M. Lotman’s typology of cultural systems [Lotman and Uspenskij], Pagnini cites as relevant systems ethics, ideology, history, philosophy, myth, the law, anthropology, politics, ethnicity, literature, aesthetics, psychology, rhetoric and symbolism [34], which represent fundamentally interrelated complexes of systems that make up societies. If Pagnini’s model is taken with that of Richards [267], which conceives of interpretation as a synthesis of propositional inferences in texts with those drawn from readers’ contexts, these two models provide a methodological basis for explaining how the contexts of Stallman’s and La France’s conflicting interpretations derive from philosophically opposed belief systems within culture—Christianity and atheism. These models also help to explain Holton’s interpretation as one located within a different philosophical context, that of the convention of character analysis in fiction, which during the last few decades has developed into the more theoretically sophisticated field of narratology. American literary realism burgeoned during a period of tremendous technological innovation. Because the realists evinced not only a fascination with this new technology but also an ethos that seems to align itself with science, many have paired the two fields rather unproblematically. But this book demonstrates that many realist writers, from Mark Twain to Stephen Crane, Charles W. Chesnutt to Edith Wharton, felt a great deal of anxiety about the advent of new technologies – precisely at the crucial (...) intersection of ethics and language. For these writers, the communication revolution was a troubling phenomenon, not only because of the ways in which the new machines had changed and increased the circulation of language but, more pointedly, because of the ways in which language itself had effectively become a machine: a vehicle perpetuating some of society’s most pernicious clichés and stereotypes – particularly stereotypes of race – in unthinking iteration. This work takes a close look at how the realists tried to forge an ethical position between the two poles of science and sentimentality, attempting to create an alternative mode of speech that, avoiding the trap of codifying iteration, could enable ethical action. … [T]o trace the problematic of writing in the Norris canon is foremost to confirm Fried’s claims about its pervasiveness. Indeed, he now intimates that the problematic pervades the fiction of “other important writers of the 1890s and early 1900s,” work by Jack London, Harold Frederic, and Henry James . On the one hand, this pervasiveness muddies an already ambivalent use of the term impressionism ;10 on the other hand, it augments Fried’s sense that the thematization of writing attained particular (...) moment in the late nineteenth and early twentieth centuries. To my eye, nonetheless, the moment dissolves once its historical isolationism confronts “literary history.” 10. Fried explicitly addresses this ambivalence, explaining that “I am unpersuaded by the many attempts that have been made to define that concept either in relation to French impressionist painting or in terms of a fidelity to or evocation of the ‘impressions’ of one or more characters , but I see no comparably useful designation for the global tendency that Crane, Norris, and Conrad all instantiate” . The term, as I see it however, serves precisely to exclude the global tendency as it is instantiated elsewhere. And yet, to the degree that “impressionism” can now designate a confrontation between the sight of writing and the impressionist emphasis on sight as traditionally understood, Fried, despite all disclaimers, revivifies that tradition . The basic disagreement between Richard Shiff and me is one of approach and ultimately of intellectual taste. What I tried to do in “Painting memories” was read Charles Baudelaire’s Salon of 1846 with a view to construing its central argument as rigorously as possible, which for me meant without appealing, except in one crucial, authorized instance, to other writings by Baudelaire or indeed anyone else. This seemed to me desirable, first, because on the strength of a long familiarity with the (...) Salon of 1846 I had become convinced that it was not the fragmented, somewhat incoherent, less than fully mature performance that many previous commentators had taken it to be but rather that it possessed a problematic consistency, even systematicness, which I wanted to explore; and second, because I had come to feel that one of the principal sources of the dreariness and predictability of much exegesis not only of that Salon but of Baudelaire’s art criticism generally was the tendency of many commentators to treat his art writing as a single, barely differentiated mass, to be supplemented when desired by selected passages from the lyric poems. Let me be as clear as I can. I am not claiming that the only fruitful approach to Baudelaire’s art criticism is to consider each of his writings in isolation from the rest. I am saying that the widespread tendency to read a particular Salon or article on the visual arts in the light of others has meant that insufficient attention has been paid to the workings of individual texts, with dismaying consequences both for our understanding of those texts and for our sense of the shape of Baudelaire’s intellectual career. It is commonly claimed that Kant's critical philosophy aims to limit reason's speculative use and its metaphysical pretensions. This paper argues that such claims should be amended in light of a technical distinction between negative limits and positive boundaries that Kant held throughout his career. Kant's only extended discussion of this distinction appears in §§57–60 of the Prolegomena, a division entitled “On pure reason's boundary‐determination”. I examine these sections in detail in order to elucidate the account of the limits and (...) boundaries of the activity of different cognitive faculties in the Critique of Pure Reason. I argue that once we understand a key ambition of the Critique to be the positive determination of the boundary between objects of experience and things in themselves, we gain insight into the essential contribution that Kant's theory of the positive utility of ideas of reason makes to the critical philosophy. We can find in the passages that set out the Master Argument a precursor to the paradox of knowability. That paradox shows that if all truths are knowable, all truths are known. Similarly, Berkeley might be read as proposing that if all sensible objects are (distinctly) conceivable, then all sensible objects are conceived.

In Western Kenya, smallholder dairy production is becoming incrementally commercialized through the commodification and sale of milk through formal market channels. While commercialization is often construed as a way to boost rural livelihoods through increased income from milk, emerging evidence suggests that married women are not directly benefiting from formal milk market participation. This critical issue of gender power imbalance has been framed by development interventions in economic efficiency and social justice perspectives, but thus far interventions in the sector have (...) not addressed how underlying social-market mechanisms embedded in gendered ideology influence smallholder engagement in dairy commercialization. Drawing on feminist theories of power and social embeddedness, this study investigates how gendered power relationships materialize and influence formal milk marketing engagement and practices in Western Kenya. Facilitated discussion groups with smallholder farmers revealed the gendered ideologies and norms that ascribe masculinized meaning to cattle, milk, and commercial enterprise. Key informant interviews with commercial dairy management and farmers were used to identify current practices for increasing women’s formal market participation—namely, direct payments to women for milk deliveries. Findings from this study indicate that cattle and formal dairy market participation are imbued with gendered meaning that create legitimacy around men’s privilege over dairy proceeds. Interventions in the sector aimed at addressing gender power imbalances must acknowledge this dynamic, and accept the social trade-offs and gendered costs of dairy commercialization. (shrink)

Charisma is a concept with a peculiar history. It arose from theological obscurity through social science, from which it passed into popular culture. As a social science concept, its significance derives in large part from the fact that it captures a particular type of leadership. But it fits poorly with other concepts in social science, and is problematic as an explanatory concept. Even Weber himself was torn in his use of the concept between the individual type-concept and a broader use (...) of it to characterize the sacral character of culture and institutions. Which use is fundamental? Neither use seems to be able to be extended to account for the other, and in practice the term serves as a heterogenous residual category. Shils’ argument that the charisma of central institutions was fundamental was an attempt to make sense of the examples of institutional charisma that fell into this residual category, such as the jury, and assimilated charisma to the idea of the holy. But this conflicts with Weber’s idea of the originary or creative character of individual charisma, which by definition cannot derive from preexisting sacral qualities. Weber’s account of individual charisma focuses on success, and this suggests the idea that the power of the charismatic leader arises from the ability to confound and surpass expectations - to be extraordinary. This allows us to reconsider ‘originary’ charisma, and assimilate it both to rational choice and to Steiner’s account of taboo. A leader who produces a change in our risk perceptions by proving our previous perceptions wrong by the success of the leader’s actions is providing a novel rational choice for us: a new option together with new estimates of the risk in a course of action. Weber explained the situation of primitive or magical morality in terms of magical charisma producing taboos that were then rationalized, leading to permanent norms - which relies on the notion of charisma without explaining it. But Steiner goes further, by suggesting that taboo represents the intellectual organization of danger through the act of interdiction. The power to interdict is not based on some other power, but rather the power to organize danger through interdiction is originary. Is there originary charisma today? Or is the commonplace use of the term ‘charisma’ a transformation of the concept into something else? In popular culture, the term refers to role-models who break new ground, and if we consider the ‘dangers’ that they appear to their audiences to overcome, the phenomenon is not so different. Charisma seems to collapse into personal style, but in a world in which the old interdicts have lost their power, style itself becomes a matter of experimental success in the face of social danger. The 2014 SSE Conference near San Francisco is now behind us, and I’d rate it as quite successful. Apart from the predictable good times shared with friends whom we see only at these get-togethers, several things in particular stood out for me. First, Gerald Pollack’s Dinsdale lecture on the fourth phase of water was unusually interesting, and in fact all the invited talks were both stimulating and entertainingly presented. (Kudos again to Adam Curry for putting together a really first-rate program, (...) and to Jerry Gin for doing such a wonderful job as local host.) Although I wasn’t monitoring the behavior of attendees generally or invited speakers in particular, I happened to sit near or next to Gerald Pollack for much of the meeting. And I have to say that I was also struck and impressed by his attentiveness and openness to the rest of the program. If he missed a presentation, I didn’t see it, and I believe he took careful notes of most (if not all) of the talks as well. I doubt this was a mere courtesy. I believe Pollack exemplifies the kind of inquisitiveness, open-mindedness, and intellectual courage I at least take to be a prerequisite for membership in the SSE, but which one sees all too infrequently in the Academy, or in the real world generally. Moreover, the conference was quite well-attended, and I was pleased (and somewhat surprised) that many of those present don’t yet qualify for membership in the AARP.1 The shortage of “young blood” has been a concern, not just for the SSE, but also for other similarly minded organizations to which I belong (e.g., the Parapsychological Association and the Society for Psychical Research)2. Indeed, the SSE Council routinely considers ways to encourage the recruitment and participation of new and young members. Brenda Dunne has certainly helped with this by organizing and hosting the New Members and Young Investigators meetings at the annual conferences, and my spies informed me that this year’s meeting was again a success (and not just because the pizza was very good). Skeptical theism is a popular - if not universally theistically endorsed - response to the evidential problem of evil. Skeptical theists question how we can be in a position to know God lacks God-justifying reason to allow the evils we observe. In this paper I examine a criticism of skeptical theism: that the skeptical theists skepticism re divine reasons entails that, similarly, we cannot know God lacks God-justifying reason to deceive us about the external world and the past. This in (...) turn seems to supply us with a defeater for all our beliefs regarding the external world and past? Critics argue that either the skeptical theist abandon their skeptical theism, thereby resurrecting the evidential argument from evil, or else they must embrace seemingly absurd skeptical consequences, including skepticism about the external world and past. I look at various skeptical theist responses to this critique and find them all wanting. (shrink)

This was one of SCSS president Stephen M. Krason’s “Neither Left nor Right, but Catholic” columns that appeared in Crisismagazine.com and The Wanderer. At a time when there is increased discussion about the need for criminal justice reform, he points to several areas that must be addressed: overcriminalization, vagueness of laws, the decline of mens rea, too much readiness on the part of American police to arrest, excessive incarceration, and prosecutorial abuse.

Iowa's Rochester Cemetery is one of the most unusual and biodiverse prairies left in America, boasting more than 400 species of plants--337 of them native to the region--on its thirteen-and-a-half acres. Among them are fifteen massive white oaks that stood watch as the surrounding landscape was converted into farmland after Euro-American settlers arrived in the 1830s. The cemetery is the last resting place of these pioneers and their descendants, down to the present. Graves and wildflowers are scattered across the hills (...) that geologists consider sand dunes; these are held in place by the deep roots of the plants and people. Pioneer cemeteries have been recognized as important prairie remnants and seed banks ever since Aldo Leopold, another Iowa native, called attention to them in his landmark essays of the 1940s, as he developed the new field of ecological restoration. At Rochester Cemetery, the drama of the prairie's survival continues to this day, in a controversy that flares up as reliably as spring's shooting stars. To botanists across the country, this place is a pilgrimage site. To local residents, it is either a source of pride or a shameful weed lot. To the photographer and writer Stephen Longmire, it is a place where the stories of the rural Midwest are written on the land--a long exposure, extending back to the days when Meskwaki Indians camped nearby and wildfire held back the forest. In the creative tension between people and place, Rochester's prairie holds its native ground. Historic cemetery plantings grow wild among the native wildflowers, and bright plastic flowers decorate modern graves. In compelling photographs and prose, Longmire shows this patch of original Iowa to be a living record of all the land's uses since its settlement. (shrink)

An obsession with constitutional reform characterized Canadian politics between 1987 and 1992. This reflected the failure of traditional mechanisms for bridging linguistic and regional differences in Canada, and the spirit of contentiousness and rightsconsciousness that has been encouraged since the passage of the Charter of Rights and Freedoms in 1982. These efforts to reform the constitution failed. In the 1992 referendum a majority of both French- and English-speaking Canadians, and majorities in 6 of the 10 provinces, rejected proposals supported by (...) the country's political and economic elites. Support for the reform proposals was greatest among the more affluent parts of Canadian society. Despite the fact that both French and English Canada rejected the proposed reforms, their reasons for doing so were quite different. In the wake of this failure, the terms of a reconciliation between the aspirations of French and English Canada are elusive as ever. (shrink)
