The authors of the article analyze the influence of the numinous as an existential state and the structure of the unconscious, which causes sacred amazement and fear in a person on the choice of love in its gender-based manifestations. On the basis of the methodological strategy of metaanthropology, the choice of love is conceptualized in the ordinary, the ultimate and the transcendent existential dimensions of human being, which correspond to the ordinary, the personal and the philosophical worldview. In the methodological (...) coordinates of C. Jung's psychoanalysis, the manifestations of the numinous in the archetypes of Anima and Animus and their influence on the decisive manifestation of love in the life of a man and a woman during the formation of a worldview are investigated. The actualization of the philosophical worldview, in which there is a free maturation of ideals, values, the destruction of outdated worldview attitudes and the establishment of a new being, leads to the integrity of the personality and the unity of individuals in love and co-creation. Under the influence of this, the emphasis in the numinous changes from horrible to sacred. This leads to worldview freedom in the choice of love, which becomes truly humanistic and constructive. The article highlights the theoretical foundations of information support of public administration. The paper considers and analyzes effective information and telecommunication systems for implementing information security in public administration, including the development and implementation of a scientific approach to it. The research focuses on the amount of information that moves in the information system of public administration activities and provides authorities received mutually reinforcing effect "economies of scale" that is traditional in costs by increasing the scale of production.

У статті здійснюється історико-філософський розгляд контроверсійних підвалин комунікативних стратегій, де під контроверсіями розуміється принцип суперечності діалогу як такого, а під комунікативними стратегіями – діалог як «раціональна комунікація», тобто комунікація з наперед заданою метою. Показано зв’язок між морально-етичною настановою історичних періодів та принципом діалогу, притаманного цій добі. Виявлено, що принцип діалогу, запроваджений ще у добу Античності як спосіб знаходження порозуміння, знайшов своє продовження у диспутах середньовічних університетів та жанру діалогу доби Відродження. Водночас індивідуалізм доби Відродження, раціональна настанова Просвітництва та наукові дослідження (...) Нового часу усталили суб’єкт-об’єктний принцип взаємин; відновлення принципу діалогу як засобу порозуміння, пов’язується, зокрема, із працями представників комунікативної філософії. Svitlana Shkil’s article «Reception of meeting Patriarch Kirill and Pope Francis in the information space of the Russian Orthodox Church» examined reaction to a meeting of religious leaders in Havana speakers of the three trends in Russian Orthodoxy - conservatives, fundamentalists, liberals. This unprecedented event caused a wide resonance in the Russian information space of the church, caused a broad discussion on the future of Russian Orthodoxy.

The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human nature, our intentions, (...) goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. In the article, the scenario-moulding is evaluated through the linguistic and conceptual accessibility of the future and the moral challenges of doing and allowing harm to the future participants of the practical discourses rooted in the present-centered scenarios. The viability of the scenarios is suggested to be defined by the alienation from the present and past imaginative contexts, as well as by overcoming the projections of humanity exclusiveness through inversible forecasting with the shift from human power to vulnerability as the (...) key issue in scenario-making. The eccentric approach to the future makes it possible to review both intergenerational and intragenerational perspectives of the future through the chronological distance and yet-inexistent subjects’ expectations and needs simulation. Taking to account the impact of the past, present and future otherness implies the three-dimensional assessment model involving metaphorical evaluation of the past-rooted patterns as paradise lost, illusions of the accessible futures as paradise found, and refusal of the futurized present expectations for the yetunknown imaginative future contexts as paradise conceptually postponed. The approach can find its practical application in tailoring and evaluating migration solutions and scenarios. (shrink)

In this article reviews the historiography of modern scientific research achievements of the youth movement of the late nineteenth ofGalicia- 30th years of twentieth century. The writer states that generalize the work, which comprehensively reviewed their development work on the history of individual societies, studies of specific areas of their activities, historical and biographical and other different genres publication is a significant contribution to the development of modern historiography of the problem.

Prior negative performance and wrongdoing are difficult for applicants to overcome during their job search. The result has often been that they resort to lies and deception in order to obtain employment. The present study examines “stealing thunder” as a trust repair tactic that might be useful for overcoming prior indiscretions when it is used by applicants during the selection interview process. Stealing thunder refers to the self-disclosure of negative information that preempts allegations of wrongdoing by third parties such as (...) hiring managers. Data were collected using a scenario-based 2 X 2 experimental design in which perceptions of integrity, trust, and employability were measured. Results indicated that a stealing thunder strategy that involved accepting responsibility under a low likelihood of transgression discovery led to higher ratings of trust than blaming others when discovery of wrongdoing was imminent. The stealing thunder strategy was somewhat more effective than when a traditional, post-allegation apology was used. But stealing thunder did not lead to higher levels of an overall willingness to hire the applicant. (shrink)

The article deals with four original scripts for Munda languages, invented in the 20th century by the native speakers of Munda. These are as follows: Ol Chiki, invented by Raghunath Murmu for Santali language; Sorang Sompeng, invented by Mangei Gomango for Sora; Warang Citi, invented by Lako Bodra for Ho; Bani Hisir, invented by Rohidas Singh for Mundari. The author analyzes the structures of the character sets and makes assumptions regarding the origins of the characters. In some cases, the author (...) proposes alternative versions of the origins of the Warang Citi script, which was widely examined by Heinz-Jürgen Pinnow. Certain characters of Sorang Sompeng might bear resemblance to the Latin script and some Indian scripts, while Bani Hisir seems to have been influenced by Ol Chiki and partly by Warang Citi. Today local, national and international ethics committees have become an effective means of social regulation in many European countries. Science itself is an important precondition for the development of bioethical knowledge and ethics expertise. Cultural, social, historical and religious preconditions can facilitate different forms and methods of ethics expertise in each country. Ukrainian ethics expertise has some methodological problems connected with its socio-cultural, historical, science and philosophy development particularities. In this context, clarification of some common legitimacies or methodological approaches to (...) ethics committee (EC) phenomena such as globalization, scientization and the prioritization of an ethics paradigm are very important. On the other hand, elaborate study and critical analysis of international experience by Ukraine and other Eastern European countries will provide the integration of their local and national ethics expertises into a world bioethics ethos. The article considers the features contemporary transformations narratives official Russian Orthodoxy in the years 2015-2016. At the end of 2015 and in 2016 narrative "Russian world" Patriarch and his entourage tried to upgrade using the ideal of "solidarity." The ideas of "solidarity" in the XX century evolved differently in Catholic social teaching and fascism. Spokesman of the Russian Orthodox Church sees the embodiment of the ideals of solidarity in the best manifestations of Soviet mentality. "Solidarism" in the rhetoric of the (...) Patriarch and his entourage are a means of legitimizing Russian nationalism and revanchism. According to the Patriarch of core values and "Russian world" is "faith, state, justice, solidarity and dignity." These values must be an alternative to liberal values - freedom, rights, human rights. According to Patriarch values should determine the policy, and especially value the unity of the Russian people and state. This means that the patriarch claim to symbolic power over the politicians of Russia and neighboring countries. Іn rhetoric of patriarch the West, with its core value of freedom, embodies evil. Russia tempted by Western values, and this is the cause of many crises. The role of savior in this narrative belongs to the church and its leadership. Present rated as the culmination of the struggle between good and evil. The future victory of good patriarch linked not only to preserve the unity and uniqueness of Russia, but the triumph of traditionalism in Europe, the adoption of the values of solidarity society. Автор аналізує гендерні схеми, що базуються на кодуванні "своїх" та "чужих", їхнє значення в пізнанні соціальної реальності, визначає роль гендерних стереотипів у продукуванні й підтримці ієрархічних взаємовідносин у суспільстві. Визначено соціальний зміст гендерних ролей, їхнє значення у виробленні суспільних моделей поведінки.

The article is devoted to populism as a political phenomenon and as an object of analysis in po- litical theory. The focus is on the debate around the definition of populism. The article reviews various approaches to the study of populism, particularly ideological and discursive approaches. The author also analyses populism from the point of view of the normative theory of democracy and discusses the issue whether populism is a threat to liberal democracy or a correction of it. The problem (...) of defining ‘the people’, a key populist concept, is considered separately, and it is concluded that nationalist and populist discourses essentially intersect, so it is impossible to separate them completely. The article argues for a discursive approach to populism. Populism’s primary feature is a claim to speak in the name of the people. Populism is an element of the representative demo- cracy and represents both its constant potential and a menace to it. Populism also appeals to the claim for democratic legitimacy that is a basic normative demand in modern societies. It is logi- cal to consider populism not as the essential characteristic of a political actor (party, movement, leader) who is or is not a populistic but as the aggregation of the populist repertoire, a combina- tion of its elements and their orientation. Our study shows that 26 % of respondents believe that the End of the World will not arrive. Twenty-four per cent of respondents are skeptical about the likelihood of the Apocalypse, but they admit its possibility. Thirty-seven per cent of respondents believe that the End of (...) Time will not come soon and the remaining 13% expect the Apocalypse very soon. Some respondents indicate that growth in the rate of prophecies connected with the End of the World in recent years suggests that humanity itself seeks it, while 9 % of respondents state the religious point of view in their works. Also 9 % of respondents believe that there will be no destruction of civilization or destruction of the planet but there will be a mental transition to another level of being. The existence of correlation between creative thinking and eschatological expectations was also empirically established in our study, especially in the group of respondents with a high level of verbal creativity. There is no correlation between the index of non-verbal creativity, personal religiosity and eschatological expectations in the sample. These results confirm that our study is relevant and offers great prospects for further scientific research. (shrink)

The topicality of the issue on communities being restructured as a result of migration processes, in particular in Europe nowadays, leads to academic discussions on identity transformations under the pressure of the migrations, as well as to integration rethinking. The approach to integration has changed significantly, and the idea of the Other as an individual or a group in need of being adjusted to the social-cultural space of We has faded away, while being substituted by the recent shift from diversity (...) to superdiversity, the nation-focused models of integration considered outdated. Integration emerges as a relation-based process aimed at communicative and discoursive discovering of the social and cultural markers disclosing the possibilities for citizens to reach social cohesion advantages, without the latter being instrumentally imposed through unifying efforts of those in power. The article dwells upon the questions, issues and conclusions of the recent discussion “Who needs integration?”; and the discoursive aspect of integration based on D- principle and migration-related aspects of its implementation has been paid due attention as well. Static and dynamic identity issues have been studied in the context of conflict-related migration situation in Ukraine. The challenges and practical discourses implying integration have been reviewed through the surveys’ data, 2017- 2019, on the protracted displacement, relations between displaced persons and host communities, tolerance and civic engagement. Post-conflict reintegration problems have been outlined in the conclusions, through the issues on “return vs. integration” choice, “red lines”, and educational means and limitations of influence on the restructured communities, – as the perspectives for further research in the framework of the study. Due to the spread of the Covid-19 virus, all countries began to introduce quarantine measures, which led to the closure of all higher education institution indefinitely. They were forced to switch to a distance learning process in a short time. The readiness for this process was different, purely technical problems arose - the lack of the Internet, computers, educational materials on the network. And most importantly, the teachers are not ready for distance learning. The IT industry was the first to (...) respond to the needs of teachers and students in physical culture and sports: the power of channels was increased, a large number of services and tools for teaching appeared. For video conferencing, the ZOOM tool turned out to be very popular, a large number of blogs with training recommendations were published on social networks, distance courses were held on the development of training resources and the organization of training. After the weakening of quarantine in the world, it became clear that humanity has entered a new stage of development, where distance learning will play a big role. Therefore, it is important to analyze the results of the distance learning process and determine the priority ways of developing online education in training future managers of physical culture and sports. The article considers the features of gender researches in the context of significant changes taking place in the technical and technological sphere of modern society. The authors considered it their task to trace the evolution of the gender issue starting with the actual ignoring of scientific and technological progress realities in early feminism to the natural synthesis of this issue with the achievements of technoscience and information technology. The most modern form of such a synthesis was cyberfeminism. The authors were (...) meticulous about the terminological apparatus of this problem, about the explication of the newest concepts, which, thanks to gender studies, have significantly enriched the modern humanitarian discourse. The peculiarity of this study is an attempt to identify the logic of gender research evolution, which adjusts to the formation of a new humanism, awareness of the identity of many strata of modern society and the search for the ways to struggle for their rights and their future. The article outlines the methodological principles of gender studies, because it is the methodology that allows you to productively develop these studies in the context of postmodern humanities. As a result of the study, the constructive possibilities of gender research, the prospects of their methodology, which allows to form the foundations of modern humanism, to find upgrades as to solve existing problems so to anticipate new challenges of the XXI century. Basing on foreign sources, where the gender problem is being studied quite actively and is developing rapidly, the authors of the article also analyze the state of gender research in Ukraine, which takes into account the realities of technoscience and information technology. The article reveals the issues of interdependence of the development of human capital in public administration on the level of its provision by the state in the context of COVID-19. In a democratic, civil, postmodern society, one of the main tasks is the development of systems for managing the efficiency of human capital in the context of public administration, as a means of obtaining higher levels of labor productivity. The article is devoted to revealing the phenomenon of contemporary changes in the language space, in accordance with the processes of transition that take place in the economy of Ukraine in the context of knowledge representation, neuro-modeling and artificial intelligence. The relevance and expediency of the study are due to the uncertainty to some extent of innovative processes occurring in the development of the contemporary Ukrainian language in connection with the transitional processes in the economy. У статті визначено особливості наукового методологічного підходу до розв’язання антропологічних проблем; показано, що проект комплементарного пізнання має визначальне значення для новітніх методологій людинознавства. Для української філософської антропології це означає реінтеграцію в смисловому полі уявлень про цілісність людського буття. Розглянуто разики методологічної гібридизації. Йдеться про надмірний інтегратизм, аматорство тощо. Виявлено межі інтеграції природознавчої та гуманітарної методологій. У контексті ідей «фундаментальної онтології» обґрунтовано, що методологічна сфера науки зараз неможлива поза концепцією смислоутворення. Проаналізовано, через які причини жодна з наук нездатна обійти присутність людського (...) буття та охопити своїм уявленням повноту його єства. Проаналізовано хибні наслідки розширеного витлумачення понять філософської антропології. Доведено, що вичерпність знань можлива лише в межах способу, який має дискурсивно-прагматичний характер. У цій статті вивчені позиції М. Гайдеггера, М. Бубера, М. Фуко та використано для визначення поняття гібридизації тощо. Це розкриває науково-дискурсивну конотацію концепції. (shrink)

In the article actualized an importance of scientific researches of nature of the deviant phenomena in church circles; also the problem of sexual crimes of modern priests is considered, as well as the questions of public relation and reaction of Church on deviant phenomena are reflected.

The essential factors of implementation of gender identification in the context of social and communication interaction have been considered in terms of the social and philosophical analysis. The author focuses on the achievements of postmodern philosophy in terms of the scientific analysis that focused on the problem of understanding gender marking subjectivity not as immutable biological forms but as socially constructed conducted by certain types of social and communicative strategies. The author indicates that different social aspects of biological sex of (...) the individual associated with the process of public perception and the system of established socio-cultural relationship. These require the individual to a particular type of gender communicative behavior, the most appropriate in a particular society, and language becomes from an external tool in a tool of external means of formation of subjectivity, begins to define the essential contents of the subject. Language appears not only a way of individuals communication, but it is also organic strategy "involvement" of the subject in contemporary culture system, it acts as the key to his self-expression and identity. The author emphasizes that gender role is a differentiation of activity, status, rights and duties of individuals based on their gender; it belongs to the category of social roles and expressing certain social expectations. The value-regulatory system family, which brought up a specific person, has an influence on the formation of gender roles. In terms of the communication gender display is means of gender roles implementation. Gender identity should not be seen as attributive property of the individual, but it should be seen as a model of social and communicative behavior, that enables selection of the most effective communication strategies for social interaction and social causes of self-identity. This article attempts to present the dialogue between 19th – century Kyiv academic philosophers and Kant regarding the issues related to the “pedagogical paradox” formulated in his Lectures on Pedagogy. The main finding is the specific contributions made by Kyiv academics to Kant’s reasoning about education. Such a peculiarity was defined by the educational paradigm based on the requirements of the Charters of the Russian theological academies, which mandated that all philosophical doctrines be considered from the perspective of Orthodox Christian (...) dogma. This approach led to the recognition of the child’s full right to humanity, thereby reinforcing Kant’s postulate on the universal significance of education. Simultaneously, it expanded the possibilities for overcoming the contradiction of the pedagogical paradox, allowing Kyiv academic philosophers to pose a fundamental question about how to create a space of freedom in education. By acknowledging the capacity for moral freedom as inherent in the child’s nature, the strategic logic of pedagogical interaction in the reasoning of Kyiv academics shifted from Kant’s “active expectation” – where the child intellectually matures to understand moral ideas – to a logic of “interactive support,” where educators assist the child in realizing their personhood through accessible forms of moral activity. Consequently, within the context of these discussions, the theme of pedagogical creativity emerged prominently in the Kyiv philosophical and pedagogical discourse of the 19th century, underscoring the impossibility of standard solutions in a field where freedom and necessity are constantly negotiated. The article deals with the problem of possibilities of implementing the experience of transhumanism into the educational sphere. It is concluded that education, as a culturally creative component of society and human life, not only transfers the experience of the past, but also outlines the orientations of the future, preparing a person for life in a society where intellectual resources and innovations play a decisive role. Its effectiveness is predetermined by the degree to which a person is prepared for changes, (...) effective actions to solve the contradictions of social development. Methodological potential of the experience of transhumanism in educational development has been revealed in this research as the realities of the present form a number of new challenges to education. The concept of transhumanism focuses the educational process upon the need to find and create identical and cultural forms by the human being according to social requests; it points up the worldview-axiological and purposeful foundations of human objective reality. In the educational domain, the methodological possibilities of transhumanism are directed to the discovery of the individual nature of a human being. Educational activity is increasingly focused upon developing learning capacity which is considered as a process of self-knowledge, self-creation, self-building of the environment and a human being. Bible, a new, not dogmatic reading of its ancient stories, but also an objective and scientific analysis of the knowledge about it that has accumulated in its time by world scientific criticism. The main objects of technological influence on humans are the brain and the genome. Ethical aspects of human enhancement need philosophical understanding. J. Harris made a significant contribution to the development of this issue. The article presents his teachings of “enhancing evolution”, according to which human improvement is a reasonable way of development. The awareness of the ethical issues associated with the imperfections of these technologies and the problems associated with the perspective of their application to human embryos has contributed to the holding of International Summits on Human Gene Editing. The analysis of the results of their work gives us the opportunity to assert that there is a consensus among scientists to prevent the practical application of inherited editing of the human genome today. The article emphasizes that now, in the conditions of existential threats, risks that have an integrated manner, it is extremely necessary to focus on axiological, ethical and humanistic values in the system of scientific knowledge. Scientists should focus on the socio-cultural dimension of human improvement. In this context, bioethics, which has become the answer to many ethical questions and problems, becomes extremely important. Bioethics can become the basis for creating science-based balance between the practical application of technologies for human improvement and human rights, the principles of humanism and progress.
