Bird kill rate and disruption of habitat has been reported when industrial wind turbines are introduced into migratory bird paths or other environments. While the literature could be more complete regarding the documentation of negative effects on birds and bird habitats during the planning, construction, and operation of wind power projects, there is sufficient evidence to raise concerns. Authoritative and mandatory vigilance monitoring and long-term surveillance over the life of the industrial wind facility are lacking. By the time the documentation (...) of the rate of bird kills, including that of endangered species is available in an environs of an industrial wind turbine facility, the damage may be irreversible. This article briefly explores the negative environmental impacts of the siting of industrial wind turbines and associated infrastructure, including transformer stations and transmission lines, in proximity to migratory bird corridors, wetlands, and nesting grounds. Research is required prior to proceeding with further industrial wind development in these environs. The authors propose that there is sufficient scientific evidence to require invoking the precautionary principle and halting further development until these risks are resolved. (shrink)

Metaethics, understood as a distinct branch of ethics, is often traced to G. E. Moore's 1903 classic, Principia Ethica. Whereas normative ethics is concerned to answer first order moral questions about what is good and bad, right and wrong, metaethics is concerned to answer second order non-moral questions about the semantics, metaphysics, and epistemology of moral thought and discourse. Moore has continued to exert a powerful influence, and the sixteen essays here represent the most up-to-date work in metaethics after, and (...) in some cases directly inspired by, the work of Moore. In his 1958 seminal paper “Saints and Heroes”, J. O. Urmson argued that the then dominant tripartite deontic scheme of classifying actions as being exclusively either obligatory, or optional in the sense of being morally indifferent, or wrong, ought to be expanded to include the category of the supererogatory. Colloquially, this category includes actions that are “beyond the call of duty” (beyond what is obligatory) and hence actions that one has no duty or obligation to perform. But it is a (...) controversial category. Some have argued that the concept of supererogation is paradoxical because on one hand, supererogatory actions are (by definition) supposed to be morally good, indeed morally best, actions. But then if they are morally best, why aren't they morally required, contrary to the assumption that they are morally optional? In short: how can an action that is morally best to perform fail to be what one is morally required to do? The source of this alleged paradox has been dubbed the ‘good-ought tie-up’. In our article, we address this alleged paradox by first making a phenomenological case for the reality of instances of genuine supererogatory actions, and then, by reflecting on the relevant phenomenology, explaining why there is no genuine paradox. Our explanation appeals to the idea that moral reasons can play what we call amerit conferring role. The basic idea is that moral reasons that favor supererogatory actions function to confer merit on the actions they favor—they play a merit conferring role—and can do without also requiring the actions in question. Hence, supererogatory actions can be both good and morally meritorious to perform yet still be morally optional. Recognition of a merit conferring role unties the good-ought tie up, and (as we further argue) there are good reasons, independent of helping to resolve the alleged paradox, for recognizing this sort of role that moral reasons may play. Mindfulness-based interventions (MBIs) are being actively implemented in a wide range of fields – psychology, mind/body health care and education at all levels – and there is growing evidence of their effectiveness in aiding present-moment focus, fostering emotional stability, and enhancing general mind/body well-being. However, as often happens with popular innovations, the burgeoning interest in and appeal of mindfulness practice has led to a reductionism and commodification – popularly labelled ‘McMindfulness’ – of the underpinning principles and ethical foundations of such (...) practice which threatens to subvert and militate against the achievement of the original aims of MBIs in general and their educational function in particular. It is argued here that mindfulness practice needs to be organically connected to its spiritual roots if the educational benefits of such practice are to be fully realised. (shrink)

We explore the different meanings of “quantum uncertainty” contained in Heisenberg’s seminal paper from 1927, and also some of the precise definitions that were developed later. We recount the controversy about “Anschaulichkeit”, visualizability of the theory, which Heisenberg claims to resolve. Moreover, we consider Heisenberg’s programme of operational analysis of concepts, in which he sees himself as following Einstein. Heisenberg’s work is marked by the tensions between semiclassical arguments and the emerging modern quantum theory, between intuition and rigour, and between (...) shaky arguments and overarching claims. Nevertheless, the main message can be taken into the new quantum theory, and can be brought into the form of general theorems. They come in two kinds, not distinguished by Heisenberg. These are, on one hand, constraints on preparations, like the usual textbook uncertainty relation, and, on the other, constraints on joint measurability, including trade-offs between accuracy and disturbance. This paper addresses an alleged paradox regarding gratitude—that a duty of gratitude is odd or puzzling if not paradoxical. The gist of our position is that in prototypical cases, gratitude expression falls under a distinctive deontic category we call morally expected—which has a corresponding contrary deontic category we call morally offensive. These categories, we maintain, need recognition in normative ethics to make proper sense of the moral status of gratitude expression and other morally charged restrictions on action, and likewise to (...) make proper sense of the moral status of failures to abide by such restrictions. Global democratization cannot be achieved by simply replicating familiar democratic institutions on a global scale. We must explore alternative institutional means for establishing democratic institutions at the global level within the present pluralist structure of global power.

Moral phenomenology is (roughly) the study of those features of occurrent mental states with moral significance which are accessible through direct introspection, whether or not such states possess phenomenal character – a what-it-is-likeness. In this paper, as the title indicates, we introduce and make prefatory remarks about moral phenomenology and its significance for ethics. After providing a brief taxonomy of types of moral experience, we proceed to consider questions about the commonality within and distinctiveness of such experiences, with an eye (...) on some of the main philosophical issues in ethics and how moral phenomenology might be brought to bear on them. In discussing such matters, we consider some of the doubts about moral phenomenology and its value to ethics that are brought up by Walter Sinnott-Armstrong and Michael Gill in their contributions to this issue. This book explores the influence of Foucault's later writings on basic theoretical and research concerns in the social sciences. The introduction contextualizes the development of Foucault's writings within a biographical frame and leads into Foucault's College de France lecture, Kant on Enlightenment and Revolution which, along with Colin Gordon's commentary, raises the issues crucial to Foucault's latter project - the relationship between reason and liberty. The answer suggested - involving a reformulation of the relationship between the subject and power - (...) connects with the issues raised in subsequent chapters, including Pasquino's focus on the relationship between the governmentality of the modern state and the self-governing individual and Meuret's analysis of the link between Adam Smith's novel conception of political economy and the emergent political structures of modern capitalist states. The following four chapters all extend Foucault's insights into new domains of social analysis, namely the role of language in constructing and governing the econmomy (Miller and Rose), and the shifting relations between sovereignty and responsibility in the welfare state (Donzelot). We set forth a rationale for the legitimacy of generalized conditionalization, and we explain why our new argument for thirdism is immune to two attacks that Pust (...) Here we argue that this metaethical position, which we will henceforth call ‘analytical moral functionalism’, is untenable. We do so by applying a generic thought-experimental deconstructive recipe that we have used before against other views that posit moral properties and identify them with certain (...) natural properties, a recipe that we believe is applicable to virtually any metaphysically naturalist version of moral realism. Since the establishment of the National Council for Vocational Qualfications (NCVQ) in 1986, the influence of the competence-based approach, which underpins National Vocational Qualifications (NVQs), has spread beyond its original remit and now extends into schools and higher education. Competence strategies are criticised for their conceptual imprecision and their behaviourist, foundation. More significantly, it is argued that the competence approach displays confusion and incoherence in its interpretation and use of the ideas of ‘knowledge’ and ‘understanding’, and so should be challenged (...) and resisted by educators committed to these values. The philosophical account of vagueness I call "transvaluationism" makes three fundamental claims. First, vagueness is logically incoherent in a certain way: it essentially involves mutually unsatisfiable requirements that govern vague language, vague thought-content, and putative vague objects and properties. Second, vagueness in language and thought (i.e., semantic vagueness) is a genuine phenomenon despite possessing this form of incoherence—and is viable, legitimate, and indeed indispensable. Third, vagueness as a feature of objects, properties, or relations (i.e., ontological vagueness) is impossible, because of (...) the mutually unsatisfiable conditions that such putative items would have to meet. In this paper I set forth the core claims of transvaluationism in a way that acknowledges and explicitly addresses a challenging critique by Timothy Williamson of my prior attempts to articulate and defend this approach to vagueness. I sketch my favored approach to truth and ontological commitment, and I explain how it accommodates the impossibility of ontological vagueness. I argue that any approach to the logic and semantics of vagueness that both (i) eschews epistemicism and (ii) thoroughly avoids positing any arbitrary sharp boundaries (either first-order or higher-order) will have to be not an alternative to transvaluationism but an implementation of it. I sketch my reasons for repudiating epistemicism. I briefly describe my current thinking about how to accommodate intentional mental properties with vague content within an ontology that eschews ontological vagueness. And I revisit the idea, which played a key role in my earlier articulations of transvaluationism, that moral conflicts provide an illuminating model for understanding vagueness. (shrink)

We here propose an account of what it is for an agent to be objectively justified in holding some belief. We present in outline this approach, which we call transglobal reliabilism, and we discuss how it is motivated by various thought experiments. While transglobal reliabilism is an externalist epistemology, we think that it accommodates traditional internalist concerns and objections in a uniquely natural and respectful way.

This case study of Central American migration to Washington, DC closely examines how gender is related to the decision to migrate, as well as the choice of destination. The study investigates the social and economic conditions in sending Central American countries as well as those in a receiving city in the United States to determine why women predominate in certain labor migrations. A macrostructural analysis accounts for the conditions that delimit the flow of international migrants, but a concept termed gendered (...) labor recruitment provides the link between macro- and microlevels of analysis. Results of the research indicate that approximately seventy percent of the initial Central American migrants to the nation's capital in the 1960s and 1970s were women and that their migration may be attributed partly to informal labor recruitment. Over the years, Washington's government, diplomatic and professional workforce “recruited,” made arrangements for, or returned to the nation's capital with foreign workers who could provide basic services, primarily as domestics and child-care providers. Thomas More’s Utopia, a book that will be 500 years old next year, is astonishingly radical stuff. Not many lord chancellors of England have denounced private property, advocated a form of communism and described the current social order as a “conspiracy of the rich.” Such men, the book announces, are “greedy, unscrupulous and useless.” There are a great number of noblemen, More complains, who live like drones on the labour of others. Tenants are evicted so that “one insatiable glutton and (...) accursed plague of his native land” may consolidate his fields. Monarchs, he argues, would do well to swear at their inauguration never to have more than 1,000lbs of gold in their coffers. Perhaps this is one reason why Utopia is... (shrink)

Pressures are mounting upon Australian retailers including their ability to grow profit. Price deflation for many items, a lack of wage growth, and, the rise of huge online platforms is just some of the factors now creating difficulties for retailers. In the absence of sales growth, profit can only be improved with a focus on the cost side of the business. And, it is this focus that has brought about the potential for unethical decision making. This case study examines the (...) role of accountants in influencing this decision making. Accountants are often seen as the experts when it comes to cost control. Consequently, they have a unique opportunity to use their position to help ensure that when governance processes surrounding cost (and profit) management are established, or when key decisions are made, these are undertaken on an ethical basis. This teaching case explores this issue within three scenarios relevant to the current Australian retail industry. Firstly, the ethical concerns of the use of power by the big retailers to reduce costs within international and domestic supply chains are examined. Secondly, recent instances of questionable practices to inflate profits through rebate, and other, accounting methods are analysed. Finally, the design of remuneration systems is discussed within the context of whether these are creating unethical biases within organisational decision making. (shrink)

The fact of a religiously plural world is one that is readily acknowledged by believers and non-believers alike. For religious believers, however, this fact poses a set of problems. Religions, at least most of the world's great religions, seem to present conflicting visions of the truth and competing accounts of the way to salvation. Faced with differing accounts of God in Judaism, Buddhism, Islam or Hinduism, what, for example can the Christian claim for the truth of Christian beliefs about God? (...) John Hick, reflecting on the phenomenological similarity of worship in some of the great religious traditions, asks ‘whether people in church, synagogue, mosque, gurdwara and temple are worshipping different Gods or are worshipping the same God?’ . He rejects two possible answers to this question: that there exist many Gods, or that one religion, for example Christianity, worships the true God while all other religions worship false gods, which exist only in their imaginations. Presenting no less than a history and critique of the concept of the aesthetic throughtout modern Western thought, The Ideology of the Aesthetic is a critical survey of modern Western philosphy, focusing in particular on the complex relations between aesthetics, ethics, and politics.

Although it has been given qualified approval by a number of philosophers of education, the so-called ‘therapeutic turn’ in education has been the subject of criticism by several commentators on post-compulsory and adult learning over the last few years. A key feature of this alleged development in recent educational policy is said to be the replacement of the traditional goals of knowledge and understanding with personal and social objectives concerned with enhancing and developing confidence and self-esteem in learners. After offering (...) some critical observations on these developments, I suggest that there are some educationally justifiable goals underpinning what has been described as a therapeutic turn. Whilst accepting that ‘self-esteem’ and cognate concepts cannot provide a general end or universal aim of education, the therapeutic function is more valuable and significant than is generally acknowledged. This claim is justified by an examination of the concept of ‘mindfulness’ that, it is argued, can be an immensely powerful and valuable notion, which is integrally connected with the centrally transformative and developmental nature of learning and educational activity at all levels.
