Estimation and evaluation of individualized treatment rules have been studied extensively, but real-world treatment resource constraints have received limited attention in existing methods. We investigate a setting in which treatment is intervened upon based on covariates to optimize the mean counterfactual outcome under treatment cost constraints when the treatment cost is random. In a particularly interesting special case, an instrumental variable corresponding to encouragement to treatment is intervened upon with constraints on the proportion receiving treatment. At the heart of the model minority myth—often associated with Asian Americans—is the concept of civility. In this groundbreaking book, Picturing Model Citizens, Thy Phu exposes the complex links between civility and citizenship, and argues that civility plays a crucial role in constructing Asian American citizenship. Featuring works by Arnold Genthe, Carl Iwasaki, Toyo Miyatake, Nick Ut, and others, Picturing Model Citizens traces the trope of civility from the nineteenth to the twenty-first centuries. Through an examination of photographs of Chinese (...) immigrants, Japanese internment camps, the Hiroshima Maidens project, napalm victims, and the SARS epidemic, Phu explores civility's unexpected appearance in images that draw on discourses of intimacy, cultivation, apology, and hygiene. In accord with Jean–Luc Nancy and Alain Badiou the article argues for an understanding of the idea of democracy as a “truth procedure” that is instigated by the event of the encounter of at least two persons or peoples. When Nancy states that democracy is “spirit,” “breath,” and “sense” he implicitly links democracy to the idea of the soul. As life principle of the human being the soul instigates a truth procedure which brings humanity into being as an idea that (...) exceeds any concept of citizenship bound to a state or nation. In association with both Giorgio Agamben’s reading of Karl Marx and Jacques Rancière’s concept of politics the article concludes with the statement that the idea of democracy refers to the soul of politics which is the idea of humanity. Ao dai is a typical long dress of Viet Nam used to be worn by both men and women of the Viet and other ethnic peoples. In her shaping and development history, Viet Nam became a place that converged various cultural flows such as the Vietnamese indigenous culture and that of the Chinese, Champa and Indian etc. To the end of the 19th century, especially the 20th, Viet Nam continued to be influenced by the French culture and the American ways (...) of living. The acceptance of cultures from various nationalities and communities from the North to South, East to West made it possible for the Vietnamese fashion designers to harmonize all into an Ao dai for the Vietnamese women. This article will synthesize and analyze three renovation movements of Ao dai in the 20th century. It also discusses about these processes and introduces typical innovators whose contribution has created the Ao dai as it is today, a traditional dress that represents history of the Vietnamese culture, aesthetic sense, art and vitality. The annotated dataset is an essential requirement to develop an artificial intelligence system effectively and expect the generalization of the predictive models and to avoid overfitting. Lack of the training data is a big barrier so that AI systems can broaden in several domains which have no or missing training data. Building these datasets is a tedious and expensive task and depends on the domains and languages. This is especially a big challenge for low-resource languages. In this paper, we experiment (...) and evaluate many various approaches on sentiment analysis problems so that they can still obtain high performances under limited training data. This paper uses the preprocessing techniques to clean and normalize the data and generate the new samples from the limited training dataset based on many text augmentation techniques such as lexicon substitution, sentence shuffling, back translation, syntax-tree transformation, and embedding mixup. Several experiments have been performed for both well-known machine learning-based classifiers and deep learning models. We compare, analyze, and evaluate the results to indicate the advantage and disadvantage points of the techniques for each approach. The experimental results show that the data augmentation techniques enhance the accuracy of the predictive models; this promises that smart systems can be applied widely in several domains under limited training data. The system of pedagogical colleges in Vietnam has made important contributions to the education system in general and to the pedagogical system in particular during the 1980s and 1990s. This study reviews the studies conducted and implemented in recent times according to different trends, especially the contributions that these school systems have made to education as well as to the development of the system itself. The findings highlight the historic contributions of teacher colleges, and they also face challenges that must (...) change to adapt to the new requirements of the pedagogy and education system. In addition, there are many issues that need to be researched and implemented not only related to the governance of each school but also associated with current systemic policy changes. (shrink)

During the last two decades Confucian heritage culture countries have widely promoted teaching and learning reforms to advance their educational systems. To skip the painfully long research stage, Confucian heritage culture educators have borrowed Western philosophies and practices with the assumption that what has been done successfully in the West will produce similar outcomes in the East. The wide importation of cooperative learning practices to Confucian heritage culture classrooms recently is an example. However, cooperative learning has been documented in many (...) studies not to work effectively in Confucian heritage culture classrooms. The reason is that the educators often impose this instructional method on the students without a careful consideration of its appropriateness in the socio-cultural context of Confucian heritage culture countries. This procedure is not effective and professional because learning does not stand alone. Rather, it is shaped and influenced by other factors including teaching methods, learning tasks, assessment demands, workload and the learning culture of students in the local context. For cooperative learning to work effectively in Confucian heritage culture classrooms, reformers need to consider the importation of this approach in line with a careful examination of all supports and constraints that affect those factors that are associated with learning. The volume provides an applied theoretical framework and culturally appropriate and practical instructions that could assist Confucian heritage culture educators and teachers to address various factors at multiple levels in order to optimize success in importing cooperative learning to their classrooms. Overall, it provides strategies to assist Confucian heritage culture teachers to change their teaching practices, redesign lessons plans, design assessment methods, and organize learning activities in a manner that can influence Confucian heritage culture students to shift from employing teacher-centered learning approaches to cooperative learning. Rapid urbanization in Vietnam significantly impacts the environment and human well-being. Public parks are crucial for enhancing social and environmental sustainability in urban areas, yet their establishment and expansion require substantial funding. This study investigates the factors influencing Vietnamese urban residents’ willingness to donate to planting projects in public parks, utilizing the Bayesian Mindsponge Framework (BMF), which combines Mindsponge Theory’s informational entropy-based notion of value with Bayesian analysis. Analyzing data from 535 residents in major Vietnamese cities, we found that while (...) men visit public parks more frequently, they are less willing to donate to planting projects. Older residents visit parks more often and are more willing to donate, while higher-income individuals show greater willingness to donate. Most motivations—such as relaxation, physical activities, nature enjoyment, socializing, and family time—are positively linked to park visit frequency and indirectly to donation willingness. However, only relaxation and enjoyment of nature are directly associated with willingness to donate. Interestingly, higher education levels and visiting parks for children’s educational activities are associated with lower donation willingness. These findings hint at the possible existence of the free-riding problem, gender inequality, ineffective environmental education, and lack of awareness of public parks’ natural value, as well as opportunities to cultivate an eco-surplus culture through nature interactions in public parks. Structure and organization seems to be at the root of many of the questions raised about institutional behaviour; however, with respect to research on university capacity building, few studies have examined research organizational problems, particularly in developing countries. This study investigates academic reactions to the structure and organization of research at four leading Vietnamese universities. Through document analysis and semi-structured interviews with 55 participants, the study finds that the four case-study Vietnamese universities have accomplished a number of the more visible (...) tasks of research management such as creating research and research management positions; deciding primary organizational units for research delivery; creating a research office; and creating research oversight committees. However, they seem to neglect the other less visible tasks of organizing and structuring research such as developing rules for research integrity; developing a mechanism for evaluating the quality of research outcomes; preparing researchers and research managers for the necessary skills and knowledge; and deciding vertical and horizontal decentralization. The study concludes that even though research has been formally structured and organized, the management of research has not yet been professionalized. The key problem in organizing and structuring research is the lack of an effective system for research behaviour formalization. A more effective system for better formalizing research behaviours should be developed so that Vietnamese universities can integrate more successfully into the global research. (shrink)

This study is an attempt to construct a quantitative link for international regimes with global leadership. The country's willingness to lead in solving global issues as the first mover in the formation of an international regime is measured and characterized by analyzing their ratification behavior in multilateral conventions deposited to the United Nations which shape of the global community. For this purpose, a set of quantitative indicators, the Index of Global Leadership Willingness and the Global Support Index, was defined and (...) calculated for each country based on its actual ratification year data for 120 multilateral conventions covering global issues such as peace and security, environment, commerce, communication, intellectual property protection, human rights, and labor. By proposing a framework of global leadership analysis, the study seeks to provide an empirical testing of the transformation of global governance towards cooperation without hegemony paradigm. The paper analyses changes in the leadership willingness indices of selected country groups, such as the G3, G7/8, and G20, over the century and finds that the will to drive the international agenda of these groups of leaders is in decline. Moreover, our study provides evidence to argue that our current world is actually without consistent global leadership across domains of the world affairs. Although several countries still show visible leadership in specific policy domains, such as environment and intellectual property, neither the G7/8 nor the G20 was playing a comparable role to those performed by the G3 a hundred years ago. This study aims to determine whether political connections and foreign investments influence the level of Environmental, Social, and Governance (ESG) disclosure among listed firms. To empirically explore these relationships, we utilized a novel dataset of 111 listed manufacturing firms on the HOSE stock exchange in Vietnam, covering the period from 2015 to 2022. Content analysis was conducted to assess the levels of ESG disclosure, while ordered logit and random effect estimators, along with several robustness checks, were applied to quantify the (...) impacts of political connections and foreign investments. Our findings reveal that foreign connections are positively correlated with higher levels of ESG disclosure, whereas politically connected firms are associated with negative impacts and lower levels of ESG disclosure compared to those with foreign connections. These results address the research questions effectively and contribute to the literature by offering an updated view of current ESG practices in Vietnam, an emerging economy with evolving ESG norms. The findings provide both theoretical and practical contributions to the understanding of ESG disclosure, with important implications for policy-makers and business leaders. (shrink)
