Computer science advocates institutional frameworks as an effective tool for modelling policies and reasoning about their interplay. In practice, the rules or policies, of which the institutional framework consists, are often specified using a formal language, which allows for the full verification and validation of the framework (e.g. the consistency of policies) and the interplay between the policies and actors (e.g. violations). However, when modelling large-scale realistic systems, with numerous decision-making entities, scalability and complexity issues arise making it possible only (...) to verify certain portions of the problem without reducing the scale. In the social sciences, agent-based modelling is a popular tool for analysing how entities interact within a system and react to the system properties. Agent-based modelling allows the specification of complex decision-making entities and experimentation with large numbers of different parameter sets for these entities in order to explore their effects on overall system performance. In this paper we describe how to achieve the best of both worlds, namely verification of a formal specification combined with the testing of large-scale systems with numerous different actor configurations. Hence, we offer an approach that allows for reasoning about policies, policy making and their consequences on a more comprehensive level than has been possible to date. We present the institutional agent-based model methodology to combine institutional frameworks with agent-based simulations). We furthermore present J-InstAL, a prototypical implementation of this methodology using the InstAL institutional framework whose specifications can be translated into a computational model under the answer set semantics, and an agent-based simulation based on the jason tool. Using a simplified contract enforcement example, we demonstrate the functionalities of this prototype and show how it can help to assess an appropriate fine level in case of contract violations. Als Philologe und Philosoph ebnet Nietzsche einer Konzeption der Ein-Schreibungen und ihrer Oberflächen, der Zeichenketten und ihrer Manipulationen den Weg, ohne die die gegenwärtigen Forschungen zu den medialen Gesten, Techniken und Dispositiven des Schreibens und Lesens nicht vorstellbar wären. Der Beitrag zeigt, dass und warum Nietzsches eigene Lese- und Schreibpraxis die Notationspraxis antiker hypomnemata erneuert: Aphorismen und Fragmente sammeln und ordnen das andernorts Gelesene und Gedachte, nicht um es kulturgeschichtlich in den Zeitraum seiner Entstehung einzuschließen oder es zum Gegenstand der (...) Exegese zu machen, sondern um seine Reaktivierbarkeit in diskursiven Praktiken zu erproben, die das Subjekt an eine bestimmte Wahrheit binden. As philologist and philosopher, Nietzsche paves the way for an understanding of inscriptions and their surfaces, of character strings and their manipulations, without which contemporary research on medial gestures, techniques and dispositives of writing and reading would not be conceivable. The paper shows that and why Nietzsche's own reading and writing revives the practice of ancient : his aphorisms and fragments collect and organize what Nietzsche read and thought, not in order to confine it to the timeframe of its genesis nor to make it an object of exegesis, but to test its potential of being reactivated in discursive practices that bind the subject to a certain truth. Drowning has been the cause of over 2.5 million preventable deaths in the past decade. Despite the fact that the majority of drownings occur in open water, assessment of water safety competency typically occurs in swimming pools. The assessment of water safety competency in open water environments brings with it a few difficulties, but also promises tremendous benefits. The aim of this position paper is to discuss the benefits and caveats of conducting assessments in open water environments as opposed to (...) closed and controlled environments, and to provide recommendations for evidence-based practice. The first theoretical section discusses the effects of the environment and key variables on various factors of assessment. These discussions are linked to the two perspectives of representative learning design and information processing theory. The second section presents two pilot studies of relevance and provides practical implications for assessment of water safety competency. It seems that a combination of pool-based practice and open water education may be ideal in assessing aquatic skills competency. Assessment in open water presents clear benefits regarding validity, but often poses seemingly unsurmountable barriers, which providers may have reservations about in the absence of clear evidence. Hence this article provides a robust discussion about competency assessment and signals the practical importance of faithfully reproducing the environment in which skilled behavior is most relevant. Worldwide, more parents are opting for immersion pre-schooling for their children in order to benefit from its linguistic, educational, and cultural benefits. This immersion can be either bilingual or monolingual, aimed at early second language learning, or at language maintenance – offering minority language children mother-tongue support and enrichment. This book examines some of the key issues and policy concerns relating to immersion education in the early years. The term itself can be difficult in some political contexts, as can the (...) differing outcomes noted by studies comparing monolingual programmes, and bilingual programmes for minority language children. The importance of training in immersion methodology for educators is discussed, as is the need to adapt preschool pedagogical practices to the immersion context, in order to provide optimal input for young language learners. One of the most pressing discussions surrounds differentiated provision – ensuring that the varying needs of children with language impairment, typical second language learners, and mother-tongue speakers with significant socioeconomic or linguistic disadvantages are all met. Overall, the book explores the challenges currently facing the sector, particularly with regard to training and professional development for practitioners, and the provision of appropriate materials in less widely used languages. Given the documented benefit of high quality immersion pre-schooling, this book fulfils an urgent need to increase the recognition of the sector. The lack of attention to the role of emotions generally has led modern learning theories to neglect the importance of emulation as a pedagogical support to students’ learning. One reason could be that the influence of teacher personality is not considered in relation to learning outcome. Another reason may be that the concept of emulation has been used as a psychological conception for one-way transmission. From a pedagogical rhetorical perspective, it is here argued that emulation and its pedagogical function is (...) rooted in three human conditions: the biological, moral and political. The framework for this reasoning is discussed, as well as historical changes in pedagogical focus. Finally, it is concluded that the educative character of the teacher has a crucial impact on how willing students are to interact and share the teachers’ knowledge, skills and values. Therefore, there is a need for a greater awareness of these aspects to be developed among teachers. (shrink)

The focus of this article is on the political nature of whistleblowing. It argues that reprisals by management, rather than silencing the whistleblower, result in the transformation and politicisation of the individual. The process that leads to the transformation of a loyal employee into a political activist is considered through analysing the experiences of a whistleblower in the sphere of financial regulation in South Africa. The article investigates the effect of retaliation by the employer on the employee‐organisational relationship. It looks (...) in particular at the nature of the power struggle between the whistleblower and management and suggests explanations why organisations tend to respond in such a harsh fashion to whistleblowing. It concludes that the act of whistleblowing not only displays an expressive dimension, but also a political instrumental dimension that is often neglected in literature on whistleblowing. (shrink)

By means of data from the most comprehensive source of teacher data in the nation, Schools and Public School Teacher Staffing Survey (SASS), we designeda follow-up quantitative study to test the effects of two decades of national policy mandates on instructional time allotments for core academic subjects. We used data from the SASS data from National Center for Educational Statistics (NCES) (1993/1994, 1999/2000, 2003/2004, 2007/2008) to examine national trends of continued marginalization of social studies by exploring the influence of recent (...) educational policy on defining elementary curricula in the 21st Century. With the reauthorization of NCLB in 2007 and newly mandated science testing in grades 3 through 5, we sought to understand statistically how this policy change has affected instructional decisions regarding time allocated to core academic subjects (ELA, mathematics, science and social studies) in elementary schools. Findings provide evidence of the national trend of the declining role of social studies in an era in which testing is associated with importance. Moreover, grade level disparities unique to social studies intensified the effects of 2007 NCLB policy mandates of science testing for 3rd through 5th grade students. Results provide a broader and nationally generalizable understanding of the declining role of social studies in elementary schools and the reduction of time practitioners spend teaching social studies. Thus, the growing imbalance in instructional time distributions for social studies and the tipping of the time distribution scales in favor of science document teacher responses to the expansion of testing mandates and the continued absence of studies from the national testing landscape. The problem that divine foreknowledge poses for free will is one that is notoriously difficult to solve. If God believes in advance how an agent will act, this fact about the past eradicates all alternatives for the actor, given the infallibility of God’s beliefs. And if we assume, with many theists, that free will requires alternatives possibilities, then it looks as if God’s omniscience is incompatible with our free will. One solution to this problem, introduced and defended by David Hunt, (...) draws on the source incompatibilist position in the secular free debate. According to source incompatibilists, free will does not require alternative possibilities but is also not compatible with causal determinism. Hunt argues that because God’s foreknowledge does not eliminate future alternatives through causal means, it is compatible with free will. In this paper, I challenge Hunt’s position using Kevin Timpe’s distinction between “wide” and “narrow” source incompatibilists. I argue that if one wishes to be an incompatibilist concerning free will and causal determinism, one must accept that alternatives are required for free will. And if one must accept that alternatives are a necessary condition for free will, then Hunt’s solution to the foreknowledge dilemma will not succeed. (shrink)

BackgroundHealthcare providers have to make ethically complex clinical decisions which may be a source of stress. Researchers have recently introduced Artificial Intelligence (AI)-based applications to assist in clinical ethical decision-making. However, the use of such tools is controversial. This review aims to provide a comprehensive overview of the reasons given in the academic literature for and against their use.MethodsPubMed, Web of Science, Philpapers.org and Google Scholar were searched for all relevant publications. The resulting set of publications was title and abstract (...) screened according to defined inclusion and exclusion criteria, resulting in 44 papers whose full texts were analysed using the Kuckartz method of qualitative text analysis.ResultsArtificial Intelligence might increase patient autonomy by improving the accuracy of predictions and allowing patients to receive their preferred treatment. It is thought to increase beneficence by providing reliable information, thereby, supporting surrogate decision-making. Some authors fear that reducing ethical decision-making to statistical correlations may limit autonomy. Others argue that AI may not be able to replicate the process of ethical deliberation because it lacks human characteristics. Concerns have been raised about issues of justice, as AI may replicate existing biases in the decision-making process.ConclusionsThe prospective benefits of using AI in clinical ethical decision-making are manifold, but its development and use should be undertaken carefully to avoid ethical pitfalls. Several issues that are central to the discussion of Clinical Decision Support Systems, such as justice, explicability or human–machine interaction, have been neglected in the debate on AI for clinical ethics so far.Trial registrationThis review is registered at Open Science Framework (https://osf.io/wvcs9). Historically people with learning difficulties1 have been either included in research without their consent or excluded from research that affects their treatment and care. Over the last 20 years, however, it has been recognised that to exclude the voice of people with learning difficulties (and other so called vulnerable groups) in research that reflects their lived experiences challenges our notion of ethical practice. Cognitive ability has traditionally been one of the key factors in determining ability to consent. This paper identifies, (...) through work with a group of men with learning difficulties, the impact of different ways of presenting information to prospective participants on their ability to understand key issues in relation to participation in research and hence their ability to give informed consent2. The emerging influence wielded on Japanese businesses by the sokaiya, or extortioners, raises issues not just of bribery but more fundamentally of corporate governance and transparency in the conduct of business. “If it were true that the Japanese companies in question were otherwise conducting their businesses in perfectly ethical ways, then sokaiya would not have any leverage”. The author has completed the first year of her MBA at London Business School after previously working with the Japanese Delegation to the OECD.

Regulation of gene expression by premature termination of transcription, or transcription attenuation, is a common regulatory strategy in bacteria. Various mechanisms of regulating transcription termination have been uncovered, each can be placed in either of two broad categories of termination events. Many mechanisms involve choosing between two alternative hairpin structures in an RNA transcript, with the decision dependent on interactions between ribosome and transcript, tRNA and transcript, or protein and transcript. In other examples, modification of the transcription elongation complex is (...) the crucial event. Untangling the Surrogacy WebSurrogacy agreements represent unique legal questions that must be answered with great care. In Australia we had the recent “Baby Gammy” scandal that involved an international surrogacy agreement and claims of abandonment of a child with Down’s syndrome. This story served to reinforce concerns that surrogacy turns children into a commodity that can be put to one side if expectations are not met. Of course, surrogacy agreements do not always end in this manner and often the outcome (...) is positive. There are, however, underlying legal questions regarding the status of the child, with some children, born as the result of international surrogacy agreements, being practically stateless when the nation of the commissioning parents refuses to issue passports to allow the children to return “home” with their “parents.” Where the relationship is local, however, and there is clear legislation, the issues can be less problematic but can become complex where a party wishes .. I draw on Security Council Resolution 1674 to demonstrate that the political assumptions Jacques Derrida holds in his politically-oriented texts are inconsistent with the assumptions of his linguistic texts, and that Jürgen Habermas's political theory is consistent with the political implications of his approach to language. Habermasian pragmatism offers a critical theory of society and discourse of modernity that touches on the same themes of politics and meaning as Derrida and other deconstructionists, but is more coherent, consistent, and explanatorily persuasive.

____Ethics of Eros__ sheds light on contemporary feminist discourse by questioning the basic distinctions and categories in feminist theory. Tina Chanter uses the work of Luce Irigaray as the focus for a critique of French and Anglo-American feminism as it is articulated in the debate over essentialism. While these two branches of feminism represent opposing views, Chanter advocates a productive exchange between the two.

The Implicit Association Test (IAT) was used to measure population levels of conceptual alignment among two polar sensory metaphors and clusters of concepts to which they are commonly applied. A total of 873 participants were tested online, to compare within- and between-cluster alignments of concepts associated with two different polar sensory metaphors (up/down and black/white). IAT results were sensitive to semantic alignments that were also picked up by Latent Semantic Analysis (LSA) using a large-scale corpus of English. However, even with (...) these semantic alignments taken into account, the dual categorization results demonstrated strong metaphor-cluster alignments over and above the predictions of LSA. It is proposed that, rather than ontogenetic development of metaphoric concepts based on sensorimotor experience, conventionalized sensorimotor metaphors in language may be cognitive tools that provide language learners with insights supported by conceptual properties of a phylogenetically evolved perceptual interface. In modern science, established by the scientific revolution in 16th and 17th century, the scientific observation process is understood as a process where the observer directly grasps Nature as the observed and scientific mathematical formulation is understood as a direct description of reality. Husserl criticized this lack of distinction between method and the object of investigation in modern science and emphasized the importance of phenomena in the observation process. A similar approach was used by Bohr in his interpretation of quantum (...) experiments that seemed inexplicable from the modern science point of view. Many contemporary interpretations of quantum mechanics follow Bohr’s opposition to the realism of modern science. Among them is informational foundations of quantum theory that connects parts of his interpretation with the latest quantum experiments, but due to the complexity and individuality of Bohr’s interpretation, its philosophical consistency is mostly lost. In IFQT there is no direct connection between information and the observed. This ambiguous ontic status of information is often criticised, however, it can be solved by supplementation with Husserl’s philosophical understanding of the observation process. If Husserl’s definition of the relationship between the thing and the phenomenon is transmitted to the relationship between the observed and information in IFQT information can be understood as the direct answer to the question about the observed and thereby the observer’s only knowledge about it. This helps to reject the main criticism of IFQT and to additionally support its explanations of quantum phenomena. (shrink)

Species spreading beyond their native ranges are important study objects in ecology and environmental sciences and research on biological invasions is thriving. Along with an increase in the number of publications, the research field is experiencing an increase in the diversity of methods applied and questions asked. This development has facilitated an upsurge in information on invasions, but it also creates conceptual and practical challenges. To provide more transparency on which kind of research is actually done in the field, the (...) distinction between invasion science, encompassing the full spectrum of studies on biological invasions and the sub-field of invasion biology, studying patterns and mechanisms of species invasions with a focus on biological research questions, can be useful. Although covering a smaller range of topics, invasion biology today still is the driving force in invasion science and we discuss challenges stemming from its embeddedness in the social context. Invasion biology consists of the building blocks 'theory', 'case studies' and 'application', where theory takes the form of conceptual frameworks, major hypotheses and statistical generalisations. Referencing recent work in philosophy of science, we argue that invasion biology, like other biological or ecological disciplines, does not rely on the development of an all-encompassing theory in order to be efficient. We suggest, however, that theory development is nonetheless necessary and propose improvements. Recent advances in data visualisation, machine learning and semantic modelling are providing opportunities for enhancing knowledge management and presentation and we suggest that invasion science should use these to transform its ways of publishing, archiving and visualising research. Along with a stronger focus on studies going beyond purely biological questions, this would facilitate the efficient prevention and management of biological invasions. (shrink)

Postmodernity's Musical Pasts considers music after 1945 as a representation of concepts such as "historicity" and "temporality". The volume understands postmodernity as a period in which both modernism and postmodernism co-exist. It is attracted to a wider interpretation of "historicity" that focuses on the complex nexus of past-present-future. "Historicity" is understood as leaning closely on "temporality", generally thought of as the linear progression of past, present and future. The volume broadens the absolutist understanding of temporality to include processes which can (...) occur in circular, spiral, transcending and other formations. The book covers an extensive spectrum of topics from classical to popular and neo-traditional musics to concerns of the disciplines of musicology. Such a wide range of topics from both the centre and the periphery of the musicological canon mirrors the eclectic and diverse nature of the postwar era itself. The first section investigates how to understand manifestations of the past in musical composition with regard to time, on the one hand, and with regard to genre, style and idiom, on the other. A second section shows how time and history manifest themselves in art music. A third section takes the contrasts and transitional moments of post-1945 practices further by looking at the temporality of reception from different angles. A final part investigates questions of nostalgia and temporalities of belonging.
