This article aims to examine critically the ‘cultural incompatibility’ argument, which asserts that disclosure of cancer-related information to patients is incompatible with Turkey’s cultural context. For this purpose, a brief overview of the approach to truth-telling in Turkey will first be provided, followed by the claims of two different Turkish authors on the issue and a critical analysis of their approach. It will be contended that this argument has actually been formulated with paternalistic concerns and it may be playing an (...) important role in shaping the approach of Turkish health care professionals to the issue. The article will then examine, in the light of study findings and case reports from Turkey, the concept of patient autonomy as it applies to truth-telling issues. It will be concluded that truth-telling can be compatible with Turkey’s cultural context, provided that health care professionals place more emphasis on good communication with their patients. Advance directives are not a part of the healthcare service in Turkey. This may be related with the fact that paternalism is common among the healthcare professionals in the country, and patients are not yet integrated in the decision-making process adequately. However, starting from the enactment of the Regulation of Patient Rights in 1998, this situation started to change. While the paternalist tradition still appears to be strong in Turkey, the Ministry of Health has been taking concrete measures in the (...) recent years to ensure that patient rights are implemented in healthcare practice. Therefore, Turkey now seems to be in a transitional period where a move towards a more patient-autonomy centred approach is being supported by the regulatory authorities, as well as the academic circles and the public at large. In the light of this background, this paper aims to examine the potential benefits of advance directives, particularly with regard to their possible effect in the clinical decision-making process of Turkey's context. It will be argued that advance directives, if correctly understood and implemented in the right settings, may be beneficial, particularly for improving communication between patients and healthcare professionals and for implementing of the right to refuse treatment. Robert M. Adams (1979, 1987a, 1987b) defends a modified variant of the divine command theory (hereafter MDCT) to the effect that he proposes a moral argument for God’s existence driven in the form of practical reasoning with respect to rational moral agents’ beliefs in the adequacy of MDCT. For Adams, one’s commitment to MDCT as the most adequate theory legitimately provides her a practical reason for why she ought to believe in God’s existence which MDCT implies. In this paper, I (...) criticize the viability of Adams’ moral argument considering its argumentative structure and strategy. Adams’ strategy behind his moral argument, i.e. mediating theistic beliefs with deontic ones, seeks out a non-decisive medium that might be used to ubiquitously generate equally plausible arguments for/against God’s existence based on distinct sorts of allegedly adequate theories of some subject matter. Thus, his argument does not seem to distinctively ground God’s existence in comparison with a myriad of practical arguments which might follow the same argumentative strategy on the same practical grounds. More significantly, there seems to be coherent no way for Adams to disambiguate his argument on theoretical grounds. (shrink)

Bu tasvir daha yakından incelendiğinde Mısır’dan çıkışta dilinde ezgisi, elinde tefi (...) ile dans ederek İsrailoğullarına liderlik eden Miryam’ın, peygamber olmaktan ziyade Mısır’dan izler taşıyan rahibe olmaya daha yakın durduğu görülmektedir. Nitekim Miryam’ı bir rahibe olarak görmek Cüzzamlı Miryam kıssasını daha anlaşılır kıldığı gibi onun fiziki kusurla cezalandırılması Mısır’daki bir rahibenin görevden uzaklaştırılmasıyla uyumluluk arz etmektedir. Rabbani literatür başta olmak üzere Yahudi geleneğinin Miryam algısı ise ona üçüncü bir portre kazandırmaktadır. This paper is a qualitative empirical study of the perceptions of web editors and moderators about reader comments. Drawing from the insights provided by nineteen in-depth interviews with newsroom staff, we contend that reader comments have so far made little impact on the practices of traditional journalism in Turkey and that their promise to foster more constructive online public deliberation is largely unfulfilled. Reader comments continue to be an underestimated and neglected feature of online news. Online journalists’ perceptions of reader (...) comments are not based on any solid information of their readers but on their own personal observation and experiences. Moreover, freedom of expression in reader comments in mainstream newspapers is very limited due to legal and political pressures and prevalent self-censorship. Online journalists define politics and sports as the main categories that receive the highest number of comments most of the time. They also observe in reader comments the manifestation of a current political polarization in Turkey and point out the existence of majority pressure and a spiral of silence in relation to the Kurdish issue. INTRODUCTION[|]This paper has been planned as a critical response to Murat Civaner's article entitled 'Medical Ethics arguments should be concordant with scientific knowledge and certain values', published in the Autumn 2015 issue of Turkish Journal of Bioethics. It also aims to provide an evaluation of the way the authoritarian discourse manifests itself in ethical arguments.[¤]METHODS[|]For this purpose, the paper first presents the views of Orhan Hançerlioğlu on Karl Marx and Karl Popper and treats these views as a written example of (...) such authoritarian discourse, which is essentially a problematic attitude that results from an inability to acknowledge the value-laden aspects of a given perspective. [¤]RESULTS[|]In order to show that problems in Hançerlioğlu's approach is also present in Civaner's arguments, several examples where the author did not recognize the value-laden aspects and the subjective nature of information are provided. The paper then examines the recent claim by Celal Şengör, who asserted that force feeding of feces to individuals do not qualify as torture. Based on the presentation and the justification of this reductionist claim, it is emphasized that the relationship between information and values is much more complicated than those presented by Civaner. Civaner's claim, which asserts that the concept of conscience should have no place in medical ethics arguments, is also evaluated on this basis and the dangers of excluding the moral agent in ethical evaluation are underlined. In addition, the relationship of the paternalist tradition with the perspective which I refer to as the 'macro axis' is examined. Last but not least, the paper deals with the concept of 'ethics of ethics' by using examples from national and international ethics literature and emphasizes the reason why it is important for the ethicist to become aware of her own scheme of values. [¤]DISCUSSION AND CONCLUSION[|]The paper concludes that contrary to what Civaner has asserted, it is not possible to exclude subjective aspects from ethical argumentation and that such an appraoch will inevitably have an authoritarian quality. For this reason, the need for other approaches for revealing, rather than repressing or ignoring, the subjective aspects of ethical inquiry is underlined.[¤]. (shrink)

William Booth, the founder of the Salvation Army, initially preached in Methodist Churches, later left this position and formed a social and religious formation called the "Christian Mission". This movement was named "Salvation Army" in 1878. The Salvation Army, organized in many countries, has established nursing homes for elderly, women and children and continues to attract attention and increase its reputation both locally and internationally with aid organizations, rehabilitation of prisoners, natural disasters, fight against human trafficking and aid to refugees. (...) In every region where The Salvation Army is located, there is an administrative centre known as the regional headquarters. Headquarters are headed by the district commander at the international headquarters in London. Smaller districts are run by colonels, larger districts by commissars. Resembling the Catholic Church due to its episcopal structure, the Salvation Army accepts the same beliefs as this church at the point of belief. Although the movement has also the appearance of a Protestant and evangelical church, it approaches the sacraments from a different aspect. In this research, the history, organizational structure, activities, belief principles and practices of the Salvation Army have been tried to be revealed. Descriptive, comparative and chronological methods have been used while conveying the aforementioned issues in order of importance. In addition, the literature was scanned and various sources belonging to the emergence period of the Salvation Army and especially those belonging to them were examined. (shrink)

With his philosophy of transcendence, Karl Jaspers is considered one of the few great metaphysicians of the 20th century. This study is devoted to the roots of his transcendental thinking in the philosophy of Plotinus (c. 204–270). It demonstrates the constitutive role that reference to the philosophia perennis played for Jaspers, as well as his early and intensive engagement with the founder of Neoplatonism, who for Jaspers was ‘the metaphysician par excellence’. His connection with Plotinus opens up fascinating new perspectives (...) on Jaspers’ concept of existential self-emergence as an ascent to the One, and on his henological philosophy of reason and his speculative paradoxical thinking about God. This paper explores expatriates’ ethical evaluations of and responses to guanxi in China through the lens of integrative social contracts theory. We conducted in-depth interviews with 14 expatriate managers who had spent, on average, 6.5 years working and living in China. Based on the content analysis of these interviews, we identified two different uses of guanxi: defensive and competitive. In general, the respondents found defensive guanxi moral in the Chinese context, while they considered competitive guanxi immoral. Based on our findings, (...) we identified fair competition as the substantive hypernorm that governed most respondents’ ethical evaluations of guanxi. The study has implications for all scholars who seek to utilize integrative social contracts theory to study the relationship between informal networks and corruption in developing countries. Causal knowledge unquestionably provides useful means to describe, explain and predict both natural and daily phenomena. This article addresses whether causality as such may not be ontologically primary and looks for an alternative fundamental mechanism encapsulating the information load of the causal framework. A probabilistic process view of reality asserting the struggle of natural forces is considered along with lines quoted from Nietzsche’s posthumously published notebooks and published work. Examples from scientific discoveries, in particular neurosciences, echoing his ontology are provided. (...) Furthermore, I propose a basic number game algorithm to illustrate and model the struggle of forces leading to causal inferences for an external observer. Nietzschean dynamic ontology involving the ceaseless struggle of will-to-power units accords with the emergentist approach to causation, which has been principally employed by the scientists working under the fields of thermodynamics, quantum mechanics and complex dynamical systems. The divine command meta-ethics (hereafter, DCM) promote non-naturalist realism about the ontological status of moral properties while depending on this ontological status on a such-and-such divine being’s moral roles derived from some relevant divine characteristics. As DCM typically contends, our moral discourse depends on God’s commands and prohibitions to the effect that an action A is morally right if and only if God commands A. Robert M. Adams (1979, 1987a) offers a modification that explicates the dependency relation between a loving (...) God’s commands and moral properties on metaphysical grounds to the effect that some action A is morally right if and only if it is not logically but metaphysically necessary for a loving God to command A. In this paper, I discuss whether Adams’ modification stands for a cogent account of DCM in a few respects. Firstly, Adams fails to provide robust reasons for grounding moral realism so that his commitment to the reality of moral properties merely expresses a theoretically unwarranted assumption hinging on a presumptive case in our moral discourse. Particularly, his assumption on the pervasiveness of strongly held moral beliefs is unwarranted and it inherits a vague notion of certainty. Secondly, Adams' response to the Euthyphro dilemma does not satisfactorily sort out the concerns accompanying this dilemma, mainly because his response relies on a vague notion of divine love that allegedly necessitates God commanding morally permissible acts while this notion cannot be trivially reducible into a moral aspect. The paradox which characterizes the modern states system is that the dual structure of sovereignty and justice through which the system was originally conceived is no more, yet the system is still with us. Justice was redefined in the 19th century as a mere derivation of state sovereignty, a process reducing the focus of the system to sovereignty alone and thus dispossessing the system of a principle to mediate between the sovereign will and the international community. It is argued in (...) this essay that the lack of a mediating principle may signify violence as inherent in the system, subsequently making intervention and terrorism facets of the established order rather than anomalies. Relying greatly on recent critical international legal studies, the article asks if the strategies suggested by lawyers such as Anthony D'Amato and Rosalyn Higgins to cope with the paradox, coupled with the contemporary universal human rights arguments, signal a move towards restoring the historical focus of the system. The maternal deprivation hypothesis was arguably the most discussed debate in midcentury psychiatry. Combined with the gender ideology prevalent in America and Britain, it solidified the idea that the mother-child relationship had formative influence on personality development. This essay explores the formation of this hypothesis by situating its knowledge claims against an institutional innovation set to prevent juvenile delinquency and promote mental hygiene, the establishment of child guidance clinics on both sides of the Atlantic in the late 1920s. It then (...) tracks the development of investigative agendas by child guidance practitioners, examining the practices they adopted to construct psychological knowledge claims in conformity with preventive objectives and positivist standards. Shifting the historiographical focus toward the clinical scenes in which psychological assertions were made, the essay examines how investigators sought to determine the “pathogenic” influence of early parental environment by way of estimating its emotional qualities. It argues that it was this positivist-determinist effort to achieve preventive goals that foregrounded the role of the mother in the etiology of personality disturbance and marked the knowledge field that came to be called the maternal deprivation debate. This article explores the development of a rat model of mother-infant relationships from its origins in the psychosomatic investigations of the mid-1960s to its elaboration into a theoretical system in neurobiology. I reconstruct the research trajectory of a group of neurobiologists in the United States, with a focus on the experimental practices they adopted while building this animal model. Providing a microhistory of this decade-long undertaking, I show that what drove the development of the model in practice was a serendipitous (...) finding about infants’ response to maternal separation. Detected inadvertently, the pup’s separation response acquired an epistemic significance of its own and reoriented the experimental system towards unanticipated paths. To explain this intriguing phenomenon, the neurobiologists kept on refining their material manipulations and stabilizing their experimental outcomes. They thus established a series of causal relationships that connected dysregulations of the infant’s physiological systems to disruptions in maternal care. As important as this interactive stabilization of technique and objects in the laboratory was how the researchers theorized the network of relationships derived from this technically constituted objectivity. Highlighting the practice-driven aspects of model-building, I demonstrate that what facilitated this theoretical process was an integrated design of complementary experiments. The outcome of each separate experiment of the research program came to bear upon the outcomes of other experiments, informing the development of future manipulations. It was this strategically driven integration process that allowed the experimenters to build expanding networks of causal relationships and consolidate them into a neurobiological theory. (shrink)

This article offers a critical inquiry of contemporary neural network models as an instance of machine learning, from an interdisciplinary perspective of AI studies and performativity. It shows the limits on the architecture of these network systems due to the misemployment of ‘natural’ performance, and it offers ‘context’ as a variable from a performative approach, instead of a constant. The article begins with a brief review of machine learning-based natural language processing systems and continues with a concentration on the relevant (...) model of recurrent neural networks, which is applied in most commercial research such as Facebook AI Research. It demonstrates that the logic of performativity is not brought into account in all recurrent nets, which is an integral part of human performance and languaging, and it argues that recurrent network models, in particular, fail to grasp human performativity. This logic works similarly to the theory of performativity articulated by Jacques Derrida in his critique of John L. Austin’s concept of the performative. Applying Jacques Derrida’s work on performativity, and linguistic traces as spatially organized entities that allow for this notion of performance, the article argues that recurrent nets fall into the trap of taking ‘context’ as a constant, of treating human performance as a ‘natural’ fix to be encoded, instead of performative. Lastly, the article applies its proposal more concretely to the case of Facebook AI Research’s Alice and Bob. (shrink)

ABSTRACTTurkey hosts the world’s largest community of displaced Syrians. According to UNHCR, there are more than 3 million registered Syrians in Turkey as of 2018. Since the beginning of the conflict in Syria in 2011, Turkey’s ruling Justice and Development Party has followed an open-door policy, which was accompanied by a discourse emphasizing religious solidarity and humanitarian values. However, the arrival of Syrian refugees has become entangled with the existing identity debates and conflicts in Turkish politics. The AKP’s discourse on (...) Syrian refugees has become intertwined with its positive self-representation as the defender of all oppressed people and its attempts to reconstruct the Turkish nation along more Islamic lines. The article analyses parliamentary debates and presidential speeches in order to unravel AKP discourses on Syrian refugees. Drawing upon the Discourse Historical Approach in Critical Discourse Analysis, the article puts forward two arguments. First, the refugee issue has become a constitutive component of AKP identity and a discursive tool to reconstruct the nation along more Islamic lines. Second, Turkey’s refugee policy has become a source of pride and enabled the AKP to claim moral superiority both vis-à-vis the West and its political opponents at home. (shrink)

The aim of this article is to reveal how the phenomenon of religious conversion is handled in Turkish epics, what causes religious conversion are based, and what situations arise for the individual who religious conversion. Examining the reflections of this phenomenon in epics is important in terms of understanding the approach of the individual and society in the classical period to religious conversion, which is a remarkable issue in our age. The phenomenon of religious conversion, which is as old as (...) human history, has been observed throughout Turkish history in both individual and mass examples. The phenomenon of religious conversion is also depicted in Turkish and world epics, including the Persian variant of the Oghuz Khagan Epic, one of the oldest Turkish epics. In this article, religious conversion events in the Kyrgyz and Uzbek epics, Manas, Gülgaakı, Canış-Bayış, Şeyh San'an, and Alpamış, were examined. The reasons for religious conversion in these epics include dreams, love, existential quests, suggestions, miracles, and being defeated by a Muslim. The epics were analyzed in terms of changing names, circumcision of men, marriage of women, teaching of religion, financial contribution/employment, and placement regarding the situations caused by religious conversion. The stories of Almambet, Gülgaakı, and Şeyh San'an provide details about the relationship of converts with their old and new societies. This study, which has the characteristics of a literary analysis, uses the Comparative Text Analysis Method to reveal attitudes and behaviors related to religious conversion in epics. The research was limited to the Kyrgyz and Uzbek epics, and the sample was selected from the epics in which religious conversion cases of these peoples were evident. (shrink)

Sentiment analizinden elde edilen sayısal değerler ile güncel ve küresel bir yatırım aracı olan Bitcoin fiyatları arasındaki ilişkinin varlığını sorgulamak adına Granger Nedensellik analizi gibi finansal analizler kullanılmıştır. This paper examines the ethico-legal problems regarding the right to refuse treatment in Turkey's healthcare system. We discuss these problems in the light of a recent case that was directly reported to us. We first summarise the experience of a chronically dependent patient (as recounted by her daughter) and her family during their efforts to refuse treatment and receive palliative care only. This is followed by a summary of the legal framework governing the limits of the right to refuse treatment (...) in Turkey. With the help of this background information on the legal framework, we re-examine the ethico-legal aspects of the case and explain the underlying reasons for the problems the family and the patient experienced. Finally, we conclude that Turkey's legal framework relating to the right to refuse treatment needs to be clarified and amended in accordance with international conventions and fundamental human rights. Understanding dental ethics as a field separate from its much better known counterpart, medical ethics, is a relatively new, but necessary approach in bioethics. This need is particularly felt in dental education and establishing a curriculum specifically for dental ethics is a challenging task. Although certain topics such as informed consent and patient rights can be considered to be of equal importance in both fields, a number of ethical issues in dental practice are only remotely—if at all—relevant for medical practice. Therefore, any sound approach to education in dental ethics has to recognise the unique aspects of dental practice in order to meet the needs of dental students and prepare them for the ethical challenges they may face during their professional practice. With this goal in mind, this paper examines the approach of the authors to dental ethics education and proposes a system to organise the topics of biomedical ethics for dental education. While the authors' perspective is based on their experience in Turkey, the proposed system of classification is not a rigid one; it is open to interpretation in other contexts with different social, cultural and professional expectations. Therefore, the paper also aims to inspire discussion on the development of an ideal dental ethics curriculum at an international level. (shrink)

Humans' voice offers the widest variety of motor phenomena of any human activity. However, its clinical evaluation in people with movement disorders such as Parkinson's disease lags behind current knowledge on advanced analytical automatic speech processing methodology. Here, we use deep learning-based speech processing to differentially analyze voice recordings in 14 people with PD before and after dopaminergic medication using personalized Convolutional Recurrent Neural Networks and Phone Attribute Codebooks. p-CRNN yields an accuracy of 82.35% in the binary classification of ON (...) and OFF motor states at a sensitivity/specificity of 0.86/0.78. The PAC-based approach's accuracy was slightly lower with 73.08% at a sensitivity/specificity of 0.69/0.77, but this method offers easier interpretation and understanding of the computational biomarkers. Both p-CRNN and PAC provide a differentiated view and novel insights into the distinctive components of the speech of persons with PD. Both methods detect voice qualities that are amenable to dopaminergic treatment, including active phonetic and prosodic features. Our findings may pave the way for quantitative measurements of speech in persons with PD. (shrink)

This study aimed to examine the thoughts and expectations of patients receiving healthcare from their physicians and evaluate the ethical aspects of these thoughts and expectations. To determine the ethical aspects of the thoughts and expectations of patients, an open-ended question was asked on the web page of the Turkish Armed Forces (TAF) Health Care Command, which is accessible to the users of the TAF intranet system (the internet system used within TAF institutions). The participants were asked to express their (...) thoughts in their own words. A total of 804 participants answered the question by providing their input. The statements of the participants were classified separately by two public health specialists. The classification was made in accordance with the basic principles of patient rights, and they were collected under various headings including expectations about respect and care, good communication, informed consent, and fair and non-privileged distribution of healthcare services. The results show that patients tend to consider the physicians they see as solely responsible for all the negative issues that they encounter during their healthcare. This indicates that there is a need for extensive research on the underlying factors involved in the negative thoughts and feelings toward healthcare professionals in both TAF and Turkey in general. Purpose The manner in which people, businesses and governments perform is changing because of the spread of technology. Digitalization of governments can be considered a necessity as we are now entering the era of the Internet-of-Things. The advantages and disadvantages of electronic governments have been examined in several research studies. This study aims to examine the attitudes of decision-makers towards e-government. The research aims are as follows: to determine the problems related with e-government usage, to establish the factors which decrease (...) the usage of e-government services and to propose recommendations for the effective application of e-government practices. Design/methodology/approach Qualitative research has been used for the study. Participants were chosen by the snowball sampling method, and face-to-face in-depth interviews were conducted with all decision-makers. In-depth interviews are more efficient and enable the acquisition of better qualitative information, in-depth knowledge and statistics, as the distance between the interviewer and interviewee is reduced. Questions asked can be categorized under two sections, where the questions in the first section are related to the decision-maker’s management style/managerial proposition, and in the second section, technological questions are asked in terms of the preferred communication method and the decision-makers’ attitudes towards e-government practices. Findings Decision-makers perceive electronic government to be important, while the level of importance is observed to be different among the decision-makers. Chronic problems exist in many countries, such as nepotism, where the decision-makers have conflicting arguments about e-government and the resulting effect on nepotism. Furthermore, the study also indicates that decision-makers are aware of the importance of mobile government, although they acknowledge that more time is required, as their country is still developing. Electronic voting is also perceived to be important, although the decision-makers believe that security and privacy issues need to be solved before related projects can be initiated. Originality/value This research can be a benchmark study for the decision-makers of small island developing states by means of e-government. The impediments preventing the effective application of e-government practices are also discussed in the study. This study will be useful to highlight the triggers and obstacles for e-government development in the context of a developing country. Internet penetration has increased significantly since the 2000s, and therefore, decision-makers need to consider the shift in citizens’ behaviour, such as the high usage of smartphones and the emergence of the Internet-of-Things. We address to the Poynting theorem for the bound electromagnetic field, and demonstrate that the standard expressions for the electromagnetic energy flux and related field momentum, in general, come into the contradiction with the relativistic transformation of four-vector of total energy–momentum. We show that this inconsistency stems from the incorrect application of Poynting theorem to a system of discrete point-like charges, when the terms of self-interaction in the product \ and bound electric field \ are generated by the same source (...) charge) are exogenously omitted. Implementing a transformation of the Poynting theorem to the form, where the terms of self-interaction are eliminated via Maxwell equations and vector calculus in a mathematically rigorous way, we obtained a novel expression for field momentum, which is fully compatible with the Lorentz transformation for total energy–momentum. The results obtained are discussed along with the novel expression for the electromagnetic energy–momentum tensor. (shrink)

Eski çağlardan beri siyasal şiddetin temel nedeninin gelir eşitsizliği olduğu ileri sürülmüştür. Bazı çalışmalar gelir eşitsizliği ve siyasal şiddet arasında hiçbir ilişkinin olmadığını belirtirken, bazıları ekonomik gelişme seviyesinin siyasal şiddetin daha güçlü bir belirleyicisi olduğunu savunmuşlardır. Göreceli yoksunluk tartışmaları ise yoksunluğun, uyarılmış hoşnutsuzluğun ve kolektif siyasal şiddetin çeşitli türleri arasında direk bir ilişki olduğunu savunurken kaynak seferberliği akımı; hoşnutsuzluk ve siyasal şiddet arasındaki direk bir ilişki varsayımını reddetmiştir. Rejim baskıcılığı ve siyasal şiddet arasındaki ilişkiyi saptamaya çalışan araştırmalarda ise; siyasal şiddetin (...) orta baskıcı bir rejim yapısı altında ortaya çıktığı görüşü savunulmuştur. Kısacası bu çalışma gelir eşitsizliği ve rejim baskıcılığındaki çeşitliliğin siyasal şiddet seviyesi üzerindeki etkisini inceleyerek kaynak seferberliğine karşı göreceli yoksunluk tartışmasıyla alakalı ulusa karşı bir veri analizi bildirmektedir. Dr Tolga Guven and Dr Gurkan Sert argue the Turkish legal principles do not give clear guidance about the permissibility of medical paternalism. They then argue that the best interpretation of these principles requires respect for patients’ rights. I agree that medical paternalism is wrong, but the truth of this claim does not depend on legal interpretation or medical culture. Further, the antipaternalist thesis of Guven and Sert may command much more extensive reforms than they acknowledge.

This research is devoted to the study of scientific and methodological aspects of providing students with physical education. The research is based on the works of Russian teachers who have adopted the experience of the new higher education program for bachelor's degree. The starting point for the development of new concepts is the latest edition of the Federal State Educational Standard for Higher Education. The purpose of the study is to analysis of the scientific and methodological support of physical education (...) of students under the Federal State Educational Standard program. In the course of the research, we study the most important aspects of the formation of physical skills with the help of basic and additional types of interaction between a teacher and students. Scientific novelty lies new look at complex education, which includes an expanded set of methods, technologies for the development of cognitive interest, activity, physical skills and motivation for active recreation, a healthy lifestyle. The design technology of 2021, based on the method of new generation projects by Evgenia Semyonovna Polat, is a separate factor. The result of the study was the definition of the scientific and methodological aspects of providing physical education in the main and additional types of interaction between the teacher and students, including physical culture, sports, elite sports, competitive tests, project technology and distance learning format.
