The convergence of computing, sensing, and communication technology will soon permit large-scale deployment of self-driving vehicles. This will in turn permit a radical transformation of traffic control technology. This paper makes a case for the importance of addressing questions of social justice in this transformation, and sketches a preliminary framework for doing so. We explain how new forms of traffic control technology have potential implications for several dimensions of social justice, including safety, sustainability, privacy, efficiency, and (...) equal access. Our central focus is on efficiency and equal access as desiderata for traffic control design. We explain the limitations of conventional traffic control in meeting these desiderata, and sketch a preliminary vision for a next-generation traffic control tailored to address better the demands of social justice. One component of this vision is cooperative, hierarchically distributed self-organization among vehicles. Another component of this vision is a priority system enabling selection of priority levels by the user for each vehicle trip in the network, based on the supporting structure of non-monetary credits. In air traffic control, the airspace is divided into several smaller sectors for better management of air traffic and air traffic controller workload. Such sectors are usually managed by a team of two air traffic controllers: planning controller and executive controller. D-side controller is responsible for processing flight-plan information to plan and organize the flow of traffic entering the sector. R-side controller deals with ensuring safety of flights in their sector. A better understanding and (...) predictability of D-side controller actions, for a given traffic scenario, may help in automating some of its tasks and hence reduce workload. In this paper, we propose a learning model to predict D-side controller actions. The learning problem is modeled as a supervised learning problem, where the target variables are D-side controller actions and the explanatory variables are the aircraft 4D trajectory features. The model is trained on six months of ADS-B data over an en-route sector, and its generalization performance was assessed, using crossvalidation, on the same sector. Results indicate that the model for vertical maneuver actions provides highest prediction accuracy. Besides, the model for speed change and course change action provides predictability accuracy of 80% and 87%, respectively. The model to predict the set of all the actions for each flight achieves an accuracy of 70% implying for 70% of flights; D-side controller’s action can be predicted from trajectory information at sector entry position. In terms of operational validation, the proposed approach is envisioned as ATCO assisting tool, not an autonomous tool. Thus, there is always ATCO discretion element, and as more ATCO actions are collected, the models can be further trained for better accuracy. For future work, we will consider expanding the feature set by including parameters such as weather and wind. Moreover, human in the loop simulation will be performed to measure the effectiveness of the proposed approach. (shrink)

This paper examines the learning and performance of the air traffic control (ATC) work domain. This domain was chosen because it embodies features that represent future work for many other industries (e.g., information service provision mediated by information technologies; a high reliance on communication skills and collaborative work; increasing complexity and intensity of the work activity), within an organisational context undergoing considerable change. In ATC work learning occurs formally as part of accredited training and informally, as part of (...) everyday practice. In this way learning and experience of ATC work shapes – and is shaped by – the way work is organised, which includes the divisions of labour and technological artefacts. ATC work is experienced temporally, complexly, through affect and socially. Controllers learn to use a variety of socio-material resources which include embodiment and artefacts to undertake the work. In so doing the article demonstrates the ways in which learning and performance is not just a cognitive undertaking, but one that draws on embodiment to achieve what here is called “interdependent sentience”. This involves using all their senses to gain an awareness of problems as they emerge to collectively accomplish a seamless air traffic flow in a complex interdependent socio-technical system. Messenger RNA is a flexible tool box that plays a key role in the dynamic regulation of gene expression. RNA modifications variegate the message conveyed by the mRNA. Similar to DNA and histone modifications, mRNA modifications are reversible and play a key role in the regulation of molecular events. Our understanding about the landscape of RNA modifications is still rudimentary in contrast to DNA and histone modifications. The major obstacle has been the lack of sensitive detection methods since they are (...) non-editing events. However, with the advent of next-generation sequencing techniques, RNA modifications are being identified precisely at single nucleotide resolution. In recent years, methylation at the N6 position of adenine has gained the attention of RNA biologists. The m6A modification has a set of writers, erasers, and readers. Here, we provide a summary of interesting facts, conflicting findings, and recent advances in the technical and functional aspects of the m6A epitranscriptome. The recent outburst of studies has brought the key role of mRNA N6-methyladenosine modification in post-transcriptional processing steps into the limelight. This review summarizes the current progress and the future prospective of m6A methylome. Traffic congestion is a common problem in many countries, especially in big cities. At present, China’s urban road traffic accidents occur frequently, the occurrence frequency is high, the accident causes traffic congestion, and accidents cause traffic congestion and vice versa. The occurrence of traffic accidents usually leads to the reduction of road traffic capacity and the formation of traffic bottlenecks, causing the traffic congestion. In this paper, the formation and propagation of (...) class='Hi'>traffic congestion are simulated by using the improved medium traffic model, and the control strategy of congestion dissipation is studied. From the point of view of quantitative traffic congestion, the paper provides the fact that the simulation platform of urban traffic integration is constructed, and a feasible data analysis, learning, and parameter calibration method based on RBF neural network is proposed, which is used to determine the corresponding decision support system. The simulation results prove that the control strategy proposed in this paper is effective and feasible. The Flash Technique of Eye Movement Desensitization and Reprocessing is widely recognized for its effectiveness in reducing the effects of emotional responses associated with traumatic memories. Using a randomized-controlled trial methodology, this study attempts to establish the efficacy of the EMDR Flash Technique. This study’s sample includes volunteers who were involved in traffic accidents and were given the randomized EMDR Flash Technique and Improving Mental Health Training for Primary Care Residents Stress management module. The participants were given a socio-demographic (...) data form, the Depression-Anxiety-Stress 21 scale, the Impact of Event Scale-Revised, and the WHOQOL Quality of Life scale. Participants were evaluated using measurements taken before and after the application, as well as a one-month follow-up. The mean age of the participants was 36.20 years and 82.1% were female. The DASS-21 Anxiety, IES-R Intrusion, Avoidance, Total, and WHOQOL-BREF Psychological score improvements of the EMDR Flash Technique group were shown to be statistically significant when compared to the mhGAP group. However, no statistically significant difference in the DASS-21 Depression, Stress, Impact of Event Scale-Revised Hyperarousal WHOQOL-BREF General Health, Physical, Social Relationships, and Environment component scores was reported between the two groups. The present study’s findings clearly demonstrate that the EMDR Flash technique, when applied to persons involved in traffic accidents, is successful in improving anxiety, intrusion, avoidance, total traumatic stress, and mental quality of life symptoms for at least 1 month. We believe that these findings will improve the reliability and applicability of the EMDR Flash Technique, which was tested for the first time in a clinical randomized-controlled trial. (shrink)

. The defects in macro traffic model research are pointed out firstly. In order to remedy these defects, traffic movements at the grid intersection were analyzed, and with the basic framework of the traffic transmission model, the new macro traffic model used in the paper for control simulation and evaluation has been proposed. Secondly, the bi-level optimization control model is proposed, using minimal delay and maximal throughput as its upper objectives, and optimal traffic (...) coordination on both sides as the lower objective. A corresponding heuristic ant algorithm is subsequently designed to solve the control model. Finally, the proposed method is tested at a suppositional road network, under three different demand scenarios, compared with Transyt-7F. The urban traffic environment is characterized by the presence of a highly differentiated pool of users, including vulnerable ones. This makes vehicle automation particularly difficult to implement, as a safe coordination among those users is hard to achieve in such an open scenario. Different strategies have been proposed to address these coordination issues, but all of them have been found to be costly for they negatively affect a range of human values (e.g. safety, democracy, accountability…). In this paper, we (...) claim that the negative value impacts entailed by each of these strategies can be interpreted as lack of what we call Meaningful Human Control over different parts of a sociotechnical system. We argue that Meaningful Human Control theory provides the conceptual tools to reduce those unwanted consequences, and show how “designing for meaningful human control” constitutes a valid strategy to address coordination issues. Furthermore, we showcase a possible application of this framework in a highly dynamic urban scenario, aiming to safeguard important values such as safety, democracy, individual autonomy, and accountability. Our meaningful human control framework offers a perspective on coordination issues that allows to keep human actors in control while minimizing the active, operational role of the drivers. In the selection of job candidates who have the mental ability to become professional ATCOs, psychometric testing has been a ubiquitous activity in the ATM domain. To contribute to psychometric research in the ATM domain, we investigated the extent to which spatial orientation ability (SOA), as conceptualized in the spatial cognition and navigation literature, predicted air traffic conflict detection performance in a simulated free route airspace (FRA) environment. The implementation of free route airspace (FRA) over the past few years, (...) notably in Europe, have facilitated air traffic services by giving greater flexibility to aviation operators in planning and choosing preferred air routes that can lead to quicker arrivals. FRA offers enhanced system safety and efficiency, but these benefits can be outweighed by the introduction of air traffic conflicts that are geometrically more complex. Such conflicts can arise from increased number and distribution of conflict points, as well as from elevated uncertainty in aircraft maneuvering (for instance, during heading changes). Overall, these issues will make conflict detection more challenging for air traffic controllers (ATCOs). Consequently, there is a need to select ATCOs with suitably high levels of spatial orientation ability (SOA) to ensure flight safety under FRA implementation. In this study, we tested 20 participants who are eligible for ATCO job application, and found that response time-based performance on a newly developed, open access, computerized spatial orientation test (SOT) predicted time to loss of minimum separation (tLMS) performance on an air traffic conflict detection task (AT-CDT) we designed. We found this predictive relationship to be significant to a moderately large extent under scenarios with high air traffic density (raw regression coefficient = 0.58). Moreover, we demonstrated our AT-CDT as a valid test in terms of eliciting well-known mental workload and spatial learning effects. We explained these findings in light of similar or overlapping mental processes that were most likely activated optimally under task conditions featuring approximately equal numbers of outcome-relevant stimuli. We conclude by discussing the further application of the SOT to the selection of prospective ATCOs who can demonstrate high levels of conflict detection performance in FRA during training simulations. Improving the resilience of urban road networks suffering from various disruptions has been a central focus for urban emergence management. However, to date the effective methods which may mitigate the negative impacts caused by the disruptions, such as road accidents and natural disasters, on urban road networks is highly insufficient. This study proposes a novel adaptive signal control strategy based on a doubly dynamic learning framework, which consists of deep reinforcement learning and day-to-day traffic dynamic learning, to improve (...) the network performance by adjusting red/green time split. In this study, red time split is regarded as extra traffic flow to discourage drivers to use affected roads, so as to reduce congestion and improve the resilience when urban road networks are subject to different levels of disruptions. In addition, we utilize the convolution neural network as Q-network to approximate Q values, link flow distribution and link capacity are regarded as the state space, and actions are denoted as red/green time split. A small network is utilized as a numerical example, and a fixed time signal control and other two adaptive signal controls are employed for the comparisons with the proposed one. The results show that the proposed adaptive signal control based on deep reinforcement learning can achieve better resilience in most of the cases, particularly in the scenarios of moderate and severe disruptions. This study may shed light on the advantages of the proposed adaptive signal control dealing with major emergencies compared to others. (shrink)

The imminent deployment of autonomous vehicles requires algorithms capable of making moral decisions in relevant traffic situations. Some scholars in the ethics of autonomous vehicles hope to align such intelligent systems with human moral judgment. For this purpose, studies like the Moral Machine Experiment have collected data about human decision-making in trolley-like traffic dilemmas. This paper first argues that the trolley dilemma is an inadequate experimental paradigm for investigating traffic moral judgments because it does not include agents’ (...) character-based considerations and is incapable of facilitating the investigation of low-stakes mundane traffic scenarios. In light of the limitations of the trolley paradigm, this paper presents an alternative experimental framework that addresses these issues. The proposed solution combines the creation of mundane traffic moral scenarios using virtual reality and the Agent-Deed-Consequences (ADC) model of moral judgment as a moral-psychological framework. This paradigm shift potentially increases the ecological validity of future studies by providing more realism and incorporating character considerations into traffic actions. (shrink)

A sector is a basic unit of airspace whose operation is managed by air traffic controllers. The operation complexity of a sector plays an important role in air traffic management system, such as airspace reconfiguration, air traffic flow management, and allocation of air traffic controller resources. Therefore, accurate evaluation of the sector operation complexity is crucial. Considering there are numerous factors that can influence SOC, researchers have proposed several machine learning methods recently to evaluate SOC by (...) mining the relationship between factors and complexity. However, existing studies rely on hand-crafted factors, which are computationally difficult, specialized background required, and may limit the evaluation performance of the model. To overcome these problems, this paper for the first time proposes an end-to-end SOC learning framework based on deep convolutional neural network specifically for free of hand-crafted factors environment. A new data representation, i.e., multichannel traffic scenario image, is proposed to represent the overall air traffic scenario. A MTSI is generated by splitting the airspace into a two-dimension grid map and filled with navigation information. Motivated by the applications of deep learning network, the specific CNN model is introduced to automatically extract high-level traffic features from MTSIs and learn the SOC pattern. Thus, the model input is determined by combining multiple image channels composed of air traffic information, which are used to describe the traffic scenario. The model output is SOC levels for the target sector. The experimental results using a real dataset from the Guangzhou airspace sector in China show that our model can effectively extract traffic complexity information from MTSIs and achieve promising performance than traditional machine learning methods. In practice, our work can be flexibly and conveniently applied to SOC evaluation without the additional calculation of hand-crafted factors. (shrink)

In this paper, in line with the general framework of value-sensitive design, we aim to operationalize the general concept of “Meaningful Human Control” in order to pave the way for its translation into more specific design requirements. In particular, we focus on the operationalization of the first of the two conditions investigated: the so-called ‘tracking’ condition. Our investigation is led in relation to one specific subcase of automated system: dual-mode driving systems. First, we connect and compare meaningful human (...) class='Hi'>control with a concept of control very popular in engineering and traffic psychology, and we explain to what extent tracking resembles and differs from it. This will help clarifying the extent to which the idea of meaningful human control is connected to, but also goes beyond, current notions of control in engineering and psychology. Second, we take the systematic analysis of practical reasoning as traditionally presented in the philosophy of human action and we adapt it to offer a general framework where different types of reasons and agents are identified according to their relation to an automated system’s behaviour. This framework is meant to help explaining what reasons and what agents play a role in controlling a given system, thereby enabling policy makers to produce usable guidelines and engineers to design systems that properly respond to selected human reasons. In the final part, we discuss a practical example of how our framework could be employed in designing automated driving systems. (shrink)

The identification and analysis of the spatiotemporal dynamic traffic patterns in citywide road networks constitute a crucial process for complex traffic management and control. However, city-scale and synchronal traffic data pose challenges for such kind of quantification, especially during peak hours. Traditional studies rely on data from road-based detectors or multiple communication systems, which are limited in not only access but also coverage. To avoid these limitations, we introduce real-time, traffic condition digital maps as our (...) input. The digital maps keep spatiotemporal urban traffic information in nature and are open to access. Their pixel colors represent traffic conditions on corresponding road segments. We propose a stacked convolutional autoencoder-based method to extract a low-dimension feature vector for each input. We compute and analyze the distances between vectors. The statistical results show different traffic patterns during given periods. With the actual data of Chongqing city, we compare the feature extraction performance between our proposed method and histogram. The result shows our proposed method can extract spatiotemporal features better. For the same data set, there is little difference in the number distribution of red pixels found in the statistics result of the histogram, while differences do exist in the results of our proposed method. We find the most fluctuated morning is on Friday; the most fluctuated evening is on Tuesday; and the most stable evening is on Wednesday. The distance captured by our method can represent the evolution of different traffic conditions during the morning and evening peak hours. Our proposed method provides managers with assistance to sense the dynamics of citywide traffic conditions in quantity. (shrink)

Accurate short-term traffic flow modeling is an essential prerequisite to analyze and control traffic flow. Canonical data-driven methods are a large account of parameters that may be underfitted with limited training samples, yet they cannot adaptively boost their understanding of the spatiotemporal dependencies of the traffic flow. The noisy and unstable traffic flow data also prevent the models from effectively learning the underlying patterns for forecasting future traffic flow. To address these issues, we propose (...) an easy-to-implement yet effective boosting model based on extreme gradient boosting and enhance it by wavelet denoising for short-term traffic flow forecasting. The discrete wavelet denoising is employed to preprocess the noisy traffic flow data. Then, the denoised training datasets are reconstructed to train the extreme gradient boosting model. These two components are integrated seamlessly in a unified framework, and the whole framework can retain the features in the data as much as possible. Our model can precisely capture the hidden spatial dependency in the data. Extensive experiments are conducted on four benchmark datasets compared with frequently used models. The results demonstrate that the proposed model can precisely capture the hidden spatial dependency of the traffic flow data and achieve superior performance. (shrink)

This study reviews the current information concerning the measurement of the situation awareness (SA) of the teleoperated drivers of remotely controlled cars. The teleoperated drivers who drive these cars are in a remote location, and they control the cars through a communication interface. The objective methods with probes are beneficial in measuring SA on a closed circuit without real traffic. Questions specifically should address the information provided on the road by haptic sensations, such as the slope of the (...) road and the vehicle's speed. Methods for measuring SA that involve probes and interruptions obviously are not suitable for use on public roads. A stable environment for the display and control of the communication interface is suitable for an eye tracker in measuring SA. These features also facilitate the use of subjective observer-rating methods. Both of these methods are suitable for driving on real roads because they are not intrusive. SA research in a real-road environment also should demonstrate how the SA of other drivers is affected by seeing a car without a driver. Given the remote character of driving, cultural differences in cognition may have a significant influence on the SA of the teleoperated driver. (shrink)

Intelligent video analysis is an important part of smart transportation. In order to (...) improve the accuracy and time efficiency of video retrieval schemes and recognition schemes, this article firstly proposes a segmentation and key frame extraction method for video behavior recognition, using a multi-time scale dual-stream network to extract video features, improving the efficiency and efficiency of video behavior detection. On this basis, an improved algorithm for vehicle detection based on Faster R-CNN is proposed, and the Faster R-CNN network feature extraction layer is improved by using the principle of residual network, and a hole convolution is added to the network to filter out the redundant features of high-resolution video images to improve the problem of vehicle missed detection in the original algorithm. The experimental results show that the key frame extraction technology combined with the optimized Faster R-CNN algorithm model greatly improves the accuracy of detection and reduces the leakage. With the mobility and ease of connection, wireless sensor networks have played a significant role in communication over the last few years, making them a significant data carrier across networks. Additional security, lower latency, and dependable standards and communication capability are required for future-generation systems such as millimeter-wave LANs, broadband wireless access schemes, and 5G/6G networks, among other things. Effectual congestion control is regarded as of the essential aspects of 5G/6G technology. It permits operators to run many network illustrations (...) on a single organization while maintaining higher service quality. A sophisticated decision-making system for arriving network traffic is necessary to confirm load balancing, limit network slice letdown, and supply alternative slices in slice letdown or congestion. Because of the massive amount of data being generated, artificial intelligence and machine learning play a vital role in reconfiguring and improving a 5G/6G wireless network. In this research work, a hybrid deep learning method is being applied to forecast optimal congestion improvement in the wireless sensors of 5G/6G IoT networks. This proposed model is applied to a training dataset to govern the congestion in a 5G/6G network. The proposed approach provided promising results, with 0.933 accuracy, and 0.067 miss rate. (shrink)

This paper investigates the nonlinear vehicle platoon control problems with external disturbances. The quadratic spacing policy is applied into the platoon control, in which the desired intervehicle distance is a quadratic function in terms of the vehicle’s velocities. Comparing with the general constant time headway policy, the QSP is more suitable to the human driving behaviors and can improve the traffic capacity. Then, a novel platoon control scheme is proposed based on the distributed integrated sliding mode. (...) Since the external disturbances are taken into consideration, the sliding mode method is employed to handle the disturbances. The paper presents a framework to realise “meaningful human control” over Automated Driving Systems. The framework is based on an original synthesis of the results of the multidisciplinary research project “Meaningful Human Control over Automated Driving Systems” lead by a team of engineers, philosophers, and psychologists at Delft University of the Technology from 2017 to 2021. Meaningful human control aims at protecting safety and reducing responsibility gaps. The framework is based on the core assumption that human persons (...) and institutions, not hardware and software and their algorithms, should remain ultimately—though not necessarily directly—in control of, and thus morally responsible for, the potentially dangerous operation of driving in mixed traffic. We propose an Automated Driving System to be under meaningful human control if it behaves according to the relevant reasons of the relevant human actors (tracking), and that any potentially dangerous event can be related to a human actor (tracing). We operationalise the requirements for meaningful human control through multidisciplinary work in philosophy, behavioural psychology and traffic engineering. The tracking condition is operationalised via a proximal scale of reasons and the tracing condition via an evaluation cascade table. We review the implications and requirements for the behaviour and skills of human actors, in particular related to supervisory control and driver education. We show how the evaluation cascade table can be applied in concrete engineering use cases in combination with the definition of core components to expose deficiencies in traceability, thereby avoiding so-called responsibility gaps. Future research directions are proposed to expand the philosophical framework and use cases, supervisory control and driver education, real-world pilots and institutional embedding. (shrink)

Nowadays the increase of traffic causes numerous serious traffic jams, and traffic signals are desired to work adaptively for dynamic traffic flows. In this paper, we view such a problem of traffic signal control as a multi-agent problem where each signal has a controlling agent, and aim to make the agents work cooperatively depending on the traffic status. To build such an agent program automatically, we introduce genetic programming, an evolutionary method for program (...) construction. In GP, it is known as important to encapsulate the substructures of a program which leads to higher fitness to the environment, and we propose a new encapsulation method using an efficient technique for discovering frequent substructures, which has been recently proposed in the data mining field. We also conducted a simulation with a real traffic data, and confirmed that GP with our encapsulation method outperforms the normal GP. It is also observed that the best individual has a communication part that chooses an appropriate communication area and adapts to the traffic status. (shrink)

As we age, many physical, perceptual and cognitive abilities decline, which can critically impact our day-to-day lives. However, the decline of many abilities is concurrent; thus, it is challenging to disentangle the relative contributions of different abilities in the performance deterioration in realistic tasks, such as road crossing, with age. Research into road crossing has shown that aging and a decline in executive functioning is associated with altered information sampling and less safe crossing decisions compared to younger adults. However, in (...) these studies declines in age and EFs were confounded. Therefore, it is impossible to disentangle whether age-related declines in EFs impact on visual sampling and road-crossing performance, or whether visual exploration, and road-crossing performance, are impacted by aging independently of a decline in EFs. In this study, we recruited older adults with maintained EFs to isolate the impacts of aging independently of a decline EFs on road crossing abilities. We recorded eye movements of younger adults and older adults while they watched videos of road traffic and were asked to decide when they could cross the road. Overall, our results show that older adults with maintained EFs sample visual information and make similar road crossing decisions to younger adults. Our findings also reveal that both environmental constraints and EF abilities interact with aging to influence how the road-crossing task is performed. Our findings suggest that older pedestrians' safety, and independence in day-to-day life, can be improved through a limitation of scene complexity and a preservation of EF abilities. (shrink)

This article is about a period of technology transfer – the late 1910s and 1920s – when wartime aerial reconnaissance techniques and operations were being adapted to a range of civilian uses, including urban planning, land use analysis, traffic control, tax equalization, and even archaeology. At the center of the discussion is the ‘photomosaic’: a patchwork of overlapping aerial photographs that have been rectified and fit together so as to form a continuous survey of a territory. The article traces both the refinements in photomosaic technology after the Armistice and the rhetorical means by which the form’s avant-garde wartime reputation was domesticated into an ‘applied realism’ that often effaced its site-specific perspective, its elaborately rectified optics, and the oppositionality of both its military and civilian uses. The article has a broader theoretical aim as well. Classic statements of both structuralist and post-structuralist spatial theory (Barthes and de Certeau are the primary examples here) have produced an ossified geometry wherein the vertical is the axis of paradigm, top-down strategy, and manipulative distance and the horizontal the axis of syntagm, grassroots tactics, and resistant proximities and differences. In its close study of the technology and rhetoric surrounding interwar photogrammetry, the article provides an example of how one might reverse the long-standing misrecognition of high-altitude optics as effacing time, difference, and materiality – and what it might mean to view such optics as, instead, a resource in turning from abstract toward differential conceptions of both aerial photography and our theoretical habits. This turn I call ‘applied modernism’, a term that accesses both the wartime photomosaic’s affiliation with avant-garde painting and its insistence that portraits of the total are always projections from partial, specific vantages. This article explores two examples of non-visibility as a way of describing the specificity of contemporary surfaces of visualization. The two cases are the disappearance of Malaysia Airlines Flight 370, the scheduled passenger flight from Kuala Lumpur to Beijing, which lost contact with air traffic control on 8 March 2014 at 01:20 MYT, and the 276 Nigerian girls who went ‘missing’ at about the same time. The analysis is developed through an exploration of these examples in terms of (...) the patterning of vision produced in recursive relations, or relations of feedback with the environment. We argue that changes in the organization of this feedback, which we describe as ‘rendition’, equip contemporary observers with both the capacity to see ‘close up at a distance’ and the capacity to be situated adjacent, next to or ‘beside from above’. Unusual atmospheric phenomena (UAPs) were observed in daylight by multiple observers on board two civil aircraft in widely separated locations. We summarise results of an investigation based on radio communications reporting events in real time to Air Traffic Control (ATC), ATC radar and weather radar recordings, Civil Aviation Authority (CAA) documents, witness interviews and statements, and other sources. We describe attempts to explain the phenomena with the help of expert specialist advisers and professional resources in the fields of (...) meteorology, atmospheric optics, oceanography and geophysics. We are able to show that widespread media stories describing enormous phenomena up to a mile wide and detected by radar were based on speculation and misunderstandings. Many news reports were grossly exaggerated and inaccurate. However, we are unable to conclusively identify the UAPs observed. It proves possible to eliminate a number of theories with a fairly high level of confidence, leaving us with two types of phenomena—a rare atmospheric-optical effect or an earthquake precursor—both of which have the potential to explain at least some, although not all, features of the reports. Industrial policy is a highly controversial issue. The European Union (EU) justifies its industrial policy on the grounds of common problems across countries, its capacity to coordinate and reduce duplication of efforts, its capacity to control and limit member-state subsidies to industries, and its mandate for foreign trade and competition policy. Technology policy has been relatively successful in certain fields such as telecommunications or traffic control systems. In other fields, such as microelectronics and computers, the results have (...) been mixed. Formulating a coherent industrial policy remains a highly complicated venture because there are a number of conflicts that are difficult to resolve. This article attempts to review the role and the implementation of industrial and innovation policies in the EU. Moreover, it will attempt to examine and analyze the effects of these policies on convergence and cohesion for the European member-states. (shrink)

N. Katherine Hayles is known for breaking new ground at the intersection of the sciences and the humanities. In Unthought, she once again bridges disciplines by revealing how we think without thinking—how we use cognitive processes that are inaccessible to consciousness yet necessary for it to function. This article explores the process by which intelligent transport system technologies have further advanced a data-driven culture in public transport and traffic control. Based on 12 interviews with transport engineers and fieldwork visits to three control rooms, it follows the implementation of Real-Time Passenger Information in Dublin and the various technologies on which it is dependent. It uses the concept of ‘data ratcheting’ to describe how a new data-driven rational order supplants a gradualist, conservative ethos, creating technological (...) dependencies that pressure organisations to take control of their own data and curate accessibility to outside organisations. It is argued that the implementation of Real-Time Passenger Information forms part of a changing landscape of urban technologies as cities move from a phase of opening data silos and expanded communication across departments and with citizens towards one in which new streams of digital data are recognised for their value in stabilising novel forms of city administration. Why? is a book about the explanations we give and how we give them--a fascinating look at the way the reasons we offer every day are dictated by, and help constitute, social relationships. Written in an easy-to-read style by distinguished social historian Charles Tilly, the book explores the manner in which people claim, establish, negotiate, repair, rework, or terminate relations with others through the reasons they give. Tilly examines a number of different types of reason giving. For example, he shows (...) how an air traffic controller would explain the near miss of two aircraft in several different ways, depending upon the intended audience: for an acquaintance at a cocktail party, he might shrug it off by saying "This happens all the time," or offer a chatty, colloquial rendition of what transpired; for a colleague at work, he would venture a longer, more technical explanation, and for a formal report for his division head he would provide an exhaustive, detailed account. Tilly demonstrates that reasons fall into four different categories:Convention: "I'm sorry I spilled my coffee; I'm such a klutz." Narratives: "My friend betrayed me because she was jealous of my sister." Technical cause-effect accounts: "A short circuit in the ignition system caused the engine rotors to fail." Codes or workplace jargon: "We can't turn over the records. We're bound by statute 369." Tilly illustrates his topic by showing how a variety of people gave reasons for the 9/11 attacks. He also demonstrates how those who work with one sort of reason frequently convert it into another sort. For example, a doctor might understand an illness using the technical language of biochemistry, but explain it to his patient, who knows nothing of biochemistry, by using conventions and stories. This article proposes the use of agent-based simulation to analyze complex design trade-offs that involve value tensions. This is illustrated by a case study in the domain of train traffic control. In this case, agent-based simulation supported the involvement of stakeholders and increased understanding of a design trade-off.

Color coding is used to guide attention in computer displays for such critical tasks as baggage screening or air traffic control. It has been shown that a display object attracts more attention if its color is more similar to the color for which one is searching. However, what does similar precisely mean? Can we predict the amount of attention that a display color will receive during a search for a given target color? To tackle this question, two color‐search (...) experiments measuring the selectivity of saccadic eye movements and mapping out its underlying color space were conducted. A variety of mathematical models, predicting saccadic selectivity for given target and display colors, were devised and evaluated. The results suggest that applying a Gaussian function to a weighted Euclidean distance in a slightly modified HSI color space is the best predictor of saccadic selectivity in the chosen paradigm. Hue and intensity information by itself provides a basis for useful predictors, spanning a possibly spherical color space of saccadic selectivity. Although the current models cannot predict saccadic selectivity values for a wide variety of visual search tasks, they reveal some characteristics of color search that are of both theoretical and applied interest, such as for the design of human–computer interfaces. For understanding and controlling spreading in complex networks, identifying the most influential nodes, which can be applied to disease control, viral marketing, air traffic control, and many other fields, is of great importance. By taking the effect of the spreading rate on information entropy into account, we proposed an improved information entropy method. Compared to the benchmark methods in the six different empirical networks, the IIE method has been found with a better performance on Kendall’s Tau and (...) imprecision function under the Susceptible Infected Recovered model. Especially in the Facebook network, Kendall’s Tau can grow by 120% as compared with the original IE method. And, there is also an equally good performance in the comparative analysis of imprecise functions. The imprecise functions’ value of the IIE method is smaller than the benchmark methods in six networks. (shrink)

Our visual experience of the world is one of diverse objects and events, each with particular colors, shapes, and motions. This experience is so coherent, so immediate, and so effortless that it seems to result from a single system that lets us experience everything in our field of view. But however appealing, this belief is mistaken: there are severe limits on what can be visually experienced. -/- For example, in a display for air-traffic control it is important to (...) track all moving items. For a single item, this can be done without problem. Three or four can also be tracked, although some degree of effort may be needed. As the number is increased further, accurate tracking becomes more and more difficult—and eventually, impossible. Performance is evidently affected by a factor within the observer which enables certain kinds of perception to occur, but is limited in some way. This factor is generally referred to as attention. -/- At various times, attention has been associated with clarity of perception, intensity of perception, consciousness, selection, or the allocation of a limited “resource” enabling various operations (see Hatfield, 1998). During the past several decades, considerable progress has been achieved by focusing on the idea of selection (Broadbent, 1982). In particular, attention can be productively viewed as contingently selective processing. This can be embodied in various ways by various processes—there need not be a single quantity identified with all forms of attention, or a single site where it operates (Allport, 1993; Tsotsos, 2011). Although “paying attention” is often considered to be a unitary operation, it may simply refer to the control of one or more selective processes, ideally in a co-ordinated way. While this view has some cost in terms of conceptual simplicity, it can help make sense of a large set of phenomena. -/- This article surveys several of the major issues in our understanding of attention and how it relates to perception. That will allow us to expand a bit on the more difficult comments, and of (...) course the thoughtful reply from Dr. Dick.Knox, Allen, and DownesKnox, Allen, and Downes imagine a world in which effective polygenic scores for alcohol use exist and conclude that even then there would be no way to use them ethically. We agree, for the most part, but there are several distinctions to consider. The first is among physical, medical, psychiatric, and normal-range behavioral phenotypes. Effective polygenic scores exist for height, and to a somewhat lesser extent for medical conditions like coronary heart disease. Whether or not it is a good idea to deploy them in embryo selection or clinical medicine, that is already happening.We do not think an R2 of 0.35 polygenic scores for complex behavioral phenotypes will ever exist, for all the reasons we outlined in the original paper. If we allow ourselves to imagine it happening, however, there are two explanatory pathways to follow. The first is the raw R2, and let’s stipulate that with more enormous samples or exome sequencing or whatever, respectable values are eventually achieved. The second involves the causal validity underlying black-box prediction. Scientists are taking the first step down that path (although not in Spit for Science [S4S], see the reply below to Lee and Morris) by investigating direct and indirect effects between and within families and examining the portability of polygenic scores (PGS) across environments and ancestries. The most convincing causal evidence would involve the kind of mechanistic causal biology about which enthusiasts like to speculate, but there is little sign of that.We will grant another possibility. Suppose there was a PGS for alcohol at an R2 of 0.35 that worked between families and within them, in [End Page 455] North America, South Asia, Central America, and West Africa. Animal models confirmed that it is related to specific metabolic pathways involved in alcohol. It was related but not identical to other successful PGS that predict cannabis use and other addictions. Ancient DNA studies find that it is high in human remains that were preserved next to the casks of wine that they apparently loved. Pharmacologists use it to develop effective medications for withdrawal. This hypothetical PGS, mechanistically opaque though it might remain, would exist in what Cronbach and Meehl (1955) called a nomological network. It would have construct validity, similar to a good self-report questionnaire. Like PGS for coronary heart disease, people would want to have access to construct valid PGS, and there would probably be no way to prevent people from obtaining them. We repeat that we do not expect this to happen, and as we discuss in the response to Dick below, hypothetical discussions of future scientific outcomes usually turn out to be unscientific wishcasting. It is like insisting that cities need to develop traffic control systems for flying cars.SadlerSadler is probably correct that the exigencies of grant funding explain much of what we have observed in S4S. It is certainly a more charitable explanation than the alternatives. It is interesting to consider that one of several revolutions that have occurred in the years since S4S was conceived is in the realm of scientific design and reporting. Preregistration of research hypotheses might have prevented many of the more dubious outcomes of S4S. Yet those ideas have never been applied to grant proposals, as far as we know. Grant reviews reward grandiose promises. No one has ever received funding for announcing that they hope to make incremental progress at the margins of a difficult and perhaps intractable problem. There is no mechanism to check on whether the big promises in proposals were ever fulfilled. Anozie Role of off-farm income in agricultural production and its environmental effect in Southeast, Nigeria was studied. Two hundred and forty respondents were selected through multi stage random sampling techniques. The objectives of the study were captured using percentage responses, multiple regression and factor analyses. Structured questionnaire was used to collect data from the respondents. The result of socio-economic characteristics of commercial motor cycle riders showed that most (...) riders were youthful, single and experienced. Also, most of the riders used their money generated in the business in hiring labour, procurements of farm inputs, family welfare, expansion of business and procurement of equipment. As well, the menaces caused by motor cycle to the riders and the general society were accidents, traffic jam, crimes, health challenges and gang beating. More so, the determinant factors to the motor cycle riders’ income generated were number of years of experience and marital status. In addition, the effects of motor cycle operations to the environment were dusty and noisy situations, soil erosion, vegetation loss and oil spillage. The avenues in alleviating the affects of motor cycle operations on the environment were use of gadgets, educational programme, ban on the use of big motor cycle, use of traffic control and cleanliness of vehicular emission. The major problems encountered by the riders were extortions by the police, emblem, high cost of fuel and high cost of spare parts. Based on the findings the following recommendations were proffered. There is need to enhance riders’ access to hearing and head protective devices and goggle gadget at affordable prices. Also, experienced and novice riders should be encouraged to remain in business through among others provision of motor cycle parts at affordable prices and rehabilitation of rural roads by the government. There is growing interest for implementing tools to monitor cognitive performance in naturalistic work and everyday life settings. The emerging field of research, known as neuroergonomics, promotes the use of wearable and portable brain monitoring sensors such as functional near infrared spectroscopy (fNIRS) to investigate cortical activity in a variety of human tasks out of the laboratory. The objective of this study was to implement an on-line passive fNIRS-based brain computer interface to discriminate two levels of working memory load during (...) highly ecological aircraft piloting tasks. Twenty eight recruited pilots were equally split into two groups (flight simulator vs. real aircraft). In both cases, identical approaches and experimental stimuli were used (serial memorization task, consisting in repeating series of pre-recorded air traffic control instructions, easy vs. hard). The results show pilots in the real flight condition committed more errors and had higher anterior prefrontal cortex activation than pilots in the simulator, when completing cognitively demanding tasks. Nevertheless, evaluation of single trial working memory load classification showed high accuracy (>76%) across both experimental conditions. The contributions here are two-fold. First, we demonstrate the feasibility of passively monitoring cognitive load in a realistic and complex situation (live piloting of an aircraft). In addition, the differences in performance and brain activity between the two experimental conditions underscore the need for ecologically-valid investigations. (shrink)

Based on the deontological ethical perspective and concepts from blame psychology such as the defensive attribution hypothesis and culpable control, it is argued that people are predisposed to blame a transportation company when it is involved in an accident. This was tested in a scenario of an airline accident of uncertain cause, finding that respondents blamed the airline the most among a list of five blamable entities (pilots, mechanics-maintenance-inspectors, the weather, ground crew-air traffic control, and airline). Additionally, (...) based on the virtue theory of ethics and the moral character perspective of blame psychology, it was hypothesized that manipulation of the virtue of the airline (mercenary versus altruistic) would result in less blame assigned to the altruistic airline in a quasi-experiment where the other factor was outcome of the accident (safe landing with a few injuries versus crash with many fatalities). However, the two factors significantly interacted in an unexpected way. The mercenary airline suffering a crash was blamed less than the altruistic airline that crashed, while the mercenary airline that safely landed was blamed more than the altruistic airline that safely landed. The managerial implications of blame bias toward the company are addressed. (shrink)

Transportation cyber-physical systems are constrained by spatiality and real-time because of their high level of heterogeneity. Therefore, applications like traffic control generally manage moving objects in a single-machine multithreaded manner, whereas suffering from frequent locking operations. To address this problem and improve the throughput of moving object databases, we propose a GPU-accelerated indexing method, based on a grid data structure, combined with quad-trees. We count object movements and decide whether a particular node should be split or be merged (...) on the GPU. In this case, bottlenecked nodes can be translated to quad-tree without interfering with the CPU. Hence, waiting time of other threads caused by locking operations raised by object data updating can be reduced. The method is simple while more adaptive to scenarios where the distribution of moving objects is skewed. It also avoids shortcomings of existing methods with performance bottleneck on the hot area or spending plenty of calculation resources on structure balancing. Experiments suggest that our method shows higher throughput and lower response time than the existing indexing methods. The advantage is even more significant under the skewed distribution of moving objects. (shrink)

It was written and sung by a black man (a black man who often plays a gangster and a cop in popular films), in a genre already regarded as threateningly disruptive to the state: rap. The result is that the CD containing this song was pulled from the shelves of music stores and can no longer be purchased. There was no trial. While traffic signals, signs, and road markings provide explicit guidelines for those operating in and around the roadways, some decisions, such as determinations of “who will go first,” are made by implicit negotiations between road users. In such situations, pedestrians are today often dependent on cues in drivers’ behavior such as eye contact, postures, and gestures. With the introduction of more automated functions and the transfer of control from the driver to the vehicle, pedestrians cannot rely on such (...) non-verbal cues anymore. To study how the interaction between pedestrians and automated vehicles (AVs) might look like in the future, and how this might be affected if AVs were to communicate their intent to pedestrians, we designed an external vehicle interface called automated vehicle interaction principle (AVIP) that communicates vehicles’ mode and intent to pedestrians. The interaction was explored in two experiments using a Wizard of Oz approach to simulate automated driving. The first experiment was carried out at a zebra crossing and involved nine pedestrians. While it focused mainly on assessing the usability of the interface, it also revealed initial indications related to pedestrians’ emotions and perceived safety when encountering an AV with/without the interface. The second experiment was carried out in a parking lot and involved 24 pedestrians, which enabled a more detailed assessment of pedestrians’ perceived safety when encountering an AV, both with and without the interface. For comparison purposes, these pedestrians also encountered a conventional vehicle. After a short training course, the interface was deemed easy for the pedestrians to interpret. The pedestrians stated that they felt significantly less safe when they encountered the AV without the interface, compared to the conventional vehicle and the AV with the interface. This suggests that the interface could contribute to a positive experience and improved perceived safety in pedestrian encounters with AVs – something that might be important for general acceptance of AVs. As such, this topic should be further investigated in future studies involving a larger sample and more dynamic conditions. (shrink)
