ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. In recent years, the United Nations has taken a lead in advocating public-private partnerships (PPPs), and various UN entities actively seek partnerships and alliances with transnational corporations and other companies. Although there has been a rapid growth of PPPs, relatively little is known about their contribution to basic UN goals associated with inclusive, equitable and sustainable development. In response to this situation, there are increasing calls for impact assessments. This article argues that such assessments need to recognize the (...) range of ideational, institutional, economic and political factors and forces underpinning the turn to PPPs, and the very different logics and agendas involved, some of which seem quite contradictory from the perspective of equitable development and democratic governance. The article examines these different forces and logics, focusing on (a) the institutional turn towards "good governance", (b) economic contexts that relate to the very mixed "fortunes" of UN agencies and corporations, (c) structural determinants associated with "corporate globalisation" and (d) political drivers that relate to the struggle for hegemony and legitimisation. The article ends by reflecting critically on the tendency within mainstream development institutions and some strands of academic literature to highlight logics associated with good governance and pragmatism, and to disregard those associated with the strengthening of corporate interests and the neoliberal policy regime. It is argued that knowledge networks associated with the UN need to go beyond "best practice learning" and embrace "critical thinking", which has waned within UN circles since the 1980s. (shrink)

This article is the preface to a completed book manuscript, United Nations Human Rights Ethics. Based on the indivisibility of human rights, the Four Freedoms Speech, and the Preamble of the Universal Declaration, the book takes freedom of expression as the one human right. Other rights are modes of this one. For example, one exercises freedom of expression (speech) by exercising the right to life, access to courts, etc.. This paper describes the Gender Equity Project at Hunter College of the City University of New York, funded by the U. S. NSF ADVANCE Institutional Transformation Award program. ADVANCE supports system-level strategies to promote gender equity in the social and natural sciences, but has supported very few teaching-intensive institutions. Hunter College is a teaching-intensive institution in which research productivity among faculty is highly valued and counts toward tenure and promotion. We created the GEP to address the particular challenges that faculty, (...) especially White women and faculty of color, face in maintaining research programs and advancing in their careers at teaching-intensive institutions. During the course of the ADVANCE award, its centerpiece was the Sponsorship Program, a multifaceted paid mentorship/sponsorship program that paired each participant with a successful scholar in her discipline. It offered extensive professional development opportunities, including interactive workshops and internal grants to support research. The GEP helped change key policies and practices by ensuring that all faculty were treated fairly in areas like provision of research start-up funds and access to guidance on how to prepare for tenure and promotion. Qualitative and quantitative evidence suggests that participation in the Sponsorship Program boosted research productivity and advanced the careers of many of the women who participated; the Program was highly rated by all participants. Some of the policy and practice changes that the GEP helped bring about were sustained at Hunter beyond the award period and some were adopted and disseminated by the central office of CUNY. However, we were not able to sustain the relatively expensive Sponsorship Program. We share the lessons we learned, including that creating a diverse, successful social and natural scientific workforce requires sustained support of female faculty employed at teaching-intensive colleges. We acknowledge the difficulties of sustaining gains, and offer ideas about how to make the case for gender equity when women seem to be doing “well enough.” We underscore the imperative of building support for women’s research in teaching-intensive institutions, where most women scientists are employed, and well over 90% of all college students—a disproportionate percentage of whom are female, minoritized, or both—are educated. The whole purpose of the UN is to bring nations together. In an era of globalisation and short term economic goals and values, we need to go back to reflect on the purposes of UNESCO as a place for foresight, a laboratory of ideas, exploring people’s identity and helping shape this. And I also hope that we can introduce these ideas backto the mainstream European and North American traditions, which tend to dominate, so that people can see there are (...) different traditions and cultures and there’s not only one way to see the world. This article sets out the rationale for a United Nations Regulation for Artificial Intelligence, which is needed to set out the modes of engagement of the organisation when using artificial intelligence technologies in the attainment of its mission. It argues that given the increasing use of artificial intelligence by the United Nations, including in some activities considered high risk by the European Commission, a regulation is urgent. It also contends that rules of engagement for artificial intelligence (...) at the United Nations would support the development of ‘good artificial intelligence’, by giving developers clear pathways for authorisation that would build trust in these technologies. Finally, it argues that an internal regulation would build upon the work in artificial intelligence ethics and best practices already initiated in the organisation that could, like the Brussels Effect, set an important precedent for regulations in other countries. As climate change in West Africa poses profound limitations on rainfed agriculture, policymakers and practitioners may again turn to irrigated agriculture to provide food for a growing population. Gendered analyses of irrigation projects reveal that in many cases women’s participation in irrigated agriculture has been limited due to a lack of access to land and water. Past research in the Upper Valley of the Senegal River suggests that variables other than access to land and water condition women’s participation (...) in irrigated agriculture. Fully understanding women’s participation in irrigated agriculture demands examination of intra-household dynamics and livelihood strategies as well as the impacts of agricultural commodification. By exploring how gender norms and material interests vary between women in different classes, this article highlights interactions between class and gender that mitigate against the mobilization of political support for activist family policies in the United States. Ironically, while educated women in professional and managerial jobs are ideologically most favorable toward the dual earner/dual carer model, it is not in their economic interest for the state to make it happen. Scandinavian-style interventions would impose costs on relatively (...) privileged women in their role as child care consumers. ‘Planetary sustainability’, as developed in this article, is a transitory term, marking the conceptional change from perceiving the Earth as a globe to recognising it rather as a planet. Although the traditional Brundtland sustainability definition comprises ecological, economic and social dimensions to perpetuate the fulfilment of humankind’s needs for the next generations, the planetary aspect of sustainability leads to the acknowledgement that there will be an end to human civilisation if humankind does not move into space sooner or later. Concerning (...) space mining, this move might happen in our age. Given this fact, and the contemporary situation concerning space debris, ‘ethics of planetary sustainability’ as well as space environment ethics are needed. It would also make sense to add an 18th Sustainable Development Goal called ‘Space Environment’ to the current 17 Global Goals, as a sort of a political demand to complete what then could better be called the ‘Planetary Plan’.Contribution: The increasing economic use of outer space makes it necessary to include this domain in the sustainability discussion. The article calls for an 18th United Nations Sustainable Development Goal “Space Environment”, providing theological and philosophical reasoning for the need of an ethics of planetary sustainability. In §54 of the Grundlagen, Frege advances an interesting proposal on how to distinguish among different sorts of concepts, only some of which he thinks can be associated with number. This paper is devoted to an analysis of the two criteria he offers, isolation and non-arbitrary division. Both criteria say something about the way in which a concept divides its extension; but they emphasize different aspects. Isolation ensures that a concept divides its extension into discrete units. I offer two (...) construals of this: isolation as discreteness, i.e. absence of overlap, between the objects to be counted; and isolation as the drawing of conceptual boundaries. Non-arbitrary division concerns the internal structure of the units we count: it makes sure that we cannot go on dividing them arbitrarily and still find more units of the kind. Non-arbitrary division focuses not only on how long something can be divided into parts of the same kind; it also speaks to the way in which these divisions are made, arbitrarily or non-arbitrarily, as well as to the compositional structure of the objects divided. Inequities in HIV pre-exposure prophylaxis (PrEP) use persist in the United States. Although scientific advancement in delivery options and social acceptance of PrEP has occurred in the past decade, gaps remain in ensuring that this sexual health program is available to all. Components of what a national PrEP program for all would look like are discussed.

From anxiety about Muslim immigrants in Western Europe to concerns about undocumented workers and cross-border security threats in the United States, disputes over immigration have proliferated and intensified in recent years. These debates are among the most contentious facing constitutional democracies, and they show little sign of fading away. Edited and with an introduction by political scientist Rogers M. Smith, Citizenship, Borders, and Human Needs brings together essays by leading international scholars from a wide range of disciplines to explore (...) the economic, cultural, political, and normative aspects of comparative immigration policies. In the first section, contributors go beyond familiar explanations of immigration's economic effects to explore whose needs are truly helped and harmed by current migration patterns. The concerns of receiving countries include but are not limited to their economic interests, and several essays weigh different models of managing cultural identity and conflict in democracies with large immigrant populations. Other essays consider the implications of immigration for politics and citizenship. The eminent 20th-century Polish philosopher Tadeusz Kotarbiński (1886–1981) is the author of a novatory philosophy of combating global suffering. Kotarbiński’s theory states that although humans are by nature rational, and additionally endowed with goodwill, human life nonetheless offers an endless stream of pain and suffering. Some of this suffering results from the essence of the human condition and can not be helped, mostly, however, it is the effect of the meanderings of the human mind and can be eliminated by education. (...) More than by anything else, the human mind is brought to err by so-called phantasmats, or emotion-laden intellectual mirages, mainly of a religious, national and political nature. Such phantasmats are the source and fundament of humanity’s divisions into hostile cultures, nations and political systems, which in turn gives rise to conflict between civilizations, countries and ideologies, inadvertently accompaniedby mounting mistrust, suspiciousness, xenophobia, hatred, armaments—and ultimately war. All this means an ocean of suffering for countless individuals. Both in philosophy and praxis Kotarbiński strove to eliminate all sources of suffering, including that stemming from differences in culture, development, nationality, and politics. He believed in the motivating powers of reason and the creative powers of persuasion, and consequently sought to attain his goal by rationalization, or focusing solely on the logic-driven and common experiencing of the human fate in a bid to eradicate cultural, national and political difference. Thus united, humanity would melt into one big human state devoted to lingering inevitable suffering. Since UNESCO launched its Culture of Peace Programme, it has helped mobilize people from all walks of life and from all continents to support the transformation from a culture of war and violence to a culture of pace. This is a report of the Programme's actions.

Millennials are a powerful workforce group and are quickly becoming established business leaders, consumers, and investors. Yet, millennials are often described as a uniformly homogeneous generation, despite mounting evidence of variances across their private and workplace behaviors, attitudes and preferences, and personal values. This article examines the personal value orientations of millennials in the Unites States, reporting consistencies, variations, and contrasts based on a large sample drawn from seven diverse universities. Results of this article suggest more similarities across a national (...) population of millennials than differences, suggesting a national identity among American millennials. Practical implications of our findings and future research are discussed. (shrink)

A study of the personal histories and interconnected lives and careers of the Britons who worked at the United Nations after 1945.

The author focuses attention on some of the historical antecedents of the United Nations Global Compact. Developments such as the Global Compact do not arrive “whole cloth” but require people and institutions to be in a “state of readiness” for the idea. The article discusses Secretary-General Annan’s challenge to action, the historical background of three stages of corporate social responsibility, and the future of global corporate responsibility.

Political and cultural diversity in contemporary Europe can be encountered on many levels and in a variety of forms. The significance of such political and cultural diversity is, however, differently understood, and conceptualized, and not always sufficiently appreciated in distinct perceptions of Europe. A variety of perceptions of Europe have played a role in the project of Eastern enlargement, even if a communitarian/unitarian vision of a single European identity seemed to prevail. Such a vision was not only promoted by Western (...) European political forces, but also actively endorsed by some of the new-comers themselves, who, in a way, embedded the unitarian understanding of European identity in their local self-identification as `Central Europe'. A unitary vision of Europe was, however, at odds with a number of connotations associated with the myth of a distinct Central European identity as it had emerged in the 1980s. The article identifies three understandings of the idea of Central Europe as they have historically emerged, and suggests their contemporary relevance for the European integration project. Subsequently, the usage and understanding of Central Europe will be briefly looked at in the context of the fifth enlargement project. Finally, the future of political and cultural integration in the post-enlargement era is hypothesized. While the unitary vision of European identity remains an important marker, a diversity-sensitive, post-national, and deliberative understanding of European identity seems increasingly important, an identity that can significantly build on an emancipatory reading of Central Europe. Context: Although ethics consultation is commonplace in United States (U.S.) hospitals, descriptive data about this health service are lacking. Objective: To describe the prevalence, practitioners, and processes of ethics consultation in U.S. hospitals. Design: A 56-item phone or questionnaire survey of the "best informant" within each hospital. Participants: Random sample of 600 U.S. general hospitals, stratified by bed size. Results: The response rate was 87.4%. Ethics consultation services (ECSs) were found in 81% of all general hospitals in the U.S., (...) and in 100% of hospitals with more than 400 beds. The median number of consults performed by ECSs in the year prior to survey was 3. Most individuals performing ethics consultation were physicians (34%), nurses (31%), social workers (11%), or chaplains (10%). Only 41% had formal supervised training in ethics consultation. Consultation practices varied widely both within and between ECSs. For example, 65% of ECSs always made recommendations, whereas 6% never did. These findings highlight a need to clarify standards for ethics consultation practices. (shrink)

Following the unsuccessful attempt to get a woman appointed as UN secretary-general in 2016 and the drop in women in senior posts in 2015, it appeared that gender equality at the UN was as distant as ever. Yet, gender equality within the Secretariat and UN system has been on the organization's agenda since 1970, with goals and target dates set for the level of women's participation and achievement. These have been met in some issue areas and organizations, but (...) not others. As part of the special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay traces the evolution of efforts to increase the representation of women in the UN system and takes stock of their current representation therein, analyzing the data on the Secretariat and appointments to senior posts as well as in various operations and programs. While Bernard Suits's understanding of games has significantly influenced the philosophy of sport, the longest sustained investigation in The Grasshopper is of make-believe and roleplaying games. Suits’s discussion of make-believe and roleplaying is found in chapters 9 through 12, but what he says there is uncharacteristically unclear. To clarify Suits’s account, the present paper distinguishes between two arguments that Suits interweaves. In the first, Suits argues that game playing is not a species of play. In the second, Suits argues that (...) playing a make-believe or role-playing game is the same — at heart — as playing a game of any type. While the paper takes no position on the former, it defends the latter argument against several important objections by Thomas Hurka and C. Thi Nguyen. It contends, furthermore, that Suits is not simply trying to show that his theory of game playing can account for make-believe and roleplaying games. Rather, Suits is also using make-believe and roleplaying games to clarify exactly how his theory of game playing should be understood. (shrink)

The ascendency of executive power in the presence of weak parliamentary and societal control has given rise to a need for deliberative forms of diplomacy in international relations. As Denmark, Finland, Iceland, Norway, and Sweden regularly include members of parliament, party representatives, and representatives of civil society in their delegations to the General Assembly of the United Nations, does this imply that a Nordic model exists? This book reviews the practice of these countries and finds that the role (...) of societal representatives has diminished from participating members of delegations to mere observers. This article outlines a theory of what affects the degree and nature of women's participation in the armed forces throughout history and across nations. Examining national security situations, military technology, military accession policies, demographic patterns, cultural values regarding gender, and structural patterns of gender roles, the article proposes a systematic theory of the conditions under which women's military roles expand and contract. The theory is then applied to analyze women's likely future role in armed forces. The (...) military's need for personnel has been the driving force behind expansion of women's military roles through history and across nations, but cultural values supporting gender equality also contribute and seem likely to have increased influence in the future. Given racialized chattel slavery’s significance to the US economy, the abolition of slavery necessarily raised a profound question for the nation after the Civil War: How would the United States structure its economy when, for the first time in its history, it could no longer unapologetically exploit the stolen labor of millions of enslaved people? This essay examines a set of radically democratic possibilities for reconstructing the US economy that were unleashed by abolition in the second half of the (...) nineteenth century and that continue to be relevant in the twenty-first century. It analyzes a set of experiments in economic democracy that were catalyzed by emancipation and its economic consequences, examines the twentieth-century legacies of these initial endeavors, and concludes by discussing the ongoing relevance of abolitionist economic democracy in the twenty-first century. Patients in the United States have been subject to an evergrowing “avalanche” of unwanted medical treatment. This is economically, ethically, and legally wrong. As one advocacy campaign puts it: “Patients should receive the medical treatments they want. Nothing less. Nothing more.” First, unwanted medical treatment constitutes waste (and often fraud or abuse) of scarce healthcare resources. Second, it is a serious violation of patients’ autonomy and self-determination. Third, but for a few rare exceptions, administering unwanted medical treatment contravenes settled (...) legal rules and principles. This “Legal Briefing” describes a central and growing role for the law. Specifically, courts and agencies have increasingly imposed penalties on healthcare providers who deliberately or negligently disregard advance directives and DNR (donot-resuscitate) orders. We are delighted by the broad, intense, and fruitful discussion in reaction to our target article. A major point we take from the many comments is a prevailing feeling in the research community that we need significantly and urgently to advance resilience research, both by sharpening concepts and theories and by conducting empirical studies at a much larger scale and with a much more extended and sophisticated methodological arsenal than is the case currently. This advancement can be achieved only (...) in a concerted international collaborative effort. In our response, we try to argue that an explicitly atheoretical, purely observational definition of resilience and a transdiagnostic, quantitative study framework can provide a suitable basis for empirically testing different competing resilience theories (sects. R1, R2, R6, R7). We are confident that it should be possible to unite resilience researchers from different schools, including from sociology and social psychology, behind such a pragmatic and theoretically neutral research strategy. In sections R3 to R5, we further specify and explain the positive appraisal style theory of resilience (PASTOR). We defend PASTOR as a comparatively parsimonious and translational theory that makes sufficiently concrete predictions to be evaluated empirically. (shrink)

Currently, in the United States, there is no legal obligation for medical professionals or civil courts to uphold patients’ Advance Directives (ADs) regarding end-of-life care. The applicability and standing of ADs prepared by Alzheimer’s patients is a persistent issue in bioethics. Those who argue against giving ADs full status take two main approaches: (1) appealing to beneficence on behalf of the Alzheimer’s patient and (2) claiming that there is no longer any personal equivalence between the AD’s creator and the (...) subject of the AD. In this paper, I present profound arguments against both approaches. Firstly, I argue that the principle of beneficence cannot apply in the case of Alzheimer’s patients, and, secondly, that the moral and legal authority of the AD need not depend on strict equivalence of personal identity. I conclude by arguing that valid ADs protect the dignity and autonomy of Alzheimer’s patients and that, therefore, there are moral obligations to uphold ADs which should be reflected in public policy and legislation. Le présent article vise au contraire à montrer que l'unité du dialogue est coextensive au développement d'une unique diaíresis, et ce en soulignant, à partir de ce que le texte dit lui-même, que le mythe, la méthode par paradigme et l'analyse des constitutions existantes ne (...) sont que des moyens permettant à la division de tracer le sentier qui mène au politique tel qu'il devrait être. L'ensemble des passages méthodologiques du dialogue permet ainsi d'expliquer comment le Politique explore les possibilités et souligne les limites de la méthode diairétique. Plato's Statesman is usually read as a tedious and carelessly written exercise in dialectic, or, more charitably, as a patchwork of loosely connected applications of different methods of definition of statesmanship (division, myth and paradigm). In this paper, I argue that this much disputed problem of the unity of the dialogue can be solved, provided one reads the whole dialogue as what it claims to be, i.e. the developpment of a single diaíresis. It can be shown that the Eleatic Visitor makes use of the myth, of the analysis of paradigms and of the treatment of non-ideal constitutions as means to following a single path, throughout the whole dialogue, that leads to the definition of statesmanship as it should be. The Statesman emerges as Plato's most profound reflection on the possibilities and the limits of the diairetic method. (shrink)

We give a general method for constructing lattices L whose equational theories are inherently nonfinitely based. This means that the equational class generated by L is locally finite and that L belongs to no locally finite finitely axiomatizable equational class. We also provide an example of a lattice which fails to be inherently nonfinitely based but whose equational theory is not finitely axiomatizable.

A starting point for thinking about war and preparations for war is that today the average citizen in Western countries has absolutely no interest in fighting in a war him or herself. The best study of this phenomenon rightly notes that what might be called the “great refusal” of ordinary people to involve themselves in actual war making reflects what might be called the “great disillusionment” with war itself. However, this has not meant the end of war, or of preparations (...) for war, but rather war's transformation from a “nationalized” to a “postnationalized” arrangement. For the United States, this has meant expansion into a new type of empire. In February 2019, the German federal government announced its new “National Industry Strategy 2030.” Many economies—including the United Kingdom (2017), European Union (2017), and Saudi Arabia (2018)—have announced national industrial strategies addressing the competitive threat of the People’s Republic of China’s 2015 “Made in China 2025” 5-year economic plan to become a global leader in 10 advanced technology manufacturing sectors. The use of the 20th-century term “industrial policy” heralds back to public policy antecedents of what is now evolving globally (...) in the 21st century as national “industrial strategy,” a concept explored in this article. Unlike traditional 20th-century efforts at industrial policy (which focused on public policy efforts to maintain domestic primacy of declining, older industries), national industrial strategy recognizes (and generally accepts) the international global economy as a foundation of competition. Most importantly, national industrial strategy focuses on technologically emerging industries as well as the national government working collaborative in a partnership with these emerging industries to meet future growth challenges and opportunities. As has become tradition, executive directors of United States’ presidential bioethics committees offer reflections about their experience shortly after the orderly shutdown of the commission staff. After the records are filed according to government records regulations; after all the staff members, who are hired into temporary positions that must be renewed every two years, have secured permanent employment; after preparations are made to ensure that the next commission staff (should there be one) has a budget and standard operating procedures (...) in order to begin its work in a timely manner; after the lights are turned out for the last time, the executive director makes the final climb up the stairs into the sunlight and reflects on the whirlwind. There is much about my work with the Presidential Commission for the Study of Bioethical Issues that deserves comment, but one aspect of the commission that has been especially valuable to me is its work to educate the nation on bioethical issues. This is, moreover, a contribution in which the commission staff was central, and it is one that, as an ethics educator myself, I will cherish deeply. (shrink)

The government's social exclusion unit (SEU) was established to help individuals, groups, and regions overcome deprivation and discrimination resulting from a combination of problems, including unemployment, poor quality housing, low income, lack of education/training opportunities, bad health, and family breakdown. Such difficulties are commonly experienced by people with mental health problems who also have to cope in a society which alienates and rejects them, barring them from every aspect of community life. Remarkably, even the SEU's remit excludes consideration of the (...) obstacles to social inclusion faced by those with a psychiatric diagnosis. Creating Accepting Communities is the final report of an inquiry commissioned by MIND, which looked at the nature and extent of social exclusion experienced by people who use mental health services in Britain. The second volume of “Advancing Uncertain Combinatorics through Graphization, Hyperization, and Uncertainization: Fuzzy, Neutrosophic, Soft, Rough, and Beyond” presents a deep exploration of the progress in uncertain combinatorics through innovative methodologies like graphization, hyperization, and uncertainization. This volume integrates foundational concepts from fuzzy, neutrosophic, soft, and rough set theory, among others, to further advance the field. Combinatorics and set theory, two central pillars of mathematics, focus on counting, arrangement, and the study of collections under defined rules. Combinatorics excels in handling (...) uncertainty, while set theory has evolved with concepts such as fuzzy and neutrosophic sets, which enable the modeling of complex real-world uncertainties by addressing truth, indeterminacy, and falsehood. These advancements, when combined with graph theory, give rise to novel forms of uncertain sets in "graphized" structures, including hypergraphs and superhypergraphs. Innovations such as Neutrosophic Oversets, Undersets, and Offsets, as well as the Nonstandard Real Set, build upon traditional graph concepts, pushing both theoretical and practical boundaries. The synthesis of combinatorics, set theory, and graph theory in this volume provides a robust framework for addressing the complexities and uncertainties inherent in both mathematical and real-world systems, paving the way for future research and application. In the first chapter, “A Review of the Hierarchy of Plithogenic, Neutrosophic, and Fuzzy Graphs: Survey and Applications”, the authors investigate the interrelationships among various graph classes, including Plithogenic graphs, and explore other related structures. The third chapter, “Survey of Intersection Graphs, Fuzzy Graphs, and Neutrosophic Graphs”, explores the intersection graph models within the realms of Fuzzy Graphs, Intuitionistic Fuzzy Graphs, Neutrosophic Graphs, Turiyam Neutrosophic Graphs, and Plithogenic Graphs. The chapter highlights their mathematical properties and interrelationships, reflecting the growing number of graph classes being developed in these areas. Intersection graphs, such as Unit Square Graphs, Circle Graphs, and Ray Intersection Graphs, are crucial for understanding complex graph structures in uncertain environments. The fourth chapter, “Fundamental Computational Problems and Algorithms for SuperHyperGraphs”, addresses optimization problems within the SuperHypergraph framework, such as the SuperHypergraph Partition Problem, Reachability, and Minimum Spanning SuperHypertree. The chapter also adapts classical problems like the Traveling Salesman Problem and the Chinese Postman Problem to the SuperHypergraph context, exploring how hypergraphs, which allow hyperedges to connect more than two vertices, can be used to solve complex hierarchical and relational problems. The sixth chapter, “Short Note of Bunch Graph in Fuzzy, Neutrosophic, and Plithogenic Graphs”, generalizes traditional graph theory by representing nodes as groups (bunches) rather than individual entities. This approach enables the modeling of both competition and collaboration within a network. The chapter explores various uncertain models of bunch graphs, including Fuzzy Graphs, Neutrosophic Graphs, Turiyam Neutrosophic Graphs, and Plithogenic Graphs. In the seventh chapter, “A Reconsideration of Advanced Concepts in Neutrosophic Graphs: Smart, Zero Divisor, Layered, Weak, Semi, and Chemical Graphs”, the authors extend several fuzzy graph classes to Neutrosophic graphs and analyze their properties. The continuing debate about the use of human embryonic stem cell researchThere is a growing consensus among scientists worldwide that embryonic stem cell research will lead to the development of therapies for common diseases or conditions that affect millions of people, including neurological disease or injury, diabetes, and myocardial infarction. HES cells are also valuable tools in understanding early human developmental processes, cell division and differentiation mechanisms, drug discovery and toxicity testing, and for developing models of human diseases. At (...) the same time many individuals profess to be outraged by the prospect of using human embryos for research and therapeutic purposes and some countries or states have declared such research to be unethical and have banned it. Many people also think it would be immoral to benefit from what they consider to be evil.Obviously all those who think HES cell research is immoral will wish to ensure not only that no HES cell therapies are developed but that they will not openly or inadvertently benefit from such therapies when they can avoid it. I have accordingly designed the following Advance Directive and here offer it as a service to all those offended by therapeutic and research use of human embryos.The design of this advance directive to protect embryos highlights an important point that is often overlooked, namely that those who object to HES cell research as unethical and block such research are committed in consistency to the rejection of any benefits or therapies, which may flow from such research. It is questionable whether these people will fully accept this consequence of opposition to HES cell research, and whether this rejection of HES cell research will be practically possible. (Once …. National Action Plans on business and human rights are a growing phenomenon. Since 2011, 42 such plans have been adopted or are in-development worldwide. By comparison, only 39 general human rights action plans were published between 1993 and 2021. In parallel, NAPs have attracted growing scholarly interest. While some studies highlight their potential to advance national compliance with international norms, others criticise NAPs as cosmetic devices that states use to deflect attention from persisting abuses and needed regulation. In response to (...) wider critiques of international human rights norms, and their failure to exact universal state compliance, experimentalist governance theory highlights the dynamic, dialogic and iterative character of human rights implementation as well as the role of stakeholders. In this article, we apply experimentalist governance theory to evaluate the role and character of business and human rights NAPs. Rather than attempting to evaluate NAPs’ ultimate consequences for rights-holders, which appears premature, we focus on NAPs processes. Specifically, we analyse NAPs processes in twenty-five states against five experimentalist governance criteria relating to stakeholder participation; agreement on a broad problem definition; local contextualisation; monitoring and peer review and periodic revision and learning. According to our findings, NAPs on business and human rights in most states demonstrate resemblance to the traits of experimentalist governance. In particular, our analysis points to the emergence of relatively sophisticated and demanding institutional governance mechanisms within NAPs — including the institutionalisation of complex deliberative processes. Nevertheless, our paper also identifies some significant shortcomings in NAPs, related to the lack of inclusion of vulnerable groups and the lack of explicit indicators and targets. (shrink)

This article explores the role that can be played by philosophy education in Ethiopia as a means to develop a shared meaning that is able to go beyond the ethnic polarization that is currently haunting the nation. It shows that through the introduction of a philosophy education that fosters a culture of critical reflection, dialogue, and reflection on the nature of human existence, human values, and a moral fabric that is able to bestow a sense of a common purpose on (...) the lives of individuals, one can develop a shared conception of meaning in the Ethiopian context. This reflective exercise, made possible by philosophy education, can lead into the bridging of ethnic divisions and a process of intercultural understanding that is able to introduce commonly shared normative systems. In a nation like Ethiopia that is being plagued by ethnic divisions rooted in the system of ethnic federalism, philosophy education can provide a foundation for social cohesion and ethical deliberation that leads into the creation of an inclusive society grounded on the development of a shared sense of identity. Background Moral distress is a serious problem for health care personnel. Surveys, individual interviews, and focus groups may not capture all of the effects of, and responses to, moral distress. Therefore, we used a new participatory action research approach—moral conflict assessment (MCA)—to characterize moral distress and to facilitate the development of interventions for this problem. Aim To characterize moral distress by analyzing responses of intensive care unit (ICU) personnel who participated in the MCA process. Research Design In this qualitative study, (...) we invited all ICU personnel at 3 urban hospitals to participate in individual or group sessions using the 8-step MCA tool. These sessions were facilitated by either a clinical ethicist or a counseling psychologist who was trained in this process. During each session, one of the researchers took notes and prepared a report for each MCA which were analyzed using qualitative content analysis. Participants and Research Context A total of 24 participants took part in 15 sessions, individually or in groups; 14 were nurses and nurse leaders, 2 were physicians, and 8 were other health professionals. Ethical Considerations This study was approved by the Providence Health Care/University of British Columbia Behavioural Research Ethics Board. Each participant provided written informed consent. Results The main causes of moral distress related to goals of care, communication, teamwork, respect for patient’s preferences, and the managerial system. Suggested solutions included communication strategies and educational activities for health care providers, patients, family members, and others about teamwork, advance directives, and end-of-life care. Participants acknowledged that using the MCA process helped them to reflect on their own thoughts and use their moral agency to turn a distressing situation into a learning and improvement opportunity. Conclusions Using the MCA tool helped participants to characterize their moral distress in a systematic way, and to arrive at new potential solutions. (shrink)

Euthanasia advocates have recently begun counseling people to create advance directives calling for oral food and water to be withheld if the person reaches a certain stage of dementia. The author shows that these directives are in fact requests for euthanasia, and they leave vulnerable people subject to poor-quality care. Both surrogate decision makers and Catholic institutions have a moral obligation not to implement such directives, and surrogates, rather than withdrawing as proxies, have a moral obligation to advocate for the (...) life and proper care of the incompetent person. Unit 731, a biological warfare research organisation that operated under the authority of the Imperial Japanese Army in the 1930s and 1940s, conducted brutal experiments on thousands of unconsenting subjects. Because of the US interest in the data from these experiments, the perpetrators were not prosecuted and the atrocities are still relatively undiscussed. What counts as meaningful moral repair in this case—what should perpetrators and collaborator communities do decades later? We argue for three non-ideal but realistic forms of moral repair: (...) (1) a national policy in Japan against human experimentation without appropriate informed and voluntary consent; (2) the establishment of a memorial to the victims of Unit 731; and (3) US disclosure about its use of Unit 731 data and an apology for failing to hold the perpetrators accountable.
