Introduction. Taking the Workers’ and Peasants’ Red Army of 1941—1945 as an example the authors identify features of the personnel selection in the army during military operations, conditions, requirements, criteria, qualities necessary for promotion to higher command positions. The aim of the study is to identify the mechanism of personnel selection in the armed forces during military operations. Methods. The authors use the following general scientific methods: modeling, structural and functional, systemic and comparative analysis; movement from the abstract to the (...) concrete and from the concrete to the abstract. The authors make use of P.A. Sorokin’s theory of vertical mobility. For further research of the problem, the methodology of synergetics and counterfactual modeling of the past can be involved. Scientific novelty of the research. The following existing concepts of the Red Army officers’ dynamics in 1941—1945 are generalized: positive, negative, moral and psychological selection. Their basic concepts and shortcomings are revealed. An initiativeintellectual concept of the officers’ selection in war is formulated on the basis of P. Sorokin’s theory of vertical mobility. The author identify specific conditions, requirements, and criteria influencing the selection of commanders during the war. Results. A clear opposition to the conditions, requirements and selection criteria in peacetime and wartime is given. The following specific criteria for selecting officers of the Red Army during the war are highlighted: the presence of combat experience; non-conformism; the ability to take personal responsibility; analyze and correct errors; nonstandard thinking. Military action creates specific conditions that give rise to the selection criteria for commanders. Conclusions. The selection criteria for personnel in peacetime and wartime armies differ sharply. At the beginning of battle actions, stereotyped commanders prevailed. Such people are replaced by commanders who are able to go beyond the established canons, orders of the chiefs. The work presents a diagram showing the stages of selecting officers in a war: military actions — conditions — selection criteria - requirements — new qualities of a person adapted to combat operations. This leads to the success of military operations, and, consequently, to the promotion of officers in rank and position. (shrink)

The article discusses the possible “physical” meaning of the distance between genetic sequences, based on comparing the set of all words of fixed length occurring in two genomic sequences. The considered distances suitable describe phylogenetic relationships and allow ranking by the genomes similarities in situations where it is practically impossible to provide by alignment methods. A simulation shows that the distances between the N-gram distributions change almost linearly, with genome lengths growing for relatively small artificial evolutionary modifications. In the general (...) case of comparing two genetic texts, a function for “calibrating” the distance between N-gram distributions is found. This fact makes it possible to interpret the considered distances by means of the number of elementary operators performed in an alignment process between the compared sequences. (shrink)

The impact of fair trade knowledge, general attitudes towards fair trade, attitudes towards fair trade products, and the perception of the quality and quantity of fair trade information on the reported amount of money spent on fair trade products were assessed. Fair trade knowledge, overall concern and scepticism towards fair trade, and the perception of the perceived quantity and quality of fair trade information, influence buying (...) behaviour directly and indirectly through product attitudes. Interest in fair trade products, price acceptability and product liking have a significant impact on fair trade buying behaviour. Product interest is the most important variable influencing buying behaviour. Implications for the campaigns of governments and for the marketing strategy of fair trade organisations are offered. One of the optional topics of Corporate (Social) Responsibility (CSR) is animal welfare. This exploratory qualitative study reveals which communicative factors stimulate an attitude of responsibility towards animals in companies in the animal-based food industry. It shows that a manager who is made responsible for animal welfare can strengthen the company’s ethical position in two ways using communication. The first one is to connect with stakeholders within and outside the company. The second way is to facilitate, as a moderator, communicative (...) connections between these stakeholders in which the manager is not involved per se. In both cases, if these connections take the form of personal meetings, this is extra helpful for a responsible attitude, because in that way insight, trust and collaboration are gained and sustained. We present a model outlining all supportive communicative connections, a summary of communication channels that are used to effectuate them, and practical advice for managers. (shrink)

French description: Ce texte d'Avicenne est l'un des seuls commentaires sur Aristote laisses par le philosophe persan. Il s'attaque au noyau theologique de la Metaphysique du Stagirite, les chapitres 6 a 10 du livre Lambda. Avicenne depend d'une tradition greco-arabe (Alexandre d'Aphrodise, Themistius, l'ecole "peripateticienne" (...) de Bagdad). La tradition arabe a aussi attribue a Aristote plusieurs oeuvres d'origine neoplatonicienne, notamment une Theologie adaptee de Plotin, et un Livre du Bien pur, adaptation des Elements de Theologie de Proclus. Le Dieu d'Aristote est ainsi pour Avicenne la Cause premiere efficiente de l'etre. La structure hierarchique de l'univers resulte de l'emanation produite par l'autointelligence du premier Principe. Dutch euthanasia and physician-assisted suicide stand on the eve of important legal changes. In the summer of 1999, a new government bill concerning euthanasia and physician-assisted suicide was sent to Parliament for discussion. This bill legally embodies a ground for exemption from punishment for physicians who conduct euthanasia or physician-assisted suicide and comply with certain requirements. On November 28, 2000, the Dutch parliament approved an adapted version of this bill. Since the approval by the Dutch Senate can be regarded as (...) a formality, it is expected that the bill will come into force in the course of this year (2001). The purpose of the study is to determine the concept of the axial line of the swarm of the global economy in the three-dimensional space of the economic indices EPI, BLI, CPI and to construct mathematical expressions that determine the shape of this line based on statistical data on the world economy. To construct the axial line the median points of the EPI-groups of the global economy were used. In the paper we discuss certain assumptions about the asymptotic behavior of (...) the axial line at small and large values of the CPI. Scientific novelty of research lies in the explicit construction of the axial line of the global economy. The existence and shape of this line reveal as a result some fundamental trend in the world economy, statistically linking at the level of EPI-groups the state of society, the measure of the state's social orientation and economic productivity. Ethical dilemmas and decision-making are a persistent feature of the everyday operations of animal shelters and animal protection organizations. These organizations frequently face difficult decisions about how to treat the animals in their care, decisions that are made all the more difficult by limited funding, material resources, and human labor. Moreover, animal protection organizations must also determine how to act within and toward the wider social and institutional environment in which non-human animals are routinely exploited. The first section of The (...) Ethics of Animal Shelters contains practical recommendations developed by ethicists in response to the ethical challenges identified by employees of the Montreal Society for the Prevention of Cruelty to Animals. These challenges arise across the organization's activities, including its internal structure; shelter operations; public campaigns and advocacy work; dealing with the public, animal agriculture and governmental agencies; and their work with feral animals. The second section offers philosophical analyses of the ethical challenges unique to animal shelters. Issues explored include the killing of shelter animals; shelter animals' diets; medical decision-making procedures; adoption policies; and the role shelters might play in transforming social attitudes and norms. At the heart of the book - two views (naturalist and humanist) on the dangers of and Prospects of "scientific and technological progress," that defining the face of modern civilization. Its leaders are now the information, genetic cal and biological technology.

It is unclear what proper remuneration for surrogacy is, since countries disagree and both commercial and altruistic surrogacy have ethical drawbacks. In the presence of cross-border surrogacy, these ethical drawbacks are exacerbated. In this article, we explore what would be ethical remuneration for surrogacy, and suggest regulations for how to ensure this in the international context. A normative ethical analysis of commercial surrogacy is conducted. Various arguments against commercial surrogacy are explored, such as exploitation and commodification of surrogates, reproductive capacities, (...) and the child. We argue that, although commodification and exploitation can occur, these problems are not specific to surrogacy but should be understood in the broader context of an unequal world. Moreover, at least some of these arguments are based on symbolic rhetoric or they lack knowledge of real-world experiences. In line with this critique we argue that commercial surrogacy can be justified, but how and under what circumstances depends on the context. Surrogates should be paid a sufficient amount and regulations should be in order. In this article, the Netherlands and India are case examples of contexts that differ in many respects. In both contexts, surrogacy can be seen as a legitimate form of work, which requires the same wage and safety standards as other forms of labor. Payments for surrogacy need to be high enough to avoid exploitation by underpayment, which can be established by the mechanisms of either minimum wage, or Fair-Trade guidelines. An international treaty governing commercial surrogacy should be in place, and local professional bodies to protect the interests of surrogates should be required. Commercial surrogacy should be permitted across the globe, which would also reduce the need for intended parents to seek surrogacy services abroad. (shrink)

The article deals with the nature of legal rules. The authors argue that if all legal rules have obligative character, it means that they have the imperative nature. The article shows that the main feature of legal language is that for an explication of imperative character of legal rules is enough the fact of existence of this rule in particular legal system. Besides, an application of several points of the theory of speech acts to legal language allows showing that the (...) question on what kind of linguistic form an imperative has, doesn’t matter, because this is always the legal rule. In the Pastoral Constitution on the Church in the Modern World, Vatican II devoted a chapter to “Fostering the Nobility of Marriage and the Family” . We read in the text, as it was brought to a vote in the general session of 16 November 1965 and approved by the overwhelming majority of the council fathers, that spouses must determine the moral character of their activity according to “objective criteria based upon the dignity of the human person” . Among the (...) changes suggested by a number of fathers along with the voting for this text were several concerning the formulation of this personalist standard. According to the rules of the council, no changes could be allowed which would alter the essence of the teaching already ratified by a more than sufficient majority. However, individual formulations in the text could be clarified or nuanced.In the formulation of the “objective criteria” some fathers proposed to say that these are based on the nature and the dignity of the human person and the nature of the acts of the person . Hence the definitive formulation, “objective criteria based on the nature of the human person and his acts”. To explain how the nature of the person's acts is morally relevant, the official commentary on the expression that was used states: “By these terms it is asserted that also the acts must be judged not according to their merely biological aspect, but insofar as they pertain to the human person integrally and adequately considered.” Others asked to mention that these standards apply to the procreative capacities of human nature . The answer was that such an addition would be superfluous, since it is a question of a general principle, one which is applicable not only to marriage and sexuality but also to the entire domain of human activity.To consider the human person in an integral and adequate way, account must be taken of the person's fundamental aspects or dimensions. Daniel Bell and Wang Pei’s recent monograph, Just Hierarchy, seeks to defend hierarchical relationships against more egalitarian alternatives. This paper addresses their argument, offered in one chapter of the book, in favour of a hierarchical relationship between human and nonhuman animals. This relationship, Bell and Pei argue, should conform to what they call “subordination without cruelty:” it is permissible to subordinate and exploit animals for human ends, provided that we do not treat them cruelly. We focus on three aspects of (...) their view: their argument for a hierarchical view; their understanding of cruelty; and their account of the heightened duties they claim we owe to nonhuman animals who are intelligent, domesticated, and/or “cute.” We argue that the reasons that Bell and Pei offer fail to support their conclusions, and that, even if one accepts a hierarchical view, the conclusions that Bell and Pei draw about the permissibility of practices such as killing animals for food do not follow. We conclude by emphasizing philosophers’ responsibility to thoroughly test their arguments and to engage with existing debates, especially when the practices they seek to justify involve harms of great magnitude. The purpose of the study is to introduce a new economic index, the "relative productivity exponent in the global economy g", which characterizes the deviation of the economic productivity index of a given country from some ideal productivity determined by the shape of the axial line of the swarm of the global economy in the three-dimensional space of economic indices EPI, BLI, CPI. To determine the values of the relative productivity exponent g, the shape of the axial line of the (...) global economy of 2019, established earlier by the authors, is used. The article examines the distribution of countries according to the exponent g and the index of socio-economic equilibrium of countries, and also investigates the relationship between the exponent g and the index of economic productivity EPI. The scientific novelty of the research lies in the introduction of a new economic index g and the calculation of its values for countries based on economic data from 2019. The distribution of countries according to the value of g allows us to reveal, as a result, a certain range of the exponent g, indicating a balanced state of the economy. (shrink)

Although the Ca2+‐dependent proteinase (calpain) system has been found in every vertebrate cell that has been examined for its presence and has been detected in Drosophila and parasites, the physiological function(s) of this system remains unclear. Calpain activity has been associated with cleavages that alter regulation of various enzyme activities, with remodeling or disassembly of the cell cytoskeleton, and with cleavages of hormone receptors. The mechanism regulating activity of the calpain system in vivo also is unknown. It has been proposed (...) that binding of the calpains to phospholipid in a cell membrane lowers the Ca2+ concentration, [Ca2+], required for the calpains to autolyze, and that autolysis converts an inactive proenzyme into an active protease. Recent studies, however, show that the calpains bind to specific proteins and not to phospholipids, and that binding to cell membranes does not affect the [Ca2+] required for autolysis. It seems likely that calpain activity is regulated by binding of Ca2+ to specific sites on the calpain molecule, with binding to each site eliciting a response (proteolytic activity, calpastatin binding, etc.) specific for that site. Regulation must also involve an, as yet, undiscovered mechanism that increases the affinity of the Ca2+‐binding sites for Ca2+. (shrink)

This article discusses the latest developments regarding euthanasia and palliative care in the Netherlands. On the one hand, a legally codified practice of euthanasia has been established. On the other hand, there has been a strong development of palliative care. The combination of these simultaneous processes seems to be rather unique. This contribution first focuses on these remarkable developments. Subsequently, the analysis concentrates on the question of how these new developments have influenced the ethical debate.

The theory of evolution of complex and comprising of human systems and algorithm for its constructing are the synthesis of evolutionary epistemology, philosophical anthropology and concrete scientific empirical basis in modern (transdisciplinary) science. «Trans-disciplinary» in the context is interpreted as a completely new epistemological situation, which is fraught with the initiation of a civilizational crisis. Philosophy and ideology of technogenic civilization is based on the possibility of unambiguous demarcation of public value and descriptive scientific discourses (1), and the object and (...) subject of the cognitive process (2). Both of these attributes are no longer valid. For mass, everyday consciousness and institutional philosophical tradition it is intuitively obvious that having the ability to control the evolutionary process, Homo sapiens came close to the borders of their own biological and cultural identity. The spontaneous coevolutionary process of interaction between the «subject» (rational living organisms) and the «object» (material world), is the teleological trend of the movement towards the complete rationalization of the World as It Is, its merger with the World of Due. The stratification of the global evolutionary process into selective and semantic (teleological) coevolutionary and therefore ontologically inseparable components follows. With the entry of anthropogenic civilization into the stage of the information society, firsty, the post-academic phase of the historical evolution of scientific rationality began, the attributes of which are the specific methodology of scientific knowledge, scientific ethos and ontology. Bioethics as a phenomenon of intellectual culture represents a natural philosophical core of modern post- academic (human-dimensional) science, in which the ethical neutrality of scientific theory principle is inapplicable, and elements of public-axiological and scientific-descriptive discourses are integrated into a single logic construction. As result, hermeneutics precedes epistemology not only methodologically, but also meaningfully, and natural philosophy is regaining the status of the backbone of the theory of evolution – in an explicit form.
