Uncertainty is interwoven into human existence. It is a powerful incentive in the search for knowledge and an inherent component of scientific research. We have developed many ways of coping with uncertainty. We make promises, manage risks and make predictions to try to clear the mists and predict ahead. But the future is inherently uncertain - and the mist that shrouds our path an inherent part of our journey. The burning question is whether our societies can face up to uncertainty, (...) learn to embrace it and whether we can open up to a constantly evolving future. In this new book, Helga Nowotny shows how research can thrive at the cusp of uncertainty. Science, she argues, can eventually transform uncertainty into certainty, but into certainty which remains always provisional. Uncertainty is never completely static. It is constantly evolving. It encompasses geological time scales and, at the level of human experience, split-second changes as cells divide. Life and death decisions are taken in the blink of the eye, while human interactions with the natural environment may reveal their impact over millennia. Uncertainty is cunning. It appears at unexpected moments, it shuns the straight line, takes the oblique route and sometimes the unexpected short-cut. As we acknowledge the cunning of uncertainty, its threats retreat. We accept that any scientific inquiry must produce results that are provisional and uncertain. This message is vital for politicians and policy-makers: do not be tempted by small, short-term, controllable gains to the exclusion of uncertain, high-gain opportunities. Taking the lead from complexity theory and complex systems methodology, the article argues that we are engaged in a contradictory process when encountering, analysing and dealing with complexity. We face opposite tendencies that indicate an in-built dynamic between the increase of complexity and its reduction. The increase partly comes through evolution, defined as the transmission of information and partly from the desire for a human-built world that functions more efficiently. The reduction of complexity is due partly to the necessity of (...) minimizing unwanted and unintended consequences of its increase, and partly due to the continued re-alignment between social systems and their environments. The article examines the public debate about human stem cell research, the debates in the 18th century about the free circulation of commodities and opinions, and the attempts to provide answers to the question debated between Einstein and Freud: why war? The article concludes by arguing that the plea for a re-alignment of scientific disciplines will not suffice. Instead, the study of the co-evolution between science and society offers itself as a strategic research site by focusing on the dynamic interplay between the increase of complexity and its reduction. The article examines the peculiarities of Christian personalism of Markellin Olesnitskyi, a professor at the Kyiv Theological Academy, the author of insightful works on Christian ethics, psychology, and pedagogy. There is an analysis of the conceptual approaches of the Kyiv scholar to the concept of the human individuality. Attention is drawn to those conceptual influences which contributed to the personalistic position of Olesnitskyi. They were G. Leibniz and F. Schleiermacher. In his studies, the Kyiv scholar always took into account the (...) ideas of these thinkers concerning a human and his or her individuality. In particular, he liked the idea of Leibniz, who considered a individuality as a “complete whole”, a certain singularity, the conceptual definition of which does not require the treatment of general entities. Also, he was inspired by the ideas of Schleiermacher, for whom individuality was a special modification of mankind. Schleiermacher thought that the human nature could not be considered separately from the individual selfexpression, cultural diversity of people. It was discovered that the Kyiv scholar needed the analysis of the human individuality for the research of the human personality that was considered as an individual having own personality. This makes it possible to consider the personality as a “being-for-itself”, as an independent being that is capable of making a moral choice. Olesnitskyi treats a person as a subjective focus of reason, will, and feelings, as well as the basis of history. In the article, one can see how the Kyiv professor treats attempts to implement mathematical and statistical methods to the study of social life. It is worth mentioning that those attempts were innovative for that period of time. The article includes an analysis of the standpoints of famous European researchers, among whom there were J. Süssmilch, A. Quetelet, H. Buckle, A. Wagner, and A. Oettingen. They demonstrated the efficiency of these methods application for both the analysis of the social and economic life of society and the study of his moral life, which made possible the appearance of social ethics. One can notice the positive as well as the critical attitude of the Kyiv acholar towards the already-mentioned research. (shrink)

Ecological approach gives new meaning to the original concept of economic rationality that was created by representatives of the Ukrainian school of physical economy – Serhii Podolinskyi (1850-1891), Volodymyr Vernadskyi (1863-1945) and Mykola Rudenko (1920-2004). It propose a theory of the sustainable development of mankind, which included an original version of thermodynamics, in which labor energy is the result of the transformation of solar energy. Humanity is gradually taking control of the changes in the balance of energy exchange between humanity (...) and the rest of nature, and physical economics is a tool for discovering the limits of such control. The cycles of global energy transformation include cosmic, biological, social and spiritual stages, and the economy acts as the material basis and the place of concentration of these transformations. The threat of technogenic self-destruction of humanity actualizes the need to establish a dynamic and harmonious self-reproduction by humanity of these cycles. (shrink)

In this paper, we are mainly concerned with coherentism as an approach to ethical dialog in school. We have two different but connected aims with the paper. The first aim is to say something about general philosophical questions relating to coherentism as a theory in metaethics, and especially in relation to value education; the second aim is to explore some possible implications of coherentism as a method in studying the enterprise of discussing ethical issues and questions with children as well (...) as the study of the actual ethical discussion in school. Furthermore, we evaluate the connection between a coherentistic approach to justification and the methodological parts of a Philosophy with Children, or Community of Inquiry, approach to ethics in school. Related to this, we scrutinize what implications this has for evaluating ethical learning within Philosophy with Children, or Community of Inquiry, as well as implications for evaluation of the Philosophy with Children, or Community of Inquiry, approaches as methods for dealing with ethical matters in school. A particularly strong reason to vaccinate against transmittable diseases, based on considerations of harm, is to contribute to the realization of population-level herd immunity. We argue, however, that herd immunity alone is insufficient for deriving a strong harm-based moral obligation to vaccinate in all circumstances, since the obligation significantly weakens well above and well below the herd immunity threshold. The paper offers two additional harm-based arguments that, together with the herd immunity argument, consolidates our moral obligation. First, we argue that (...) individuals should themselves aim not to expose others to risk of harm, and that this consideration becomes stronger the more non-vaccinated people there are, i.e., the further we are below herd immunity. Second, we elaborate on two pragmatic reasons to vaccinate beyond the realization of herd immunity, pertaining to instability of vaccination rates and population heterogeneity, and argue that vaccinating above the threshold should serve as a precautionary measure for buttressing herd immunity. We also show that considerations of harm have normative primacy in establishing this obligation over considerations of fairness. Although perfectly sound, considerations of fairness are, at worst secondary, or at best complementary to considerations of harm. (shrink)

This article provides a critical evaluation of the central components of Integrative Bioethics, a project aiming at a bioethical framework reconceptualization. Its proponents claim that this new system of thought has developed a better bioethical methodology than mainstream Western bioethics, a claim that we criticize here. We deal especially with the buzz words of Integrative Bioethics – pluriperspectivism, integrativity, orientational knowledge, as well as with its underlying theory of moral truth. The first part of the paper looks at what the (...) claims of a superior methodology consist in. The second reveals pluriperspectivism and integrativity to be underdeveloped, hazy terms, but which seem to be underpinned by two theses – the incommensurability and the inclusiveness theses. These theses we critically scrutinize. We then consider strategies the project's proponents might apply to curb these theses in order to acquire minimal consistency for their framework. This part of the article also deals with the conception of moral truth that drives the theory, a position equally burdened with inconsistencies. In the last part of the article, we observe the concept of orientational knowledge, and develop two interpretations of its possible meaning. We claim that, following the first interpretation, Integrative Bioethics is completely descriptive, in which case it is informative and important, but hardly bioethics; if it is normative, following the second interpretation, it is bioethics as we already know it, but merely clad in rhetorical embellishments. We conclude that there is nothing new about this project, and that its inconsistencies are reason enough for its abandonment. (shrink)

This article raises the issue of using Russia’s transformations over the last three hundred years as material for creating a theory of bureaucracy that differs from Max Weber’s understanding of it. This issue is addressed using the understandings developed at the Rostov School of Political Sciences of the Southern Federal University (Russia), which is working out a conceptual apparatus for studying the Russian, Soviet, and post-Soviet bureaucracy in relation to the process of forming an opposition free from stereotypes of bureaucratic (...) action, behavior, and thought. This kind of opposition could not have arisen in monarchical, Soviet, or post-Soviet Russia. The reasons for this are explained by a theory of bureaucracy that contains a reconstruction of Marx’s definition of bureaucracy as a social parasitic organism, a reflection of numerous social contradictions and the embodiment of political alienation. The article discusses the cognitive situation in contemporary Russia, ways for researchers to avoid the choice imposed by post-Soviet authorities, and the specific features of the genesis and structure of the assertion of police society in Russia. In my response to Andrew Webster's examples I point to certain limitations, while fully supporting the thrust of his argument for a re-engagement of science and technology studies with policy making. When analyzing the policy implications of knowledge, the larger context must be considered. New criteria, like transparency, have arisen and the tendency for evidence-based policy making has become widespread. The managerial side of policy making emphasizes that "only what can be measured, can be managed." The crucial question is how (...) well prepared-and how willing-the STS community is to tackle policy making in this new guise. In the end, what is needed are institutions that are capable of developing their own reflexivity-a task to which STS can certainly contribute, but the road to be taken may be less direct than Andrew Webster suggests. Relying on a powerful collective narrative through which political, legal and social decision-making is guided in the name of science, the authority of scientific experts reaches beyond the boundaries of their certified knowledge base. Therefore, expertise constitutes and is constituted by transgressive competence. The author argues that (1) changes in the decision-making structure of liberal Western democracies and changes in the knowledge production system diminish the authority of scientific expertise while increasing the context-dependency of expertise - thereby altering the nature (...) of its predictive claims; (2) the societal distribution of expertise, while displaying emancipatory features of empowerment of citizens, also raises issues of quality control; and (3) in order to regain a balance between public and private, i.e. individual-based societally distributed expertise, future expert systems will need to adopt a longer time-perspective. Nudges have been criticized for working ‘in the dark’, influencing people without their full awareness. To assess whether this property renders nudging an illegitimate policy tool in liberal democracies, we argue that in scrutinizing nudge transparency, we should adequately divide our focus between nudging techniques, the nudgers employing them, and the nudgees subjected to them. We develop an account of what it means for nudgees to be ‘watchful’, a disposition that enables them to resist and circumvent nudges. We argue that (...) such ‘watchfulness’ should be cultivated if we want to implement nudges in legitimate, accountable, and democratic ways. (shrink)

In exact epistemology Immanuel Kant’s statement on the priority of application of cognitive faculties is detailed as an intellectual process. Empirical regularities of the JSM–method of automated support for research are synthetic a posteriori judgements. Theoretical intelligence is primary, and its aspects are understanding (Verstand) and mind (Gemüt). The conditions of possible experience in Kant’s sense are implemented in the JSM–method of ASR in intelligent systems. And the JSM–method itself is the transcendental logic of artificial intelligence using two theories of (...) truth, the coherence theory and the correspondence theory. Exact epistemology, which is exact neo-Kantianism, can be naturally considered as a reflection of information society culture on its civilizational (technological) aspects. (shrink)

The Vienna Circle constituted a point of departure for the reawaking, rebirth, and reformation of positivism and empiricism, leading to the creation of the Neo-positivism movement. At the time of publication in the 1950s, the Neo-positivism movement stood in the foreground of contemporary philosophy, and it was quite possibly the most significant serious philosophical movement in the period between the two world wars. Making Kraft s study of Neo-positivism available to a world audience, Arthur Pap provides a rich and accessible translation from the original German. Victor Kraft was an Austrian philosopher and a founding member of the Vienna Circle. He taught theoretical philosophy at the University of Vienna. During World War II, he lost his teaching post because of his wife s Jewish background, but he went back to teaching in 1945. He was known for his scientific approach to philosophy, especially his application of empiricism to his ideas on logical positivism. He continued to teach at the university and write on logic, ethics, and the philosophy of history until his death in 1975. (shrink)

Engagement with the historical and theoretical underpinnings of measuring quality of life (QoL) and patient‐reported outcomes (PROs) in healthcare is important. Ideas and values that shape such practices—and in the endgame, people's lives—might otherwise remain unexamined, be taken for granted or even essentialized. Our aim is to explicate and theoretically discuss the philosophical tenets underlying the practices of QoL assessment and PRO measurement in relation to the notion of person‐centredness. First, we engage with the late‐modern history of the concept of (...) QoL and the act of assessing and measuring it. Working with the historical method of genealogy, we describe the development of both QoL assessments and PRO measures (PROMs) within healthcare by accounting for the contextual conditions for their possibility. In this way, the historical and philosophical underpinnings of these measurement practices are highlighted. We move on to analyse theoretical and philosophical underpinnings regarding the use of PROMs and QoL assessments in clinical practice, as demonstrated in review studies thereof. Finally, we offer a critical analysis regarding the state of theory in the literature and conclude that, although improved person‐centredness is an implied driver of QoL assessments and PROMs in clinical practice, enhanced theoretical underpinning of the development of QoL assessments is called for.
