Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. The aim of this article is to offer a view of the current status of women in medical physics and biomedical engineering, while focusing on solutions towards gender balance and providing examples of current activities carried out at national and international levels. The International Union of Physical and Engineering Scientists in Medicine is committed to advancing women in science and health and has several initiatives overseen by the Women in Medical Physics and Biomedical Engineering Task Group. Some of the main (...) strategies proposed by the Task Group to attain gender balance are: (a) identify and promote female role models that achieve successful work-life balance, (b) establish programs to develop female leaders, (c) create opportunities for females to increase the international visibility within the scientific community, and (d) establish archives and databases of women in STEM. Evidence-based medicine (EBM), the dominant approach to assessing the effectiveness of clinical and public health interventions, focuses on the results of association studies. EBM+ is a development of EBM that systematically considers mechanistic studies alongside association studies. In this paper we provide several examples of the importance of mechanistic evidence to coronavirus research. (i) Assessment of combination therapy for MERS highlights the need for systematic assessment of mechanistic evidence. (ii) That hypertension is a risk factor for severe disease in the (...) case of SARS-CoV-2 suggests that altering hypertension treatment might alleviate disease, but the mechanisms are complex, and it is essential to consider and evaluate multiple mechanistic hypotheses. (iii) To be confident that public health interventions will be effective requires a detailed assessment of social and psychological components of the mechanisms of their action, in addition to mechanisms of disease. (iv) In particular, if vaccination programmes are to be effective, they must be carefully tailored to the social context; again, mechanistic evidence is crucial. We conclude that coronavirus research is best situated within the EBM+ evaluation framework. (shrink)

According to familiar accounts, Rousseau held that humans are actuated by two distinct kinds of self love: amour de soi, a benign concern for one's self-preservation and well-being; and amour-propre, a malign concern to stand above other people, delighting in their despite. I argue that although amour-propre can (and often does) assume this malign form, this is not intrinsic to its character. The first and best rank among men that amour-propre directs us to claim for ourselves is that of occupying (...) 'man's estate'. This does not require, indeed it precludes, subjection of others. Amour-propre does not need suppression or circumscription if we are to live good lives; it rather requires direction to its proper end, not a delusive one. (shrink)

The rapid dynamics of COVID-19 calls for quick and effective tracking of virus transmission chains and early detection of outbreaks, especially in the “phase 2” of the pandemic, when lockdown and other restriction measures are progressively withdrawn, in order to avoid or minimize contagion resurgence. For this purpose, contact-tracing apps are being proposed for large scale adoption by many countries. A centralized approach, where data sensed by the app are all sent to a nation-wide server, raises concerns about citizens’ privacy (...) and needlessly strong digital surveillance, thus alerting us to the need to minimize personal data collection and avoiding location tracking. We advocate the conceptual advantage of a decentralized approach, where both contact and location data are collected exclusively in individual citizens’ “personal data stores”, to be shared separately and selectively, voluntarily, only when the citizen has tested positive for COVID-19, and with a privacy preserving level of granularity. This approach better protects the personal sphere of citizens and affords multiple benefits: it allows for detailed information gathering for infected people in a privacy-preserving fashion; and, in turn this enables both contact tracing, and, the early detection of outbreak hotspots on more finely-granulated geographic scale. The decentralized approach is also scalable to large populations, in that only the data of positive patients need be handled at a central level. Our recommendation is two-fold. First to extend existing decentralized architectures with a light touch, in order to manage the collection of location data locally on the device, and allow the user to share spatio-temporal aggregates—if and when they want and for specific aims—with health authorities, for instance. Second, we favour a longer-term pursuit of realizing a Personal Data Store vision, giving users the opportunity to contribute to collective good in the measure they want, enhancing self-awareness, and cultivating collective efforts for rebuilding society. BackgroundStudies and meta-analyses found individual, meso and micro-social factors that are associated with individual well-being, as well as a positive socio-emotional climate or collective well-being.AimThis article simultaneously studies and examines these factors of well-being.MethodWell-Being is measured as a dependent variable at the individual and collective level, as well as the predictors, in three cross-sectional and one longitudinal studies. Education and social intervention workers from Chile, Spain and Uruguay participate; a subsample of educators from the south central Chile and from Chile, (...) Uruguay and Spain ; workers from organizations in Latin America and Southern Europe, military cadets from Argentina ; and teams from Spanish companies.ResultsIndividual and collective well-being indicators were related, suggesting that the emotional climate as a context improves personal well-being. Individual factors, psychosocial factors were positively associated with personal well-being in education and social intervention context. Organizational dynamic or transformational culture is directly and indirectly associated with individual well-being through previously described psychosocial factors. Group processes such as internal communication and safe participation, task orientation or climate of excellence as well as leadership style that reinforces participation and belonging, were positively associated with collective well-being in labor and military context and predict team work socio-emotional climate in a longitudinal study- but were unrelated to individual well-being. Transformational leadership plays a mediating role between functional factors and social-emotional climate in work teams. Organizational role autonomy, functional organizational leadership, integration and resources were associated with collective well-being in organizations. Organizational leadership moderates the relationship between task orientation and collective well-being in military context.ConclusionIndividual and microsocial factors influence personal well-being. Meso level factors favorable to well-being through processes which reinforce social belonging, influence directly collective well-being and indirectly personal well-being. Leadership that reinforces participation and belonging play a central role for emotional climate. Stress and emotional climate playing an important pivotal role for psychological well-being. I defend constitutivism against two prominent objections and argue that agential constitutivism has the resources to take normative and ethical deliberation seriously. I first consider David Enoch’s shmagency challenge and argue that it does not form a coherent objection. I counter Enoch’s view that the phenomenology of first-person deliberation pragmatically justifies belief in irreducibly realist normative truths, claiming that constitutivism can respect the practice of moral deliberation without appeal to robustly realist truths. Secondly, I argue that the error theoretic worry (...) that all normative judgements are false does not threaten constitutivism ; the objection either fails to shift the burden of proof to constitutivism, or poses justificatory challenges that constitutivism can meet. I conclude that a questionable foundationalism about justification underlies these objections. (shrink)

This paper discusses the ethical implications of perverse incentives with regard to autonomous driving. We define perverse incentives as a feature of an action, technology, or social policy that invites behavior which negates the primary goal of the actors initiating the action, introducing a certain technology, or implementing a social policy. As a special form of means-end-irrationality, perverse incentives are to be avoided from a prudential standpoint, as they prove to be directly self-defeating: They are not just a form of (...) unintended side effect that must be balanced against the main goal or value to be realized by an action, technology, or policy. Instead, they directly cause the primary goals of the actors—i.e., the goals that they ultimately pursue with the action, technology, or policy—to be “worse achieved”. In this paper, we elaborate on this definition and distinguish three ideal-typical phases of adverse incentives, where only in the last one the threshold for a perverse incentive is crossed. In addition, we discuss different possible relevant actors and their goals in implementing autonomous vehicles. We conclude that even if some actors do not pursue traffic safety as their primary goal, as part of a responsibility network they incur the responsibility to act on the common primary goal of the network, which we argue to be traffic safety. How is feminism changing the way women and men think, feel, and act? Virginia Held explores how feminist theory is changing contemporary views of moral choice. She proposes a comprehensive philosophy of feminist ethics, arguing persuasively for reconceptualizations of the self of relations between the self and others and of images of birth and death, nurturing and violence. Held shows how social, political, and cultural institutions have traditionally been founded upon masculine ideals of morality. She then identifies a distinct (...) feminist morality that moves beyond culturally embedded notions about motherhood and female emotionality. Examining the effects of this alternative moral and ethical system on changing social values, Held discusses its far-reaching implications for altering standards of freedom, democracy, equality, and personal development. Ultimately, she concludes, the culture of feminism could provide a fresh perspective on--even solutions to--contemporary social problems. Feminist Morality makes a vital contribution to the ongoing debate in feminist theory on the importance of motherhood. Kant’s duty of self-knowledge demands that one know one’s heart—the quality of one’s will in relation to duty. Self-knowledge requires that an agent subvert feelings which fuel self-aggrandizing narratives and increase self-conceit; she must adopt the standpoint of the rational agent constrained by the requirements of reason in order to gain information about her moral constitution. This is not I argue, contra Nancy Sherman, in order to assess the moral goodness of her conduct. Insofar as sound moral practice requires moral (...) self-knowledge and moral self-knowledge requires a theoretical commitment to a conception of the moral self, sound moral agency is for Kant crucially tied to theory. Kant plausibly holds that self-knowledge is a protection against moral confusion and self-deception. I conclude that although his account relies too heavily on the awareness of moral law to explain its connection to moral development, it is insightful and important in Kantian ethics. (shrink)

Everyday beliefs often organize and guide motivations, goals, and behaviors, and, as such, may also differentially motivate individuals to value and attend to emotion-related cues of others. In this way, the beliefs that individuals hold may affect the socioemotional skills that they develop. To test the role of emotion-related beliefs specific to anger, we examined an educational context in which beliefs could vary and have implications for individuals’ skill. Specifically, we studied 43 teachers’ beliefs about students’ anger in the school (...) setting as well as their ability to recognize expressions of anger in children’s faces in a dynamic emotion recognition task. Results revealed that, even when controlling for teachers’ age and gender, teachers’ belief that children’s anger was useful and valuable in the school setting was associated with teachers’ accuracy at recognizing anger expressions in children’s faces. The belief that children’s anger was harmful and not conducive to learning, however, was not associated with teachers’ accuracy at recognizing children’s anger expressions. These findings suggest that certain everyday beliefs matter for predicting skill in recognizing specific emotion-related cues. (shrink)

David Garland?s The Culture of Control tells us more about the political culture of a post?11 September world than even he must have anticipated. The core of Garland?s cultural argument is his elaboration of a Durkheimian concept of moral individualism, to which he attributes a trend?setting influence lasting into the new millennium. He argues that, among youth, this new cultural influence has an egoistic, hedonistic quality, linked to a non?stop consumption ethos of the new capitalism. He emphasises that it is (...) the disadvantaged rather than the more privileged participants in this hedonistic youth culture who have been singled out for legal exposure and criminal sanctioning in a highly politicised binge of late modern penality. Garland?s prescient account exposes the first and most visible layers of social control that still hide vast inequalities in crime and punishment. There are important untold stories of the unpunished, more privileged participants in the hedonistic ?party? subculture of late modernity. The youthful patrons of this subculture, like their officially deviant counterparts, are disaffiliated and distrustful of conventional institutions, including contemporary work, family and politics. Garland awakens an awareness of our need to learn more about both the sanctioned and unsanctioned youth who are prominent and consequential players in our changing culture and politics. (shrink)

Sie bedarf zur sinnvollen Deutung einer handlungstheoretischen Einbettung und ist insofern selbst schon ein Stück pragmatische Logik. Der Gebrauch der Negation dyadischer Aussagen beruht auf einer willkürlichen Festlegung, die durch die Abstraktion vom epistemisch‐hand‐lungstheoretischen Zusammenhang ermöglicht wird.

Vermutlich sind sich Technik und Mensch nirgendwo so nahe, sind auf intime und verbindliche Weise miteinander verschränkt, wie in den Bereichen von Medizin, Therapie und Pflege. Am Nexus von Medizin und Technik werden deshalb zahlreiche ethische Fragen aufgeworfen. Summary Not ‘human sciences’, but physics is said to be the measure for that what is called science . Deficiencies of human sciences are led back to complexity, external influences etc. If one differentiates several orientations for that what is called science , another reason is determinable. The conceptions of science in modern thinking are monistically orientated, because they have the aim to reach exceptional knowledge, that lets eliminate alternatives. Elimination combined with competition leads to prejudices. Competition does not reduce (...) the irrationality, like Popper, Toulmin and others assumed, but further it. Only a polyistic orientation, for which the aim of science would be the making and maintenance of alternatives, would diminish the causes for prejudices. Since in the ‘human sciences’ unlike natural sciences prejudices are objects of research this leads to a weakening of the object orientated elimination. What therefore has become an ideal for physics, has fatal consequences for ‘human sciences’, which a physics orientated philosophy of science consolidates. For that reason a polyistic orientated understanding of science has to be developed, that can be divided in eclectic (pluralistic) and systematic conceptions. As an intensional combinatorics produces systematically alternatives systematic polyism and combinatorics are connected with each other. (shrink)

À la suite de cet exposé, j�examine brièvement des anticipations de ces idées de Rousseau dans les écrits de deux philosophes du siècle précédent, Blaise Pascal et Pierre Nicole.

Most commonplace moral failure is not conditioned by evil intentions or the conscious desire to harm or humiliate others. It is more banal and ubiquitous – a form of moral stupidity that gives rise to rationalization, self‐deception, failures of due moral consideration, and the evasion of responsibility. A kind of crude, perception‐distorting self‐absorption, moral stupidity is the cause of many moral missteps; moral development demands the development of self‐knowledge as a way out of moral stupidity. Only once aware of the (...) presence or absence of particular desires and beliefs can an agent have authority over them or exercise responsibility for their absence. But what is the connection between self‐knowledge and moral development? I argue that accounts (such as Kant's and Richard Moran's) which construe instances of self‐knowledge as like the verdicts of a judge cannot explain its potential role in moral development, and claim that it must be conceived of in a way that makes possible a process of self‐refinement and self‐regulation. Making use of Buddhist moral psychology, I argue that when self‐knowledge plays a role in moral development, it includes a quality of attention to one's experience best modeled as the work of the craftsperson, not as judge. Open-uterine surgery to repair spina bifida, or ‘fetal surgery of open neural tube defects,’ has generated questions throughout its history—and continues to do so in a variety of contexts. As clinical ethics consultants who worked (Mark J. Bliton) and trained (Virginia L. Bartlett) at Vanderbilt University—where the first successful cases of open-uterine repair of spina bifida were carried out—we lived with these questions for nearly two decades. We worked with clinicians as they were developing and offering the procedure, with (...) researchers in refining and studying the procedure, and with pregnant women and their partners as they considered whether to undergo the procedure. From this experience in the early studies at Vanderbilt, we learned that pregnant women and their partners approach the clinical uncertainty of such a risky procedure with a curious and unique combination of practicality, self-reflection, fear, and overwhelming hope. These early experiences were a major contributing factor to the inclusion of an ethics-focused interview in the informed consent process for the Management of Myelomeningocele Study (MOMS) trial study design. Sexual and gender minorities in contemporary India are formed in the interstices between the neoliberal, Hindutva state; transnational discourses of liberal democracy and sexual ‘rights’; as well as cosmopolitan culture and global LGBT movements. As is evident in recent court judgments and legislation, particularly since 2014, postcolonial Hindu nationalism has created cultural conditions where forms of queer gender are permissible while queer sexuality is generally unacceptable. In recent years, significant developments have focused on transgender communities, complicating activism surrounding sexual and (...) gender identities. By positing some identities as state-sanctioned acceptable citizens and others as not, certain ‘transgender’ individuals are conceptualised as bearers of rights while finding other facets of their identities discriminated against and maintained as illegal. The 2014 Supreme Court NALSA v. Union of India judgment and The Transgender Persons (Protection of Rights) Bill, 2016 passed by the Lok Sabha, alongside further judgments and legislation affecting wider LGBT communities, have kept discourses fixed on sexual and gender identities and their relationship to Indian citizenship at the forefront of discussions of gender justices and injustices in India today. Focusing on recent judicial and legislative developments, this paper examines how transgender rights are being granted in the context of the neoliberal, Hindutva state and considers which forms of transgender identity are currently being conceptualised as legitimate and authentic in such discourses, which can serve to bolster larger right-wing visions and ideologies of the nation and its citizens. It contemplates the ways in which gender ‘justices’, framed in relation to both transnational LGBT rights discourses and right-wing agendas, are conceptualised and played out on the bodies of sexual and gender minorities. Matthias Braun’s1 concise reflections on the ethical challenges posed by digital twins in medicine are briefly supplemented below by a thought that, in my view, seems to run through the text like a thread, but whose ethical implications are not explicitly stated. Braun states in the final paragraph that ‘digital twins do not fundamentally threaten the embodied person’, at least not as long as the person in question has ‘control over her simulated representation’. I agree with this, but would like (...) to point out that it is not just the embodied person who has control. Regardless of whether the person embodied by the digital twin has permanent control over it, which enables them to revoke their agreed representation at any time, the company that developed or uses the digital twin also has control over it. Robots as social companions in close proximity to humans have a strong potential of becoming more and more prevalent in the coming years, especially in the realms of elder day care, child rearing, and education. As human beings, we have the fascinating ability to emotionally bond with various counterparts, not exclusively with other human beings, but also with animals, plants, and sometimes even objects. Therefore, we need to answer the fundamental ethical questions that concern human-robot-interactions per se, and we need (...) to address how we conceive of »good lives«, as more and more of the aspects of our daily lives will be interwoven with social robots. Virginia Held assesses the ethics of care as a promising alternative to the familiar moral theories that serve so inadequately to guide our lives. The ethics of care is only a few decades old, yet it is by now a distinct moral theory or normative approach to the problems we face. It is relevant to global and political matters as well as to the personal relations that can most clearly exemplify care. This book clarifies just what the ethics of (...) care is: what its characteristics are, what it holds, and what it enables us to do. It discusses the feminist roots of this moral approach and why the ethics of care can be a morality with universal appeal. Held examines what we mean by "care," and what a caring person is like. Where other moral theories demand impartiality above all, the ethics of care understands the moral import of our ties to our families and groups. It evaluates such ties, focusing on caring relations rather than simply on the virtues of individuals. The book proposes how such values as justice, equality, and individual rights can "fit together" with such values as care, trust, mutual consideration, and solidarity. In the second part of the book, Held examines the potential of the ethics of care for dealing with social issues. She shows how the ethics of care is more promising than Kantian moral theory and utilitarianism for advice on how expansive, or not, markets should be, and on when other values than market ones should prevail. She connects the ethics of care with the rising interest in civil society, and considers the limits appropriate for the language of rights. I argue for an egalitarian conception of modesty. Modesty is a virtue because an apt expression of what is, and is not, morally salient in our attitudes toward persons and is important because we are prone to arrogance, self‐importance, and hero worship. To make my case, I consider 3 claims which have shaped recent discussions: first, that modesty is valuable because it obviates destructive social rankings; second, that modesty essentially involves an indifference to how others evaluate one's accomplishments; and third, (...) the wide spread but normatively fraught assumption that the modest person is deserving of credit. Although the first two features identify something significant about modesty, they fail to ground it. I argue that appeals to deserved credit bear a larger explanatory burden than has been supposed; they can smuggle in the illegitimate social hierarchies that modesty is supposed to counter. I make my case for modesty as an excellence in moral perspective by arguing that prominent, nonegalitarian, accounts of modesty allow for or promote illegitimate forms of social privilege. Modesty is valuable because it expresses a commitment to fair distribution of basic moral recognition and a skillful response to unjust social hierarchies at odds with this fair distribution. Edmund Pellegrino has argued that the dramatic changes in American health care call for critical reflection on the traditional norms governing the therapeutic relationship. This paper offers such reflection on the obligation to do no harm. Drawing on work by Beauchamp and Childress and Pellegrino and Thomasma, I argue that the libertarian model of medical ethics offered by Engelhardt cannot adequately sustain an obligation to do no harm. Because the obligation to do no harm is not based simply on a (...) negative duty of nonmaleficence but also on a positive duty of beneficence, I argue that it is best understood to derive from the fiduciary nature of the healing relationship. Der Band enthält zwei von Schleiermacher veröffentlichte Übersetzungswerke aus dem Englischen, die nach Inhalt und Interessenausrichtung sehr unterschiedlich sind. Schleiermacher publizierte 1798 zwei Teilbände „Predigten“ mit insgesamt 24 Predigten von Joseph Fawcett, die ursprünglich unter dem Titel „Sermons“ 1795 in London erschienen waren. Diese Übersetzung wird hier nach ihrer Publikation vor über 200 Jahren erstmals erneut gedruckt und editorisch erschlossen. Dabei wird der englische Text synoptisch dargeboten. Fawcett hat in seinen Predigten weit über 400 Textstellen durch Anführungszeichen markiert, aber niemals (...) eine Quelle seiner Zitate angegeben. Schleiermacher versah seine Übersetzung in Fußnoten mit 110 Nachweisen zu Bibelstellen. In der Edition sind alle Fawcett-Zitatstellen erfasst und behandelt. Sodann verdeutschte Schleiermacher mit Henriette Herz den 1799 in London von Mungo Park vorgelegten Bericht „Travels in the interior districts of Africa“ über die Erkundung des westafrikanischen Flusses Niger. Diese anonym erschienene Übersetzung, die bezüglich der Leistungen der beteiligten Personen nicht restlos aufzuklären ist, wurde 1799 in Berlin unter dem Titel „Reisen im Innern von Afrika“ publiziert. Nur der Textteil, den Schleiermacher nach eigenem Briefzeugnis selbst vollständig übersetzt hat, wird synoptisch präsentiert; die anderen Textteile werden allein in deutscher Textfassung mitgeteilt.
