Cross jurisdictional collaboration efforts and emergency vaccine plans that are consistent with Tribal sovereignty are essential to public health emergency preparedness. The widespread adoption of clearly written federal, state, and local vaccine plans that address fundamental assumptions in vaccine distribution to Tribal nations is imperative for future pandemic response.

To whom do we owe obligations of distributive justice? In the last decade a number of distinguished political theorists — such as David Miller and Yael Tamir — have defended a nationalist account of our distributive obligations. This paper examines their account of distributive justice. In particular, it analyses their contention (a) that individuals owe special obligations to fellow‐nationals, (b) that these obligations are obligations of distributive justice and (c) that these obligations are enforceable. Miller and (...) Tamir's justifications, I argue, do not support these claims. Moreover, I argue, (a) and (c) should only be accepted in a greatly qualified form and (b) should be rejected altogether. The paper thus concludes that the nationalists' preferred account of distributive justice is untenable. (shrink)

In this paper, we study the forcing axiom for the class of proper forcing notions which do not add ω sequence of ordinals. We study the relationship between this forcing axiom and many cardinal invariants. We use typical iterated forcing with large cardinals and analyse certain property being preserved in this process. Lastly, we apply the results to distinguish several forcing axioms.

This paper differs from the later paper in a few notable respects. Sufficientarian theories of distributive justice are often considered to be vulnerable to the ‘blindness to inequality and other values objection’. This objection targets their commitment to holding the moral irrelevance of requirements of justice above absolute thresholds of advantage, making them insufficiently sensitive to egalitarian moral concerns that do have relevance for justice. This paper explores how sufficientarians could reply to this objection. Particularly, I claim that, if we accept that the force of the aforementioned objection comes from relational, (...) and not distributive, inequalities, different strategies are open for sufficientarians in order to be sensitive to these concerns. Drawing on recent literature about the relation between distributive and relational egalitarianism, and the possibility of reducing one to the other, strategies of ‘internalizing’ and ‘externalizing’ relational egalitarian concerns to a distributive sufficientarian framework are explored. In turn, I suggest that both strategies fail in their standard versions, but argue that a particular ‘hybrid view’ about justice is an attractive candidate for the sufficientarian theorist. (shrink)

This paper aims at investigating the dynamic characteristics of a microring driven by dual arch electrodes because they are basic elements of microelectrostatic motors. The dual arch electrodes surround the periphery of the microring and are arranged symmetrically to the center of the ring. The electrodes are fixed while the microring is flexible. The electrostatic force will deform the microring, while the deflection of the microring changes the gap between the microring and the electrodes, thereby changing the electrostatic force. Therefore, (...) this is an electromechanical coupling effect. The nonlinear partial-differential equation that governs the motion of the microring is derived based on thin shell theory. Then, based on the assumption of small deflection, the nonlinear governing equation is linearized by truncating the higher-order terms of the Taylor series expansion of the nonlinear electrostatic force. After that, the linearized governing equation is discretized into a set of ordinary differential equations using Galerkin method in which the mode shape functions of the ring are adopted. The influences of the structural damping of the microring and the span of the arch electrodes on the forced response and dynamical stabilities of the microring are investigated. The results show that the damping ratio has a great influence on the system instability during high-frequency excitation. The unstable region of the system can increase with the increase of the electrode span; the response amplitude can also be increased within a certain range. (shrink)

According to robert nozick's theory of distributive justice, We are forced to choose between a commitment to the kantian principle that no one may be used as a means to the purposes of others and the socialist view that the benefits of land and natural resources should be distributed on the basis of an end-State standard of equity. However, We face no such dilemma. A careful look at nozick's argument reveals that the kantian imperative does not clearly entail the (...) right of individuals to own land and natural resources. Indeed a very plausible application of the imperative is compatible with the doctrine that land and resources are communal property. Therefore, Nozick's theory fails to justify economic distributions produced by a system in which natural resources are privately owned. (shrink)

Correlations of spins in a system of entangled particles are inconsistent with Kolmogorov’s probability theory (KPT), provided the system is assumed to be non-contextual. In the Alice–Bob EPR paradigm, non-contextuality means that the identity of Alice’s spin (i.e., the probability space on which it is defined as a random variable) is determined only by the axis $\alpha _{i}$ chosen by Alice, irrespective of Bob’s axis $\beta _{j}$ (and vice versa). Here, we study contextual KPT models, with two properties: (1) Alice’s (...) and Bob’s spins are identified as $A_{ij}$ and $B_{ij}$ , even though their distributions are determined by, respectively, $\alpha _{i}$ alone and $\beta _{j}$ alone, in accordance with the no-signaling requirement; and (2) the joint distributions of the spins $A_{ij},B_{ij}$ across all values of $\alpha _{i},\beta _{j}$ are constrained by fixing distributions of some subsets thereof. Of special interest among these subsets is the set of probabilistic connections, defined as the pairs $\left( A_{ij},A_{ij'}\right) $ and $\left( B_{ij},B_{i'j}\right) $ with $\alpha _{i}\not =\alpha _{i'}$ and $\beta _{j}\not =\beta _{j'}$ (the non-contextuality assumption is obtained as a special case of connections, with zero probabilities of $A_{ij}\not =A_{ij'}$ and $B_{ij}\not =B_{i'j}$ ). Thus, one can achieve a complete KPT characterization of the Bell-type inequalities, or Tsirelson’s inequalities, by specifying the distributions of probabilistic connections compatible with those and only those spin pairs $\left( A_{ij},B_{ij}\right) $ that are subject to these inequalities. We show, however, that quantum-mechanical (QM) constraints are special. No-forcing theorem says that if a set of probabilistic connections is not compatible with correlations violating QM, then it is compatible only with the classical–mechanical correlations. No-matching theorem says that there are no subsets of the spin variables $A_{ij},B_{ij}$ whose distributions can be fixed to be compatible with and only with QM-compliant correlations. (shrink)

In this paper we devise non-distributive relatives of Exactly true logic by Pietz and Riveccio and its dual Non-falsity logic by Shramko, Zaitsev and Belikov. We consider two pre-orders which are algebraic counterparts of the ETL’s and NFL’s entailment relations on the de Morgan lattice 4. We generalise these pre-orders and determine which distributive properties that hold on 4 are not forced by either of the pre-orders. We then construct relatives of ETL and NFL but lack such (...) class='Hi'>distributive properties. For these logics we also devise a truth table semantics which uses non-distributive lattice M3 as their lattice of truth values. We also provide analytic tableaux systems which work with sequents of the form \. We then prove correctness and completeness results for these proof systems and provide a neat generalisation for non-distributive ETL- and NFL-like logics built over a certain family of non-distributive modular lattices. This paper reviews the origin of inertia according to Mach's principle and Weber's law of gravitation. The resulting theory is based on simultaneous nonlocal gravitational interactions between particles in the solar system and others in the remote universe beyond the Milky Way galaxy. It explains the precession of the perihelion of Mercury. A most important implication of the Mach-Weber theory of the force of inertia is the necessity for a large amount of uniformly distributed matter in the galactic universe. This (...) matter could be the source of the cosmic background radiation. Nonlocal inertia forces are compatible with a static universe and also with an expanding universe but the latter would demand slow changes in the mass of particles and the gravitational constant. Although mouse‐tracking has been taken as a real‐time window on different aspects of human decision‐making processes, whether purely semantic information affects response conflict at the level of motor output as measured through mouse movements is still unknown. Here, across two experiments, we investigated the effects of semantic knowledge by predicting participants’ performance in a standard keyboard task and in a mouse‐tracking task through distributional semantics, a usage‐based modeling approach to meaning. In Experiment 1, participants were shown word pairs and were (...) required to perform a two‐alternative forced choice task selecting either the more abstract or the more concrete word, using standard keyboard presses. In Experiment 2, participants performed the same task, yet this time response selection was achieved by moving the computer mouse. Results showed that the involvement of semantic components in the task at hand is observable using both standard reaction times (Experiment 1) as well as using indexes extracted from mouse trajectories (Experiment 2). In particular, mouse trajectories reflected the response conflict and its temporal evolution, with a larger deviation for increasing word semantic relatedness. These findings support the validity of mouse‐tracking as a method to detect deep and implicit decision‐making features. Additionally, by demonstrating that a usage‐based model of meaning can account for the different degrees of cognitive conflict associated with task achievement, these findings testify the impact of the human semantic memory on decision‐making processes. In today’s society, a peculiar understanding of distributive justice has developed which holds that “social justice must be distributed by the coercive force of government.” However, this is a perversion of the ideal of distributive justice. The perspective of distributive justice which should be considered is one with its roots in the school of thought referred to as self-actualization ethics or eudaimonism, which holds that each person is unique and each should discover whom he or she is—to (...) actualize his or her true potential and to live the “good life” within the congeniality and complementarity of personal excellences of his or her fellow members of community. When a eudaimonistic perspective is considered, a definition of distributive of justice could be “the allocation of goods and utilities via the voluntary ubiquitous human interaction of self-actualizing individuals who not only recognize the human dignity of the self and other and the rights which flow from and guarantee it, but also actively will goods and utilities toward the self and other so as to manifest human dignity.” Therefore, with a eudaimonistic understanding of distributive justice, one can argue that the free market is the ubiquitous interactions of self-actualizing individuals who are giving and receiving goods and utilities for one and another’s own “happiness,” i.e. the free market is the socio-economic mechanism by which distributive justice operates. In this paper I first will overview the philosophical foundations of distributive justice. Next, I will propose a eudaimonistic definition of distributive justice. Finally, I will highlight examples of distributive justice operating in a free market economy. (shrink)

In several papers, I have argued for a theory of distributive justice and considered its implications. This theory includes a principle of responsibility that was endorsed by others within an account of defensive force (self-defense and defense of others). Whitley Kaufman criticizes this account which he refers to as the "distributive justice theory of self-defense" (DJ theory). In this paper, I respond to this criticism. I argue that Kaufman presents the theory inaccurately, that his standard of evaluation of (...) the theory is inadequate and that his claim that the theory should be rejected is unconvincing. Modals in St’át’imcets (Lillooet Salish) show two differences from their counterparts in English. First, they have variable quantificational force, systematically allowing both possibility and necessity interpretations; and second, they lexically restrict the conversational background, distinguishing for example between deontic and (several kinds of) epistemic modality. We provide an analysis of the St’át’imcets modals according to which they are akin to specific indefinites in the nominal domain. They introduce choice function variables which select a subset of the accessible worlds. Following Klinedinst, (...) we assume distributivity over the resulting set of worlds. St’át’imcets modals thus receive a uniform interpretation as (distributive) pluralities. The appearance of variability in modal force arises because the choice function can select a larger or smaller subset of accessible worlds. Finally, we discuss the implications of our analysis for the investigation of modal systems in other languages. (shrink)

Linguistic studies have shown that the traditional idea that the expansion of the Inca Empire was the driving force behind the spread of all Quechua cannot be correct. Across much of its distribution, Quechua has far greater time-depth than can be accounted for by the short-lived Inca Empire. Linguistics likewise suggests that Aymara spread not from the south into Cuzco in the late Pre-Inca period, but also from an origin to the north. Alternative explanations must be sought for the expansion (...) of these language families in the culture history of the Andes. Archaeological studies over the past two decades now provide a broad, generally agreed-upon outline of the cultural history of the Cuzco region. This chapter applies those findings to examine alternative possibilities for the driving forces that spread Quechua and Aymara, offering a clearer cross-disciplinary view of Andean prehistory. It is recognised that the gap between rich and poor in Britain is widening faster than in any comparable country. This important issue is attracting increasing attention after long neglect. Economists and others concerned with problems linked with inequality are investigating factors contributing to the situation. Based on results of the first recent major research programme in this area, this book, first published in 1996, examines wealth distribution in the United Kingdom over the last two decades. Leading specialists in the (...) area tackle the problem from a wide variety of perspectives. Contributions include: the analysis of income distribution; the effects of greater female participation in the labour force; social security reform; and geographical variation at the national and local scale. Starting from the trans-Atlantic divide on the issue of justification of force which became obvious after 9/11, it is argued that the differences between the Anglo-American and Continental-European standard arguments can be overcome by a moderate institutionalist cosmopolitanism. It combines a moderate institutionalist approach with a comprehensive concept of human rights and a moderate cosmopolitan stand on the issue of international distributive justice. If all three aspects are taken into account adequately in an ethical theory of international relations, both (...) the Anglo-American traditions of just war theory and a radical Kantian legalism must be revised and common ground could be revealed. PurposeWith the rise of the internet, the act of sharing copyrighted material has received a lot of attention, culminating in a flood of lawsuits against file‐sharers as well as studies concerning the costs of file‐sharing for the entertainment industry. This paper attempts to judge whether file‐sharing really is an ethically problematic act and, upon achieving this, goes on to propose strategies to avoid file‐sharing and discuss ethical considerations surrounding those distribution alternatives.Design/methodology/approachThe paper limits its discussion to the medium of moving (...) images. It tries to achieve above aims by applying the ethics of Immanuel Kant to the phenomenon of file‐sharing on the internet and borrowing ideas for alternative, file‐sharing avoiding, strategies from practitioners and media commentators and applying Kant's ideas to those.FindingsThe paper argues that file‐sharing cannot, per se, be considered to be unethical. While file‐sharing has positive and negative aspects, the proposed alternative distribution strategies, a one‐stop shop and giving films away for free, seem to avoid the negative implications of file‐sharing while not impeding with its positive facets. The paper concludes that, since the suggested strategies exist but are not yet implemented by the commercial film industry, the moral responsibility for file‐sharing lies with the commercial film industry, not with the individual file‐sharer.Originality/valueThe paper hence adds to the discussions surrounding online files haring by shifting the focus towards the entertainment industry as well as by providing alternative, file‐sharing avoiding, distribution solutions. We examine several cases of object movement from various languages, and demonstrate that the syntactic behavior of objects can be derived from certain conditions on LF representations. Conditions on LF relevant to the distribution of arguments are identified as relative scope fixing and type mismatch repair. These two conditions interact with the multiple semantic types that may be assigned to NPs (cf. Partee 1987) to induce movement of certain objects out of the VP, universally by LF and parametrically in the (...) overt syntax. Diesing's (1992b) Mapping Hypothesis combined with the multiple NP types predicts that quantificational NPs in object position will have to undergo movement by LF. This movement is forced by the principles of semantic composition as a mechanism of type mismatch resolution. The existential closure operation over VP is claimed to be genuinely unselective: any NP that introduces a free variable and does not receive an existential interpretation must move out of the scope of existential closure (and thus out of the VP) by LF. Pronouns are variables, limited in semantic type assignment, that by virtue of their definiteness cannot be bound by existential closure and must move out of its scope. In Egyptian Arabic, object pronouns escape from the VP via attachment to a verb that raises to adjoin to an Aspect inflectional head above the VP. The movement of object pronouns and definite/specific NPs in Scandinavian is also associated with verb movement. (shrink)

It is a testament to the progress of empirical inquiry into mass incarceration that it has already yielded and transcended a “standard story.” By contrast, mass incarceration is only just beginning to emerge as a particular problem for the philosophy of punishment. In this chapter, Ewing offers a critical review of recent work by criminal law theorists, arguing that traditional justifications of punishment are ill-equipped to explain the distinctive injustice of mass incarceration. He then argues that the problem of mass (...) incarceration should force us to reconsider neglected distributive dimensions of criminal justice. And he begins to reflect on what appears unjust about mass incarceration when criminal justice is reconceived as the problem of how to produce and fairly allocate security against crime and punishment. The practice of early modern natural history depended on the collective collecting activities of a great variety of people. Among them, artisans played a major role in acquiring and distributing knowledge about the natural world and they contributed significantly to the scholarly labour in natural history. This distributed labour was both acknowledged by contemporaries as well as hidden from sight, reflecting the period′s dominant norms for class and gender. By combining an interpretation of the visual representation of labour in European (...) insect studies with an examination of written sources about natural history practices from about 1680 to 1810, this article decodes the often‐codified frontispieces and other more symbolic illustrations to offer new insights into the labour of natural history. Those who identified as scholars and artisans (or both) conceptualised their own intellectual and practical engagement with natural history within the semantic field of work. Some seemed to have even envisioned a new social role for academics as well as artisans. This article analyses the diversity of the “productive forces” in insect studies as they changed over time and it reconstructs what I will call the social imaginaries of participation. (shrink)

It is generally acknowledged that most accounts of distributive justice face a trilemma pertaining to agents who are badly off, or risk becoming so, due to their own imprudent behavior: If we a) leave such agents to their own devices, some might perish, which is harsh (Harshness). If we b) force such agents to buy insurance, for their own good (or ban certain risky activities), we act paternalistically (Paternalism). If we c) secure sufficiency for such agents by taxing everyone, (...) we exploit the prudent (Exploitation). This paper discusses how luck egalitarianism should handle this trilemma. The view defended is that luck egalitarianism should avoid Harshness and Paternalism, and accept Exploitation, by incorporating a sufficientarian constraint. The paper further shows how this can be done without violating core luck egalitarian commitments. Lastly, the paper asks whether securing sufficiency for the imprudent really amounts to exploitation as such, and whether it is, in any case, unfair. (shrink)

This special issue is a refreshing contrast to the intuitively influential notion of language as an internal system. This internal approach to language is going strong in some segments of the cognitive sciences. As an assumption, internalism drives much empirical work on language, and it is the basis of prominent theories of language – its nature (e.g. an internalised computational system), its evolution (e.g. a single still-unknown mutation), and its function (e.g. thinking, not communication). -/- Radical fundamentalist versions of these (...) theories are no longer in the main stream, however, despite the attention they may garner by forceful exposition (e.g. Chomsky 2011a). A fuller canvassing of the cognitive sciences – obviously outside the scope of the current presentation – would probably reveal that most researchers, even those who study aspects of language isolated in individual participants, would allow for an intrinsic social characteristic to language. I would go so far as to guess that they would place this social character on explanatory par with other structural or information-processing features that are studied in the lab. And despite what is averred by Chomsky (2011a), this social character in human cognition has been proposed in many domains, from vision (Balcetis & Lassiter 2010) to memory (Barnier et al. 2008). Humans are intrinsically social in a way that distinguishes them from any other primate species, and this sociality seems to be weaved into many cognitive processes (Castiello et al. 2010; Tomasello 2009). -/- But “social” is not the same thing as “distributed,” by the content of this issue. The latter may subsume the former. The distributed approach discussed in this special issue is not “simply” social – it does not just propose an added static feature of any synchronic language context (as noted in Jennings & Thompson this issue). The approach instead regards this social characteristic as just one part of a broader dynamic distributed process that constitutes language, through different kinds of inter-individual coordination at many levels of spatial and temporal scale (Cowley this issue; Fusaroli & Tylén this issue). It is a commonplace of the critical innovation literature that experiment has replaced mass production as the driving force of accumulation. But while many theorists have explored the politics and dynamics of such economies of experiment under the rubric of ‘immaterial’, cognitive or affective labour, few have examined the intersection of labour, experiment and the speculative in the clinic. Taking the clinic as representative of contemporary transformations in the commodity-form, labour and innovation, this article will look at recent attempts to (...) reform the clinical trial, arguing that these developments represent a far-reaching shift in our understanding of medicine. First, I investigate recent efforts (associated with the discourse of ‘translational medicine’) to rethink the interface between experimental lab-based science and the clinic. I also look at closely associated efforts to reintroduce an element of experimental surprise into the clinical trial process itself, through the adoption of novel trial designs. If the randomized controlled trial was conceived essentially along the lines of a product testing procedure, recent efforts have attempted to reintroduce surprise into the testing process itself – in other words, to invent a trial process capable of producing unexpected events as leads for further innovation. I then move from the experimental clinic to what I call the distributed experiment. Here I focus on efforts to outsource pharmacological innovation to a distributed public of patients through the use of social networking software. These platforms allow drug developers to escape the limits of the conventional clinical trial by tracking the experimental practices taking place in the distributed clinic of unregulated drug consumption. In the recent linguistic literature, an increasing attention has been devoted to the role of force dynamics in natural language. The present paper argues that the concept of force plays an important role in the Finnish case system. Translative case in this language is conventionally associated with change of state and the illative and allative cases, with change of location. Unexpectedly under such an approach, these forms are sometimes acceptable in sentences that do not entail a change and superficially seem (...) to be stative. This paper argues that translative, illative and allative are licensed by predicates that entail force exertion. While in many instances, force exertion results in a change, this is not an obligatory configuration, which explains the distribution of the cases under discussion. (shrink)

We study non-homogeneity of quotients of Prikry and tree Prikry forcings with non-normal ultrafilters over some natural distributive forcing notions.

Benbaji and Statman’s contractarian ethics of war offers a powerful new philosophical defence of orthodox conclusions against revisionist criticism. I present a two-pronged argument in reply. First, contractarianism yields what I call ‘decent war theory,’ a theory in which war between decent states is paradigmatic. I argue, by contrast, that states should treat wars against indecent states as paradigmatic, resulting in a Rawlsian alternative that issues in an ethics closer to revisionism. The second prong argues that the symmetrical international distribution (...) of power required by contractarianism throws into doubt the viability of war as an instrument for securing just ends. But I argue that there is a very important lesson to take from Benbaji and Statman’s analysis here. Even if contractarianism is arguably weakened by its political assumptions, revisionists frequently fail to pay any attention to the vagaries of power and their effects in shaping the outcomes of different accounts of ethics. I therefore argue that just war theory in general ought to develop an ethics with sufficient versatility to respond to shifts and variations in the distribution of military power. In particular, philosophers must consider morally defensible ways in which decent states can challenge rising indecent powers. (shrink)

In this paper we probe the possibilities of creating a Kurepa tree in a generic extension of a ground model of CH plus no Kurepa trees by an ω1-preserving forcing notion of size at most ω1. In Section 1 we show that in the Lévy model obtained by collapsing all cardinals between ω1 and a strongly inaccessible cardinal by forcing with a countable support Lévy collapsing order, many ω1-preserving forcing notions of size at most ω1 including all (...) ω-proper forcing notions and some proper but not ω-proper forcing notions of size at most ω1 do not create Kurepa trees. In Section 2 we construct a model of CH plus no Kurepa trees, in which there is an ω-distributive Aronszajn tree such that forcing with that Aronszajn tree does create a Kurepa tree in the generic extension. G. A. Cohen, in his ‘The Structure of Proletarian Unfreedom,’ addresses the classical Marxist claim that workers are forced to sell their labour power under capitalism. This claim has been the object of much debate and controversy. Cohen brings his very considerable analytical skills to bear on this question with the result that he supports, in distinctive but non-conflicting ways, both sides of the controversy. On Cohen’s analysis this claim is ambiguous, i.e., the term ‘proletariat’ has two importantly different senses. (...) In the distributive sense, workers need not be coerced, but in the collective sense, they are coerced, i.e., each individual worker is free to leave the working class, but the class of workers' as a whole does not possess a similar freedom. In this paper, I will argue that Cohen’s argument does not establish that the proletariat qua individuals are not forced to sell their labour power. It will also be argued that, in fac;t, there is no definite answer to the question of whether or not workers are forced to sell their labour power. Freedom and coercion are matters of degree, for the relevant range of cases, and, hence, it is not appropriate to ask whether or not the workers are coerced. I will, however, attempt to show that, contrary to the spirit of Cohen’s thesis, proletariat as individuals suffer from a diminished degree of freedom in the sale of their labour power. (shrink)

This 1974 collection of six essays in economic theory represents a major contribution to the field. The first contains the formulation of the Ricardian system, whilst the next two contain, respectively, the author's synthetic treatment of the complex problems of fluctuations and economic growth, and his well-known theorem that in the long run the rate of profit and income distribution are independent of the propensities to save of the working class. The essays that follow provide the missing links: a coherent (...) picture of the macroeconomic theories that have originated in Cambridge and a discussion of their deep foundations in classical economic analysis. Finally, the author evaluates some economic controversies and draws his conclusions on the basic forces determining rate of profit in the process of economic growth. Although the arguments are highly theoretical, they require no knowledge of mathematics beyond elementary calculus and algebra. (shrink)

Dynamin is a GTPase that regulates late events in clathrin‐coated vesicle formation. Our current working model suggests that dynamin is targeted to coated pits in its unoccupied or GDP‐bound form, where it is initially distributed uniformly throughout the clathrin lattice. GTP/GDP exchange triggers its release from these sites and its assembly into short helices that encircle the necks of invaginated coated pits like a collar. GTP hydrolysis, which is required for vesicle detachment, presumably induces a concerted conformation change, tightening the (...) collar. Unlike most of its GTPase cousins that serve as molecular switches, dynamin has a low affinity for GTP, a very high intrinsic rate of GTP hydrolysis and functions as a homo‐oligomer. A concerted conformational change resulting from coordinated GTP hydrolysis by the dynamin oligomer might be sufficient to generate force. In this case, dynamin would be the first GTPase identified that acts as a structural protein with mechano‐chemical function. (shrink)

This article analyzes US drone operations through a historical and ethnographic analysis of the remote split paradigm used by the US Air Force. Remote split refers to the globally distributed command and control of drone operations and entails a network of human operators and analysts in the Middle East, Europe, and Southeast Asia as well as in the continental United States. Though often viewed as a teleological progression of “unmanned” warfare, this paper argues that historically specific technopolitical logics establish the (...) conditions of possibility for the work of war to be divisible into discreet and computationally mediated tasks that are viewed as effective in US military engagements. To do so, the article traces how new forms of authorized evidence and expertise have shaped developments in military operations and command and control priorities from the Cold War and the “electronic battlefield” of Vietnam through the Gulf War and the conflict in the Balkans to contemporary deployments of drone operations. The article concludes by suggesting that it is by paying attention to divisions of labor and human–machine configurations that we can begin to understand the everyday and often invisible structures that sustain perpetual war as a military strategy of the United States. The COVID-19 pandemic has been overwhelming public health-care systems around the world. With demand exceeding the availability of medical resources in several regions, hospitals have been forced to invoke triage. To ensure that this difficult task proceeds in a fair and organised manner, governments scrambled experts to draft triage guidelines under enormous time pressure. Although there are similarities between the documents, they vary considerably in how much weight their respective authors place on the different criteria that they propose. Since most (...) of the recommendations do not come with ethical justifications, analysing them requires that one traces back these criteria to their underlying theories of distributive justice. In the literature, COVID-19 triage has been portrayed as a value conflict solely between utilitarian and egalitarian elements. While these two accounts are indeed the main antipodes, I shall show that in fact all four classic theories of distributive justice are involved: utilitarianism, egalitarianism, libertarianism, and communitarianism. Detecting these in the documents and classifying the suggested criteria accordingly enables one to understand the balancing between the different approaches to distributive justice—which is crucial for both managing the current pandemic and in preparation for the next global health crisis. The first wave of philosophical work on global justice focused largely on the distribution of economic resources, and on the development or reformation of institutions relevant thereto. More recently, however, the horizon has broadened significantly, to also include a concern with the global spread of the right to live under reasonable legal institutions and representative forms of government (cf. “a human right to democracy”). Thus, while the first wave was focused primarily on international (non-territorial) institutions, later work has also brought (...) critical focus to bear on domestic institutions traditionally assumed to be protected by rights of state sovereignty. This naturally raises the question of whether, when, and how the international community can coercively intervene in issues falling under assumed to fall under domestic jurisdiction. Many theorists of global justice will accept, however reluctantly, that coercive means such as military force may be used (even unilaterally, if necessary) to halt a government’s mass atrocities against its civilian population (so-called “humanitarian intervention”). They are, however, for the most part firmly opposed to the use of military force as a tool to force regime change or democratic reform. I will discuss the viability of this stance along two dimensions: (i) can we draw a morally relevant distinction between humanitarian intervention and regime change policies? (ii) can we draw a morally relevant distinction between the use of military force as a policy tool and the use of other kinds of coercive measures such as economic sanctions? (shrink)

In theory and practice, the notion of fairness is far from simple. The principle is often elusive and subject to confusion, even in institutions of law, usage, and custom. In Fairness, Nicholas Rescher aims to liberate this concept from misunderstandings by showing how its definitive characteristics prevent it from being absorbed by such related conceptions as paternalistic benevolence, radical egalitarianism, and social harmonization. Rescher demonstrates that equality before the state is an instrument of justice, not of social utility or public (...) welfare, and argues that the notion of fairness stops well short of a literal egalitarianism. Rescher disposes of the confusions arising from economists' penchant to focus on individual preferences, from decision theorists' concern for averting envy, and from political theorists' sympathy for egalitarianism. In their place he shows how the idea of distributive equity forms the core of the concept of fairness in matters of distributive justice. The coordination of shares with valid claims is the crux of the concept of fairness. In Rescher's view, this means that the pursuit of fairness requires objective rather than subjective evaluation of the goods being shared. This is something quite different from subjective equity based on the personal evaluation of goods by those laying claim to them. Insofar as subjective equity is a concern, the appropriate procedure for its realization is a process of maximum value distribution. Further, Rescher demonstrates that in matters of distributive justice, the distinction between new ownership and preexisting ownership is pivotal and calls for proceeding on very different principles depending on the case. How one should proceed depends on context, and what is adjudged fair is pragmatic, in that there are different requirements for effectiveness in achieving the aims and purposes of the sort of distribution that is intended. Rescher concludes that fairness is a fundamentally ethical concept. Its distinctive modus operandi contrasts sharply with the aims of paternalism, preference-maximizing, or economic advantage. Fairness will be of interest to philosophers, economists, and political scientists. This article is an extended critical review of a set of essays arguing for the deregulation of U.S. industry. The essays are by mostly lawyers and economists, not philosophers. The writers act as though non-market-based theories of distributive justice do not exist. Nonetheless, the essays are ingenious and sophisticated enough to present a considerable challenge to such theories. In criticism I discuss chiefly two broad themes — the considerations a non-market-based theory would adduce in rebuttal, and the use by (...) the writers of the existing legal framework. The book illustrates most forcefully the clash between rival philosophical visions of the Good Society. (shrink)

We introduce game-theoretic semantics for systems without the conveniences of either a De Morgan negation, or of distribution of conjunction over disjunction and conversely. Much of game playing rests on challenges issued by one player to the other to satisfy, or refute, a sentence, while forcing him/her to move to some other place in the game’s chessboard-like configuration. Correctness of the game-theoretic semantics is proven for both a training game, corresponding to Positive Lattice Logic and for more advanced games (...) for the logics of lattices with weak negation and modal operators. In ethics and political philosophy, the concepts of equity, equality, need satisfaction, and justice are significant for the fulfilment of underlying requirements of human rights, and the attainment of peace in societies. Studies show these as potential frames for defining processes, distributing resources, sharing responsibilities, allocating rewards, demonstrating respect and dispensing with unequal treatments. Justice, as the ideal that impels us to impartially adjudicate between competent claims, is linked to equality. But as the moral force that propels actions for needs’ (...) satisfaction, it is linked to equity. Hence, equality and equity are two elements of the theory of justice: both are grounded on the principles of distributive justice. This ‘common grounding’ apparently obfuscates their distinctive features, and over time, has elicited their equiparation. This essay highlights the archetypal frames of the notions of equity and equality as indispensable principles of social justice. It identifies the skewed distribution of resources in Nigeria as arising from a legal framework that removes the power of personal/group autonomy from the people. The essay notes the misleading tendency in the insulated use of equality for justice, and accepts the primacy of distributive justice amongst rival pathways to national cohesive living. (shrink)

The “special state” understanding of the measurement process is presented, namely there is no “measurement process,” only unitary time evolution. However, in contrast to the many worlds interpretation, there is only one world. How this can be accomplished and how statistical mechanics is changed as a result are also discussed. The focus though is on experimental tests of this theory and the in-principle realization that this can give rise to feasible experimental tests. Those tests rely on the particular feature of (...) having only one world, so that any change in the wave function must have a proximate cause, and it is the detection of that cause that constitutes the test. In a companion article there is further exploration concerning the details of the test. In addition, in the present article, the special state theory is extended theoretically through evidence of the uniqueness of the Cauchy distribution as well as explicit recognition of the role of entanglement. Conversion to organic farming, along with its associated driving forces and barriers, has been explored intensively over the past decade, while studies on the distribution and impacts of local socio-cultural processes in relation to conversion to and diffusion of organic farming have been scarce. The concentration of organic farms in Denmark differs according to county and, moreover, there appears to be large within-county variation in the density of organic farms. The present study explores local aspects of conversion to organic farming (...) and the factors that may help explain variation in density and concentration of organic farms within smaller areas. The study is based on nine qualitative interviews with organic farmers from two neighboring areas, referred to as “mainland” and “island,” respectively. Three farms were situated in the high-density area (mainland) and the remaining six in the low-density area (island). Furthermore, five advisors with connections to the area provided information with regard to their local experience and perceptions. Three main, and to some extent interacting, issues are discussed. The first is the price of land related to local scarcity of land, in the context of structural development and the effects of agricultural policies. The second is distance – both physical and social. Cooperation and exchange of experience among organic farmers was frequent on the mainland side, while isolation and lack of interaction was more common for the island farmers. Third, the role of the agricultural advisory service and the existence of champion farmers are important: pioneer farmers on the mainland have been supported by committed agricultural advisors, while lack of organic champion farmers and low priority granted to organic farming among agricultural advisors were found on the island.
