In many physical systems, coupling forces provide a way of carrying the energy stored in adjacent harmonic oscillators from place to place, in the form of waves. The wave equations governing such phenomena are time-symmetric: they permit the opposite processes, in which energy arrives at a point in the form of incoming concentric waves, to be lost to some external system. But these processes seem rare in nature. What explains this temporal asymmetry, and how is it related to (...) the thermodynamic asymmetry? This paper attempts to clarify these old issues, in the light of recent contributions. After brief introductory remarks (§1), the paper is in three main parts. §2 examines the so-called ‘Sommerfeld Radiation Condition’, arguing that its link to the observed asymmetry is much less direct than commonly supposed. §3 begins with Zeh's proposal to make the Sommerfeld condition an ingredient in an explanation of the observed asymmetry, and makes explicit a useful distinction between two ways in which the thermodynamic asymmetry might connect to the radiation asymmetry. §4 reviews a proposal I have defended in earlier work about the relation of the radiative asymmetry to that of thermodynamics, and defends it against recent objections by Zeh and Frisch. I also distinguish it from a recent proposal due to North. I agree with North that the observed asymmetry of radiation stems from the low entropy history, but argue that she mis-characterises the asymmetry, and hence misses a crucial element in a proper account of the role of the low entropy past. One of the outstanding achievements of recent cosmology has been to offer some prospect of a unified explanation of temporal asymmetry. The explanation is in two main parts, and runs something like this. First, the various asymmetries we observe are all thermodynamic in origin – all products of the fact that we live in an epoch in which the universe is far from thermodynamic equilibrium. Second, this thermodynamic disequilibrium is associated with the condition of the universe very soon after the (...) Big Bang – the essential point being that in the rapidly expanding universe of the time, gravity is able to create organisation much faster than other processes can destroy it. The stars, galaxies and other forms of organisation we find in the present universe are all products of this early period. Such concentrated energy sources themselves make possible the kinds of asymmetric phenomena with which we are most familiar, such as life itself. If this explanation proves to be right it will surely rank as one of the most impressive achievements in the whole of natural philosophy. Where else do we find this breathtaking scale, this extraordinary conjunction of fundamental physics, the first moments of Creation, the possibility of life and the basic character of human experience? And it is very much a contemporary achievement: even if its roots go back on one side to the investigation of time asymmetry in nineteenth century statistical mechanics, and on the other to Hubble's discovery in the 1920's of the expansion of the universe, the body of the picture has only begun to be filled in in the last twenty or thirty years. Energy and Social Change results from the Twenty Year Forecast Project, directed by the author and conducted trhough the University of Southern California Center for Futures Research. Unlike many more gloomy predictions, this study takes a step back from pessimism. It offers instead a realistic perspective tempered with a modicum of optimism.The report's special contribution to the energy debate lies in its call for a redirection of attention to options that are realizable within the framework--and the limits--of the (...) existing system. Advocating higher energy prices and more incentives for increased competition in the domestic energy market, the author supports a resurgence of the free enterprise system. The price of energy will and should increase in order to control waste, although the rise in costs will be mitigated by the gradual pace. In the long term, however, we should strive for a "quality economy" characterized in part by its reduced inefficiency and more meaningful jobs. Three of the ways in which this might be accomplished are shifting to an electrically based economy, developing alternative forms of energy, and switching to technologies more appropriate to the future environment.Sure to generate discussion, this analysis will prove useful in considerations of energy policy and the social impact of technological change. Higher energy prices and the growing concern about global warming have led to a number of policy goals and targets designed to curb global warming and/or the development of alternative sources of energy. However, the Tinbergen Rule states that for each and every policy target there must be at least one policy tool. If there are fewer tools than targets, then some policy goals will not be achieved. Further complicating the public policy environment are the facts that some (...) policy tools affect more than one target, some tools help achieve more than one target, and others, while meeting one target, make meeting other targets more difficult. Also, some targets are more efficient than others. If policy makers are going to be able to effectively meet their environmental and energy goals, a series of policy tools need to be developed. Instead of relying on the usual price elasticity technique, this book combines economic and engineering analysis to study economic growth and energy demands to the year 2000. It asserts that future energy demand will be determined by two basic factors--the gross national product and the efficiency with which energy is used to produce this output in the household, commercial, industrial, and transport sectors of the economy.Labor hours multiplied by a productivity factor results in the GNP. This (...) study predicts that, in the long run, productivity in the United States will recover most of the sharp losses registered in the past five years. The study points out the decelerating population growth, the higher number of women in the labor force, and new investments as having an influence on this situation.After projecting the size and composition of each of the four energy consuming sectors that account for the total GNP. Energy and Economic Growth estimates efficiency improvements for each. It shows, for example, that higher levels of thermal insulation will reduce sharply energy needs for household heating and cooling. Similarly, the study notes that improvements in energy consumption per dollar of output can be made for each of the energy intensive manufacturing industries, nothing that although the savings in energy are significant, none is a consequence of pushing improvements to known technological limits. As the price of oil climbs toward $100 a barrel, our impending post-fossil fuel future appears to offer two alternatives: a bleak existence defined by scarcity and sacrifice or one in which humanity places its faith in technological solutions with unforeseen consequences. Are there other ways to imagine life in an era that will be characterized by resource depletion? Aquatic ecosystems are vital to the structure and function of all environments on earth. Worldwide, approximately 95 million metric tons of fishery products are harvested from marine and freshwater habitats. A major problem in fisheries around the world is the bioethics of overfishing. A wide range of management techniques exists for fishery, managers and policy-makers to improve fishery production in the future. The best approach to limit overfishing is to have an effective, federally regulated fishery, based on environmental standards and (...) fishery carrying capacity. Soon, overfishing is more likely to cause fish scarcity than fossil fuel shortages and high energy prices for fish harvesting. However, oil and other fuel shortages are projected to influence future fishery policies and the productive capacity of the fishery industry. Overall, small-scale fishing systems are more energy efficient than large-scale systems. Aquaculture is not the solution to wild fishery production. The energy input/output ratio of aquacultural fish is much higher than that of the harvest of wild populations. In addition, the energy ratios for aquaculture systems are higher than those for most livestock systems. (shrink)

This paper is about a support information management system for a wind power producer having an energy storage system and participating in a day-ahead electricity market. Energy storage can play not only a leading role in mitigation of the effect of uncertainty faced by a WP producer, but also allow for conversion of wind energy into electric energy to be stored and then released at favourable hours. This storage provides capability for arbitrage, allowing an increase on (...) profit of a WP producer, but must be supported by a convenient problem formulation. The formulation proposed for the support information management system is based on an approach of stochasticity written as a mixed integer linear programming problem. WP and market prices are considered as stochastic processes represented by a set of scenarios. The charging/discharging of the ESS are considered dependent on scenarios of market prices and on scenarios of WP. The effectiveness of the proposed formulation is tested by comparison of case studies using data from the Iberian Electricity Market. By interpreting political possibilities with Christian commitments to justice, the book makes a distinctively practical contribution to the literature on Christianity and climate; it lifts an important theological voice in the growing subfield of climate ethics.The book begins by elaborating the general notion of ecological justice into workable criteria. Martin-Schramm describes four basic norms of ecojustice (sustainability, sufficiency, participation, and solidarity), from which he develops twelve energy policy guidelines (e.g., equity, adequacy). He then specifies those guidelines into fourteen criteria by which to assess the justice of climate action (e.g., historical responsibility, emissions verifiability).Subsequent chapters use those criteria to evaluate policy options. Electricity deregulation was meant to improve the quality of people’s lives by lowering the cost of a critical commodity. In every state that has chosen deregulation, however, power companies, free from the oversight of state regulators, have increased prices and, in California’s case, have driven a utility to bankruptcy. It is clear that deregulation was intended to benefit the energy industry more than consumers by removing cost-based regulations that restricted corporate profits but guaranteed low prices and reliable service to (...) consumers. Deregulation proponents argued that California’s commitment to strong air quality standards prevented development of adequate power plant construction and that not a single power plant was constructed in California in the 1990s. This claim is refuted through an examination of California Energy Commission data. Although other states’ experiences are not as dramatic as California’s, serious problems will emerge if deregulation continues to dominate the policy agenda. (shrink)

Energy contributes significantly in almost all aspects of human life as well as economic activities and plays a crucial role in the infrastructural development of a county to alleviate poverty. Generating energy from a renewable source such as small hydropower through the application of pump operating as a turbine mode called Pump as Turbine is one of the best alternatives to provide clean and inexpensive energy. Using Pump as Turbine helps in generating reasonably priced hydroelectric power for (...) communities in underdeveloped counties. This study investigates the effects of internal flow behaviour and performance of Pump as Turbine under different rotational speed and flow rate. The rotational speed is an essential physical parameter as it affects the Pump as Turbine operation. A model-specific speed centrifugal pump model with head 32, flow rate of 12.5 and the rotational speed of 2900 rpm, has been selected for the study. Numerical simulations have been conducted using the k-ω turbulence model to solve three-dimensional equations. The pump mode experimental data were used to confirm the results for better analysis. The results predicted that vortex and turbulent kinetic energy increase per rotational speed increase. Also, at the higher rotational speed, very high recirculation of flow is detected at the blade suction chamber, although the pressure side has a smooth flow. This study provides beneficial information which will serve as a reference to help improve PAT performance along with selecting PAT for a small hydropower site. Future works will consider the impact of blade thickness and cavitation in Pump as Turbine. (shrink)

Air pollution in China has been drawing considerable attention in recent years. The emergence of new energy vehicles provides hope to reduce air pollutant emission. However, consumers' recognition and acceptance of NEVs remain at the early stage. This research aims to explore how consumers' environmental concern influences their NEV purchase intention. Specifically, this research conducted an online survey and an experiment to address the following issues: how consumers' psychological distance toward air pollution influences their purchase intention for NEVs, and (...) does their risk perception of the consequences of air pollution mediate this influence; whether consumers' perceived price level of NEVs plays a moderating role in the relationship between risk perception and purchase intention; and whether the construal level of stimulus can be manipulated to influence consumers' PD toward air pollution to increase their purchase intention for NEVs. The results of study 1, based on a total of 293 valid samples, show that consumers' PD toward air pollution significantly affects their purchase intention for NEVs, and risk perception of the consequences of air pollution plays a considerable mediating role. Meanwhile, consumers' perceived price level of NEVs has a significant negative moderating effect on the relationship between risk perception and purchase intention. The results of study 2, based on an online experiment, show that the construal level of stimulus can influence consumers' PD toward air pollution, which in turn affects their purchase intention for NEVs. The findings of this research have implications for businesses' promotional strategies and governments' policies. For instance, low-construal-level promotional materials can be developed to arouse consumers' environmental concern, thereby facilitating their eco-friendly consumption behavior. Governmental financial assistance and other policies can also increase consumers' willingness to purchase NEVs. (shrink)

This paper uses the 5-five-minute high-frequency data of energy-listed companies in China's A-share market to extract the jump of energy stock prices and build a dynamic stock price jump complex network. Then, we analyze the clustering effect of the complex network. The research shows that the energy stock price jump is an important part of stock price volatility, and the complex network of energy stock jump risk has obvious time-varying characteristics. However, the infection (...) problem of stock price jump risks needs specific analysis. China's coal industry has an important influence on the development of China's energy industry. According to the clustering analysis results of the network community, the clustering effect of the network community has time-varying characteristics. After October 2017, the clustering effect of the jumping risk of the coal industry and the new energy industry is obvious. First, it aims at providing a sound normative foundation for carbon pricing mechanisms around the notions of a ‘right to energy’, the ‘duty not-to-harm’ and an argument for ‘restricted compensation’. Second, it identifies the normative elements from theories of climate justice that should guide the design of market-based instruments for climate change mitigation. Consideration of the property of action is proposed to provide a more meaningful definition of efficient energy use and sustainable production in ecosystems. Action has physical dimensions similar to angular momentum, its magnitude varying with mass, spatial configuration and relative motion. In this article, the relationship of action to thermodynamic processes such as the spontaneous increase in entropy of the second law is explained and the utility of action for measuring changes in energy and material distribution is promoted. (...) In particular, the view that increases in entropy and action are equivalent to disorder is challenged. Given that the development of action states may be assigned an economic value and the various sources of free energy assigned a price, action theory may provide a novel mechanism for the economic allocation of resources. Solar energy has become an integral part of the economy of developed countries, so it is important to monitor the pace of its development, prospects, as well as the largest companies that produce solar panels since the supply of solar energy in a particular country directly depends on them. The study analyzes the shares of Canadian Solar Inc. and First Solar Inc. The purpose of the study is to study the possibility of forecasting the stock price of (...) solar energy companies using neural networks for the purpose of subsequent investment. The recurrent neural network LSTM is used in the article and this approach is based on complexity theory. Machine learning technologies are now being actively implemented in various sectors of the economy and are considered effective. The program used assigns different significance to the data of the last months and the data for the first months of the 1st year. The first year of the last 5 years of the company’s activity is taken as the first year since more distant data no longer have significant significance for the forecast. In the course of the study, a forecast of the stock price of Canadian Solar Inc. and First Solar Inc. for 245 days was obtained. Based on the results obtained, the following conclusions were made: 20 neurons of the network is not enough to make an accurate forecast, but the level of confidence in such a forecast is high enough, neural network forecasts are applicable in investing and are accurate enough to determine medium- and long-term trends, but these forecasts are not applicable for traders. The direction of improving the accuracy of neural network predictions is promising for further research. (shrink)

In an earlier draft of this paper he described it more fully: "Music is not a person, cannot possibly harbor an inward (...) life, and cannot possibly be emotional." He then sets out to discover how music, since for him it is not emotional, can seem to be so. Through a step-by-step process of philosophical inquiry, he first looks within perception and not finding an answer there, searches without, mainly focusing on meaning and Susanne Langer's theory of emotion and music. His search is unrewarded, leaving him to conclude that the answer to his question remains an incomprehensible mystery.His logic at first seems impervious to dispute. Had he not strictly limited his meaning of music and emotion-particularly emotion-it may have simplified responding to his query. For him, "music" refers to instrumental music that is heard or perceived. "Emotion" means conscious feelings we find ourselves in when undergoing emotion.The major question one must ask is whether his basic premise is accurate. Is he correct in stating that music unequivocally is not emotional but only seems so? [End Page 71] Is he correct in stating that music does not harbor an inward life? After all, he is talking about instrumental music that is perceived. While one cannot deny that notated music on paper is not emotional, does this hold for instrumental music being performed and transmitted? The source is a live human, someone who has an inward life, or at least did have at the time of production. The receptor is alive and has an inward life. The human source is sending living music imbued with emotion and energy. The airwaves transport these vibrations. Can we really say that the living or live music reaching the receiver's ears is not carrying real emotion?Returning to Price's analysis, we find he looks first at perception itself, in this case sense perception, and determines that it has two major constituents: awareness and the object of awareness. He argues that awareness cannot seem to exist; it must exist. It is always simple; therefore, there can be no characteristic that makes it seeming and not real. I question whether the latter conclusion necessarily follows, that is, that reality is a consequence of simplicity, but I must agree that awareness by virtue of its existence must be real.Music heard is the object of awareness. He states that the distinction between seeming and reality does apply to some things-for example, to Macbeth seeing a dagger that really is not there-but declares that this cannot apply to music heard, for it actually exists. Does this mean that one cannot hear music that really is not there? The illusion should work for hearing if it works for vision. Back to his argument, because music heard exists, he reasons that one cannot say that the seeming emotionality in music can be traced to the character of the music that bears it. I wonder then how this would apply to a person playing music with real emotion for his or her own enjoyment? In this case the human receptor of music is also the human source of the music. According to how AI has defined itself from its beginning, thinking in non-living matter, i.e., without life, is possible. The premise of symbolic AI is that operating on representations of reality machines can understand it. When this assumption did not work as expected, the mathematical model of the neuron became the engine of artificial “brains.” Connectionism followed. Currently, in the context of Machine Learning success, attempts are made at integrating the symbolic and connectionist paths. There is hope that Artificial General (...) Intelligence (AGI) performance can be achieved. As encouraging as neuro-symbolic AI seems to be, it remains unclear whether AGI is actually a moving target as long as AI itself remains ambiguously defined. This paper makes the argument that the intelligence of machines, expressed in their performance, reflects how adequate the means used for achieving it are. Therefore, energy use and the amount of data necessary qualify as a good metric for comparing natural and artificial performance. (shrink)

In the age of ubiquitous technology, humans are reshaped through each transaction they are involved in. AI-driven networks, online games, and multisensory interactive environments make up alternate realities. Within such alternate worlds, users are reshaped as deterministic agents. Technology’s focus on reducing complexity leads to a human being dependent on prediction-driven machines and behaving like them. Meaning and information are disconnected. Existence is reduced to energy processes. The immense gain in efficiency translates as prosperity. Citizens of advanced economies, hurrying (...) in the rhythm of machine-driven interactions, feel entitled to it. Successful at the price of self-awareness, they no longer know what this means. Happiness and prosperity are not consubstantial. Lack of happiness leads to aggression. This is the image of the world as we see it, no longer looking at each other, eye to eye, but screen to screen. The questions eliminated in the process of transferring responsibility from the individual to machines will inevitably become society’s new focus. When the goal is to get everyone to behave like a machine, the Singularity hypothesis becomes self-fulfilling prophecy. If, in addition to having exhausted natural resources, society does not want to end up making the human mind superfluous, it has to seek a better understanding of what makes anticipation possible. As a definitory characteristic of the living, corresponding to its complexity, anticipation can no longer be taken for granted, while every effort is made to reduce complexity for efficiency’s sake. Awareness of the processes conducive to its expression in successful human action will position human beings as masters of their destiny, not slaves of their own making. Antecapere ergo sum might be the counterclaim to Descartes’ Dubito ergo sum . To resist being perfected into oblivion, that is, unsustainable prosperity, means to reclaim the knowledge corresponding to higher levels of complexity. (shrink)

With the increasing number of electric vehicles, the charging demand of EVs has brought many new research hotspots, i.e., charging path planning and charging pricing strategy of the charging stations. In this paper, an integrated framework is proposed for multiobjective EV path planning with varied charging pricing strategies, considering the driving distance, total time consumption, energy consumption, charging fee such factors, while the charging pricing strategy is designed based on the objectives of maximizing the total revenues of the charging (...) stations and balancing the profits of the charging stations. First, the energy consumption model of EVs, the M/M/S queuing model of charging stations, and the charging model of charging piles are established. A novel charging path planning algorithm is proposed based on bidirectional Martins’ algorithm, which can assist EV users to select charging stations and plan charging paths. Then, a particle swarm optimization algorithm is applied to solve the optimal solution of charging station pricing designation. Finally, the method proposed in the paper is simulated on the street map of Shenzhen to verify the efficacy of the multiobjective charging path planning for EVs and the feasibility of the charging pricing strategy. Many years have passed since the first liberalization processes in the electricity sectors the in European Union that were performed in order to establish a single market for electricity. In practice, convergence between neighbouring market areas was established mainly between the Member States in Central-Western Europe, while other countries have allowed for only limited levels of competition. As a consequence, many market areas remain illiquid and consumers pay relatively higher prices for the energy they consume. The final bill is (...) further increased through financing the increasingly ambitious climate agenda, gradually leading to social opposition against ever-growing prices. The aim of this article is to provide examples of differences in market functioning in Member States, leading to discrepancies in average energy costs for end consumers. The consequences of different levels of market concentration, infrastructure investments and renewable generation subsidization are analysed using publicly available statistics. A major challenge with the increasing use of Artificial Intelligence applications is to manage the long-term societal impacts of this technology. Two central concerns that have emerged in this respect are that the optimized goals behind the data processing of AI applications usually remain opaque and the energy footprint of their data processing is growing quickly. This study thus explores how much people value the transparency and environmental sustainability of AI using the example of personal AI assistants. The results (...) from a choice-based conjoint analysis with a sample of more than 1.000 respondents from Germany indicate that people hardly care about the energy efficiency of AI; and while they do value transparency through explainable AI, this added value of an application is offset by minor costs. The findings shed light on what kinds of AI people are likely to demand and have important implications for policy and regulation. (shrink)

Recently there has been an outpouring of consumer frustration over rising food and energy prices. Many politicians railed against “speculators” who allegedly drove up the prices of key necessities. Is speculation unethical? This article reviews the traditional arguments against speculation. Many of the standard criticisms confuse speculation with gambling. In much the same way as ethicists now draw distinctions between usury and normal business interest, we draw a distinction between socially useful speculation and gambling. Gambling involves taking on risk (...) with no plausible expectation of making a profit. Gambling may provide entertainment value to some people, but like other addictive activities causes grave harm to a subset of users. Speculation involves taking on a business risk with a plausible expectation that a profit will result. Speculators provide an important risk bearing service by taking on risks that others do not want. They help markets to function better by helping to incorporate information into prices as well as providing liquidity. Speculators may actually reduce shortages by causing quicker price increases that motivate producers to increase production and consumers to conserve. But even socially useful speculation may have an ethical dark side. Does such speculation cause damage by adding excess volatility to prices? Speculators may contribute to price bubbles. At what point does legitimate speculation become odious “price gouging?” We also draw an ethical distinction between speculation, which seeks to benefit from changing prices, and manipulation, actions taken to push prices away from their economically appropriate levels. This chapter presents the text of a lecture on the Industrial Revolution in Great Britain given at the British Academy's 2009 Keynes Lecture in Economics. This text suggests that the Industrial Revolution was Britain's response to the global economy that emerged after 1500 and that Britain's success in world trade resulted in one of the most urbanised economies in Europe with unusually high wages and cheap energy prices. As a mono-energy-economy, Russia’s fortunes are closely linked to the price of energy. That same link explains why when energy prices hit record highs, there was such strong public support for Vladimir Putin. But when energy prices plummeted in late 2008, Russia found itself with an economic downturn which brought with it, factory closings, worker layoffs and political grumbling. Because of Russia’s inexperience with economic upheaval, Russia is likely to go through greater turmoil and political (...) uncertainty if not unrest, than more traditional market economies which over the years have had to learn how to deal with economic cycles of this sort. In general, few people have comprehensively researched the cost of machine ownership. This research will present a new model to calculate the cost of machine ownership that is influenced by several critical factors such as Initial Cost, Maintenance Cost, and Operating Cost. The financial literacy gap in this sector causes many heavy equipment owners to be unaware of their business income potential. The methodology used is mathematical modeling that combines several methods to create a new model of heavy equipment ownership (...) cost analysis. The main result of this research shows that the developed model provides a new perspective in calculating the cost of ownership. The model shows that the machine has the most optimal value if the cost is paid in installments. In addition, the model considers external factors such as changes in primary energy prices and fluctuations in backup power generation costs, thus providing a more accurate picture of costs. The implications of this research are that it makes it easier for machine owners to calculate ownership costs, improve operational efficiency, and support better investment decisions. (shrink)

New technologies coupled with high energy prices, a desire for energy independence, and cleaner energy, have led to many energy companies investing large amounts of capital into rural places. In the last decade, along with solar and wind, unconventional shale oil and gas production has risen steeply throughout the United States boosting economic growth and stimulating wealth creation in many communities. Because farmers own or operate over half of rural lands in the lower 48 states, the (...) possibility is high for shale development to contribute to the financial well-being of farmers with land in shale regions. However, by focusing on the large royalties of some landowners, environmental and social risks that farmers encounter may be overlooked. To address the gap of farmer impacts, I examine the experiences and perceptions of crop farm owners who reside in two established shale plays: the Bakken region in North Dakota and the Marcellus region in Pennsylvania and in one emerging shale play: the New Albany region in Southern Illinois. I survey farm owners of both large and small crop farms, who farm a variety of crops both by conventional and organic methods. By having such a diverse sample of farm owners in both established shale plays and emerging shale plays, I explore how farmers’ experiences differ with respect to their finances and investments, environmental degradation as well as how their perceptions of trust in oil and gas companies and community rifts differ. The article analyses the legal status of the natural gas market regulatory institutions in Lithuania and in the member states of the European Union. First, the authors assess the most important elements of the legal status of the natural gas market regulators in the EU member states, namely, the degree of autonomy (type of institution, appointment and dismissal procedures of management, duration of the terms of office, sources of funding) and the measures aimed at ensuring accountability, transparency, and prevention of (...) conflicts of interest. Second, the legal status of the National Control Commission for Prices and Energy, which carries out functions of regulation and control of the natural gas sector in Lithuania, is examined. Finally, the authors conclude that the imperfections in the regulation of the legal status of the Commission result in several negative effects and provide reasoned proposals regarding the improvement of the legal status of the Commission. Nuclear power has never been free from the stifling involvement of government. Heavy regulation has reduced the ability of entrepreneurs to develop and provide new means for the generation of energy using nuclear fuel. The strict parameters dictated by government officials are based upon outdated technology, an improper regulatory philosophy, and preclude innovation in nuclear power generation. Anti-market environmentalists misunderstand the implications of a free market in nuclear power and argue against it based on problems that are actually caused (...) by government involvement. Our position is neither for nor against nuclear power. We advocate a hands-off policy where the nuclear industry is left to its own devices, free from governmental regulations and subsidies: free to succeed or fail on its own. Thus, our position is neither right-wing conservative (removing regulations), nor left-wing liberal (removing subsidies). Very much to the contrary of both positions, we propose a free-market in nuclear power. (shrink)

As Price (2009) famously mused, if a philosopher were to be magically transported, perhaps through means of time travel, from the 1950s to the modern day, they would indeed be shocked by the resurgence of metaphysics in the analytic tradition. Most of all, perhaps, they would be shocked by the popularity of power metaphysics. What a strange item to have in a philosopher’s curriculum, they might think: after all, didn’t David Hume claim that “[t]here are no ideas which can (...) occur in metaphysics more obscure and uncertain than those of power, force, energy, or necessary connection”? Indeed, much has changed since then. At the pain of using overly vague terminology, we can call “power metaphysics” the subdiscipline of metaphysics interested in the development and evaluation of a family of positions which we will refer to under the umbrella term of “dispositionalism”. According to dispositionalists, the world we inhabit is also populated by genuine and irreducible powers, dispositions, and capacities of objects. (shrink)

Hydrogen energy systems are being developed to replace fossil fuels–based systems for transportation and stationary application. One of the challenges facing the widespread adoption of hydrogen as an energy vector is the lack of an efficient, economical, and sustainable method of hydrogen production. In the short term, hydrogen produced from fossil fuels will facilitate a transition to the hydrogen economy. In the long term, renewable hydrogen production methods will have to be adopted as resources become scarce, causing the (...) price of fossil fuels to rise. In this work, a number of methods have been considered for the renewable production of solar hydrogen, and thermochemical sulphur-iodine cycles proved to be the most promising. The sulphur-iodine cycles have the highest efficiencies and use widely available reactants with relatively straightforward reaction mechanisms, which make them the most economical and technically feasible option for renewable hydrogen production. In the mid-2000s, rising gas prices, political instability, pollution, and fossil fuel depletion brought renewable domestic energy production onto the policy agenda. Biofuels, or fuels made from plant materials, came to be seen as America’s hope for energy security, environmental conservation, and rural economic revitalization. Yet even as the actual environmental, economic, and energy contributions of a biofuels boom remained debatable, support for biofuels swelled and became a prominent driver of not only US energy policy but (...) of US farm policy as well. This paper asks why biofuels became such a powerful force in farm policy debates, and draws on policy windows theory and discourse analysis to analyze biofuels’ contributions to the passage of the 2008 farm bill. It finds that budgetary and political factors combined with a particular set of patriotic biofuels-oriented discourses to carry energy policy debates into farm policy. It also comments on the implications of biofuels policies for conservation and sustainable land use in 2008 and beyond. (shrink)

Recent energy problems in California, combined with gyrating U.S. gasoline prices, have brought renewed attention to the energy efficiency of American automobiles. But this timely study by David Kirsch examines a set of historical questions related to electric vehicles. A century ago electric‐powered vehicles seriously contended in the emerging market for automobiles. The internal combustion engine soon won out, but Kirsch shows that the explanation does not lie in common assumptions about a supposed technical superiority of gasoline engines. (...) In line with the best recent scholarship in the history of technology, this volume demonstrates the complicated web of social, business, and environmental issues that, interwoven with technical factors, produce a more nuanced story of technical change, namely, the market failure of the electric vehicle. Specifically, Kirsch demolishes as simplistic the efforts to pin the failure of the electric car on its battery.Kirsch's history begins with the formation and activities of the Electric Vehicle Company , the leading maker of electric cars. In 1897, EVC emerged in the context of early experiments with electric cars and grew into a large enterprise pursuing a marketing strategy of providing taxi services in large cities. Most automobile pioneers assumed that each power plant would prove best suited for certain activities. Electric‐vehicle promoters embraced this logic of separate spheres, envisioning electric cars as best suited for short urban trips and for women drivers. Unfortunately, drivers of gasoline cars did not respect these boundaries. So even as EVC pioneered ideas such as interchangeable battery racks for cabs, their vehicles slowly lost in the competition. The demise of the company in 1912 was as much organizational as technical, however, for the various branches of the company’s operations failed to follow standard practices designed to produce good service, not to mention profits.Kirsch tells similar stories about other efforts to promote and sell electric vehicles. Thus attempts to link electric cars and central power generating stations went nowhere, despite a seemingly obvious fit. Utilities were attempting to build load, and battery charging at night promised to smooth load curves. Once again, however, Kirsch traces a pattern of missed business opportunities and organizational failures that amplified the technical challenges posed by battery power. In the end, utilities and electric vehicles never developed a suitable working relationship. A similar fate befell electric delivery trucks, even though they survived in a few East Coast cities for a longer time. Finally, efforts to develop an infrastructural base analogous to gasoline filling stations also went nowhere. Taken together, these sections of Kirsch's book are designed to show “might have been” elements to this complicated story.Kirsch offers a number of original ideas as he follows this story along the path of history. He devotes a chapter to the idea, for example, that the electric vehicle actually survives within the internal combustion car, which he sees as a gasoline‐electric hybrid. Beginning with the adoption of the electric starter as a standard element of the “normal” automobile, this hybrid nature was reinforced by the introduction of electric lighting, radios, and other electrically powered accessories. Kirsch also discusses the environmental impact of automobiles and closes with a chapter suggesting that the approaches of industrial ecology offer a promising way of thinking about the technology/environment interface. Overall, he makes an important contribution to the scholarly literature on technical failures, a topic that several historians have recently examined in order to highlight the importance of attention to alternative pathways—successful and otherwise. As has been the case in other such studies, the result is a much more complex, but also much more compelling and plausible, historical account. As the development trend of the future housing field, green housing is an effective way to reduce pollution, save energy, and promote industrial upgrading. At the same time, the green house is of great significance to change the development mode of the construction industry and promote the sustainable development of the social economy. This study proposes a comprehensive research model to examine the influencing mechanism of residents’ intention to purchase green buildings. The proposed model is empirically tested using data (...) collected from 1,338 urban residents in China. Based on logit, probit, and ivprobit models, factors such as personal characteristics, housing price, and the number of real estate ownership are selected to conduct empirical analysis and mechanism analysis on willingness that affects consumers’ purchase of green houses. The results show that housing assets significantly affect the willingness of householders to pay for green houses. The more houses they own, the higher their willingness to pay for a green house will be. Similarly, if the housing prices are higher, householders are more willing to buy a green house. The amount of housing assets will affect the willingness of householders to pay for green housing through the way of individual happiness. In terms of the characteristics of the householder, if the householder is more educated, unmarried, his willingness to buy a green house will be stronger, and owning housing assets may affect the individual happiness due to the housing wealth effect brought by rising housing prices. People with more housing assets are more likely to have the happiness brought by higher wealth, which may affect the purchase intention of householders. (shrink)

ABSTRACT According to Lyman Tower Sargent, utopias are repositories for individual and collective hopes and fears, which sometimes unleash energies that can achieve at least part of what is hoped for. The Australian green bans movement of 1971–75 can be understood as a utopian project in this sense. During this period, the construction workers organized in the New South Wales branch of a labor union, known as the Builders Labourers' Federation, refused to work on ecologically or socially harmful projects and (...) publicly argued for their collective right to socially responsible labor. Coining the term “green bans” to describe environmentally motivated withdrawals of labor, they halted projects worth five billion Australian dollars at 1970s prices. When enthusiastic resident action groups mobilized in support of these bans, the union grew into the core of a more general social movement. The success of the green bans movement suggests that the power of subversive imagining can be especially effective if coupled with the power of workers at the point of production. The movement's basic premise—that workers, acting in the general public interest, should decide what can be built and where—represented a direct challenge to the dominant power relations. Ultimately, such impossible demands could not be conceded either by the employers or by the state. But the practical effects of this utopianism nonetheless secured substantial environmental improvements, which brought the green bans activists significantly closer to their dreams. (shrink)

One manifestation of climate change is the increasingly severe extreme weather that causes injury, illness and death through heat stress, air pollution, infectious disease and other means. Leading health organisations around the world are responding to the related water and food shortages and volatility of energy and agriculture prices that threaten health and health economics. Environmental and climate ethics highlight the associated challenges to human rights and distributive justice but rarely address health or encompass bioethical methods or analyses. Public (...) health ethics and its broader umbrella, bioethics, remain relatively silent on climate change. Meanwhile global population growth creates more people who aspire to Western lifestyles and unrestrained socioeconomic growth. Fulfilling these aspirations generates more emissions; worsens climate change; and undermines virtues and values that engender appreciation of, and protections for, natural resources. Greater understanding of how virtues and values are evolving in different contexts, and the associated consequences, might nudge the individual and collective priorities that inform public policy toward embracing stewardship and responsibility for environmental resources necessary to health. Instead of neglecting climate change and related policy, public health ethics and bioethics should explore these issues; bring transparency to the tradeoffs that permit emissions to continue at current rates; and offer deeper understanding about what is at stake and what it means to live a good life in today's world. A new trend in the production technology of solid biof uels has appeared. There is a wide consensus that most solid biofuels will be produced according to the new production methods within a few years. Numerous samples were manufactured from agro-residues according to conventional methods as well as new methods. Robust analyses that reviewed the hygienic, environmental, financial and ethical aspects were performed. The hygienic and environmental aspect was assessed by robust chemical and technical analyses. The financial aspect was assessed (...) by energy cost breakdown. The ethical point of view was built on the above stated findings, the survey questionnaire and critical discussion with the literature. It is concluded that the new production methods are significantly favourable from both the hygienic and environmental points of view. Financial indicators do not allow the expressing of any preference. Regarding the ethical aspect, it is concluded that the new methods are beneficial in terms of environmental responsibility. However, it showed that most of the customers that took part in the survey are price oriented and therefore they tend to prefer the cheaper—conventional alternative. In the long term it can be assumed that expansion of the new technology and competition among manufacturers will reduce the costs. (shrink)

As more wind energy projects are constructed and placed into operation, their potential downsides are becoming more apparent to a larger number of people. One of the most contentious issues is that of the potential loss of property values for those who happen to own homes close to these projects. This issue may be more parochial and therefore seemingly less important than larger global issues, such as energy independence, sustainability, or global warming. But for those most directly affected (...) by these projects, it can serve as a single proxy for all the other local concerns with wind turbines, such as noise, visual pollution, and health. Moreover, rural homeowners vote in high numbers, and in those locations where there is still local control of wind energy projects, the local politicians will eventually reflect those concerns. The wind energy industry counters these concerns by quoting from a series of industry and government studies that claim to show that proximity to wind turbines does not materially affect home prices. However, their efforts at allaying the concerns of the local homeowners have not been very successful. This article discusses some of the reasons why the industry has been unsuccessful at quelling these concerns, including an evaluation of the evidence from both sides of the wind energy debate as a homeowner might see it and ends with suggestions on how the industry might allay these concerns. In the first decade of the twenty-first century, biofuels were recognized as an important element in the overall strategy to reduce climate-forcing greenhouse gases, especially carbon dioxide. Yet scientific research to more fully realize the potential of agricultural crops for liquid transportation fuel requires the coordination of many separate projects housed in different disciplines. Studies predicting and documenting adverse social impacts of plant-based ethanol and biodiesel led to the inclusion of social science components within research teams seeking to develop biofuels. (...) A 2008 rise in global food prices became a centerpiece of this research, leading to a search for non-food crops that could serve as energy feedstocks. Although coordinated scientific research teams have made significant strides toward incorporating social dimensions and broader impacts into what was originally a purely biophysical research effort, a simplistic diagnosis of the tension between agricultural production for food use and agricultural production intended for energy production continues to prevail. Some of the hard questions in the global development of the agricultural sector have been obscured as a result. (shrink)
