This paper connects the following three apparently unrelated topics: an epistemic framework fighting logical omniscience, a class of generalized graphs without the arities of relations, and a family of non-normal modal logics rejecting the aggregative axiom. Through neighborhood frames as their meeting point, we show that, among many completeness results obtained in this paper, the limit of a family of weakly aggregative logics is both exactly the modal logic of hypergraphs and also the epistemic logic of local reasoning (...) with veracity and positive introspection. IntroductionThe prefrontal cortex plays a crucial role in cognition, particularly in executive functions. Cortical reactivity measured with Transcranial Magnetic Stimulation combined with Electroencephalography is altered in pathological conditions, and it may also be a marker of cognitive status in middle-aged adults. In this study, we investigated the associations between cognitive measures and TMS evoked EEG reactivity and explored whether the effects of this relationship were related to neurofilament light chain levels, a marker of neuroaxonal damage.MethodsFifty two healthy middle-aged adults from (...) the Barcelona Brain Health Initiative cohort underwent TMS-EEG, a comprehensive neuropsychological assessment, and a blood test for NfL levels. Global and Local Mean-Field Power, two measures of cortical reactivity, were quantified after left prefrontal cortex stimulation, and cognition was set as the outcome of the regression analysis. The left inferior parietal lobe was used as a control stimulation condition.ResultsLocal reactivity was significantly associated with working memory and reasoning only after L-PFC stimulation. No associations were found between NfL and cognition. These specific associations were independent of the status of neuroaxonal damage indexed by the NfL biomarker and remained after adjusting for age, biological sex, and education.ConclusionOur results demonstrate that TMS evoked EEG reactivity at the L-PFC, but not the L-IPL, is related to the cognitive status of middle-aged individuals and independent of NfL levels, and may become a valuable biomarker of frontal lobe-associated cognitive function. Kleinberg describes a novel procedure for efficient search in a dense hyper-linked environment, such as the world wide web. The procedure exploits information implicit in the links between pages so as to identify patterns of connectivity indicative of “authorative sources”. At a more general level, the trick is to use this second-order link-structure information to rapidly and cheaply identify the knowledge-structures most likely to be relevant given a specific input. I shall argue that Kleinberg’s procedure is suggestive of a new, (...) viable, and neuroscientifically plausible solution to at least the so-called “Frame Problem” in cognitive science viz the problem of explaining global abductive inference. More accurately, I shall argue that Kleinberg’s procedure suggests a new variety of “fast and frugal heuristic” ) capable of pressing maximum utility from the vast bodies of information and associations commanded by the biological brain. The paper thus takes up the challenge laid down by Fodor ). Fodor depicts the problem of global knowledge-based reason as the point source of many paradigmatic failings of contemporary computational theories of mind. These failings, Fodor goes on to argue, cannot be remedied by any simple appeal to alternative modes of encoding and processing. I shall show, however, that connectionist models can provide for one neurologically plausible incarnation of Kleinberg’s procedure. The paper ends by noting that current commercial applications increasingly confront the kinds of challenge initially posed to biological thought and reason. (shrink)

We consider systems of rational agents who act and interact in pursuit of their individual and collective objectives. We study and formalise the reasoning of an agent, or of an external observer, about the expected choices of action of the other agents based on their objectives, in order to assess the reasoner’s ability, or expectation, to achieve their own objective. To formalize such reasoning we extend Pauly’s Coalition Logic with three new modal operators of conditional strategic reasoning, (...) thus introducing the Logic for Local Conditional Strategic Reasoning \. We provide formal semantics for the new conditional strategic operators in concurrent game models, introduce the matching notion of bisimulation for each of them, prove bisimulation invariance and Hennessy–Milner property for each of them, and discuss and compare briefly their expressiveness. Finally, we also propose systems of axioms for each of the basic operators of \ and for the full logic. (shrink)

This article announces an ethnomethodological study of the formal analytic practices of Tibetan philosophers engaged in the collaborative work of producing correct philosophical debates. Tibetan scholar-monks address themselves to the work of sustaining an argument, providing formal warrants for authorizing truth and correctness, objectivating their accounts and disengaging those accounts from their local organizational practices. At the same time, it is the concern of the Tibetans' dialectics to avoid naive acceptance of reified accounts. The announced study proposes to describe (...) their philosophical activities and to locate what originality may affect resolving the tension between formal analytic work and philosophical insight into truth. It is argued that while quantum mechanics contains nonlocal or entangled states, the instantaneous or nonlocal influences sometimes thought to be present due to violations of Bell inequalities in fact arise from mistaken attempts to apply classical concepts and introduce probabilities in a manner inconsistent with the Hilbert space structure of standard quantum mechanics. Instead, Einstein locality is a valid quantum principle: objective properties of individual quantum systems do not change when something is done to another noninteracting system. According to a widespread view, the Bell theorem establishes the untenability of so-called ‘local realism’. On the basis of this view, recent proposals by Leggett, Zeilinger and others have been developed according to which it can be proved that even some non-local realistic theories have to be ruled out. As a consequence, within this view the Bell theorem allows one to establish that no reasonable form of realism, be it local or non-local, can be made compatible (...) with the (experimentally tested) predictions of quantum mechanics. In the present paper it is argued that the Bell theorem has demonstrably nothing to do with the ‘realism’ as defined by these authors and that, as a consequence, their conclusions about the foundational significance of the Bell theorem are unjustified. The pragmatic framework developed by H.P. Grice in “Logic and Conversation” explains how a speaker can mean something more than, or different from, the conventional meaning of the sentence she utters. But it has been argued that the framework cannot give a similar explanation for cases where these pragmatic effects impact the understood content of an embedded clause, such as the antecedent of a conditional, a clausal disjunct, or the clausal complement of a verb. In this paper, I show that (...) such an explanation is available. One of the central arguments of the paper is that in a significant subset of cases, local pragmatic effects are a consequence of a global pragmatic requirement. In these cases, local pragmatic effects are a consequence of ‘acting locally’ to resolve a potential global pragmatic violation. These cases do not require us to posit application of pragmatic principles to the contents of embedded clauses. The account does, though, require the assumption that interpreters can identify and reason about the contents of unasserted sub-parts of sentences, an assumption that I motivate in section 3. Building on this, in section 4 of the paper, I argue that once we have recognized that interpreters can, and do, reason independently about the contents of non-asserted clauses, it becomes unproblematic to assume that in some cases, Gricean conversational principles do apply directly to these contents, providing an alternative route to account for local pragmatic effects. In revisiting the ideas of this paper in my response to the commentaries, I consider in more detail the revisions to Grice’s broader program that are necessitated by these moves, in particular acknowledging the problematicity of Grice’s notion of what is said. I argue that the starting point for Gricean reconstructions should instead be merely what is expressed, which carries no pragmatic commitments regarding what is speaker meant. (shrink)

The main aim of this paper is to study the notion of conditional right by means of a dialogical approach to constructive type theory (CTT). We will develop this idea in a framework where the distinction between local-reason and strategic-reason leads to the further distinction between two basic kinds of pieces of evidence, factual and logical. The present paper is based on Rahman (2015). However, though the underlying CTT-analysis is the same, the dialogical reconstruction makes use of a new (...) way of linking dialogical logic and CTT. In this paper we present an embedding of abstract argumentation systems into the framework of Barwise and Seligmans logic of information flow. We show that, taking P.M. Dungs characterization of argument systems, a local logic over states of a deliberation may be constructed. In this structure, the key feature of non-monotonicity of commonsense reasoning obtains as the transition from one local logic to another, due to a change in certain background conditions. Each of Dungs extensions of argument (...) systems leads to a corresponding ordering of background conditions. The relations among extensions becomes a relation among partial orderings of background conditions. This introduces a conceptual innovation in Barwise and Seligmans representation of commonsense reasoning. (shrink)

There are two central themes that occupy the commentaries, and hence this response. The first is the character and role of what is said, both in my account, and in pragmatic theory in general. In response, I lay out in more detail the proposal from my original paper that the starting point for Gricean reasoning should be not what is said, but the pragmatically uncommitted what is expressed. As part of this argument, I restate and provide further arguments for (...) my claim that global and local pragmatic effects are continuous. The second central theme of the commentaries concerns the value of a Gricean account, which is not intended to model the psychological processes of interpretation. In 'Local pragmatics in a Gricean framework', Mandy Simons argues that, contrary to the received view, it is possible to accommodate local pragmatic effects utilising just the mechanisms for pragmatic reasoning provided by Grice. Although I agree with this overarching claim, this paper argues that we need to be careful in our understanding of 'what is said', and the nature of communicated content in general, when deciding between local and global accounts of pragmatic effects.

In this paper we reconsider the constraints which are imposed by relativistic requirements to any model of dynamical reduction. We review the debate on the subject and we call attention on the fundamental contributions by Aharonov and Albert. Having done this we present a new formulation, which is much simpler and more apt for our analysis, of the proposal put forward by these authors to perform measurements of nonlocal observables by means of local interactions and detections. We take into (...) account recently proposed relativistic models of dynamical reduction and we show that, in spite of some mathematical difficulties related to the appearence of divergences, they represent a perfectly appropriate conceptual framework which meets all necessary requirements for a relativistic account of wave packet reduction. Subtle questions like the appropriate way to deal with counterfactual reasoning in a relativistic and nonlocal context are also analyzed in detail. (shrink)

This paper investigates the idea of reasoning, in a local (or contextual) way, under prioritized and possibly inconsistent knowledge bases. Priorities are not supposed to be given globally between all the beliefs in the knowledge base, but locally inside sets of pieces of information responsible for inconsistencies. This local stratification offers more flexibility for representing priorities between beliefs. Given this local ordering, we discuss five basic definitions of influence relations between conflicts. These elementary notions of influence (...) between two conflicts A and B exhaustively explore the situations where solving A leads to solve B. Then we propose natural approaches to restore the coherence of a knowledge base on the basis of influence relations between locally-stratified conflicts. (shrink)

Many advocate practices of ‘local food’ or ‘locavorism’ as a partial solution to the injustices and unsustainability of contemporary food systems. I think that there is much to be said in favor of local food movements, but these virtues are insufficient to immunize locavorism from criticism. In particular, three duties of international ethics—beneficence, repair and fairness—may provide reasons for constraining the developed world’s permissible pursuit of local food. A complete account of why (and how) the fulfillment of (...) these duties constrains locavorism will require extensive empirical evidence about the relationship between agricultural demand-led industrialization, international trade (rules), and local food practices. In this paper I can only gesture at some of this evidence and, for that reason, my policy prescriptions are merely provisional. Instead, the upshot of this paper is that advocates of locavorism ought to be attentive to the empirical-dependence of the moral permissibility of their projects. As local food ‘scales up’—and comes to be embraced as a goal of political communities—these concerns should receive even greater attention. (shrink)

“Reasonable hostility” is a norm of communicative conduct initially developed by studying public exchanges in education governance meetings in local U.S. communities. In this paper I consider the norm’s usefulness for and applicability to a U.S. state-level public hearing about a bill to legalize civil unions. Following an explication of reasonable hostility and grounded practical theory, the approach to inquiry that guides my work, I de-scribe Hawaii’s 2009, 18-hour pub-lic hearing and analyze selected segments of it. I show that (...) this par-ticular public hearing raised de-mands for testifiers on the anti-civil union side of the argument that rea-sonable hostility does not do a good job of addressing. Development of a norm of communication conduct for this practice, as well as others, must engage with the culture and time-specific beliefs that a society holds, beliefs that will shape not only how to argue but what may be argued and what must be assumed about particular categories of persons. Amid the highly industrialized, export-focused food system of the Canadian prairies, some farmers and consumers are turning to localized agriculture as an alternative—they are “going local”. Despite farmers’ obvious importance to the food system, surprisingly little research has examined their motivations and reasons for localization. To date, most local food scholarship in North America has focused on either consumers’ motivations to buy local or the systemic aspects of local food, such as regulations, infrastructure, and marketing arrangements. (...) Existing research suggests that local food systems are supported by consumers’ rejection of the industrial paradigm and desire to connect with their food and its source. But what drives farmers to localize, particularly when export-focused production is firmly entrenched as the status quo? Based on interviews and focus groups with 60 farmers, processors, policy experts, and retailers in the Canadian prairie province of Saskatchewan, this paper examines local food systems from the producer perspective in a rural context of high industrialization and geographical dispersion. We examine what motivates farmers to produce for local markets, and what forces they must resist to do so. The findings indicate that farmers’ main motivations for localization are political and social in nature, and stem from a critique of the dominant neoliberal agri-food system. We map farmers’ agential responses to this dominant system on a spectrum that ranges from acceptance of a neoliberal “feed the world” ideology to promotion of food sovereignty. Drawing on farmers’ perspectives, our findings question the straightforward equation of local food with environmental sustainability and also challenge neoliberal economic assumptions of “scaling up”. Bell's theorem is believed to establish that the quantum mechanical predictions do not generally admit a causal representation compatible with Einsten's principle of separability, thereby proving incompatibility between quantum mechanics and relativity. This interpretation is contested via two convergent approaches which lead to a sharp distinction between quantum nonseparability and violation of Einstein's theory of relativity.In a first approach we explicate from the quantum mechanical formalism a concept of “reflected dependence.” Founded on this concept, we produce a causal representation of (...) the quantum mechanical probability measure involved in Bell's proof, which is clearly separable in Einstein's sense, i.e., it does not involve supraluminal velocities, and nevertheless is “nonlocal” in Bell's sense. So Bell locality and Einstein separability aredistinct qualifications, and Bell nonlocality (or Bell nonseparability) and Einstein separability arenot incompatible. It is then proved explicitly that with respect to the mentioned representation Bell's derivation does not hold. So Bell's derivation does notestablish thatany Einstein-separable representation is incompatible with quantum mechanics. This first—negative—conclusion is asyntactic fact.The characteristics of the representation and of the reasoning involved in the mentioned counterexample to the usual interpretation of Bell's theorem suggest that the representation used—notwithstanding its ability to bring forth the specified syntactic fact—isnot factually true. Factual truth and syntactic properties also have to be radically distinguished in their turn. So, in a second approach, starting from de Broglie's initial relativistic model of a microsystem, a deeper, factually acceptable representation is constructed. The analyses leading to this second representation show that quantum mechanics does indeed involve basically a certain sort of nonseparability, called here de Broglie-Bohr quantum nonseparability. But the de Broglie-Bohr quantum nonseparability is shown to stem directly from the relativistic character of the considerations which led Louis de Broglie to the fundamental relation p = h/λ,thereby being essentially consistent with relativity. As to Einstein separability, it appears to be a still insufficiently specified conceptof which a future, improved specification, will probably be explicitly harmonizable with the de Broglie-Bohr quantum nonseparability.The ensemble of the conclusions obtained here brings forth a new concept of causality, a concept offolded, zigzag, reflexive causality, with respect to which the type of causality conceived of up to now appears as aparticular case of outstretched, one-way causality. The reflexive causality is found compatible with the results of Aspect's experiment, and it suggests new experiments.Considered globally, the conclusions obtained in the present work might convert the conceptual situation created by Bell's proof into a process of unification of quantum mechanics and relativity. A fair amount of recent scholarship has been concerned with correcting a supposedly wrong, but wide-spread, assessment of the consequences of the empirical falsification of Bell-type inequalities. In particular, it has been claimed that Bell-type inequalities follow from “locality tout court” without additional assumptions such as “realism” or “hidden variables”. However, this line of reasoning conflates restrictions on the spatio-temporal relation between causes and their effects (“locality”) and the assumption of a cause for every event (“causality”). It thus fails (...) to recognize a substantial restriction of the class of theories that is falsified through Bell-type inequalities. (shrink)

The Local Computation Framework has been used to improve the efficiency of computation in various uncertainty formalisms. This paper shows how the framework can be used for the computation of logical deduction in two different ways; the first way involves embedding model structures in the framework; the second, and more direct, way involves embedding sets of formulae. This work can be applied to many of the logics developed for different kinds of reasoning, including predicate calculus, modal logics, possibilistic (...) logics, probabilistic logics and non-monotonic logics. While claiming that diagrams can only be admitted as a method of strict proof if the underlying axioms are precisely known and explicitly spelled out, Hilbert praised Minkowski’s Geometry of Numbers and his diagram-based reasoning as a specimen of an arithmetical theory operating “rigorously” with geometrical concepts and signs. In this connection, in the first phase of his foundational views on the axiomatic method, Hilbert also held that diagrams are to be thought of as “drawn formulas”, and formulas as (...) “written diagrams”, thus suggesting that the former encapsulate propositional information which can be extracted and translated into formulas. In the case of Minkowski diagrams, local geometrical axioms were actually being produced, starting with the diagrams, by a process that was both constrained and fostered by the requirement, brought about by the axiomatic method itself, that geometry ought to be made independent of analysis. This paper aims at making a twofold point. On the one hand, it shows that Minkowski’s diagrammatic methods in number theory prompted Hilbert’s axiomatic investigations into the notion of a straight line as the shortest distance between two points, which start from his earlier work focused on the role of the triangle inequality property in the foundations of geometry, and lead up to his formulation of the 1900 Fourth Problem. On the other hand, it purports to make clear how Hilbert’s assessment of Minkowski’s diagram-based reasoning in number theory both raises and illuminates conceptual compatibility concerns that were crucial to his philosophy of mathematics. A brain tumor is an abnormal mass or growth of a cell that leads to certain death, and this is still a challenging task in clinical practice. Early and correct diagnosis of this type of cancer is very important for the treatment process. For this reason, this study aimed to develop computer-aided systems for the diagnosis of brain tumors. In this research, we proposed three different end-to-end deep learning approaches for analyzing effects of local and deep features for brain (...) MRI images anomaly detection. The first proposed system is Directional Bit-Planes Deep Autoencoder which extracts and learns local and direction features. The DBP-DAE by decomposition of a local binary pattern into eight bit-planes extracts are directional and inherent local-structure features from the input image and learns robust feature for classification purposes. The second one is a Dilated Separable Residual Convolutional Network which extracts high and low-level features. The main advantage of this approach is that it is robust and shows stable results regardless to size of image database and to solve overfitting problems. To explore the effects of mixture of local and deep extracted feature on accuracy of classification of brain anomaly, a multibranch convolutional neural network approach is proposed. This approach is designed according to combination of DBP-DAE and DSRCN in an end-to-end manner. Extensive experiments conducted based on brain tumor in MRI image public access databases and achieves significant results compared to state-of-the-art algorithms. In addition, we discussed the effectiveness and applicability of CNNs with a variety of different features and architectures for brain abnormalities such as Alzheimer’s. (shrink)

In the last 5 years, the controversy about whether or not gauge transformations can be empirically significant has intensified. On the one hand, Greaves and Wallace developed a framework according to which, under some circumstances, gauge transformations can be empirically significant—and Teh further supported this result by using the constrained Hamiltonian formalism. On the other hand, Friederich claims to have proved that gauge transformation can never be empirically significant. In this article, I accomplish two tasks. First, I argue that there (...) are strong reasons to resist Friederich’s proof because one of its assumptions is, at the very least, highly controversial. Second, I argue that despite criticism by Brading and Brown and Friederich, ‘t Hooft’s beam-splitter experiment is indeed a concrete example of a case where a local gauge symmetry has empirical significance. By shedding light on these two points, this article shows that recent arguments that claim gauge transformations cannot be empirically significant are not satisfactory. (shrink)

The locality assumption (LA) seems rather awkward, especially when one considers centres of neuronal specialisation as defined by observed CNS activity. It is clear from electrophysiology that extra-striate functional compartmentalisation (modularity) is rather less well-defined than first thought; neuropsychological assessment attaching significance to varieties of preserved behaviour also reveals that some basic flaws must be inherent in current reasoning supporting LA.

Our topic is food that is "local, ethical, and sustainable." We defend a surprising claim about such a conception (at least, on certain ways of specifying its three central components): namely, that it may lend support to some varieties of “conscientious carnivorism.” We focus on an especially illustrative instance of (potentially) moral meat-eating: the case of Cinta Senese, a once-endangered pig that holds a special place in the cultural and environmental landscape in Tuscany, Italy. In Tuscany, Cinta Senese constitute (...) a robustly local food product (in the genealogical sense of "local"), where plausibly they lead quite worthwhile lives (in a welfarist sense of "worthwhile"). Further, the recent revival of their dwindling populations seemingly represents a “sustainability success” (in a conservationist sense). Thus, we argue that locavores with welfarist and conservationist proclivities may actually find that they have considerable reason to support, rather than to oppose, this form of animal agriculture – as well as others relevantly like it. Local reductionism purports to defend a middle ground in the debate about the epistemic status of testimony-based beliefs. It does so by acknowledging the practical ineliminability of testimony as a source of knowledge, while insisting that such an acknowledgment need not entail a default-acceptance view, according to which there exists an irreducible warrant for accepting testimony. The present paper argues that local reductionism is unsuccessful in its attempt to steer a middle path between reductionism and anti-reductionism about testimonial (...) justification. In particular, it challenges local reductionism 'from within', without appealing to anti-reductionist intuitions. By offering novel arguments to the effect that local reductionism fails by its own standards, the present paper considerably strengthens the case against this version of reductionism. Local reductionism, it is argued, fails for three main reasons. First, it cannot account for the rationality of testimonial rejection in paradigmatic cases, even though the possibility of rational rejection is thought to be of central justificatory importance. Second, it does not provide a sufficiently distinct non-testimonial basis to which testimonial justification can be successfully reduced. Finally, local reductionism is shown to be an intrinsically unstable position, in danger of collapsing into full-fledged 'credulism' of the kind historically associated with Thomas Reid. (shrink)

I will give a broad overview of what has become the standard paradigm in cosmology. I will describe the relational notion of time that is often used in cosmological calculations and discuss how the local nature of Einstein's equations allows us to translate this notion into statements about `initial' data. Classically this relates our local definition of time to a quasi-local region of a particular spatial slice, however incorporating quantum theory comes at the expense of losing this (...) locality entirely. This occurs due to the presence of two, apparently distinct, issues: Seemingly classical issues to do with the infinite spatial volume of the universe and Quantum field theory issues, which revolve around trying to apply renormalization in cosmology. Following the ‘cosmological principle’ - an extension of the ‘Copernicus principle’ - that physics at every point in our universe should look the same, we are lead to the modern view of cosmology. This procedure is reasonably well understood for an exactly homogeneous universe, however the inclusions of small perturbations over this homogeneity leads to many interpretational/ conceptual difficulties. For example, in an infinite universe perturbations can be arbitrarily close to homogeneous. To any observer, such a perturbation would appear to be a simple rescaling of the homogenous background and hence, physically, would not be considered an inhomogeneous perturbation at all. However, any attempt to choose the physically relevant scale at which perturbations should be considered homogeneous will break the cosmological principle i.e. it will make the resulting physics observer dependent. It amounts to `putting the perturbations in a box' and a delicate practical issue is that the universe is not static, hence the scale of the box will be time dependent. Thus what appears ‘physically homogeneous’ to an observer at one time will not appear so at another. This issue is brought to the forefront by considering the canonical version of the theory. The phase space formulation of General Relativity, just as for any other theory, contains the shadow of the underlying quantum theory. This means that, although the formulation is still classical, many of the subtleties that are present in the quantum theory are already apparent. In the cosmological context the infinite spatial volume renders almost all expressions formal or ill-defined. In order to proceed, we must restrict our attention to a cosmology that has some finite spatial extent, on which our relational notion of time is everywhere definable. In particular, this would constrain the permissible data outside our `observable universe'. This difficulty is an IR or large scale issues in cosmology, however in addition there are UV or short scale problems that need to be tackled. There are the usual problems of renormalization, which are further complicated by the fact that the universe is not static. In the cosmological setting this leads to new IR problems which again prevent one from taking the spatial extent of the universe to infinity. The physical relevance of this problem, the consequence for defining a time variable, and the distinction of homogeneous and inhomogeneous IR issues will be discussed. (shrink)

Increasing attention has been given to “indigenous” knowledge in Third World rural societies as a potential basis for sustainable agricultural development. It has been found that many people have functional knowledge systems pertaining to their resources and environment, which are based on experience and experimentation, and which are sometimes based on unique epistemologies. Efforts have been made to include such knowledge in participatory research and projects. This paper discusses socio-political, institutional, and ethical issues that need to be considered in order (...) to understand the actual limitations and contributions of such knowledge systems. It reviews the nature of local knowledge and suggests the need to recognize its unique values yet avoid romanticized views of its potential. Local knowledge and alternative bottom-up projects continue to be marginalized because of the dominance of conventional top-down R&approaches, pressures of agrochemical firms, scientific professionalism, and for other political-economic reasons. It is argued that the exploitation of local knowledge by formal institutions should be avoided; instead, people need to establish legitimacy of their knowledge for themselves, as a form of empowerment. This article examines the criteria for determining when a local authority owes a duty of care at Common Law, concurrent with statutory obligations, in light of the decisions of the House of Lords in X (Minors) v Bedfordshire County Council and M (A Minor) v Newham Borough Council. The various policy arguments employed by their Lordships are analysed and located within current debate regarding the purpose and scope of the tort of negligence. It is argued that, in relevant circumstances, (...) English courts should have regard to the European Convention on Human Rights in order to conclude whether it is ‘just and reasonable’ to impose a duty of care. The cases under discussion raised issues under several Articles of the Convention (Article 6 and Article 8, in particular), and their impact upon the decision of the House of Lords, as well as the facts themselves, is assessed. Based on a close study of benchmark examples in default reasoning, such as Nixon Diamond, Penguin Principle, etc., this paper provides an in depth analysis of the basic features of default reasoning. We formalize default inferences based on Modus Ponens for Default Implication, and mark the distinction between "local inferences"(to infer a conclusion from a subset of given premises) and "global inferences"(to infer a conclusion from the entire set of given premises). These conceptual analyses are captured by (...) a formal semantics that is built upon the set-selection function technique. A minimal logic system M of default reasoning that accommodates Modus Ponens for Default Implication and suitable for local inferences is proposed, and its soundness is proved. (shrink)

There is a long-standing and rarely contested view that Gricean conversational reasoning—the kind of reasoning that supports the identification of conversational implicatures—cannot produce pragmatically generated modification of the contents of embedded clauses. The goal of this paper is to argue against this view: to argue that embedded pragmatic effects can be seen as continuous with ordinary, utterance-level, conversational implicature. I will further suggest, though, that embedded pragmatic effects do force on us a particular conception of semantics. Increasing the socio-economic effects caused by the tourism development in the local population, they adopt some attitudes according to the impacts directly or indirectly perceived. However, some of this impact can be considered positive or negative, according to different perspectives. The issue of the resident-tourist relationship has been much-discussed recently. Therefore, many case studies are being conducted that address the impacts on both residents and tourists. The goal of this manuscript is to analyze the attitudes of local residents (...) to the development of tourism in the urban monument zone Předhradí. Primary data were collected in a questionnaire survey for residents who have a permanent residence in a municipality of Předhradí in 2020. In our research, we tried to identify the significant negative impacts of tourism development. In the same way, we evaluate how the locals see positive effects on their quality of life conducted with tourism development. The research finds out that local respondents perceived some negative impacts to increase the economic perspective, as they referred to in the higher traffic load or increased noise. The pandemic crises are perceived as a game-changer in the tourism industry. For that reason, we suggest the primary considerations for future research not only with the academic perfective as for the practical point of view. The local population’s entrepreneurship attitudes must be one of the tools to assume the resilience toward the tourism development impacts. (shrink)

Standard proofs of generalized Bell theorems, aiming to restrict stochastic, local hidden-variable theories for quantum correlation phenomena, employ as a locality condition the requirement of conditional stochastic independence. The connection between this and the no-superluminary-action requirement of the special theory of relativity has been a topic of controversy. In this paper, we introduce an alternative locality condition for stochastic theories, framed in terms of the models of such a theory (§2). It is a natural generalization of a light-cone determination (...) condition that is essentially equivalent to mathematical conditions that have been used to derive Bell inequalities in the deterministic case. Further, it is roughly equivalent to a condition proposed by Bell that, in one investigation, needed to be supplemented with a much stronger assumption in order to yield an inequality violated by some quantum mechanical predictions. It is shown here that this reflects a very general situation: from the proposed locality condition, even adding the strict anticorrelation condition and the auxiliary hypotheses needed to derive experimentally useful (and theoretically telling) inequalities, no Bell-type inequality is derivable. (These independence claims are the burden of §4.) A certain limitation on the scope of the proposed stochastic locality condition is exposed (§5), but it is found to be rather minor. The conclusion is thus supported that conditional stochastic independence, however reasonable on other grounds, is essentially stronger than what is required by the special theory.Our results stand in apparent contradiction with a class of derivations purporting to obtain generalized Bell inequalities from locality alone. It is shown in Appendix (B) that such proofs do not achieve their goal. This fits with our conclusion that generalized Bell theorems are not straightforward generalizations of theorems restricting deterministic hidden-variable theories, and that, in fact, such generalizations do not exist. This leaves open the possibility that a satisfactory, non-deterministic account of the quantum correlation phenomena can be given within the framework of the special theory. (shrink)

Quantum mechanics is troubled by the problem of nonlocality inherent in the theory. In a series of papers we explore the possibility of an algebraic formulation of quantum mechanics based on local observables which would incorporate nonlocality when small distances are involved but would be separable at large distances. This paper reviews some of the basic ideas and theories developed recently. These include a unified localization scheme, the introduction of local comoving evolution, local comoving observables, and related (...) conservation laws. Cultural models of health, illness, and moral reasoning are receiving increasing attention in bioethics scholarship. Drawing upon research tools from medical and cultural anthropology, numerous researchers explore cultural variations in attitudes toward truth telling, informed consent, pain relief, and planning for end-of-life care. However, culture should not simply be equated with ethnicity. Rather, the concept of culture can serve as an heuristic device at various levels of analysis. In addition to considering how participation in particular ethnic groups and religious (...) traditions can shape moral reasoning, bioethicists need to consider processes of socialization into professional cultures, organizational cultures, national civic culture, and transnational culture. From the local world of the community clinic or oncology unit to the transnational workings of human rights agencies, attentiveness to the concept of culture can illuminate how patients, family members, and health care providers interpret illness, healing, and moral obligations. In this article I am particularly interested in the question of solidarity within the boundaries of one's own country. I discuss a qualified beneficence requirement, which claims that we ought to prevent something very bad from happening if it is in our power and if we can do it without sacrificing anything morally significant. I also discuss a fair-share principle, according to which, in Liam B. Murphy's version, "the sacrifice each agent is required to make is limited to the level (...) of sacrifice that would be optimal if the situation were one of full compliance". I argue that the qualified beneficence requirement is reasonable only in the proximity of the one who needs help. When there is no proximity we ought to be guided by a fair-share principle. I also argue that there is an intimate relation between the fair-share principle and the welfare-state ideology. (shrink)

Reconnection between producers and consumers is often presented as an integral part of the local food narrative. However, questions can arise as to whether local food producers and their food purchasers align in mindset and the value proposition that underpins their involvement. This paper draws on interview data collected from producers and consumers participating in direct-sell meat operations to explore so-called value propositions between these two actors in local food initiatives in Southwestern Ontario, Canada. We suggest that (...) because producers and consumers value their participation and associated ‘reconnection’ for different reasons and experience practical limitations in satisfying diverse expectations, the ‘reconnection’ metaphor is complex and contingent—especially at the level of the individual. The findings suggest that new roles, realities and beliefs for each party in regard to marketing, customer relations, distribution, and convenience might predispose participants to be in favor of other arrangements if they became more readily available and were capable of guaranteeing both profitability for the producer and healthy foods for the consumer. Background: Priority setting is necessary in current healthcare services. Discussion of fair process has highlighted the value of developing reasons for allocation decisions on the basis of experience gained from real cases.Aim: To identify the reasons that those with experience of real decision-making concerning resource allocation think relevant in deciding on the priority of a new but expensive drug treatment.Methods: Semistructured interviews with members of committees with responsibility for making resource allocation decisions at a local level in the British (...) National Health Service, analysed using modified grounded theory.Results: 22 interviews were carried out. 14 reasons were identified. Four reasons were almost universally considered most important: cost effectiveness; clinical effectiveness; equality and gross cost. No one reason was considered dominant. Some considerations, such as political directives and fear of litigation, were thought by many participants to distort decision-making. There was a substantial lack of agreement over the relevance of some reasons, such as the absence of alternative treatment for the condition.Conclusions: There is a clear consensus on the importance and role of a limited number of reasons in allocation decisions among participants. A focus on the process of decision-making, however, does not obviate the need for those involved in the process to engage with problematical ethical issues, nor for the importance of further ethical analysis. Whereas an inference (deductive as well as inductive) is usually viewed as being valid in virtue of its argument form, the present paper argues that scientific reasoning is material inference, i.e., justified in virtue of its content. A material inference is licensed by the empirical content embodied in the concepts contained in the premises and conclusion. Understanding scientific reasoning as material inference has the advantage of combining different aspects of scientific reasoning, such as confirmation, discovery, and explanation. (...) This approach explains why these different aspects (including discovery) can be rational without conforming to formal schemes, and why scientific reasoning is local, i.e., justified only in certain domains and contingent on particular empirical facts. The notion of material inference also fruitfully interacts with accounts of conceptual change and psychological theories of concepts. (shrink)

Which rules should guide our reasoning? Human reasoners often use reasoning shortcuts, called heuristics, which function well in some contexts but lack the universality of reasoning rules like deductive implication or inference to the best explanation. Does it follow that human reasoning is hopelessly irrational? I argue: no. Heuristic reasoning often represents human reasoners reaching a local rational maximum, reasoning more accurately than if they try to implement more “ideal” rules of reasoning. (...) I argue this is a genuine rational achievement. Our ideal rational advisors would advise us to reason with heuristic rules, not more complicated ideal rules. I argue we do not need a radical new account of epistemic norms to make sense of the success of heuristic reasoning. (shrink)

I show why old and new claims on the role of counterfactual reasoning for the EPR argument and Bell’s theorem are unjustified: once the logical relation between locality and counterfactual reasoning is clarified, the use of the latter does no harm and the nonlocality result can well follow from the EPR premises. To show why, after emphasizing the role of incompleteness arguments that Einstein developed before the EPR paper, I critically review more recent claims that equate the use (...) of counterfactual reasoning with the assumption of a strong form of realism and argue that such claims are untenable. Ethical theories normally make room both for global duties to human beings everywhere and special duties to those we are attached to in some way. Such a split-level view requires us to specify the kind of attachment that can ground special duties, and to explain the comparative force of the two kinds of duties in cases of conflict. Special duties are generated within groups that are intrinsically valuable and not inherently unjust, where the duties can be shown to be integral (...) to relationships within the group. Since nations can be shown to meet these conditions, acknowledging special obligations towards compatriots is justified. However for such partiality to be reasonable, it must be balanced against recognition of duties of global justice. These duties include duties to respect human rights and duties of fairness towards non-nationals. Weighing such duties against domestic duties of social justice is not a simple task, and the outcome should depend on the precise specification of the duty at stake. In particular, the duty to respect human rights fragments into four sub-duties whose force when set against local duties is markedly different. (shrink)

Bell's proof purports to show that any hidden variable theory satisfying a physically reasonable locality condition is characterized by an inequality which is inconsistent with the quantum statistics. It is shown that Bell's inequality actually characterizes a feature of hidden variable theories which is much weaker than locality in the sense considered physically motivated. We consider an example of non- local hidden variable theory which reproduces the quantum statistics. A simple extension of the theory, which preserves the non- (...) class='Hi'>local character, alters the statistics in such a way that Bell's inequality is satisfied. (shrink)
