У статті висвітлюються та досліджуються процеси становлення й розвитку законодавства про створення й діяльність політичних партій у сучасній Україні. Автор аналізує чинне законодавство України та формулює необхідність його вдосконалення, зауважуючи, що головною запорукою успіху законотворчої діяльності держави в царині розбудови законодавства щодо політичних партій є активна участь громадян у суспільно-політичному житті країни, залучення громадськості до обговорення стану й перспектив розвитку законодавства, принаймні того, що безпосередньо регулює реалізацію громадянських прав і свобод.

Democracy is a political system that has some universal appeal, and, this seems to invest it with some kind of legitimacy over other systems of government. But this in no way suggests that it is homogenously conceived or practiced across the world—particularly in Western and African countries. Yet there is some supposition that some cultures have (almost) perfected their practice of democracy while others are learning its rudiments. This tends to arouse the philosopher's interest in the conceptual and practical (...) bases for the supposition. In African philosophy, the notion of consensus has often been touted as a kernel and mēnsūra for evidence of democracy in traditional African thought. This paper examines the propriety of this move, taking into account the specific positions of the Ghanaian philosophers, Kwasi Wiredu and Kwame Gyekye. It explores the political dynamics of contemporary Africa and brings out the challenges and prospects for the sort of democracy that is being practiced—or, at least, is said to be practiced—in Africa. It is often debated in African political thought whether consensus or majoritarian rule (characterized by such activities as voting and multipartism) defines democracy, but the paper argues that neither of them really brings about democracy. It then highlights the humanistic end of democracy. Using the Ghanaian experience especially, the paper proposes ways of improving the understanding and practice of democracy in Africa. (shrink)

In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree (...) that the framework came from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. Internal due process systems are the formal mechanisms thatmany organizations use to address and resolve ethics conflicts.Problematical due process systems such asinvestigation-punishment and grievance-arbitration systemsnarrowly constrain the political and moral space needed formeaningful ethics voice, praxis, and community. The relativelyuncommon employee board and mediator-counselor types of systemscan help solve such problems. The employee board andmediator-counselor systems permit questioning not only of guiltwith respect to policy violations but also the appropriateness ofthe policies as well as potential biases in an organization'sembedded tradition- (...) class='Hi'>system that may be contributing to unethicalbehavior. Emotions can be understood as a coherent, integrated system of general-purpose coping strategies, guided by appraisal, for responding to situations of crisis and opportunity (when specific-purpose motivational systems may be less effective). This perspective offers functional explanations for the presence of particular emotions in the emotion repertoire, and their elicitation by particular appraisal combinations. Implications of the Emotion System model for debated issues, such as the dimensional vs. discrete nature of appraisals and emotions, are also discussed.

The ‘bat and ball’ is one of the problems most frequently employed as a testbed for research on the dual-system hypothesis of reasoning. Frederick (J Econ Perspect 19:25–42, 2005) is the first to envisage the possibility that different numerical arrangements of the ‘bat and ball’ problem could lead to different dynamics of activation of the dual-system, and so to different performances of subjects in task accomplishment. This possibility has triggered a strand of research oriented to accomplish ‘sensitivity analyses’ (...) of the ‘bat and ball’ problem. The scope of this paper is to test experimentally the specific hypothesis that numerals are responsible for the selective activation of the two systems of reasoning in this task. In particular, we argue that their role goes beyond and cannot be reduced to that of numbers conceived as magnitudes. To test our hypothesis, we devise an experimental setting in which the role of numbers (as magnitudes) is rendered irrelevant. We find experimental results consistent with our hypothesis. We further provide a link between the literature on mathematical problem-solving and that on mathematical cognition research, in particular that branch labeled embodied mathematical cognition. Astronomers of the first half of the nineteenth century viewed our solar system entirely differently from the way twentieth-century astronomers viewed it. In the earlier period the dominant image was of a set of planets and moons, both of which kinds of bodies were inhabited by intelligent beings comparable to humans. By the early twentieth century, science had driven these beings from every planet in our system except the Earth, leaving our solar system as more or less (...) desolate regions for the most part bereft of intelligent life. This essay traces this extinction and its relation to religious thought, noting the role played in it by Sir John Herschel and especially by William Whewell. The inverse square laws for gravitation, heat radiation, and light receive special attention, as does the question of the relevance of the Christian notions of a divine incarnation and redemption. Shi and Aharonov have shown that the Toffoli gate and the Hadamard gate give rise to an approximately universal set of quantum computational gates. The basic algebraic properties of this system have been studied in Dalla Chiara et al. (Foundations of Physics 39(6):559–572, 2009), where we have introduced the notion of Shi-Aharonov quantum computational structure. In this paper we propose an algebraic abstraction from the Hilbert-space quantum computational structures, by introducing the notion of Toffoli-Hadamard algebra. Minimally inconsistent LP (MiLP) is a nonmonotonic paraconsistent logic based on Graham Priest's logic of paradox (LP). Unlike LP, MiLP purports to recover, in consistent situations, all of classical reasoning. The present paper conducts a proof-theoretic analysis of MiLP. I highlight certain properties of this logic, introduce a simple sequent system for it, and establish soundness and completeness results. A prospective integration of evolutionary and other approaches to understanding rationality, as well as incorporation of individual difference concerns into the research agenda, are major contributions of Stanovich & West's analysis. This commentary focuses on issues of concern in detailing a dual-system or dual-process model of the sort they propose and using it as a basis for improving judgment.

Much of the discussion on business ethics is philosophical in nature. There is no lack of theories and ideals on moral reasoning. What is missing is translating these moral theories and principles into specific, operational procedures that can indicate a proper course of action. Although most business actions are routine and do not raise serious ethical questions, many people experience difficulty in applying their personal moral principles to specific business decisions in ethically-dilemmatic situations.This study seeks to develop a framework that (...) can be utilized to implement personal moral reasoning based on the teleological theory of Utilitarianism and the deontological theory of Ross''s Prima Facie Duties in the business decision-making process. The central feature in the framework is a point-system that quantities the ethical worth of a proposed business action and determines whether the action would be ethically desirable if taken. It provides an objective element in an otherwise qualitative ethical inquiry process. This study also illustrates practical applications of the system by analyzing the ethical implications of a proposed action where foreign bribery is involved. (shrink)

The better best system account, short BBSA, is a variation on Lewis’s theory of laws. The difference to the latter is that the BBSA suggests that best system analyses can be executed for any fixed set of properties. This affords the possibility to launch system analyses separately for the set of biological properties yielding the set of biological laws, chemical properties yielding chemical laws, and so on for the other special sciences. As such, the BBSA remains silent (...) about possible interrelations between these freestanding sets of laws. In this paper, I explicate an emergence relation between them which preserves the autonomy or novelty of each special science’s laws but also shows their dependence: the autonomy of each level’s generalisations is given because nomicity is conferred to them system intrinsic, their dependence is established via their supervenience on lower level laws. As will be shown, the autonomy of special science laws is further strengthened by their ceteris paribus character. (shrink)

Background: Dengue Disease is a mosquito-borne tropical disease caused by the dengue virus, symptoms typically begin three to fourteen days after infection. This may include a high fever, headache, vomiting, muscle and joint pains, and a characteristic skin rash. Dengue serology is applied in different settings, such as for surveillance, in health care facilities in endemic areas and in travel clinics in non-endemic areas. The applicability and quality of serological tests in dengue endemic regions has to be judged against a (...) background of potential cross reactivity with other flavi-viruses, difficulties in distinguishing primary from secondary infections and technological problems related to the fact that most dengue endemic regions are relatively poor of resources .Objectives: to help doctors and patients in diagnosing Dengue Disease and give them the information of how to prevent Dengue Disease and to be able to understand the signs and symptoms of Dengue Disease. Methods: We collected all relevant material for Dengue Disease. Then we designed and implemented a knowledge based system for diagnosing Dengue Disease using SL5 Object Language. Results: The knowledge based system was evaluated by a group of Patients and specialized doctors and they found it very friendly and easy to use. (shrink)

In this work I reject the contention that there is a perceptual stage which is devoid of contributions from the agent's cognitive framework. This contention is expressed in two different noncognitive views of perception. The traditional sensory core view which has prevailed since the seventeenth century; it claims that there is a stage of pure sensory core which precedes the interpretive percepts . The recent ecological approach whose main representative is J. J. Gibson; it claims that not only a certain (...) perceptual stage, but the whole perceptual process, is devoid of cognitive contributions. Before I deal with these views, I discuss the basic features of cognition in general. ;Cognition is concerned with the establishment of relations and order; it is a purposive placing of a cognized object into a meaningful order. Cognition begins with modifying a given order for the purpose of making it fit into a given meaningful framework. Throughout the work I show that, contrary to the aforementioned noncognitive views, perception fulfills this depiction of cognition. ;In the discussion of the sensory core view, I illustrate its main assumptions in various philosophical writings, and then indicate main reasons for its appearance in the seventeenth century. These reasons stem from the intermediate role sensation was supposed to have in the mental-physical gap. Sensations were considered to be primitive mental entities with physical causes; their physical origin prevents them from containing complex mental features such as the cognitive ones, and, thus, they are regarded as pure. This stage of pure sensation was postulated primarily out of theoretical considerations. Those did not coincide with the empirical and phenomenological description of that stage; hence, the empirical characterization and the phenomenological status of that stage were constantly modified. The various suggestions for describing that stage are examined and criticized from both empirical and theoretical respects. The empirical evidence presented indicates that there is no qualitative difference between perceiving what is regarded as pure sensations and what is regarded as inferential perceptions. The theoretical criticism points out that the assumption regarding pure sensation is not necessary for an adequate explanation of perception; and, since it has no empirical grounds, it is superfluous. ;After rejecting the sensory core view, I examine the ecological approach. This view rejects the traditional sensation-perception distinction and contends that we do not have to assume the existence of cognitive activities that interpret meaningless sensations into meaningful perceptions, since the perceiver directly encounters meaningful features. I claim that this solution is similar to Kant's approach, and, therefore, it has to pay a price which is similar to that which Kant pays, viz. the relational nature of the perceptual environment. The neglect of this feature results in unsolvable difficulties in central notions of the ecological approach. ;I conclude the work by suggesting a crude outline for approaching perception; in many respects it is close to Aristotle's view. I contend that causal explanations of the physiological processes cannot wholly explain perceiving; these processes are necessary supportive bases for perceiving and not the causes which precede and produce it. Accordingly, we should not assume the existence of separate percepts in the agent's head. The cognitive system is an integral part of the perceptual system; hence, perception may be conceived of as direct understanding. (shrink)

By a result of McGee this theory is -inconsistent, but it can be approximated by models obtained by a kind of rule-of-revision semantics. Buchholz in Ann. Pure Appl. Logic 32 , 195-207. Jäger's system stops, when ordinals α with Iα0 = α enter. This border is now overcome by introducing additional a hierarchy Jαß of weakly inaccessible Mahlo numbers, which is defined similarly to the Jäger hierarchy. An ordinal μ is (...) called Mahlo, if every normal-function f : μ → μ has regular fixpoints. Collapsing is defined for both Mahlo and simply regular ordinals such that for every Mahlo ordinal μ out of the J-hierarchy Ψμα is a regular σ such that Iσ0 = σ. For these regular σ again collapsing functions Ψσ are defined. To get a proper systematical order into the collapsing procedure, a pair of ordinals is associated to σ and α, and the definition of Ψσα is given by recursion on a suitable well-ordering of these pairs. Se investigó en los principales reportes anatómicos. Se partió de la revisión documental de textos básicos para la carrera de Medicina inherentes a la asignatura Anatomía Humana. Se corroboró que autores como M. Prives, N Lisenkov y V Bushkovich y R. D. Sinelnikov; describen los músculos, pero (...) no relatan su importancia en la práctica quirúrgica. Se emplearon los buscadores en Internet y otros sitios webs de información científica, que permitieron corroborar desde un enfoque de ciencia, tecnología y sociedad la importancia del tejido muscular y su aplicación en técnicas reconstructivas en pacientes operadas de cáncer de mama. Se constató que los músculos más usados son los rectos abdominales, los dorsales anchos, los gráciles y el tejido adiposo del pliegue glúteo. ABSTRACT The present text is the result of a study directed to demonstrate the importance of the muscular system in women who had a surgery on breast cancer, illness with high incidence in Cuba and the world. It was investigated in the principal anatomical reports. It began with the documentary review of basic texts for the career of Medicine inherent to the subject Human Anatomy. It was corroborated that authors like M. Prives, N Lisenkov and V Bushkovich and R. D. Sinelnikov; they describe the muscles, but they do not report their importance in surgical practice. It was used the searche engines on Internet and other web sites of scientific information, which allowed to corroborate from an approach of science, technology and society the importance of the muscular tissue andits application in reconstructive techniques in patients who undergoa breast cancer surgery. It was stated that the most used muscles are the abdominal rectus, the latissimusdorsi, the graceful ones and the adipose tissue of the gluteus fold. (shrink)

This paper is reporting on electronic implementation of a three-dimensional autonomous system with infinite equilibrium point belonging to a parabola. Performance analysis of an adaptive synchronization via relay coupling and a hybrid steganography chaos encryption application are provided. Besides striking parabolic equilibrium, the proposed three-dimensional autonomous system also exhibits hidden chaotic oscillations as well as hidden chaotic bursting oscillations. Electronic implementation of the hidden chaotic behaviors is done to confirm their physical existence. A good qualitative agreement is shown (...) between numerical simulations and OrCAD-PSpice results. Moreover, adaptive synchronization via relay coupling of three three-dimensional autonomous systems with a parabolic equilibrium is analysed by using time histories. Numerical results demonstrate that global synchronization is achieved between the three units. Finally, chaotic behavior found is exploited to provide a suitable text encryption scheme by hidden secret message inside an image using steganography and chaos encryption. (shrink)

Introduction. The system of axioms for set theory to be exhibited in this paper is a modification of the axiom system due to von Neumann. In particular it adopts the principal idea of von Neumann, that the elimination of the undefined notion of a property (“definite Eigenschaft”), which occurs in the original axiom system of Zermelo, can be accomplished in such a way as to make the resulting axiom system elementary, in the sense of being formalizable (...) in the logical calculus of first order, which contains no other bound variables than individual variables and no accessory rule of inference (as, for instance, a scheme of complete induction).The purpose of modifying the von Neumann system is to remain nearer to the structure of the original Zermelo system and to utilize at the same time some of the set-theoretic concepts of the Schröder logic and of Principia mathematica which have become familiar to logicians. As will be seen, a considerable simplification results from this arrangement.The theory is not set up as a pure formalism, but rather in the usual manner of elementary axiom theory, where we have to deal with propositions which are understood to have a meaning, and where the reference to the domain of facts to be axiomatized is suggested by the names for the kinds of individuals and for the fundamental predicates.On the other hand, from the formulation of the axioms and the methods used in making inferences from them, it will be obvious that the theory can be formalized by means of the logical calculus of first order (“Prädikatenkalkul” or “engere Funktionenkalkül”) with the addition of the formalism of equality and the ι-symbol for “descriptions” (in the sense of Whitehead and Russell). Using the concept of capitalist world economy as a framework, this paper provides a structural analysis of the food production and distribution system within monopoly capitalism and its implications for countries of the underdeveloped world. Focusing on the impact of a dominant world food supply system (...) on indigenous systems (particularly through the rise of science, technology, and monopoly capital), considerations relating to environmental use and food production and distribution are raised. The exponential growth of genetic knowledge and precision medicine research raises hopes for improved prevention, diagnosis, and treatment options for children with behavioral and psychiatric conditions. Although well-intended, this prospect also raise the possibility — and concern — that behavioral, including psychiatric genetic data would be increasingly used — or misused — outside the clinical context, such as educational settings. Indeed, there are ongoing calls to endorse a “personalized education” model that would tailor educational interventions to children's behavioral and psychiatric (...) genetic makeup. This article explores the justifications for, and prospects and pitfalls of such endeavors. It considers the scientific challenges and highlights the ethical, legal, and social issues that will likely arise should behavioral genetic data become available and are routinely incorporated in student education records. These include: when to disclose students' behavioral and psychiatric genetic profile; whose genomic privacy is protected and by whom; and how students' genetic data may affect education-related decisions. I argue that the introduction of behavioral genetics in schools may overshadow the need to address underlying structural and environmental factors that increase the risk for psychiatric conditions of all students, and that the unregulated use of student behavioral genetic profiles may lead to unintended consequences that are detrimental for individuals, families and communities. Relevant stakeholders — from parents and students to health professionals, educators, and policy-makers — ought to consider these issues before we forge ahead with a genomically informed education system. Emotion Review, Volume 14, Issue 2, Page 132-160, April 2022. Autonomic nervous system activity is a fundamental component of emotional responding. It is not clear, however, whether positive emotional states are associated with differential ANS reactivity. To address this issue, we conducted a meta-analytic review of 120 articles, measuring ANS activity during 11 elicited positive emotions, namely amusement, attachment love, awe, contentment, craving, excitement, gratitude, joy, nurturant love, pride, and sexual desire. We identified a widely dispersed collection of studies. (...) Univariate results indicated that positive emotions produce no or weak and highly variable increases in ANS reactivity. However, the limitations of work to date – which we discuss – mean that our conclusions should be treated as empirically grounded hypotheses that future research should validate. (shrink)

Josiah Royce (1855?1916) was, in addition to being the pre-eminent metaphysician at the turn of the 19th century in the USA, regarded as ?a logician of the first rank?. At the time of his death in 1916, he had begun a substantial and potentially revolutionary project in logic in which he sought to show the connection between logic and ethics, aesthetics, and metaphysics. His system was developed in light of the work of Bertrand Russell and A. B. Kempe and (...) aimed to include Russell's logic as a subsystem. This more comprehensive logic, which Royce called system Σ, brought together an analysis of the character of experience and knowledge with the principles which served to organize interests and direct actions. The result was to be a logical theory framed by ?a profoundly ethical motive as well as a genuinely intellectual one? that would serve as ?a theory of the way in which activities must go on if they go on at all?. This paper examines three stages in the development of Royce's logical system, its relation to the logic of Principia Mathematica, and prospects for its further development. (shrink)

Towards the end of his life, Descartes published the first four parts of a projected six-part work, The Principles of Philosophy. This was intended to be the definitive statement of his complete system of philosophy, dealing with everything from cosmology to the nature of human happiness. Contact relations have been studied in the context of qualitative geometry and physics since the early 1920s, and have recently received attention in qualitative spatial reasoning. In this paper, we present a sound and complete proof system in the style of Rasiowa and Sikorski (1963) for relation algebras generated by a contact relation.

School gardens and garden-based learning continue to gain great popularity in the United States, and their pedagogical potential, and ability to impact students’ fruit and vegetable consumption and activity levels have been well-documented. Less examined is their potential to be agents of food system reskilling and transformation. Though producer and consumer are inextricably linked in the food system, and deskilling of one directly influences the other, theorists often focus on production-centered and consumption-centered deskilling separately. However, in a school (...) garden, the production/consumption disconnect is erased, by virtue of the design of the site itself and how it is utilized by the actors within it. School gardens provide the critical component of education in alternative food networks, and contribute to the producer/consumer reskilling that is a necessary part of food system transformation. We conducted a case study of an established school garden program during its transition from autonomous non-profit to official, district-funded program of a rural school district in the Midwest. By participating in the full “seed to plate” life cycle of a garden crop, students in the garden were actively involved in the reconnection of producer and consumer, while educators were fostering in students an appreciation for fresh, healthy foods and actively challenging the “McDonaldization” of both students’ diets and education. Based upon these findings, we argue that school gardens in rural areas could leverage the dominant role of rural America in developing and shifting food system paradigms. (shrink)

Every artificial-intelligence research project needs a working definition of "intelligence", on which the deepest goals and assumptions of the research are based. In the project described in the following chapters, "intelligence" is defined as the capacity to adapt under insufficient knowledge and resources. Concretely, an intelligent system should be finite and open, and should work in real time. ;If these criteria are used in the design of a reasoning system, the result is NARS, a non-axiomatic reasoning system. (...) ;NARS uses a term-oriented formal language, characterized by the use of subject-predicate sentences. The language has an experience-grounded semantics, according to which the truth value of a judgment is determined by previous experience, and the meaning of a term is determined by its relations with other terms. Several different types of uncertainty, such as randomness, fuzziness, and ignorance, can be represented in the language in a single way. ;The inference rules of NARS are based on three inheritance relations between terms. With different combinations of premises, revision, deduction, induction, abduction, exemplification, comparison, and analogy can all be carried out in a uniform format, the major difference between these types of inference being that different functions are used to calculate the truth value of the conclusion from the truth values of the premises. ;Since it has insufficient space-time resources, the system needs to distribute them among its tasks very carefully, and to dynamically adjust the distribution as the situation changes. This leads to a "controlled concurrency" control mechanism, and a "bag-based" memory organization. ;A recent implementation of the NARS model, with examples, is discussed. The system has many interesting properties that are shared by human cognition, but are absent from conventional computational models of reasoning. ;This research sheds light on several notions in artificial intelligence and cognitive science, including symbol-grounding, induction, categorization, logic, and computation. These are discussed to show the implications of the new theory of intelligence. ;Finally, the major results of the research are summarized, a preliminary evaluation of the working definition of intelligence is given, and the limitations and future extensions of the research are discussed.
