Our objective in this brief article is guided by the demonstration of the existence of a theory of political action in Machiavelli's republican thought, with such a theory having its own character that directs it to highlight the action of individuals in the social context. In addition to this objective, we hope to support the thesis that such a theory of political action has a republican scope, not just “republicanist”, in keeping with the Machiavellian preference (...) for institutions that impress on individuals a civic sense based above all on the materiality of political action in the body social. From this assertion, we indicate that our itinerary will be guided by the demonstration of the search for the valorization of political action in Machiavelli's theory, the materiality of such action, to the detriment of its pure intention, the central focus of Florentine's work. This disposition of the centrality of political action in Machiavelli republicanism will underscore its appreciation for outlining the political functions of the search for recognition, glory and especially the benefit of the political body as a whole. The problem of political action has its roots, arguably, in the sixth book of the Nicomachean Ethics, where Aristotle seeks to describe an intellectual virtue – phronêsis – that is different from the faculty of theoretical reason but that is nonetheless capable of producing genuinely objective, rational knowledge, i.e., knowledge of what is true. The problem, specifically, is to understand how such a thing is possible, and much of the recent literature appears to suggest that perhaps it’s not. (...) Since rhetoric, persuasion, interest and emotion are obviously central features of political life, it may seem that some kind of non-intellectualist and non-rationalist perspective must be the way to go. I argue, nonetheless, that any such account is, and cannot but be, deeply problematic; and I defend, by way of contrast, a decidedly intellectualistic understanding of political enterprise. (shrink)

The consent theory of power, whereby ruling elites depend ultimately on the submission, cooperation and obedience of the governed as their source of power, is often linked to debates about the effectiveness of non-violent political action. According to this theory, ruling elites depend ultimately on the submission, cooperation and obedience of the governed as their source of power. If this cooperation is with-drawn, then this power is undermined. Iain Atack outlines this theory and examines its strengths and weaknesses. (...) Atack argues that incorporating the insights of other theories of power, such as Gramsci's theory of hegemony and Foucault's views on 'micro-power', can provide us with a more sophisticated understanding of both the effectiveness and the limits of nonviolent political action than the consent theory of power. Gramsci's contribution deepens the analysis in terms of our understanding of the origins of individual consent in the context of larger economic and political structures, while Foucault adds a different dimension, in that his micro-approach emphasizes the ubiquity and plurality of power, rather than its embodiment or reification in large-scale structures. Political action has a long history in the health workforce. There are multiple historical examples, from civil disobedience to marches and even sabotage that can be attributed to health workers. Such actions remain a feature of the healthcare community to this day; their status with professional and regulatory bodies is far less clear, however. This has created uncertainty for those undertaking such action, particularly those who are engaged in what could be termed ‘contentious’ forms of action. (...) This study explored how advocacy and activism were presented in nursing and medical codes of ethics, comparing disciplinary and temporo‐spatial differences to understand how such action may be promoted or constrained by codes. The data for this study comes from 217 codes of ethics. Because of the size of the corpus and to facilitate analysis, natural language processing was utilised, which allowed for an automated exploration of the data and for comparisons to be drawn between groups. This was complemented by a manual search and contextualisation of the data. While there were noticeable differences between medical and nursing codes, overall, advocacy, activism and even politics were rarely discussed explicitly in most codes. When such action was spoken about, this was often vague and imprecise with codes speaking of ‘political action’ and ‘advocacy’ in general terms. While some codes were far more forthright in what they meant about advocacy or broader political action (i.e., Nursing codes in Denmark, Norway, Canada) more forceful language that spoke in specific terms or in terms of oppositional or specific actions (e.g., civil disobedience or marches) was almost completely avoided. These results are discussed in relation to the broader literature on codes and the normative questions they raise, namely whether such action should be included in codes of ethics at all. (shrink)

Myth, Utopia, and Political ActionStarting from the premise that some form of "reality transcendence", i.e. the ability to imagine a different reality and reach out for the (un)thinkable, is necessary for political action, the aim of this paper is to analyse the concepts of myth and utopia elaborated by Georges Sorel and Karl Mannheim and to examine their possible contributions to a theory of political action and social change. By comparing the role the authors assign (...) to rationality and irrationality in human affairs, methodological and conceptual differences between Sorel's and Mannheim's approaches to the political are illustrated. It turns out that due to its immunity to critique Sorel's concept of the social myth is highly problematic. Mannheim's concept of utopia, on the other hand, culminates in a technocratic understanding of the political. Though both approaches emphasise the collective dimension of political action, they ultimately exhibit elitist understandings of the political. (shrink)

Concerned to remedy the ‘state of severe disarray’ that immobilises the left in advanced capitalist countries, Howard Chodos and Colin Hay set out to inquire into ‘the organisational conditions that are necessary to the radical transformation of capitalism'. This disarray is expressed in the drift of social-democratic parties in the wake of the neoliberal mainstream, the inability of a fragmented and disappearing radical Left to orient either itself or spontaneous resistance to the global neoliberal agenda, and the failure of the (...) ‘new’ social movements as a vehicle of ‘broader social transformation'. Against this background of fragmentation, dispersal and division, the authors spell out their central contention: the idea that ‘there is a distinctively creative component to politics', as the claim that organisation in general and the political party in particular provide the necessary context for the actualisation of ‘belief-dependent emergent capacities'. Fulfilling a ‘multi-dimensional mediating function', the party provides ‘an indispensable context in which we can define who we are and what we stand for', a locus for the definition of commonalities, and hence it constitutes a basis for strategic action. By looking at the manner in which Maurice Merleau-Ponty and Pierre Bourdieu have sought to understand the political nature of their work and explained their interventions in political affairs, this article defines the action they saw as possible and necessary for intellectuals. As it can only involve others, this action can take the form of dialogue and explanation or of a collective intellectual. In the texts where they reflect on their political involvement outside of parties (...) and government, both authors assert the impossibility to evade politics. By comparing their positions, we begin to develop a critical phenomenology. (shrink)

This paper describes a research program that focuses on the explanation of political protest and its causes. The starting point is Mancur Olson’s theory of collective action. This theory is modified, extended and applied to explain political protest. In particular, it is argued that only a wide version of Rational Choice theory that includes ‘soft’ incentives as well as misperception is capable of providing valid explanations of protest behavior. Another part of the research program is the utilization (...) of survey research to test the predictions about protest behavior that are generated from the wide version of Rational Choice theory. The research program further aims at (a) comparing empirically Rational Choice and alternative propositions, (b) providing micro-macro explanatory models, (c) dynamic theoretical models, and (d) explaining preferences and beliefs which are usually treated as exogenous variables. The analysis of Political Action Committee activities is dominated by the perspective that PAC contributions are a rational investment in political candidates; they yield valuable short-term payoffs. PACs buy access to officeholders and their votes on important legislation. Despite broad acceptance of this morally suspect theory, the evidence upon which it is based is weak. An alternative perspective — what we call the principled approach — both fits the evidence and rejects the morally repugnant interpretation of the (...) relationship between business and politics that permeates the rational investment perspective. Variance theories have dominated corporate political action (CPA) research because the pioneering works in the 1970s and 1980s. Process theories offer an entirely new perspective on CPA research, as they are able to explain processes across a number of levels of analysis and link actions to contexts. We add to the existing CPA literature by offering a process model that can be useful especially in historical and evolutionary analysis. Our model depicts CPA as a complex system in which (...) a firm’s actions are affected by various factors across organizational, industry, and institutional levels of analysis. As political actions also influence these factors, the process is in essence systemic and path dependent. Our model supplements existing research by offering the possibility to explain the long-term consequences of CPA vis-à-vis wider societal changes and by promoting longitudinal research strategies. In addition to the theoretical model, we provide a historical analysis of the evolution of the Finnish paper and pulp industry to illustrate the applicability of the framework. (shrink)

Why do we characterize some human actions as political? Political theorists have traditionally argued either that violence is constitutive of political action or that violence must recede for politics to start. Beyond such binaristic thinking, however, the archives of Political Theory provide original paths through which to reenliven this debate.

In this article I address a number of central problems in modern and/or postmodern political and ethical life. I do so largely through an explication and comparison of John Dewey’s and Max Weber’s theoretical approaches and prescriptions for ethics and political participation. According to both Dewey and Weber, the modern world fragments both the ‘individual’ and ‘community’. This fragmentation impairs meaningful political action. Thus, the question becomes, how is the fragmentation on the individual and community level (...) to be reconciled, coherence regained and meaningful action restored? Dewey and Weber have conflicting answers to this set of questions. I argue that however wanting one might find Dewey and Weber’s insights, the questions and their insights are still relevant to this day. I argue that the problems brought on by modernity still flourish under ‘postmodern’ conditions. Further, I propose that given contemporary conditions (at least for some) a supplemented combination of Weber and Dewey’s views is the most suitable and politically efficient response to the demands of the day and would best serve our need for coherence and allow for meaningful political action. The present paper seeks, from the political realism of Hinkelammert and the politics of the liberation of Dussel, to identify the initial limits that delineate the framework of political action. The political action framework delimits the space of empirical possibility. For it, the definition of politics is adopted as “art of the possible”, explicitly accepted by Hinkelammert and developed implicitly by Dussel. Three limits are identified that outline the framework of political action: 1) (...) the natural environment as a condition of existence of living corporality, 2) the satisfaction of physical needs as a condition to preserve living corporality, 3) intersubjective experiences as a condition to maintain the human life. Propose these limits allows to establish the bases of the utopia of the political realism of Hinkelammert and of the politics of the liberation of Dussel. (shrink)

This paper clears a path toward an understanding of political action in-the-world. It does so by reconstructing Hannah Arendt, Cornelius Castoriadis, and Peter Wagner’s respective political social theories with a view to the hermeneutic-phenomenological problematic of the world. The analysis begins from the recognition of the human condition as always-already situated in-the-world: both within meaningful and shared world contexts, and within an overarching yet underdetermined world horizon. Two inherently interconnected notions of political action emerge from (...) the reconstruction. The first, as world-disclosing or world-interpreting doing, refers to the political critique that arises through the conflict of interpretations of the world, which reveals the world as a context of unity in a plurality. Connectedly, world-forming or world-making action relates to the introduction of novelty into the socio-cultural and historical field. From this view, political projects rearticulate the world following the interpretative critique of the instituted pattern of socio-cultural reality. As I argue, the openness of the underdetermined, overarching world-horizon provides the precondition for political projects that seek to critically reinterpret and rearticulate the socio-cultural institution of the world. Still, the approach to political action in-the-world offered in this paper remains open for development; the thematics of power and the temporality of doing are avenues for further consideration. The article focuses on a phenomenological study of political action. The analysis includes three directions: the concept of action, paradigms that determine political actions, and the purpose of action. In the analysis of action, I first use the distinction between the concepts of “act” and “operate.” “To act” means a conscious, deliberate, rational action. In contrast, “operate” means to behave unconsciously, mechanically or automatically, passively or instinctively. The political implications of the distinction (...) between an “acting” and “operating” person can be formulated in the terms “freedom of action” and “coercion to operate,” and the latter can be used as a criterion for determining the type of social system, as well as for evaluating the correlated psychological state of society. As the next step, I analyse the action as a process and a result. I argue that in the social sphere, action appears as the sum of these moments, and the social sphere is a derivate of action. The last aspect of the analysis of action is responsibility. I claim that responsibility can be interpreted as the awareness and recognition by the individual of her role in history. The second part of the work is the study of paradigms and rules of political action in so-called open and closed societies. I claim that political action within the framework of an open society is limited only by legislation. In a closed society, political action is practically impossible: citizens do not act, but “operate” since there are no conditions for actions. After that, I analyse the role of social myths as a factor affecting people’s political activities. In the last part, I analyse the ultimate goal of political action. Traditionally, political philosophy assumes that the goals of politics are exhausted by the problems of relationship between the state and the individual. However, based on the theory of Hannah Arendt, it is possible to formulate the task of political action as the achievement of humanism in a human being, taken not in her relation to the state but in relation to herself. I argue that the minimal political action that can be qualified as humanism consists of the ability and courage to use one’s own mind. (shrink)

As result of the ongoing doctoral research, this paper composes the Communication delivered at the First National Post-Graduate Meeting in Philosophy of the University of Brasilia. The thesis relates to the real political action arising from liberty and immanent power. Structured in two moments of the Gramscian thought, that is: a) the juvenile phase (1914-1919), correspondent to the initial period of political engagement towards adherence to the Turin labor movement; and b) the analysis of the 48th § (...) of Volume 3 Prison Notebooks (Q 3, 48, 197) about the real political action. The whole problematic of the research relies in the investigation about Gramscian philosophical demands of the real political action that distinguishes it from the utopian idealism. In this sense, which are Gramscian´s contributions towards the Philosophy of praxis? The research indicates that the praxis requires a critical consciousness – passed through intellectual action in the formation of the people –, since the historical conditions are already given. Since the 1990s, political theorists have widely mobilized Arendt’s theory of political action to theorize and assess the impact of digital media on the public sphere. These contributions, however, refer directly to her substantive-normative concepts without attending to how she develops them. This approach, I argue, has obscured the complex interplay between technology and political action in Arendt’s analysis of the public sphere. Drawing from Arendt’s phenomenological methodology (rather than her substantive-normative concepts), I propose that (...) a more effective approach begins with a phenomenological analysis of the “world” as already shaped by the technological environment. This approach centers around the phenomenological notion of “intentionality” that shows (i) the fundamentally intentional character of political action and (ii) how technology plays a key role in (de)stabilizing this intentional structure. The result of this article is a methodological blueprint, consistent with Arendt’s methodology, to re-examine the digital transformation of the public sphere. (shrink)

This article reviews the literature on corporate political action (CPA), integrating the perspectives of nine basic social science theories. Theoretical and empirical research grounded in these nine theories have described the characteristics of firms that engage in CPA (who), their rationale (why), and their methods (how). To a much lesser extent, the literature has also addressed how CPA changes over time (when) and the settings in which CPA is done (where). Reexamining the CPA literature this way directs us (...) toward fundamental research questions that have not yet been addressed. (shrink)

Hannah Arendt’s conception of politics has long invited criticism for potentially turning political action into an exercise in hollow dramatics, both ethically unrestrained and restricted in its practical import. This essay offers a new response to these criticisms while attempting to honor Arendt’s commitment to a form of theorizing that engages politics on its own terms instead of legislating for politics from a perspective of moral philosophy. It does so by explicating an underappreciated aspect of Arendt’s political (...) theory: her claim that action is always inspired and guided by “principles.” Although Arendt fails to offer a sustained account of the significance of principles for politics, I argue that her numerous shorter discussions of principles together yield a robust political ethics and a more nuanced conception of action than many readings of her thought allow. Having reconstructed a fuller account of Arendt’s principles of action, I then examine how she understands these principles to be historically regenerated. (shrink)

In this research, I advance an interpretation of Machiavelli’s philosophy for constitutional change. I suggest that Machiavelli’s reading of Polybius’s theory of anacyclosis (circular theory of political change) opens up a new vision for political action and historical transformation. Machiavelli subjects the inherited metaphysical conception of constitutional change to a secular view, one characterized by virtue of action and uncertainty of outcomes ( Virtù/Fortuna), social divisions (nobility/plebeians), and political ideals (Republicanism). The interpretive suggestion put forth (...) here is that Machiavelli’s innovation of the ancient theory of constitutional changes can be appreciated in terms of an oscillating pendulum rather than as a cycle, thereby fictitiously referring to the pendulum as an instrument mimicking the ‘truth of the matter’ ( verità effettuale) of a perpetual shift between principalities and republics rather than as an esoteric rite to foresee the future. ABSTRACT This paper is a case study in public health ethics. It considers whether there is a basis in ethics for political action by health professionals and their associations in response to inhumane treatment. The issue arises from Australia's treatment of asylum seekers and the charge that this treatment has been both immoral and inhumane. This judgement raises several questions of broader significance in bioethics and of significance to the emerging field of public health ethics. These questions relate (...) to the role of health professionals in response to inhumane treatment of people in their charge; to the discipline of public health in light of a growing recognition of its ethical basis; and the role of public health and bioethical associations in response to ethical issues arising in a political context. It is argued that, in serious cases of humanitarian and human rights abuses affecting health and well‐being, there is a case for political action by health professionals, academic and professional institutions, and associations of public health and ethics. A theory is value-neutral when no constitutive values are part of its content. Nonneutral theories seem to lack objectivity because it is not clear how the constitutive values could be empirically confirmed. This article analyzes Franz Boas’s famous arguments against nineteenth-century evolutionary anthropology and racial theory. While he recognized that talk of "higher civilizations" encoded a constitutive, political value with consequences for slavery and colonialism, he argued against it on empirical and methodological grounds. Boas’s arguments thus provide a model (...) of how, under the right conditions, scientific inquiry can provide empirically objective grounds for political critique. Feminism controversially, but fundamentally, influences why and how women's groups become implicated in politics. The debates around the meaning of feminism and the practice of feminist activism have established a discourse and created common melodies as well as some dissonance among women's groups in Hungary. This article discusses different interpretations of women's status that affect how Hungarian feminism has developed in what the author sees, contrary to a more common view, as an East—West continuum. The article analyzes how women's groups (...) in Hungary create affiliations and relate to the West, both ideologically and materially. The article unfolds the many different forms of Hungarian women's groups according to different `layers' of feminist consciousness. A vital element in forming these layers has been anti-feminism and how it has sometimes hindered consciousness or perhaps made some `differently sensitive'. Subsequently, the article uses a feminist reinterpretation of politics — women's interpretations of what belongs to the private and public spheres — without which, the author claims, contemporary women's activism in Hungary cannot be understood or even seen. The author argues that the interlocking forms of political actions among women's groups shape the postCommunist arena, although this shaping may be less immediately visible to the casual observer. No one likes to compromise, but we almost always do. Our politics and associations are built upon negotiation, respect for diversity, bargaining and elections. Compromise seems an awkward stepchild of morality and even dictionaries reflect its moral ambiguity.

Many bioethicists are involved in political advocacy groups as well as scholarship, and this has led to controversy. The virtues that enable scholarship to flourish are in tension with those that are vital for effective participation in political advocacy groups. This produces conflicts for bioethicists that are as serious as financial conflicts of interest. These conflicts cannot simply be eliminated, however. Scholars are citizens who have reason to engage in political action in light of their scholarly (...) conclusions, and bioethicists who are political advocates are thoughtful persons who have reason to engage in scholarship. ABSTRACT This paper investigates how pronouns were used by UK government speakers to allocate responsibility to themselves and others in all 92 daily televised COVID-19 briefings that were held between March and June 2020. We identified the referent for every use of the first-person plural pronoun (1PL) as ‘inclusive’, ‘exclusive’, or 'ambiguous' and analysed the transitivity patterns in which these pronouns act as Participants. We argue that the UK government uses the inherent ambiguity of this pronoun to strategically mitigate their (...) own responsibility for controlling the spread of the virus, while increasing the amount of responsibility to the general public. In doing so, we propose a transparent and replicable systematic method for identifying the referents of pronouns, which may be useful to other discourse analysts faced with the challenging task of pronoun resolution. The present paper examines the possibility of political action in Hannah Arendt’s philosophical framework under the circumstance of oppression. I first analyze Arendt’s concepts of self-display and self-presentation in The Life of the Mind as they map onto her division of the human condition into social and political spheres. While society as a realm of self-display provides an outlet for natural human differences, politics is a space for our self-presentation, that is, our chosen way of appearing to (...) others as their equals via action. Since action is the most important—and consequently broad— category in Arendt, I zoom in on what constitutes specifically political action and argue that the character of political action in Arendt is helpful in our thinking about present-day social and political justice movements. However, I point out that two aspects of Arendt’s system complicate the idea of political action as an instrument that should be accessible to everyone. I title these problems as the “denial of self-display” and “denial of self-presentation.” I argue that to overcome these limitations of Arendt’s framework, we must first recognize that for oppressed groups, navigating both the social and political obstacles involves sacrifices and risks that already constitute political action. Second, we need to understand that our “given” self-displaying identities can become instruments of political action in the Arendtian sense under the circumstances of oppression and discrimination, as embracing them is to embrace the spontaneity and uncertainty of political action. The goal of this dissertation is to generate a theoretical perspective and a political vocabulary capable of giving an account of political action proper in the context of modern democracy. The first step is that of tracing back to the origins of the theory and practice of modern democracy the appearance of the features that gave shape to the institutional constellation we now understand as democratic politics. This looking back from the perspective of the main institutions of (...) contemporary democracy is structured along the lines of the process that Lefort describes as a split of the theological and the political in early modern times. In Weber, this split takes the form of a multiplication and secularization of prophets, creating the need for a domesticated and democratized version of charismatic leadership that assumes normative standards in his idea of parliamentary democracy. Weber's solution is, of course, the opposite to that of Hobbes': the plurality of gods and demons manifested in the multiplication of prophets should be institutionalized, not eradicated. This dissertation shows that the breakdown of theological regimes and the birth of modern democracy is simply another way to describe the embracement of the fact of plurality. ;With Merleau-Ponty I thus give theoretical consistency to the emergence of modern democratic practices and institutions. In Habermas, on the other hand, I find the difficulties that a model that dismembers the strategic and communicative dimensions of human agency confronts when the task at hand is not that of a moral theory concerned with universal agreement but that of a political theory concerned with the socially enabled fact of plurality. Specifically, I show in my dissertation that Habermas's contempt for Austin's perlocutionary dimension of speech acts and his suggestion that Arendt's notions of action and speech are somehow parallel to his model spring from a still operating uneasiness with political speech and modern democracy in their phenomenal appearance. This dissertation concludes by showing that the theoretical consistency acquired with Merleau-Ponty does indeed provide a theoretical perspective and political vocabulary that puts in relief political action as a fundamental aspect of contemporary democratic politics. Análisis: las recomendaciones de la CDSS no enfocan el problema en toda su compleja naturaleza y en especial desconoce la influencia decisiva de la formación económica social sobre la situación crítica de la salud en el mundo. Acción: se propone la unidad de los (...) movimientos sociales que actúan en el campo de salud para luchar contra los efectos de las políticas económicas y sociales dominantes en el mundo: reducción del papel del estado, privatización de servicios, desregulación laboral, privatización de la seguridad social, políticas migratorias y otras. Denunciemos toda política neoliberal en relación con la salud, practiquemos la solidaridad con los que luchan contra esas políticas, derrotemos el monopolio mediático neoliberal, enfocar el problema de los DSS como asunto político social, no técnico y defendamos el papel protagónico del estado, único capaz de asegurar servicios de salud al alcance de todos. Introduction: An essay is presented in order to set positions against the Report´s summary of the Commission on social determinants of public health (CSDPH) that suggests the political actions to be undertaken by Health social movements. Analysis: The CSDPH recommendations do not focus the problem in all its complex nature and do not recognize the decisive influence of the social economic formation on the critical situation of Health in the world. Action: unity of social movements acting in the field of health to fight against the effects of the dominant economic and social policies of today´s world: reduction of the role of the State, privatization of services, labour deregulation, privatization of social security, migratory policies and others. We denounce any neo-liberal policy in relation to Health. This article offers a new understanding of populism. The argument unfolds as follows: first, the populist literature is reviewed and two main approaches are identified: ontic and logic-oriented, the more important of which is the Schmitt-Laclau logic of enmity. While the authors broadly agree with Laclau’s criticism of ontic approaches, they endorse neither his ontological understanding of enmity, nor his claim that populism is politics, and enmity is the logic of populism. Next, the origins of populism are located in a (...) paradox at the heart of democracy. Democracy defines itself as a community of inclusion, yet exclusion is constitutive of inclusion, including therefore democratic inclusion. Then is discussed what the authors believe to be the true logic of populism: resentment. Unlike enmity, which functions in Laclau’s populist theory as an ontology of non-identity, resentment operates within a rivalrous framework, which presupposes identification between the parts and refers to a set of normative commitments.
