This book is a wide-ranging exploration of regions in the new world order. The author - one of the leading international figures in the field - explores the economic logic and political meaning of regions. Exploring developments from Silicon Valley to Hong Kong, he makes the case for the growing importance of regions as against the sovereign state in the `borderless world' of the 21st century.

The primary objective of this research is to establish the extent to which small and medium-sized businesses (SMEs) in the Ha’il region benefit from a significant competitive advantage brought about by an entrepreneurial mindset (innovativeness, proactiveness, risk-taking, competitive aggressiveness, and autonomy). To achieve these objectives, the study used a questionnaire to collect data. A total of 220 SMEs in the Ha’il region were surveyed. The participants completed an online self-administered survey and used the PLS-SEM technique. The researchers found a robust (...) link between differentiation advantage and higher levels of innovativeness, proactiveness, risk-taking, competitive aggression, and autonomy. In addition, the outcomes of the survey reveal that a greater cost advantage is substantially associated with vastly greater innovativeness, proactiveness, risk-taking, and competitive aggression overall. However, cost advantage is not strongly correlated with autonomy. These findings are significant because they shed new light on how competitive advantages are formed through the entrepreneurial orientation of entrepreneurs in the Ha’il region. This is a significant theoretical contribution to the literature on entrepreneurial orientation, specifically in the context of SMEs. The findings may also be valuable in supporting SMEs in being successful by enhancing their competitiveness, as SMEs are key contributors to the development and growth of the economy. (shrink)

Competitive advantage and core competency are the unique capabilities and assets of an organization to provide valuable products or services to customers, thus giving the organization a better competitive position in the market than its competitors. In addition, how to create a competitive advantage is also one of the main objectives of business strategy. Therefore, this study focuses on understanding the decisive factors in regional revitalization and the relationship between business strategy, strategic alliance, and alliance performance through small and (...) medium enterprises in Taiwan. This study selected a sample of 220 SMEs in Taiwan that had participated in the SME regional revitalization counseling program. The results showed that competitive advantage, core competency and strategic alliance partner selection had significant effects on alliance performance. In addition, core competency had an indirect effect on alliance performance through strategic alliance partner selection. However, competitive advantage did not have a significant effect on strategic alliance partner selection. Finally, this study proposes management implications and practical suggestions for SMEs’ competitive advantage, core competency, and alliance performance. (shrink)

This paper describes the research carried out into small and medium enterprises (SMEs) and corporate responsibility (CR) in the Northwest of England during Phase I of Responsibility Northwest, a partnership programme designed to significantly increase the CR of the region. By engaging with significant numbers of SMEs and SME support providers across the region, key insights were gained in three key areas: • The current attitudes to, understanding of, and management of CR issues in the SME sector.• The barriers to (...) greater implementation of CR management.• The opportunities for overcoming the barriers and improving regional CR. The research revealed a large diversity both in terms of understanding of the issues and their management. Seven key barriers to improve CR performance were identified which centred round the inappropriateness and inaccessibility of current CR approaches and support services on CR, certain characteristics of SMEs which tend to reduce their interest and opportunities for engaging in CR activities and supply-chain barriers. Fortunately there was significant agreement on the mechanisms which should be used to overcome these barriers, in particular the importance of delivering CR support through existing business networks that are valued and trusted by SMEs. These results have been used to create the partnership programme, Responsibility Northwest Phase II that runs until 2008 and aims to significantly increase the overall CR of Northwest England. Technological structure arises as a consequence of innovation processes, encompassing R&D activities, implementations, as well as diffusion. Innovation processes influence technological competitiveness by linking changes in market shares at home and abroad with their technological potential. Increased productivity resulting from higher innovativeness combined with increased technological investments result in changes in relative unit operating costs and higher demand for more technologically advanced products, thus determining the dynamics of economic development. The aim of this study is to analyse the course (...) of determinants of innovation processes and the level of international competitiveness of regions after the COVID-19 crisis, including especially Podlaskie Voivodeship. Regions are classified into three types of exposure (low, medium, high) and crossed with three degrees of risk sensitivity for the regional economy. Podlaskie Voivodeship has medium exposure and lower sensitivity to pandemic crises. Regions with relatively high sensitivity and exposure to COVID-19 lockdowns were motivated to make greater changes in business processes. Podlaskie Voivodeship relies highly on foreign trade, which is why the COVID-19 crisis, the war in Ukraine and limited contacts with Poland’s eastern border have negatively affected the region’s innovation. The analysis shows that the establishment of competitive advantages based on the effects of COVID-19 crises should be expanded by regions with medium or high sensitivity to lockdowns. (shrink)

The small- and medium-sized tourism and hospitality enterprises are the main forms of enterprises in Macao. This study put forward a new framework of survival and sustainable development from the perspective of competitive advantage and regional soft environment, which significantly holds theoretical and practical research value. The study obtained cross-sectional data of 317 small- and medium-sized tourism and hospitality enterprises in Macao through a large-scale questionnaire survey. This article used exploratory factor analysis and confirmatory factor analysis to test the (...) reliability and validity of each factor system and its measurement scale. The variance analysis is used to judge the differences between the elements. The regression analysis is used to verify the hypothesis of a causal relationship between factors. The structural equation analysis is used to fit the model and make necessary amendments. The results reveal that the government service environment has a significant positive impact on the ability of an entrepreneur. In addition, the regional soft environment significantly impacts the competitive advantage of small- and medium-sized tourism and hospitality enterprises in Macao. Contrary, the impact of laws of Macao on the acquisition of financial resources and the promotion of entrepreneur ability and innovation ability is found insignificant. In conclusion, the results showed that market of Macao lacks venture investors where enterprises cannot obtain funds through angel financing or risk financing. (shrink)

In the era of economic globalization, the competitiveness of products on a global scale is increasingly achieved through effective and sustainable strategies for brand development by the leaders. This paper conducts an empirical study on regional brand competitiveness influencing factors. A research model was proposed and tested by employing structural equation modeling. Data analysis was conducted using 214 valid questionnaires from two major producing areas in Jilin Province, China. Research results show that Brand Market and Government Guidance (...) directly and positively impact the regional BC. Regional Resource and industrial development indirectly impact the regional BC through the mediating role of BM and GG. BM is the most important factor affecting the regional BC. Based on this, the path to improve the competitiveness of traditional agricultural products under economic globalization is determined, and targeted countermeasures and suggestions are formulated for the existing problems. Deciding between different voluntary movements implies a continuous control of the competition between potential actions. Many theories postulate a leading role of prefrontal cortices in this executive function, but strong evidence exists that a motor region like the primary motor cortex is also involved, possibly via inhibitory mechanisms. This was already shown during the pre-movement decision period, but not after movement onset. For this pilot experiment we designed a new task compatible with the dynamics of post-onset control to study the (...) silent period duration, a pause in electromyographic activity after single-pulse transcranial magnetic stimulation that reflects inhibitory mechanisms. A careful analysis of the SP during the ongoing movement indicates a gradual increase in inhibitory mechanisms with the level of competition, consistent with an increase in mutual inhibition between alternative movement options. However, we also observed a decreased SP duration for high-competition trials associated with change-of-mind inflections in their trajectories. Our results suggest a new post-onset adaptive process that consists in a transient reduction of GABAergic inhibition within M1 for highly conflicting situations. We propose that this reduced inhibition softens the competition between concurrent motor options, thereby favoring response vacillation, an adaptive strategy that proved successful at improving behavioral performance. Based on extensive experience in the textile industry in the East Midlands, lessons have been applied in the textile industry across Europe, in regional development policy, and in the development of a European Work and Technology Consortium and UK Work Organisation Network.

The aim of the article is to trace the integration of education, science and production through the development of regional cluster policy. At the present stage of development of postindustrial society in the global economy, the processes of globalization and specialization of national markets significantly increase competition between countries, between regions and between producers within the country. In these circumstances, the state authorities of the Russian Federation, while maintaining global leadership in the energy sector, define as long-term development goals (...) of the country, the creation of a competitive economy based on knowledge and high technologies. Following this doctrine in the Russian regions in the period from 2012 to 2014 cluster policy is implemented on the basis of Federal and regional innovation strategies. An important role in this process belongs to the activities of leading higher educational institutions - national research universities, which contribute to stimulate an active scientific activity of students and the introduction of scientific achievements into production. One of the pilot cluster projects, funded by the Federal budget became the territorial cluster ‘ Pharmaceutics, medical technology and information technology ‘ formed in the Tomsk region with a unique starting opportunities for the development of sustainable regional innovation system is a developed scientific and educational complex, small and medium-sized innovative enterprises with the latest technological developments in pharmaceuticals and medical technology. In two years, the activity cluster, implemented with the financial support of public authorities, has been successful. In the future, there are plans to expand the range of pharmaceutical products and the collaboration with other clusters Tomsk. In a knowledge-based economy of the globalizing economic order, the role of regions is very significant in order to create and to disperse knowledge. Particularly, geographical clusters of firms in a single sub-national region may contribute to transmitting certain kinds of knowledge between and among firms. In addition, markets prefer to favor specialized firms with a coherent body of knowledge when knowledge creation and the use of new knowledge become increasingly important for maintaining and improving a firm’s competitiveness. Therefore, (...) regional policy makers may not interfere directly with markets and firms when the process of globalization pushes national economies into a world of learning and innovation. The reason is that the institutional framework for market exchange favors knowledge exchange in a globalizing economic system. This paper argues how East Asian science cities such as Tsukuba Science City in Japan, Daedeok Innopolis in South Korea, Hsinchu Science-based Industrial Park in Taiwan, and Zhongguancun Science Park in China have been developed in order to create technology innovation as well to contribute to national and regional economic growth. Moreover, it also focuses on their competitiveness and the further development strategy that aims to become global science cities. The difference in attitudes, interests and influences of the great powers contributedto greater uncertainty and fear for the future of nations and states. A possible confrontation between the greatpowers, where the United States of America is still the leading power in the world, whilethe PRC is the second economic and military power, and Russia is one of the two mostpowerful nuclear powers, could threaten global and regional security and stability.The sharpened geopolitical rivalry between the “big three” will increase tensionsin their spheres of interest, that is, in the regions and countries that are locatedon the strategic lines of separation. The focus of attention is on Eastern Europe and theIndo-Pacific region, which are of great geostrategic importance for the great powers andtheir alliances. Many countries around the world embrace freedom and democracy as part of their political culture. However, culture is at least in part a human response to the ecological challenges that a society faces; hence, it should not be surprising that the degree to which societies regulate the level of individual freedom is related to environmental circumstances. Previous research suggests that levels of societal freedom across countries are systematically related to three types of ecological threats: prevalence of pathogens, climate challenges, and (...) natural disaster threat. Though their incidence overlaps, the literature has not yet provided a competitive test. Drawing upon the ecocultural framework, we tested five rival hypotheses, alternately focused on the above ecological factors and their interactions with economic wealth in explaining country variations in socio-political freedom. Focusing on data from 150 countries, we performed a series of linear mixed-effects regressions predicting freedom in the domains of politics, media, and economy. We found that countries with higher pathogen prevalence were more likely to suppress democracy and media freedom. Economic wealth, however, moderated the effect of pathogen prevalence on economic freedom, with the main effect being only found among wealthy countries, but not among poor countries. In contrast, natural disaster threat predicted political freedom and press freedom only among poor countries, consistent with the idea that disaster threat accompanied by poor resources promote socio-political freedom as a means of increasing collective survival. Throughout our analyses, we found no support for hypotheses based on climatic challenges. In addition, our multilevel approach revealed that country scores for socio-political freedom were highly clustered within world regions, accounting for substantial portions of variance. Overall, the present research offers a nuanced view of the interplay between ecology and wealth in the emergence of socio-political freedom. The current market environment is defined by constant financial and global changes. For companies operating in market business activities it has been increasingly difficult to adapt and remain competitive in such environment. In accordance with the exclusive survey among young entrepreneurs, one in four of them starts their business without training and about a one third has no idea how to get to the customers. Constant financial and global changes cause that existing organizations realizing business activity adapt and remain competitive (...) ability with increasing difficulties. Several organizations, as self-employed units are not able to cope with handicaps or use the positives that globalization brings on the world's markets. The process of globalization requires highly flexible receiving of innovative solutions which often especially SMEs are not able to carry out. In this comment, I highlight similarities between Russia’s contemporary political system and other post-Cold War dictatorships. Most modern dictatorships hold semi-competitive elections. That is, regime officials face competition in elections, but playing fields are tilted so as to leave little suspense about who will win. I suggest that semi-competitive elections and the encouragement of litigation by citizens against local and regional officials, as described by Thornhill and Smirnova, have similar functions from the dictator’s point of view. They help the (...) ruling elite with monitoring and controlling local officials whose behavior might otherwise alienate citizens enough to threaten the dictatorial elite with overthrow. Thus the real benefits citizens receive from the increased use of the courts to resolve disputes and electoral competition among politicians are counterbalanced by the contribution these institutions make to the prolongation of dictatorship. We present a mathematical model of two competing marine species that are harvested. We consider three models according to different levels of complexity, without and with species refuge and density-independent and density-dependent species movement between fishing area and refuge. We particularly study the effects of the fishing pressure on the outcome of the competition. We focus on conditions that allow an inferior competitor to invade as a result of fishing pressure. The model is discussed in relationship to the case of (...) the thiof and the octopus along the Atlantic West African coast. At the origin, the thiof was abundant and the octopus scarce in that region. Since, the fishing pressure has strongly increased in some fishing areas leading to the depletion of the thiof and the invasion of its competitor, the octopus. (shrink)

Introduction. Modern times are characterized by independence from financial support for travel due to introducing an ordinary region with its daily surrounding into tourist circulation, focusing not on distance, but on the depth of emotions when choosing a place to visit. The aim of the study is to assess the factors of transforming the tourist environment in a region, which might result in a number of challenges for managing the regional development. Methods. In the framework of the study, both (...) general logical methods and empirical methods are used. In particular, the analysis of approaches to managing a tourist region in the post-tourism era, as well as new tourist practices are based on classification and periodization. When choosing the factors of the tourist region new format, the case method and comparison were applied. The scientific novelty of the study. The authors substantiate that the new era will be determined by changes in the labor–leisure ratio, new tourist practices and new tourist region format. The new tourist region format involves a transition to understanding the tourist as a temporary resident of the region and actualizes the need for coexistence. Results. The state of post-tourism for such a region may be due to the emergence of new residentsowners of second homes and business migrants, as well as the social effect of deliberate tourism practices. The competition of such regions is based on intangible resources. The factors of transforming the tourist environment made it possible to give a new look at assessing the effectiveness of an event for the territory. The authors propose threshold values that will allow making decisions on the co-financing of the event from the regional or local budget. Conclusions. Hybridization of tourism and leisure does not provide a complete answer about a possible reduction in work hours, however, indicates a short-term leisure mobility of individuals. New tourism practices are based on awareness and desire to increase self-efficacy. Such transformations open up new opportunities for the territory development. (shrink)

In order to investigate the competitive psychology of college students in the current context of fierce social competition, this study compiled a competition psychology scale for college students [i.e., the Competition Psychology Scale for College Students ]. The scale was administered online to 628 university students in different regions of China. After item analysis, reliability analysis, and validity analysis, a 6-item scale was finally formed. CPS-CS contains four dimensions: hypercompetitive attitude, competitive motivation, personal development, competitive attitude, and competitive interpersonal relationships. (...) After the end of World War II, East Asia gradually formed what can be referred to as a quasi-anarchical regional order. The quasi-anarchy system is defined by the anarchy system associated with a sub-hierarchical system, so this system possesses the characteristics of both anarchy and hierarchy in terms of security relations among states. The states in a quasi-anarchical order can be differentiated into three types according to the method through which they seek security. They comprise that of self-help states, (...) the state that provides security guarantees to client states (security guarantor), and states that receive security protection from the security guarantor (client states) within the quasi-anarchy. The standard security relationship between states consists of two types: the first is a competitive security relationship; the second is a security-dependent relationship. The quasi-anarchical order in East Asia has restricted the continuance and positive effect of a rising China's reassurance policy through three mechanisms: dependence, reliance on support, and imitation. Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as (...) well as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole. Observers of metropolitan dysfunction have long advocated for a regional tier of government that could (among other things) equalize spending across local jurisdictions, pursue cooperative economic development policies, provide for fair share housing, rationalize land use, and coordinate transportation planning. For many good government reformers, right-scaling our fragmented metropolitan areas appears to be an obvious solution to interjurisdictional spillovers and competitive races-to-the-bottom. This article counsels caution. “Region hope”—the idea that the substantive problems of metropolitan governance can be solved regionally (...) by redrawing territorial boundaries to encompass ever-larger areas—is perennial. But territorial manipulation in aid of state centralization has significant drawbacks. The regional impulse exhibits some key features of failed social engineering efforts; seen through the lens of the state, these efforts privilege technocratic over democratic governance, bureaucratic over local knowledge, and mobile over immobile capital. That does not mean that regionalism should be resisted in all cases, but only that the costs of territorial manipulation should be weighed against its asserted benefits. (shrink)

With the increasing uncertainty in the external environment, exploratory innovation has gradually become the key path for enterprises to obtain core competitiveness and achieve sustainable growth. According to the behavioral theory of the firm, performance feedback is an essential driving factor affecting corporate innovation decisions. However, previous studies have ignored the consistency or inconsistency between historical and industry performance feedback, and its impact on exploratory innovation. Based on the data of Chinese companies listed from 2008 to 2019, this paper (...) explores the impact of consistency and inconsistency between historical and industry performance feedback on enterprises’ exploratory innovation. In the cases of consistency, this study finds that the scenario of historical performance shortfall-industry performance shortfall is more likely to promote enterprises’ exploratory innovation than the industry performance surplus-historical performance surplus; in the cases of inconsistency, compared with historical performance surplus-industry performance shortfall, the scenario of historical performance shortfall-industry performance surplus is more likely to promote enterprises’ exploratory innovation. Further research shows that regional institutional development enhances these relationships. This study enriches the driving factors of enterprises’ exploratory innovation from the perspective of multiple performance feedback, which can provide decision-making references for enterprises’ exploratory innovation strategies. Introduction. The fourth industrial revolution significantly changes the structure of economic relations and transforms the importance of factors in the development of territories. The purpose of the article is to identify the most significant factors in the regional development of the Ural macro region in the context of the fourth industrial revolution and to determine the directions of impacts to ensure the competitiveness and long-term growth of territories. Methods. The methodological basis of the study is based on a (...) set of scientific approaches to economic growth, concepts of regional and institutional economics. Research methods include regional, comparative and econometric factor analysis. Scientific novelty of the study. A method for identifying the significance of factors in the development of regions is proposed and the key factors for developing the subjects of the Ural macro region in the context of the fourth industrial revolution are established. The study contributes to the scientific debate on the meaning and management of institutional development factors. Results. The author presents the results of diagnosing the regulatory environment and geographic factors of the subjects of the Ural macro region. An econometric analysis of their impact on economic development has been carried out. The statistical significance for developing the volume of mining and the quality of the legal environment in the regions has been established. Informal institutions (the authors explain the phenomenon by weak differentiation of cultural characteristics and business practices of regions due to their historical connectivity) and transport and geographical location (due to a decrease in spatial influence and an increase in the role of digital technologies in production chains in Industry 4.0). Conclusions. In the Sverdlovsk and Chelyabinsk regions, it was possible to ensure higher values of GRP per capita due to a favorable regulatory environment. In general, in the Russian regions in the second decade of the 21st century, the raw material orientation remains (among the studied objects, the economies of the Orenburg region and Udmurtia are the most extractive). To ensure the country’s long-term development, it is necessary to create a favorable business climate: improving the legal environment in the areas outlined in the study, increasing the level of trust and reducing the level of corruption. China is actively deepening integration into economic cooperation in the Asia-Pacific region. The Regional Comprehensive Economic Partnership Agreement has come into force and China is one of its members. Furthermore, China is applying to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. This study uses the Global Trade Analysis Project model to measure the impact of the RCEP and CPTPP on Gross Domestic Production, import, export, terms of trade, and social welfare of major economies under various scenarios, as (...) well as the competitive effects and complementarity of the RCEP and CPTPP. We found that the CPTPP with China’s accession and the RCEP will complement and strengthen each other and that the members of the two agreements can obtain substantial benefits. If China and the United States join the CPTPP, China’s import growth rate will be higher than its exports. This would transmit growth to other nations and help bridge the trade gap between China and the United States. (shrink)

Fragmented regions face a range of collective action problems on issues ranging from transportation to affordable housing. Specifically, within regions, free-rider and race-to-the-bottom problems both abound. This Article offers theoretical lenses to clarify the sources of, and barriers to solving, these problems. First, it introduces the concept of concentricity to better understand the region. The municipality and the region represent coexisting, concentric communities and nodes of competition. The geographically based identity that one espouses may toggle between the local and the (...) regional across different contexts. Second, this Article describes a community-competitor feedback loop. Drawing on social science literature, the Article shows how encouraging deep identification with a community can inspire competition with other communities. And encouraging competition between communities can deepen community identity. The Article then applies these theories to practical considerations. Given the persistent nature of hyperlocal identity, intraregional competition, and the resultant feedback loop, mandatory regional solutions may often be politically unattainable, even when they are the optimal solution. Accordingly, this Article presents two voluntary, cooperative regionalist solutions that embrace and potentially exploit regions’ concentric identities, instead of doing the more costly work of dislodging local identity. This paper presents a computer model of cortical broadcast and competition based on spiking neurons and inspired by the hypothesis of a global neuronal workspace underlying conscious information processing in the human brain. In the model, the hypothesised workspace is realised by a collection of recurrently inter-connected regions capable of sustaining and disseminating a reverberating spatial pattern of activation. At the same time, the workspace remains susceptible to new patterns arriving from outlying cortical populations. This report analyses the relationship between RRI-like practices and competitive advantage. RRI frameworks have traditionally been less oriented towards their application in competitive environments; hence resulting in limitations to the applicability of some of its main tenets in industry and in the context of the development of a national competitive advantage. Aiming to close this gap and identify how a competitive advantage based on engagement in RRI-like practices across world regions may be developed, a systematic literature review, a survey and (...) case studies were carried out. Five main drivers of competitive advantage through RRI-like practices were identified: avoiding uncompetitive regulation, increasing social acceptance, incorporating stakeholder needs and tapping into new markets, increasing the efficiency of the innovation process, and reputational effects. On the other hand, four barriers were identified: obstacles during the research and innovation process, protecting intellectual property, lack of consumer awareness, and barriers derived from the institutional environment. The survey revealed that, while there are some differences in terms of attitudes and engagement in RRI-like practices across regions, both procedural and outcome dimensions were relevant. However, the application of particular practices in exercising such dimensions showed more variations across regions, reflecting adaption to local environments. In relation to competitive advantage, outcome dimensions and open and transparent innovation processes showed a clear relationship with performance, in particular with customer performance. The reason for this might lie in the increased visibility of such practices to the consumer. Two cases studies were carried out focusing on the management of socio-ethical concerns through RRI-like practices and their relationship with competitive advantage. The case on the bio-economy domain, identified different responses depending on local regulations and the focus placed on the development of competitive advantages at the micro and macro levels, and showcased the importance of domain specific considerations in RRI-like responses. The ICT case highlighted the importance of network approaches and second-order reflexivity, and the need to adapt RRI-like practices to local contexts to maximise their benefits for competitive advantage. Lastly, the analysis of the two cases concentrating on transversal issues made notable how strategic approaches to RRI and their proper integration in strategy showed an improved relation with competitive advantage. This study makes a significant contribution to existing research on RRI-like practices and competitive advantage and adds to the literature on business involvement in RRI that has been flourishing despite the tradition of overlooking RRI by actors in competitive environments. Moreover, it provides a set of practical recommendations for industry, policymakers, research performing organizations, research funding organizations, investors, civil society and NGOs and association bodies. These recommendations are oriented towards developing and sustaining a competitive advantage based on RRI-like practices by research and innovation actors, while supported by other stakeholders in the system. The advice is informed by the research study and proposes the need to tailor and adopt bottom-up approaches in the implementation of RRI-practices, integrating RRI-like logics and competitive advantage logics into organizational dynamic, and the need for collaboration among different actors, apart from recommendations particular to each stakeholder. Precipitation deficit causes meteorological drought, and its continuation appears as other different types of droughts including hydrological, agricultural, economic, and social droughts. Multivariate Standardized Precipitation Index can show the drought status from the perspective of different drought types simultaneously. Forecasting multivariate droughts can provide good information about the future status of a region and will be applicable for the planners of different water divisions. In this study, the MLP model and its hybrid form with the Imperialistic Competitive Algorithm have been (...) investigated for the first time in multivariate drought studies. For this purpose, two semi-arid stations of western Iran were selected, and their precipitation data were provided from the Iranian Meteorological Organization, during the period of 1988–2017. MSPI was calculated in 5-time windows of the multivariate drought, including MSPI3–6, MSPI6–12, MSPI3–12, MSPI12–24, and MSPI24–48. The results showed acceptable performances in forecasting multivariate droughts. In both stations, the larger time windows had better predictions than the smaller ones. Generally, it can be reported that, by decreasing the size of the time window, the gradual changes of the index give way to sudden jumps. This causes weaker autocorrelation and consequently weaker predictions, e.g., forecasting droughts from the perspective of soil moisture and surface hydrology simultaneously. The hybrid MLP-ICA shows stronger prediction results than the simple MLP model in all comparisons. The ICA optimizer could averagely improve MLP’s accuracy by 28.5%, which is a significant improvement. According to the evaluations, the results are hopeful for simultaneous forecasting of different drought types and can be tested for other similar areas. (shrink)

The results of the study confirmed that the reality of the competitive advantage of sustainable urban and human development programs in charitable organizations may be represented in: providing the highest possible quality, relying on modern technology in its design, touching reality and spreading the needs of the population, focusing on social innovation in its design, providing it at the lowest possible cost, Community residents participate in its design, community residents participate in its evaluation, and the difficulties facing achieving competitive advantage for sustainable urban and human development programs in charitable organizations have been represented in: the small number of specialized experts in the association, weak resources and technological capabilities, and a weak culture of teamwork among the association’s employees. During the last two decades, the intra-industry trade between western companies and former socialist enterprises in Central and Eastern Europe gradually shifted from the subcontracting of marginal operations such as final assembly to the outsourcing of products and intermediate inputs. To further enhance their competitiveness, firms in Central and Eastern Europe have yet to take one more step forward: integrate services with manufacturing. Developing such capabilities hinges, aside from intensive training and learning on the existence of functional interactive knowledgebased (...) innovation systems. Whereas Central and East European economies exhibit conspicuous weaknesses in this last respect, they still possess a countervailing advantage that is apt to lure foreign investors into the region: lower wage rates relative to western countries across all industries and skill levels. Purpose of the article: Although the economic growth and society are two independent terms at the first sight, they are in fact closely connected and interact with each other. The main topic of this work is the creative economy, which is considered to be a part of growth theories. Thanks to the new approach, theorists supplement these theories with the demographic and the socio-cultural factor. First, the work establishes a comprehensive theoretical framework for economic growth. Furthermore, it analyses the representation (...) of creativity in the regions of the Czech Republic. Methodology/methods: The primary aim of this work is to carry out an analysis that charts the representation of the creative potential in the regions of the Czech Republic. The analysis uses the new creative index, which was created by modifying of the Richard Florida´s creative index. Consequently, the work uses the new creative index within the framework of smaller regional units as opposed to national groupings. Additional advantages of this model include the number and measurability of the indexes. Scientific aim: The aim of this work is not just demonstrating the dependence between the presence of creative people and economic growth, but in addition, the work aims to seek out the factors that influence the allocation of creative employees. Findings: The work demonstrates high mutual dependence between creativity and economic growth with the help of the correlation coefficient. The assumptions that creative regions are more attractive on the social and knowledge basis were also confirmed. Conclusions : Territorial units must consequently work to develop conditions, which support the establishment and the development of the creative environment in order to retain their competitiveness and support the economic growth. This paper develops a construction-based dialectometry capable of identifying previously unknown constructions and measuring the degree to which a given construction is subject to regional variation. The central idea is to learn a grammar of constructions using construction grammar induction and then to use these constructions as features for dialectometry. This offers a method for measuring the aggregate similarity between regional CxGs without limiting in advance the set of constructions subject to variation. The learned CxG is evaluated on (...) how well it describes held-out test corpora while dialectometry is evaluated on how well it can model regional varieties of English. The method is tested using two distinct datasets: First, the International Corpus of English representing eight outer circle varieties; Second, a web-crawled corpus representing five inner circle varieties. Results show that the method produces a grammar with stable quality across sub-sets of a single corpus that is capable of distinguishing between regional varieties of English with a high degree of accuracy, thus supporting dialectometric methods for measuring the similarity between varieties of English and measuring the degree to which each construction is subject to regional variation. This is important for cognitive sociolinguistics because it operationalizes the idea that competition between constructions is organized at the functional level so that dialectometry needs to represent as much of the available functional space as possible. The aim of the current article is to ascertain whether the journalistic representation of space within a European cross-border region is related to the economy driven functional integration favored by the EU’s new regionalism policies. Based on a content analysis of two interconnected newspapers located in the trans-frontier area centered around the Luxembourg economy, the objective is to explore the spatial arrangements orienting the mediatization of cross-border regionalization. Abstract‘Raising aspirations’ for education among young people in low socioeconomic regions has become a widespread policy prescription for increasing human capital investment and economic competitiveness in so-called ‘knowledge economies’. However, policy tends not to address difficult social, cultural, economic and political conditions for aspiring, based in structural changes associated with globalization. Drawing conceptually on the works of Pierre Bourdieu, Raymond Williams, Arjun Appadurai and authors in the Funds of Knowledge tradition, this article theorizes two logics for aspiring that are (...) recognizable in research with young people and families: a doxic logic, grounded in populist–ideological mediations; and a habituated logic, grounded in biographic–historical legacies and embodied as habitus. A less tangible third ‘logic’ is also theorized: emergent senses of future potential, grounded in lived cultures, which hold possibility for imagining and pursuing alternative futures. The article offers a sociological framework for understanding aspirations as complex social–cultural phenomena, and for capacitating emergent and hopeful aspirations through school- and community-based research and dialogue. It also reflects the impact of regional dimension on voting behavior. The research is based on the nationalization concept introduced by Mark P. Jones and Scott Mainwaring, well operationalized here by Gini Index based vote share of parties in subunits applied on one or more countries. (...) Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities (...) in the region, which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. Based on the perspective of the regional innovation system, this study constructs an analytical framework for the influence of government R&D funding on regional innovation quality and uses 283 Chinese cities as research samples to empirically test the influence of government R&D funding methods such as subsidies and tax preferences on regional innovation quality by the spatial Durbin model. According to the study, China’s regional innovation quality has a positive spatial correlation. Subsidies can improve regional (...) innovation quality, which is mainly realized by increasing the input of innovation resources from local direct innovation subjects, attracting the inflow of innovation resources from neighboring areas, and increasing the innovation support from local indirect innovation subjects. Besides, spatial competition for subsidies makes it beneficial to improve the regional innovation quality in neighboring regions, while the promotion effect of tax preferences is not significant. When considering the heterogeneity of the city location and administrative hierarchy, it shows that the government R&D funding cannot improve the innovation quality of the Eastern cities and higher-administrative-hierarchy cities, while it can improve that of the Middle and Western cities and general-administrative-hierarchy cities. Furthermore, government R&D funding widens the gap of regional innovation quality, which may be related to the existing “insufficient intervention” and “excessive intervention” of government R&D funding. Se presenta como un estudio descriptivo-analítico con enfoque cualitativo, utilizando como instrumento la ficha de observación aplicada a una muestra de 30 empresas del sector de servicios. Some models anticipate that liberalized agricultural trade will lead to increased crop diversity, while other models make the opposite claim. These positions were explored in southwestern British Columbia, Canada where, between 1992 and 1998, government subsidies and other measures designed to protect horticultural farmers were lifted, exposing these farmers to foreign competition. Public hearings on the future of agriculture provided an opportunity to tap the knowledge and experience of people affected by this transition. Analysis of transcripts from these hearings, which (...) was confirmed by industry data, shows that trade liberalization has led to the loss of the local fruit and vegetable processing industry. Stakeholders saw the loss as a major factor affecting the choice of crops grown locally. To test this assertion, crop diversity data were analyzed, differentiating crops grown for the processing industry from those grown for the fresh market. Results show that crop diversity increased for processing crops but not for fresh crops. Farmers who used to produce commodities for the fruit and vegetable processing industry seem to have been forced to find new crops to cope with the decline in the processing industry. Here then is a case where the effects of trade were indirect (they were mediated by another variable: the loss of the processing industry) and variable (they differed for the two groups of crops). This may have significant environmental implications as scientific research shows that diverse agro-ecosystems are better able to withstand pest outbreaks and require less agri-chemicals than simple systems. This article explores the tension between competing discourses within the European Union, as this regional trading bloc seeks to capture further gains from market integration, whilst simultaneously attempting to soften the social impact of regional competition within its borders. This article analyzes the difficulty of maintaining the European social model, or a revised version of it, in the context of increased market integration. Through a close reading of two cases decided by the European Court of Justice in 2007, (...) the article interrogates the extent to which discourses on social rights at the EU level can be made sufficiently robust to ensure the application of international or national labor standards as a buttress against increasingly mobile capital, in order to prevent “social dumping." It concludes, however, that the terms on which the foundational texts of the EU integration project operate—elevating “market" rights to equal, fundamental, status with social and labor rights—means that the exercise of social rights such as the right to strike is ultimately contingent on their compatibility with market integration. Purpose of the article: Most regional macroeconomic processes may not be adequately analyzed without accounting for their spatial nature: regional distances, interactions between neighbors, spill-over effects and interdependencies. This contribution focuses on various factors ruling unemployment dynamics in the Visegrad Group countries and their major economic partners: Germany and Austria. The analysis is performed at the NUTS2 level. Methodology/methods: Spatial econometrics is a unique tool for a broad range of quantitative analyses and evaluations. Spatial econometric models are based (...) on geo-coded data. Spatial econometrics and regional competitiveness paradigms are combined into different types of regression model specifications describing unemployment dynamics. Alternative spatial structures are used for verification of stability in estimated model properties. Scientific aim: We aim to provide a detailed empirical evaluation of spatially determined factors of regional unemployment dynamics, along with insight into the robustness of such approach. Both conceptually and parametrically varying neighbor definitions are used to provide evidence for model evaluation. Findings: We find strong positive spatial dependence patterns in the estimated models, robust against varying neighborhood definitions. Our results strongly support the importance of regional and potentially cross-border cooperation in macroeconomic policies addressing unemployment. The estimated models also underline the importance of using spatial models, by pointing out the bias in OLS-estimated models. Conclusions and limits: Spatial approach to econometric analysis provides important insight and robustness to a broad range of unemployment analyses that may be carried out using regional data. At the same time, it should be noted that this article focuses mostly on the spatial and stability aspects of model estimation, while leaving out other interesting topics such as spill-over effects calculations as based on estimated models. Today, the concept of Corporate Social Responsibility is more popular in Poland. Under the framework, many companies are taking actions to its stakeholders and the environment. These include building human capital, social capital and innovation. These elements are the immaterial factors of competitiveness of the region. This means that the actors in the CSR contribute to increasing the competitiveness of the region and its competitive advantage. After the death of Prophet Muhammad (p.b.u.h), one of the most significant debated topics of Muslims was the institution of caliphate. This institution caused crucial argumentations through the ages from Abu Bakr to Abd-al-Majid who was the hundreth khalifa. Some prominent issues in that regard as follows: How khalifa comes to power, who becomes khalifa, whether he is descended from Quraysh or not, which kind of traits khalifa should have, and how khalifa should behave in certain circumstances. While these arguments (...) were going on, caliphate was maintained based on the reign under some certain dynasties’ responsibilities after the Rashidun (rightly guided) Caliphs. Umayyads, Abbasids and Ottoman Dynasties were the most well-known ones of these dynasties. Throughout history, even though caliphate passed in one another’s hands among aforementioned dynasties, none of them did attempt to abolish this position. However, Turkish Muslims who became defeated with European occupation of non-western territories decided to abolish caliphate for the sake of modernization activities within the period of transition from imperialism to nation state. This decision brought about a trauma, which was much more critical than former argumentation around the position in Muslim world. Many congresses were organized in Islamic world in order to recover from this trauma. While this kind of quests were continuing, Muhammad Hamīdullah proposed “High Caliphate Council” in relation to rearrangement of caliphate in accordance with the conditions of Islamic countries. This proposal offers an applicable model to today’s modern nation states by establishing unity among them and leaving aside their conflicts and differences. This proposal offers a resolution of much-discussed matters of the position within the limits of principals. It also draws attention by showing a possibility of Islamic union in contemporary Islamic thought. Summary: The matters of who undertakes the management of societies, how rulers come to power and in what manners the rulers maintain the management have been discussed throughout history. It is seen that rulers adopted kingdom as regime before the period of the Prophet Muhammad (p.b.u.h). There was also two-person management. The discussions about this matter were also seen around khalifas who were the rulers of Muslims after the death of Prophet Muhammad (p.b.u.h). Some debated issues in that regards as follows: Who becomes khalifa, how he is elected, which traits he should possess, and so on. Caliphate continued its existence despite the discussions until the first quarter of the 14th Hijra era. Abolition of caliphate was a trauma for Muslims undoubtedly. From Anatolia to Egypt and from India to the Balkans, many attempts were carried out to recover from this trauma. However, this matter was oversimplified in the conditions of that period since it became a topic which was hushed over in just congresses and conventions. One of the people who wrote on this topic, which maintains its vitality even today was Muhammad Hamīdullah. He was an important Islamic scholar, a lawyer and a historian in Indian geography. Hamīdullah did deal caliphate by indicating its history broadly. The distinctive feature of Hamīdullah from others who wrote on this topic is that he also presented a considerable offer to solve the matter. In this sense, Hamīdullah experienced the trauma in his own life as all muslims did it with the abolition of caliphate. Hence he mentioned this matter in his writings in the mood of care and dignity of a scientist and also in feeling of a heartbroken muslim. Hamīdullah made clear that the method of election of the ruler differed throughout history. Indeed, the verses of Holy Qur’ān, the applications of the Prophet Muhammad (p.b.u.h) and the differences of Four Great Chaliphs on coming to power testified this claim. According to Hamīdullah, it is quite normal that the method of regime can vary according to the conditions of societies. He recommended acting based on timeless rules rather than the changes that vary according to conditions and places. He also stated that the regime which Islam approves is a combination of kingdom and democracy in his lines dealing with methods of regime. To him, kingdom is the method of regime of empire. Empire is the regime in which various nationalities live together with all their differences and interact with one another intensely and in which the rulers rule over wide borders. On the other hand, Islamic world lost its edges of empire, changed its regime and divided to nation states after the decline of the Ottoman Empire and Mughal Empire which were established by Muslims. On the contrary, westerners attempted to establish a head empire several times after building nation states in Europe. Some of them are UN, NATO, EU, to name but a few. In our opinion, in the transition process of Muslim rulers from empire to nation state, Hamīdullah made an offer to accomodate Islamic law in state law, Islamic politic and administrative principles in politics and administration practices, Islamic education system in education system, and principles of Islamic economics in economic decisions of government using the Prophet Muhammed’s life as a base. He also explained to Muslims that the method of regime can be changed and the essential matter is to apply Islamic management principles in such a new situation. He played a role in clearing the way for Muslims by indicating that the method of Islamic regime can be changed according to conditions but the principles of Islam are unalterable. To the writer of these lines, Hamīdullah intimates that it is not so true to stick to the form of the process in Muslim territories in which a compulsory transition from the empires or multinational social structures to the nation state structures have been experienced for the last two ages. However, the first matter to dwell on should be whether the ruler of the government behaves in accoradance with the principles of Islam or not. To Hamīdullah, the second matter is that even though Muslim countries had to enter in the process of becoming nation states, Muslims should make an effort to establish supra-state associations as required by Islam. In this respect, Hamīdullah’s proposal is “High Caliphate Council”. This council is a considerable offer presented to Muslim countries in the age when a universal caliphate is not possible and Muslims head towards a unified state form all over the world. Today, this offer recommends countries of which great majority is Muslims and in which Muslims are minority to meet on a common ground rather than conflict because of differences among them. The High Caliphate Council is an institute consists of presidents or hereditary administrators as leading and regular members and so it avoids regional competition. It is established by Muslim presidents who shares the chair alternately. Based on this, all Muslim presidents play a role altogether in this council without need to be Sunni, Shia, or from Quraysh. The High Caliphate Council is a reflection of a dream, which started a century and half a century ago but is required more today. It is also a reflection of the discourse of “Islamic Union” in Contemporary Islamic Thought. The Caliphate Council and International Islamic Legists’ Association, which is the first practical step of the council can be seen as the theory of a new world order based on the unity principle of Islam. Hamīdullah does not consider this order not only in the range of belief but also with the aim of institutionalizing ‘ijmā (consensus of Islamic legists) and qiyās(legal analogy). He stated that International Islamic Legists’ Association, which is a scientific institution could not be established beforetime by Muslims spread on three continents due to lacking of communication among them. However, thanks to today’s possibilities, the establishment of such association is easier today. Hamīdullah found dynamic solutions such these two institutions for the realization of caliphate, which is a religious necessity. He marked an era for Muslims in the period of time when they are on a quest. (shrink)
