Recent research into the nature of self in artificial and biological systems raises interest in a uniquely determining immutable sense of self, a “metaphysical ‘I’” associated with inviolable personal values and moral convictions that remain constant in the face of environmental change, distinguished from an object “me” that changes with its environment. Complementary research portrays processes associated with self as multimodal routines selectively enacted on the basis of contextual cues informing predictive self or world models, (...) with the notion of the constant, per-vasive and invariant sense of self associated with a multistable attractor set aiming to ensure personal integrity against threat of disintegrative change. This paper proposes that an immutable sense of self emerges as a global attractor which can be described as a project ideal self-situation embodied in frontal medial processes during more or less normal adolescent development, and that thereafter serves to orient agency in the more or less free development of embodied potentials over the life course in effort to realize project conditions, phenomenally identified with the felt pull towards this end as purpose of and source of meaning in life. So oriented, life-long self-development aims to embody solutions to problems at different timescales depending on this embodied purpose, ultimately in the service of evolutionary processes securing organism populations against threats of disintegrative change over timespans far beyond that of the individual. After characterizing the target sense of self, research circling this target is briefly surveyed. Self as global project and developmental neural correlates are proposed. Then, the paper discusses some implications for research in biological and artificial systems. Building from earlier work in cognitive neurorobotics, discussion affirms the value of reinforcement rituals including prayer in metaphysical self-development, considers implications for value alignment and rights associated with free will in the context of artificial intelligence and robot religion, and concludes by emphasizing the importance of self-development toward project ideals as source of meaning in life in the current social-political environment. International debates surrounding the management of universities in Western states have focused heavily upon the implications of neo-liberalism and the economisation of knowledge at national and international levels. However, investigations at the institutional level reveal that programmes for the development of human capital, organisational reputation and service quality in education and research are encouraged through regimes of self-development, directed towards organisational objectives. This article utilises governmentality theory to explore the relationship between governance and subjectivity within the Australian higher education (...) system. The governance of higher education, it will be argued, is enabled by mentalities of government which are dependent upon contemporary technologies, techniques for self-evaluation and career-planning, expertise about university labour, and—importantly—practices which engender an enterprising academic identity. To explore the utility of this analysis in contemporary Western liberal states, this study explores the construction of subjectivity implicit within Monash University’s Performance Development Online technology. Embedded with “technologies of the self,” this performance management platform is positioned within Monash as a gateway which requires academics to reflect upon their careers and selves, encouraging the genesis of marketable identities. The development of the countries of Eastern Europe as a democratic legal state is primarily determined by how rational and efficient the organization of state power is. Recently, one can observe a tendency for riveted attention to change from central to local government, which is represented by local authorities. Local self-government is one of the fundamental democratic foundations of the constitutional system in postmodern society. That is why its modern transformation is being updated by the role of the most (...) important factor in the development of the entire system of Ukrainian statehood. And having chosen the European direction as the vector of external integration, it became expedient to study the experience of countries that have gone through a complex, but progressive, path of reform in a postmodern society. Comparing the European integration aspirations with the program of changes that Ukraine needs, one should choose the right benchmark on which one can or must rely on in the process of modern institutionalization of the power system. In our opinion, the option of choosing a country of permanent democracy, which have gone the path of many years of change, containing revolutionary upheavals, and have a specific historical development, is erroneous. But neighboring European countries, not only bordering Ukraine, but have also gone through similar stages of development, can set the basic vector for domestic institutional changes. For a long time, the Interstate Association of the Visegrad Four Countries has been a partner and conductor of Ukraine’s foreign policy. (shrink)

The monograph presents the ideas about the main changes that occurred in the development of technologies from the emergence of Homo sapiens till present time and outlines the prospects of their development in the next 30–60 years and in some respect until the end of the twenty-first century. What determines the transition of a society from one level of development to another? One of the most fundamental causes is the global technological transformations. Among all major technological breakthroughs in history the (...) most important are three production revolutions: 1) the Agrarian Revolution; 2) the Industrial Revolution; and 3) the Cybernetic one. The book introduces the theory of production revolutions which is a new valuable explanatory paradigm that analyzes causes and trends of dramatic shifts in historical process. The authors describe the course of technological transformations in history and demonstrate a possible application of the theory to explain the present and forthcoming technological changes. They analyze the technological shifts which took place in the second half of the twentieth and early twenty-first centuries and forecast the main shifts in the next half a century. On this basis the authors present a detailed analysis of the latest production revolution which is denoted as ‘Сybernetic’. They make some predictions about its development in the nearest five decades and up to the end of the twenty-first century and show that the development of various self-regulating systems will be the main trend of this revolution. The authors argue that the transition to the starting final phase of the Cybernetic Revolution (in the 2030–2040s) will first occur in the field of medicine (in some its innovative branches). In future we will deal with the started convergence of innovative technologies which will form the system of MANBRIC-technologies (i.e. the technological paradigm based on medicine, additive, nano- and bio- technologies, robotics, IT and cognitive technologies). To understand how complex dynamic systems, living or non-living, linguistic or non-linguistic, come to be organized as systems, to understand how their inherent dynamic nature gives rise to organisations and forms that have found a balance between potentiality for change and evolution on the one hand, and requisite stability in a given environment on the other, is the main ambition of the study of evolutionary systems. The aim of the present volume is to elucidate the scientific and (...) philosophical backgrounds that play a role in one of the major debates taking place in that field, namely that on the relation between selection and self-organization. The book represents a genuine interdisciplinary forum in which the major representatives of evolutionary systems take part. The article examines the challenge of achieving sustainable mediational equilibrium within the Self–Other relationship. It argues that the mere pursuit of mutual understanding among dialogue participants is insufficient to guarantee productive communication, particularly in contexts where interactions are driven by competition for scarce resources and opportunities. Under such conditions, subjects risk becoming dependent on instrumental reason – the logic of control and suppression – which transforms both the Self and the Other from fully-fledged personalities into functions of reified (...) rationality. The analysis introduces a distinction between two roles of the individual: the person as a bearer of unique values and meanings, and the individual as a subject of social relations, an actor immersed in practical interactions. It is demonstrated that the capacity of the former to exert control over the latter is limited, and that interactions are shaped not only by the personal qualities of the participants but also by the impersonal logic of instrumental reason. This logic is conceptualized as a kind of third subjectivity that mediates the dialogue between the Self and the Other. Achieving mediational equilibrium becomes possible through the development of autonomy among the parties, through their transformation, mutual recognition, and the search for a measure of compatibility. This approach is traced through examples from A.S. Akhiezer’s theory of sociocultural mediation, A.P. Davydov’s concept of inter-subjective dialogue, and R. Bush and J. Folger’s theory of transformative mediation. Key concepts in the latter include empowerment (strengthening participants’ ability to clearly recognize their goals and make responsible decisions) and recognition (willingness to hear and understand the Other’s perspective). The essence of transformative mediation lies in the transition from imposing one party’s position to a collaborative search for new possibilities, allowing the realization of both Self and Other’s interests through dialogue. In conclusion, the article asserts the importance of overcoming the logic of mutual accusations by shifting the focus from the opponent’s personality to the impersonal structures limiting the self-determination of all parties. Socialism grew up in opposition to capitalism, just as liberalism developed in reaction to feudalism. Both liberalism and socialism combined potent critiques of the existing socio‐economic order with blueprints for a desirable future society. However, liberalism provides a rather more coherent body of thought than does socialism, and its theories are linked with the emergence of a dominant system combining capitalism and liberal democracy. By contrast, no widespread socio‐economic order has as yet emerged which can be confidently or closely associated (...) with the ideas of socialism. In both cases the relationship between theories and actual systems is a contestable one, but it has been particularly problematic in the history of socialism. (shrink)

In this article a neo-Jamesian approach to the self is developed within a naturalistic, bottom-up, and systemic-relational framework. In this approach, consciousness of the body as one’s own body is a necessary precondition of self-consciousness as psychological self-awareness, and hence of a socially and historically situated narrative self. Thus we take on board the criticism of those accounts of the narrative self that pay little attention to embodiment, or go to the extreme of stating that (...) the narrative self is abstract and hence not embodied. But at the same time, we reject the idea that the embodiment of the narrative self is provided by a pre-reflective self-consciousness. By contrast, we view self-consciousness as a construction all the way down, which develops from automatic and pre-reflective processing of representations of objects (object-consciousness), through awareness and then self-awareness of the body, up to introspective self-awareness and then narrative identity. This form of constructivism is a naturalistic reinterpretation of the Hegelian idea that selfhood is socially constructed and self-experience intersubjectively mediated. However, it enables to move away from that blend of narrativism and epiphenomenism that characterizes some strands of the socio-constructivist approach to the narrative self. The storied Me that the selfing process makes is not “empty chatter”, but rather a causally efficacious layer of personality viewed as a self-unifying system. (shrink)

ABSTRACT Against empiricist and rationalist prejudices concerning the nature of issues related to “mental health,” this article offers a phenomenological account of identity as developed in a meaningful system with the environment or world. Drawing on the work of Merleau-Ponty and Dewey, I argue that behavioral and emotional health and illness must be understood in terms of the plasticity or rigidity, respectively, of the individual's responses in the face of new and threatening environmental demands. However, individual plasticity and rigidity are (...) not given qualities of the individual but are themselves developed in healthy or unhealthy interpersonal environments. I discuss three cases of emotional and behavioral trouble in order to explore the manner in which unhealthy self-environment systems can undermine individuals' powers of adaptability and growth. The article is devoted to the study of the development patterns of the local government system in the Russian Federation. The submission to the State Duma of the Russian Federation of the draft Federal Law «On the general principles of the organization of local self-government in the unified system of public authority» in December 2021 means the preparation of a new stage of municipal reform and makes it relevant to study long-term changes in the institutional organization of local (...) class='Hi'>self-government. The purpose of the study is to analyze changes in the structure of local self-government bodies and the rules of their formation at each stage of the development of this institution, as well as to identify the main patterns of this process. The analysis of the legislative base regulating the structure and rules of formation of local self-government bodies has been carried out. The data related to the development of the local government system provided by the Ministry of Justice of the Russian Federation were analyzed. It is shown that the structure of local self-government bodies has not undergone significant changes. However, there have been changes in the ways of forming local self-government bodies, which reflect the trend towards their loss of institutional independence and integration into a single system of public power. This trend appeared at the stage of implementation of the Federal Law on Local Self-Government in 2003 and was consolidated in the new Draft law on Local self-government submitted to the State Duma of the Russian Federation in 2021. It is concluded that there is a tendency to increase the dependence on federal and regional legislators of local self-government bodies. For the institute of heads of municipalities, the loss of institutional independence was clearly manifested by the introduction of the procedure for electing heads by competition, displacing both election at municipal elections and election from the Council of Deputies. The formation of representative bodies, having passed the stage of delegating deputies to higher levels, returns to the model of direct elections. However, this happens in the context of the rejection of a two-tier system of local self-government. (shrink)

It is commonly accepted by those who consider macroevolution as a process decoupled from microevolution that its apparent jerkiness (and, hence, incompatibility with principles of population genetics) results from the structural complexity of epigenetic systems, since all complex cybernetic systems are expected to behave discontinuously. To analyse the validity of this assumption, the process of self-improvement has been analysed in a complex cybernetic system by means of computer simulations. It turns out that the investigated system tends to (...) develop by accumulation of as small structural changes as possible, while larger changes are likely to result in the collapse of the system rather than in its persistence or improvement. This implies that cybernetic considerations alone cannot justify the claim that the very nature of epigenetic systems induces evolution by discrete steps rather than by gradual accumulation of small changes. Some dynamic systems approaches posit discontinuous changes, even universal stages, in development. Conversely, Thelen and colleagues see development as gradual because it relies on real-time interactions among many components. Yet their new model hinges on one parameter, neural cooperativity, that should change discontinuously because it engenders new skills that catalyze neural connectivity. In fact, research on cortical connectivity finds development to be discontinuous, and possibly stage-like, based on experience-dependent and experience-independent factors.

Many pseudosciences, conspiracy theories and other unfounded belief systems have a self‐sealing nature, being equipped with defence mechanisms and immunizing strategies that protect them against counterevidence and criticism. In this article, we discuss the existence of ‘epistemic black holes’, belief systems which posit intelligent agents that are deliberately evading detection and thus sabotaging any investigation into their existence. These belief systems have the remarkable feature that they predict an absence of evidence in their favour, and even (...) the discovery of counterevidence. The most obvious instances of such epistemic black holes are unfounded conspiracy theories, but examples crop up in other domains as well. We outline the development and cultural evolution of epistemic black holes, drawing from a number of case studies. Most importantly, because of their self‐sealing character and resilience to counterevidence, epistemic black holes suffer from a recurring problem of arbitrariness and proliferating alternatives. Shedding light on how epistemic black holes function can help to inoculate people against their enduring allure. (shrink)

Underdevelopment increases unemployment, which further worsens poverty levels among people in rural communities and inequality in the country at large. At present, government financial institutions are failing to reach rural communities which they are meant to develop. The inability of such communities to access capital from formal financial institutions drives them to devise alternative means through which they can survive and improve their livelihoods. Stokvels are effective self-help economic development strategies in rural South Africa which do not depend on (...) external forces but rely totally on the determination of members of the community to improve their lives themselves. The creation of self-help projects such as stokvels are founded on the principle of ubuntu, which goes beyond the enrichment of the individual. Stokvels constitute an ethical framework that could improve the economic distribution in modern-day society. Adopting indigenous African ways of dealing with African problems could therefore prove an effective tool for helping to alleviate poverty in rural areas. Self-organized criticality (SOC) is based upon the idea that complex behavior can develop spontaneously in certain multi-body systems whose dynamics vary abruptly. This book is a clear and concise introduction to the field of self-organized criticality, and contains an overview of the main research results. The author begins with an examination of what is meant by SOC, and the systems in which it can occur. He then presents and analyzes computer models to describe a number of (...) systems, and he explains the different mathematical formalisms developed to understand SOC. The final chapter assesses the impact of this field of study, and highlights some key areas of new research. The author assumes no previous knowledge of the field, and the book contains several exercises. It will be ideal as a textbook for graduate students taking physics, engineering, or mathematical biology courses in nonlinear science or complexity. (shrink)

From birth to 15 months infants and caregivers form a fundamentally intersubjective, dyadic unit within which the infant’s ability to recognize gender/sex in the world develops. Between about 18 and 36 months the infant accumulates an increasingly clear and subjective sense of self as female or male. We know little about how the precursors to gender/sex identity form during the intersubjective period, nor how they transform into an independent sense of self by 3 years of age. In this (...) Theory and Hypothesis article I offer a general framework for thinking about this problem. I propose that through repetition and patterning, the dyadic interactions in which infants and caregivers engage imbue the infant with an embodied, i.e., sensori-motor understanding of gender/sex. During this developmental period (which I label Phase 1) gender/sex is primarily an intersubjective project. From 15 to 18 months (which I label Phase 2) there are few reports of newly appearing gender/sex behavioral differences, and I hypothesize that this absence reflects a period of developmental instability during which there is a transition from gender/sex as primarily inter-subjective to gender/sex as primarily subjective. Beginning at 18 months (i.e., the start of Phase 3), a toddler’s subjective sense of self as having a gender/sex emerges, and it solidifies by 3 years of age. I propose a dynamic systems perspective to track how infants first assimilate gender/sex information during the intersubjective period (birth to 15 months); then explore what changes might occur during a hypothesized phase transition (15 to 18 months), and finally, review the emergence and initial stabilization of individual subjectivity-the period from 18 to 36 months. The critical questions explored focus on how to model and translate data from very different experimental disciplines, especially neuroscience, physiology, developmental psychology and cognitive development. I close by proposing the formation of a research consortium on gender/sex development during the first 3 years after birth. (shrink)

The immune system is a central component of organismic function in humans. This paper addresses self-organization of biological systems in relation to—and nested within—other biological systems in pregnancy. Pregnancy constitutes a fundamental state for human embodiment and a key step in the evolution and conservation of our species. While not all humans can be pregnant, our initial state of emerging and growing within another person's body is universal. Hence, the pregnant state does not concern some individuals but (...) all individuals. Indeed, the hierarchical relationship in pregnancy reflects an even earlier autopoietic process in the embryo by which the number of individuals in a single blastoderm is dynamically determined by cell– interactions. The relationship and the interactions between the two self-organizing systems during pregnancy may play a pivotal role in understanding the nature of biological self-organization per se in humans. Specifically, we consider the role of the immune system in biological self-organization in addition to neural/brain systems that furnish us with a sense of self. We examine the complex case of pregnancy, whereby two immune systems need to negotiate the exchange of resources and information in order to maintain viable self-regulation of nested systems. We conclude with a proposal for the mechanisms—that scaffold the complex relationship between two self-organising systems in pregnancy—through the lens of the Active Inference, with a focus on shared Markov blankets. This paper elucidates and rationalizes the ethical governance system for healthcare AI research, as outlined in the ‘Research Ethics Guidelines for AI Researchers in Healthcare’ published by the South Korean government in August 2023. In developing the guidelines, a four-phase clinical trial process was expanded to six stages for healthcare AI research: preliminary ethics review (stage 1); creating datasets (stage 2); model development (stage 3); training, validation, and evaluation (stage 4); application (stage 5); and post-deployment monitoring (stage 6). Researchers (...) identified similarities between clinical trials and healthcare AI research, particularly in research subjects, management and regulations, and application of research results. In the step-by-step articulation of ethical requirements, this similarity benefits from a reliable and flexible use of existing research ethics governance resources, research management, and regulatory functions. In contrast to clinical trials, this procedural approach to healthcare AI research governance effectively highlights the distinct characteristics of healthcare AI research in research and development process, evaluation of results, and modifiability of findings. The model exhibits limitations, primarily in its reliance on self-regulation and lack of clear delineation of responsibilities. While formulated through multidisciplinary deliberations, its application in the research field remains untested. To overcome the limitations, the researchers’ ongoing efforts for educating AI researchers and public and the revision of the guidelines are expected to contribute to establish an ethical research governance framework for healthcare AI research in the South Korean context in the future. This article attempts to open the debate on a territorial development perspective that fixes the interest in organized territories that are characterized by the existence of a community with a local identity, politically and administratively regulated. We conceive these territories as subjects of development promotion interventions. For this we propose a model for the creation of Municipal Development Forums, which with the participation of local actors, can generate a tailor-made Local Development Program. The development program will consider a diagnosis of (...) the productive profile of the territory and its relationship with the characteristics and origin of goods or services consumed at the municipality. Based on the diagnosis, the causes of the decoupling between the local production system and consumption needs can be detected. And with this, find a way to readjust local production systems to meet the demand for goods and services of the inhabitants, generating new companies and encouraging local consumption. (shrink)

Local government reform in Jamaica aims (i) to refocus local authorities to providing leadership and a coordinating framework for the collective efforts of the people towards local development and (ii) to assess local service distribution modalities between central and local governments, the private sector and CSOs for more cost-effective arrangements. The institutional context in which these objectives are to be pursued is characterized by a new local governance framework populated by ‘a federated system of development committees’. Development committees are expected (...) to work in partnership with local authorities in pursuit of economic transformation of geographic spaces. Participatory development that development committees exemplify conjures up images of ownership of local [economic] development projects and an empowered citizenry that has the capacity to direct resources in their favour. Development committees represent a differentiated method of local economic governance. But the concern is: Are development committees fit for purpose? This is the fundamental question with which this research is concerned. A survey of parish development committees (PDCs) was conducted to determine the extent to which the organizations are giving effect to their mandate. The study is exploratory in design and relies on qualitative methodologies. The results of the study will be important for assisting the local governance reform process currently underway in Jamaica but should contribute to the discourse on the alternative approaches to managing development in developing countries. Contemporary complexity theory has been instrumental in providing novel rigorous definitions for some classic philosophical concepts, including emergence. In an attempt to provide an account of emergence that is consistent with complexity and dynamical systems theory, several authors have turned to the notion of constraints on state transitions. Drawing on complexity theory directly, this paper builds on those accounts, further developing the constraint-based interpretation of emergence and arguing that such accounts recover many of the features of more traditional (...) accounts. We show that the constraint-based account of emergence also leads naturally into a meaningful definition of self-organization, another concept that has received increasing attention recently. Along the way, we distinguish between order and organization, two concepts which are frequently conflated. Finally, we consider possibilities for future research in the philosophy of complex systems, as well as applications of the distinctions made in this paper. (shrink)

Despite the development of a vast body of literature pertaining to feminism and science, examples of how feminist phifosophies might be applied to scientific theories and practice have been limited. Moreover, most scientists remain unfamiliar with how feminism pertains to their work. Using the example of the immune system, this paper applies three feminist epistemologies feminist empiricism, feminist standpoint theory, and feminist postmodernismtoassess competingchims of immune function within a feminist context.

Despite continuous efforts to reduce poverty on the global, national and communal levels the problem of closing the income gap remains serious. In this work, we analyze why the traditional infrastructure-based approach to development is becoming less effective. We have identified some features of the promising new approach, described in the collection of works "Self-Transformation of the Forgotten Four-Fifths" edited by Robert G. Dyck and Matjaz Mulej. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as a key factor (...) of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment. The introduction of Artificial Intelligence systems has demonstrated impeccable potential and benefits to enhance the decision-making processes in our society. However, despite the successful performance of AI systems to date, skepticism and concern remain regarding whether AI systems could form a trusting relationship with human users. Developing trusted AI systems requires careful consideration and evaluation of its reproducibility, interpretability, and fairness, which in in turn, poses increased expectations and responsibilities for data scientists. Amid increasing demands from students and the public, universities have recently reinvigorated their efforts to increase the number of faculty from underrepresented populations. Although a myriad of piecemeal programs targeting individual recruitment and development have been piloted at several institutions, overall growth in faculty diversity remains almost negligible and highly localized. To bring about genuine change, we hypothesize a consortia approach that links individuals to hiring opportunities within a state university system might be more effective. Here we present a case (...) study describing the progress of the NSF-funded Alliances for Graduate Education and the Professoriate PROMISE Academy Alliance, a consortium within the University System of Maryland collaborating to develop, implement, self-study, evaluate, and disseminate a unique postdoc-to-faculty conversion model in the biomedical sciences. The initiative centers on diversifying faculty across five institutions in the USM, including teaching-focused institutions, comprehensive universities, research institutions, and professional schools. Components of this approach include enhanced recruiting and hiring practices to attract outstanding postdoctoral scholars from underrepresented backgrounds, multi-institutional networking and professional development, and facilitated processes to transition postdocs into tenure-track positions at their postdoctoral institution or another institution in the state system. This model is distinct from more deficit-based approaches because it goes beyond focusing on building the individual’s skills to enter the professoriate. This program restructures the traditionally short-term nature of postdoctoral employment and incorporates a pathway to a tenure-track professorship at the same institution or within the same statewide system where the postdoc is trained. This multi-institutional model leverages collaboration and distinct institutional strengths to create cross-institutional support, advocacy, and policy. Importantly, it uses a decentralized financial structure that makes this approach distinctly replicable. Recognizing the immediate need for more collaborative approaches to diversify faculty and a lack of literature about such approaches, this case study describes the development of, and potential benefits of, a state university system, as well as the qualitative lessons learned from self-study, internal evaluation, external evaluation, and NSF site visits. The AGEP PROMISE Academy can serve as a model for replication at other university systems hoping to diversify their faculty. (shrink)

The article is devoted to the changes in the conceptual understanding of the institution of local self-government that has been taking place in the last three decades. The submission to the State Duma of the Russian Federation of the Draft Federal Law «On the general principles of the organization of local self-government in the unified system of public authority», which took place at the end of 2021, allows analyzing the trajectory of the development of the institute of local (...) self-government in post-Soviet Russia from the point of view of a more global time and conceptual perspective. The purpose of this work is to identify the trajectory of the development of the conception of local self-government in RF. Research attention is focused on identifying the conception of local self-government formulated in official documents, a gradual change in the conceptual interpretation of this institution. It is shown that the main shiftin the conceptual understanding of local self-government occurs along the axis of institutional independence / institutional dependence of local self-government on state authorities. The development of the conceptual understanding of local self-government in post-Soviet Russia proceeds along the trajectory from a public concept (local self-government as an independent activity) to a state one (local self-government as a form of exercising power) and to a hyperstate one (local self-government as a link in a unified system of exercising authority). The article is devoted to the analysis of the upcoming reform of local self-government initiated by amend­ments to the Constitution of the Russian Federation (2020) and the Draft Federal Law No. 40361-8 «On general principles of the organization of local self-government in a unified system of public author­ity», submitted to the State Duma of the Russian Federation in December 2021. The purpose of the study is to identify and analyze trends in the development of the institutional organization of (...) local self-govern­ment, manifested in the context of the development of the new Draft Federal Law. It is shown that a special type of institutional organization is emerging in the sphere of domestic local self-government, which can be defined as institutional minimalism. Its main features are highlighted. It is concluded that the manifes­tations of institutional minimalism are possible only in the conditions of continuation of such trends as the strengthening state control and unification of local self-government, which previously existed, but were further strengthened in connection with the building of a unified system of public power. Is the study of living systems a useful metaphor for political science? In this book, Dr. Dobuzinskis argues for further exploration of biopolitical models to explain the complexity of political theory and social change. His discussion emphasizes the new cybernetics, which considers not only self-regulating but also self-organizing or self-producing systems. Self-organizing systems operate in an autonomous sphere comparable to the autonomy of the political community and the political actors who compose this community. (...) The autonomy of these systems is maintained through dynamic equilibration processes that entail not only the preservation of a given structure but also, at crucial times, the creative rearrangement of the existing structure and its transformation into a new pattern of relations. From this perspective, a political crisis is both a threat to the political system and the occasion of its renewal; stability may also mean decay. Emphasizing the links that have developed historically between the natural and social sciences, this book is a reflection on the merits of and difficulties involved in representing the evolutionary process at the political level as the problematic reproduction of national communities and states. Systems evolve in order to adjust and survive. The paper’s contribution is that this evolvement is inadequate without an evolutionary telos. It is argued that without the presence of self-destruction in multiple levels of our existence and surroundings, our survival would have been impossible. This paper recognises an appreciation of auto-catastrophe at the cell level, in human attitudes (both as an individual and in societies), and extended to Earth and out to galaxies. Auto-Catastrophic Theory combines evolution with auto-catastrophic (...) behaviours and innovative machinery by offering new themes of understanding their merging such as (a) protogenic and deuterogenic auto-catastrophic processes, (b) protogenic and deuterogenic survival processes, and (c) ‘alive’, partially ‘alive’, and non-‘alive’ systems. The value of self-destruction relies on a numerical stability within a system and correlational relationships between systems. Auto-Catastrophic Theory provides novel justifications why artificial intelligence: (a) is crucial to overcome the extinction of humanity (via H+), (b) is crucial to offer indirect survival of humanity (by saving its history), and (c) is at the same time a threat for humanity. These novel justifications and themes, developed by combining evolution with catastrophe as well as innovative machinery, expand our knowledge of how best to handle fresh challenges ahead. (shrink)

Having emerged as an important concept in the organizational field, entrepreneurial orientation has also become a key idea in the context of education. Indeed, entrepreneurial education is now one of the common objectives for education and training systems in the European Union. Despite its importance, however, there is a scarcity of valid and reliable measures for assessing entrepreneurial orientation in students. The present study aimed to address this by developing and examining the psychometric properties of the Entrepreneurial Orientation (...) Scale (EOS). A second objective is to study the relationships between entrepreneurial orientation and gender, self-efficacy, and personal initiative. The sample comprised 411 vocational training students (50.36% male, 49.64% female). The final version of the instrument comprised 32 items assessing six dimensions: innovativeness, risk-taking, proactiveness, competitiveness, achievement orientation, and learning orientation. The EOS showed good psychometric properties and its dimensions demonstrated concurrent relationships with self-efficacy and personal initiative. The EOS may be used to measure entrepreneurial orientation in the educational context and to evaluate interventions designed to promote an entrepreneurial spirit in schools, colleges, and universities. We present a conceptual model of the ways in which built and social environments shape the development of self-regulation in early childhood. Importantly, in centering children of color growing up in historically disinvested neighborhoods, we first describe how systemic structures of racism and social stratification have shaped neighborhood built and social environment features. We then present evidence linking these neighborhood features to children’s development of self-regulation. Furthermore, we take a multilevel approach to examining three potential pathways linking neighborhood (...) contexts to self-regulation: school environment and resources, home environment and resources, and child health behaviors. Finally, we consider how racial-ethnic-cultural strengths and multilevel interventions have the potential to buffer children’s development of self-regulation in disinvested neighborhood contexts. Advancing multilevel approaches to understand the development of self-regulation among children of color living in historically disinvested neighborhoods is an important step in efforts to promote equity in health and education. Today it will be obvious that society needs a constantly learning mobile teacher and his improvement of personal and professional qualities. It is important to note that the training of a teacher who meets the requirements of today's professional activity is continuous, not continuous only during basic training, but also during continuing education courses and self-study, because the knowledge and skills acquired at university are no longer sufficient to solve new school problems. It is often thought that there is one key design principle or at best a small set of design principles, underlying the success of biological organisms. Candidates include neural nets, ‘swarm intelligence’, evolutionary computation, dynamical systems, particular types of architecture or use of a powerful uniform learning mechanism, e.g. reinforcement learning. All of those support types of self-organising, self-modifying behaviours. But we are nowhere near understanding the full variety of powerful information-processing principles ‘discovered’ by evolution. By attending (...) closely to the diver- sity of biological phenomena we may gain key insights into (a) how evolution happens, (b) what sorts of mechanisms, forms of representation, types of learning and development and types of architectures have evolved, (c) how to explain ill-understood aspects of human and animal intelligence, and (d) new useful mechanisms for artificial systems. Self-regulation, or the ability to effectively manage emotions and behavior, is a critical skill to develop in early childhood. Children living in a context of economic hardship are at an increased risk for developing self-regulation difficulties. However, few studies have comprehensively examined how multiple aspects of the caregiving environment, including fathers’ parenting and coparenting quality, may contribute to child self-regulation. Thus, this study applied a family systems perspective to examine whether coparenting and resident and non-resident (...) fathers’ reports of parenting quantity and quality were associated with observations of children’s self-regulation. Participants were drawn from the Embedded Developmental Study of the Three-City Study, a longitudinal study of children and families facing economic hardship. At Wave 1, when children were 2–4 years old, reports of parenting and coparenting were obtained. At Wave 2, when children were 3–6 years old, children participated in a snack delay and gift wrap task, which assessed their self-regulation. Multi-group path analyses indicated that resident fathers’ harsh parenting at Wave 1 predicted decreased levels of self-regulation at Wave 2. Non-resident fathers’ reported hours of involvement at Wave 1 predicted greater levels of self-regulation at Wave 2. Additionally, supportive coparenting among families with a non-resident father predicted greater self-regulation. Supportive coparenting was not associated with child self-regulation in families with a resident father. The implications for research focused on facilitating positive father–child relationships in diverse family contexts are discussed. (shrink)

Semantic systems are sytems with an inherent semantics. An example would be systems showing intrinsic intentionality: if a system is genuinely intentional, it must be able to define its own meanings. Searle was a forerunner of the modern idea of semantic systems in his oft-cited “Chinese Room” paper in 1980. The current author has approached the problem from a different angle 30 years ago in his book Self-Modifying Systems, claiming that minds can define their own (...) meanings by virtue of being “material”, in the sense of freely generating new properties on the fly, as do material objects. In the course of the process, meaning should arise because syntax does not fully describe the rich functioning of such systems, so goes the argument. While still attractive, the author has in the meantime abandoned the idea, for at least two reasons. One, fundamentals-seeking has itself been largely abandoned, because the study of questions like “is the mind computational”? has turned out to be non-productive. Two, brute force approaches such as ANN-based deep learning have been “unreasonably” successful, and this fact puts aside arguments about the limits of computational systems. This article aims to provide an account of self-reflexivity through recent debates that pertain to thinking about contemporary network culture. It focuses on the shifts from the mechanistic to the organic, and then towards the post-organic, pertaining particularly to current debates around an understanding of systems and structures. Although it employs a wide variety of disciplines, ranging from philosophy to mathematics, this article traces the lineage from modern art towards thinking about systems. This work is part of (...) an ongoing research objective that is directed towards practice-based research, particularly aimed at art practice that seeks to intersect with emerging network thinking and culture. One of the intentions of this article is to consider the account of self-reflexivity towards the implication of a ‘system as the medium’ in contemporary art practice, which is found in the writing of Francis Halsall. The research is part of an agenda that seeks to explore the conditions of production in contemporary culture, as a supplement to practice-based research. This article frames the debates around self-reflexivity through the chapter entitled ‘Strange loops’ by Mark C. Taylor, which is found in his book The Moment of Complexity: Emerging Network Culture (2001). It traces the lineage that Francis Halsall provides in his book Systems of Art: Art, History and Systems Theory (2008), and seeks to provide an account of self-reflexivity towards his consideration of the system as medium, found in the chapter entitled ‘Systems aesthetics and the system as medium’. In this chapter, Halsall provides an inclusive account of the medium that arguably covers the extent of contemporary art practices, through his contribution to system aesthetics. The account of self-reflexivity introduced in this article follows a parallel pathway to some of the major points in Halsall’s development of the system as medium. These include the ontologically stable modernist art object; the impact of cybernetics and information theory on art practice and discourse; and art that seeks to intersect with the environment. The aim of this paper is to provide insights into how information practitioners can develop further their awareness on ethical issues. In the context of the paper, awareness means able to identify and deal with issues of ethics in activities of information systems planning, development and use. The paper begins by presenting two areas which IS practitioners can initially explore to develop their ethical awareness. These areas are: IS Methodologies and Codes. The first area emphasises ethical awareness by using (...) methodologies. The second element aims to encourage ethical awareness by following principles. In both areas, self‐reflection is identified as a key element for awareness. Using Foucault’s ideas on power and ethics, a critical understanding of ethical awareness based on self‐reflection is presented to complement ethical awareness developments. This understanding is defined in terms of two elements of inquiry: Power relations analysis and ways of being ethical. With these two elements, the paper argues that IS practitioners can exert their critical thinking and create their own ethics, while still following IS methodologies and codes. (shrink)

While teachers' knowledge is widely viewed as a key aspect of professional development in the new era, little research attention has been paid to one of its key components: teacher data literacy. Accordingly, this study aimed to combine teacher data literacy with TPACK, a widely-used framework for understanding and assessing teachers' knowledge. We first used qualitative methods to develop this integrated framework, then distributed a quantitative self-report survey based on the framework to teachers, and analyzed the resulting data. The (...) qualitative phase highlighted five types of teachers' knowledge required in an integrated core knowledge system incorporating data literacy and provided insights for reflecting on teaching and learning in smart learning environments. The quantitative analysis of data from the TDL-TPACK questionnaire indicated that most teachers were competent practitioners but had some areas for improvement. Experienced teachers in their 30s and 40s performed at higher levels, while some of those aged over 50 displayed incremental decreases in performance. Other factors such as the age, experience, academic qualifications, and role of teachers may affect different aspects of their knowledge, including their data literacy. The research findings provide useful insights for additional teacher training and development programs in the context of smart education. (shrink)

The Myelin Regulator Factor (MYRF) is a master regulator governing myelin formation and maintenance in the central nervous system. The conservation of MYRF across metazoans and its broad tissue expression suggest it has functions extending beyond the well‐established role in myelination. Loss of MYRF results in developmental lethality in both invertebrates and vertebrates, andMYRFhaploinsufficiency in humans causesMYRF‐related Cardiac Urogenital Syndrome, underscoring its importance in animal development; however, these mechanisms are largely unexplored. MYRF, an unconventional transcription factor, begins embedded in the (...) membrane and undergoes intramolecular chaperone mediated trimerization, which triggers self‐cleavage, allowing its N‐terminal segment with an Ig‐fold DNA‐binding domain to enter the nucleus for transcriptional regulation. Recent research suggests developmental regulation of cleavage, yet the mechanisms remain enigmatic. While some parts of MYRF's structure have been elucidated, others remain obscure, leaving questions about how these motifs are linked to its intricate processing and function. (shrink)

Among the central debates within the classical German philosophy after I. Kant is the question of how intentional self-consciousness is possible. In the following discourse, Schelling's concept of self-consciousness in System of Transcendental Idealism will be examined and critically discussed. The central theses are, first of all, that for Schelling self-consciousness is a case of intentional consciousness; secondly, that Schelling develops a performative interpretation of intentional self-consciousness; and thirdly, Schelling fails to completely explain intentional self-consciousness.

I now understand why the invitation to contribute an article on “chaos theory” invoked both my excitement and reticience. Let me first explain my excitement in terms of intriguing developments generated by the Cosmic Background Explorer satellite. Since COBE strengthened an “inflationary” Big Bang Theory wherein the structure of the universe was induced by random statistical fluctuations, there are implications inter alia of thermodynamics for chaotic fluctuations in both the structure and biological systems formed from it. I shall then (...) explain my reticence concerning a chaosladen cosmology. Though it seems to call for an epistemological revision of deterministic scientific truth, the cosmology is as likely as one influenced by quantum mechanics to lead to either a pseudo-scientific connection of indeterminism to freedom and purpose or their dogmatic exclusion as possible “realities” by the natural and social sciences. What I will be concerned about are the conflation of physics with metaphysics and the need to metaphysically articulate the continuity between a primordial quantum fluctuation, biological “possibilities,” and human freedom. Stuart Kauffman here presents a brilliant new paradigm for evolutionary biology, one that extends the basic concepts of Darwinian evolution to accommodate recent findings and perspectives from the fields of biology, physics, chemistry and mathematics. The book drives to the heart of the exciting debate on the origins of life and maintenance of order in complex biological systems. It focuses on the concept of self-organization: the spontaneous emergence of order widely observed throughout nature. Kauffman here argues that (...) class='Hi'>self-organization plays an important role in the emergence of life itself and may play as fundamental a role in shaping life's subsequent evolution as does the Darwinian process of natural selection. Yet until now no systematic effort has been made to incorporate the concept of self-organization into evolutionary theory. The construction requirements which permit complex systems to adapt remain poorly understood, as is the extent to which selection itself can yield systems able to adapt more successfully. This book explores these themes. It shows how complex systems, contrary to expectations, can spontaneously exhibit stunning degrees of order, and how this order, in turn, is essential for understanding the emergence and development of life on Earth. Topics include the new biotechnology of applied molecular evolution, with its important implications for developing new drugs and vaccines; the balance between order and chaos observed in many naturally occurring systems; new insights concerning the predictive power of statistical mechanics in biology; and other major issues. Research on the use of smartphone apps with the aim of developing self-regulated learning and increasing academic performance of university students in virtual mode, as a result of the COVID-19 pandemic, is recent and scarce. The present article shows the results of a study that analyzed the effect of using the 4Planning app with an intra-curricular approach on SRL and on the academic performance of 119 1st-year psychology students in virtual mode, at a Chilean university. The research was (...) conducted with quantitative methodology and a quasi-experimental design, with pre- and posttest measurements of an experimental group and comparisons with three control groups. The results show that students who used the app during 10 weeks of the first academic semester 2021: increased SRL self-report, increased academic self-efficacy, and obtained higher academic performance, compared to those who did not use it. The above occurs because the 4Planning app activates functions of the self-regulatory system of goal-directed behavior, which allows exercising the capacity of self-direction and self-influence on this type of behavior in the particular context of academic performance, which produces SRL. It is concluded that the 4Planning app is effective in developing self-regulation and improving the academic performance of 1st-year university students, in virtual learning mode. (shrink)

The article analyzes the forms of public participation in the implementation of local self-government at various stages of municipal reform. It studies the consolidation of various forms of participation in federal laws on local self-government. The analysis of data from the annual Monitoring of the development of the local government system has been carried out, which makes it possible to assess the real prevalence of various forms of public participation. It is shown that the new Draft Law on (...) local self-government reinforces the general trend towards reducing the municipal sphere and simplifying the institutional organization of local self-government. This, in turn, leads to a reduction in the total number of forms of public participation in self-government, a reduction in their demand and a reduction in the space of deliberative democracy as a whole. At the same time, there is a reduction in both power and advisory forms of participation. (shrink)

The Darwinian concept of natural selection was conceived within a set of Newtonian background assumptions about systems dynamics. Mendelian genetics at first did not sit well with the gradualist assumptions of the Darwinian theory. Eventually, however, Mendelism and Darwinism were fused by reformulating natural selection in statistical terms. This reflected a shift to a more probabilistic set of background assumptions based upon Boltzmannian systems dynamics. Recent developments in molecular genetics and paleontology have put pressure on Darwinism once again. (...) Current work on self-organizing systems may provide a stimulus not only for increased problem solving within the Darwinian tradition, especially with respect to origins of life, developmental genetics, phylogenetic pattern, and energy-flow ecology, but for deeper understanding of the very phenomenon of natural selection itself. Since self-organizational phenomena depend deeply on stochastic processes, self-organizational systems dynamics advance the probability revolution. In our view, natural selection is an emergent phenomenon of physical and chemical selection. These developments suggest that natural selection may be grounded in physical law more deeply than is allowed by advocates of the autonomy of biology, while still making it possible to deny, with autonomists, that evolutionary explanations can be modeled in terms of a deductive relationship between laws and cases. We explore the relationship between, chance, self-organization, and selection as sources of order in biological systems in order to make these points. (shrink)

Is 'development' a concept that properly belongs to mind and morality and, if it does, what account can we give of moral development now that Piagetian and Kohlbergian models are increasingly being abandoned in developmental psychology? In addressing this central issue, it is hoped that the paper will contribute to the quest for a new integrated model of moral functioning, called for in the September 2008 Special Issue of the Journal of Moral Education (37[3]). Our paper argues that the notion (...) of moral development is fully justified, though it does not occur via invariant stages. Rather, each child is an emergent self-organising organism in which development is highly variable, dynamic and often non-linear. By viewing each child as a self-organising being and adopting the notion that moral development is dynamic and emergent from the predilection to value, the paper points towards a new account of moral development that opens up new avenues for educational research and moral education in schools. In this paper, we present an argument showing why the general properties of a self-organizing system (e.g. being far from equilibrium) may be too weak to characterize biological and proto-biological systems. The special character of biological systems, tell us that its distinctive capacities could have been developed in pre-biotic times. In other words, the basic properties of life would be better comprehended if we think that they were much more likely early in time. We developed a conceptual (...) proposal on the origins of pre-biotic world, a kind of protocellular system which is made up of simple molecular compounds interconnecting three different types of processes. The interrelation of these processes characterizes the “Informational Dynamical System” (our conceptualprotocell proposal) as an autonomous dynamical system that can maintain by itself in far from equilibrium state, as opposed to those that depend on external causes. Consequently it follows that, in the dawn of pre-biotic world, there was no DNA or RNA or proteins to begin with. As well, our proposal implies the separation of biological evolution from the kind of open-ended evolution that gave rise to first breed of animate matter. (shrink)
