The article aims at studying the economic processes of developing national market of resort services in a historical perspective. The theoretical conceptualization of the market of resort services has been conducted, the basic economic backgrounds of its formation has been defined basing on a comprehensive assessment of researches of Ukrainian and foreign scientists. The article has analyzed the institutional framework of a resort services market in the realities of a mixed model of the national (...) economy. The issues of financial security of resort treatment and rehabilitation in the conditions of a market and anti-market of Ukrainehave been studied. The problem of economic inefficiency of planning and distribution system to ensure the proper level of reproduction of human capital has been outlined. It has been established that the spa and resort sector of Ukraine is characterized by the transformation of the economy reflecting the changes of public vectors of a state-formationthat affect differently entrepreneurship, private and state property, principles and ways of funding spa treatment and rehabilitation of the population. The results of the study enable to formulate the basic economic conditions of formation of the national market of spa and resort services: a significant level of economic utilization of natural recreational resources, development of infrastructure for spa treatment and rehabilitation of people; revival of institutional norms of sanatorium and resort business on the principles of private property, entrepreneurship and competition. Further research should be conducted as to develop anti-crisis trends in a governmental regulation of the national market of resort services in Ukraine, transformation of quasi-marketsystem of spa and resort services into a socially oriented system of market relations that meet the demands of a modern Ukrainian society. BackgroundMoral distress (MD) is the psychological damage caused when people are forced to witness or carry out actions which go against their fundamental moral values. The main objective was to evaluate the prevalence and predictive factors associated with MD among health professionals during the pandemic and to determine its causes.MethodsA regional, observational and cross-sectional study in a sample of 566 professionals from the Public Health Service of Andalusia (68.7% female; 66.9% physicians) who completed the MMD-HP-SPA scale to determine the level (...) of MD (0-432 points). Five dimensions were used: i) Health care; ii) Therapeutic obstinacy-futility, iii) Interpersonal relations of the Healthcare Team, iv) External pressure; v) Covering up of medical malpractice.ResultsThe mean level of MD was 127.3 (SD=66.7; 95% CI 121.8-132.8), being higher in female (135 vs. 110.3; p<0.01), in nursing professionals (137.8 vs. 122; p<0.01) and in the community setting (136.2 vs. 118.3; p<0.001), with these variables showing statistical significance in the multiple linear regression model (p<0.001; r2=0.052). With similar results, the multiple logistic regression model showed being female was a higher risk factor (OR=2.27; 95% CI 1.5-3.4; p<0.001). 70% of the sources of MD belonged to the dimension "Health Care" and the cause "Having to attend to more patients than I can safely attend to" obtained the highest average value (Mean=9.8; SD=4.9).ConclusionsFemale, nursing professionals, and those from the community setting presented a higher risk of MD. The healthcare model needs to implement an ethical approach to public health issues to alleviate MD among its professionals. (shrink)

Background: The concept of digital twins has great potential for transforming the existing health care system by making it more personalized. As a convergence of health care, artificial intelligence, and information and communication technologies, personalized health care services that are developed under the concept of digital twins raise a myriad of ethical issues. Although some of the ethical issues are known to researchers working on digital health and personalized medicine, currently, there is no comprehensive review that maps the major (...) ethical risks of digital twins for personalized health care services. Objective: This study aims to fill the research gap by identifying the major ethical risks of digital twins for personalized health care services. We first propose a working definition for digital twins for personalized health care services to facilitate future discussions on the ethical issues related to these emerging digital health services. We then develop a process-oriented ethical map to identify the major ethical risks in each of the different data processing phases. Methods: We resorted to the literature on eHealth, personalized medicine, precision medicine, and information engineering to identify potential issues and developed a process-oriented ethical map to structure the inquiry in a more systematic way. The ethical map allows us to see how each of the major ethical concerns emerges during the process of transforming raw data into valuable information. Developers of a digital twin for personalized health care service may use this map to identify ethical risks during the development stage in a more systematic way and can proactively address them. Results: This paper provides a working definition of digital twins for personalized health care services by identifying 3 features that distinguish the new application from other eHealth services. On the basis of the working definition, this paper further layouts 10 major operational problems and the corresponding ethical risks. Conclusions: It is challenging to address all the major ethical risks that a digital twin for a personalized health care service might encounter proactively without a conceptual map at hand. The process-oriented ethical map we propose here can assist the developers of digital twins for personalized health care services in analyzing ethical risks in a more systematic manner. (shrink)

Public accusations of corruption leveled against public figures and institutions in Jordan have recently become a prominent feature of public discourse in the country. Informed by positioning theory as an analytical framework, this study focuses on public responses to such accusations through a discourse analysis of two major apologetic statements, or apologiae, issued in Jordan in 2018 and 2019: one by a controversial former royal court chief and minister of planning in response to public accusations of corruption and appropriation of (...) public funds, and the other by the Office of Queen Rania of Jordan in response to accusations of wardrobe extravagance and overspending. The analysis shows that these two apologiae employed discourses that not only positioned the accused as blameless, but also as victims of defamation. Reference to one’s history, such as public service to the nation and one’s accomplishments, was exploited. In contrast, the accusers were explicitly or implicitly positioned as unjust, biased, vindictive, or motivated by hidden agenda. A variety of discursive strategies were deployed, particularly invoking cultural moral orders, resorting to banal nationalism, expressing pride in one’s public service and allegiance to the monarchy, and invoking a constellation of religious, professional and national identities. In the case of the royal apologia, it was implicitly positioned in western discourses, such as invoking feminine ‘corporeal modernity’, to respond to the wardrobe overspending accusations. (shrink)

This book starts from the proposition that the field of intelligence lacks any coherent or systematic ethical review, and then develops an ethical framework for intelligence based on the notion of harm and the establishment of the Just Intelligence Principles. This book argues that the most appropriate ethical framework for intelligence collection is one which is able to recognise that intelligence collection does indeed cause harm, but that sometimes this harm is necessary in order to protect the political community. It (...) tackles this tension by creating an ethical framework specifically designed for intelligence that is able to balance the need to limit the damage caused while securing the political community. This is achieved by developing an ethical framework of two parts. The first part is designed to recognise those features of intelligence that might be considered ethically unacceptable by highlighting the 'harm' it can cause. Once the harm is understood, the second part of the ethical framework establishes a set of Just Intelligence Principles that outline if and when the harm caused is justified. These Just Intelligence Principles are developed by drawing upon the just war tradition and its criteria of just cause, legitimate authority, right intention, last resort, proportionality and discrimination. By placing the harm that intelligence can cause into context of the Just Intelligence Principles it is possible to ensure that intelligence collection is only carried out when the circumstances demonstrate a suitable level of threat, authorised by a sufficient level of authority, carrying a right intention, that the damage is proportional to the expected information gains, and discriminates between legitimate and illegitimate targets. The main feature of the ethical framework created, however, is that it recognises that different intelligence collection activities can cause different levels of harm and that as a result the circumstances needed to justify them must also change. The book examines three of the main collection disciplines in the field of intelligence studies: imagery intelligence, signals intelligence and human intelligence. By applying the ethical framework established at the beginning of the book to these three important intelligence collection disciplines, it is possible to better understand the ethical framework while also demonstrating its real-life applicability. In large and small villages, regardless of tourist attraction, cultural life is faded; people's initiative is low as urban migration is extremely high. Many ethnographic villagers do not realize that they live in a significant for the state areas. The younger generation is embarrassed by local traditions, folklore. The low level of aesthetic education, and the poor possibilities of organizing artistic celebrations for the younger generation make them the users of the lowest level of urban culture. The relevance of the (...) research: employees of Lithuanian rural culture centers - a group uniting almost three thousand people, invited to make sense of rural people's leisure time, to create conditions for the development of amateurism in small villages. 882 country cultural centers in villages, towns and cities are institutions of universal use or specific activities. Their work varies, depending on what traditions have formed, the ambitions of the district or eldership that local cultural and sports departments seek. You will not find a cultural center where they would not sing, dance, play, perform, or celebrate. Also, exhibitions are regularly opened. Obviously, more intensive activity takes place in metropolitan areas, district centers, and in resorts during the summer. As here there is more space, more culture and more communities. Village and town culture institutions that are constantly communicating with schools, libraries, religious communities, neighborhoods, and sports clubs are also gaining significant results. However, it is appropriate to move to specific data from the theoretical point of view. Those members of rural communities who go in for sport individually face health supervision problems. Inadequate attention is paid to the development of personal responsibility for one's health and the promotion of a healthy life: proper nutrition, active rest, less health-hazardous environment, abandoning harmful habits and etc. in an environment contrary to life in the countryside. It is important to develop a physically active and healthy society, consciously aware of the importance of a healthy lifestyle, to create a favorable environment for leisure time and sport and for the improvement of health of rural population, moreover, to increase the development of physical education and sports services in rural districts of Lithuania, to increase the quality of sports services, giving rural residents wider opportunities to meet their needs. The problem of the research: the lack of cultural and sporting services in rural communities. The analysis of the problem is based on scientific data of Aleksandravičius and Žukovskis, Baršauskienė, Leliūgienė, Kroeber A., Kluckhohn, Nefas, Paulikas, Adomonis, Putnam, Biologur, documents regulating the activities of rural communities. Methodology of the research: In order to achieve the goal, the analysis and synthesis of scientific literature, legal documents and other information sources and statistical data are used. The aim of the research: to reveal the factors of cultural and sports development in rural communities. Research objectives: to describe the development of cultural and sports services in the context of rural communities' activities; to identify the most significant factors in the development of cultural and sporting services in rural communities. Conclusion. Activities carried out by organizations of rural communities include a wide range of community needs, including the organization of cultural and sporting events, improvement of environmental management assistance, and others. As the main problems of rural community activities, the poor condition of rural social infrastructure objects are mentioned, therefore the process of establishment of community centers for the establishment of universal multifunctional centers is one of the significant tools for the development of rural communities and thus the development of cultural and sports activities. Hospital administrators may lack familiarity with what clinical ethicists do (and do not do), and many clinical ethicists report receiving inadequate financial support for their clinical ethics consultation services (CECSs). Ethics consultation is distinct in that it is not reimbursable by third parties, and its financial benefit to the hospital may not be quantifiable. These peculiarities make it difficult for clinical ethicists to resort to tried-and-true outcome-centered evaluative strategies, like cost reduction or shortened length of stay for patients, (...) to show a “need” for ethics consultation. Likewise, it can be difficult for clinical ethicists to “speak the same language” as healthcare administrators and managers, which, in turn, means that CECSs run the risk of being unable to demonstrate value to those who pay for the service. The purpose of this descriptive article is to provide practical guidance to clinical ethicists and program directors on how to cultivate administrative support for a CECS. Specifically, we discuss two elements that clinical ethics leaders must critically appraise and successfully argue to meet the expectations of administrators— the value of a CECS and its fit in clinical workflow. Whistleblowing is a subject which seizes the media headlines from time to time, and nowhere is such a dilemma of conscience more sensitive than in the area of finance and internal auditing. Additionally, professional organisations are sometimes felt to be less than supportive of their members who occasionally resort to whistlelowing. But how does it look from inside the auditing profession? Professor Chambers is a director of The Institute of Internal Auditors Inc., and a member of the Internal Auditing (...) Standards Board. He is Professor of Audit & Control at the University of Hull, and since 1991 he has chaired the Professional Standards & Guidelines Committee of IIA . Legislation for dementia care needs to be continually rethought, if the rights of older persons and other persons with dementia are to be addressed properly. We propose a theoretical framework for understanding vulnerability and dependency, which enables us to problematize the currently prevailing legal conception of adults as always able — irrespective of health or age — to act autonomously in their everyday lives. Such an approach gives rise to difficult dilemmas when persons with dementia are forced to make decisions (...) on their own about basic living conditions, such as housing and care, without decision-making support. In Sweden, for example, such matters are frequently left to the person him- or herself to decide, often without any assistance from social workers, and with family members serving as caregivers of last resort.Using vulnerability theory as the framework for our discussion, we argue that policymakers should not apply a group-oriented approach (based on factors like age, legal status, or mental capacity) to persons suffering from dementia. The needs of such individuals are as complex and varied as they themselves are. We discuss our findings from an interdisciplinary (law/social work) research project in which we examine the dilemma that social workers face when they are required, under the terms of the Swedish Social Services Act, to determine whether persons with dementia are to be granted support.We argue further that a cross-disciplinary approach — in which vulnerability theory furnishes the framework — opens up for new ways of understanding and developing social welfare law and practice. This, we believe, can help us better address the rights, interests, and needs of people with dementia, of their families, and of professionals in the social welfare system. Finally, many of the problems faced by ageing societies in general can be understood on the basis of such an approach. (shrink)

The COVID-19 pandemic marked a before and after for the global economy, and one of the most affected sectors was the health sector, where rising costs in medical care, protective equipment and infrastructure, coupled with a decrease in income from other regular services, led a large part of health centers such as public and private hospitals to resort to unethical accounting practices for the manipulation of their financial information (creative accounting). These events of financial depression and relaxation of (...) controls during the health emergency allowed the creation of a "favorable" environment to distort financial statements through techniques such as premature recording of income, undervaluation of expenses, among others, to evade taxes and take advantage of the benefits imposed by governments to promote humanitarian aid and prioritize health care. The purpose of this article is to highlight the most common creative accounting practices that were applied in the health sector in Latin America during the COVID-19 pandemic and the consequent effects it had on the economy and on the governmental control of the countries in the region for the detection of these practices. This article examines the construction of parenthood, drawing on Brazilian cisgender, heterosexual, and homosexual couples' experiences in using assisted reproduction technologies (ART), particularly the surrogacy. For that purpose, we interviewed: 1) a lesbian woman who had her daughter through her partner's pregnancy, using ART with anonymous donor semen; 2) a gay man who, together with his partner, used a surrogacy service under contract via a specialised offshore agency; 3) a woman who was a surrogate, in Brazil, for her sister-in-law and (...) brother who lived abroad and, from abroad, sent an embryo fertilised for surrogacy; 4) a woman who resorted to her sister-in-law in order to be a mother by surrogacy, with ovules from the woman herself fertilised with semen from her husband; and 5) the sister-in-law mentioned in 4), who acted as surrogate for her brother and his wife. These interviews made it possible to think about the discursive construction of the legitimacy of such parenthoods, as it is produced by access to, and manipulation and circulation of, reproductive technologies and persons. This biomedical management of bodies sets up a material and discursive circuit that, in turn, produces a complex web of personal, normative, legal, professional and market relationships, particularly with a view to construction of a parenthood anchored in a notion of biologically-constituted origin. In this respect, biological, affective and social bonds merge to produce a precise placement of who is the father and/or who is the mother, as well as who are the important others and how they are linked to the child in a broader web of parenthood. Achieving Our Country: Leftist Thought in Twentieth-Century America. Cambridge: Harvard UP, 1998.This essay addresses the current debates surrounding what some have labeled the Two Lefts: a “cultural left” and an activist left. 1 Debate over this “divide” has made many strange bedfellows, but perhaps none quite so unheimlich as “liberal leftist” Richard Rorty and cultural conservative Harold (...) Bloom. To be sure, Rorty has often alluded to Bloom’s work, especially Bloom’s notion of “strong poets,” but in his most recent book, Rorty has appropriated Bloom in a particularly telling manner. In 1994, Harold Bloom published his polemic The Western Canon. At once eloquent and pathetic, it pressed all the right buttons. Bloom succinctly (or shall we say, reductively?) deployed his version of the “aesthetic” against any other approach. Cultural conservatives were gratified that someone of Bloom’s stature had done them the service of voicing their interests in a highly visible and contestatory manner; more moderate sorts squirmed uncomfortably at Bloom’s unabashed elitism and the shrillness of his tone; theorists and cultural studies folks were outraged at Bloom’s absolute ignorance of their work and his resort to parody instead of anything vaguely resembling an engaged critique; and ethnic, minority, queer, and feminist critics had more than enough to be insulted by in his racist and sexist arrogance. So far out is Bloom’s jeremiad that it probably came close to realizing his worst nightmare—it may have driven students screaming into all those horrid cultural studies classes to find out what was so seductive, so powerful as to corner The Canon. So I didn’t worry too much about The Western Canon. That is, until I read Richard Rorty’s essay “The Inspirational Value of Great Works of Literature” and its companion pieces in Achieving Our Country: Leftist Thought in Twentieth-Century America. What was Rorty, a self-proclaimed leftist, doing, calling to his aid the social and cultural archconservative Harold Bloom?In the first part of my essay I ponder this strange alliance, particularly as it joins forces against ethnic studies (to be sure, its common target is more generally “theory” of any stripe or color, but I want specifically to address the issue of ethnic literary study). Rorty adapts Bloom’s School of Resentment to characterize what he calls a certain, bad “knowingness,” against which he poses “hope” and “inspiration.” I want to examine more closely the nature and content of that destructive “knowledge,” for it becomes clear that [End Page 37] this knowledge is for Rorty the recognition of Otherness as a politically (as opposed to “merely” ontologically) functional identity. This knowledge is disturbing to Rorty and deeply informs his notions of “patriotism” and Americanism. For him, such knowledge impedes the formation of a leftist politics. It is precisely the disjunction between the “knowing” discourse of the cultural left obsessed with identity politics and an activist political left (modeled after the old reformist left) that troubles Rorty.My essay will be largely devoted to showing how Rorty’s recent work develops his earlier work on “ethnocentrism” into an “Americanism” that erodes precisely the liberal foundations of that earlier work and discloses the weakness of its claims. I understand this development as compelled by a certain impatience with identity politics that is shared by a number of liberal and leftist critics of American political society, an impatience fueled perhaps not so much by a conservative threat as by a perceived threat from “within” progressive politics. Basically, I ask, how and why are knowledge and recognition of “difference” taken to immobilize progressive politics? To frame that same question in a slightly different manner—what is the presumed content of that “progressive” politics, and what assumptions do we have to make in order to arrive at that point of view?Against the rather odd Bloom/Rorty pairing, set against “knowledge,” one would naturally seek out an enemies list for possible allies. Israel’s conduct in the Occupied Territories in recent decades has been profoundly affected by three theologies: the messianic-kabalistic theology of Rabbi Abraham Yitzhak Ha-Cohen Kook and his son Rabbi Zvi Yehuda Ha-Cohen Kook; the messianic-Hasidic-kabalistic-racist theology of Rabbi Yitzhak Ginsburg; the violent, racist theology of Rabbi Meir Kahane. In the spirit of the three theologies, Israeli politics of the past four and a half decades has set the continuous possession of Judea and Samaria, and the deepening and expansion of the (...) settlement project therein, as the supreme goal of Zionism, Jewish nationalism. Moreover, the three theologies dictated much of the settlement policies of the government. Additionally, the three theologies have dictated much of the daily practices to which the Palestinian residents of the Territories have been subjected. All of this means that soldiers who are required to serve in the Occupied Territories, to die in them, and to kill Palestinians in the course of their military service therein, have been subjected to a politics motivated, to a substantial extent, by a religious culture premised on religious theologies. If such soldiers wish to refuse to abide by the orders given them to serve in the Occupied Territories, they can resort to the two traditional doctrines recgnized by liberal jurisprudence: the doctrine of civil disobedience and the doctrine of conscientous objection (Often there is an overlapp between the two defences). I argue that in addition to these two traditional doctrines, secular soldiers who are asked to serve in the Occupied Territories may resort to a doctrine I call “culture-based refusal.”. (shrink)

They began with careful histories of the patient’s complaints and his or her daily life course, customary activities, typical foods and beverages imbibed, and the exacerbation or relief of symptoms associated with any or all of these. They also asked questions about his physical and social environment. They carefully looked for any clinically pertinent signs, and might physically examine the patient or his excretions. When they arrived at a diagnosis (say, an excess of yellow or black bile, or of blood or phlegm), they would educate the patient about it and discuss possible approaches. Although leeching, emetics, or purgatives might be prescribed, “dietetics” was the core of the treatment. Often doctors worked closely with physical trainers, to whom they sent their patients. In short, their orientation was holistic (“mind”/”body” integration), directed first and foremost toward an individual ill person.In the second century, C.E. Galen, despite his humoral and anatomical pathologies, was similarly holistic or functionalist. He resorted to a variety of physical examinational methods while also attending to the patient’s mental/emotional status. He described one case where he was attending a woman for syncopal episodes. His examinations of her included his customary attention to the pulse. During one evening session, a servant entered and happened to mention that he had just seen the handsome Pylades dancing. Suddenly her pulse became irregular and she fainted straight away. This led Galen to consider love sickness, and perhaps not humoral or organ pathology. He tested his hypothesis during subsequent visits. Whenever another dancer or actor was mentioned, her pulse remained regular and her sensorium alert, but when Pylades was mentioned the irregular pulse and fainting recurred. Because she was married, Galen realized her insoluble conflict, and treated her accordingly.From the fall of Rome until the rise of University Medicine in the later Middle Ages, medical lore and doctoring was in monastic hands—each monastery had its clerical medic, who might also attend outsiders. Limited strikes are arguably different from war insofar as they are more circumscribed, less destructive, and cost less in blood and treasure to employ. However, what they can achieve is also considerably more circumscribed than what is set out by the goals of war. How do we morally evaluate limited strikes? As part of the roundtable, “The Ethics of Limited Strikes,” this essay argues that we need to turn to the ethics of limited of force, orjus ad vim, to do (...) so. Two moral assumptions that are the keystone tojus ad vimcan shed light on the moral imperatives and ethical dilemmas of undertaking limited strikes. First, such strikes should be seen as an alternative to war, and not part of thejus ad bellumlast resort process. What I call the “Rubicon assessment” determines at what level force should be used: at the level of war, with all its costs and unpredictability, or at that of the more predictable and less costly limited force. Second, limited strikes should adhere to a “presumption against escalation”; that is, a moral commitment not to escalate to war. This essay highlights these moral principles in five different limited strike scenarios: “hot pursuit,” “red line,” “the last straw,” “the point of no return,” and “the right of retaliation.” The conclusion explores the notion of justice after limited strikes, or what I calljus post vim, to show that while what can be accomplished by limited strikes is inherently constrained, they can, if used morally and in tune with diplomacy, be of service in the quest for peace. Despite its aesthetic appeal, the Iranian resort Majara is poised to be a sore point among local residents. Looking at the 200 vibrant oddly-shaped domes might make you feel you’re on a Wes Anderson movie set.The Majara Residence overlooking the Persian Gulf offers homes and resort-like accommodation, complete with cafes, restaurants, souvenir shops, tourist information, a prayer room, laundry, storage and more. Located at Hormuz (or Ormuz) Island, a historic port off the southern coast of Iran, the project (...) is designed to attract tourists to the small island and serve as an alternative to high-rise developments traditionally used to house visitors. Presence in Hormuz 2 is a series of urban development projects designed by the Tehran-based ZAV Architects. Majara (which means adventure) is the second phase of this multipurpose cultural residence, aimed at binding together the lives of local people and visitors culturally and economically. On the verge of opening, this project has been heavily criticised by environmental activists and urban experts citing ecological, economic, cultural and social concerns. Such projects have made locals mere servants in service of investors, which impedes the enhancement of their quality of life. (shrink)

This article presents original empirical data generated from the Crown Prosecution Service (CPS) Pilot Evaluation of pre-trial witness interviewing (PTWI) in England and Wales. Section 1 introduces the PTWI Pilot and describes the methodological strengths and limitations of our qualitative socio-legal study. Forming the richly documented empirical core of the article, Sections 2–5 identify the principal considerations which seemed to influence case selection for Pilot interviews. An overlapping collection of evidentiary, strategic and circumstantial factors encouraged prosecutors to resort to (...) PTWI, whilst other, countervailing considerations were apprehended as disincentives. Assessments of witness credibility were central to prosecutors’ attempts to balance these competing factors. Section 6 concludes by underlining the potential of qualitative socio-legal studies to promote more nuanced understandings of criminal process, and by extension to make practical contributions to evidence-based criminal procedure reform. A diagnostic judgment of a teacher can be seen as an inference from manifest observable evidence on a student’s behavior to his or her latent traits. This can be described by a Bayesian model of in-ference: The teacher starts from a set of assumptions on the student (hypotheses), with subjective probabilities for each hypothesis (priors). Subsequently, he or she uses observed evidence (stu-dents’ responses to tasks) and knowledge on conditional probabilities of this evidence (likelihoods) to revise these assumptions. Many systematic (...) deviations from this model (biases, e.g. base-rate neglect, inverse fallacy) are reported in literature on Bayesian reasoning. In a teacher’s situation the information (hypotheses, priors, likelihoods) is usually not explicitly represented numerically (as in most research on Bayesian reasoning), but only by qualitative esti-mations in the mind of the teacher. In our study, we ask to which extent individuals (approximately) apply a rational Bayesian strategy or resort on other biased strategies of processing information for their diagnostic judgments. We explicitly pose this question with respect to non-numerical settings. To investigate this question, we developed a scenario that visually displays all relevant information (hypotheses, priors, likelihoods) in a graphically displayed hypothesis space (called “hypothegon”) – without recurring to numerical representations or mathematical procedures. 42 pre-service teach-ers were asked to judge the plausibility of different misconceptions of six students based on their responses to decimal comparison tasks (e.g. 3.39 > 3.4). Applying a Bayesian classification proce-dure, we identified three updating strategies: A Bayesian update strategy (BUS, processing all probabilities), a combined evidence strategy (CES, ignoring the prior probabilities but including all likelihoods), and a single evidence strategy (SES, only using the likelihood of the most probable hypothesis). In study 1, an instruction on the relevance of using all probabilities (priors and likelihoods) only weakly increased the processing of more information. In study 2, we found strong evidence that a visual explication of the prior-likelihood interaction led to an increase of processing the interaction of all relevant information. These results show that the phenomena found in general research on Bayesian reasoning in numerical settings extend to diagnostic judgments in non-numerical settings. (shrink)

Political participation lies at the heart of normative democratic theory. To foster participatory interactions between citizens, some advocates and designers are resorting to gamification as the use of psycho-motivational involvement strategies from games in non-game contexts. The hope is that through gamification mechanisms, citizens will be drawn more easily towards participation platforms, apps, and digital services, as well as remain there longer, thereby effectively enhancing participation numbers and time. In this article, I will explore the potential problems of these (...) involvement strategies, namely the worry that they may be able to undermine citizen’s individual and political autonomy by manipulating them into participating. Depending on the severity of the psycho-motivational effect as well as the covertness of the mechanism, gamification may constitute inadmissible forms of paternalism. (shrink)

This paper is an exploration of evolving ideas, urgencies, and actions that we have experimented with in our teaching of an environmental sustainability subject with pre-service teachers at an Australian university. It is a work in progress. Through this shared educator-student teaching and learning process we feel the tensions of contradictory forces that disrupt the flow of prior teaching as we all become unsettled by hope and reality, grief, and loss, all mixed in with a sense of urgency and tempered (...) by a set of often unimaginative contemporary pedagogical practices. These tensions often resort educators like us, to perpetuate well-worn and critiqued tropes such as how to ‘care for the planet’ through ‘greening’ practices in schools such as recycling and energy conservation. Always inadequate and limited we are experimenting in our pedagogical repertoire with new ways to teach as we could no longer keep up the charade of agitating for change in the same way. In this paper we explore some of the opening and closures that effect environmental sustainability teaching. We consider how through a reimagining of sustainability education with new pedagogical openings of ‘making kin’ we first attend to these emotional tensions as a means of waking up to who we are in the Anthropocene and then find ways to identify relational ethico-onto-epistemologies in our teaching. By disrupting humanist paradigms and embracing critical posthumanist sensitivities the educators and students nuzzle into new ways of knowing and being in the world. (shrink)

In the ongoing war on terror both the American and Israeli governments have resorted to a policy of ‘targeting terrorists’. In essence, both governments authorize their military or intelligence services to kill specific ‘terrorists’ who they believe mortally threaten citizens and cannot otherwise be neutralized. President Bush calls this ‘sudden justice’ and the Israeli government ‘targeted killing’ but their critics speak of ‘assassination’, ‘liquidation’ or ‘extra-judicial killing’. Since 11 September 2001, America is reported to have killed at least 44 (...) people without warning or trial under the guidance of this policy, at least 18 of whom were civilians; the Israelis have killed at least 348, including 120 unintended targets. With the increasing volume of web services in the cloud environment, Collaborative Filtering- based service recommendation has become one of the most effective techniques to alleviate the heavy burden on the service selection decisions of a target user. However, the service recommendation bases, that is, historical service usage data, are often distributed in different cloud platforms. Two challenges are present in such a cross-cloud service recommendation scenario. First, a cloud platform is often not willing to share its data to (...) other cloud platforms due to privacy concerns, which decreases the feasibility of cross-cloud service recommendation severely. Second, the historical service usage data recorded in each cloud platform may update over time, which reduces the recommendation scalability significantly. In view of these two challenges, a novel privacy-preserving and scalable service recommendation approach based on SimHash, named SerRecSimHash, is proposed in this paper. Finally, through a set of experiments deployed on a real distributed service quality dataset WS-DREAM, we validate the feasibility of our proposal in terms of recommendation accuracy and efficiency while guaranteeing privacy-preservation. A fundamental principle of the Christian faith is that man is saved by the grace and by faith in the Triune God, not by deeds. Yet, James emphasises the importance of works after the Christian has been saved. Jesus said during his ministry on earth that he did not come to be served, but to serve. Faith is therefore seen in deeds, specifically deeds of love, that is, deeds that indicate that the Christian is not leading an egocentric life anymore, (...) but a life characterised by considering his or her fellow human beings and reaching out to them. Eighteen years after apartheid, South Africa is still a country striving to build a nation and to be healed. Marches and protests against poor public service deliveries have become a well-known sight in society. Despite the larger picture of inadequate service, there are those who serve their fellow humans and society every day. The Mamas Africa utilising the minimum resources available, are examples of people who make a difference in society every day. The concept Mama Africa indicates all women from all races who are making a difference in the South African society by promoting mutual bonding. The motivation for their deeds is a deep faith in God, who is the source of hope and a conviction that a Christian has to serve others. (shrink)

Social exclusion, especially social exclusion in old age, represents an area of interest at European level, in the context of demographic transformations. At national level, studies and research on social exclusion in old age are scarce, although the older population is more likely to be at risk of social exclusion. The article presents the results of a quantitative research methodology based on a questionnaire applied to older people of age 65 years and over. The research was conducted during November - (...) December 2021 and the survey was representative at national level with a margin of error of ±3.5%. The aim of this article is to analyse the perceptions of older persons regarding the access and quality of social and healthcare services accessed, and thus, to gain a better understanding on how these types of services could contribute to social inclusion. Data interpretation was made using techniques of descriptive statistical analysis. Results emphasize that access to social and healthcare services are essential in old age. Perceptions of older persons highlight the need for structural changes at national level, so that social and healthcare services could make a real contribution to reducing social exclusion. (shrink)

At an early stage of its foundation, new China became clear about the nature of public welfare and quickly developed medical and health services, which was well received by the World Health Organization. The marketization and the reduction of input into medical and health services from the 1980s created severe adverse consequences. After the SARS' outbreak in 2003, China started to give serious consideration to its medical and health system, and to work at developing medical and health (...) class='Hi'>services. The new healthcare reform launched in 2009 re-emphasizes fairness and public welfare, and China's achievements have been remarkable. This paper discusses the potential contribution of Henri Bergson’s philosophy to the theory and practice of service quality measurement. First, it summarises some of the theoretical developments within the field of service quality measurement and points to areas of controversy found within the extant publications. Then, it proposes that a greater appreciation of philosophy, in particular the writings of Henri Bergson, can help address the apparent inconsistencies and gaps observed in the literature. Liturgy has been the forum for the enactment of a diverse range of theologies, at times stressing the human, at times the divine. Following Emmanuel Levinas, this article understands the meaning of liturgy as ‘a movement of the Same towards the Other which never returns to the Same.’ Whether directed towards God, or expressive of human longing, the structure of liturgy is essentially ‘for‐the‐Other.’ This movement out of self is seen when one considers liturgy as the ‘work of the people,’ (...) where ‘work’ is understood as Œuvre rather than travail. To say that liturgy is œuvre is to situate its significance not in the activity of the subject who has a concern to achieve or realise something through his own effort, but in the Other who inspires the work. The activism of travail finds its counter in the essential passivity of œuvre. By recognising this the horizontal and vertical elements within divine liturgy can be brought together in a mutually indispensable way. As essentially ‘for‐the‐Other,’ responsible service, which is at one and the same time divine service and human service, is at the heart of the liturgy. In liturgy we are drawn out of ourselves in a ‘movement of the Same towards the Other which never returns to the Same’ and which is positively experienced as responsibility. It is not that we first worship and then are called unto service in a movement out of self towards the Otherness of God and thereafter towards the Otherness of the other person. The movement out of self – liturgy – is at one and the same time worship and ethics, an ethical worship, in which justice is rendered both to God and to the other person. (shrink)

Examines judicial decisions in Germany and Israel in order to provide a comparative test of the analysis of US Supreme Court decisions in Ch. 7. Although questions of political obligation have been much discussed by scholars, little attention has been paid to moral reasons advanced by actual states to justify the compliance of their subjects. Because in US cases, justices appeal to moral reasons most explicitly in difficult cases that concern imposing military service on conscientious objectors, the analysis focuses on (...) this area. In spite of their important constitutional and judicial differences, Germany and Israel support military obligations along similar lines. German decisions emphasize norms of equality or fairness. Israeli Justices have generally appealed to the importance of each individual's contribution to national defence. However, in a recent decision, norms of fairness are invoked. (shrink)

As media companies test and implement newsroom "convergence," growing numbers of journalists are producing content not only for their own employer but also for other media outlets with which that employer has a business relationship. This article, based on case studies in 4 converged news markets, explores journalists' perceptions of normative pressures in this new media environment, particularly in relation to the overarching concept of public service. The findings suggest that although journalists do not see convergence itself as posing significant (...) ethical problems, they do raise concerns related to specific components of public service, including a devotion to accuracy, an avoidance of sensationalism, and independence from economic pressures. Social commerce as a subset of e-commerce has been emerged in part due to the popularity of social networking sites. Social commerce brings new challenges to marketing activities. And social commerce transactions like e-commerce transactions can be dangerous and cause harmful losses to personal finances, time, and information privacy. This article examines ethical issues and consumer assessments of the risks of using an e-service and how risk affects consumer evaluations and usage of Internet-based services and self-service technologies. Results from (...) two surveys totaling 1024 consumers indicated that as usage risk concerns increased, the perceived usefulness of an e-service and intention to use it decreased. Additionally as usage risk concerns increased the effect of subjective norm on PU and intention to use an e-service strengthened, and the effect of perceived ease of use on PU and intention to use an e-service weakened. These findings advance theory and contribute to the foundation for future research aimed at improving our understanding of how consumers evaluate new e-services, new commerce systems and settings, and self-service technologies in the social commerce era.
