Se analiza el debate actual sobre el concepto de Escuela de Salamanca. Se muestran las nuevas propuestas de los estudiosos: su carácter global (no solo Salamanca); su alcance interdisciplinar (no solo teológico, también jurídico, económico, sociopolítico, etc); la cuestión de los miembros también experimenta una ampliación, aunque siempre se señala un cierto cordón umbilical con los Maestros salmantinos; todo ello dentro de un marco temporal que se extiende durante el siglo XVI y primera mitad del XVII. Estas nuevas perspectivas no (...) excluyen los elementos tradicionales, sino que amplían y desarrollan el concepto primitivo, pero con carácter inclusivo. Por último, se aborda el tema de las condiciones de posibilidad de la Escuela, que se contextualiza en un ámbito histórico que la hace posible. La psiquiatría nace con el siglo XIX, la fenomenología con el XX. Desde el advenimiento de la segunda ha querido la primera ver en ella una vía para la superación del positivismo que la atenazaba desde su mismo origen. Uno de sus intentos más logrados fue el del psiquiatra Ludwig Binswanger a lo largo de los años veinte del pasado siglo. Recorrió en ese tiempo las Investigaciones lógicas de Husserl y ensayó su acercamiento a la psicología estructural. Proponemos que una (...) deficiente lectura de las posibilidades de la fenomenología ―comprensible en su prematuridad, desgraciada en su ímpetu anti-(neo)kantiano― impidió que reconociera su horizonte trascendental y así pudiera entrever caminos de acceso al mundo, a la persona y a su concreto sufrimiento. Para concluir presentamos el intento que supone el proyecto La mirada filosófica como mirada médica por recuperar aquella problematicidad y ahondar en una aproximación respetuosa al padecer, tal como aparece, sin violentarlo por el concepto. Although advance care planning can lead to more patient-centered care, the communication around it can be challenging in acute care hospitals, where saving a life or shortening hospitalization is important priorities. Our qualitative study in an acute care hospital in Japan revealed when specifically physicians and nurses start communication to facilitate ACP. Seven physicians and 19 nurses responded to an interview request, explaining when ACP communication was initiated with 32 patients aged 65 or older. Our qualitative approach employed descriptive (...) analysis to identify major themes, which included “initiation by patients” and “initiation by healthcare professionals.” In the latter case, seven specific triggers were identified: when the patients’ medical condition changed in terms of symptom relief, when the patients’ medical condition changed in terms of prognostic prediction, when serious events occurred, when a choice of treatment was presented, when the location for end-of-life care was chosen, when the patients’ cognitive function deteriorated, and when serious events settled down. Within this group of healthcare professionals, physicians were more focused on changes in their patients’ medical condition, whereas nurses focused more on their patients’ desire for a long-term perspective. Nurses encouraged patients to consider ACP themselves, which developed into an approach to respect patients’ autonomy. In acute care hospitals, it appeared to be desirable to have an early discussion where patients could understand the significance ACP, which would matter even after their discharge from the hospital. A central idea is that our capacity for planning agency is at the heart of this cross-temporal organization of our individual, human agency. Appeal to this role of our capacity for planning agency both fits our commonsense self-understanding and, I conjecture, would be a part of an empirically informed psychological (...) theory that begins with-- but potentially adjusts--this commonsense self-understanding. The basic thought is that we are resource-limited agents who achieve cross-temporal organization in part by settling in advance on prior, partial plans. These somewhat stable partial plans help pose problems of means and preliminary steps, and in pursuit of needed coordination help filter potential options. The pressures that led to the evolution of episodic memory have recently seen much discussion, but a fully satisfactory account of them is still lacking. We seek to make progress in this debate by taking a step backward, identifying four possible ways that episodic memory could evolve in relation to simulationist future planning—a similar and seemingly related ability. After distinguishing each of these possibilities, the paper critically discusses existing accounts of the evolution of episodic memory. It then presents a (...) novel argument in favor of the view that episodic memory is a by-product of the evolution of simulationist future planning. The paper ends by showing that this position allows for the maintenance of the traditional view that episodic memory operates on stored memory traces, as well as explaining a number of key features of episodic memory: its being subject to frequent and systematic errors, its neural co-location with the capacity for simulationist future planning, and the potential existence of non-human episodic memory. The UN Convention of the Rights of the Child (CRC) in the 1990s becomes a landmark and has now been ratified by every other country of the world. Bring hope for a better world—for all children was highlighted as one of the most far-sighted human right instrument in the convention. Yet access to basic livelihood needs such as clean drinking water, primary health services, primary education, recreation and other urban infrastructure becomes a nightmare for millions of children and youth in (...) the developing world and particularly in metropolitan cities in India. The Indian children are living in varying residential environment, comprised of residential colonies of rich, high-raised flats of middle and low-income groups and the economically weaker sections living in slums and squatter colonies. The conventional method of planning residential neighbourhood lacks in indentifying the varying needs of children while building urban infrastructure. As a result there is a large gap in getting access to basic livetihood needs for children of rich and poor. The basic question becomes, is the urban child and youth population just as a numerical variable in planning infrastructure needs in metropolitan cities? This article attempts to analyse the situation in some of the selected residential areas in Delhi. (shrink)

Most of us think it is irrational to ignore the future but harmless to dismiss the past. But this book argues that rationality requires temporal neutrality.

In order to realize the sustainable development of urban overall space, aiming at the increasingly serious environmental problems in the process of contemporary rapid urbanization, based on the relationship between urban and rural space and environmental capacity, a suitability evaluation method of urban and rural spatial planning based on artificial intelligence is proposed. This paper constructs the theoretical system of sustainable development evaluation of urban and rural spatial resources and uses artificial intelligence technology to reasonably select evaluation factors and (...) standardize the evaluation indicators so as to achieve the research goal of accurately evaluating the suitability of urban and rural spatial planning. It analyzes the influencing factors of urban–rural spatial standard regional division, develops the design of the spatial planning suitability analysis system, and establishes the urban-rural spatial suitability evaluation. The scope of sustainability evaluation was extended to the level of urban and rural spatial planning and design, and the preliminary work was done to solve the problems of urban spatial structure and decision-making. Prevention and social planning are two terms that bind to the sense of community and identity of a territory, at a time of socio-economic regeneration of the territory itself and resilience to the crises imposed by globalization. The local community is at the center of the processes of renaissance, or at least this is what all decision-makers declare in their planning. In reality, programming needs to confront the demands, values, resources and power of change that belong to the (...) local community, as an expression of relationships and power. The relationship between external/internal agents of change is not only limited to policy makers and stakeholders, but also to the view that they have of the dichotomies such as: health/health, well-being/disease, development/protection, investment/cost, participation/delegation. In “The Contralife Argument and the Principle of Double Effect” (NCBQ, Spring 2011), Lawrence Masek tries to use the principle of double effect to show that natural family planning (NFP) is morally justified. This essay presents a summary explanation of the principle of double effect. It demonstrates that Masek wrongly applies the principle of double effect to NFP. It presents the teaching of the 1968 papal encyclical Humanae vitae with regard to NFP, and contends that to apply the principle (...) of double effect to the case of NFP is not only incorrect but also contrary to teaching of Humanae vitae. Because Masek implies that NFP involves the (justified) permission of evil, his article also counteracts the efforts of the Catholic Church to promote the practice of NFP. In dynamical systems models feedforward is needed to guide planning and to process unknown and unpredictable events. Feedforward could help Theory of Event Coding (TEC) integrate control processes and could model human performance in action planning in a more flexible and powerful way.

Background: Despite the growing body of knowledge about surrogate decision making, we know very little about the use of ethical frameworks (including ethical theories, principles, and concepts) to understand surrogates’ day-to-day experiences in end-of-life care planning for incapacitated adults. Objectives and Methods: This qualitative systematic review was conducted to identify the types of ethical frameworks used to address surrogates’ experiences in end-of-life care planning for incapacitated adults as well as the most common themes or patterns found in surrogate (...) decision-making research. Findings: Seven research papers explicitly identified ethical theories, principles, or concepts, such as autonomy, substituted judgment, and best interest standards as guidelines for the research. Surrogate decision making themes included the responsibilities and goals of being a surrogate, factors influencing surrogates’ decision making, outcomes for surrogates, and an overarching theme of “wanting to do the right thing” for their loved one and/or themselves. Discussion: Understanding the complexity of surrogates’ experiences of end-of-life care planning is beyond the scope of conventional ethical frameworks. Conclusion: Ethical frameworks that address individuality and contextual variations related to decision making may more appropriately guide surrogate decision-making research that explores surrogates’ end-of-life care planning experiences. Abstract:This article examines the transformation that occurred in anarchist political economy during the interwar period by tracing the intellectual trajectory of Diego Abad de Santillán, an important labor organizer and policymaker during the Spanish Revolution and Civil War (1936–39). Representative of a broader intellectual struggle within anarchism, Abad de Santillán moved away from nineteenth-century ideas about inaugurating anarchism through autonomous communes and gravitated toward participatory national economic planning. Uncovering this shift sheds light on the techniques of governance available to (...) anarchists during the conflict and it highlights their efforts to steer elitist discourses about planning toward democratic management. A sample of 871 currently married urban Bangladeshi women was used to assess the impact of mass media family planning programmes on current contraceptive use. The analyses suggested that radio had been playing a significant role in spreading family planning messages among eligible clients; 38% of women with access to a radio had heard of family planning messages while the figures for TV and newspaper were 18·5% and 8·5% respectively. Education, number of living children and current contraceptive (...) use were important predictors of exposure to any mass media family planning messages. There was a negative relationship between breast-feeding and the current use of contraception indicating a low need for contraception among women who were breast-feeding. (shrink)

The Automated External Defibrillator (AED) is an intuitive device used by witnesses of an incident without medical training in cases of sudden cardiac arrest. Its operation consists in delivering an electrical pulse to the cardiac conduction system, as a result of which normal heart rate is restored. The lack of awareness in society concerning the usefulness of the device and the inadequate deployment of AEDs result in their too infrequent application by witnesses of incidents. The aim of this paper is (...) to verify whether cluster analysis is the appropriate statistical method to determine the appropriate deployment of AED devices on the basis of cases of sudden cardiac arrest in out-of-hospital conditions. Human motor skills are exceptional compared to other species, no less than their cognitive skills. In this perspective paper, we suggest that “movement matters!,” implying that motor development is a crucial driving force of cognitive development, much more impactful than previously acknowledged. Thus, we argue that to fully understand and explain developmental changes, it is necessary to consider the interaction of motor and cognitive skills. We exemplify this argument by introducing the concept of “embodied planning,” which takes an embodied (...) cognition perspective on planning development throughout childhood. From this integrated, comprehensive framework, we present a novel climbing paradigm as the ideal testbed to explore the development of embodied planning in childhood and across the lifespan. Finally, we outline future research directions and discuss practical applications of the work on developmental embodied planning for robotics, sports, and education. (shrink)

We present a representation for reasoning and planning with an incomplete state description (open-world) called PSIPLAN-S. The presented formalism has several properties critical for application domains with a large degree of incompleteness in the state description, particularly, in domains with a large or unknown set of all objects. The formalism offers (1) considerably expressive state and goal description language, that includes limited universal quantification, (2) representation of sensing actions and knowledge goals, (3) a correct and complete state update procedure, (...) and (4) complete reasoning within a substantial subset of the language. This essay considers the potential role of bioethics in disaster response planning and preparedness. Bioethicists can make substantial contributions, by ensuring that decision-making and distribution of resources during crises is carried out in a fair and just manner, as well as by examining the assumptions upon which disaster planning are based. Bioethicists should also be aware of potential pitfalls of overly-hasty engagement with this new field.

The importance of financial advice for individuals is difficult to refute, however the degree to which the financial planning industry has been able to provide this to date is in debate. As a result, the industry, which is still in its infancy, has been subject to rapid growth, various controversies and regulatory intervention. The Global Financial Crisis (GFC) has contributed to the pace of this change with increased client, regulatory and self scrutiny as a result of the heightened dissatisfaction (...) with advice outcomes. The coalescence of these factors has led to significant internal and external changes within the industry, resulting in the apparent commitment to becoming a profession. This paper will examine the implication of this agenda for tertiary education in relation to the role it could play to support the development of the financial planning profession. The paper achieves this by (1) reviewing the background to the financial planning industry and the move towards professionalism; (2) discussing current developments in the industry; (3) establishing the role of tertiary education and (4) assessing the role that tertiary education has played in supporting the financial planning sector. We argue that tertiary education has a critical role to play, however it is yet to achieve this. This study will be useful for those in both the managerial and operational/ academic elements of tertiary education in terms of providing considered avenues for engagement in this discipline. Indeed, if the paper provokes debate and discussion in tertiary education around the nation then we would consider our task complete. (shrink)

Florida is currently collecting data on the “costs of uncompensated care for aliens who are not lawfully present in the U.S.” (Statutes of Florida, 2023). The Florida data collection law, enacted in 2023, is part of aggressive anti-immigrant legislation. Hospitals accepting Medicaid must inquire about patients’ immigration status and submit de-identified reports. In August 2024, the Governor of Texas signed an Executive Order comparable to the Florida statute. Although presented as a data-collection measure, the legal requirements have far-reaching consequences. The (...) potential adverse impacts on immigrants’ health pose bioethical concerns. Immigration-related inquiries create barriers to healthcare access and advance care planning, exacerbating healthcare disparities and presenting ethical concerns. This article examines the effects on immigrants and the resulting ethical challenges, including respect for persons, beneficence, non-maleficence, and justice. The article proposes recommendations for mitigating these challenges, including community outreach, patient education, policy development, in-service education, and advocacy. While the legal requirements apply specifically to Florida and Texas, the ethical issues have nationwide relevance. (shrink)

In this article, we discuss the ethics of research suspensions in animal research facilities and the consequent (mis)treatment of laboratory animals during emergencies. Through a case study from Switzerland during the COVID-19 pandemic, we articulate ethical principles and moral considerations that ought to guide the treatment and care of laboratory animals within animal research facilities during emergencies. They include a principle of preparedness, the importance of recognizing animal laboratory personnel as essential workers and conducting a Harm-Benefit Analysis in the case (...) of an emergency, assigning responsibilities in a clear way, and providing psychological support in the aftermath of an emergency. More generally, we suggest that the pandemic should be taken as a learning opportunity for critically re-evaluating and improving emergency planning within animal research institutions worldwide, in view of mitigating risks to both human and animal well-being in future emergencies. Following Bratman, I distinguish between the Cummins or component-function of the planning capacity (its role as a component of larger forms of practical organizations) and its Wright or existence-function – the planning capacity's effect that explains its existence. I agree with Bratman that these functions are distinct. The planning capacity's role within larger practical organizations need not explain its origin. But I argue that the distinction is less stark for future-oriented existence-functions, which concern the future persistence and (...) stability of the capacity. In mature practical organizations, component-functions usually give rise to matching future-oriented existence-functions, given that pressures for the persistence of practical organizations transfer to their components (such as the planning capacity) because of their component-functions. But in the special case of individual temporally extended agency, there is an even stronger alignment of functions. The planning capacity and individual temporally extended agency are part of an inextricable package. The capacity is not just a distinct component. This entails that, within individual agency, the two functions merge and the planning capacity is the primary rather than the derivative target of pressures of persistence, care, and value. Living in cities has numerous comparative advantages than living in the countryside or in small villages and towns, most notably better access to education, services and jobs. However, it is also associated with a roughly twofold increase in some mental disorders rate incidence compared with living in rural areas. Economic assessments reported a forecasted loss of more than 19 trillion dollars in global GDP between 2011 and 2030 and of around 7 trillion for the year 2030 alone when measured by (...) the human capital method. If we exclude self-selection processes and make the hypothesis to be able to level down the mental illness rate incidence in urban areas to these of the rural by better urban-societal planning, around € 1.2 trillion could be saved yearly worldwide. Even a reduction of only 20% in urban mental illness rate would save around 250 billion dollars yearly. (shrink)

One of the most important devices in the management and control of our global societies is the scenario-planning. In this regard, this paper analyses the impact that the massive use of these devices implies to our society. Specifically, it is used as an analytical approach the concepts of difference, différance and destituent power. These theoretical proposals, which have been regarded as important dimensions of resistance and liberation, paradoxically are relevant to understanding the operation of the scenario-planning. Therefore, this (...) paper warns of the need to try new forms-of-thought that allow us to overcome the danger of our best philosophy captured by new machines of control. Uno de los dispositivos más utilizados en la gestión y control de nuestras actuales sociedades globales son las técnicas de construcción de escenarios. En este sentido, el presente artículo analiza el impacto que la utilización masiva de estos dispositivos entraña para nuestra sociedad. Específicamente, se utilizará como enfoque analítico el concepto de diferencia de Deleuze, la différance de Derrida y lo destituyente en Agamben. Dichas propuestas teóricas, que permanentemente han sido consideradas como dimensiones de resistencia, subversión y liberación, se muestran paradójicamente pertinentes para comprender el funcionamiento de las técnicas de construcción de escenarios ficcionales. Por ende, el presente art&iacut e la necesidad de ensayar nuevas formas-de-pensamiento que nos permitan sortear el peligro de fagocitación de nuestra mejor filosofía por parte de nuevas maquinarias de control. BackgroundAs part of the research project “End-of-life Communication in Nursing Homes. Patient Preferences and Participation”, we have studied how Advance Care Planning is carried out in eight Norwegian nursing homes. The concept of ACP is a process for improving patient autonomy and communication in the context of progressive illness, anticipated deterioration and end-of-life care. While an individualistic autonomy based attitude is at the fore in most studies on ACP, there is a lack of empirical studies on how family members’ (...) participation and involvement in ACP- conversations may promote nursing home patients’ participation in decisions on future treatment and end-of-life care. Based on empirical data and family ethics perspectives, the purpose of this study is to add insights to the complexity of ACP-conversations and illuminate how a family ethics perspective may improve the quality of the ACP and promote nursing home patients’ participation in advance care planning.MethodsParticipant observations of ACP-conversations in eight nursing homes. The observations were followed by interviews with patients and relatives together on how they experienced being part of the conversation, and expressing their views on future medical treatment, hospitalization and end-of-life issues.ResultsWe found that the way nursing home patients and relatives are connected and related to each other, constitutes an intertwined unit. Further, we found that relatives’ involvement and participation in ACP- conversations is significant to uncover, and give the nursing home staff insight into, what is important in the nursing home patient’s life at the time. The third analytical theme is patients’ and relatives’ shared experiences of the dying and death of others. Drawing on past experiences can be a way of introducing or talking about death.ConclusionsAn individual autonomy approach in advance care planning should be complemented with a family ethics approach. To be open to family ethics when planning for the patient’s future in the nursing home is to be open to diversity and nuances and to the significance of the patient’s former life and experiences. Although smallpox was declared eradicated in 1980, there are fears that stocks of the virus manufactured for military purposes by the Soviet Union may have fallen into the hands of “rogue nations” or terrorists. Worries about bioterrorism have thus sparked debate about whether or not the smallpox vaccine, which can be dangerous, should be offered to the general public. Meaningful public debate on this issue requires expert information about the likelihood that the virus will in fact be used as a (...) weapon. Informed voluntary individual decision making, about whether to get vaccinated if vaccine is made available to the public, would similarly require appreciation of the likelihood of attack. Public deliberation and private deliberation thus both require briefing by the intelligence community. (shrink)

This paper seeks to discover if urban planning has any 'internal values' which might help guide its practitioners and provide standards with which to judge their works, thereby providing for some disciplinary autonomy. After arguing that such values can best be discovered through an examination of the history of utopian urban planning, I examine one period in that history, the early Renaissance and, in particular, the work of Leon Battista Alberti. Against Susan Lang's thesis that Alberti's work was (...) guided by the fundamental value of beauty, I argue that Alberti was centrally concerned to design cities that would help their citizens develop civic virtue. Against Françoise Choay's thesis that Alberti was not a utopian, I argue that Alberti was a procedural utopian interested in advancing certain political goals. This analysis suggests that urban planning has an internal value structure which includes some specific political values. (shrink)

This study presented the policy of functional integration of the product planning team as a strategy for the development of the pharmaceutical industry in Palestine. The study population consists of all the workers in companies operating in the field of medicine in Palestine, which are (5) companies producing in the West Bank only for pharmaceuticals used by these companies, which are (296) employees, and was used a simple random sample to choose the sample and size (87) employees of the (...) study population, and to achieve the objectives of the study (87) questionnaires were distributed. The descriptive analytical method was used, and SPSS was used to answer and discuss the study's questions. The results showed that there is a significant relationship between the effectiveness of the policy of product development and the competitiveness of pharmaceutical companies in Palestine (West Bank), where the policy of product development efficiency accounts for 56.6% of the total change in the competitiveness of companies. The product quality component was most influential at all levels of product development effectiveness policy, followed by product identification, product cost reduction, packaging and product deletion. The weakest areas of strategic direction in pharmaceutical companies in Palestine (West Bank) are 67%. The weakest aspects of job integration are: non-regular meetings of representatives of different positions to participate in any project related to product development, to achieve spatial convergence of members of the product planning policy team in offices, laboratories and workplaces.
