Pharmacy Benefit Managers (PBM) induce drug manufacturers to offer rebates to insurers and employers by denying coverage through formulary exclusions, impeding physician prescription through prior authorization, and reducing patient drug use through cost sharing. As they tighten these access obstacles, PBMs reduce the net prices received by the manufacturers.

In traditional rebates, consumers submit proof of purchase for an item and then receive a portion of the purchase price, usually in the form of a check or gift card. In contrast, when a consumer redeems a cause rebate, a cash reward is given not to the consumer but to a non-profit organization (Ellis & McCall, 2011). In this paper, we aim to determine the attitudes toward and effectiveness of cause rebates versus traditional rebates. This will (...) help marketers develop more effective rebate programs for their products. We also will investigate characteristics of consumers more likely to redeem cause rebates. Cause rebates represent a mechanism by which businesses can promote personal responsibility on the part of consumers and help draw attention to and raise funds for social and environmental issues. Recently, Congress has focused on reforms to address pharmacy benefit managers’ (PBMs) role in high drug prices for patients. Congress must not excessively restrict PBMs’ ability to negotiate with manufacturers; alternatively, reforms could be paired with other policies that address the high prices of brand-name drugs.

A lack of transparency and concerns over patients costs at the pharmacy counter have increased Congressional focus on pharmacy benefits management practices. However, applying regulations without transparency into pharmacy benefits managers practices could do more harm than good.

To improve the value of pharmaceutical spending, some manufacturers and payers have introduced outcomes-based contracts, where rebates are tied to specified outcomes. We reviewed the literature and interviewed key experts to assess these contracts' potential to slow pharmaceutical spending. We found that while outcomes-based contracts are increasingly common in the US, they are still limited by multiple factors — including the lack of meaningful outcomes data. Moreover, there is no evidence to date that they slow pharmaceutical spending or increase (...) access. Experts favored having CMS test and rigorously evaluate this model to achieve a better understanding of the implications. (shrink)

Pressures are mounting upon Australian retailers including their ability to grow profit. Price deflation for many items, a lack of wage growth, and, the rise of huge online platforms is just some of the factors now creating difficulties for retailers. In the absence of sales growth, profit can only be improved with a focus on the cost side of the business. And, it is this focus that has brought about the potential for unethical decision making. This case study examines (...) the role of accountants in influencing this decision making. Accountants are often seen as the experts when it comes to cost control. Consequently, they have a unique opportunity to use their position to help ensure that when governance processes surrounding cost (and profit) management are established, or when key decisions are made, these are undertaken on an ethical basis. This teaching case explores this issue within three scenarios relevant to the current Australian retail industry. Firstly, the ethical concerns of the use of power by the big retailers to reduce costs within international and domestic supply chains are examined. Secondly, recent instances of questionable practices to inflate profits through rebate, and other, accounting methods are analysed. Finally, the design of remuneration systems is discussed within the context of whether these are creating unethical biases within organisational decision making. (shrink)

This book explores the universe and its subsystems from the three lenses of evolutionary (diversifying), developmental (converging), and complex (adaptive) processes at all scales. It draws from prolific experts within the academic disciplines of complexity science, physical science, information and computer science, theoretical and evo-devo biology, cosmology, astrobiology, evolutionary theory, developmental theory, and philosophy. The chapters come from a Satellite Meeting, "Evolution, Development and Complexity" (EDC) hosted at the Conference on Complex Systems, in Cancun, 2017. The contributions will be peer-reviewed (...) and contributors from outside the conference will be invited to submit chapters to ensure full coverage of the topics. This book explores many issues within the field of EDC such as the interaction of evolutionary stochasticity and developmental determinism in biological systems and what they might teach us about these twin processes in other complex systems. This paper discusses the relation between Crispin Wright’s alethic pluralism and my global expressivism. I argue that on many topics Wright’s own view counts as expressivism in my sense, but that truth itself is a striking exception. Unlike me, Wright never seems to countenance an expressivist account of truth, though the materials needed are available to him in his approaches to other topics.

In his influential book 'Making Things Happen' and in other places, Jim Woodward has noted some affinities between his own account of causation and that of Menzies and Price, but argued that the latter view is implausibly ‘subjective’. In this piece I discuss Woodward’s criticisms. I argue that the Menzies and Price view is not as different from Woodward’s own account as he believes, and that in so far as it is different, it has some advantages whose importance (...) Woodward misses; but also that the Menzies and Price view lacks some elements whose importance Woodward rightly stresses. When properly characterized, however, the ‘subjectivity’ survives unscathed. Like coastal cities in the third millennium, important areas of human discourse seem threatened by the rise of modern science. The problem isn't new, of course, or wholly unwelcome. The tide of naturalism has been rising since the seventeenth century, and the rise owes more to clarity than to pollution in the intellectual atmosphere. All the same, the regions under threat are some of the most central in human life--the four Ms, for example: Morality, Modality, Meaning and the Mental. Pragmatists have traditionally been enemies of representationalism but friends of naturalism, when naturalism is understood to pertain to human subjects, in the sense of Hume and Nietzsche. In this volume Huw Price presents his distinctive version of this traditional combination, as delivered in his René Descartes Lectures at Tilburg University in 2008. Price contrasts his view with other contemporary forms of philosophical naturalism, comparing it with other pragmatist and neo-pragmatist views such as those of Robert Brandom and Simon (...) Blackburn. Linking their different 'expressivist' programmes, Price argues for a radical global expressivism that combines key elements from both. With Paul Horwich and Michael Williams, Brandom and Blackburn respond to Price in new essays. Price replies in the closing essay, emphasising links between his views and those of Wilfrid Sellars. The paper is based on my talk at the latter meeting (audio, video and slides of which are accessible here).

The first half of Mr. Burgener's article is a very clear and very just exposition of my views. There is, however, one point which he may not have appreciated fully, and that is the "climate of opinion" in which I was writing, and against which I was reacting. One of my main aims was to protest against the transformation of the empiricist epistemology into a linguistic epistemology, a transformation initiated by the Logical Positivists of the 1930's, and completed by Wittgenstein (...) and his disciples. Hence the amount of space devoted to sign-cognition, to the intelligence of animals, and to image-thinking, all of which are non-verbal or pre-verbal. But, as he has surmised, I am really just an old-fashioned British empiricist. I am fighting on two fronts, as it were, throughout the book: against a purely linguistic conception of thinking on one side, and against the "classical" inspective conception of it on the other. And in this two-fold battle, I am taking just the line which Locke, Berkeley, and Hume would have taken if they had been alive today: one which they do in fact suggest in their writings, though of course they could not anticipate the lengths to which the purely linguistic or verbalistic conception of thinking would go, or how it would ally itself with a behavioristic conception of human personality. One of the things I most object to in current British philosophy is the attack which is made on all sides of the "inner life," the attempt to show that there is no such thing, or that it is a mere muddle to suppose there is, or that to the extent that it does exist it is of no importance. Perhaps there is some connection between this attack on the inner life and the attack on private life which is made by the politicians, social reformers, and economic planners. Perhaps they are only two aspects of the same thing. Anyway, between them they have gone a long way towards a kind of "dehumanisation" of man; and this seems to me one of the darkest features of the very dark age in which we live. I feel concerned about it not only as an epistemologist, but also as a religious person, or at least as a person who is interested in religion in a very undenominational way. Religion, as I view it, is very closely connected with the "inner life"; and if one is forbidden to take an interest in the "inner life," religion will wither away from sheer inanition. At any rate, the most mystical types of religion will, and these are the ones which seem to me the most important. (shrink)

Richard Price (1723-1791) was an eminent Welsh philosopher and Dissenting Minister. His political pamphlets won him considerable fame in the eighteenth century as a supporter of the American rebels in their struggle for independence, and for the enthusiasm with which he greeted the opening events of the French Revolution. It was this enthusiasm that provoked Edmund Burke into writing "Reflections on the Revolution of France." Price is noteworthy as a defender of freedom of thought (especially on religious matters), (...) as a proponent of parliamentary reform, and as an advocate of a minimalist conception of government. He espoused the doctrine of natural rights and the principle of self-government. This book is a collection of Price's most important pamphlets of the period 1759-1789, and is accompanied by a comprehensive introduction putting Price's work in context, complete bibliographical material, a chronology, and bibliographic notes on persons mentioned in the texts. This book explores for the first time an idea common to both Plato and Aristotle: although people are separate, their lives need not be; one person's life may overflow into another's, so that helping someone else is a way of serving oneself. Price considers how this idea unites the philosophers' treatments of love and friendship (which are otherwise very different), and demonstrates that this view of love and friendship, applied not only to personal relationships, but also to the household (...) and even the city-state, promises to resolve the old dichotomy between egoism and altruism. Why do leaders fail ethically? In this book, Terry L. Price applies a multi-disciplinary approach to an understanding of immorality in the public, private, and non-profit sectors. He argues that leaders can know that a certain kind of behavior is generally required by morality but nonetheless be mistaken as to whether the relevant moral requirement applies to them in a particular situation and whether others are protected by this requirement. Price articulates how leaders make exceptions of themselves, explains (...) how the justificatory force of leadership gives rise to such exception-making, and develops normative prescriptions that leaders should adopt as a response to this feature of their moral psychology. May I first say, Mr Chairman, that I regard it as a great honour to have been invited to take part in this Conference? I speak to you as a philosopher who happens to be interested both in religion and in psychical research. But I am afraid I am going to discuss some questions which it is ‘not done’ to talk about.

A.W. Price explores the views of Plato and Aristotle on how virtue of character and practical reasoning enable agents to achieve eudaimonia--the state of living or acting well. He provides a full philosophical analysis and argues that the perennial question of action within human life is central to the reflections of these ancient philosophers.

Regret is a slippery phenomenon. Fundamental questions about its fittingness conditions and functions have yet to be settled. Here, I offer a diagnosis of regret’s slippery character. Extending a suggestion made by Daniel Kahneman, I argue that regret comes in a range of emotional flavours, distinguished in the first instance by their phenomenology. While regret has received some attention from philosophers, its varied phenomenology has not been investigated. Yet the varied phenomenology of regret is significant: it reflects further variations in (...) its cognitive and motivational effects. As a result, I argue, different flavours of regret have different fittingness conditions and contribute to our lives in different ways. In Section I, I offer a preliminary sketch of regret and introduce the questions that drive my discussion. In Section II, I introduce regret’s different flavours. In Section III, I investigate their contrasting cognitive and motivational effects, with a view to determining their functions. In Section IV, I investigate what this implies concerning regret’s fittingness conditions—and, in particular, what constitutes a regrettable action. (shrink)

A 2015 experiment by Hanson and Delft colleagues provided further confirmation that the quantum world violates the Bell inequalities, being the first Bell test to close two known experimental loopholes simultaneously. The experiment was also taken to provide new evidence of ‘spooky action at a distance’. Here we argue for caution about the latter claim. The Delft experiment relies on entanglement swapping, and our main claim is that this geometry introduces an additional loophole in the argument from violation of the (...) Bell inequalities to action at a distance: the apparent action at a distance may be an artifact of ‘collider bias’. In the absence of retrocausality, the sensitivity of such experiments to this ‘Collider Loophole’ depends on the temporal relation between the entanglement swapping measurement C and the two measurements A and B between which we seek to infer a causal connection. CL looms large if the C is in the future of A and B, but not if C is in the past. The Delft experiment itself is the intermediate case, in which the separation is spacelike. We argue that this leaves it vulnerable to CL, unable to establish conclusively that it avoids it. (shrink)

As earthquakes expose geological faults, so mental conflict reveals tendencies to rupture within the mind. Dissension is rife not only between people but also within them, for each of us is subject to a contrariety of desires, beliefs, motivations, aspirations. What image are we to form of ourselves that might best enable us to accept the reality of discord, or achieve the ideal of harmony? Greek philosophers offer us a variety of pictures and structures intended to capture the actual and (...) the possible either within a reason that fails to be resolute, or within a split soul that houses a play of forces. Reflection upon them alerts us to the elusiveness at once of mental reality, and of the understanding by which we hope to capture and transform it. Studying in turn the treatments of _Mental Conflict_ in Socrates, Plato, Aristotle and the Stoics, A.W. Price demonstrates how the arguments of the Greeks are still relevant to philosophical discussion today. (shrink)

This is a collection of the most important writings of Oxford philosopher H.H. Price on the topics of psychical research and survival of death, collected from a wide variety of sources unavailable to most interested readers. Included are discussions of telepathy, clairvoyance, telekinesis, precognition, hauntings and apparitions, the impact of psychical research on western philosophy and science, and what afterlife is probably like. Few twentieth century English-speaking philosophers have written much on these topics. Of those who did so and (...) whose writings have not been collected and published in a single source, H.H. Many areas of philosophy employ a distinction between factual and non-factual (descriptive/non-descriptive, cognitive/non-cognitive, etc) uses of language. This book examines the various ways in which this distinction is normally drawn, argues that all are unsatisfactory, and suggests that the search for a sharp distinction is misconceived. The book develops an alternative approach, based on a novel theory of the function and origins of the concept of truth. The central hypothesis is that the main role of the normative notion of truth (...) is to encourage speakers to argue, with long-run behavioural advantages. This offers a fresh perspective on many debates about realism in contemporary philosophy. Donald Price and James Barrell show how a science of human experience can be developed through a strategy that integrates experiential paradigms with methods from the natural sciences.

Concepts employed in folk descriptions of the world often turn out to be more perspectival than they seem at first sight, involving previously unrecognised sensitivity to the viewpoint or 'situation' of the user of the concept in question. Often, it is progress in science that reveals such perspectivity, and the deciding factor is that we realise that other creatures would apply the same concepts with different extension, in virtue of differences between their circumstances and ours. In this paper I argue (...) that causal concepts are perspectival in this way, and describe the 'situation' on which they depend in terms of an abstract characterisation of the viewpoint of a deliberating agent. I argue that this approach makes better sense than rivals of the apparent asymmetry and temporal orientation of the causal relation. (shrink)
