During the communist era, Radio Free Europe (RFE) was Romania's favorite radio station. This paper analyzes the role of RFE in everyday life in the strictly controlled Romanian communist state by looking at the broadcasts of RFE's Romanian Department, their audience, and their impact. Drawing largely on the RFE archives at the Vera and Donald Blinken Open Society Archives (OSA) and the former secret police files at the National Council for the Study of the Securitate Archives (CNSAS), it (...) investigates how radio waves mediated and channeled information while preparing people to embrace political and cultural change. The paper focuses on the circulation of knowledge, media confluences, and human agency. The rituals that developed around the secrecy which governed the listening process, the personal requests, attitudes, and opinions expressed in letters to RFE, and oral and written testimonies, coupled with the disproportionate and, at times, extreme reactions of the communist state, together reveal the carving out of individual spaces that allowed for the preservation of the “self” during Nicolae Ceausescu's dictatorship. At such critical historical moments, the connection became visible. Through an analysis of recent media representations in which RFE figures, such as Cold Waves, this study also looks at how RFE shaped personal memories of communist times. (shrink)

Günther Anders offers one of the first phenomenological analyses of broadcast radio (in 1930) and its transformation of the contemporary experience of music. Anders also develops a reflection on its political consequences as he continues his reflection in a discussion of radio and newsreel, film and television in his 1956 ‘The World as Phantom and Matrix’. A reflection on the consequences of this transformation brings in Friedrich Kittler’s reflection on radio and precision bombing. A further reflection on (...) Jean Baudrillard’s notion of ‘speech without response’ permits a review of digital culture and the self-creation of the digital consumer absorbed in what Anders named a schizo-topia, that is, today, an autistic culture of distraction, displacement, and self-driven surveillance. Conclui-se que o rádio, no romance, traça um grande painel da sociedade e da política gaúcha (e brasileira). Ao mesmo tempo, mexe com a necessidade de circulação entre o imaginário e o real da comunidade e auxilia na construção de novos imaginários. The (...) text analyzes the presence of radio in the novel Incidente em Antares, by Erico Verissimo, in order to verify the role of the vehicle produced by the writer in the fiction and its relationship with the imaginary of the period. We conclude that the radio, in the novel, draws a large panel of society and politics in the State. Com qualidade de som inferior, as emissoras AMs chegaram ao século XXI sem novidades que fossem capazes de torná-las atrativas para novos ouvintes. Desde 2013, com a autorização da migração, estas emissoras apostam no formato de Frequência Modulada para recuperar audiência. Em Mato Grosso do Sul, cerca de 90% das emissoras vão migrar para FM. Diante da relevância da temática, propusemos um mapeamento das emissoras sul-mato-grossenses nesta etapa de transição com o objetivo de identificar os fatores que levaram a migrar, (...) as expectativas comerciais, e o que está sendo pensado em termos de programação. Para responder tais questionamentos, optamos por realizar estudo de caso múltiplo nas Rádios Difusora de Aquidauana, Corumbá, Três Lagoas e Campo Grande. Abordamos também a Rádio Caçula de Três Lagoas por ser uma das pioneiras a migrar no estado. (shrink)

While to political theorists in the United States ‘community radio’ may seem a quaint holdover of the democratization movements of the 1960s, community radio has been an important tool in development contexts for decades. In this paper I investigate how community radio is conceptualized within and outside of the development frame, as a solution to development problems, as part of development projects communication strategy, and as a tool for increasing democratic political participation in development projects. I want (...) to show that community radio is an essential tool of democratization and democracy outside of the development frame. To do so, I will bring out the conceptual and structural dimensions of community radio through examples of existing community radios, both those which are independently created and those which have been created as development projects. These structural and conceptual elements provide community radio the potential to realize the goals of development practice while avoiding characteristic pitfalls. These ‘pitfalls’ of development are also pitfalls of democratization and democracy in existing democratic states, and include: depoliticization, limited participation, particularly of marginalized groups. A review of Susan Merrill Squier's Communities of the Air - Radio Century, Radio Culture.

O artigo analisa a presença das rádios comunitárias nas revistas latino-americanas de Comunicação, com o objetivo de verificar de que forma o tema é abordado, quais os enfoques priorizados, os principais autores e as referências mais utilizadas. Foram selecionadas, no período de 2010 a 2015, oito das principais revistas do continente que se dedicam à área. Constatou-se a presença de dez artigos sobre o tema.

A presente pesquisa realiza um estudo de caso de uma rádio transmitida por meio do aplicativo WhatsApp e suas dinâmicas interativas em páginas em redes sociais online. Entre os objetivos deste estudo de inspiração etnográfica de uma rádio segmentada estão a descrição e análise dos processos de transmissão, circulação da produção de textos audioverbovisuais, modelo de negócio e interação com os ouvintes usuários do aplicativo. Pretende-se compreender possíveis experiências de pessoas comuns em ambientes digitais que provocam tensões entre os modos (...) de fazer rádio, as tecnologias digitais, a visibilidade e o suposto empoderamento do ouvinte. This essay explores the political significance of two largely unexplored texts on American radio that Adorno originally composed in English after emigrating to the United States: Current of Music: Elements of a Radio Theory and The Psychological Technique of Martin Luther Thomas’ Radio Addresses. Here, productively complicating the traditional image of him, Adorno translates his theory to a broader public in ways that reflect a desire to understand and inform democratic citizenship as enacted at the level of (...) the everyday customs, conventions, and habits of the people. Ultimately, Adorno’s writings on radio in the United States show how he tries to strengthen the substantive practice of democracy through a unique form of democratic leadership as democratic pedagogy that represents the practical enactment of an early version of negative dialectics. With this justification for Adorno’s complicated commitments to democracy in mind, we might begin to read him as a twentieth-century democratic theorist and productively turn to an unlikely thinker, not just to read a message in a bottle but to help us chart our current position and navigate our future course. Este trabalho apresenta exemplos de emissoras de rádio nas Américas que desempenharam um papel fundamental no processo de resistência ao poder estabelecido em seus territórios, com destaque para relatos de experiências nas quais os elementos não-verbais se mostraram expressivos para os roteiros de programas radiofônicos. Um dos objetivos é traçar um painel histórico das rádios que se opuseram ao poder constituído no século XX.

Os critérios de noticiabilidade – ou valores-notícia - das rádios comunitárias devem se submeter aos seus princípios. Servir à comunidade é o principal deles. Como o radiojornalismo nessas emissoras deve ser aberto à comunidade e elaborado por voluntários, ele tenderia a se diferenciar dos demais veículos. Igualmente, também os valores-notícias que estas emissoras adotam seriam singulares.

La utilización de la radio de manera planificada e intencionada en el proceso educativo contribuye a que los jóvenes adquieran una amplia gama de conocimientos referidos a diversos temas académicos, científicos y humanísticos, de una manera interactiva y vivencial. Partiendo de esta premisa es posible inferir que la radio constituye un recurso útil y valioso para consolidar competencias para la convivencia social en los estudiantes de educación media. Es por ello que el objetivo de este estudio es proponer (...) el uso de la radio como un recurso tecnológico pertinente para la asimilación de competencias para la convivencia social. Para alcanzar el objetivo propuesto el trabajo se enmarca en una investigación de tipo documental. Los resultados del estudio evidencian que la incorporación de la radio a la dinámica de trabajo pedagógico es potencialmente útil en la estimulación de competencias para la convivencia social, fortaleciendo significativamente aptitudes afectivas y morales como la igualdad, el respeto, el trabajo colaborativo y en equipo, la solidaridad, entre otros, además de propiciar en el estudiante el mejoramiento de sus habilidades para la expresión oral y escrita. A ideia de uma crise do rádio consolidou-se no imaginário coletivo nas últimas décadas, a despeito de não haver ancoragem na realidade. Se muitas rádios tradicionais AM e FM saem do ar, vendidas a igrejas eletrônicas ou novos grupos empresariais, multiplica-se a oferta de conteúdos no contexto de um rádio expandido, que transborda para novas plataformas e é consumido nos mais diversos dispositivos. O rádio vai bem, obrigado, embora algumas emissoras de rádio em ondas hertzianas estejam mal das pernas, lamentando-se (...) da concorrência com serviços on-line e da erosão dos habituais índices de audiência, antes medidos em centenas de milhares de ouvintes por minuto. As the Philippines continues to grapple with the effects of the COVID-19 pandemic, new modalities of instruction are being devised by the administration of Rodrigo Duterte, through the Department of Education (DepEd). Among these are what the DepEd provided as self-learning modules (SLMs) combined with “alternative learning delivery modalities” which include radio-based instruction (DepEd 2020). The SLMs and radiobased instruction are the most common modalities of learning, being the most accessible especially for the poor students of the country. This (...) paper will examine the pedagogical and political dimensions of a radio-based instruction. Coming from the tradition of philosophy of technology that emphasizes the political nature of technology, I will argue how the logic of radio broadcasting predetermines a specific pedagogy and form of communication. I will further argue how this predetermined form of communication carries the danger of being an effective support for authoritarianism. (shrink)

Médiamétrie, chargée de la mesure d'audience des stations nationales et locales, propose aujourd'hui deux outils complémentaires. L'enquête 75 000+ , réalisée chaque jour par téléphone, porte sur l'écoute des 24 dernières heures. Le panel, périodique, demande à un même échantillon de remplir pendant trois semaines un carnet d'écoute. Les indicateurs utilisés en radio comptabilisent soit des (...) individus, quelle que soit leur durée d'écoute , soit des audiences, c'est-à-dire des «auditeurs x quarts d'heure» . Depuis fin 2002, les auditeurs de 13-15 ans sont pris en compte. L'audimétrie passive pourrait remplacer prochainement les enquêtes qui font appel à la mémoire de l'auditeur.Radio has existed in a competitive universe for a long time and was thus the first media to have devised an audience measurement system, as early as 1949 in fact. "Médiamétrie", the organization in charge of audience measure for national and local radio stations, now proposes two complementary tools. The "75 000+ survey" carried out daily by phone, covers listening over the last 24 hours. The periodic panel requires a sample audience to fill in a listening diary over a three-week period. Indicators used in radio either count individuals, whatever their listening time , or audiences, that is to say "listeners χ quarter of an hour" . Since the end of 2002, listeners from 13 to 15 years old have also been taken into account. Passive metering could in a little while replace surveys which are based on the listener's memory. Bien que son écoute ne diminue guère, la radio a suscité peu de recherches en sciences de la communication qui ont privilégié depuis leur origine la presse, le cinéma et la télévision. Cet article tente d'expliquer cet oubli relatif et propose quelques réflexions sur le son numérique et la fragmentation de l'offre de programmes, notamment les émissions dites «de libre antenne», les programmes nocturnes, et les radios communautaires.Historical factors are behind the relative lack of research into radio in (...) the field of the young information and communication sciences despite radio’s very popular audience. The paper explores the cause of this deficit, compared with TV studies, and shows that the difficulties faced by those carrying out such research into radio are in themselves opportunities for better analysis of media phenomena. Presented here is the transcript of a BBC radio broadcast by Elizabeth Anscombe that was recorded in May 1953 – the month when Wittgenstein’s Philosophical Investigations appeared in England for the first time. In her radio talk, Anscombe provides some biographical and philosophical background for reading the Philosophical Investigations. She addresses the importance of the Tractatus and of the literary qualities of Wittgenstein’s writing. Anscombe warns that it would be fruitless to adopt slogans from Wittgenstein without insight. Adorno’s phenomenological study of radio offers a sociology of music in a political and cultural context. Situating that phenomenology in the context of Adorno’s philosophical background and the world political circumstances of Adorno’s collaboration with Paul Lazarsfeld on the Princeton Radio Project, illuminates both Adorno’s Current of Music and the Dialectic of Enlightenment with Max Horkheimer and the ‘Culture Industry’. Together with an analysis of popular music in social practice/culture, this article also explores Adorno’s spatial reflections on Paul (...) Bekker’s notion of the community-building power of the symphony, including his reflection on the radio face which he elaborated in terms of both time and the physiognomics of the time-space of sound, private and communal, and adds connections with today’s Internet and related media. While previous studies highlight the dynamic nature of identity co-construction, how and especially why speakers construct and shift their own multiple identities still remains understudied. The present study argues that identity is part of speaker communicative resources as evidenced by radio program hosts’ strategic employment and shift among their different identities to facilitate their interactional purposes. Based on data drawn from radio medical consultations, this article attempts to reveal the dynamic adaptability of hosts’ identity construction. It is found (...) that in general, hosts of medical consultation programs construct three identities for themselves, namely an authoritative expert identity, a caring friend identity and a sales representative identity; the three identities constructed are respectively adaptable to power relationships, solidarity and role relationships between hosts and callers in conversation; the three identities shift in conversations to facilitate callers’ purchasing acts. Although in Radio and TV-programmes the dutchspeaking radio and television gives much attention to the election campaign, reporters and journalists manage to stick to the status of non agens, conforming the BRT-constitution.There is no difficulty to interview political leaders or ask them for collaboration in one or another programme, during the election campaign. The nearer election-day comes, the more difficult it is to stay neutral.In the radio-programmes one simply avoided to interview political leaders the last weeks before (...) election-day. As for the TV-programmes, one managed to give the campaign with all pro's and con's, the typical detail and the striking events in puredocumentary style. (shrink)

Around the world, many schools were closed as one of the measures to contain the spread of the COVID-19 pandemic. School closure brought about important challenges to the students' learning process. This context requires strong self-regulatory competences and agency for autonomous learning. Moreover, online remote learning was the main alternative response to classroom learning, which increased the inequalities between students with and without access to technological resources or for those with low digital literacy. All considered, to level the playing field (...) for students without digital resources, there is an urgent need to promote self-regulatory competences through offline intervention solutions. The current paper describes a project with this purpose, using radio broadcasting and letters to reach elementary students without digital resources. Moreover, potential reach and participants' perspectives of the project implementation are presented and discussed. The project draws on a prior evidence-based story-tool intervention grounded on a self-regulated learning framework. The original intervention was set previous to the COVID-19 pandemic and was implemented in the classroom context (N= 1,103 students). Once the schools had been closed down, the mode of intervention was adapted with the collaboration of the community. Alternative solutions were developed as follows: (i) story chapters were read on the radio and students received to their homes a printed script, prompting reflection, and suggesting related activities; (ii) students were provided with the story-tool to read autonomously and received letters from the main characters of the story which included, for example, suggestions for activities and reflection. These two alternative modes of intervention delivery potentially reached 394 elementary students, including students with digital resources. Interviews conducted with a group of students were provided information about the positive aspects of these two modes of intervention delivery, perceived learning (e.g., planning), constraints, and suggestions to improve the project. The current work is likely to merit attention from researchers and educational practitioners, given the need to use offline alternatives to provide support for students without digital resources to engage in autonomous learning during the pandemic period. This project may also be used as an alternative or a complementary solution to online modality. (shrink)
