Argentina’s recent trajectory has provoked several discussions in the last few years. Most of them have centred on the character of the new mode of development presumed to have appeared in the wake of the crisis of neoliberal rule. This article provides an analysis of the changes and continuities in capitalist development in Argentina after the crisis of 2001. We provide extensive evidence regarding changes in the mode of development which, we propose, has shifted towards a neo-developmentalist alternative. While we (...) argue that this strategy perpetuates capitalist domination, more importantly we stress that it also implies significant changes from the previous pattern of development. Richard Kraut's neo-Aristotelian account of well-being, Developmentalism, aspires to explain not only which things are good for us but why those things are good for us. The key move in attempting to make good on this second aspiration involves his claim that our ordinary intuitions about what is good for a person can be successfully explained and systematized by the idea that what benefi ts a living thing develops properly that living thing's potentialities, capacities, and faculties. I argue that (...) Kraut's understanding of such proper development plays no serious constraining role in shaping the details of the account. If this is correct, Developmentalism lacks the potential to explain or vindicate the intuitions about what is good for us that it champions. In effect, Kraut offers us a list of things that he claims benefits a person, but he lacks a theory of what those things have in common such that they benefit him. (shrink)

Kenneth C. Schaffner's paper is an important contribution to the literature on behavioral genetics and on genetics in general. Schaffner has a long record of injecting real molecular biology into philosophical discussions of genetics. His treatments of the reduction of Mendelian to molecular genetics first drew philosophical attention to the problems of detail that have fuelled both anti-reductionism and more sophisticated models of theory reduction. An injection of molecular detail into discussions of genetics is particularly necessary at the present time, (...) when so many philosophers seem happy to discuss the philosophical and ethical implications of molecular biology using gene concepts derived from evolutionary biology ). Schaffner has long advocated the view that the philosophy of biology should be more than the philosophy of evolution. This paper shows how radically a picture of gene action derived from molecular biology undercuts the popular picture associated with a more evolutionary view of genes as units of heredity or as ‘difference-makers’ mediated by the ‘black box’ of development. This article proposes to analyse some aspects of the appropriation of New School thinking in Brazil, particularly Deweyan pragmatism, in the 1950s and 1960s. The analysis is based on the assumption that the developmentalist ideology that punctuated the debate on the economic, political and social restructuring of the country in these two decades constituted fertile ground for the return and expansion of pragmatist thinking amongst Brazilian educators, articulating itself, sometimes in contradictory ways, with this ideology. The focus of the analysis (...) will be on the writings of the group of educators which circulated around the figure of Anísio Teixeira, at the time director of the National Institute for Pedagogic Studies, an organ linked to the Ministry of Education and Culture, which set itself the task of producing research that would support public policy in the field of education, as well as constituting itself as a center for teacher education and the stimulus and development of innovative experiences in the public school system. The appropriation of Deweyan pragmatism, in this context, had a triple perspective: pragmatism as scientific method, implying a specific conception of science, particularly the social sciences, with emphasis on the application of scientific knowledge in the solution of practical problems; as a way of democratic life; and as a synonym for experimentalism, in the sphere of schooling. “Developmentalism” is often regarded as the bête noire haunting liberal political theory, justifying modern civilizational hierarchies and liberal imperialism. But are all developmentalisms equally tied to Eurocentric, imperialist philosophies? I consider this question through a close reading of two of the most prominent, influential, and divisive modern accounts of historical development: those of Kant and J. S. Mill. I argue that Kant's philosophy of history is embedded in an Enlightenment idealism treating non-Europeans as bound to either adopt Western norms (...) or fade into obscurity. Conversely, the influences of Romanticism and sociology led Mill to recognize cultural differences as indelibly affecting any society's development. Given this, I argue, against much of the current literature, that Mill provides us with a significantly more capacious liberalism than Kant's; that his developmentalism holds the conceptual resources to understand progress as a pluralistic and culturally differentiated process; and so, more broadly, that not all liberal developmentalisms are equally bound to imperialist politics. Aristotle's chief ethical work, the Nicomachean Ethics , has given rise to a number of lively scholarly debates. Chief among them, is the debate about Aristotle's conception of the human good or eudaimonia. Aristotle defines eudaimonia as activity of the soul in accordance with virtue . But several different kinds of psychic virtues are all discussed in the NE, viz., ethical virtue and sophia. Unfortunately, it is unclear whether Aristotle identifies eudaimonia with the combination of ethical virtue and sophia, or (...) whether he believes that eudaimonia consists in the activity of sophia alone. Inclusivists endorse the former alternative, whereas intellectualists endorse the latter. ;Aristotle's "function argument" ---the argument which leads Aristotle to conclude that eudaimonia is "activity of the soul in accordance with virtue"---has become the locus of the dispute between intellectualists and inclusivists. The present work focuses on this dispute. I argue that both intellectualist and inclusivist interpretations of Aristotle's conception of eudaimonia , are flawed. For both accounts ignore Aristotle's views about the biological development of human beings. As I will show, Aristotle's views about human development play a crucial role in the function argument. Once this fact is appreciated, we are able to see that ethical virtue is a developmental prerequisite for sophia, and hence that sophia cannot be actualized without ethical virtue. This conclusion challenges those intellectualists who claim that in some cases, ethical virtue and sophia can come into conflict with one another.1 These intellectualists conclude from this that eudaimonia consists in contemplative activity alone, and that ethical virtue is merely instrumentally valuable. On this view, ethical virtue is valuable only to the extent that it helps one to be a better contemplator. I reject this view and argue that ethical virtue is necessary for the development of sophia. Thus, eudaimonia is activity in accordance with ethical virtue and sophia, but these virtues are hierarchically related since ethical virtue is a developmental prerequisite of sophia. I argue that the fact that a viablephage can be produced from purified DNA and host cellularcomponents lends some support to the anti-developmentalist, ifthey first show that one can draw a principled distinctionbetween genetic and environmental effects. The existence ofhost-controlled phage host range restriction supports thedevelopmentalist''s insistence on the parity of DNA andenvironment. In a 1985 article entitled “The Art of Glaukos,” Diskin Clay suggested that the enigmatic passage at the beginning of the geological myth in Phaedoreferred toRepublic10, where the soul is likened to the sea-creature Glaucus whose true nature, like the soul’s, is obscured by the distortions imposed by underwater life. Starting with a defense of Clay’s ingenious suggestion, my purpose is to compare Phaedoto Glaucus, with its true nature obscured by traditional assumptions about the order in which Plato composed his (...) dialogues, and thus how they should be read. At least part of the reason that Clay’s thesis has not been embraced is because it clashes with the dogma that Phaedocannot refer back to Republic; I want to challenge that dogma. Borrowing from Catherine Zuckert the notion that, since Phaedocomes at the end of Socrates’ story, it can usefully be read as the culmination of the Platonic dialogues, I will show how a “late” Phaedo—i.e., a reading of the dialogue that is open to the possibility that it refers to more than one dialogue generally considered to be later than it with respect to composition—recovers its true nature, presently encrusted with the oysters and seaweed of an outdated developmentalism that has obscured this culminating masterpiece of Plato’s dramatic and philosophical art. Depending on the dissemination of discursive forms through linguistic practices as well as a particular change in our contemporary doxa, the development language of collective social improvement has been based upon a particular mode of ontological naturalism. In a renewed version of the ontological mode that Descola termed “naturalism”, international development has set social expectations in terms of a progressive future framed by violent ruptures, crises, perils and a threat actual of human annihilation. This paper investigates how this developmental enterprise (...) and the consequent ideology of “developmentalism” have further expanded a bi-polar ontology. Since its inception, it articulates two radical sets of possibilities: one of infinite progress for humankind and one of its total annihilation according to the well-known metaphysics of possibilism. First, I will show how the institutionalization of development goes hand in hand with the emergence of a new form of naturalism that accentuates extreme possibilities as results of human action. My main claim here is that, after World War II, science and technology radicalized naturalism through the institutionalization of a new ideology. As the world’s religious communities become more involved in environmental concerns, the question arises as to whether their most significant contributions are in the realm of worldviews, doctrine, and cosmology, or rather in the realm of political and economic critique and an articulation of social justice concerns arising from ecological despoliation. After reviewing liberation theology’s early critique of economic developmentalism, as well as its more recent treatment of ecological concerns, this paper suggests that liberation theology is in fact positing (...) a cosmological as well as political and economic critique of modernity, which proffers conduits of dialogue with other environmental approaches. Recent work on the heat-shock protein Hsp90 by Rutherford and Lindquist (1998) has been included among the pieces of evidence taken to show the essential role of developmental processes in evolution; Hsp90 acts as a buffer against phenotypic variation, allowing genotypic variation to build. When the buffering capacity of Hsp90 is altered (e.g., in nature, by mutation or environmental stress), the genetic variation is "revealed," manifesting itself as phenotypic variation. This phenomenon raises questions about the genetic variation before and after (...) what I will call a "revelation event": Is it neutral, nearly neutral, or non-neutral (i.e., strongly deleterious or strongly advantageous)? Moreover, what kinds of evolutionary processes do we take to be at work? Rutherford and Lindquist (1998) focus on the implications of non-neutral variation and selection. Later work by Queitsch, Sangster, and Lindquist (2002) and Sangster, Lindquist, and Queitsch (2004) raises the possibility that Hsp90 buffering may play the role that was played by drift in Sewall Wright's shifting balance model, permitting transition from one adaptive peak to another. However, Ohta (2002) suggests that much of this variation may be nearly neutral, which in turn, would imply a strong role for drift as well as selection. The primary goal of this paper is to illuminate the alternative scenarios and the processes operating in each. At the end, I raise the possibility of a synthesis between evo-devo and nearly neutral evolution. (shrink)

In this article I want to show the characteristic elements of the bio-politics in the developmentalist Francoism, from 1959 to 1975. For this, I will distinguish three fields of study – economic , health and the ideological – and I will analyze the most characteristic – disciplinaries and regulatories – bio-political devices for each of them. At the same time, the analysis of these devices will allow me to show the most distinctive elements of the governmentality of the last Francoism (...) , understanding this concept as “conduct of conducts” tried out by the Franco’s regime in this period. Finally, all of this will allow me to provide a new interpretation about the end of the Franco’s regime, indicating the effectiveness of its bio-political devices, and announce the birth of a new governmentality in Spain with the democracy arrival. This article will begin by outlining influential attempts by historians and sociologists to develop a more adequate theoretical understanding of past and contemporary childhoods, focusing on the major problems that stem from the pivotal role that ‘developmentalism’ plays in their arguments. I will argue that sociologists can overcome some of their deepest fears about the role of developmental psychology by developing a relational approach that integrates the biological and social aspects of children’s development. In the development of a relational (...) sociology of early childhood we need to make important connections with closely related disciplines, but at the same time draw on and integrate research findings from relevant areas within the social and natural sciences. An alternative perspective drawn from the writings of Norbert Elias will be put forward and illustrated by discussing some of the key concepts that Elias and Vygotsky used to explain the language development of young children. This paper defends a ‘perspectivist’ reading of Plato’s dialogues. According to this reading, each dialogue presents a particular and limited perspective on the truth, conditioned by the specific context, aim and characters, where this perspective, not claiming to represent the whole truth on a topic, is not incompatible with the possibly very different perspectives found in other dialogues nor, on the other hand, can be subordinated or assimilated to one of these other perspectives. This model is contrasted to the other (...) models that have been proposed, i.e., Unitarianism, Developmentalism, and ‘Prolepticism’, and is shown to address and overcome the limitations of each. One major advantage of ‘perspectivism’ against the other interpretative models is that, unlike them, it can do full justice to the literary and dramatic character of the dialogues without falling into the opposite extreme of turning them into literary games with no positive philosophical content. To say that Plato’s dialogues are ‘perspectivist’ is not to say that they contain no ‘doctrines’ on the soul, for example, but, on the contrary, to stress the plurality of doctrines, with the observation that each is true within the limits of the argumentative function it is introduced to serve and of the specific dialogical context. Learning and development are well established as concepts in educational psychology. Gert Biesta has used terms such as “learnification” and “developmentalism” to describe a tendency that, in his view, removes existential qualities from teaching and education. Although important in the right contexts, the concepts do not represent the core of what education should be about, he claims. Jostein Sæther notes that in many ways he shares Biesta's view on the most fundamental quality of education, i.e., helping young people exist (...) as independent subjects in confrontation with their own will, responsibility, and freedom. In this paper, he addresses the overarching question of whether it is possible and desirable to think educationally about psychology in educational theory, specifically through relating Biesta's critique to selected handbooks, reviews, and metaliterature. Sæther does not propose integrating educational psychology into Biesta's existential theory but rather hopes to open a dialogue on different points of view that challenge each other in fruitful ways. The process of discussing certain principles, problems, and examples should yield a certain kind of “unclean” educational psychology, one that is relevant to “subjectification.” There are problems related to eclecticism and the tension between essence and existence, yet, in this context, Sæther sees a dialogical project as the only way forward. In this paper I focus on the problem of accounting for apparent inconsistencies between Plato’s early and middle works. Developmentalism seeks to account for these variances by differentiating a Socratic philosophy in the early dialogues from a Platonic philosophy in the middle. In opposition to this position, I propose an alternative explanation: differences between these two groups are due to Plato’s depiction and use of middle period epistemology. I argue that, in the early dialogues, Plato depicts Socrates’ use of (...) the “summoners” described in Book 7 of the Republic, and that Plato uses Socrates’ failed attempts to summon interlocutors for the purpose of summoning readers. In conclusion, I suggest that the hypothesis that Plato uses summoners provides a framework for addressing the wider problem of inconsistencies within the Platonic corpus. (shrink)

The question of the influence of genes on behavior raises difficult philosophical and social issues. In this paper I delineate what I call the Developmentalist Challenge (DC) to assertions of genetic influence on behavior, and then examine the DC through an indepth analysis of the behavioral genetics of the nematode, C. elegans, with some briefer references to work on Drosophila. I argue that eight "rules" relating genes and behavior through environmentally-influenced and tangled neural nets capture the results of developmental and (...) behavioral studies on the nematode. Some elements of the DC are found to be sound and others are criticized. The essay concludes by examining the relations of this study to Kitcher's antireductionist arguments and Bechtel and Richardson's decomposition and localization heuristics. Some implications for human behavioral genetics are also briefly considered. (shrink)

Reading Foucault’s work on power and subjectivity alongside “developmentalist” approaches to evolutionary biology, this article endorses poststructuralist critiques of political ideals grounded in the value of subjective agency. Many political theorists embrace such critiques, of course, but those who do are often skeptical of liberal democracy, and even of normative theory itself. By contrast, those who are left to theorize liberal democracy tend to reject or ignore poststructuralist insights, and have continued to employ dubious ontological assumptions regarding human agents. Against (...) both groups, I argue that Foucault’s poststructuralism must be taken seriously, but that it is ultimately consistent with normative theory and liberal democracy. Linking poststructuralist attempts to transcend the dichotomy between agency and structure with recent efforts by evolutionary theorists to dissolve a similarly stubborn opposition between nature and nurture, I develop an anti-essentialist account of human nature and agency that vindicates poststructuralist criticism while enabling a novel defense of liberal democracy. The significance of Herbert Spencer’s evolutionary philosophy has been generally recognized for over a century, as the familiarity of his phrase “survival of the fittest” indicates, yet accounts of the origins of his system still tend to follow too closely his own description, written many decades later. This essay argues that Spencer’s own interpretation of his intellectual development gives an inadequate impression of the debt he owed to provincial scientific culture and its institutions. Most important, it shows that his evolutionism (...) was originally stimulated by his association with the Derby philosophical community, for it was through this group—of which his father, who also appears to have espoused a deistic evolutionary theory, was a member—that he was first exposed to progressive Enlightenment social and educational philosophies and to the evolutionary worldview of Erasmus Darwin, the first president of the Derby Philosophical Society. Darwin’s scheme was the first to incorporate biological evolution, associationist psychology, evolutionary geology, and cosmological developmentalism. Spencer’s own implicit denials of the link with Darwin are shown to be implausible in the face of Darwin’s continuing influence on the Derby savants, the product of insecurity in his later years when he feared for his reputation as Lamarckism became increasingly untenable. While temporality has been addressed in the context of child welfare, the temporal dimensions of differentiation and othering remain unacknowledged. This article draws on material from a Swedish child welfare agency and is theoretically inspired by postcolonial and queer theories and critical childhood studies. It is based on an analytical juxtaposition of care order applications recommending immediate child welfare interventions versus interventions that are recommended after long ongoing assessments. Such recommendations are addressed as unequal in terms of timing. The article (...) discusses temporal themes related to permanency versus temporary, which guide assessments of changeability. I show how immediate interventions respond to chronicity—the temporality of incurability, permanency, and underdevelopment. However, social problems in long ongoing assessments are assessed as permanent only after long ongoing observations or passage of time. The article discusses how ideas about change reproduce wider societal and intersecting inequalities. This becomes visible when considering time as allocated to parents and their potential to bring about change. I argue that even though permanency differs from chronicity, it still limits a discussion about change as societal, and the detection of problems remains within a developmentalist and neoliberal framework. In the concluding remarks, I offer an alternative reading of allocated time that can maneuver developmentalist logics, while balancing responsibilisation between the individual and the society. Ecotheology involves the fundamental awareness of local communities and their social solidarity to protect the sustainability of nature. Therefore, it is critical to address problems in nature caused by increasing tourism industry development. This article discusses social movements sparked by religious and critical awareness of the development issue in conservation zones. We conducted a qualitative participatory interview with 9 key actors in Batu, Indonesia, using an ecotheological approach. Group discussions were held with the participants during demonstrations, festivals, and cultural rituals. (...) This research found that individuals who rely for their daily needs only on water springs have significant connections to ecological and spiritual values, and they resist with their cultural capital when the government’s actions threaten the sustainability of the springs. Environmental ethics as a theological belief has shaped the community’s traditions and cultural traits. Thus, the current study serves as the basis for policymakers in planning development, prioritizing a cultural approach, and considering the possibility of environmental degradation. (shrink)

Recovering a marginal body of pluralist political thought from early twentieth-century India, this article explores how the question of popular sovereignty shaped the federalist reconfiguration of the anticolonial democratic project. The turn to federalism was facilitated by the Indian reckoning with Hegel in the late nineteenth century, which led to the diagnosis that the universality ascribed to monist sovereignty relies on a “unilinear” theory of development. Through a sustained engagement with British pluralist and American progressive thought, Indian federalist thinkers eventually (...) developed a many-willed conception of the people. In so doing, they hoped to overcome the denial of Indian peoplehood on the ground of its lack of national unity and historical backwardness. However, the alternative source of sovereignty the federalists pointed to—plural and many-willed—stood in tension with their simultaneous pursuit of a people speaking in one voice. In this way, the constitutive tension of the pluralist conception of sovereignty came strikingly alive in the colonial world. (shrink)

The “puzzle” of emotional plasticity concerns making sense of two conflicting bodies of evidence: evidence that emotions often appear modular in key respects, and evidence that our emotions also often appear to transcend this modularity. In this paper, I argue a developmentalist approach to emotion, which builds on Karmiloff-Smith’s (1986, 1992, 1994, 2015) work on cognitive development, can help us dissolve this puzzle.

Joint attention is an early-emerging and uniquely human capacity that lies at the foundation of many other capacities of humans, such as language and the understanding of other minds. In this article, I summarize what developmentalists and philosophers have come to find out about joint attention, and I end by stating that two problems or questions of joint attention require additional research: 1) the relation between joint attention and the skills for dyadic sharing or affect exchange in young infants, and (...) 2) the evolution of joint attention. "Even those professionally concerned with the problems of development find it distressingly easy to start thinking in terms of graphs and statistics and to stop thinking in terms of people--the hundreds of millions of men, women and children daily beset by poverty, hunger and illiteracy. For Denis Goulet, people remain people, and a primary challenge to those who work for world development must be "to restore the links between economic science and moral philosophy. For the development problem resurrects, in a (...) new mode, the most ancient ethical questions: what is the good life, what is the just society?" These are the issues Denis Goulet confronts in A New World Order, a provocative and controversial approach to the questions most developmentalists fail to ask or despair of answering. Commenting on both the book and its author, Paulo Freire notes: "Goulet is a sensitive and intellectually challenging man who has to be taken seriously. He does not view the Third World as a mere object about which one could become expert without simultaneously assuming that world and being assumed by it. Goulet is a restless man who never ceases to look at life with a permanent sense of astonishment, whose ethical preoccupations are born of communion with the silent regions of the world, with 'the wretched of the earth.'" Significant “guestworker” immigration occurs when the state lacks the capacity to inhibit rent-seeking by private interests that benefit from imported labor. Policies allowing imported labor result in government subsidies for employers’ profits. These subsidies are usefully conceived as rents. A developmentalist state will constrain the creation of such rents, especially because imported labor carries long-term costs not borne by employers and inhibits productivity growth and positive structural change. A clientelist state falls prey to this type of rent-seeking because of a (...) weaker institutional capacity for creating conditions that make alternative solutions feasible and profitable for employers. Nearly one-quarter of Costa Rica's export earnings derive from an expanding tourist sector, one that is increasingly diversified in a mix of tourist niches. Ecotourism is the fastest growing niche and its promises are featured in a range of sites and practices, including the largest multinational hospitality and hotel corporations. These companies promote a vision of sustainability that relies on expanding consumption of ‘environmental' amenities through profit-driven global corporations – a vision that is, to some, antithetical to the very meaning (...) of ecotourism. Our study explores the historical evolution of tourist development in Costa Rica, specifically large-scale coastal development, as a means for national development. The confidence lacking in the Argentine currency takes the form of an absence of society in Brazil, resulting in an inequality, which traverses the different phases of the country’s development. We analyse here the specificity of the form of the developmentalist state, (...) which develops itself out of a syncretism of the colonial tradition and corporatist modernism; and finally the theoretical and political ambiguities of the left, vis-à-vis a system of privilege which permits the perpetuation of an iniquitous social system. Through the eye of the developmentalist, human activity is everywhere characterized by evolution and growth. It is seen in the psychological makeup of individuals as well as in the lives of cultures and nations. Developmentalists from Sigmund Freud to Lawrence Kohlberg (1981), Robert Kegan (1994) and Clare Graves (1981; Beck & Cowan, 1996) have studied the growth of emotional, intellectual, and moral capabilities in individuals and extrapolated their findings to issues of cultural and international import. Ken Wilber's unique contribution, here (...) and in other recent books (e.g., Wilber, 1995; 1997; 2000a), is to synthesize many lines of scholarship into a powerful developmental model that spans the distance from persons to cultures and societies. The development of this paper is presented in two moments. In the first, the analysis of the literacy method of master Paulo Freire is made. However, he ceases to be approached as a simple set of reading and writing techniques to highlight the “anthropological, ethical and political proposal to rescue the ontological vocation of men and women, which, among others, materializes in the right to read world. In the second, the focus is on the relationships between Freire's pedagogical thinking and (...) the theory of Brazilian nationalism-developmentalism developed within the ISEB in the period between 1959 and 1964. The central argument is that Paulo Freire's position is opposed to that of the elites, to the closed society and identified with the nuances of conservative populism that massifies, fanatizes and prevents the simple men from being participants and agents of the transformation process that they consider fundamental; the education proposed was essentially transformative and liberating. Throughout the development of the text, the importance of Paulo Freire and the reasons for occupying this prominent place in the history of Brazilian and world education are always emphasized.
