Este artículo estudia la hipotética penetración del islamismo –vertiente degradada del Islam- en algunos sectores de la extrema izquierda en Latinoamérica y reflexiona sobre su habilidad para desarrollar tanto una teoría como una práctica islamizadas de la revolución. El objetivo de esto es indagar en un aspecto inusual de la seguridad, el factor ideológico, habitualmente soslayado por preferirse los elementos estratégicos y tácticos. Para ello primero se investigan someramente algunos cambios del terrorismo ligados al islamismo en Latinoamérica. Después se analiza (...) la doctrina mediante la que el islamismo puede conectar con la extrema izquierda mediante los conceptos de revolución, guerra revolucionaria, guerra asimétrica y yihad. De nombreux auteurs décrivent le temps comme un facteur déterminant à l’égard de la guerre. Cela vaut particulièrement pour les guerres asymétriques, à propos desquelles le temps favoriserait le faible. Quant aux démocraties, leurs chances de victoire diminueraient à mesure que la guerre dure dans le temps. La guerre étant un processus complexe, il est délicat de déterminer avec précision quels sont les facteurs qui en déterminent l’issue. Les observateurs se trouvent alors dans une situation d’incertitude. S’ils parviennent à identifier (...) certaines tendances, il leur est difficile d’isoler les facteurs pertinents. Par conséquent, plutôt que de démêler ce nœud de facteurs, ils préfèrent parfois affirmer que le temps en est un lui-même. Ici, le temps n’est rien d’autre qu’un concept par défaut. En réalité, il ne joue pour personne. Il n’est pas un facteur de la guerre, mais une dimension à l’intérieur de laquelle les facteurs opèrent. Des confusions majeures sont faites par les auteurs.. This article advances three claims. The first is that the standard instrumentalist case for minimal age and sanity requirements for voting is weak and inconclusive in such a way that the evaluation of such requirements should be made exclusively on the basis of procedural fairness considerations. The second claim is that fairness requires the inclusion of all and only those persons who have the franchise capacity: the minimum necessary cognitive and moral powers to experience the benefits of enfranchisement. The disenfranchisement of persons with mental impairments, minors, noncitizen residents, nonresident citizens, and criminal offenders is a matter of controversy. This article compares the ‘enfranchisement lottery’, a novel method for allocating the right to vote, with universal suffrage. The comparison is conducted exclusively on the basis of the expected consequences of the two systems. Each scheme seems to have a relative advantage. On the one hand, the enfranchisement lottery would create a better informed electorate and thus improve the quality of electoral outcomes. On the other hand, universal suffrage is more likely to ensure that elections are seen to be fair, (...) which is important for political stability. This article concludes that, on balance, universal suffrage is prima facie superior to the enfranchisement lottery. Yet the analysis shows that the instrumental case for the ‘one person, one vote’ principle is less conclusive than democratic theorists usually suppose. (shrink)

Il saggio ricostruisce il pensiero di Baczko riguardo la Rivoluzione francese. Frutto del progresso illuminista, la Rivoluzione aveva inaugurato uno spazio politico aperto all’utopia. Gli uomini che agivano il cambiamento politico e venivano forgiati dagli eventi rivoluzionari non delegavano al potere politico la realizzazione dei loro progetti di innovazione sociale. Termidoro serve a Baczko per sviluppare un’originale lettura del terrore, ovvero alle paure che i rivoluzionari avevano alimentato per smantellare ogni opposizione e neutralizzare le velleità di resistenza. Il terrore diviene (...) così la violenza che radicalizza l’idea egualitaria portata dai Lumi e al contempo ne tradisce gli ideali. (shrink)

Mientras Carole Pateman (1988) afirma que «para las feministas la democracia no ha existido jamás», Julieta Kirkwood (1986) sostiene que «no hay democracia sin feminismo». Ambas aluden a la deuda del ideal democrático con la emancipación de las mujeres, e incluso a la función estructural de la exclusión de las mujeres en la democracia liberal. A partir de los encuentros y desencuentros entre democracia y feminismo, el presente artículo pretende ofrecer una definición de la democracia feminista que vaya más allá (...) de la inclusión a través de la acción afirmativa, abordando las tensiones que esta genera en el debate feminista de las últimas décadas y los nuevos desafíos en torno a las políticas de redistribución y de reconocimiento. ¿Es posible superar la opresión y la dominación a partir de políticas centradas en el interés de grupo? ¿Cómo se define ese interés sin esencializar la diferencia? Responder a estas preguntas resulta clave para plantear un concepto eficaz de democracia feminista. (shrink)

Este artículo supone una aproximación a la práctica de la pintura como medio privilegiado para suspender nuestra habitual reducción de lo visible al mundo predeterminado de las categorías y funcionalidades, potenciando la apertura de una mirada atenta al aparecerse mismo de las cosas. A partir de la correspondencia entre autor y espectador a través de una mirada formadora, buscamos reivindicar la experiencia estética del mundo para tomar consciencia de nuestra relación sensible con lo observado en su desnuda extrañeza, donde nuestro (...) papel no es el de la dominación cognoscitiva, sino el de la participación y la diferencia. Se realizó una investigación descriptiva con el objetivo de caracterizar la esfera afectiva de mujeres diagnosticadas con trastornos depresivos, en el período comprendido entre 2012 y 2015. La muestra estuvo conformada por 46 mujeres residentes en la provincia de Camagüey, seleccionadas de manera intencional, a partir de los criterios establecidos por los autores del estudio. Se aplicó el Psicodiagnóstico de Rorschach, según la codificación e interpretación del Sistema Comprehensivo de Exner. Como principales resultados se obtuvo que, en la mayoría de (...) las mujeres, predominó la combinación del Índice de depresión negativo y el Índice de inhabilidad social positivo, el estilo vivencial coartado e introversivo, proporción afectiva baja y Lambda alta. A descriptive study was conducted to characterize the affective sphere of women diagnosed with depressive disorders during a period between 2012 and 2015. The sample consisted of 46 women living in Camagüey, who were selected intentionally using criteria established by the investigation authors. A Rorschach Test was applied, with regard to the encoding and interpretation of Exner´s Comprehensive System. Results suggested that most women exhibited a combination of the negative depression index and the positive social disability index, constricted and introversive experiential style, low affective proportion and high Lambda. This article examines regulation’s understanding of technology in American financial markets as means for rethinking the contours and institutional limits of governance in the age of financialization. The article identifies how the Securities and Exchange Commission perceived markets and their conceptual relation to technology throughout much of the long twentieth century by distilling the “ontologies” expressed by the agency’s leadership. Despite the fact that SEC’s commissioners recognized technologies as playing a central role in the market’s current and future operations, these (...) were never effectively brought under regulatory scrutiny even when such action fell under the commission's jurisdictional remit. Rather than regulating technologies as constitutive of markets, the governance of the material devices of finance was discursively kept at arm's-length by presenting them as intractable objects that were external to financial innovation. Triangulating across several techniques of computational text analysis, this article shows how this interpretation of technology mirrored distinct shifts in how regulators understood markets, from being physical trading sites populated by agents that required vetting and certification to a distributed, multi-sited system surveilled through transparency and disclosure. Throughout these ontological transitions, technology’s inscrutability remained, limiting the capacity of the state and its regulatory agencies to shape the evolution of finance and its underlying infrastructures. In November 2020, the world received the good news that some vaccine candidates were highly effective at preventing COVID-19. Yet, the demand for COVID-19 vaccines within the global free market has led wealthy nations to procure most of the vaccine supply, leaving low- and middle-income countries in dire circumstances. This article considers the morality of our global procurement strategies and argues that, although what we are witnessing may be adhering to the parameters set out in global business and global politics, (...) it nonetheless has moral deficiencies.RésuméEn novembre 2020, le monde a reçu la bonne nouvelle que certains vaccins candidats étaient très efficaces pour prévenir la COVID-19. Cet article examine la moralité de nos stratégies d'approvisionnement mondiales et soutient que, bien que ce à quoi nous assistons puisse adhérer aux paramètres définis dans le commerce international et la politique mondiale, la situation présente néanmoins des lacunes morales. This book tells the curious story of an unexpected finding that sheds light on a crucial moment in the development of physics: the discovery of artificial radioactivity induced by neutrons. The finding in question is a notebook, clearly written in Fermi's handwriting, which records the frenzied days and nights that Fermi spent experimenting alone, driven by his theoretical ideas on beta decay. The notebook was found by the authors while browsing through documents left by Oscar D'Agostino, the chemist among Fermi's (...) group. From Fermi's notes, they reconstruct with skill and expertise the detailed timeline of the critical days leading up to his vital discovery. While much is already known about the road that led Fermi to his important result, this is the first time that it has been possible to reconstruct precisely when and how the initial evidence of neutron-induced decay was obtained. Intercultural research poses critical ethical challenges. In 2019, in collaboration with more than 200 researchers from more than 30 countries, a group of researchers developed an ethical conflict analysis model that seems relevant for Latin America. The model proposes a flexible frame of reference where ethical challenges depend on four factors present throughout the research process: the place where the research is carried out, the people involved, the relevant ethical principles, and the precedents from previous research. RESUMEN La falta de equidad y justicia en la distribución de alta tecnología no excluye la salud pública en casos donde la disponibilidad es inferior a la demanda. Dentro de la estomatología, la implantología en Cuba dispone de recursos limitados y la valoración multidisciplinaria para rehabilitar mediante implantes dentales al adulto mayor depende de factores objetivos y subjetivos. En el presente artículo, en la medida que se identifican los factores que determinan en la exclusión de adultos mayores para rehabilitarse mediante (...) implantes dentales; se pretende como objetivo exponer consideraciones clínicas y éticas a considerar para una justa y eficaz selección. Se concluyó que los factores subjetivos influyen en los bajos índices de ingresos de adultos mayores para rehabilitarse, y que la consulta multidisciplinaria debe impartir equidad y justicia en la selección considerando la calidad de vida como un factor primordial para alcanzar un envejecimiento saludable. ABSTRACT The lack of justness and justice in the distribution of high technology don't exclude the public health in cases where the readiness is inferior to the demand. Inside of dentistry, the implantology has in our country limited resources, and the multidisciplinary assesment to rehabilitate by means of dental implant to senior adult it depends on objective and subjective factors. In this article, in the measure that the factors which determine an bigger exclusion of senior adult are identified to become rehabilitated by means of dental implant; it is sought as objective to expose clinical and ethical considerations to consider for a fair and effective selection. Was concluded that in spite of having an established systematical diagnoses, subjective factors influence in the low index of senior adult to become rehabilitated, and that the multidisciplinary consultation should impart justness and justice in the selection considering the quality of life like a primordial factor to reach a healthy aging.
