Populist representation is the process by which a body or set of bodies become the signifier of a powerful act of political transgression of the social order. We call this specific type of representative linkage ‘synecdochal representation’. In it, the leader’s body performs three key functions: it mirrors certain popular traits that are characterized as ‘low’, it displays marks of exceptionality, and it appropriates symbols of institutional power. These tasks are performed through particular ways of acting, dressing, talking, eating, and (...) the like, in public. Social media has become a key locus for bodily self-presentation because it is used to create the appearance of intimacy and spontaneity through the distribution of ‘candid’ pictures and videos. This paper will analyze how the self-presentation of populist and non-populist leaders are established through Twitter, what images they choose to disseminate, and how they are re-signified by the audience. To do so, we will focus on the two Latin American politicians: Cristina Fernández (with a populist style) and Mauricio Macri (with a technocratic one). (shrink)

The rise of ‘populism’, often conflated with authoritarianism, is frequently viewed as being antagonistic to environmental values, where the latter are associated with ‘liberal elites’. However, with a less pejorative understanding of populism, we might be able to identify elements within that can be usefully channelled and mobilised towards the urgent rescue of human and non-human life. This paper seeks to illuminate a ‘green populism’ using Hannah Arendt's analysis of the tension between science and politics. In Arendt's (...) account, Western philosophy and science is predicated on a rejection of the mortal realm of politics, in search of eternal laws of nature. However, the pressing mortality of nature has pushed it back into the political realm, shrinking the distance between science and politics. Where nature itself is defined by its mortality, environmentalism and political action acquire a common logic, which could fuel a participatory, green populism. (shrink)

According to the authors of Populism and Civil Society, ‘populism is situated within the democratic imaginary’ but its logic is authoritarian. This article agrees with the first but challenges the second argument by focussing on the question of representation. In the case of ‘populism as government’ the tensions between bottom-up and top-down articulations seem to be more or less resolved by the repression of bottom-up organization, but in so doing, so the argument of this article, populism (...) is mutating into something else. Furthermore, ‘populist dictatorship’ seems to be closer to a dictatorship strategically using populist tools than to an intrinsic populist logic. While I agree with the authors on the authoritarian cases of populism in government, my argument diverges from the book when it comes to populism as government and introduces a discussion about the nature of populism. To this purpose, I first propose a complex definition of populism which understands populism not as the essence, but as one component of hybrid authoritarian formations, thus enabling the disentanglement of populism, authoritarianism, and totalitarianism. Second, I examine two components of populism that Arato and Cohen lay out in the book: the specific representation pars pro toto and embodiment. Building on Lefort, I argue that these components are not populist but totalitarian and that the empirical manifestations of populism are always hybrid, mixing populist and authoritarian or even totalitarian components. Aristotle’s Politics offers both a broad diagnosis of the hazards of contemporary populism and a broad characterization of actionable remedies, and it does so in conjunction with an ideal of political societies as properly partnerships in living well, characterized by voluntary cooperation, mutual advantage, and civic friendship. The task of this paper is to explain the diagnosis, remedies, and ideals more fully and to illustrate their currency and value in contemporary political analysis. Medical populism, as a political style of handling the challenges of a public health crisis, has primarily been analyzed in terms of its influence on the efficacy of governmental efforts to meet the challenges of the current pandemic (such as those related to testing, vaccination, and community restrictions). As these efforts have moral consequences (they, for instance, will affect people’s wellbeing and may lead to suffering, loss of opportunities, and unfair distributions), an analysis of the ethics of medical (...) class='Hi'>populism is much needed. In this essay, we address the need to analyze the moral dimension of medical populism by relating it to issues in healthcare ethics. Specifically, we identify the moral significance of medical populism by demonstrating how it contributes to the failure of governments to discharge their moral duty to provide for the healthcare needs of their people, and, correlatively, to the violation of the people’s moral right to healthcare. We argue that with medical populism, governments tend to mishandle the constraints that would morally justify their shortcomings in fulfilling such duty. We identify such constraints as mainly referring to the governments’ given (economic and institutional) capacities and the relative degree of incumbency of their competing duties. (shrink)

Moralism is an often-cited feature of populist politics; yet, as a concept, it remains under-theorised in current literature. This paper posits that to understand the threat that populism poses to democracy, it is necessary to develop this key feature of populism. Essential to discerning what moralism is is the difference between moralism, or moralistic blame, and moral criticism. While moral criticism is a restrained and thoughtful method of holding persons accountable for their actions, moralism amounts to a distinctly (...) punitive form of exclusion: it seeks to undermine the equal moral status of the target of criticism. As a key feature of populism, then, moralism enables a political actor to solidify a conception of the ‘morally-pure‘ while normalising hate and disrespect for particular persons and groups in society. Populism – shaped by the features of anti-pluralism and moralism – therefore presents a clear threat to democracy, especially if we consider pluralism and recognition-respect as two basic principles underpinning democracy itself. Within the scope of the POPULISMUS research project, we have engaged in a methodological cross-fertilization between Essex School-inspired methods of analysis and computer-assisted text analysis. In this chapter, emphasis is placed on the Greek case and the material analyzed involves newspaper articles from the 2014–5 period. In particular, the analysis focuses on the antagonistic language games developed around representations of ‘the people’ and ‘populism’. Highlighting the need to study anti-populism together with populism, something that has not attracted (...) much attention in the relevant bibliography, and focusing on their mutual constitution from a discourse-theoretical as well as lexicometric perspective, we articulate a comprehensive analysis of the populist and anti-populist press in Greece, with broader implications for populism research globally. The article addresses the following question: if an extensive period of globalization and also democratization after the fall of the Berlin Wall has been followed by populism, does this mean that there is something wrong with liberalism itself? Must liberalism be substituted by alternative economic and political concepts? Although political pluralism can have an ethical justification, it does not need one. Political pluralism can be justified on the basis of an epistemological argument about what we can claim to know, one which has a normative conclusion about how strongly we ought to believe. This is important because for pluralism to command wide assent, it needs something other than an ethical justification, since many simply will not accept that justification. ABSTRACTThis article explores how neoliberal and populist elements were initially fused in US political talk to legitimize the expansion of corporate power and socioeconomic inequality that has occurred over recent decades. Applying neo-Gramscian critical semiotic analysis to speeches, news texts and legislative statements about the 1981 Reagan economic plan, I illustrate how a distinctive neoliberal-populist discourse articulates signs of ‘the American people’ with signs of market individualism, and further connects these signs to the neoliberal political project’s policy moves to roll (...) back state protections and deliver large tax cuts. Neoliberal populism is a paradigmatic instance of what Stuart Hall has termed the ‘trans-coding’ of distinct semantic elements to form a new hegemonic discourse. Through neoliberal-populist signifying processes, people who are deemed unable or unwilling to inhabit market-centric subjectivities, or to promote policies defined as ‘free market,’ are ideologically drawn outside the perimeters of social esteem and political legitimacy. These processes have created obstacles to imagining a unified, politically effective opposition to the neoliberal project in the United States. Moreover, by ideologically constructing ‘the American people’ as anti-statists in the realm of economic and social welfare policy, neoliberal-populist discourse makes it difficult to articulate democratic values and practices with the state as a mechanism through which greater economic equality and substantive democracy could be realized. My analysis illuminates the immediate historical roots of a public discourse with deep anchors in popular common sense which continues to pervade official US policy talk. The cultural resonance and political influence of neoliberal-populist discourse help to explain the persistence of the neoliberal project in the USA. (shrink)

Emotion expressions of outgroup members inform judgements and prompt affective responses in observers, shaping intergroup relations. However, in the context of political group conflicts, emotions are not always directly observed in face-to-face interactions. Instead, they are frequently linguistically ascribed to particular actors or groups. Examples of such emotion ascriptions are found, among others, in media reports and political campaign messaging. For instance, anger and fear are frequently evoked in connection with and ascribed to right-wing populist groups. Yet not much is (...) known about the specific effects that ascriptions of discrete emotions to outgroups can have on intergroup relations. With this pre-registered study, we contribute to bridging this gap by analysing the effects of ascriptions of anger and fear to a right-wing populist outgroup. In an online survey experiment, administered to a sample of the German general population (N = 3500), we manipulated the emotions ascribed to these outgroups using brief vignettes. Our findings suggest that ascriptions of anger to right-wing populist outgroups increase reactive anger in observers, whereas ascriptions of fear reduce anger as well as contempt towards populists. Effects of ascribed emotions on stereotype content and action tendencies could not be identified. (shrink)

A link between populism and social media is often suspected. This paper spells out a set of possible mechanisms underpinning this link: that social media changes the communication structure of the public sphere, making it harder for citizens to obtain evidence that refutes populist assumptions. By developing a model of the public sphere, four core functions of the public sphere are identified: exposing citizens to diverse information, promoting equality of deliberative opportunity, creating deliberative transparency, and producing common knowledge. A (...) wellworking public sphere allows citizens to learn that there are genuine disagreements among citizens that are held in good faith. Populists employ truth as a tool for aligning the people against the elite. Citizenship education rarely takes up critiques of liberal democracy, discussions of populism, or conversations about what truth is. This paper provides an alternative pragmatist vision of truth that builds on the populist call for democracy to better reflect the will of the people, while also pushing back against the harms potentially caused by populism. Students today need to learn how populism works performatively and through (...) discourse. But more importantly, they also need to learn how to engage with populism by taking up some of the real challenges it poses in their communities today. Citizenship education that overtly talks about how truth operates and demonstrates how inquiry can be used to determine “what works” better prepares students for the flawed democracy we see at play today and provides pathways for improving it in the future. Populism sets people against elites. Most discussions of populism focus on the dangers that come with assuming too homogenous a vision of a ‘pure’ people against a ‘corrupt’ elite. However, an obvious question to ask is what elites do, or might do, to court populists ire. In this paper, I draw on Michael Saward’s work on representation to construct an account of populism that focuses on the ways in which elites can conceivably corrupt (and have conceivably corrupted) (...) the institutions responsible for generating the representative claims that are central to democratic life. Specifically, I will sketch an account of the way elites have operated, within the American context, to corrupt the representative functions performed by political parties, those centrally important institutions tasked with producing representative claims within contemporary capitalist, liberal, representative democracies. If we are to properly evaluate populism, whether as an ideology, movement or set of tactics, it is necessary to take seriously and evaluate the stories populists tell of how elites have corrupted democracy. To simply assume they are wrong and dismiss populist critiques of democratic failures as wrong is to replace critical analysis with elite apologism. (shrink)

This essay explores the thicker understanding of populism developed in Christopher Lasch’s The True and Only Heaven and bell hooks’s belonging. The ascendance of populism to power in various liberal democracies around the world triggered vigorous public debates. More often than not, scholars, politicians and analysts warn of the dangers populism poses to democracy and its institutions, expecting populism to turn authoritarian once in government. Viewing populism as a feature of the opposition alone, others argue that populism in government is not meant to last - but rather consolidated into the mainstream of political and party systems. (...) This chapter provides a critical overview of the literature on populism in power, putting into scrutiny dominant theoretical paradigms in the field of so-called populism studies. It discusses the multi-faceted trajectories populist actors globally may take in their transition from opposition to power. Populism is on the rise, especially in Western Europe. While it is often assumed that populist actors have a tendency for fallacious reasoning, this has not been systematically investigated. We analyze the use of informal fallacies by right-wing populist politicians and their representation in the media during election campaigns. We conduct a quantitative content analysis of press releases of right-wing populist parties and news articles in print media during the most recent elections in the United Kingdom and Switzerland in (...) 2015. The results show that fallacies are used in more than a third of all analyzed texts and overwhelmingly co-occur with populist key messages. Moreover, fallacies occur more often in populist parties’ press releases than in news articles and are more common in Switzerland compared to the United Kingdom. Extant research on political corporate social responsibility (PCSR) has not yet addressed how the populist turn impacts PCSR theory and practice. This conceptual article analyzes how populism influences PCSR across a range of political environments. We draw on signaling and screening theories to develop a conceptual model that advances PCSR literature by proposing an information-centric approach. We highlight the necessity of high-quality information as an enabling condition for effective PCSR-related decision-making, and our model explains how the depreciation of information (...) transparency under populism impacts PCSR strategy. We thus contribute to PCSR literature with a new information-based theorization by showing how PCSR depends on the political environment and by enhancing our understanding of the role of the state in the development of PCSR strategies. In Turkey, populism has a homogeneous structure that includes opposing ideologies stuck between right-wing and left-wing views. In the political structure in Turkey, ‘us’ and ‘the other’ are created through populism and an exclusionary attitude towards political rivals is adopted. The present study analyzes the populist issues and populism communication processes of 4 candidates on Twitter ahead of the presidential elections in Turkey. The posts (n = 727) made by the candidates on their Twitter accounts between March (...) 10 and 10 April 2023 were analysed using the content analysis method. As a result of the study, the approaches of the political candidates towards economic, political, cultural and social issues on Twitter were analysed within the framework of populism. The topics addressed by the candidates on Twitter during the election process varied according to the candidates’ positions in power and opposition. On the other hand, it was found that the political candidates defined their populist communication style on Twitter based on the themes of ‘champion of the people’, ‘the man on the street’ and ‘sincerity’. The state of debates around the topic of `populism' has made clear the difficulties that exist to provide a coherent definition of the concept. There is much to be argued from historical, epistemological, comparative and sociological perspectives that may provide clarity to the uses of the term. As the world meets new scenarios of uncommon styles of doing politics and the themes of ideological polarization and social segregation take hold, the question about the value of `populism' as a (...) theoretical tool needs to be met with an affirmative stance that delineates its principal characteristics. The book contains an extraordinary condensation of important themes regarding populism. It brings social and political science together with normative philosophy, something badly needed today in critical theory to advance its theoretical-empirical approach. But it is precisely the kind of interpretation of critical theory presented in the book that is the focus of these brief comments. In particular, I mainly ask about the relation to second-generation critical theory. In this context, the comments particularly address kinds and levels of cultural (...) structure that make possible the form of normative reconstruction offered by critical theory, and examines how these appear – or do not appear – in the book, together with outlining the implications for the approach. Specifically, I will address three main dimensions arising in the book. These are (a) Immanent Critique; (b) The counterfactual status of ideals; (c) The methodology of ideal type analysis. The general conclusion is show in what ways the line of inquiry present in the book can be further elaborated within critical theory. (shrink)

To study how populist sentiments have increasingly influenced businesses in society, we examine how German and Swedish corporations addressed the refugee situation in their 2015 and 2016 annual reports. We find that corporations changed their communication once refugee migration became subjected to populist political sentiments, but that they did so without subscribing to those sentiments. Although populism is based on such sharp oppositions as welcoming refugees or closing borders, our analysis shows that corporations have found ways to communicate about (...) the refugee migration beyond these oppositions. Rather than taking a political stance, the corporations studied have primarily articulated the refugee situation as it pertains to their business operations. We identify four modes of articulation: the refugee as someone needing international aid, as a factor for economic analysis, as a benefit recipient, or as a potential stakeholder. These findings help nuance our understanding of how corporations navigate contested political issues. (shrink)

Over the past couple of decades, both the news media and mainstream literature have been awash with stories of some sort of renascent nationalism and populism. Some citizens have begun to express lack of confidence in core representative institutions, accusing politicians and entrepreneurs of having lost touch with the concerns of ordinary people. They demand protection from transnational economic forces undercutting their access to jobs, wages, and benefits, and in addition, from the threats of terrorism associated with Islamic extremism. Efforts at liberal homogenization were examined, and the charge that conservative views trivialize the ethics of universal human care, love and collaboration, which are at the heart of creating enduring peace in the world, was considered. The past two decades have witnessed a resurgence of populist politics across the globe. The early 21st century saw the pink tide of left wing populism in Latin America, the Southern European populisms that rejected the politics of austerity after 2013, and the right wing populisms that now dominate not only European but global polities. Although each instance of populist politics is distinct, all share an appeal to the people, to the true people, who both oppose and are dominated (...) by the political elite. The nature of this elite also varies – in some cases it is predatory capital; in other cases it is the multicultural left; in yet others the anonymous bureaucrats in Brussels undermining national sovereignty. This article examines the rise of Islamic populism in post-truth Indonesia. It particularly discusses the proliferation of Islamic populism narratives in social media that lead to hoaxes and hate speeches which appeared in series of political elections. This article argues that there has been a similar pattern of Indonesian form of populism to that of other parts of western countries, particularly the US and the UK. Like populism in the latter two countries, the issue of “indigeneity” (...) has generated the reproduction of post-truth narrates, ranging from false-news, hoaxes, and hate-speeches, blaiming the so-called “foreign” elements of the country. Islamist mobilisation is central to explain the proliferation of post-truth politics which cultivates tensions and divisions among society and reserves as a threat to democratic consolidation in contemporary Indonesia. In current political analysis, as well as in discourse, the term populism has become an ‘umbrella term’, embracing a large number of concepts and phenomena. One risk underlying this conceptual stretching is that the term falls into the trap of ‘all-nothing’ and becomes so elastic that populism is used to improperly describe a wide and unrelated variety of phenomena. Some political phenomena might share some characteristics with populist movements but are nevertheless characterised by ideological elements and political projects (...) that are very much in line with the traditional left/right split, as in the case of the new radical right. This article proposes a distinction between the conformational populism typical of some populist parties and the contagious populism typical of the radical right. We argue that in the latter, populism becomes another tool in the arsenal of parties with clearly established identities. Using a comparative approach, we evaluate the programmes, ideological foundations, conception of the people and positions of the 5 Star Movement, The League and the Rassemblement National to illustrate this distinction. The stability of any nation depends on the harmonious integration of all its citizens. Constitutional democracy, through the rule of law, aspires to inclusive government. But populism emphasizes the sovereignty of the people, places it above the rule of law and equates the people with the majority, excluding the minority. This exposes the nation to majority tyranny, abuse of power and exclusion of some segments of the populace in governance, thereby, raising issues of legitimacy, the polarization of the population (...) and hostilities inimical to nationhood. This paper uses historical hermeneutic analysis to examine the impact of populism on the nation-building of emerging democratic nations like Nigeria. It argues that populism is a threat to the stability of emerging plural democracies and that the rule of law based on a negotiated constitutional democracy is a better option than populism. (shrink)

The genus problem of populism presents one of the most vexing conceptual questions across the social sciences: Some theorists believe that populism is nothing more than an assembly of discursive patterns, while others maintain that populism is a strategy to gain political power. Then there are those that argue that populism is a thin ideology that lacks a coherent set of guiding principles. The paper intervenes in this debate in two ways: First, it offers a methodological (...) apparatus for evaluating and developing contested concepts such as populism. Second, it puts forward and defends the claim that populism can be fruitfully understood as a coherent ideology that rests on four foundational principles. These principles, I will argue, are necessary for explaining the paradigmatic beliefs and dispositions exhibited by exponents of populism. The current rise of populism is often associated with affects. However, the exact relationship between populism and affects is unclear. This article addresses the question of what is distinctive about populist (appeals to) affects. It does so against the backdrop of a Laclauian conception of populism as a political logic that appeals to a morally laden frontier between two homogenous groups, ‘the people’ and ‘those in power’, in order to establish a new hegemonic order. I argue that (...) it is distinctive of populism that it breaks with the dominating feeling rules by overtly appealing to affects and reclaiming them for the realm of the political. The article explores three groups of affective phenomena: discontent, anger, and fear; empathetic, sympathetic, group-based, and shared emotions; and collective passions of enthusiasm and love. It shows how an appeal to these affects relates to the political logic of populism itself by contributing to the concretization, collectivization, and unification of affects. (shrink)

Populism in public communication has revived during the global economic and political crises. It is embedded in both right wing and left wing political ideologies. During the pandemic of Covid-19 the populist discourses have been tightly intertwined with rumors and conspiracy theories. This paper outlines the possibilities of populism to create and generate “otherness” by distancing and even stigmatizing all the "different" who do not support its discourses. Thus, populism often generates hate speech that leads to the (...) radicalization of social and political groups in times of crisis. One of the main hypotheses of this paper is that populism in Eastern Europe and especially in Bulgaria is supported by cultural reasons. The analysis shows that societies and groups that had been under authoritarian regimes are more prone to believe in populist theories and may show a lack of trust in official institutions and authorities, including in the media. This study aims to analyze populism in the scope of South Korean politics. It addresses the contexts in which political actors adopt dichotomous populist discourses and the implications of populist mentality on the social fabric of country. Populism can be defined in three different dimensions as an exclusionary, divisive and marginalizing ideology, discourse politics and a mobilization strategy. It is typically built on others that take on various forms. In this framework, the recent reflections of populism in (...) the case of South Korea are discussed through the dichotomies and constructed perceptions of the other. It seeks to shed light on how political actors in South Korea which is assumed to have a homogenous social structure, point out the internal and external others that constitute the essence of populist politics. While populism’s understanding of the other is relatively uniform in different contexts, in South Korea the reflections of populism are differentiated and concretely understood through a range of internal and external others. South Korea, which is considered as one of the successful democracies in East Asia, is also affected by populist wave. The reflections of populism in South Korea are not severe and can generally be expressed as soft populism. Moreover, it is predominantly effective on discourse politics and is not observed in the form of concrete policies. (shrink)

This paper draws on Collins’s conflict theory to understand the contemporary surge of populism. It puts forward an account centred on citizenship rights and the state, and on ‘my nation first’ politics in four countries: the US, Sweden, India and China. Collins has identified a capitalist crisis, the dynamics of geopolitical legitimacy, and state-penetrating bureaucracy as three central processes in modern societies. Especially the last of these focuses attention on the conflict between cosmopolitan elites and ‘the people’, construed in (...) exclusionary terms, which is on the rise in all of the four cases discussed here. The paper analyses the similarities and differences between them, and sketches the prospects for populist politics. (shrink)

Chapter 9 analyzes the political discourse and performance of the Greek populist radical left party SYRIZA in government since 2015. To this purpose, it examines its leader Alexis Tsipras’ discursive construction of antagonisms, his articulation of social demands and political style, as well as SYRIZA’s policies while in government. The analysis shows that in office Tsipras continued to use people-centred populist appeals to create and maintain a political antagonism between the Greek people on the one hand and the traditional political (...) establishment and neoliberalism on the other, while at the same time the government enacted the austerity measures prescribed by the EU, ECB, and IMF “troika” Memorandum that SYRIZA had rejected while in opposition. The chapter also examines how SYRIZA set up an alliance with the radical right party ANEL based on a shared national-popular antagonism against the Memorandum and how this alliance unravelled regarding the issue of Macedonia that evidenced two different conceptions of “the people”: a nationalist-nativist one by ANEL and an inclusionary and heterogeneous one by SYRIZA. Although populism is an ideologically fluid political vehicle, it is not one that is intrinsically anti-business. Indeed, different varieties of populist parties may encourage business activity for utilitarian ends, but with their own ideas on what businesses should be doing. This reality implies that initiatives not related to national greatness or priorities as defined by the populist leadership may be viewed as redundant. Key among such initiatives would be corporate social responsibility (CSR). In a populist environment, it is possible (...) that firms may divert resources away from broad-based CSR under pressure from populist governments. This article explores the relationship between populist governance and CSR with an econometric examination of over a thousand firms in 13 countries under both pro- and anti-business populist governments at varying times from 2012 to 2020. Using dynamic panel data methods, we find strong evidence that firms substitute away significantly from CSR under populism. This effect grows significantly larger under anti-business populists. The article is devoted to populism as a political phenomenon and as an object of analysis in po- litical theory. The focus is on the debate around the definition of populism. The article reviews various approaches to the study of populism, particularly ideological and discursive approaches. The author also analyses populism from the point of view of the normative theory of democracy and discusses the issue whether populism is a threat to liberal democracy or a (...) correction of it. The problem of defining ‘the people’, a key populist concept, is considered separately, and it is concluded that nationalist and populist discourses essentially intersect, so it is impossible to separate them completely. The article argues for a discursive approach to populism. Populism’s primary feature is a claim to speak in the name of the people. Populism is an element of the representative demo- cracy and represents both its constant potential and a menace to it. Populism also appeals to the claim for democratic legitimacy that is a basic normative demand in modern societies. It is logi- cal to consider populism not as the essential characteristic of a political actor (party, movement, leader) who is or is not a populistic but as the aggregation of the populist repertoire, a combina- tion of its elements and their orientation. ABSTRACT Populism raises questions about the extent to which public opinion should be a legitimate foundation for executive power. In the United States, it is often thought, such a foundation was established at the beginning of the twentieth century through the creation of a newly “representative” modern presidency. This new presidency, it is held, acts as an agent of populist majorities to undermine constitutional and legal norms. In fact, however, the argument for presidential representation is a long-standing element of (...) politics in the United States. This article argues that understanding the dangers and risks of authoritarian populism in consolidated constitutional democracies requires analysis of the forms of pluralism and status anxieties that emerge in civil and economic society, in a context of profound political, socioeconomic, and cultural change. This paper has two basic theses. The first is that when societies become deeply divided, and segmental pluralism maps onto affective party political polarization, generalized social solidarity is imperiled, as is commitment to democratic norms, social justice, (...) and liberal democratic constitutionalism. The second, is that populist political entrepreneurs excel in fomenting social antagonisms by framing shifts in the forms of social pluralism in ways that foster deep political polarization, generalized distrust and a politics of resentment against “elites,” “the establishment,” “the oligarchy,” and “outsiders.” Why populist offers resonate requires a social theoretical analysis of status/solidarity and class issues and a direct response to them. I draw on Polanyi and Habermas to develop an explanatory approach to the current crisis and the populist responses it triggers. I navigate between two inadequate approaches: that of the Hofstadter consensus school which construes status concerns and populism as retrograde, anti-modern, paranoid and meriting no direct response; and that of the neo-Marxist tradition that acknowledges the mobilizing power of “cultural factors” and status anxieties but deems them to be epiphenomena of the deeper story of economic distributive injustice. I reject this assessment and seek to take up the status/solidarity issues in ways that take them seriously, challenge populist framing and provide alternative direct responses to them. I reject the narrative frames of left populists who foment polarization and I try to present an alternative narrative framing for a future democratic politics that draws on the best in politically liberal, constitutionalist, democratic, and socialist traditions. In the last decade the international situation has been marked on the one hand by refugee crisis, and on the other by right-wing populist reaction to it. This constellation forces a new playground for the traditional philosophical cosmopolitan–nationalist debate. The moral and political issues raised in this new context concern duties to “strangers at our doors”, and these duties and the awareness of them are the first step in a cosmopolitan but realistic direction. Cosmopolitanism now has to start as “samaritan” (...) cosmopolitanism, openness to and engagement for the close and present strangers. Once the present urgent problems are on the way to be solved, we should turn our attention to deeper causes of the crisis. These causes are the evils traditionally discussed by cosmopolitan authors, from dramatic North-South inequalities, to exploitation and warmongering done by the richest countries. The initial samaritan motivation naturally leads to attention to deeper issues, and toward a more ideal cosmopolitan theory. The resulting Samaritan-to-deeper-measures model fits well with Ypi’s engagement with the principle/activism divide, and offers a way of understanding, and hopefully, overcoming it. At the meta-level it connects the appeal to empathy as the relevant moral sentiment and the more rationalist, contractualist justification of global justice. (shrink)

This contribution consists in an attempt to make sense of one central aspect of the present worldwide turbulence, one which might well be called the contemporary, perfect, global storm. A pivotal problem that will be interrogated is the issue of the circumstances that have produced this phenomenon in most parts of the world, although it should be emphasized that the term populism is, more often than not, applied to the Western world rather than the East or, for the most (...) part, the global South. However, this reservation does not amount to a severe caveat, since all the contemporary signs are that what is here called populism is sweeping across the entire world as a whole, even though it is not necessarily given this name in non-Western regions. To this generalization it should be added that there are, rather obviously, parallels to what has become known as populism in the West. Examples of this are anarchism in nineteenth century Russia and the movement known as the Long March under the leadership of Mao Zedong in the years 1934 and 1935 particularly, as well as al Qaeda and its various offshoots. The paper examines the media attention given to the Norwegian Progress Party (FrP) during the parliamentary elections in which it participated between 1973 and 2017. Particular attention is paid to the ideas of media populism and the so-called life-cycle model that outlines the relationship between the different media types and a populist movement regarding its life span. Our data consist of media coverage of the parliamentary election campaigns in Norway in Verdens Gang’s (tabloid) and Aftenposten’s (legacy) newspapers between 1973 (...) and 2017 in general (n=16,536) and the FrP’s media attention in these two major newspapers in particular (n=1,671). The research method employed was a quantitative content analysis. The media coverage of the FrP follows somewhat the life-cycle model, but the party’s internal development and status in the political field, immigration as an individual issue, and changes in political and the media environments seem more important factors for the media attention. Previous concerns about new democracies, as in the wake of the Arab Spring, have now been turned inside Western liberal democracies. These appear under siege because of populist movements which give vent to harsh economic and national identity claims. Among all liberal democracies the EU needs a re-elaboration of its core principles to gain more support from its peoples. I propose to examine a conservative view that preserves the core of liberal-democratic principles, while relying on an idea of ‘Transnational European (...) Civic Ethos’ (TECE) that crosses national boundaries. TECE can overcome the lack of a common European demos, limiting its claims to segments of the European population that have something in common and can fruitfully deliberate together. TECE can defuse part of the populist threats that I take as expressing conservative attitudes without a response in contemporary liberal democracy. Final normative considerations from the model of the ‘reasonable citizen’ come to support the TECE proposal. (shrink)

This chapter argues that a virtue-theoretic account of argumentation can enhance our understanding of the phenomenon of populism and offer some lines of response. Virtue theories of argumentation emphasize the role of arguers in the conduct and evaluation of arguments and lay particular stress on arguers’ acquired dispositions of character, otherwise known as intellectual virtues and vices. One variety of argumentation of particular relevance to democratic decision-making is group deliberation. There are both theoretical and empirical reasons for maintaining that (...) intellectual humility is pivotal to the practice of group deliberation. Several factors to which the rise of populism has been attributed may be understood as failures of the virtues of argumentation in general, and intellectual humility in particular. (shrink)

This article combines the neo-Hegelian theory of recognition with an analysis of social pathologies to show how the populist formulations of political goals in struggles for recognition are – despite their potential positive motivating force – socially pathological. The concept of recognition, combined with the idea of social pathologies, can thus be used to introduce normative considerations into the populism analysis. In this article it is argued that, although populism is useful in the sense that it aims to (...) ameliorate real experienced lack of recognition through fostering political movements, it is also harmful. The simplified populist representations of collective identities are often guilty of essentializing and reifying identities. Furthermore, populist identities are also harmful for the populists themselves as the simplified view is applied also to oneself. This article claims that these dynamics can be understood as an obstruction of discursive identity-formation. From the perspective developed, populism leads to the lack of genuine mutual recognition between those who struggle to get their identities affirmed. (shrink)
