The purpose of the present study is twofold. The first is to reveal the unique significance on publicness in the Confucian 儒家 tradition. In order to achieve this, Confucian philosophical documents that explain the state 國 (guo) and the family 家 (jia), and loyalty 忠 (zhong) and filial piety 孝 (xiao) as continuous relationships will be analyzed. The second is to elucidate that the most important principle for maintaining the Confucian distinction between the public and the private, or (...) class='Hi'>publicness in the Confucian sense, is the scholar-gentry 士 (shi) spirit. In order to achieve this, the significance of uprightness 直 (zhi) and conducting oneself with reverence 居敬 (jujing), which are central to the scholar-gentry spirit, will be translated into contemporary terms and, furthermore, the possibility of Confucian existentialism will be explored. The final point of the present study is that the condition for the inheritance of the Confucian concept of publicness in modern culture must be found in the possibility of Confucian existentialism. Kant’s writings on political philosophy do not clearly and conclusively determine its place and significance in his critical philosophy. To address this issue, most accounts of Kant’s political philosophy concentrate on his explicitly political texts that cluster around the second and third Critiques. Although many of these interpretations illuminate different aspects of Kant’s political philosophy, they are silent with regard to a concept of publicness that is implied (...) in the first Critique. This article suggests that Kant’s critical method of metaphysics implies a disciplinary conception of publicness, which is foundational for his political philosophy. It demonstrates how this conception of publicness can be found in the Doctrine of Method of the first Critique, more specifically, in Kant’s argument that all acts of reason must be subjected to the discipline of pure reason. The term ‘publicness’ is a keyword to explain the creation of a people in the history of modern education in Korea in which the relationship between the ruled and the ruling power rapidly changed from the perspective of continuity and discontinuity. In Korea, the term has been commonly used in three different contexts, and its meanings have changed since the 1894 Gabo Reform, the first reform for the modernization of Korea. Even when the ruling power changed in 1910 with (...) Japanese colonialism, the ruling class took the meaning of publicness as a governing institution, which had a very weak sense of publicness as an ethical principle of fairness or as public benefit and opinion. In contrast, the resisting power, which was fully established throughout the colonial era from 1910 to 1945, lacked the sense of publicness as a ruling institution, but embraced the two other concepts of publicness. This historical experience of the competing concepts of publicness materialized into the creation of a modern people through law and education even in the post-colonial period of modern Korea. Generally speaking though, the creation of a modern people in Korea has been strongly affected by the concept of publicness as a ruling institution through a nationalist education. (shrink)

The way pollution is managed in Western countries is based on the preservation of the taboo character of waste, which is conceived to be privately produced and seen as a threat to public health. Public authorities have been given the responsibility to isolate waste and hide it from public eyes. However, this dominant approach is challenged by the emergence of new forms of pollution. New conceptual and policy frameworks to manage environmental degradation have to be developed. Public education is not just a way to organise and fund education. It is also the expression of a particular ideal about education and of a particular way to conceive of the relationship between education and society. The ideal of public education sees education as an important dimension of the common good and as an important institution in securing the common good. The common good is never what individuals or particular groups want or desire, but always reaches beyond such particular (...) desires towards that which societies as a whole should consider as desirable. This does, of course, put the common good in tension with the desires of individuals and groups. Neo-liberal modes of governance have, over the past decades, put this particular educational set up under pressure and have, according to some, eroded the very idea of the common good. This set of contributions reflects on this state of affairs, partly through an exploration of the idea of publicness itself – how it can be rearticulated and regained – and partly through reflections on the current state of education in the ‘north’ and the ‘south.’. We present a short introduction to, and the first English language translation of, Theodor W. Adorno's 1964 article, "Meinungsforschung und Öffentlichkeit." In this article, Adorno situates the misunderstanding of public opinion within a dialectic of elements of publicness itself: empirical publicness' dependence on a normative ideology of publicness, and modern publicness' tendency to undermine its own principles. He also locates it in the dual role of mass media as both fora for the expression of opinion and, (...) as he calls them, "organs of public opinion." The introduction provides a discussion of Adorno's reception in the American academy, arguing that contemporary sociological practice should be concerned with the problems Adorno raises. We suggest that Adorno's relegation to the fields of philosophy and aesthetics belies his relevance to empirical sociological research. (shrink)

Through publicness we offer a reconceptualization of marginality in the city, one that makes apparent the “inherent porosity” of the boundaries that organize urban life (Harvey 2006, 19). Our analysis attends to moments of publicness during fieldwork spent in various spaces within the city of Ottawa, Ontario, with individuals who use drugs and/or panhandle. Much of this research took place in central neighborhoods of Ottawa, which serve as the public image of the nation’s capital: Lowertown to the East (...) of Parliament Hill, and Centretown to the South. These neighborhoods hold the largest concentration of national and historical monuments in the city. They also contain the largest concentration of public marginality, including a cluster of homeless shelters and harm reduction services. In this article we examine this paradox of urban marginality and the limits of exclusion for conceptualizing it. While marginal individuals are deemed invisible, unimportant, and apart from “normal” city life, they are present and visible, perhaps more visible than anyone else. Even from marginal positions individuals remain affective participants in the space of the city, and constitutive of the urban experience. (shrink)

이 논문은 하버마스의 공론장 이론을 새롭게 확장하기 위한 예비작업이다. 이러한 확장을 위해 아드리아나 캬바레로의????호러리즘????을 참고하여 ‘상처 받을 수 있음’(vulnerability)이라는 개념을 수용하였고, 이 논문에서 새로운 공공성과 그 중요성을 논의하는 데 핵심이 되었다. 이 개념은 인간의 보편적 존재조건을 규정하는 개념이지만, 근대적 주체의 완전함과 완전한 주체들의 대칭성을 정당화하는 개념은 아니다. 오히려 근대적 주체의 불완전함을 드러냄으로써 개별적인 주체들을 상처를 통해 서로 의존할 수 있는 주체로 만들었고, 이와 동시에 자신의 불완전함과 타자의 상처 받을 수 있음을 경험하는 가운데 슬픔과 애도를 지속해야 함을 강조함으로써, 소외된 존재들을 향한 (...) 폭력을 거부하고 중단시키는 개념이 되었다. 여기서 바로 새로운 공공성이 출현할 수 있다. 이처럼 박탈된 존재들의 귀환, 이들이 행하는 거부와 중단은 기존의 공공성에 임계를 선물하는 것이므로, 이러한 공공성을 임계적 공공성으로 개념화 했다. 임계적 공공성은 단순히 기존의 중심에 소외된 존재들을 단순히 기입하는 것이 아니라, 기존의 공공성을 완전히 재편함으로써 기존의 폭력을 중단시키려는 부단한 시도를 가능케 한다. 이를 통해 공론장의 대칭성이 비대칭성의 우선성을 근거로 탄생하며, 이 비대칭성이 기존의 공론장에 지속적인 활력을 주는 임계임을 정당화한다. 이 임계에 공적 장소에서 박탈된(privatized) 존재들이 새로운 공적 관계성을 요구하며 귀환하는 것이다. 이 논문은 모든 인간이 상처 받을 수 있다는 보편적-존재론적 조건에 입각하여 연대의 개념을 재구성한다. 연대는 흔히 대칭성의 윤리인 정의와 동근원적인 것으로 간주된다. 합리적 합의와 공감적 연대는 대등한 존재들 사이의 상호작용을 통해 형성된 것이다. 정의와 연대는 그런 점에서 대칭성의 윤리와 정치에 속한다. 하지만, 합리적 정의와 달리 연대는 타자에 대한 공감을 중심에 두며, 공감이라는 감수성은 타자의 보편성에 대한 관심보다는 타자의 특수성에 더 관심을 둔다. 연대가 타자의 상처나 취약성에 우선적으로 관심이 있고, 이 우선성을 고려함으로써 그 상대편인 정의가 구체성을 담지한 보편성이 될 수 있다. (...) 그러나 연대와 정의는 그 자신의 대칭성으로 인하여 비대칭적 존재와 맺는 윤리적-정치적 관계에 맹목이다. 따라서 이 논문은 상처에 민감한 연대라는 개념이 자신의 민감성을 대칭성에 한정해서만은 안 되며, 최초의 연대를 수립했던 비대칭성이라는 근원의 흔적으로 소급할 수 있어야 한다고 주장한다. 그래야만 연대가 자신의 진정성을 재정립할 수 있다. 이제 연대는 비대칭적 외부로 개방될 수밖에 없다. 이를 해명하고자 이 논문은 ‘트라우마’의 개념과 역사를 살펴본다. 트라우마는 역사적 과정을 거치면서 비대칭적 존재의 취약성을 구체적으로 드러냈고, 이를 통해 기존의 연대를 쇄신하고 새로운 연대를 창출했다. 그런 점에서 트라우마는 기존 연대를 확장하라고 명하는 상처 받을 수 있는 존재의 권위다. 이전의 다른 연구에서 나는 비대칭적인 것의 권위가 기존의 대칭성의 장인 공공성(합리적 합의의 공공성과 공감적 연대의 공공성)에 가하는 공적 긴장을 임계적 공공성이라 규정한 바 있다. 이번 논문에서는 이러한 공공성에 대한 해명을 더 구체화하기 위해 임계적 긴장을 ‘비판’이라는 개념으로 해설했고, 아울러 기존의 비판 개념과 이를 차별화하기 위해 2단계 비판 개념을 제시했다. 즉 대등한 존재들 간의 반론과 거부감(반감)으로서의 비판(2차비판)과 대등하지 않은 존재가 제기하는 임계로서의 비판(1차 비판 또는 근원적 비판)이 그것이다. 이 1차 비판은 기존의 연대와 정의를 근본적으로 거부하는 비대칭성의 임계인데, 이 임계는 아직 소통과 공감의 가능성으로 들어오지 않았지만, 새로운 소통과 공감을 강제하는 힘이며, 이해와 공감의 근본적 불가능성을 가능성으로 변이시켜 등장한 힘이다. 번역과 이해 그리고 공감을 촉구하는 이 힘으로 인해 기존의 연대는 늘 외부로 열릴 수밖에 없다. 따라서 연대는 대등한 존재를 보호하면서 유지되지만, 새로운 존재를 환대함으로써 자기 존립의 정당성을 확보 받는다. 물론 연대와 동근원적인 정의 역시 이러한 과정 때문에 더 정의로울 수 있다. 따라서 환대가 없다면, 연대도 정의도 없다. ABSTRACTCurrent discourse about higher education focuses on issues like government funding, student debt, and admissions diversity; however, increasing attention is being paid to issues of speech and politics in the university. Alongside a series of events at several institutions, calls for ‘safe space’ on campus have grown familiar. Yet the appropriateness of such spaces on campus is debated. In this article the notion of safety implied in calls for ‘safe space’ is clarified, and three reasons are suggested for supporting such (...) safety pedagogically. A public reason is proposed, which relies on a normative interpretation of publicness as conjoint action. This substantive version of ‘public’ could be considered when assessing the institution’s publicness, rather than typical elements of the university’s nominal publicness. By embracing and ensuring safe space, universities could become sites of public full participation, thus fostering a re-recognition of higher education as a public good. (shrink)

Calhoun elaborates on his hope for a debate over transformations in the structure of the university that is much more sensitive to the public role universities play and the importance of the collective goods they create. In the process he articulates the possibilities for an institutional analysis of the university that meets scholarly standards of knowledge production while remaining engaged with central issues that (...) arise out of institutional transformation. By situating universities in relationship with the public sphere, Calhoun provides a basis for debates about the transformation of the university to overcome the structured and structuring dispositions of the participants, while remaining grounded in social and historical analysis-an approach that can be considered an alternative public sociology. 이 글은 새로운 의사소통의 장을 마련하면서 화두로 떠오르는 공공성, 공공철학에 대한 논의를 심화하는데 목표가 있다. 공공성에 대한 관심이 증가하는 것은 그 사상의 독특함이 동·서양을 함께 아우르면서 기존의 논의를 넘어서고 있기 때문이다. 철학사적으로 역사가 깊지 않은 공공성에 대한 철학을 개념적으로 그리스 철학, 칸트, 아렌트, 일본철학을 중심으로 살펴보고 공공성과 관련된 여러 국가정책 수립과 관련해 문화공공성의 개념을 중심으로 국가의 지원정책이 사회 철학적으로 어떻게 정당화될 수 있는지 살펴보며, 그 가능성과 한계도 짚어보고자 한다.

Anyone who has studied philosophy cannot, when confronted by Heidegger’s work, fail to recognize how the originality and force of his achievements, stemming from genius, are combined with an attentive, painstaking, and close working-out of the argument—with that craftsmanship of the patient artisan in which phenomenologists take such pride. In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. For this problem, central to modern philosophy, is one of the main obstacles of modern philosophy that Heidegger wishes to surmount. Neo-Kantianism, which takes knowledge as the philosophical problem of the first rank, is the movement against which Heidegger rebels with all his strength. The problem of correspondence between thing and thought presupposes a free activity of thought and its isolation in relation to the object. It is precisely this presupposition which renders their harmony and even their contact problematic. “How does the subject take leave of itself to attain the object?” is what the problem of knowledge, in the last analysis, boils down to. Due to the Reform and Openness of China’s market, Chinese people are increasingly aware of subjective and civic consciousness. What’s more, the attention to and demand for public affairs, public life and public spirit is increasing. Correspondingly, the research on publicness is becoming an academic hotspot, and divergent opinions are inevitable. This paper discusses publicness from the philosophical perspective. The difference between eastern and western contexts and disciplinary perspectives is noteworthy as is a self-conscious critical spirit and democratic (...) consciousness of enlightenment. 본 연구는 세계 문명의 생태적 관계망을 조율하는 21세기 새로운 문명관인 ‘생태 문명’의 실마리를 전통 시대 동아시아의 국제 공공성과의 연관 속에서 조선의 한반도라는 전통적 사유 공간에서 모색해보고자 했다. 구체적으로는 18세기 대표적인 북학 실학자이자 생태 사상가로 평가되는 담헌 홍대용의 철학사상을 21세기 동서 통합의 새로운 ‘생태적 연대 문명’이라는 현재적 의미로 재구성하는 데 맞춰졌다. 그 문제 설정은 기본적으로 기존의 동서 보편 문명관에 내장된 ‘주변부’에 대한 ‘중심부’의 양분적이고 차별적인 기제에 주목하는 데서 출발한다. 홍대용의 생태철학은 직접적으로는 동양적 문명 범주에 내재된 ‘중화 대 이적’이라는 절대적 타자를 상정하는 (...) 차별 기제의 해체 문제와 관련된다. 동양적 문명론 범주에서 보면 국제 공공성 범주는 ‘중화주의’라는 불완전한 중세적 보편 문명론과 맞닿아 있다. 전통 시대 동아시아 세계에서 ‘중화’는 문명의 단수로 존재하여 중심적 가치를 거부하는 주변국들을 원천적으로 문명의 범주로부터 봉쇄하여 야만국으로 폄하하는 논리적 장치를 구동해 왔다. 이러한 계서적 국제 규범은 중국 중심의 천하관인 ‘화이론’에 기초한다. 홍대용의 ‘문명생태주의’는 다원성과 타자성을 포용하는 미래적 가치의 ‘다주체·다중심의 공생주의 문명관’에 근접한다. 그의 탈중심화 담론은 물·아가 지양되는 진리의 전체상인 ‘천시天視’로부터 획득된 것이다. 담헌은 중심과 주변이라는 인·물, 지地·성星, 내·외, 화·이, 춘추·역외춘추 등의 대립 구도를 상대화하는 한편 이 양자의 동시긍정이라는 ‘연대적 동일성’을 지향한다. 이것은 인식론적으로 상대주의를 견지하면서도 궁극적으로는 천의 시각에서 존재의 평등성을 관찰해가는 구상인 것이다. 자기의 중심성을 벗어나 공평무사하게 ‘천의 관점’에 입각해보면 그 누구도 중심이 될 수 없으며 수평적 관계의 대등함만이 존재할 뿐이다. 이 동일성의 철학은 인물균, 지성균地星均을 거쳐 종국에는 ‘화이일華夷一’에까지 관통된다. 그리고 그것은 과거 문명 강권주의가 구획해놓은 중심과 주변, 주체와 객체, 보편과 다원, 근대와 전통, 서양과 동양 등의 방대한 양분적 구조를 희석시키는 데 두루 관철된다. 담헌의 문명생태주의는 과거의 전통 시대에는 특권적 중심 문화를 향한 소외된 주변 문화의 결손된 권리 찾기였다면 이제 그것은 생명의 존엄성에 입각한 우리는 하나라는 상호 동일성의 ‘평화공존의식’이라 할 것이다. 이 연구는 공공성과 관련된 세 가지 개념인 한계, 경계, 임계 개념을 비교하는 것에서 시작한다. 공공성을 상상할 수 있는 개별 주체의 비판적 능력에 대해 ‘한계’ 개념을 적용할 수 있고, 그러한 주체들이 비판적으로 서로의 인식을 점검하는 과정에 대해서는 ‘경계’ 개념을 적용할 수 있다. 소위 공공성은 이 상호성이 성립되는 경계 개념부터 등장하는데, 주체와 타자가 서로 대등한 관계에서 공공성을 형성하므로, 경계 개념이 적용되는 공공성을 대칭적 공공성이라 할 수 있다. 하지만 개인의 비판적 인식과 그 인식의 상호 점검을 넘어서는 또 다른 인식 방법이 있다. 소위 타자 (...) 중심의 인식으로서, 타자의 등장으로 인해 주체의 인식 능력이 무력화되는 데서 출발하는 인식이다. 이 연구는 이를 ‘임계’라는 개념으로 규정한다. 배제되어 취약한 타자들이 기존 권리 주체들에게 제기하는 공적 긴장을 임계적 공공성이라 한다. 임계적 공공성은 비대칭적 관계에서 출발한다. 이 연구는 임계적 공공성을 근본적 공공성으로 간주한 후, 이를 공공예술을 위한 토대로 삼는다.BR 공공예술은 기존 예술계의 자장을 넘어 일상의 공적 장소와 가치에 개입하고, 새로운 공적 가치를 창출하기 위해 예술을 수단으로 삼는다. 최근 새로운 예술 사조로 급부상한 공공예술은 예술적 완성도도 중요하지만, 예술적 개입이 창출한 공적 효과나 가치에 더 무게를 둔다. 공공예술은 자신의 작업이 얼마나 공적인 특성을 가지고 있느냐에 따라 그 성/패가 좌우된다. 따라서 공공예술은 공공성에 대한 고려 없이 공공예술의 미적 가치를 비평할 수 없다. 이 연구는 다양한 공공예술의 사례를 들어 공공예술과 임계적 공공성의 관계를 추적한 후, 공공예술의 미학에서 핵심이 되어야 할 개념을 추출한다. 일찍이 공공예술과 관련하여 비평적 접근은 있었으나, 미학 이론적 접근은 없었다는 점에서, 그리고 공공예술과 공공성의 관계를 추적해온 연구자의 기존 연구를 종합하여 공공예술의 미학을 구축하기 위한 첫 시도라는 점에서, 이 연구는 나름의 의의를 갖는다. How do ideas come into being? Our contribution takes its starting point in an observation we made in empirical data from a prior study. The data center around an instant of an academic writer’s thinking during the revision of a scientific paper. Through a detailed discourse-oriented micro-analysis, we zoom in on the writer’s thinking activity and uncover the genesis of a complex idea through a sequence of interrelated moments. These moments feature different degrees of “crystallization” of the idea; from gestures, (...) a sketch, a short written note, oral explanations to a final spelled-out written argument. For this contribution, we re-analyze the material, asking how the idea gets formed during the thinking process and how it reaches a tangible form, which is understandable both for the thinker and for other persons. We root our analysis in a notion of language as social, embodied, and dialogical activity, drawing on concepts from Humboldt, Jakubinskij, and Vygotsky. We focus our analysis on three conceptual nodes. The first node is the ebbing and advancing of language in idea formation – observable as a trajectory through linguistically more condensed or more expanded utterance forms. The second node is the degree of objectification that the idea reaches when it is performed differently in a variety of addressivity constellations, i.e., whether and how it becomes understandable to the thinker and to others in the social sphere. Finally, the third node is the saturation of the idea through what we call intrapersonal intertextuality, i.e., its complex and dialogically related re-articulations in a sequence of formative moments. With these considerations, we articulate a clear consequence for theorizing thinking. We hold that thinking is social, embodied, and dialogically organized because it is entangled with language. Ideas come into being and become understandable and communicable to other persons only by and within their different, yet, intertextually related formations. (shrink)

Globalization processes are propelling a transformation of governance. As political problems become more transnational, public as well as private actors increasingly perform governance activities beyond the level of individual states. This book examines the wide variety of forms that governance can take in the global system and their consequences. An overarching analytical framework is applied to global institutions and initiatives in areas such as trade liberalization, financial market regulation, privacy protection, cybercrime, and food safety.
