Resumo: O objetivo deste texto é, com base em obras de Hannah Arendt e de Theodor W. Adorno, destacar o que pode estar proporcionando, em nossos dias, a adesão individual a movimentos e a regimes totalitários. Para isso, de início, dar-se-á destaque à diferenciação feita por Arendt, em Origens do Totalitarismo, entre regimes autoritários, tal como o fascismo, e o totalitarismo, que como defende essa autora, caracterizou o nazismo e o stalinismo, para, em seguida, ressaltar modificações históricas (...) do final do século XIX às décadas da primeira metade do século XX, conforme aqueles autores, que resultaram no isolamento dos indivíduos e na constituição de indivíduos autoritários e antidemocráticos, resultados esses devidos ao declínio da autoridade, da tradição e do pensamento, este último reduzido a repetições formais independentes de conteúdo. Por fim, propõe-se explicitar algumas das condições que permanecem, nos dias de hoje, que possibilitam formas distintas de violências expressadas pelos indivíduos autoritários e antidemocráticos, propícias a movimentos totalitários, a regimes fascistas e formalmente democráticos. Adorno, to highlight what may be providing, in our days, individual adherence to totalitarian movements and regimes. For this, at first, emphasis will be given to the differentiation made by Arendt, in Origins of Totalitarianism, between authoritarian regimes, such as fascism, and totalitarianism, which, as this author defends, characterized Nazism and Stalinism, to, then highlight historical changes from the end of the 19th century to the decades of the first half of the 20th century, according to those authors, which resulted in the isolation of individuals and the constitution of authoritarian and anti-democratic individuals, results due to the decline of authority, of tradition and of thought, the latter reduced to formal repetitions independent of content. Finally, it is proposed to explain some of the conditions that remain today, which allow different forms of violence expressed by authoritarian and anti-democratic individuals, conducive to totalitarian movements, fascist and formally democratic regimes. Para ello, en un primer momento, se hará hincapié en la diferenciación que hace Arendt, en Los orígenes del totalitarismo, entre regímenes autoritarios, como el fascismo, y el totalitarismo, que, como defiende esta autora, caracterizó al nazismo y al estalinismo, para luego destacar históricamente cambios desde finales del siglo XIX hasta las décadas de la primera mitad del siglo XX, según esos autores, que se tradujeron en el aislamiento de los individuos y la constitución de individuos autoritarios y antidemocráticos, resultados debidos a la decadencia de la autoridad, de la tradición y del pensamiento, este último reducido a repeticiones formales independientes del contenido. Finalmente, se propone explicar algunas de las condiciones que subsisten en la actualidad, que permiten diferentes formas de violencia expresadas por individuos autoritarios y antidemocráticos, propicias para movimientos totalitarios, fascistas y regímenes formalmente democráticos. A investigação de Hannah Arendt (1906-1975) sobre as origens do Totalitarismo permanece atual, sobretudo para digressões sobre os recentes acontecimentos políticos no continente americano. Sua análise dos movimentos e dos Regimes Totalitários, do Nazismo e do Stalinismo, aponta para a compreensão dos campos de concentração como experiências de “domínio total” do humano, enquanto condição cientificamente controlada que tentou tornar possível a eliminação da espontaneidade, mas também, enquanto modelo social perfeito para o domínio em geral. Sua elaboração possibilita refletir (...) sobre a permanência e o reaparecimento do totalitarismo enquanto resposta ilegítima a problemas de nossa época, da sua ideologia e assunção ao governo por meio da propaganda e do terror na manutenção do isolamento dos indivíduos e na organização de sua solidão. A ideologia, a mentira na política, as notícias falsas, que caracterizam hodiernos “tempos sombrios”, contextualizam a atualidade da reflexão de Arendt, com as devidas ressalvas históricas. Este estudo propõe uma digressão para pensar a Sociedade Brasileira e o ofuscamento do seu âmbito público a partir da perspectiva da liberdade, refletindo assim sobre a desmundanização e sobre a solidão organizada como novos desafios aos leitores de Arendt frente aos novos espaços-entre de separação e de relacionamento dos seres humanos no mundo, também de tecnologias inovadoras e de automação. Este trabajo busca indagar sobre una posible interpretación del totalitarismo en el pensamiento de Hannah Arendt. Si bien es cierto que para Arendt el totalitarismo es un régimen político específico y delimitado en un contexto histórico particular, también es posible encontrar en su pensamiento una idea más amplia del totalitarismo en la estela de la crítica a la tradición de la filosofía política que la autora desarrolla. Según Arendt, esta tradición no habría hecho otra cosa que idear modos de gobierno (...) que permitan controlar la acción y con ello también la contingencia de los asuntos humanos. Así, esta tradición de la filosofía política habría terminado por comprender los asuntos humanos como una obra por realizar, sin dejar espacio, de este modo, al despliegue de la pluralidad humana. Se trata entonces de pensar en esas “corrientes subterráneas del pensamiento occidental” que cristalizaron en la Alemania nazi y la URSS. Esta lectura del totalitarismo estará iluminada en ciertos puntos por la idea de inmanentismo desarrollada por Jean-Luc Nancy en La Comunidad Inoperante. This paper attempts to provide an interpretation of Hannah Arendt's understanding of totalitarianism. Although Arendt conceives totalitarianism as a specific political regime, my claim is that it is also possible to find a broder conception of totalitarianism in Arendt's work if we consider her critical approach to the tradition of political philosophy. According to Arendt, the western tradition of political philosophy has brought forth nothing but different types of government that are only concerned with subjecting human action and thus the contingency of human affairs. Thereby, the philosophical tradition understands human affairs qua work and in doing so hinders and obstructs the deployment of human plurality. Hence, my aim in this paper is to reflect upon the underground stream that according to Arendt crystallized both in the Nazi Germany and in the USSR. To accomplish this task, I take into account the notion of “immanentism” developed by Jean-Luc Nancy in The inoperative Community. (shrink)

O interesse de Lefort pelos direitos humanos se dá pelo seu significado simbólico e, consequentemente, pela forma como tais direitos se tornaram constitutivos da sociedade política a ponto de serem considerados pilares de sustentação do regime democrático. Ao pensar os direitos a partir de seu caráter simbólico, Lefort compreende a possibilidade das mudanças sociais a partir das reivindicações geradas pela representação social dos diversos modos de existência.

Resumo A cultura ocidental, erigida sob a égide da ontologia grega, historicamente relegou o outro em sua alteridade ao esquecimento, numa supremacia do ser que justificou as cruzadas, a colonização, a escravidão, os regimes totalitários como o fascismo e o nazismo, entre outros. Este artigo tem como objetivo apresentar as perspectivas do professor Joel Birman e do filósofo Emmanuel Lévinas sobre a importância da construção de um novo paradigma na cultura ocidental. Paradigma que reconheça a alteridade, numa abertura (...) inédita do eu , que supere a lógica egocêntrica do ser . A abordagem de Birman consiste na leitura feita, a partir da psicanálise, das causas e consequências da cultura do narcisismo, que norteia a sociedade do espetáculo na pós-modernidade. Essa cultura, ao centrar-se no eu , faz do outro objeto para suas satisfações egoístas. Já a abordagem de Lévinas é uma crítica filosófica ao primado da ontologia, que desde sua origem na Grécia antiga desconsiderou o outro, numa negação violenta da alteridade. A proposta levinasiana é a de que a ética precede a ontologia, ou seja, a ética como filosofia primeira deve nortear a relação entre os homens, num reconhecimento do outro em sua alteridade. Não se pretende neste breve trabalho analisar de forma minuciosa as concepções de Birman e de Lévinas, mas apontar que, apesar das diferenças de abordagem, ambos se aproximam no que tange à questão da alteridade na cultura ocidental. Palavras-chave: Alteridade; Paradigma; Eu; Narcisismo; Ontologia.The Western Culture based on the aegis of the Greek ontology, has historically relegated the other in his alterity to the forgetfulness, in supremacy of the Being who justified the crusades, the colonization, the slavery, the totalitarian regimes like the Fascism and the Nazism, among others. It is in this perspective that this article has as objective to present the perspectives of the teacher Joel Birman and of the philosopher Emmanuel Lévinas on the importance of constructing a new paradigm in the western culture that recognizes the alterity. This paradigm which recognizes the alterity of other is an unpublished opening of myself , who surpasses the egocentric logic of the Being. The approach of Birman consists of reading, from the psychoanalysis, of the causes and consequences of the narcissism culture, that leads society of spectacles in the post-modernity, which while be centering in myself, it does from another object for his selfish satisfactions. The approach of Lévinas is already a philosophical criticism on the primacy of the ontology, which from his origin in ancient Greece, disregarded other in a negation of the alterity in a violent form. The proposal Levinasiana is the one that the ethics precedes the ontology, in other words, the ethics as first philosophy must lead the relation between the men, in recognition of other in his alterity. It is important to find out that it's not intention of this short work to analyze in details the conceptions of Birman neither of Lévinas, but to highlight the similarities between their thought in spite of the differences between their approaches regarding to the question of the alterity in the western culture. Partindo das distinções arendtianas do conceito de público na condição de aparência, exposição e publicidade e público como compartilhamento de um mundo comum tentarei mostrar como nossa percepção da realidade é dependente do senso comum. Essa característica própria da condição humana submete todas as sociedades ao desafio de criar e manter um domínio público, em que, ao confrontar-se umas com as outras e com o mundo percebido, as distintas opiniões possam elevar-se do nível da opinião própria ao patamar de visão (...) comum da realidade, tornando, assim, o mundo partilhável. Em seguida, apresento as características da razão neoliberal a fim de concluir que ela não pode fundar um domínio público e precisa mesmo destruí-lo. Apresento essa ameaça da hegemonia da razão neoliberal sobre o senso comum contemporâneo em termos de tendência porque a total destruição do domínio público significaria também a extinção das sociedades humanas como agregação social e política, o que já foi tentado nos regimes totalitários e fracassou. O século XX não foi apenas uma época de grandes conquistas da humanidade; foi, também, o século de novidade assustadora no campo da política: o surgimento dos regimes totalitários. Assim, este texto, a partir da análise da obra Origens do totalitarismo , apresenta o modo como Arendt procedeu na compreensão e caracterização desse fenômeno denominado por ela de inédito e sem precedentes na história da humanidade.

Dentro do pensamento arenditiano, a experiência da solidão é uma das formas mais radicais de afastamento do ser humano da própria humanidade. Para Arendt existem caminhos que podem apontar e conduzir à solidão, e que devem ser vigiados e evitados. Arendt entende que esta experiência tão radical atinge seu ápice no contexto do totalitarismo, em especial nos campos de concentração. A solidão se torna estrutural e é fabricada continuamente no contexto totalitário. Como experiencia onde a pessoa se perde do mundo, (...) dos outros e de si mesma, a solidão é usada pelo regime totalitário como antecipação do aniquilamento final, onde a pessoa se torna um mero feixe vital, um morto vivo, sem expressão do ser pessoa, restando apenas o aniquilamento nos campos. : Para que se possa abordar a sociabilidade em Hannah Arendt (1906-1975), é importante mencionar a importância que a autora confere, em suas obras, à necessidade de organização dos grupos humanos por meio de regras, assim como de que essas regras sejam seguidas para a preservação da vida em conjunto. Segundo a autora, a política é a maneira humana de convívio entre os homens e mulheres por meio do gerenciamento de questões emergentes, sem o uso de qualquer coação. Ainda, para (...) ela, a igualdade não se origina da linhagem, do status social, mas da igualdade no sentido de poder agir em conjunto. Assim o indivíduo tem um importante papel a ser exercido na esfera política, enquanto cidadão. Nesse contexto, é preciso que haja um “espaço público”, bem como, que os cidadãos tenham a liberdade para expressar-se, podendo contestar, discutir as ideias e ideais, sem utilizar-se de qualquer tipo de violência, buscando, por meio dessa elaboração conjunta, adquirir outros direitos, por exemplo, à saúde, à educação, à moradia, ao emprego. A existência da possibilidade de ver e ser visto, discordar e poder expor isso, para Arendt, apenas ocorre em uma convivência política, na pluralidade, buscando a elaboração de regras para a organização do grupo em que vivem e pelo qual se sentirão partícipes e responsáveis. Ou seja, é uma atitude que ocorre em um espaço público de encontro de iguais, enquanto cidadãos, diferentes, enquanto seres únicos por nascimento, a fim de conseguir, mesmo que momentaneamente, a garantia de paz no convívio das singularidades. O presente texto visa a destacar a importância da necessidade dos laços de sociabilidade em um Estado Democrático de Direito, a partir da obra Origens do Totalitarismo, no qual Arendt descreve o Regime Totalitário vivenciado por ela, bem como, a ruptura dos laços de sociabilidade, fatos passíveis de discussão para pensar a situação política, não somente do Brasil como também de outros estados considerados democráticos. O presente trabalho tem como objetivo apresentar a noção do perdão que Hannah Arendt desenvolve no capítulo 5 do livro A condição Humana, em especial, no subcapítulo “A irreversibilidade e o poder de perdoar”. Para Arendt, Jesus de Nazaré foi o descobridor do papel do perdão na arena do espaço público. Antes de apresentar os motivos pelos quais Arendt menciona alguns textos do Novo Testamento, será necessário compreender o contexto político que a impulsionou escrever: a descoberta que para os (...) class='Hi'>regimes totalitários, os homens são supérfluos. As “fábricas de morte” são laboratórios que tentam modificar a natureza humana. A teologia cristã é requisitada por Arendt para responder uma questão encontrada já nas últimas páginas das Origens do Totalitarismo: Há perdão para qualquer tipo de ação? Há perdão para o que não se pode punir e punição para o que não se pode perdoar? Das páginas do Novo Testamento, Arendt encontra inspiração para refletir sobre tais circunstâncias. (shrink)

Ao escrever A condição humana, Hannah Arendt realiza duas grandes tarefas: 1) explicita alguns de seus princípios políticos e 2) faz uma leitura crítica da nossa tradição a fim de compreender a atual situação de decadência política. Dado o fato de nos encontrarmos frente à falência dos antigos princípios que regiam a vida pública, Arendt entende ser preciso que se busque por novos critérios e princípios políticos no lugar de repetir aqueles do passado. Neste trabalho, dou foco à tarefa arendtiana (...) de compreensão do nascimento e gênese da nossa antiga tradição política a fim de pensar quais são os elementos que levaram à perda de dignidade da política e de sua decadência até os regimes totalitários e antipolíticos do século XX. Sob tais aspectos, defendo que a fenomenologia arendtiana procede tanto através de um desmantelamento genealógico da vita activa, quanto fazendo suas distinções conceituais. Minha proposta não é desenvolver, neste espaço, os passos fenomenológicos de Arendt, mas de apontar para esta via interpretativa, isto é, proponho uma leitura de A condição humana através do duplo aspecto de crítica da decadência da política junto a um apelo para se pensar uma nova moldura conceitual para o pensamento político. Nesse sentido, meu trabalho se coloca na posição mais de apresentar uma possibilidade de leitura do que descortinar os elementos que ela possa propiciar; isso significa que não vou em direção propriamente à novidade da teoria política arendtiana, mas dou ênfase em parte de seu método fenomenológico. 1984, de George Orwell, é uma ficção futurista que aponta para uma distopia na Oceânia, um país comandado pelo Partido e seu regime totalitário. A ideologização ostensiva ocasiona a reificação das consciências. Winston Smith, funcionário do governo, questiona o totalitarismo e se torna alvo da Polícia das Ideias. Winston capitula, via tortura, diante do poder oficial. Os conceitos da obra de Orwell são discutidos à luz da teoria crítica da sociedade, representada neste ensaio por Adorno, Horkheimer e Marcuse. Estes autores (...) dialogam com a obra de Orwell e ajudam a desenvolver uma interpretação segundo uma perspectiva crítica e emancipatória. (shrink)

O presente artigo analisa a leitura de Hannah Arendt sobre os textos de Franz Kafka, o que será feito a partir do prefácio de Entre o passado e o futuro, dos ensaios Franz Kafka: uma reavaliação e O judeu como pária: uma tradição oculta, além das narrativas kafkianas Descrição de uma luta, O Processo, O Castelo e da parábola Ele, identificando tanto o que as vincula como o definhamento do humano retratado pelo escritor. Porquanto o absurdo que reveste o cenário (...) descrito por Kafka é percebido por Arendt como um presságio dos horrores praticados pelos regimes totalitários, nossa hipótese é que discutir a leitura da autora sobre os textos kafkianos auxilia a compreensão sobre as consequências desastrosas que as relações sociais podem acarretar e a desfiguração fomentada pela burocracia como aparelho organizacional e forma de governo que normaliza os procedimentos de rotina, os massacres administrativos, a obediência cadavérica e os processos infindáveis baseados em legislações superiores, utilizados como meios de gerir indivíduos desarraigados, indistinguíveis e massificados. El propósito de este artículo es analizar la perspectiva de Hannah Arendt sobre el problema de la originalidad e incomprensibilidad del horror de los regímenes totalitarios, utilizando los testimonios de Primo Levi en Si esto es un hombre y Los hundidos y los salvados. Arendt considera que los campos de concentración y exterminio son la institución central de los regímenes totalitarios, en los cuales se intenta destruir la humanidad de las víctimas a través de prácticas de terror que no solo (...) acaban con su cuerpo, sino con su espíritu. Así, los testimonios de los sobrevivientes se convierten en las piezas clave para comprender la esencia y los ideales de estos sistemas políticos. De ahí que la memoria salte a la escena política para develar la verdad de este tipo de acontecimientos políticos y, a su vez, plantee una serie de problemas cuando se intenta definir su estatus investigativo. em Origens do totalitarismo , publicada em 1951, Arendt pensa o grande mal do século XX: o fenômeno totalitário como destruição da pluralidade humana, negação da semelhança dos homens e da sua pertença a uma mesma humanidade. Esse mal, para ela, reduz-se a dois regimes: o nazismo de Hitler e o comunismo de Stalin. A proposta deste artigo é analisar as características comuns entre esses dois regimes como descritas por Arendt.

Fazer filosofia, para Roberto Mangabeira Unger, é pensar radicalmente. É insistir em tratar dos assuntos mais importantes, ainda que tenhamos de fazê-lo na fronteira do que seja possível pensar e dizer. Resignado ao colonialismo mental, o pensamento brasileiro não está acostumado a tal ousadia. Neste primeiro livro, Mangabeira leva o leitor pela mão e se oferece como guia de seu despertar para a ambição de compreender o mundo das ideias mais básicas e influentes. Seu alvo é rever tudo em nossos (...) pontos de partida – na filosofia e na política – que negue ou desmereça nossa capacidade, como indivíduos e como povo, de criar o novo. O livro ressoará num Brasil que está pronto para se repensar e se refazer, e a passar pela desilusão da desilusão. Não à toa, o nosso autor trará ao título e ao cerne da sua análise e proposição dois conceitos (e práticas) hoje atacados pelo ideário totalitário: o conhecimento e a política. Conhecimento e política, publicado em 1975, foi o primeiro livro de Roberto Mangabeira Unger. A editora LeYa Brasil o publica novamente agora, na tradução primorosa da mãe do autor, a poetisa Edyla Mangabeira Unger, para dar início à reedição de toda a obra de Mangabeira no Brasil, uma obra que se mantém atual e, ao mesmo tempo, visionária. O tema do livro é a superação do mais influente sistema de ideias no pensamento Ocidental desde a Renascença: conjunto de conceitos que abrange o individualismo e o liberalismo na política, o ceticismo e o subjetivismo na ética, e o empiricismo e positivismo na filosofia do conhecimento e da natureza. Desde que saiu da sombra de Aristóteles e do cristianismo, o pensamento ocidental se entregou, argumenta Mangabeira, à construção de uma maneira de pensar que o levou a contradições insolúveis e nos fez perder o rumo do esclarecimento e da emancipação. No centro dessas contradições está um equívoco a respeito de quem somos e de como nos relacionamos com o mundo. Pensamos a partir de regimes de pensamento, mas não temos de ser prisioneiros deles. Podemos subvertê-los e transformá-los para chegar mais perto da realidade. Precisamos participar de determinada sociedade e cultura. Nenhum regime social e cultural, contudo, nos serve como moradia definitiva. Daí a importância de construir um regime que facilite sua própria transformação. Nesta obra, Mangabeira iniciou a longa busca do roteiro das rebeldias libertadoras no pensamento e na política. E se levantou contra a tradição intelectual que continua a nos acorrentar. (shrink)

As notas a seguir traduzem a exposição inicial sobre o tema Democracia e totalitarismo, preparado para o eixo político do projeto de extensão Café Filosófico, ainda sob o calor da tese de doutorado que defendi meses antes, com o título Do fim da experiência ao fim do jurídico: percurso de Giorgio Agamben. Nesta ocasião, com o objetivo de propiciar um momento de recuperação e problematização de noções que costumeiramente tomamos como dadas, procurei aproximar os fenômenos políticos compreendidos por democracia e (...) totalitarismo. Optei, assim, por priorizar as principais características conceituais dos regimes democráticos e totalitários, com a finalidade de evidenciarmos suas diferenças e, quem sabe, percebermos que, nas suas realizações factuais, pontos de intercessão e indeterminação podem ser identificados. In the intellectual confusion prevailing since the demise of Marxism and “marxism”, the attempt is made to define democracy as a matter of pure procedure, explicitly avoiding and condemning any reference to substantive objectives. It can easily be shown, however, that the idea of a purely procedural “democracy” is incoherent and self-contradictory. No legal system whatsoever and no government can exist in the absence of substantive conditions which cannot be left to chance or to the workings of the “market” but (...) must be posited as objectives of political activity. The confusion results from a deficient understanding of what makes a society and an empty idea of “freedom”. The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals. O presente artigo busca refletir, a partir das ideias de Hannah Arendt, como é possível que o fascismo em seu ideário totalitário encontre solo fértil para germinar e prosperar no seio de democracias contemporâneas estabelecidas, cujas constituições preveem a garantia plena do respeito aos direitos humanos. Uma vez que se busca tratar sobre o fenômeno da nova escalada autoritária no mundo ocidental, mais particularmente no Brasil dos últimos anos, serão tomados como referência teórica conceitos centrais no pensamento arendtiano: outlaw, direito (...) a ter direitos e burocracia. Tais conceitos podem ser úteis à compreensão do contexto político contemporâneo. O conceito de outlaw, que estabelece o tipo ideal do pária político, pode ser personificado na figura dos povos originários e minorias esmagadas em seus direitos pelo ideário supremacista, o direito a ter direitos, o qual denuncia a crise do Estado-nação em sua dificuldade estrutural de preservar os direitos humanos e o conceito de burocracia, que ajuda a explicar o caráter estático das instituições diante da “livre” escalada de manifestações e atos de arbítrio e difusão de ideias totalitárias, formam um panorama bastante razoável da escalada fascista, em especial no Brasil bolsonarista, auxiliando na análise e no diagnóstico da intervenção imediata, no sentido de preservação dos valores democráticos. This article is devoted to the study of the nature of the influence of elections on the risks of revolutionary destabilization. The authors study different approaches to estimating the probability of revolutionary events in an election year. Different types of revolutionary events are distinguished within the framework of the level of political violence. The primary reasons for the activation of the politically active part of the population, both in autocracies and in transitional political regimes, are identified, including the factionalization (...) of elites, the activation of "sleeping" institutions, the growth of political competence among individuals, the consolidation of the prodemocratic opposition and its institutionalization, electoral fraud and other manifestations of unfair political competition, greater emotional involvement of the population in political processes, and so on. The findings support the conclusion that elections promote peaceful revolutionary episodes and reduce the likelihood of armed uprisings. The novelty of the study lies in the fact that the influence of elections on the risks of revolutionary destabilization is considered in the regime context. The authors explore how elections affect violent or non-violent revolutionary actions in certain political regimes, according to Jack A. Goldstone's typology (full autocracies, partial autocracies, factional democracies, partial democracies and full democracies). The authors conclude that holding elections reduces the risks of armed revolutionary destabilization in all types of regimes, except for factional democracies. On the other hand, unarmed revolutionary action is more likely in an election year - in all regime types except full democracies. At the same time, holding elections primarily increases the risks of unarmed revolutionary uprisings in intermediate regimes / anocracies. However, even among anocracies, factional democracies stand out, where in the election year the risks of unarmed (as well as armed) revolutionary episodes increase significantly more than in partial autocracies and in partial non-factional democracies. At the same time, for consolidated democracies, holding elections is a factor that inhibits rather than provokes revolutionary destabilization. In full autocracies, the risk of unarmed revolutionary action increases in an election year, but not as much as in intermediate regimes. (shrink)

This article is a contribution to the critical sociology of science perspective introduced and developed by Pierre Bourdieu. The paper proposes a transversalist theory of science and technology production and diffusion. It is here argued that science and technology are comprised of multiple regimes where each regime is historically grounded, possesses its own division of labour, modes of cognitive and artifact production and has specific audiences. The major regimes include the disciplinary regime, utilitarian regime, transitory regime and research-technology (...) regime. Though each regime is autonomous, they are simultaneously closely interlaced. In science and technology, autonomy is not antithetical to interdependence and reciprocity. This study demonstrates for the four specified regimes of production and diffusion that differentiation is not contrary to interaction. In science, differentiation and interaction comprise two sides of the same coin. All regimes exhibit a measure of transversality. (shrink)

While positioning and contextualising the short story ‘Green Tea’ by Joseph Sheridan Le Fanu in relation to existing Le Fanu scholarship, this article seeks to explore further the textual reflexivity for which it is renowned. Drawing on Foucault’s notion of regimes in the audio and the visual, in particular, through an attention to the interrelationship of the scopic, auditory and textual regimes of ‘Green Tea’, and to the manner in which writing is explicitly figured as both the source (...) of disjunction and the site of interpenetration of the regimes, it is suggested, in conclusion, that a specific understanding of allegory can provide a fresh perspective on ‘Green Tea’ as an archive of the regimes of language and light of its time. This Article highlights that when procedural rules are legislated and there is substantial coordination between the executive and legislative branches, procedures with potential structural impact are weighted against alternative means of policymaking and implementation. This makes many Continental law countries, parliamentary countries, and countries governed by solid national majorities with substantial control over elected branches, and in general places where power is less fragmented, less likely to encourage American-style class actions. This is manifested in legislative choices of a private enforcement (...) regime for class actions, which, when allowed, is designed to be subordinate to or to piggyback on the enforcement of preexisting bureaucracies. In this article, the author addresses two feminist issues: first, how to conceptualize intersectionality, the mutual reproduction of class, gender, and racial relations of inequality, and second, how to identify barriers to creating equality in work organizations. She develops one answer to both issues, suggesting the idea of “inequality regimes” as an analytic approach to understanding the creation of inequalities in work organizations. Inequality regimes are the interlocked practices and processes that result in continuing inequalities in all work (...) organizations. Work organizations are critical locations for the investigation of the continuous creation of complex inequalities because much societal inequality originates in such organizations. Work organizations are also the target for many attempts to alter patterns of inequality: The study of change efforts and the oppositions they engender are often opportunities to observe frequently invisible aspects of the reproduction of inequalities. The concept of inequality regimes may be useful in analyzing organizational change projects to better understand why these projects so often fail and why they succeed when this occurs. (shrink)

RESUMO Esse artigo trata da relação entre a estética e a representação na teoria de Jacques Rancière. Segundo o autor, a representação é simultaneamente presente e proibida na estética moderna. Ela aparece como um parasita ou um intruso na produção artística. Rancière pergunta: sob quais condições a representação se torna proibida e o que significa a arte não representar? O eixo central da análise explora quais as consequências dessa configuração, com destaque para a política. Segundo Rancière, o conceito de partilha (...) do sensível implica invariavelmente um regime de vida e, portanto, alguma forma de política. Sendo assim, a estética não se limita à arte, mas atinge a vida em seu sentido pleno. A relação entre estética e representação implica necessariamente um modo de vida no qual a representação se torna impossível em todos os sentidos. ABSTRACT This article explores the relationship between aesthetics and representation in Jacques Rancière's theory. According to the author, representation is simultaneously present and prohibited in modern aesthetics. It appears as a parasite or an intruder in artistic production. Rancière asks: under what conditions is representation prohibited and what happens when art does not represent? The central axis in the analysis explores the consequences of this configuration, with emphasis on politics. According to Rancière, the concept of distribution of the sensible invariably implies a regime of life and, therefore, some sort of politics. Hence, aesthetics is not limited to arts, reaching life as a whole. The relationship between aesthetics and representation necessarily implies a mode of life where representation becomes impossible in all senses. (shrink)

While there is much writing on the nation as the subject of linear history, considerably less attention has been paid to the dimension of the nation as the always identifiable, unchanging subject of history. This unchanging subject is necessitated by the ascendancy of the conception of linear time in capitalism in which change is viewed not only as accelerating, but can no longer be framed by an ultimate source of meaning such as God. Ostensibly, linear history is the falling of (...) events into the "river of time," but national history also posits a continuous subject to gather these changes. Such a subject is recognizable only by the spiritual qualities of authenticity, purity, and sacrality. The nation-state and nationalists stake their claim to sovereign authority, in part, as custodians of this authenticity.A range of figures, human and non-human, come to symbolize a regime of authenticity manipulable to some extent by nationalists and state-builders. This essay focuses on the instance of women in early twentieth-century China. Nationalists and cultural essentialists tended to depict women as embodying the eternal Chinese civilizational virtues of self-sacrifice and loyalty and to elevate them as national exemplars. The essay also examines cases of how women themselves may have perceived this role as exemplars and concludes that while there was considerable subversion in their enunciation of this role , there was sufficient reference to the prescriptive code of authenticity in their self-formation to sustain the regime of authenticity. The essay ends with some thoughts about the changing relationship between authenticity and intensifying globalization in the contemporary world. (shrink)

The body of information on the Internet is becoming increasingly geographical. This is both due to the expansion of established categories of geographic information and to the simultaneous enrichment of other types of information through geographic identifiers. As this repository of geographic information expands, it is also a key site for multiple processes of commodification transforming informational resources into market goods. Understanding the dynamics driving the integration of geographic information into the digital economy requires a comprehensive political economic analysis. A (...) key component of this analysis is to explain the logics of creation and allocation of economic value from geographic information on the Internet. Addressing this need, in the present article I deploy the property regimes schema developed by Schlager and Ostrom and expand it to elucidate the differentiated commodification processes of geographic information on the Internet. Property regimes are arrangements that define rules, distribute rights, and delineate roles with respect to particular goods. These arrangements are enabled by elements such as legal frameworks, jurisdictions, type of information, and technologies of access. In this article, I explore how the legal frameworks regulating traditional categories of geographic information have been destabilized in the process of technological innovation, leading to the creation of new informational goods along with their respective property regimes, and rearticulating legal, economic, and sociotechnical relations. To illustrate this, I analyze the case of Google Street View images through their property regimes in various jurisdictions. (shrink)

Citizenship regimes are institutionalized systems of formal and informal norms that define access to membership, as well as associated rights and duties. This paper studies illegalized migration as one of the major tests to assess whether citizenship regimes are fair institutions, based on a historical analysis of legislation meant to reduce illegalized migration in the United States between 1995 and 2022. We build our empirical research starting from a simple observation: despite the great number of bills introduced to (...) reduce illegalized migration to the US, most of such initiatives fail to become law. In fact, 93.5% of all immigration initiatives did not even pass the chamber of Congress in which they were originally presented. Such a high rate of failure shows that these proposals are motivated by electoral aspirations, rather than coming from a genuine wish to help migrants or grant them citizenship. Furthermore, there is also an economic interest that justifies the maintenance of low-cost disposable immigrant labor, with no right to citizenship. Our analysis is an example of how state regulation processes seem to work to formalize, rather than alleviate or eradicate, the precarious legal statuses of illegalized migrants. We conclude that a globalized phenomenon such as citizenship requires going beyond merely institutional and formal conceptions. We need to rethink the institutional notion of citizenship, as a merely status held under the authority of a state and consider it from a cosmopolitan perspective and a multilateral basis. But as long as citizenship remains under the responsibility of states, illegalized migrants will continue to experience precarious citizenship. (shrink)

The food regime concept is a key to unlock not only structured moments and transitions in the history of capitalist food relations, but also the history of capitalism itself. It is not about food per se, but about the relations within which food is produced, and through which capitalism is produced and reproduced. It provides, then, a fruitful perspective on the so-called ‘world food crisis’ of 2007–2008. This paper argues that the crisis stems from a long-term cycle of fossil-fuel dependence (...) of industrial capitalism, combined with the inflation-producing effects of current biofuel offsets and financial speculation, and the concentration and centralization of agribusiness capital stemming from the enabling conjunctural policies of the corporate food regime. Rising costs, related to peak oil and fuel crop substitutes, combine with monopoly pricing by agribusiness to inflate food prices, globally transmitted under the liberalized terms of finance and trade associated with neoliberal policies. While most studies of low-carbon transitions focus on green niche-innovations, this paper shifts attention to the resistance by incumbent regime actors to fundamental change. Drawing on insights from political economy, the paper introduces politics and power into the multi-level perspective. Instrumental, discursive, material and institutional forms of power and resistance are distinguished and illustrated with examples from the UK electricity system. The paper concludes that the resistance and resilience of coal, gas and nuclear production regimes currently negates the benefits (...) from increasing renewables deployment. It further suggests that policymakers and many transition-scholars have too high hopes that ‘green’ innovation will be sufficient to bring about low-carbon transitions. Future agendas in research and policy should therefore pay much more attention to the destabilization and decline of existing fossil fuel regimes. (shrink)

This article argues that there is no human right to cross borders without impediment. Receiving states, however, must recognize the procedural rights of those unable to protect their human rights in the place where they currently reside. Asylum claims must be properly investigated, and in the event that the state declines to admit them as refugees, it must ensure that the third country to which they are transferred can protect their rights. Both procedural and substantive rights apply while refugees are (...) physically present in the state’s territory and their immigration status is being investigated. The state’s obligation to protect these rights arises from the power it exercises over them. In contrast, the state does not exercise equivalent power over those it declines to admit in the first place, even though its immigration criteria – if discriminatory in the negative sense – can be faulted on other grounds. Beneath these arguments lie two basic assumptions: one is the need to separate human rights claims from other claims of justice, especially those deriving from citizenship; the other is the need to determine who bears the obligations that correspond to these rights. Attention to the different relations in which prospective immigrants may stand toward the state they hope to enter can help us understand how border regimes may comply with, or violate, human rights. O presente artigo tem o objetivo de discutir os regimes socioeconômicos que permitem a realização da justiça como equidade, focando em especial nos dois regimes apontados por Rawls como capazes de constituir uma sociedade bem ordenada, a democracia de cidadãos proprietários (property-owning democracy ou POD) de um lado e o socialismo liberal do outro. Para tanto, em um primeiro momento serão considerados os argumentos de Rawls a respeito dos regimes socioeconômicos dentro da Uma teoria da justiça. Em (...) seguida, com base em Justiça como equidade: uma reafirmação, serão discutidos os argumentos em favor da POD e do socialismo liberal e contra as outras três opções: capitalismo de laissez-faire, socialismo de Estado dirigido por um partido único e o Estado de bem-estar social. Em seguida, serão considerados os argumentos a favor da POD ou do socialismo liberal, procurando em grande medida traçar quais são as distinções entre ambos os regimes, a partir dos autores que buscam ir além de Rawls. Ao final, conclui-se que nos limites de uma teoria da justiça Rawls está correto ao não definir quem é o regime vencedor, a POD ou o socialismo liberal, mas no avanço atual do capitalismo liberal e no seu movimento de distanciamento das democracias liberais mostra-se necessário discutir qual é o regime mais adequado a partir das bases fornecidas pela justiça como equidade. Self-identified adherents of freedom and democracy (hereafter ‘liberals’) increasingly accuse each other as being harmful, illiberal actors. To explain, I argue that present day liberals adhere to different sets of rules on public discourse (discourse regimes), and that adherents of one regime frame those of another as false liberals, who allow or commit rights violations. I illustrate with diverging discourse regimes within and among advanced, OECD (Organisation for Economic Co-operation and Development) democracies.

The Regime of the Brother is one of the first attempts to challenge modernity on its own terms. Using the work of Lacan, Kristeva and Freud, Juliet MacCannell confronts the failure of modernity to bring about the social equality promised by the Enlightenment. On the verge of its destruction, the Patriarchy has reshaped itself into a new, and often more oppressive regime: that of the Brother. Like being able to drive a car, being autonomous is a socially attributed, claimed, and contested status. Normative debates about criteria for autonomy (and what autonomy entitles one to) are best understood, not as debates about what autonomy, at core, really is, but rather as debates about the relative merits of various possible packages of thresholds, entitlements, regulations, values, and institutions. Within different “regimes” of autonomy, different criteria for (degrees of) autonomy become authoritative. Neoliberal, solidaristic, and perfectionist regimes (...) entail conflicting understandings of what gets you autonomy and what autonomy gets you—for example, in relation to policies regarding physician-assisted suicide or financial support for senior citizens. In light of this, justifying a particular understanding of autonomy is inseparable from the task of arguing for the context-specific merits of a regime of autonomy as a whole and in relation to other ethical and political commitments. Women are important actors in smallholder farmer milk production. Therefore, female input in the dairy cooperatives is essential to dairy development in emerging economies. Within dairy value chains, however, their contributions are often not formally acknowledged or rewarded. This article contributes to filling this gap by adopting a multileveled institutional perspective to explore the case of dairy development in the Pangalengan mixed-sex dairy cooperative on West Java, Indonesia. The objective is to add evidence from the dairy development practice in Indonesia (...) to the current agenda for gender and development as well as identify pathways for future research on dairy development that will help it do better in practice. Central to the exploration is a discussion of formal and informal institutions as part of the dynamics of the inequality regimes in dairy cooperatives. Evidence from dairy development practices in the Pangalengan cooperative shows, among others, distinct differences between the participation of male and female target groups in dairy development extension, as well as farm size- and resource-related trends in ‘masculinization’ and ‘feminization’ of the smallholder farmer household. The conclusions contribute to debates on more resilient, thus sustainable working relations in food chains, women’s empowerment, gender equality and social justice in agriculture as well as cooperative studies. This study addresses the gap between policy and practice on the issue of women’s right to own rural land through a qualitative study conducted in Pakistan’s two largest provinces, Punjab and Sindh. A recent survey finds that only 4% of women own rural land in Pakistan. Given the relatively large agrarian economy, land is a key resource determining women’s agency. To understand the dynamics that maintain this status quo, I use two distinct strands of feminist theory. First is Joan Acker’s (...) organizational theory of gender and class structures, to explore the inequality regimes embedded in rural patriarchy. Second, I adapt Suad Joseph’s conceptualization of patriarchal connectivity to show how in rural Pakistan, valorizing kinship works to exclude women from matters pertaining to land and silencing demands for their inheritances. This framework simultaneously allows for a fine-grained analysis of the politico-economic and social structures of rural society, while building an intimate understanding of familial relations. The findings show how land is discursively defined as a collective good to ensure that landed patriarchs remain entrenched within the political and economic order of the state, limiting possibilities, for women, of acquiring agency through owning and controlling rural land. The study also upends the widespread myth of Islamic misogyny, for it demonstrates the political economy of patriarchal domination over religion in Pakistan. (shrink)

The essay concerns the negative end of the political argument of the Republic, that injustice—the rule of unreason—is both widespread and undesirable, and that whatever shadows of virtue or order might be found in its midst are corrupt and unstable. This claim is explained in detail in Republic 8 and 9. These passages explain recognizable faults in recognizable regimes in terms of the failure of the rule of reason and the corresponding success of the rule of non-rational forms of (...) motivation. I will first look at degenerate regimes as they appear in a less systematic way in the Ship of State passage in Republic 6 and in the discussion with Thrasymachus in book 1. I then give a general overview of the system of degenerate regimes in book 8 to examine what exactly goes wrong with them and why, and explain how the process of degeneration ought be understood as the progressive decay of the rule of reason. Finally, I argue that a close look at this decay reveals something surprising: that degenerate regimes and characters feature weak versions of virtue, shadow-virtues that are based on appearances and held in place by force. Thus in the end the whole process of degeneration ought be understood as an extended conflict between reason and appetite. (shrink)

The article develops the notion of search regime as an abstract characterization of dynamic patterns, based on three dimensions: the rate of growth, the degree of internal diversity of science and the associated dynamics (convergent vs. proliferating), and the nature of complementarity. This article examines the ways that state sexual regimes intersect with migration controls to re-make exclusionary nation-states and geopolitical hierarchies among women. I focus on two important Irish Supreme Court rulings: the X case (1992) and the O case (2002), respectively. X was a raped, pregnant, 14-year-old who sought an abortion in Britain. While the Supreme Court ultimately permitted her to procure an abortion, women's right to travel across international borders without government inquiry into their reproductive status came into (...) question. The O case concerned a Nigerian asylum seeker who invoked the fact that she was pregnant in an effort to avoid deportation. The Supreme Court, however, affirmed that she could be deported, despite the Irish Constitution's pledge to protect the ‘right to life of the unborn.’ Considered together, these cases reveal how overlapping sexual/migration control regimes both reinscribe hierarchies among women based on geopolitical location, and rebound the exclusionary nation-state despite growing transnationalism. They disagree however on the nature of the constitution outlined. It is broadly accepted that it is a "polity". In this paper I deal with the topic of aristocracy in aristotelian political thought and I show that, throughout Politics, Aristotle never swerved from the idea of aristocracy as the optimal constitution, where the truly virtuous rule.
