In this paper, it is argued that although data mining (DM) is being touted as a solution to many business problems and is basking in the glory of electronic business environments of today, as practiced currently, it reflects a preoccupation with short-run commercial applications and a neglect of the underlying theoretical issues. Although an argument can be made that theoretical precedence is not a necessary prerequisite for practical application or for commercial success, it can also be argued that an exclusive (...) reliance on data-driven and exploratory components of pattern recognition without a corresponding attention to the causal schemas underlying patterns is destined to limit the potential for DM to evolve into a long-term solution to business problems or into an intellectual discipline in its own right. This paper presents an overview of key features and assumptions in DM and examines some of the key practical, philosophical, and foundational issues in DM. (shrink)

In this article, we use the theory of Information Ethics to argue that deceased people have a prima facie moral right to privacy in the context of health data research, and that this should be reflected in regulation and guidelines. After death, people are no longer biological subjects but continue to exist as informational entities which can still be harmed/damaged. We find that while the instrumental value of recognising post-mortem privacy lies in the preservation of the social contract for health (...) research, its intrinsic value is grounded in respect for the dignity of the post-mortem informational entity. However, existing guidance on post-mortem data protection is available only in the context of genetic studies. In comparing the characteristics of genetic data and other health-related data, we identify two features of DNA often given as arguments for this genetic exceptionalism: relationality and embodiment. We use these concepts to show that at the appropriate Level of Abstraction, there is no morally relevant distinction between posthumous genetic and other health data. Thus, genetic data should not automatically receive special moral status after death. Instead we make a plea for ‘contextual exceptionalism’. Our analysis concludes by reflecting on a real-world case and providing suggestions for contextual factors that researchers and oversight bodies should take into account when designing and evaluating research projects with health data from deceased subjects. Organ availability for transplantation has become an increasingly complex and difficult question in health economics and ethical practice. Advances in technology have seen prolonged life expectancy, and the global push for organs creates an ever-expanding gap between supply and demand, and a significant cost in bridging that gap. This article will examine the ethical implications for the nursing profession in regard to the procurement of organs from an impoverished seller’s market, also known as ‘Transplant Tourism’. This ethical dilemma concerns itself (...) with resource allocation, informed consent and the concepts of egalitarianism and libertarianism. Transplant Tourism is an unacceptable trespass against human dignity and rights from both a nursing and collective viewpoint. Currently, the Australian Nursing and Midwifery Council, the Royal college of Nursing Australia, The Royal College of Nursing (UK) and the American Nurses Association do not have position statements on transplant tourism, and this diminishes us as a force for change. It diminishes our role as advocates for the most marginalised in our world to have access to care and to choice and excludes us from a very contemporary real debate about the mismatch of organ demand and supply in our own communities. As a profession, we must have a voice in health policy and human rights, and according to our Code of Ethics in Australia and around the world, act to promote and protect the fundamental human right to healthcare and dignity. Narrative as it is used by historians is not merely an incidental, stylistic feature of the historian's craft, but essential to historical explanation. Narrative presupposes a world of things that endure through change. Stories fill in the gaps in our experience and thus make continuity visible. Ideally, narrative stands proxy for experience, though this ideal can never be attained. No criterion can be formulated that will signify when a story is complete enough. The changing perspective of the historian and the (...) infinite detail with which he has to deal makes his task a continuous one. Yet the historian cannot be radically subjective because his story is always limited by the chronology of his events and the accuracy of his details. The rationale of narrative enables the historian to repudiate the covering-law model of historical explanation. (shrink)

Is it necessary to have an ideal of perfection in mind to identify and evaluate true biotechnological human “enhancements”, or can one do without? To answer this question we suggest employing the distinction between ideal and non-ideal theory, found in the debate in political philosophy about theories of justice: the distinctive views about whether one needs an idea of a perfectly just society or not when it comes to assessing the current situation and recommending steps to increase justice. In this (...) paper we argue that evaluating human enhancements from a non-ideal perspective has some serious shortcomings, which can be avoided when endorsing an ideal approach. Our argument starts from a definition of human enhancement as improvement, which can be understood in two ways. The first approach is backward-looking and assesses improvements with regard to a status quo ante. The second, a forward-looking approach, evaluates improvements with regard to their proximity to a goal or according to an ideal. After outlining the limitations of an exclusively backward-looking view, we answer possible objections against a forward-looking view. Ultimately, we argue that the human enhancement debate would lack some important moral insights if a forward-looking view of improvement is not taken into consideration. (shrink)

When this work was first published in 1960, it immediately filled a void in Kantian scholarship. It was the first study entirely devoted to Kant's _Critique of Practical Reason_ and by far the most substantial commentary on it ever written. This landmark in Western philosophical literature remains an indispensable aid to a complete understanding of Kant's philosophy for students and scholars alike. Though quite short, the Edwardian era included a number of developments of critical importance for the interactions of science and technology. It saw the emergence of three really fundamental innovations in physics—relativity theory with its proof of the equivalence between mass and energy, quantum theory, and the disintegration of atomic nuclei. These have profoundly affected practical affairs as well as revolutionizing natural philosophy. Prominent amongst the many advances in applied science were the conquest of malaria, the mastery of aviation, the (...) beginnings of electronics and wireless telegraphy, and the production of synthetic fertilizers by chemical industry. Successes and frustrations in British contributions to these striking changes in science and technology have an impact on history which is still being worked out. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:BOOK REVIEWS 389 From the perspective of this reviewer, the presently most obvious fault in this lecture lies in Putnam's criticisms of "the coherence theorists, Ludwig, et al." (p. 97). In this criticism, it is apparently assumed that the adequacy of their proposed solution to the problem considered must be judged solely on the basis of what is presently known. Since Putnam himself acknowledges that no satisfactory interpretation of (...) quantum mechanics exists, this seems unwarranted. The superficiality of the criticism of this position makes this particularly notable. He states, for example, "to say that a wave gives an incomplete description of the state of a system is to say that systems whose state can be described by that wave function may really be in several quite different physical conditions." He then adopts the doubtful strategy of appealing to the meaning of completeness and incompleteness (they are not a matter of degree) in justification of the position that it is improper to say that a wave gives an incomplete descriptionl Despite the fact that, taken as a whole, his brief criticism of the coherence theory is somewhat ungracious. Putnam has set forth the principle issues sur~ rounding the problem with discerning lucidity. Paul K. Feyerabend, in "Problems of Empiricism," places a revisionist's version of empiricism in a carefully developed historical perspective. Empiricism as it has been known is both incomplete and weakened by undesirable assumptions. The incompleteness is to be removed by regarding empiricism as a cosmological hypothesis concerning the relation between man and the universe. The version of empiricism thus admitted has the character of a scientific theory. The undesirable assumptions are views no longer tenable of the nature and content of what is given in sense. Feyerbend understands sensations and perceptions as indicators on a par with indications of physical instruments, and likewise in need of interpretation. A philosophical method is proposed which requires theoretical pluralism instead of the theoretical monism that is (inappropriately) the ideal of much of contemporary empiricism (p. 149). The function of theoretical alternatives is to provide the means of criticizing accepted theory, to which he accords careful historical treatment. "Low level theories" are to guide us to crucial experiments, while "high level theories" are to represent the basic element of the universe. Here again the reader will find a theme which emerges erpeatedly in these lectures. This theme might be stated as follows. Both macrocosmic and microcosmic systems must ultimately be involved in scientific explanation. The crucial problem that emerges is how these two are to be related or in some degree integrated. By the way in which he develops the role of alternative theories, Feyerabend has affirmed one of the principle theoretical components of what Hegel was minded to call metaphysics. An additional observation, for which what I have said should furnish some justification: Many points made throughout this exposition (115 pp. in length) might properly be regarded as together constituting a rapprochement of empiricism and rationalism. It may very well occur to the thoughtful reader that Feyerabend, in his reconstruction of empiricism, has come very near to conceding all that a critical rationalist could ask. Other lectures included in the book are, "The Thermodynamics of Purpose," by David Hawkins, "The Physics of the Large," by Philip Morrison, and "The Ethical Dimension of Scientific Research," by Nicholas Rescher. In lieu of an abstract, here is a brief excerpt of the content:130 HISTORY OF PHILOSOPHY To establish the chronology of the posthumous fragments of 1875-1879 in IV, 4 was of no crucial significance and presented few difficulties. The fragments of 18871888 in VIII, 2 are another matter. When Nietzsche's sister Elizabeth first published them she simply disregarded chronology in favor of a topical arrangement. Karl Schlechta proceeded more methodically. But in eliminating everything he felt Nietzsche had not intended to (...) publish, he also withdrew from scrutiny much of Nietzsche's late thinking. What to do? The editors examined the manuscripts and hit upon a new and eminently sensible arrangement. In The Genealogy of Morals Nietzsche had mentioned that he was planning a philosophical treatise entitled Will to Power. An outline of 1888 bearing the same title organized 372 of the late aphorisms both by number and key-word. Although Nietzsche in a letter to Peter Gast clearly stated that this outline was not intended for publication, the editors determined to let it serve as their guide, in the justifiable assumption that here, nonetheless, was an arrangement that was truly Nietzsche's, one that came as close as one could come to arranging the fragments as Nietzsche himself might ultimately have done. As for the remaining 100-odd fragments in the pertinent notebooks, which Nietzsche had not included in his outline, the editors decided to include them also, since their chronology was easy to establish and they were of interest despite their unpolished and incomplete form. But does not such publication do Nietzsche a real injustice as Schleehta asserted? Are not the earlier selective editions superior? Although the editors obviously don't think so, they have given the reader the opportunity to draw his own conclusions. To this end, they have compiled a concordance relating Nietzsche's outline and their own edition with the other major editions of the late fragments, showing in each case which fragments were published and in what order. The last 140 pages of VIII, 2 present unpublished fragments of the same period containing quotations and excerpts which Nietzsche had taken from his readings. Although again the principle of completeness was no doubt paramount in the decision to include these fragments, the editors feel that the excerpts from Tolstoi and Dostoyevski throw new light on the genesis of the Antichrist. It is difficult in a few paragraphs to do justice to an edition containing thousands of pages. We have said nothing about the content or the attractive and functional format. We trust, however, that our limited comments have made it clear that this edition, whether in the original German or in the Italian, French, or Japanese translations, should be in every major library and in the hands of every Nietzsche scholar. It is to be hoped that the edition will soon be completed and that translations into English and Spanish will be undertaken also. HERBERT W. REICHERT University of North Carolina Russell and Moore: The Analytical Heritage. By A. J. Ayer. (Cambridge: Harvard University Press, 1971. Pp. x+254. $8.75) It would be easy to take the view, on reading this book, that philosophical problems are never solved, people just tire of them. Ayer is at great pains to re-capture the sense of what philosophers in the earlier half of this century regarded as important issues, significant arguments and proper method. And indeed, he is so successful that one cannot help thinking from time to time that his book must have been written no later than the 1940's. Perhaps that was his intent--to relive the philosophical atmosphere BOOK REVIEWS 131 of pre-war English philosophy by recounting the views on logic and language, epistemology and metaphysics of the two major figures of that era. This is not mere recounting, nor would it be so successful a reliving if it were. Ayer offers his own counterarguments, and extensions of themes and theses propounded by Russell and Moore, but the curious thing is how of a piece these critical comments are with the expository passages.
