In social systems or spaces, distance between the centre and the periphery breeds epistemic injustice. There are growing accounts of epistemic injustice in health-related fields, as in the article by Pratt and de Vries.1 The title of the article asks: ‘Where is knowledge from the global South?’ Like me, you may answer by saying: ‘Knowledge from the global South is in the global South’. That answer says a lot about how we right epistemic injustice done to actors in the global (...) South or the periphery, including in health ethics. Pratt and de Vries identified four sets of actors (individuals, institutions, journals and funders) responsible for righting epistemic injustice. For three of the four sets of actors, they recognised the need for—or the possibility of—symmetry between global North and global South. Except journals. They did not seriously consider that journals are either present in or could belong to the global South; to the periphery. Platforms for knowledge exchange, circulation, cultivation and curation—such as journals, conferences, publishers, blogs, archives, seminars, books and the media, social or traditional—are neither physically nor epistemically neutral. They are situated. The BBC cannot do for Nigeria or Australia what it does for Britain; neither can the BMJ. Many of us take our position at the centre or periphery as neutral, natural, necessary or permanent. Background Inadequate knowledge among health care providers (HCPs) and parents of affected children limits the understanding and utility of secondary genetic findings (SFs) in under-represented populations in genomics research. SFs arise from deep DNA sequencing done for research or diagnostic purposes and may burden patients and their families despite their potential health importance. This study aims to evaluate the perspective of both groups regarding SFs and their choices in the return of results from genetic testing in the context of orofacial (...) clefts.Methods Using an online survey, we evaluated the experiences of 252 HCPs and 197 parents across participating cleft clinics in Ghana and Nigeria toward the return of SFs across several domains.Results Only 1.6% of the HCPs felt they had an expert understanding of when and how to incorporate genomic medicine into practice, while 50.0% agreed that all SFs should be returned to patients. About 95.4% of parents were willing to receive all the information from genetic testing (including SFs), while the majority cited physicians as their primary information source (64%).Conclusions Overall, parents and providers were aware that genetic testing could help in the clinical management of diseases. However, they cited a lack of knowledge about genomic medicine, uncertain clinical utility, and lack of available learning resources as barriers. The knowledge gained from this study will assist with developing guidelines and policies to guide providers on the return of SFs in sub-Saharan Africa and across the continent. (shrink)

Classical (Bayesian) probability (CP) theory has led to an influential research tradition for modeling cognitive processes. Cognitive scientists have been trained to work with CP principles for so long that it is hard even to imagine alternative ways to formalize probabilities. However, in physics, quantum probability (QP) theory has been the dominant probabilistic approach for nearly 100 years. Could QP theory provide us with any advantages in cognitive modeling as well? Note first that both CP and QP theory share the (...) fundamental assumption that it is possible to model cognition on the basis of formal, probabilistic principles. But why consider a QP approach? The answers are that (1) there are many well-established empirical findings (e.g., from the influential Tversky, Kahneman research tradition) that are hard to reconcile with CP principles; and (2) these same findings have natural and straightforward explanations with quantum principles. In QP theory, probabilistic assessment is often strongly context- and order-dependent, individual states can be superposition states (that are impossible to associate with specific values), and composite systems can be entangled (they cannot be decomposed into their subsystems). All these characteristics appear perplexing from a classical perspective. However, our thesis is that they provide a more accurate and powerful account of certain cognitive processes. We first introduce QP theory and illustrate its application with psychological examples. We then review empirical findings that motivate the use of quantum theory in cognitive theory, but also discuss ways in which QP and CP theories converge. Finally, we consider the implications of a QP theory approach to cognition for human rationality. (shrink)

ABSTRACT While the first generation of the so-called Frankfurt School has promoted a strong interconnection between social critique and knowledge of the social world, contemporary critical theory seems to consider that epistemological issues don’t deserve anymore consideration. Is it really possible to elaborate a convincing theory of social critique without taking seriously the various links between social critique and knowledge? This article argues that the answer is no. In a first step, it recalls the ways in which the philosophical debate (...) about social critique is currently articulated and how it disconnects social critique and knowledge. One of the reasons for such a disconnection relates to a vision of politics as consisting mainly in a conflict between normative principles, notably between conceptions of social justice. This vision of politics is criticized in the second step of this paper. A second reason, examined in the third part of the paper, relates to the risk of epistemic violence. The shared but questionable assumption is that any sociological or philosophical attempt to produce knowledge would necessarily lead to epistemic violence rather than to epistemic empowerment. Over the last decade, businesses, policymakers, and researchers alike have advocated the need for value creation through inter-organizational collaboration. Researchers have widely argued that organizations that are engaged in collaborative processes create value. Because researchers have tended to focus on the identification of organizational motivations and on key success factors for collaboration, however, both the nature and processes of value creation in inter-organizational collaboration have yet to be examined. A recent theory by Austin and Seitanidi :726–758, 2012a; Nonprofit Volunt Sect (...) Q 41:929–968, 2012b) has proposed an analytical framework for analyzing value creation in inter-organizational collaboration, based on four types of value. The purpose of this current study is to empirically test this framework, and to provide key pointers for analyzing the nature of value, particularly in relation to learning. Our detailed empirical research is based on a 6-year retrospective case study of an inter-organizational partnership within an international development project for local economic development in Guatemala. The study’s contributions are twofold. First, it provides evidence of the critical path of the creation of diverse types of values in a collaborative process; second, it links the different types of value creation with the types of learning that occur in an inter-organizational process. Postcolonial African Philosophy: A Critical Reader sets out a timely and powerful agenda for contemporary African, Afro-Caribbean, and African American philosophy.

The grammatical paradigm used to be a model for entire areas of cognitive science. Its primary tenet was that theories are axiomatic-like systems. A secondary tenet was that their predictions should be tested quickly and in great detail with introspective judgments. While the grammatical paradigm now often seems passé, we argue that in fact it continues to be as efficient as ever. Formal models are essential because they are explicit, highly predictive, and typically modular. They make numerous critical predictions, which (...) must be tested efficiently; introspective judgments do just this. We further argue that the grammatical paradigm continues to be fruitful. Within linguistics, implicature theory is a recent example, with a combination of formal explicitness, modularity, and interaction with experimental work. Beyond traditional linguistics, the grammatical paradigm has proven fruitful in the study of gestures and emojis; literature (“Free Indirect Discourse”); picture semantics and comics; music and dance cognition; and even reasoning and concepts. We argue, however, that the grammatical paradigm must be adapted to contemporary cognitive science. Computational methods are essential to derive quantitative predictions from formal models (Bayesian pragmatics is an example). And data collection techniques offer an ever richer continuum of options, from introspective judgments to large-scale experiments, which makes it possible to optimize the cost/benefit ratio of the empirical methods that are chosen to test theories. This paper begins by defending the twofold relevance, political and theoretical, of the notion of social suffering. Social suffering is a notion politics cannot do without today, as it seems indispensable to describe all the aspects of contemporary injustice. As such, it has been taken up in a number of significant research programmes in different social sciences (sociology, anthropology, social psychology). The notion however poses significant conceptual problems as it challenges disciplinary boundaries traditionally set up to demarcate individual and social (...) phenomena. I argue that philosophy has a role to play in the attempt to integrate the diverging perspectives stemming from the social sciences. I attempt to show that, as it engages with the social sciences to account for the conceptual and normative issues thrown open by the question of social suffering, philosophy in fact retrieves the very idea of critical theory, as a conjugated critique of social reality and of its knowledge. I conclude by showing how the question of social suffering then becomes a useful criterion to distinguish between the different existing approaches in critical theory. (shrink)

Olsson and his collaborators have proposed an extension of Belief Revision Theory where an epistemic state is modeled as a triple S=⟨K_,E,A_⟩ , where A_ is a research agenda, i.e. a set of research questions. Contraction and expansion apply to states, and affect the agenda. We propose an alternative characterization of the problem of agenda updating, where research questions are viewed as blueprints for research strategies. We offer a unified solution to this problem, and prove it equivalent to Olsson’s own. (...) We conclude arguing that: (i) our solution makes the idea of ‘minimal change’ in questions and agendas clearer; (ii) can be extended in ways the original theory was not, and may help better realize the aims this theory was proposed for; (iii) unveils some limitations of the initial approach, yet opening a way to overcome them. The distinction between rules and similarity is central to our understanding of much of cognitive psychology. Two aspects of existing research have motivated the present work. First, in different cognitive psychology areas we typically see different conceptions of rules and similarity; for example, rules in language appear to be of a different kind compared to rules in categorization. Second, rules processes are typically modeled as separate from similarity ones; for example, in a learning experiment, rules and similarity influences would be (...) described on the basis of separate models. In the present article, I assume that the rules versus similarity distinction can be understood in the same way in learning, reasoning, categorization, and language, and that a unified model for rules and similarity is appropriate. A rules process is considered to be a similarity one where only a single or a small subset of an object's properties are involved. Hence, rules and overall similarity operations are extremes in a single continuum of similarity operations. It is argued that this viewpoint allows adequate coverage of theory and empirical findings in learning, reasoning, categorization, and language, and also a reassessment of the objectives in research on rules versus similarity. _This article examined the accounts of diplomatic relations between Russia and Syria. It interrogated a significant aspect of global politics, where the interaction of geopolitical interests, ideological affinities, and regional influences played defining roles in shaping this diplomatic association from the height of the Cold War in the 1960s and 1970s to the Syrian Civil War that began in 2011. This scope allowed extensive research into the changing nature of Russo-Syrian relations, providing a diverse revelation into their historical evolution. This (...) article relies on a wide array of primary sources, including diplomatic records, as well as secondary sources offering useful context and perspective. The primary aim was to reveal the motivations and strategies that steered diplomatic exchanges between them and the real-political considerations that formed the basis of their engagement. Moreover, this article considered the ramifications of Russo-Syrian relations on the broader Middle East region and how partnership affected regional stability, conflict, and the distribution of power such as the Soviet Union's support for the Ba'athist regime in 1963, Syria's involvement in the Arab-Israeli conflict in 1967, and Russia's military intervention in the Syrian civil war in 2015. Through historical evaluation, this article contributes to an understanding of international relations and their implications for security and stability._. (shrink)

This squib attempts to constrain semantic theories of agree wh constructions by broadening the data set and collecting naive speakers’ intuitions. Overall, our data suggest relatively permissive truth-conditions for these constructions. They also suggest a previously undiscussed presupposition for agree wh and also indicate that agree wh is not straightforwardly reducible to agree that. Although some accounts suggest differences in truth conditions among different asymmetrical agree with constructions and symmetrical agree constructions, we do not find any indication of such truth-conditional (...) distinctions. In the course of our exploration of the data, we offer a new approach to distinguishing between truth, falsity and presuppositional failure. (shrink)

Over the last 4 or so decades, Dudley Shapere has developed a rich and interesting alternative to the Kuhnian “relativist” account of science and its development. This paper is a review of this alternative viewpoint. It is a critical evaluation of Shapere’s arguments in support of the claim that radical methodological change can be allowed in science without thereby embracing relativism (and without ending with an irrational account of scientific change).

_The goal of this study is to investigate the ethnic conflict in southern Kaduna in connection to eastern Ukraine, which has now spread internationally as a result of major countries' action on Ukraine's behalf. The Hausa-Fulani are Muslims, whereas indigenous Christian communities make up the bulk of the population in southern Kaduna. Although the root causes of the situation in southern Kaduna are multifaceted given their theological and sociopolitical undertones, they are primarily cultural and patriotic in the case of Ukraine. (...) The special status of the Russian language is a subject of heated debate among those on the side of Ukraine's government and opposition nationalists who are pro-Russia. The study's purpose dictated that premordialism theory be used as a working model. Ethnic activists and nationalists commonly employ primordialist ideas to explain and defend ethnic wars, like the ones under study (in southern Kaduna and eastern Ukraine). In addition to hoping that the United Nations is permitted to fulfil the purpose for which it was established so that peace can return to Ukraine, we also hope that the same can be achieved in southern Kaduna if the recommendations of the state and federal governments assigned to investigate the crisis are dusted off and implemented._ _In conclusion, it is hard to discuss peace in an environment rife with injustice and nepotism. More peace advocacy is needed from the main international political powers, but they can only do that if they allow the United Nations (UN) to function freely. Primordialist theories are frequently used by ethnic activists and nationalists to explain and justify ethnic conflicts, such as those in southern Kaduna and eastern-southern Ukraine, which is why this research supports the use of the primordial theory of ethnic conflict despite its flaws._. One way in which bioethicists can benefit the medical community is by clarifying the concept of disorder. Since insurance companies refer to the DSM for whether a patient should receive assistance, one must consider the consequences of one’s concept of disorder for who should be provided with care. I offer a refinement of Jerome Wakefield’s hybrid concept of disorder, the harmful dysfunction analysis. I criticize both the factual component and the value component of Wakefield’s account and suggest how they might (...) be improved. I propose that the factual component should be statistical variation analyzed in multilevel and chronological compilations of physiological data. I propose that the value component should prioritize the individual’s authority regarding the experience of suffering from a physiological condition. My account preserves the insight of using a factual and a value component while avoiding the problems that Wakefield’s original account faces. (shrink)

In this paper, I explore Hegel’s concept of freedom as self-liberation. I consider the struggle between the soul and the body within Hegel’s Anthropology as an example of how conflict can act as a condition for asserting one’s freedom through self-improvement or Bildung. In this regard, there are reminiscent aspects of the famous ‘Lordship and Bondage’ dialectic within Hegel’s treatment of the body-soul relation. The development of efficient and strategic anti-corruption measures can be better achieved if a deeper understanding and identification of the causes of corruption are established. Over the past years, many studies have been devoted to the research of corruption in construction management. This has resulted in a significant increase in the body of knowledge on the subject matter, including the causative factors triggering these corrupt practices. However, an apropos systematic assessment of both past and current studies on the subject matter (...) which is needful for the future endeavor is lacking. Moreover, there is an absence of unified view of the causative factors of corruption identified in construction project management. This paper, therefore, presents a comprehensive review of the causes of corruption from selected articles in recognized construction management journals to address the mentioned gaps. A total number of 44 causes of corruption were identified from 37 publications and analyzed in terms of existing causal factors of corruption, annual trend of publications and the thematic categorization of the identified variables. The most identifiable causes were over close relationships, poor professional ethical standards, negative industrial and working conditions, negative role models and inadequate sanctions. A conceptual framework of causes of corruption was established, after categorizing the 44 variables into five unique categories. In descending order, the five constructs are Psychosocial-Specific Causes, Organizational-Specific Causes, Regulatory-Specific Causes, Project-Specific Causes and Statutory-Specific Causes. This study extends the current literature of corruption research in construction management and contributes to a deepened understanding of the causal instigators of corruption identified in CPM. The findings from this study provide valuable information and extended knowledge to industry practitioners and policymakers as well as anti-corruption agencies in the formulation and direction of anti-corruption measures. We examine a special case of inquiry games and give an account of the informational import of asking questions. We focus on yes-or-no questions, which always carry information about the questioner's strategy, but never about the state of Nature, and show how strategic information reduces uncertainty through inferences about other players' goals and strategies. This uncertainty cannot always be captured by information structures of classical game theory. We conclude by discussing the connection with Gricean pragmatics and contextual constraints on interpretation.
