Governance theory in political science and international relations has to adapt to the onset of an increasingly digital society. However, until now, technological advancements and the increasing convergence of technologies outpace regulatory efforts and frustrate any efforts to apply ethical and legal frameworks to these domains. This is due to the convergence of multiple, sometimes incompatible governance frameworks that accompany the integration of technologies on different platforms. This theoretical claim will be illustrated by examples such as the integration of technologies (...) on the “human platform” as it is referred to in the case of enhanced soldiers. Hence, successful governance might require new approaches borrowed from a distant relative, namely cybernetics. Insights gained from cybernetics for governance theories might be able to give guidance for a more efficient and adaptive governance approach that is able to deal with increasing complexity caused by technology and governance convergence. While cybernetics itself might be considered a governance approach, it has had surprisingly little reception in the wider field of governance within the area of social and political sciences. This article will develop cybernetic governance as a set of expandable governance principles that are applicable to an increasingly complex digital and smart society. It thereby tries to further galvanise what could be termed cybernetic governance theory as a subject of worthwhile insights from the combination of otherwise largely the disjoined fields of cybernetics and governance. During his reign, the Putin‘s clan has undermined and infiltrated the mass media, the parliament and the judicial system. Deliberate violation of basic citizen‘s rights, compulsory acquisition of property, government-funded racket, misuse of mass media to scarify and to disinform the peoples belong to the diabolic methods of self-constituted disposers. All this lawlessness has led to exorbitant corruption, mass poverty, economic (...) stagnation, and escalation of crimes. This study explores the principles of meritocracy and heredity as formulated in the three works of early Daoist philosophy, the Laozi, Zhuangzi and Wenzi. Because Daoist philosophy emerged in critical response to the Confucian worldview, this investigation is placed against the backdrop of pertinent Confucian propositions. To this end, the study begins with a review of Confucian positions on the issue of meritocracy and heredity as expressed in the main transmitted works, as well as newly excavated texts that can be (...) associated with this intellectual tradition. The paper concludes that, while indeed rejecting the Confucian understanding of meritocracy, Daoist texts operated with their own concepts on human excellency. Moreover, the opposition between meritocracy and heredity characteristic of some Confucian works appears less pronounced in early Daoist philosophy. (shrink)

The paper offers a brief outline of the presuppositions and consequences of modern urbanism, as well as of its ontology. The stress is put on the historical transformations of modern rationality and on depicting its efforts in carrying out its project.

This article analyzes one aspect of Bolzano’s metaphysics. It discusses the question of whether, according to Bolzano, substances are simple or not. In theopinion of some commentators, he accepts composed substances, that is, substances having substances as proper parts. However, it is easily possible to misinterpret his position. This paper first tries to reconstruct Bolzano’s definitions of the concept of substance and suggests that he should be able to agree with the following final definition: x is a substance if and (...) only if x is real and not a property. After this, it is shown that, according to Bolzano, every substance is simple in a fourfold sense: No substance has (1) adherences as parts, (2) substances as proper parts, (3) spatially extended parts, and (4) temporal parts. The paper deals with some misconceptions concerning ‘privileged’ access to our own experiences from the first-person perspective, points to the limitations of this immediacy, and questions the solipsist privacy of subjectivity. Based on the conviction that the identification of ‘point of view’ with ‘perspective’ proves to be problematic, the author argues that we may take different perspectives from the same point of view. As embodied and embedded cognitive persons we practice the interchange of perspectival attitudes towards our own subjectivity in (...) our daily lives far more easily and frequently than we are prone to admit in our theories. This kind of methodology, part of which is also the objectivist third-person approach, does not have the power to revise the irreducibility between the subjective and the empirical, although it does appeal to the mind open to the intersubjective space, in which the irreducible can still be communicated, compared and complemented. This paper is motivated by the general idea that philosophical ambition to understand and define the human mind exclusively in terms of conscious, propositional, and deliberative behaviour cannot be adequate, for it leaves out great part of our mentality, which resides in the background. On a more specific plane it focuses on the background as a means of providing the cognitive organism with most plausible scenarios of reality, and prepares it for what appears most likely to be the case in (...) the world, in an instant way and without engaging in contemplation. The background proves to be a powerful instrument of initiating guesswork and does it in automatic and effortless manner. In such a way this backgrounded “reason” acts ahead of actuality and drives our behaviour and modes of our coping in the natural, social, and cultural world in an implicit way, not available in the conscious foreground.Este artículo viene motivado por la idea general de que la ambición filosófica de definir y entender la mente humana exclusivamente en términos de comportamiento consciente, proposicional y deliberativo no puede ser adecuada, pues deja inexplicada gran parte de nuestra mentalidad, la cual reside en el trasfondo. Más específicamente, el artículo se centra en el trasfondo como medio para proporcionar al organismo cognitivo los escenarios más plausibles de la realidad, y prepararlo para lo que más probablemente sea el caso en el mundo, de forma instantánea y sin entrar en la contemplación. El trasfondo demuestra ser un instrumento poderoso a la hora de hacer conjeturas de una manera automática y espontánea. De esta forma, esta “razón” de trasfondo se anticipa en la práctica y conduce nuestro comportamiento y modos de habérnoslas con el mundo natural, social y cultural de forma implícita, no disponible en el primer plano conscien-te. The paper is an attempt of outlining the mind responsible for moral judgments in a general manner, and according to the investigations done by the neuroscientists, and which challenge some standard philosophical notions. The “measuring” of morality on the part of neuroscience reveals that moral decisions are basically made on an intuitive level that can be emotionally motivated to a greater or lesser extent, what in turn depends on whether the attitude is “personal” or “impersonal”, and not so much on (...) the universal criteria of rightness and wrongness. The cost-benefit moral “calculus” appears to be derivation of some primary intuitive “decision-making”, and a sort of narrative the mind is constantly producing, and we come to believe in. The philosopher’s usual response to the sort of challenge is rightly that it is not the brain that is responsible for moral decisions and deeds, nor is it neuroscience that can provide us with the ultimate explanation of how the “ethical mind” works for moral sense and responsibility is still with persons and not with brains. Yet, the sort of knowledge can significantly enhance our understanding of the mechanisms underlying mental processes involved in solving moral dilemmas. (shrink)

The Carssirer's conceptions of aprioricity, especially of synthetic a priori principles in exact sciences, is analysed. I consider his 'Marburg's' period, first of all his paper on Kant and modern mathematics. Cassirer defends the thesis on invariance principles as the modern variant of synthetic principles a priori. I analyze his arguments on the existence of apriori principles of science and compare his concept of aprioricity with holistic accounts of theories, 'semantic view of theories' and structural realism.

This article aims to contribute to the theoretical discussion about the rule of law and about its definition by looking at situations where the rule of law is put to the test - states of emergency. States of emergency and laws of exception have specific characteristics, one fundamental characteristic being that legislative power is shifted to the executive - in other words, democracies become less democratic. By analysing the principle of the rule of law in conjunction with the nature of (...) emergencies and the structure of states of emergency, their interconnection will become more transparent. It will logically demonstrate that rules regarding states of exception concern only liberal democracies and that the rule of law has to continue its rule also within times of crisis. I will argue that there is no democracy without a conception of the rule of law. The rule of law only works in democracies and is therefore inapplicable to authoritarian regimes. Having established that, this article adds to the legal-theoretical understanding of the rules of emergency powers by elaborating them on the basis of the concepts democracy, rule of law and separation of powers. The prevailing assumption is that anResearch underlying this study was conducted with support of the Russian Foundation for Basic Research grant #17-06-00460.agreement feature originates in one linguistic element, that is a controller, and is copied onto another one, a target. This form-to-form approach encounters massive difficulties when confronted with data, such as missing controllers or feature mismatches. A cognition-to-form mapping approach is proposed instead, suggesting that agreement features, such as person, number, and gender, are associated with referents in the cognitive (...) representation. They serve to specify referents on either notional or conventional grounds, and are thus referential features. Referential features are mapped onto various sites in linguistic structure, including inflections. Parallel agreement between various sites is observed, as a side effect of mappings from the same cognitive source. Languages differ in which and how many sites for marking referential features they require. Analysis of Russian evidence suggests that the cognition-to-form mapping approach has a much greater explanatory force than the traditional form-to-form approach. There are only peripheral classes of instances in which form-to-form agreement may be needed as a supplementary factor. In general, the roots of agreement lie in cognitively motivated discourse processes associated with reference. (shrink)

The paper suggests that there is a gap between the research on prejudice in Slovak schools and the pedagogical interventions used to reduce them, particularly in relation to the Roma minority. It highlights the existing curricular requirements for dealing with intergroup relations, stereotypes and prejudice, contrasting them with the organizational, methodological and practical constraints teachers face when trying to meet them. Drawing from experience of piloting alternative tools for measuring attitudes, designing interventions and assessing impact, the article describes one possible (...) way of bridging the gap. The paper discusses the conceptual and methodological challenges of developing measures of stereotypes and prejudice for use in Slovakia. Developing these measures was the first step in a research project aimed at testing the effectiveness of direct and indirect contact interventions to reduce prejudice against stigmatized minorities, particularly the Roma. The first major problem in this kind of research relates to measuring the impact of interventions, as standardized instruments for measuring prejudice have yet to be developed in Slovak. The second (...) problem concerns the risk that the interventions will fail to reduce anti-Roma prejudice, because of the strong stigmatization of the Roma minority in Slovakia. The paper also reviews existing measures of stereotypes and prejudice in social psychology and discusses their applicability for measuring anti-Roma prejudice in Slovakia. It is argued that measures of stereotypes and prejudice should be designed and used in a sensitive manner and that in the process of measuring various forms of social bias we should avoid reproducing its cognitive, emotional and behavioural manifestations. Was ist Wissen von morgen im Vergleich mit Wissen von heute? Die geschichtliche Erfahrung zeigt diesen Übergang als ein Prozess der Weiterentwicklung der Sprache, weil menschliches Wissen an die Sprache gekoppelt ist, und seine Inhalte zu begreifen nur in sprachlichen Formen möglich ist. Während alte Sprachen vergehen, entstehen neue Sprachen: in diesem Prozess der Erneuerung von sprachlichen Formen wird das Wissen gesammelt, geklärt, und weitergegeben, und das geschieht durch Auswahl der Worte, deren Gebrauchswert ständig geprüft wird.

Wie jedes Krankenhaus hat Charité ihre Geschichte, die mit dem Erlaß des preußischen Königs Friedrich I. vom 14. November 1709 zur Gründung von Lazareth-Häusern anfing, um der Ausbreitung der Pest entgegenzuwirken, wozu es allerdings in Berlin nie gekommen ist. Am 9. Januar 1727 verfügte König Friedrich Wilhelm I. die Umwandlung des vor dem Spandowischen Tor errichteten Lazareth in ein Hospital und nannte es „das Haus die Charité“ nach dem Vorbild von Hôpital de la Charité in Paris. -/- Das Wort und (...) der Begriff Charité ist wesentlich älter als das Krankenhaus. Das Französische charité ist äquivalent dem Englischen charity und dem Deutschen Barmherzigkeit, während ihre Ursprünge im Griechischen zu finden sind: χάρις bedeutet Gnade, Gunst, χαριτόω Gnade oder Gunst zeigen oder empfangen, favorisieren oder favorisiert werden, gnädig oder begnadet sein. Das Krankenhaus ist ein Ort der Gnade, welche den Kranken und Bedürftigen zusteht aufgrund allgemeiner Verpflichtung, seinen Nächsten so zu lieben wie sich selbst. Die Gunst und die Gnade zu erweisen heißt auch, sich zu erbarmen und mitleidig sein, eigenes Herz für fremdes Leid zu offnen. -/- Seit ihrer Gründung weichte Charité von diesem Grundgedanke mehrmals ab, was bisher in ihrer Geschichtsschreibung mehr oder weniger wahrheitsgetreu festgehalten wurde. Dieser Tradition des Festhaltens und der Wiedergabe der Wahrheit bin ich verpflichtet, weil offizielle Geschichtsschreibung erneut beginnt, von der Realität abzuweichen und die Tatsachen zu leugnen, die sowohl unzweifelhaft sind als auch unzweifelhaft würdig sind, erzählt zu werden, weil es dabei um die Frage des Auftrags der Charité geht. -/- Charité wurde gegründet, um das Unheil abzuwenden, dennoch war ihre Geschichte keine Heilsgeschichte, wie ich bereits feststellte. Das Unheil setzte sich im 21. Jahrhundert fort, was ich zu unterbinden suche. Einziges Heilmittel dagegen ist die Wahrheit, daran besteht kein Zweifel, und der Weg, um die Wahrheit zu erkennen, ist die Barmherzigkeit. (shrink)

We prove two embedding and extension theorems in the context of the constructive theory of metric spaces. The first states that Cantor space embeds in any inhabited complete separable metric space (CSM) without isolated points, X, in such a way that every sequentially continuous function from Cantor space to ℤ extends to a sequentially continuous function from X to ℝ. The second asserts an analogous property for Baire space relative to any inhabited locally non‐compact CSM. Both results rely on having (...) careful constructive formulations of the concepts involved.As a first application, we derive new relationships between “continuity principles” asserting that all functions between specified metric spaces are pointwise continuous. In particular, we give conditions that imply the failure of the continuity principle “all functions from X to ℝ are continuous”, when X is an inhabited CSM without isolated points, and when X is an inhabited locally non‐compact CSM. One situation in which the latter case applies is in models based on “domain realizability”, in which the failure of the continuity principle for any inhabited locally non‐compact CSM, X, generalizes a result previously obtained by Escardó and Streicher in the special case X = C[0, 1].As a second application, we show that, when the notion of inhabited complete separable metric space without isolated points is interpreted in a recursion‐theoretic setting, then, for any such space X, there exists a Banach‐Mazur computable function from X to the computable real numbers that is not Markov computable.
