We identify two processes by which humans increase genetic exchange among groups of individuals: by affecting the distribution of groups and dispersal patterns across a landscape, and by affecting interbreeding among sympatric or parapatric groups. Each of these processes might then have two different effects on biodiversity: changes in the number of taxa through merging or splitting of groups, and the extinction/extirpation of taxa through effects on fitness. We review the various ways in which humans are affecting genetic exchange, and (...) highlight the difficulties in predicting the impacts on biodiversity. Gene flow and hybridization are crucially important evolutionary forces influencing biodiversity. Humans alter natural patterns of genetic exchange in myriad ways, and these anthropogenic effects are likely to influence the genetic integrity of populations and species. It is often assumed that morally permissible acts are morally better than impermissible acts. We call this claim Betterness of Permissibility. Yet, we show that some striking counterexamples show that the claim’s truth cannot be taken for granted. Furthermore, even if Betterness of Permissibility is true, it is unclear why. Apart from appeals to its intuitive plausibility, no arguments in favour of the condition exist. We fill this lacuna by identifying two fundamental conditions that jointly entail betterness of permissibility: ‘reasons (...) monotonicity of permissibility’ and the ‘weak classical view’. We then argue that there are good reasons for accepting both of the fundamental conditions. We note that there exist plausible moral theories that reject one of the fundamental conditions. However, the way in which those theories reject the fundamental conditions does not allow them to endorse the counterexamples that motivate the belief that Betterness of Permissibility might be false. The 2013 Ebola virus outbreak in West Africa, as of writing, is declining in reported human cases and mortalities. The resulting devastation caused highlights how health systems, in particular in West Africa, and in terms of global pandemic planning, are ill prepared to react to zoonotic pathogens. In this paper we propose One Health as a strategy to prevent zoonotic outbreaks as a shared goal: that human and Great Ape vaccine trials could benefit both species. Only recently have two phase (...) 2/3 Ebola human vaccine trials been started in West Africa. This paper argues for a conceptual change in pandemic preparedness. We first discuss the ethics of One Health. Next, we focus on the current Ebola outbreak and defines its victims. Third, we present the notion of a ‘shared benefit’ approach, grounded in One Health, and argue for the vaccination of wild apes in order to protect both apes and humans. We believe that a creation of such inter-species immunity is an exemplar of One Health, and that it is worth pursuing as a coextensive public health approach. (shrink)

Pandemic plans recommend phases of response to an emergent infectious disease outbreak, and are primarily aimed at preventing and mitigating human-to-human transmission. These plans carry presumptive weight and are increasingly being operationalized at the national, regional and international level with the support of the World Health Organization. The conventional focus of pandemic preparedness for EIDs of zoonotic origin has been on public health and human welfare. However, this focus on human populations has resulted in strategically important disciplinary silos. As the (...) risks of zoonotic diseases have implications that reach across many domains outside traditional public health, including anthropological, environmental, and veterinary fora, a more inclusive ecological perspective is paramount for an effective response to future outbreaks. According to the standard analysis of degree questions, the logical form of a degree question contains a variable that ranges over individual degrees and is bound by the degree question operator how. In contrast with this, we claim that the variable bound by the degree question operator how does not range over individual degrees but over intervals of degrees, by analogy with Schwarzschild and Wilkinson's proposal regarding the semantics of comparative clauses. Not only does the interval-based semantics predict the existence (...) of certain readings that are not predicted under the standard view, it is also able, together with other natural assumptions, to account for the sensitivity of degree questions to negative islands, as well as for the fact, uncovered by Fox and Hackl, that negative islands can be obviated by some properly placed modals. Like Fox and Hackl, we characterize negative island effects as arising from the fact that the relevant question, due to its meaning alone, can never have a maximally informative answer. Contrary to Fox and Hackl, however, we do not need to assume that scales are universally dense, nor that the notion of maximal informativity responsible for negative islands is blind to contextual parameters. As the Hungarian Marxist Georg Lukács noted, class has both an objective and a subjective quality: workers are reified as alienated commodities while at the same time they perceive their interests as qualitatively different from those of the capitalist who purchases their labour-power. This essay will argue that one of the most complex theorisations of the material production of working-class subjectivity emerges from Richard Wright’s 12 Million Black Voices, a second-person collective narrative of the African-American Great Migration. Wright locates African-American (...) subjectivity in the contradiction of its formation, at once trapped in the neo-feudal relations of the Jim Crow South, and brutally thrust into the matrix of Northern racialised and ghettoised industrial production. This produces for Wright acute misery, but also a proletarian revision of Du Bois’s Hegelian concept of ‘double consciousness’, as Black workers have a unique insight into the totality of the capitalist world-system. In this paper, I distinguish between two error theories of morality: one couched in terms of truth ; the other in terms of justification. I then present two arguments: the Poisoned Presupposition Argument for ET1; and the Evolutionary Debunking Argument for ET2. I go on to show how assessing these arguments requires paying attention to empirical moral psychology, in particular, work on folk metaethics. After criticizing extant work, I suggest avenues for future research.

In lieu of the sum-zero scenarios of either wholly individualist or holist depictions of social entities, some social ontologists and philosophers of social science have recently called for gradualist approaches able to account for variances in ontological reducibility between specific instances of social phenomena. The precise formal tools needed for this type of approach are, however, currently lacking. In this paper, I propose a new approach to social ontology that utilizes Integrated Information Theory (IIT) in order to provide a suitable (...) formal language for gradualist descriptions and analyses of social entities. In line with the operational physicalism of IIT, social entities are stipulated as causally irreducible to their parts to the degree that differences are made by and to them over and above the differences made by and to their parts. Capps and Lederman, in a paper published in this journal in 2015, argued that, at the time, the dismal circumstances of the Ebola outbreak in West Africa was an opportunity to revisit public health responses to emergent infectious diseases. Using a One Health lens, they argued for an ecological perspective—one that looked to respond to zoonoses as an environmental as well as public health concern. Using Ebola virus disease as an example, they suggested shared immunity as a strategy to vaccinate (...) both humans and great apes. Since then, vaccination as a conservation strategy in this case has been debated and at least one great ape vaccination trial has been proposed: some, however, are less convinced of the ethical arguments to pursue vaccinating wild animals. ABSTRACTIlya Somin's Democracy and Political Ignorance suffers from the fallacy of composition: It uses individual-level evidence about political behavior to draw inferences about the preferences and actions of the public as a whole. But collective public opinion is more stable, consistent, coherent, and responsive to the best available information, and more reflective of citizens’ underlying values and interests, than are the opinions of most individual citizens. Because Somin tends to blame the general public for deficiencies in our political processes, he (...) neglects the distorting roles of such elite-level factors as lies and misleading rhetoric from public officials, collusion between the major parties, and money run amok in our elections. Instead, he seeks solutions in such counterproductive measures as restricting the franchise, delegating decisions to unelected “experts,” and decentralizing and downsizing government. (shrink)

Democracy as an administrative system is maintained through party representation and election in which everybody is duly represented, and through a constitution which is prepared in the interest of equity, justice and egalitarianism, and through the rule of law which does not permit any form of preferential or partial treatment and judgement. In Nigeria, democracy came into real existence on 29 May 1999. Coincidentally, sharia, which is the theocratic legal system of Islam, was adopted in Zamfara State followed by some (...) other states of the country almost at the same time. This article is aimed at a critical examination of the socio-religious implications of the practice of theocracy in the implementation of the provisions of sharia as state law in the democratic nation, Nigeria. An attempt at interpreting and proffering solutions to the destabilising effects of the adoption of sharia in contradistinction to the legal system provided by the democratic constitution of the country is made. This research adopted a historical approach and was dependent on both primary and secondary sources. The result indicates that the implications of the 'adoption and practice of sharia in some states of Nigeria are manifest in legal duality, religious partiality and social instability.' This article, therefore, recommends for the country a very important aspect of political restructuring, namely, that religion should be separated from politics. (shrink)

This article aims to stimulate dispute about the justification of Paul Ricœur’s hermeneutic reading of John Rawls. Offering a close, methodically point-for-point textual engagement, I shall propose that Ricœur’s misreading of certain hermeneutic circularities in Rawls is owed to some confusion about the role of the procedural nature of Rawls’ theory. Generally speaking, the problems with Ricœur’s interpretations center on the question of whether there is something “pre-understood” within the formal theoretical understanding of the procedural theory of justice and the (...) substantive convictions and judgments that figure within the reflective equilibrium of deliberations about the terms of justice. Arguably, Ricœur has not made a satisfactory case that the difference and liberty principles are considered convictions that anticipate their discovery and establishment. Ultimately, Ricœur has not demonstrated that there is a single presuppositional form that renders Rawls’ procedure self-defeating. Instead, he has proposed to us several potential forms of damaging presupposition, each of which is based on a questionable reading of Rawls’ text. (shrink)

Electronic waste is the fastest growing form of waste worldwide, associated with a range of environmental, health, and justice problems. Unfortunately, disposal and recycling are hindered by a tendency of consumers to resist recycling their e-waste. This backlog of un-discarded e-waste poses significant challenges for the future. This paper addresses the reasons why many people might continue to value their technological artifacts and therefore to hoard them, suggesting that many of these common explanations are deficient in some way. Addressing the problem of hoarding by invoking the idea of system value, the authors conjecture, could offer some clarity about how to move forward with more successful e-waste management programs. The English Neoplatonic philosopher Ralph Cudworth introduced the term ‘consciousness’ into the English philosophical lexicon. Cudworth uses the term to define the form and structure of cognitive acts, including acts of freewill. In this article I highlight the important role of theological disputes over the place and extent of human freewill within an overarching system of providence. Cudworth’s intellectual development can be understood in the main as an increasingly detailed and nuanced reaction to the strict voluntarist Calvinism that is typified (...) in the thought of his near contemporary William Perkins. At the heart of Cudworth’s rejection of Calvinism is the dilemma over whether God is understood primarily in terms of will or justice. In this fleshing-out of the power of consciousness Cudworth moves from an instrumental account of the working of the human mind towards an account of human consciousness that is intrinsic to his definition of human agency. Biobanks are designed with particular purposes in mind. These purposes are reflected in the governance frameworks that define the conditions for participation and access by researchers. In this paper, I analyse two different models: the commercially aligned deCODE biobank and the ‘public good’ framework of UK Biobank. These diametric models have both featured ‘the public interest’ as pivotal to their achievements. However, if properly understood, the public interest rhetoric of deCODE actually conflicts with any professed community interest. Challenging the assumption that that the capitalist transformation includes a radical break with the past, this edited volume traces how historically older forms of social inequality are transformed but persist in the present to shape the social structure of contemporary societies in the global South. Each society comprises an interpretation of itself - including the meaning of life, the concept of a human being and the notion of a collective. This volume studies the interpretation that various societies have of themselves. (...) This interpretation is referred to as social ontology. All chapters of the edited volume focus on the relation between social ontology and structures of inequality. They argue that each society comprises several historical layers of social ontology that correspond to layers of inequality, which are referred to as sociocultures. Thereby, the volume explains why and how structures of inequality differ between contemporary collectives in the global South, even though all of them seem to have similar structures, institutions, and economies. COPII coated vesicles bud from an ER domain termed the transitional ER (tER), but the mechanism that clusters COPII vesicles at tER sites is unknown. tER sites are closely associated with early Golgi or pre‐Golgi structures, suggesting that the clustering of nascent COPII vesicles could be achieved by tethering to adjacent membranes. This model challenges the prevailing view that COPII vesicles are clustered by a scaffolding protein at the ER surface. Although Sec16 was proposed to serve as such a scaffolding (...) protein, recent data suggest that rather than organizing COPII into higher‐order structures, Sec16 acts at the level of individual COPII vesicles to regulate COPII turnover. A plausible synthesis is that tER sites are created by tethering to Golgi membranes and are regulated by Sec16. Meanwhile, the COPII vesicles that bud from tER sites are thought to nucleate new Golgi cisternae. Thus, an integrated self‐organization process may generate tER‐Golgi units. (shrink)

The article explores the historicity of political subjecthood, making the case that through a process of subjectification “subjects of the king” gradually became the political subjects of the state. This in turn contributed to reconstitute the state as an abstract notion that nevertheless was real through the allegiance owed to it by its subjects. Addressing the making of subjecthood in relation to state formation helps fill an important lacuna in the literature on state formation, namely the double oversight of subjecthood. (...) Either studies of state formation have taken both territory and subjecthood—the two objects of state power—for granted, or, more recently, they have assumed that changes in subjecthood were a function of changes in territoriality. I propose to address this by inquiring into early modern subjecthood in its own right, through a historical exploration of the emergence of political subjecthood in English statutes during the Tudor period. Through gradual yet incremental changes in the relation between subject/king and subject/state, the political subject’s allegiance to the state changed and acquired a “taken-for-grantedness”—maintained and reinforced through constant legal reiteration. Previous research (e.g., Horiuchi, Goldsmith, and Inoguchi, 2005) has shown some intriguing patterns of effects of several variables on international public opinion about US foreign policy. But results for the theoretically appealing effects of regime type and post-materialist values have been weak or inconsistent. This paper takes a closer look at the relationship between these two variables and international public opinion about US foreign policy. In particular, international reaction to the wars in Afghanistan (2001) and Iraq (2003) are examined using (...) two major multinational surveys. The conclusions of previous research are largely reinforced: neither regime type nor post-materialist values appears to robustly influence global opinion on these events. Rather, some central interests, including levels of trade with the US and NATO membership, and key socialized factors, including a Muslim population, experience with terrorism, and the exceptional experiences of two states (Israel, Albania) emerge as the most important factors in the models. There is also a consistent backlash effect of security cooperation with the US outside of NATO. A discussion of these preliminary results points to their theoretical implications and their significance for further investigation into the transnational dynamics of public opinion and foreign policy. The Anemodoulion, a Constantinopolitan tetrapylon decorated with numerous figural reliefs and crowned by a weathervane, has traditionally been seen as an entirely late antique construction. A re-evaluation of the medieval sources shows that, while the tetrapylon itself was constructed in late antiquity, its figural decoration and conversion into a weathervane likely date to the reign of Leo III (717–741). Viewed in connection with other monuments of Leo's reign, in particular the gate of the Kontoskalion Harbor, and historical accounts of the (...) end of the Arab siege of 717/18, the Anemodoulion may be interpreted as a triumphal monument celebrating the dispersal of the Arab fleet via a powerful storm. It thus provides new insight into the earliest efforts of the Isaurian emperors to rebuild Constantinople as a fitting capital for a medieval empire. (shrink)

Too often, caregivers and ethicists misunderstand the motivations of adult children who are involved in the care of their parents. They sometimes fail to appreciate the ways in which adult children may be trying to carry out their filial obligations toward a parent, obligations dictated by their religious commitments. Exploring these obligations within the Jewish tradition can help to illuminate these issues and provide an alternative to a rights‐based framework in which to reason about them.
