A survey of democratic institutions and republics reveals the aristocratic origins of democracy.

In the last decade, careful studies of the living brain have opened the way for human consciousness to return to the heights it held before the behavioristic coup of 1913. This is illustrated by seven cases: the discovery of widespread brain activation during conscious perception; high levels of regional brain metabolism in the resting state of consciousness, dropping drastically in unconscious states; the brain correlates of inner speech; visual imagery; fringe consciousness; executive functions of the self; and volition. Other papers (...) in this issue expand on many of these points. . In the past, evidence based on subjective reports was often neglected . It is still true that brain evidence has greater credibility than subjective reports, no matter how reliable. What is new is increasing convergence between subjective experiences and brain observations. For that reason it is no longer rare to see the word 'consciousness' and 'subjectivity' in major science journals. No one so far has discovered a gulf dividing mind and brain. On the contrary, the new evidence supports the central role of consciousness as it was regarded over more than two millenia of written thought. In a sense this was predictable. Nature is full of unexpected convergences -- between fruit fly genes and the human body, between the arc of a tennis ball and the orbit of Mars, and between consciousness and the brain. These convergences show once again the remarkable unity of the observable universe. (shrink)

The book deals with the changing nature and with the history of the concept of scientific determinism from the classical mechanics until the time immediately preceding quantum mechanics: such a historical-philosophical reconstruction is aimed at (1) signalizing and overcoming the deficiencies of the received opinion on the topic and (2) understanding better a concept which has influenced science from the beginning. -/- Before dealing with historical matters I develop in the first Chapter a kind of new, three-dimensional “measurement system” for (...) analyzing any concept of scientific determinism: many different concepts have been developed in the course of history, and we need a classification system which, on the one hand, is inclusive and broad enough to deal with different concepts; on the other hand, which makes possible to differentiate with some precision between them. My “measurement system” has three dimension or parameter: the “strength” (of the determining link between different states of the physical system), the “depth” (depending on how strong the ontological commitment of the particular concept of scientific determinism is), and the breadth (referring to the domain or the object, to which a deterministic evolution is ascribed). -/- In the second chapter I discuss briefly some main shortcomings of the received opinion about scientific determinism. Then I try to identify the “core” of scientific determinism at its origins while at the same time embedding it in the broader historical-cultural context especially of the Renaissance. On the one hand I show how the core of scientific determinism was mathematical, and this distinguished it from other related concepts, as mechanism, the principle of sufficient reason, and the aristotelic conception of science. On the other hand, precisely the support which these related concepts provided to scientific determinism, together with its mathematical nature, endowed it with an incredible resistance against empirical classification. -/- In the following three chapters I analyze the historic-philosophical development of scientific determinism along the three parameter of my measurement system. -/- In the third Chapter I reconstruct the weakening of scientific determinism with respect to its depth: the starting point is the question about the extent in which the deterministic mathematical descriptions do refer. In the development of mechanics into analytical mechanics the more and more formal character of its mathematical descriptions became evident and it became less obvious that these formal, deterministic structures also have an immediate material truth. Parallel developments within epistemology, starting with Kantian philosophy (which I deal with quite in detail), let the deterministic structures (principle, laws, equations, causal relations) appear less absolute and real and more as a product of reason, as conventions, or as models. A brief consideration of the interpretation of mechanics and its principles by Jacobi, Hertz, Mach and Poincaré shows the implications of these developments. -/- The fourth chapter reconstructs the weakening of scientific determinism with respect to the strength of the determining link: here my work deepens the track which has been opened by Ian Hacking, who interpreted the so-called “probabilistic revolution” in the 19th Century as the main reason for the erosion of determinism. The increasing pervasiveness of statistical methods in the social and natural sciences in the course of the 19th Century gave rise to a conception of scientific laws which could dispense with strict determinism. A new, empirical interpretation of probability (Frequentism) and the statistical explanation of thermodynamic phenomena in physics even suggested chance phenomena to be a necessary condition for the emergence of natural laws. -/- The last part of my work (Ch. 5, 6 and 7) considers the period (2nd half of the 19th century until ca. 1920) in which the concept of scientific determinism became explicit and was discussed as a world-picture or a world-view – that is, in its maximal breadth. I argue that there were two main reasons for the emergence of an explicit and ideological opposition “determinism vs. indeterminism” at that time: the first was the successful application of the deterministic paradigm to sociology, history, physiology and psychology in the course of the 19th Century, which provided scientific determinism with ethical implications (in particular with respect to the problem of free will, which scientific determinism seemed to deny). The second, related reason is that in the 19th Century natural scientists became public men, science was increasingly popularized and scientific issues were increasingly related to life-issues, to worldview-questions, and even to politics. In Chapter 6 I reconstruct the debates on the issue “determinism vs. indeterminism” in such a public, ideological and sometimes even political context. Among the discussants were Fechner, Du Bois-Reymond, Helmholtz, Bernard, Ostwald, Haeckel, Boussinesq, Maxwell, Boutroux, Poincaré, Renouvier, James und Peirce. Also in Vienna the debate on the issue of determinism was fervid and took ideological and political connotations: Michael Stöltzner and Deborah Coen have pointed to a particular tradition of “Vienna Indeterminism” (Stöltzner), or Viennese liberal probabilism (Coen), which was characterized by a strongly empirical conception of science and by the full acceptance and appreciation of statistical thinking in science. In the last Chapter of my work I focus on the early philosophy of Edgar Zilsel, a philosopher who stood near to the Vienna Circle and who has been much neglected in the literature by now, and I suggest considering it as part of the “Vienna Indeterminism”. First, I show how he gave an indeterministic foundation both to statistical and causal knowledge as well as to irreversibility in physics. Second, I inquire into his philosophy of probability and show how it developed in parallel to the ones of Hans Reichenbach and Richard von Mises. Finally, Zilsel happens to be a further, relevant case-study for pointing to the ideological and political side of the issue of determinism. -/- At the end of this reconstruction it should have become clear how no physical theory, no empirical evidence and no experimental confirmation can support or contradict scientific determinism in its non-trivial formulations. The French sociological tradition has long regarded the ‘individual’ as a reality situated outside its area of intellection and investigation. According to Durkheim, the individual is a psychological object par excellence. Sociology has thus long favored the study of collectives (groups, classes, categories, institutions, microcosms), suggesting that the individual was a reality which, in itself, fell short of the social. The article discusses a method from the mid-1990s of researching sociology at an individual scale. This approach is essentially embedded in (...) the French sociological tradition, from Durkheim to Bourdieu via Halbwachs, despite the inflections and criticisms it might have of this tradition, while also drawing on the main theoretical knowledge of Norbert Elias’ relational and process-focused sociology. From empirical realization in methodological and theoretical reflexivity, this research program has progressed in dialog with various types of scientific knowledge more classically oriented toward the individual and their mental realities, such as cultural psychology, psychoanalysis, cognitive psychology or the neurosciences. After the Introduction, the intellectual life of Wurzburg, Munich, Vienna, Prag, Lvov, Warsaw, Cambridge, Florence and Milan is presented and analyzed. The papers collected in this volume propose several answers to the following question: to what do we refer when we speak of Central European philosophy?. Interpretations of Central European philosophy have (...) developed in at least two broad directions. An interpretation fashionable during the 1970s lumps specific philosophical achievements, especially those of Mach and Wittgenstein, characterized by research into and development of new languages, of new philosophical, scientific and artistic grammars. In this situation, literature was seen as the exploration of meanings moving towards frontiers in which reality and possibility, science and metaphor, meet and merge. On the other hands, the theme of a Central European philosophy, connected with but independent of literature, has recently been given more thorough development. The two outstanding figures to have emerged from this inquiry are those of Bernard Bolzano and Franz Brentano. With reference to Brentano in particular, it is almost as if the collapse of the Empire also erased awareness of the common origin of many diverse components of Central European philosophical and scientific thought. The Polish logical school, logical neopositivism, phenomenology, the Prague school of linguistics, analytic philosophy, Gestalt psychology, the Vienna economics school - as well as a number of individual thinkers - are all movements and groups connected in some manner with Brentano's work and teaching. Although in some respects these are movements still at the centre of interest, the overall effect, the pattern of their common and unifying aspects have been neglected if they have not entirely disappeared. It seems that the unity of this philosophical tradition was lost with the end of the geographical and political unity of the Danubian empire and with the events that accompanied its downfall. After 1918 the centres of that tradition - Vienna, Prague, Lvov, Graz - belonged to different states, and its rich network of exchanges, contacts and relationships was dismantled forever. However, there still remained something of its philosophical style in each individual school; traits which enable us to speak, as the Authors have done in this volume, of Central European philosophy.". The scholastic philosopher is interested in definition for a different reason than the lexicographer and linguist. The philosopher is trying to learn things. Fe defines, after investigating reality, in an attempt to describe reality clearly and to sum up some aspect of his understanding of reality. Hence, we find our scholastic philosophers adopting as a main feature of their method this insistence on defining, on precise and detailed explanation of their definitions, and on proving that their definitions da correctly express (...) what a nature or activity is. A dictionary of the language of scholastic philosophy fitted to the needs of beginners and of undergraduate students of the subject is not available in English. (shrink)

I discuss donald davidson's argument for the psycho-Physical identity theory and contend that it fails: it relies on an implausible account of mental and physical events. Davidson proposes a linguistic test for determining whether a given event is mental or physical. I argue that the assumptions that are necessary for employing such a criterion of the mental are either false or presuppose the truth of the identity theory.

Numerous ethical issues have emerged from the industrialization of animal agriculture. Those issues ultimately rest in large measure upon overuse of antibiotics. How this has occurred is discussed in detail in this paper.

Singapore's Human Organ Transplant Act presumes that competent adults consent to donate their kidneys in the event of a fatal accident, unless they have refused in writing. No family consent is required. What can other countries wishing to implement a presumed‐consent model of organ donation learn from Singapore's experience?

In 1854 the biologist Thomas Henry Huxley pointed to a significant change in the way that reviewers were treating books that endorsed deeply flawed scientific theories. In the past, “when a book had been shown to be a mass of pretentious nonsense,” it “quietly sunk into its proper limbo. But these days appear, unhappily, to have gone by.” Due to the “utter ignorance of the public mind as to the methods of science and the criterion of truth,” scientists were now (...) forced to review such books in order to expose their deficiencies (Huxley 1903, 1). Huxley’s observation indicates how the development of a mass reading audience in mid-nineteenth century Britain transformed the very nature of scientific controversy. Scientists were compelled to debate the validity of theories in new public sites, not just in exclusive scientific societies or in specialized scientific journals with limited circulation. It was during the nineteenth century that public controversy—not limited to science alone—became possible for the first time. In this short piece I will discuss how the “communications revolution” produced a public space for the debate over evolutionary theory in mid-nineteenth century Britain. I will focus on periodicals as one of those public spaces in which the debate took place.1 As Huxley found, attempting to resolve a scientific controversy in the general periodical press could be a risky venture. Although a non-specialized journal could provide the public space necessary for reaching the reading audience, maintaining scientific authority in such a site was somewhat problematic. (shrink)

This essay begins with the contention that phenomenology has taken a “hermeneutic turn,” “the things themselves” are always already interpreted. Philosophers often elaborate their own positions through a “reading” of the works of other philosophers. This is the case for Claude Lefort. Through his interpretive reading of the works of Machiavelli one sees the origin of Lefort’s idea of the autonomy and the anonymity of the political and thus his notion of political modernity. In tracing the evolution of Lefort’s relationship (...) to Marx, we witness the process by which he disengages himself from his early “enchantment” with the works of Marx and the idea of the proletariat as a class bearing universal interest. Ultimately he criticizes Marx for his attempt to derive the political from the dimension of the social. This issues in his theory of totalitarianism as the attempt of a regime to close in on itself, thus denying any gesture to the dimension of the other. (shrink)

While colonialism, in general, is a contested concept, as are the conditions that constitute its negation, political decolonisation seems to be a relatively settled argument. Where such decolonisation occurred, political independence, and its attendant democratic system and the undergirding of the rule of law, signify the self-evidentiality of such political decolonisation. This article rethinks this self-evidentiality of political independence as necessarily a decolonial political accomplishment in Ghana. This critical enterprise opens the documents that founded the newly independent state to alternative (...) reading to demonstrate how the colonial folded itself into the dictate of freedom. (shrink)

This biography, the first of Richard Spencer Childs, begins in the Progressive Era when Childs initiated and pursued two fertile ideas: the short ballot doctrine and the council-manager plan. Childs understood that the simplification of the task of the voter was a question pressing for solution and that the council-manager plan would transform municipal government. This comprehensive work discusses other aspects of Childs' broad reform agenda. His proposals included: county government reform; reform in state government administration; unicameral state legislatures; reapportionment (...) of state legislatures; selection of judges by appointment; replacement of elective county coroners with appointed professional medical examiners; democratization of state political parties; and reform of the Presidential nominating system. Based on Childs' papers and personal interviews with Childs, this biography advances scholarship on the Progressive Era and contributes to the historiographical debate on the nature of reform.
